Michael Hiltzik, columnist for the Los Angeles Times, finds a pattern in the Republican attacks on the schools and universities. Their hostility to teaching Black history, their encouragement of book banning, their strategic defunding of higher education, their treatment of teaching about race, gender, and climate change as “indoctrination”—together point to a goal: the dumbing down of American young people.

Republicans say they want to get rid of “indoctrination” but they are busily erasing free inquiry and critical thinking. What do they actually want? Indoctrination.

He reminds us of the immortal words of former President Donald J. Trump: “I love the uneducated.” Republicans do not want students to think critically about racism or the past. They do not want them to reflect on anything that makes them “uncomfortable.” They want to shield them from “divisive concerns.” They want them to imbibe a candy-coated version of the past, not wrestle with hard truths.

He writes:

For reasons that may not be too hard to understand, Republicans and conservatives seem to be intent on turning their K-12 schools, colleges and universities into plantations for raising a crop of ignorant and unthinking students.

Donald Trump set forth the principle during his 2016 primary campaign, when he declared, “I love the poorly educated.”

In recent months, the right-wing attack on public education has intensified. The epicenter of the movement is Florida under Republican Gov. Ron DeSantis, where the faculty and course offerings of one of America’s leading liberal arts colleges, New College, have been eviscerated purportedly to wipe out what DeSantis calls “ideological indoctrination.”

The state’s K-12 schools have been authorized to supplement their curricula with animated cartoons developed by the far-right Prager University Foundation that flagrantly distort climate science and America’s racial history, the better to promote fossil fuels, undermine the use of renewable energy and paint a lily-white picture of America’s past.

Then there’s West Virginia, which is proposing to shut down nearly 10% of its academic offerings, including all its foreign language programs. The supposed reason is a huge budget deficit, the harvest of a systematic cutback in state funding.

In Texas, the State Library and Archives Commission is quitting the American Library Assn., after a complaint by a Republican state legislator accusing the association of pushing “socialism and Marxist ideology.”

In Arkansas, state education officials told schools that they may not award credit for the Advanced Placement course in African American history. (Several school districts said they’d offer students the course anyway.) This is the course that Florida forced the College Board to water down earlier this year by alleging, falsely, that it promoted “critical race theory.”

I must interject here that I’m of two minds about this effort. On the one hand, an ignorant young electorate can’t be good for the republic; on the other, filling the workforce with graduates incapable of critical thinking and weighed down by a distorted conception of the real world will reduce competition for my kids and grandkids for jobs that require knowledge and brains.

Let’s examine some of these cases in greater depth.

Prager University, or PragerU, isn’t an accredited institution of higher learning. It’s a dispenser of right-wing charlatanism founded by Dennis Prager, a right-wing radio host. The material approved for use in the schools includes a series of five- to 10-minute animated videos featuring the fictional Leo and Layla, school-age siblings who travel back in time to meet historical figures.

One encounter is with Frederick Douglass, the Black abolitionist. The goal of the video is to depict “Black lives matter” demonstrations as unrestrained and violent — “Why are they burning a car?” Leo asks while viewing a televised news report. The animated Douglass speaks up for change achieved through “patience and compromise.”

This depiction of Douglass leaves experts in his life and times aghast. Douglass consistently railed against such counsel. Of the Compromise of 1850, which brought California into the union but strengthened the Fugitive Slave Act — arguably the most detested federal law in American history — he stated that it illustrated how “slavery has shot its leprous distillment through the life blood of the nation.” In 1861, he thundered that “all compromises now are but as new wine to old bottles, new cloth to old garments. To attempt them as a means of peace between freedom and slavery, is as to attempt to reverse irreversible law.”

Patience? The video depicts Douglass quoting from an 1852 speech to a Rochester anti-slavery society in which he said “great streams are not easily turned from channels, worn deep in the course of ages.”

But it doesn’t include lines from later in the speech, reproaching his audience for prematurely celebrating the progress of abolition: “Your celebration is a sham; your boasted liberty, an unholy license; your national greatness, swelling vanity; … all your religious parade and solemnity, … mere bombast, fraud, deception, impiety, and hypocrisy — a thin veil to cover up crimes which would disgrace a nation of savages.”

Another video in the series parrots the fossil fuel industry’s talking points against wind and solar power: Standing over the corpse of a bird supposedly slain by flying into a wind turbine, the schoolkids’ interlocutor states, “Like many people … you’ve been misled about renewable energy, and their impact on the environment…. Windmills kill so many birds, it’s hard to track how many…. Wind farms and solar farms disrupt huge amounts of natural habitat.”

