The Network for Public Education has its own blog, where it posts timely articles about the attacks on public schools and ongoing strife over privatization. This is an important article by Maurice Cunningham about the continuing interest of the Walton Family Foundation in Massachusetts. Walton (and other billionaires) tried but failed to win a state referendum to allow unlimited expansion of charter schools in 2016; Maurice Cunningham played an important role by exposing the Dark Money behind the referendum, which was pitched as “saving poor minority kids from failing public schools.” When school boards, civil rights groups, teachers’ unions, parent associations and other friends of public schools saw who was paying the bills, they overwhelmingly defeated the referendum. It would have been quite a coup to plant the flag for privatization in Massachusetts, the birthplace of Horace Mann.

Maurice Cunningham is a retired professor and experienced tracker of dark and murky money in education politics. Periodically he rolls out some of the information that some media outlets never quite get around to publishing.

We all love us some Market Basket so imagine if the Walton family of Arkansas (d/b/a WalMart) bankrolled a takeover of our local grocer! News coverage would be constant—the Globe, the two NPR radio stations, local TV descending on shoppers to ask about their favorite possum pie recipes (it’s an Arkansas delicacy).  But the Waltons spend millions to privatize Massachusetts public schools and what do we get for coverage? Bupkis.

So read on if you dare, you’ll see this information nowhere else, the super-secret 2021 WALTON POLITICAL TEAM!

What is the 2021 Walton political team? It is America’s wealthiest family underwriting fronts that seek to influence government to achieve the policy goal of school privatization. As political scientists Kristin A. Goss and Jeffrey M. Berry teach us philanthropies sometimes act as interest groups. This political spending constitutes, as Robert Reich has written in Just Giving: Why Philanthropy Is Failing and How It Can Do Better, a little recognized and unaccountable form of oligarchic power.

The National Parents Union is one of his favorite groups to track, and he’s adding another to the mix.

Mea culpa, mea culpa, mea maxima culpa! Because I’ve been leaving Educators for Excellence out of these equations. E4E is a billionaire funded “teacher” house operation intended to undermine real democratic unions. Diane Ravitch explains E4E here: “It is funded by the reactionary anti-union Walton Family Foundation, the Rightwing William E. Simon Foundation, the anti-union Bodman Foundation, and the Arnold Foundation, which wants to eliminate pensions.” From 2017-2021 E4E took in $5,495,000 from the Waltons, some of which probably found its way to Boston.

As to that asterisk in 2020 the Waltons sent $400,000 to Massachusetts Parents United to establish National Parents Union, installing MPU  president Keri Rodrigues as co-founder (the other co-founder mysteriously disappeared, to be replaced as treasurer my Rodrigues’s husband). In 2021 the Waltons duked NPU another $1,200,000.

I did a search for “Walton Family Foundation” from 2017-present in the Boston Globe archives and found only five references[1] for Walton Family Foundation. None covered Massachusetts WFF’s political largess but for one letter to the editor (in response to a letter from NPU/MPU/Walton agent Keri Rodrigues) and a snippet from AP. Except . . .

For a 2021 op-ed by free-lance journalist Amy Crawford titled Do-it-yourself education is on the rise. Crawford offers a big plug for Rodrigues and wrote that WFF “channeled $700,000 into direct grants (to NPU) for technology, training, and supplies for homeschooling families, cooperatives, and learning pods, in which families pool resources to hire a private teacher.” But what I think Crawford meant was the $700,000 invested in NPU by the Vela Fund, a joint venture of the Waltons and Charles Koch. Both the Waltons and Koch seek the privatization of public schools.

The post is filled with detail and specifics of particular interest to folks who follow education in Massachusetts.

Bottom line: The Waltons spend millions to influence education policy in Massachusetts and the Globe not only keeps its readers in the dark about that but promotes DFER and Rodrigues/National Parents Union/Massachusetts Parents United as authentic voices of Democrats and parents.

ProPublica, in conjunction with the Idaho Statesman, took a close at schools in Idaho, which spends less on education than any other state. Conditions for teaching and learning are terrible, in large part because the state requires a 2/3 majority to pass a bond issue. Does Idaho care about the rising generation? Does it care about its future?

Jan Bayer sank into the couch in the family room of her Bonners Ferry, Idaho, home and stared at her phone, nervously awaiting a call. Her twin teenage daughters were nearby, equally anxious.

It was election night in March 2022, and Bayer, the superintendent of the Boundary County School District in a remote part of Idaho on the Canadian border, had spent months educating voters about a bond that would raise property taxes to replace one of her district’s oldest and most dangerous buildings: Valley View Elementary School. Built just after World War II, the school was falling apart.

The walls were cracked. The pipes were disintegrating. The ceilings were water-stained. The electrical system was maxed out and the insulation was nearly nonexistent. Classrooms froze in the winter and baked in the summer. The roof, part of which had already collapsed once, was nearing the end of its lifespan. Outside, potholes pocked the parking lot and deep splits formed in warped sidewalks. The kindergarten playground, weathered from decades of brutal winters, had turned hazardous; at times, sharp screws protruded from some of the equipment, and kids routinely got splinters from the wooden crossbeams.

Most worrisome to Bayer and her staff: Kindergarten students had to cross a street multiple times a day just to navigate the sprawling six-building campus, a piecemeal attempt to add much-needed classroom space.

The bond promised to fix all that — if voters approved it.

“You’re just honestly praying for a miracle,” Bayer said. “I said a lot of prayers all day long, saying, ‘OK, we can do this. We can do this.’”

At about 8:30 p.m., a call came in from the county clerk. More than 2,000 people voted, and about 54% of them supported the bond, the clerk said. Bayer’s heart sank and she broke into tears. In Idaho, a majority wasn’t enough. The state is one of just two in the nation that require support from two-thirds of voters to pass a bond.

Bayer shared the results with the school board, school staff and the facilities committee. Over the next several hours, she received calls and messages from community members. They told her to keep fighting. So she did. The district put another bond on the ballot in August, and students rallied to support it. On Election Day, the high school football team even stood on the bridge over the Kootenai River and held yellow signs that read “Vote Yes for Kids,” hoping to persuade voters as they drove to the Boundary County Fairgrounds to cast their votes. But the second bond fared worse. Just over 40% of voters backed the new measure, which hit the ballot as residents received a notice that their property assessments were going to rise and voters were worried about tax increases. “It went down in a ball of flames,” Bayer wrote to the school board.

Boundary County School District Superintendent Jan Bayer points out that part of an exterior wall of a school building is made of glass blocks painted blue, which are not efficient for heating and cooling. The rest of the building is made of cinder blocks that came from a naval training station that was decommissioned in the 1940s.

No other state spends less on education per student than Idaho, according to a recent report from the U.S. Census Bureau, which surveys and ranks school finance systems. It also ranks last in the nation in terms of school infrastructure spending per pupil, a state report shows. So over the past several decades, rural districts across the state have faced the same challenge as Bayer: To improve or replace aging — and sometimes dangerous — facilities, they must appeal to local taxpayers and clear some of the nation’s most restrictive thresholds for school funding. Despite urgent needs, most of these efforts fail, an investigation by the Idaho Statesman and ProPublica has found. As a result, students across the state must learn amid dire conditions.

In one Idaho school, the foundation is crumbling. In another, so few bathrooms serve hundreds of kids that students have soiled themselves, according to school officials and local media. And in yet another, a portion of a roof recently failed during off-hours, sending water flooding into a classroom and bathrooms, destroying books and temporarily limiting learning space.

Since 2006, districts have mounted 217 bond attempts to remedy these types of problems and accommodate growing student populations. Had Idaho required only a majority of voters to support the measures — the threshold in most states — 83% of them would have passed. Instead, just 44% were approved, according to an analysis of bond measures and election data by the news organizations.