Acid rain, pollution, global warming — those consequences of fossil fuel energy aren’t mentioned. The video ends with a pitch for nuclear power, never mind the unsolved question of what to do with its radioactive waste products.

PragerU’s sedulous attack on renewables perhaps shouldn’t be much a surprise: Among its big donors is the Wilks family, which derives its fortune from fracking and which approved “future payment” of $6.25 million to PragerU in 2013.

As for New College, its travails under the DeSantis regime have been documented by my colleague Jenny Jarvie, among many others.

In a nutshell, the Sarasota institution possessed a well-deserved reputation as one of the nation’s outstanding havens for talented, independent-minded students. Then came DeSantis. He summarily replaced its board of trustees with a clutch of right-wing stooges including Christopher Rufo, known for having concocted the panic over critical race theory out of thin air and then marketed it as a useful culture war weapon to unscrupulous conservative politicians, including DeSantis.

Rufo and his fellows fired the university president and installed a sub-replacement-level GOP timeserver, Richard Corcoran, in her place. Faculty and students have fled. Students who stayed behind and were in the process of assembling their course schedules for the coming year are discovering at the last minute that the courses are no longer offered because their teachers have been fired or quit.

Instead of ambitious scholars committed to open inquiry, Corcoran has recruited athletes to fill out the student body, even though the college has no athletic fields for many of them to play on. According to USA Today, New College now has 70 baseball players, nearly twice as many as the University of Florida’s Division I NCAA team.

More to the point, the average SAT and ACT scores and high-school grade point averages have fallen from the pre-Corcoran level, while most of the school’s merit-based scholarships have gone to athletes. New College, in other words, has transitioned from a top liberal arts institution into a school that places muscle-bound underachievers on a pedestal. DeSantis calls this “succeeding in its mission to eliminate indoctrination and re-focus higher education on its classical mission.”

Finally, West Virginia University. Under its president, Gordon Gee — who previously worked his dubious magic at Brown Universityand Ohio State University, among other places — the school built lavish facilities despite declining enrollments. The construction program at the land grant university contributed to a $45-million deficit for the coming year, with expectations that it would rise to $75 million by 2028.

But the main problem was one shared by many other public universities — the erosion of public funding. As the West Virginia Center on Budget and Policy points out, “if West Virginia lawmakers had simply kept higher education funding at the same levels as a decade ago, West Virginia University would have an estimated additional $37.6 million in state funding for [fiscal year] 2024, closing the majority of this year’s budget gap.”

The decision on which programs to shutter at WVU points to a shift in how public university trustees see the purpose of their schools, trying to align them more with economic goals set by local industries rather than the goal of providing a well-rounded education to a state’s students. Trustees in some states, including North Carolina and Texas, have injected themselves into academic decisions traditionally left to administrators, often for partisan political reasons.

When it comes to interference in educational policies by conservatives, such as what’s happened in Florida, Texas and Arkansas, there’s no justification for taking these measures at face value — that is, as efforts to remove “indoctrination” from the schools. The truth is that the right-wing effort serves the purposes of white supremacists and advocates of anti-LGBTQ+ discrimination — they’re moving to inject indoctrination that conforms more to their own ideologies.

Take the attack on critical race theory, or at least the version retailed by Rufo and his ilk. “The right has reduced CRT to an incendiary dog whistle,” the Black scholar Robin D.G. Kelley of UCLA has observed, by caricaturing a four-decade-long scholarly effort to analyze “why antidiscrimination law not only fails to remedy structural racism but further entrenches racial inequality” into “a racist plot to teach white children to hate themselves, their country, and their ‘race.’”

(The inclusion of Kelley’s work in the AP African American Studies course was cited as a “concern” by Florida officials in their rationale for rejecting the course; Kelley’s work was suppressed by the College Board in its effort to make the course more acceptable to the state Department of Education.)

These attacks are couched in the vocabulary of “parents’ rights” and student freedom, but they don’t serve the students at all, nor do they advance the rights of parents interested in a good, comprehensive education for their children, as opposed to one dictated by the most narrow-minded ideologues in their state.

Where will it end? Florida’s ham-fisted educational policies won’t produce graduates with the intellectual equipment to succeed in legitimate universities, much less in the world at large. The only university many will be qualified to attend will be Prager U, and that won’t be good for anyone.

Kevin Woster, a veteran journalist in South Dakota, explains here why he opposes vouchers, even though he sent his own children to Catholic school and appreciated the education they got there.

He notes that the South Dakota legislature considered vouchers and did not pass them but he is sure that the issue will be back again for debate.

He and his wife made the right decision by sending their children to Catholic schools, but he nonetheless thinks it would be wrong to take public money for private schools.

He believes that public money should not be used to fund private schools.

It’s public money, for public schools. And the commitment and responsibility to provide a free public education isn’t a new idea. It’s a constitutional idea, as in the South Dakota Constitution, which reads in part:

“The stability of a republican form of government depending on the morality and intelligence of the people, it shall be the duty of the Legislature to establish and maintain a general and uniform system of public schools wherein tuition shall be without charge, and equally open to all; and to adopt all suitable means to secure to the people the advantages and opportunities of education.”

And as taxpaying citizens, it’s our duty to support that system of free public schools.

Making your choice with your checkbook, not public money

Just because my first wife, Jaciel, and I decided to send our kids to a Catholic-school system didn’t mean we were absolved of our responsibilities as citizens to support public schools. You don’t stop being a citizen because you decide to become a private-school parent. You are both. You must be both.

It would be wrong, he believes, to weaken the public schools for the benefit of those who have made private choices.

Carol Hillman was a teacher for many years in Pennsylvania, and she ran a consulting service that encouraged rural youth to attend college. When she and her husband Arnold retired (he is also an educator), they moved to South Carolina. They must have expected to lead a quiet life, but they immediately became involved with rural high schools, where the students are Black and impoverished. They worked tirelessly to help students set their sights on going to college.

Carol wanted to share some of her life’s lessons with other teachers.

Regardless of what subject we teach we share the responsibility to help our students prepare for their futures. Middle school students need to begin to think about, and high school students must further explore, the ways in which they shape their futures through their own actions.

Each of these prompts provide a topic you might invite your students to consider. Students will appreciate the opportunity to share their own opinions and need to learn to consider the opinions of their peers. In examining these ideas students will be using abstract thinking and higher orders of thinking.

You can limit discussion to a set day and/or time or invite students to address concepts in a journal you are willing to read.

If you have a school newspaper or yearbook you might include student comments on different topics.

Do they agree that a particular idea is valuable? If so, why or why not?

Class discussion will help students give examples of how the concepts apply to real life.

•Enjoy change because it’s the only thing we can predict.

•Have the courage to face new challenges.

•Accept that you can control your own behavior.

•Surround yourself with people who value you.

•Embrace diversity so you can enjoy other people, places and things.

•Understand that the world needs good followers and good leaders.

•Define and redefine your personal goals.

•Know when to accept help and when to say, “I can do this myself.”

•Show that you value others so you can keep old friends and make new ones.

•Know the joy of celebrating small accomplishments as they are the building blocks of a good life.

•Welcome new experiences to expand your knowledge and interests.

•Cooperate so you can become a constructive member of your community.

•Keep your promises so people can trust you.

•Understand that successful people know when to quit and move on.

•Take pride in your accomplishments.

•Accept that while you can’t always control what happens to you, you can control how you react to it.

•Understand that the best motivation comes from within.

•Recognize that you can make the world a better place.

Historian Heather Cox Richardson brilliantly contrasts the views of Republicans and Democrats on the role of government. Republicans want it to be as minimal as possible. Democrats want it to use its powers and resources to improve people’s lives. Understanding this difference helps illuminate why Republicans want to get rid of public schools and why billionaires like Charles Koch and Betsy DeVos support vouchers and libertarianism in a society where everyone is on their own.

Yesterday, the Republican Study Committee, a 175-member group of far-right House members, released their 2024 “Blueprint to Save America” budget plan. It calls for slashing the federal budget by raising the age at which retirees can start claiming Social Security benefits from 67 to 69, privatizing Medicare, and enacting dramatic tax cuts that will starve the federal government.

I’m actually not going to rehash the 122-page plan. Let’s take a look at the larger picture.

This budget dismisses the plans of “President Joe Biden and the left” as a “march toward socialism.” It says that “[t]he left’s calls to increase taxes to close the deficit would be…catastrophic for our nation.” Asserting that “the path to prosperity does not come from the Democrats’ approach of expanding government,” it claims that “[o]ver the past year and a half, the American people have seen that experiment fail firsthand.”

Instead, it says, “the key to growth, innovation, and flourishing communities” is “[i]ndividuals, free from the burdens of a burdensome government.” 

It is?

Our history actually tells us how these two contrasting visions of the government play out.

Grover Norquist, one of the key architects of the Republican argument that the solution to societal ills is tax cuts, in 2010 described to Rebecca Elliott of the Harvard Crimson how he sees the role of government. “Government should enforce [the] rule of law,” he said. “It should enforce contracts, it should protect people bodily from being attacked by criminals. And when the government does those things, it is facilitating liberty. When it goes beyond those things, it becomes destructive to both human happiness and human liberty.”

Norquist vehemently opposed taxation, saying that “it’s not any of the government’s business who earns what, as long as they earn it legitimately,” and proposed cutting government spending down to 8% of gross national product, or GDP, the value of the final goods and services produced in the United States. 

The last time the level of government spending was at that 8% of GDP was 1933, before the New Deal. In that year, after years of extraordinary corporate profits, the banking system had collapsed, the unemployment rate was nearly 25%, prices and productivity were plummeting, wages were cratering, factories had shut down, farmers were losing their land to foreclosure. Children worked in the fields and factories, elderly and disabled people ate from garbage cans, unregulated banks gambled away people’s money, business owners treated their workers as they wished. Within a year the Great Plains would be blowing away as extensive deep plowing had damaged the land, making it vulnerable to drought. Republican leaders insisted the primary solution to the crisis was individual enterprise and private charity. 

When he accepted the Democratic nomination for president in July 1932, New York governor Franklin Delano Roosevelt vowed to steer between the radical extremes of fascism and communism to deliver a “New Deal” to the American people. 

The so-called alphabet soup of the New Deal gave us the regulation of banks and businesses, protections for workers, an end to child labor in factories, repair of the damage to the Great Plains, new municipal buildings and roads and airports, rural electrification, investment in painters and writers, and Social Security for workers who were injured or unemployed. Government outlays as a percentage of GDP began to rise. World War II shot them off the charts, to more than 40% of GDP, as the United States helped the world fight fascism. 

That number dropped again after the war, and in 1975, federal expenditures settled in at about 20% of GDP. Except for short-term spikes after financial crises (spending shot up to 24% after the 2008 crash, for example, and to 31% during the 2020 pandemic, a high from which it is still coming down), the spending-to-GDP ratio has remained at about that set point.

So why is there a growing debt?

Because tax revenues have plummeted. Tax cuts under the George W. Bush and Trump administrations are responsible for 57% of the increase in the ratio of the debt to the economy, 90% if you exclude the emergency expenditures of the pandemic. The United States is nowhere close to the average tax burden of the 38 other nations in the Organization of Economic Cooperation and Development (OECD), all of which are market-oriented democracies. And those cuts have gone primarily to the wealthy and corporations. 

Republicans who backed those tax cuts now insist that the only way to deal with the growing debt is to get rid of the government that regulated business, provided a basic social safety net, promoted infrastructure, and eventually promoted civil rights, all elements that stabilized the nation after the older system gave us the Depression. Indeed, the Republican Study Committee calls for making the Trump tax cuts, scheduled to expire in 2025, permanent. 

“There are two ways of viewing the government’s duty in matters affecting economic and social life,” FDR said in his acceptance speech. “The first sees to it that a favored few are helped and hopes that some of their prosperity will leak through, sift through, to labor, to the farmer, to the small businessman.” The other “is based upon the simple moral principle: the welfare and the soundness of a nation depend first upon what the great mass of the people wish and need; and second, whether or not they are getting it.”

When the Republican Study Committee calls Biden’s policies—which have led to record employment, a booming economy, and a narrowing gap between rich and poor— “leftist,” they have lost the thread of our history. The system that restored the nation after 1933 and held the nation stable until 1981 is not socialism or radicalism; it is one of the strongest parts of our American tradition.

Notes:

Let’s start at the beginning.

The Founding Fathers did not mention the word “education” in the Constitution. They left it as a state responsibility. However, the Founding Fathers did not ignore education. They drafted and approved the Northwest Ordinances of 1785 and 1787. These documents assured that new states would enter the United States on an equal footing with existing states. The Northwest Ordinance of 1785 declared that new towns would consist of 36 plots. One plot—#16, in the center of town—was to be set aside for a public school. Nothing was said about setting aside a plot for religious schools or private schools. Those were left to private discretion. The Northwest Ordinance of 1787 forever banned slavery in the new states. And it included this provision: “Religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools and the means of education shall forever be encouraged.”

Those today who seek to divert public funding to religious and private schools are repudiating the intentions of the Foundding Fathers.

The following tweets seem closer to understanding the wishes of the Founding Fathers than do the legislators of Arizona, Ohio, and other states that are using public funds to subsidize religious and private schools.

The Orlando Sentinel reported today that the State Education Department had rejected 35% of the social studies textbooks submitted for review because of leftist content. The DeSantis administration objects to any references to “social justice” or negative references to capitalism.

Leslie Postal of the Sentinel wrote:

Florida rejected 35% of the social studies textbooks publishers hoped to sell to public schools this year and forced others to delete or change passages state leaders disliked, including references to “why some citizens are choosing to ‘Take a Knee’ to protest police brutality” and “new calls for social justice” after the death of George Floyd.

A press release from the Florida Department of Education on Tuesday said 66 of 101 textbooks submitted have been approved, many after making changes the state demanded. On April 6, the department gave approval to only 19 of the books but then worked for the past month to get publishers to update their texts.

The goal was “materials that focus on historical facts and are free from inaccuracies or ideological rhetoric,” said Education Commissioner Manny Diaz in a statement.

The textbooks are for elementary and middle school social studies classes as well as civics, economics, U.S. history and world history courses.

In addition to social justice topics, some of the textbooks initially rejected failed to accurately describe communism and socialism, the department said, and those passages were revamped to emphasize the negatives of both economic systems…

The process became highly political a year ago, however, when the state initially rejected 42 math textbooks, a historic number, and touted the news with a press release that said, “Florida Rejects Publishers’ Attempts to Indoctrinate Students.”

Gov. Ron DeSantis’ administration sounded a similar alarm Tuesday.

“The political indoctrination of children through the K-12 public education system is a very real and prolific problem in this country,” tweeted Bryan Griffin, DeSantis’ press secretary. “Just look at some of these examples from textbooks submitted this year to @EducationFL.”

Griffin highlighted a passage from a middle school textbook that described a socialist economy as one that “keeps things nice and even and without unnecessary waste.” The passage went on to say, “These societies may promote greater equality among people while still providing a fully functioning government-supervised economy.”

The department did not indicate what textbook included that passage but shared the new version about “planned economies” that replaced the one about socialist economies. The new passage reads, “Critics say these planned economies have slow development and fewer technological advances” in part because they limit “human incentive. In other words, why do anything if the government is eventually going to do it for you?”

The other examples the department shared included two related to social justice, police brutality and racism. The elementary school textbook that mentioned people taking a knee during the National Anthem as a form of protest was deleted as “not age appropriate,” the department said. So was a passage from a middle school book that discussed “new calls for social justice, including the formation of the Black Lives Matter group and the protests after the killing of Floyd, a Black man, by a white police officer.”

The department also disliked that a middle school textbook about the Holocaust asked, “What social justice issues are included in the Hebrew Bible?” The line was changed to “What are some of the key principles included in the Hebrew Bible?”

The DeSantis’ administration last year claimed the math books contained critical race theory, the idea that racism is embedded in American institutions, and other unacceptable topics such as social emotional learning and culturally responsive learning.

DeSantis and other Republicans argue CRT aims to make white children feel guilty and to teach children to hate the United States and that, while traditionally a graduate school topic, its tenets have seeped into K-12 classrooms. The Legislature last year passed what the governor dubbed his “stop woke” act that outlaws the teaching of the concept in public schools.

Opponents of DeSantis’ efforts argued the real aim was to prevent children from learning about tough topics such as slavery and racial discrimination and said they feared it would lead to a whitewashing of history.

Most of those who reviewed the math textbooks — math teachers and professors — found nothing objectionable in the texts, with only three of about 70 reviewers raising concerns about CRT. Eventually, many of the rejected books were approved after making some changes. The three reviewers who raised questions about the math textbooks were a member of the conservative Moms for Liberty group and two people affiliated with the Hillsdale College, a conservative Christian school in Michigan aligned with the DeSantis administration.

The math book rejections stunned school district administrators, who had already made plans to purchase the rejected textbooks — which were part of a longer list first posted to the education department’s website. As they typically do, committees of teachers and curriculum experts reviewed the books before recommending which ones should be purchased and had not found material they found objectionable.

The districts needed to buy new math textbooks last year and new social studies textbooks this year to make sure their instructional materials match with new state standards for those subjects.

Mindful of what happened last year, Orange County Public Schools decided to select both first and second-choice options for new social studies books this year. The Orange County School Board approved its list of recommended books April 25, but the district has not yet made any purchases, which could cost more than $21 million.

The social studies textbooks OCPS selected as its top choice for elementary schools is on the rejected list the education department released Tuesday. The district could go with its second-choice option, which is approved, or wait to see if the other wins approval in the coming weeks.

Garry Rayno writes in InsideNH about the dramatic change in the legislature’s agenda. Instead of dealing with the issues that affect people’s lives, legislators are now grappling with the same fake issues funded in many other states by Dark Money: vouchers, abortion, vaccines, guns, “parental rights.”

Rayno writes:

A quick look at the House and Senate calendars for this week will convince even those with casual political interests that the culture wars have come to New Hampshire.

Lawmakers will spend hours debating the war on public education, parental rights, abortion rights, voting rights, vaccines and medical care, firearms, drugs and governmental power to name about half the debates to grace Representatives Hall and the Senate Chamber.

Not that long ago, these more global issues were not front and center in every session of the General Court.

Instead it was the state’s support for institutions like nursing homes and higher education, reducing the uncompensated care for hospitals, tax credits to attract businesses and yes how the state funds education.

It was not about furries and cat litter boxes, drag shows and grooming, or face masks and lockdowns.

How did the state get from dealing with its own issues to making New Hampshire deal with the same issues as Texas or Florida or any of the other states undergoing the same forced “rehabilitations.” [Emphasis added]

It is easy to blame social media for the universalization of issues and concerns, but it is just the vehicle. What has caused the manipulation of this country’s consciousness is the information or misinformation that has been spread over the electronic infrastructure.

Very sophisticated networks are doing damage to this country that could not have happened in a war or limited military conflict.

During the Vietnam War the conflict was often described as a war for the “hearts and minds” of the Vietnamese people.

And now the war for the hearts and minds has come home 50 years later.

The polarization between red and blue and the resulting cultural wars intended to energize “the base,” has created a country with little use for compromise and that is apparent in the New Hampshire legislature as well.

Much of what has been passed in the last three years is unpopular, some very unpopular with the general public if you read the polls, but lawmakers who push these agendas or proposals that serve a small portion of the state continue to be elected.

In New Hampshire it is easy to see how Republicans gerrymandered the Senate and Executive Council and to some extent the House, to have control of all three although Democratic candidates received more votes than Republican candidates in all three bodies.

The state has an all Democratic Congressional delegation, and until Gov. Chris Sununu won in 2016, controlled the governor’s office for 16 of the previous 18 years.

New Hampshire is truly a purple state but you would not know that looking at the legislation approved and proposed in the last three years by the House and Senate.

The public has not given the lawmakers a mandate to turn New Hampshire into a Libertarian Shangri-La but that is what is happening.

Money is being drained out of the public school system, taxes are cut and some eliminated like the interest and dividends tax which benefits the wealthy not the poor, regulations are eliminated, and personal freedoms are emphasized to the detriment of a safe society.

The one thing that has really not worked out “as planned” for the Libertarians is Gov. Chris Sununu’s power grab of federal money that he used to concentrate power in the executive branch.

And ironically it is the flow of money into politics that has driven what is happening in New Hampshire, and other states like Idaho, Montana, Wyoming, Texas, Florida and in the Midwest.

Extreme school voucher programs, attacks on reproductive rights and the gay and transgender communities, all similar if not identical in legislation that is intended to reduce the power of government, its reach and return to a time that never was in our lifetimes, but did exist before the Civil War or at least before Franklin Roosevelt’s New Deal.

The US Supreme Court’s Citizens United decision in January 2010 struck down restrictions on corporate contributions saying they violated First Amendment rights.

It not only gave corporations the same rights as citizens it opened the floodgates for corporate money into campaigns and allowed them to influence elections like they never had before.

It also allowed that corporate money to operate in the dark money universe where super PACs do not disclose where the money comes from.

The decision essentially took government out of the hands of voters and put it into the hands of the mega donors.

And it trickled down to New Hampshire as well.

In each of the last two elections about $1 million was spent on House seats alone, while the Senate PACs received about an equal amount with spending on a senate seat often over $100,000 and some over $200,000.

That is a lot of money for a position that pays $100 a year and you know whoever gave big money will expect a return.

DeSantis is rolling out one hard-right proposal after another to make news and price he is meaner and badder than Trump. Undocumented people come here to work, and he wants to be certain that no one will hire them, not even to pick crops, clean hotel rooms or do the dishes in restaurants.

Gov. Ron DeSantis on Thursday revived a push to adopt more stringent hiring protocols to prevent the employment of undocumented workers, acknowledging that a state law he championed during his first term in office has been ineffective.

Florida law currently requires all government employers and their contractors to use a federal electronic system, known as E-Verify, to check the immigration status of new hires.

DeSantis, however, says the mandate should be expanded to include all private employers in the state, saying the current law was a “compromise” reached by the Legislature following pushback from Florida’s agriculture, tourism and construction industries.

“We ended up with a compromise version that was inadequate,” DeSantis said at a press conference in Jacksonville. Now, DeSantis wants the Republican-led Legislature to help him deliver on the promise he made to voters when he first ran for governor in 2018.

After overwhelming Republican victories in 2022, DeSantis argued, the “political context” is working in his favor this time around.

“Now, we have super majorities in the Legislature,” DeSantis said. “We have, I think, a strong mandate to be able to implement the policies that we ran on and these are policies that I’ve been for since the day I became governor over four years ago.”

The E-Verify proposal is part of a larger immigration package that DeSantis is building ahead of a possible run for the Republican nomination for president in 2024, and that he is expected to use to attack President Joe Biden’s immigration policy to reach conservative voters not just in Florida, but on a national level.

To further bolster his immigration platform, DeSantis wants, among other things, to ban out-of-state tuition waivers at colleges and universities for undocumented students and prohibit local governments from issuing identification cards to migrants.

George Scialabba wrote this essay in Commonweal. It is worth your while to read it and think about it. It might help explain why so many red states are unwilling to fund public schools and prefer to spend public money subsidizing the tuition of children already attending private schools, transferring public funds to private and religious schools.

Unless we have reached the end point of humankind’s moral development, it is pretty certain that the average educated human of the twenty-third century will look back at the average educated human of the twenty-first century and ask incredulously about a considerable number of our most cherished moral and political axioms, “How could they have believed that?” We do it every time a movie like Twelve Years a Slave or a novel like The Handmaid’s Tale or a play like Angels in America or a work of history like Bury My Heart at Wounded Knee or of journalism like Michael Harrington’s The Other America prompts us to ask, “How could decent, intelligent people have believed they were entitled to treat other human beings like that?”

So let’s interrogate some of our beliefs about political morality with the eyes of our descendants. Two four-letter words lie at the heart of contemporary America’s public morality: “free” and “fair.” “It’s a free country” is every American’s boast; “I only want a fair shake” is every American’s plea. I doubt I need to remind many Commonweal readers of the more flagrant forms of unfairness in our national life—that one American child in five lives below or near the poverty line; that somewhere between 80 and 90 percent of our economy’s productivity gains since 1980 have gone to the top 10 percent of the income distribution; that the top twenty-five hedge-fund managers earn more than all the nation’s kindergarten teachers combined; that 100,000 Americans will die for lack of health care over the next ten years in order to give a large tax cut to Americans with incomes above a half-million dollars; and so on and so on, down the long and shameful catalog. You all read the newspapers. Our twenty-third-century descendants may ask—they will ask—how we could have tolerated such unfairness; but they won’t ask how we could have believed such inequalities to be fair, because we don’t, most of us, believe them to be fair. Let’s instead consider a different question: whether our present-day ideals of fairness and freedom, even if we lived up to them, would satisfy our descendants.

The average CEO now earns around three hundred times as much as his or her average employee. Many people are dismayed at the contrast with the good old days of the Eisenhower administration, when CEOs earned only thirty times as much as their average employees and paid a far higher tax rate, and yet the country didn’t exactly seem to be going to the dogs. But let’s put aside our reaction to this striking change and ask more generally whether and why some people ought to earn more than others.

The usual answer, I suppose, is that people deserve whatever they get through the operation of supply and demand. The competitive marketplace quantifies the value that one’s efforts have for others. Some people (like doctors) employ vital skills; some people (like baseball players) give exceptional enjoyment; some people (like corporate executives) assume extra responsibilities; some people (like investors) forego luxury consumption. All such people are rewarded in proportion to the satisfaction they furnish others, as measured by others’ willingness to pay, directly or indirectly, for those satisfactions. No payment, no service. As Adam Smith wrote: “It is not from the benevolence of the butcher, the brewer, or the baker that we expect our dinner, but from their regard to their own interest.”

Of course, it’s not that simple. Consider those doctors, baseball players, and executives I used as examples of economic agents who exchange services for money. In fact, they—like you, like me—live with only one foot in a market economy and the other in a gift economy. Any doctor or scientist or athlete or nurse or teacher or carpenter worth her salt feels at least occasionally that she is making a gift of her best efforts; and as with all such gifts, the chief reward is internal: the pleasures of giving and of exercising one’s faculties at their highest pitch.

Nowadays, the gift economy leads a precarious existence, appearing mostly in commencement-day addresses in which graduates are exhorted to follow their dreams, while most of the poor things are worrying frantically about how to pay their debts. The family is a gift economy, and so is culture, including both the arts and the sciences, as well as the shrinking public and nonprofit spheres. Ever since that most fateful of innovations, industrial mass production, has become virtually universal, the market economy has progressively squeezed out the gift economy. In a mature capitalist society, competition grows in both extent and intensity—that is, both between and within economic units. Creativity and generosity are not forbidden but they are no longer self-justifying; they are, on the contrary, subordinated, like all activity in the non-public sphere, to the goal of increasing shareholder value. In the private economy, you can do whatever you like—create beauty, pursue truth, help others—as long as what you like to do makes someone a profit.

I said earlier that people in a market economy are rewarded in proportion to others’ willingness to pay. That willingness to pay is the measure of value in a market economy; and so, to say that a person deserves what she earns is to say that there is at least a rough correspondence between the value of what she produces and the value of what she receives. As Milton Friedman, the high priest of American capitalism, put it: “The ethical principle [underlying] the distribution of income in a free-market society is, ‘To each according to what he and the instruments he owns produces.’”

This notion of desert rests on the assumption that two distinctions can be made rigorously: first, that one person’s input—to any output or outcome at all—can be sharply distinguished from all other inputs; second, that merit can be distinguished from luck—that is, that diligence, good judgment, talent, and other productive qualities and character traits are not fully attributable to biological endowment, early environment, education, and other contingent and therefore morally arbitrary sources. I don’t believe those distinctions hold up.

Let’s take that CEO, and let’s assume we know somehow that she produces thirty or three hundred times as much as her average employee. Causation is a transitive relation, and production is a kind of causation. If A is a cause of B, and B is a cause of C, then A is a cause of C. If A contributes to the production of B, and B contributes to the production of C, then A has contributed to the production of C. Now, who has contributed to the production of our CEO and, therefore, to the production of whatever she produces? Clearly, her parents, spouse, teachers, fellow students, predecessors, colleagues, rivals, and friends, along with all their parents, spouses, teachers, fellow students, predecessors, colleagues, rivals, and friends, along with all those who created the physical, organizational, and cultural resources employed in the production of whatever our CEO produces, along with all their parents, spouses, teachers, fellow students, predecessors, colleagues, rivals, and friends, and, it goes without saying, all their parents, spouses, teachers, and so on through what is, if one wants to insist on the point, an infinite chain of causes.

I do want to insist on the point. Einstein famously wrote: “I have all along been standing on the shoulders of giants.” So has our CEO. Exceptional contributions, whether to art, science, or the Gross National Product, are prepared for by the whole previous development of the field. People who make brilliant, courageous, and illuminating mistakes, which may be indispensable to the ultimate success of a rich and famous artist, scientist, or entrepreneur, are not, in a competitive market system, retrospectively and proportionately rewarded for their contributions, even though Friedman’s definition of justice would seem to require it.

My point is that all production is social production. The productive assets of every age are the joint product of all preceding ages, and all those born into the present are legitimately joint heirs of those assets. And the same arguments for joint rather than individual inheritance of wealth created in the past apply to the distribution of income in the present. If this seems counterintuitive, it is perhaps because there persists a deep and ancient distinction between luck and merit, according to which we deserve praise and reward for our good actions, though not for our good fortune. But what if our good actions are the results of our good fortune?

Philosophy assimilates scientific discoveries slowly. As a result, it is always riddled with archaic concepts and images, survivals from an earlier scientific epoch. One such survival, it seems to me, is the concept of merit. It has always been partly recognized (it is, indeed, implicit in the word “gifted”) that talents and aptitudes come under the heading of luck rather than merit. But the inescapable implication of modern genetics, neurobiology, and psychiatry is that character, no less than talent, is inherited or else formed by very early experiences. Diligence, decisiveness, initiative, coolness under pressure—all these entrepreneurial virtues—are, no less than intellectual or manual abilities, part of one’s natural endowment. And from a strictly moral point of view, no one deserves a reward for being born luckier than someone else. I imagine the twenty-third century will ask: “Why did you make talent and character the measure of an individual’s desert rather than of her obligations? How could you have overlooked what is to us the obvious and elementary principle of fairness: from each according to her abilities, to each according to her need?…”

If we could speak with our nineteenth-century counterparts, we might ask questions like: “Why did you believe it legitimate for one person to own another? Why did women seem to you incapable of self-determination? Why did you consider that political authority could be inherited, for example by monarchs or aristocrats?” If they defended their morality against ours, we might learn a good deal by trying to rebut them and vindicate our own moral intuitions.

Similarly, we should try to imagine which of our current beliefs might seem benighted to our twenty-third century descendants. I suspect they will want to ask us questions like: “Why did you base desert on performance, which can’t be measured and is in any case a function of one’s endowments? After all, no one deserves her endowments. Why did you make that strangely artificial distinction between the political and the economic? It looks as though your only purpose was to prevent economic democracy. Why did you define freedom so narrowly, as the absence of constraints on one person’s right to employ her capital but not on another person’s right to realize her capacities? Why did you assume that contracts between parties with radically unequal resources could be free?”

You should read it all and ask yourself: Why do we tolerate such radical inequalities?