Please open the link and read this story. It makes you wonder whether the public cares about education and students. People complain about test scores but all too often they are unwilling to pay for an up-to-date school system. Charters and vouchers are a pointless diversion. They guarantee that the public schools attended by most students will be impoverished and under-resources.

Steve Hinnefeld writes about a threat in Indiana to ban books and to criminalize librarians who allow anyone to check out a banned book.

Hat’s off to Indiana’s librarians. They turned out in force last week when legislators considered making it easier to ban books and prosecute people who provide material that’s “harmful to minors.” And they pushed back when lawmakers suggested they didn’t know what they were saying.

The legislation was written and ready to roll. For now, though, it’s off the table. Steve warns that it could be attached to another bill. Hoosier librarians are watching.

The Texas Signal has figured out the Republican plan for education. Defund the public schools. Send public money to greedy charter operators who have their eye on the bottom line. Send public money to voucher schools that indoctrinate their students. The goal: Dumb and Dumberer. Members of the Texas House of Representatives—both Democrats and Republicans—voted against public funding for private schools just a few days ago (after this article was posted), but the Governor is likely to try again.

For decades, Texas Republicans have been hoping you won’t notice how much public education is underfunded. Now that the far right is in the driver’s seat, we can see it was a failure by design.

Under Republican leadership, Texas has long underfunded our teachers and schools. For a while, this worked for Texas Republicans – at least politically. If someone complained, they could always point their fingers at the need for property tax relief or blame our failing schools on underpaid teachers. And if that didn’t work– blame Black and Brown communities. And if that didn’t work – hell blame the kids themselves. 

Of course, they could also avoid the topic altogether. Instead of allowing the light to shine on our school, they could simply redirect their high beams to some unfortunate Texas group as a distraction in their signature Texas Republican culture war two-step. Anything to avoid responsibility.

Texas Republicans have been happy to keep up this understanding during their 6-month stay in Austin every odd year. The Texas Republican culture war two-step: bully some women or LGBTQ kids and do the bare minimum so that they can say they’ve done their part for our kids while they find ways to build personal wealth. 

That worked for a while until the failures of the Texas Education Agency (TEA) started to show. 

Republican failures, TEA Takeovers, and Privatization

In 2018, the Texas Education Agency (TEA) was placed under federal oversight by the Department of Education for its failings regarding special education. This was due to the illegal actions of the Texas Education Agency that put a limit on the percentage of students it would allow into special education programs, impacting countless kids.  

This normally would be a wake-up call for any elected official who had the interests of their constituents at heart. But then again, we’re dealing with Greg Abbott. 

Instead of fixing the root of most issues, underfunding, Governor Greg Abbott made a hard right turn led by party extremists. Greg Abbott decided to turn to Republicans’ trusted distracted dance, except now he created a new cultural war two-step. Step 1: Blame teachers at struggling schools in our most diverse cities and 2) funnel money into the pockets of his rich donors who put their kids to private Christian schools through the scheme known as vouchers.

While Abbott has been on a statewide tour pushing his voucher scheme, he simultaneously had TEA take over the Houston Independent School District (HISD) takeover earlier this year. The takeover was blasted by civil and racial rights advocates, including the ACLU of Texas. “The state takeover of HISD is not about public education — it’s about political control of a 90 percent Black and brown student body in one of the country’s most diverse cities,” they wrote on Twitter.

Then in late March, Abbott continued his strategy with a new diverse (and Democratic-run) city: Austin. State Representative Gina Hinojosa (D- Austin) is a leading voice on public education and sits on the prominent House committee. And late on the last Friday of March, she sent an explosive alert on social media to activate pro-public education Texans. She announced that the TEA recommended conservatorship over Austin Independent School District (AISD). 

This means that a team selected by Commissioner Morath will have the power to take action over our local school district indefinitely, similar to the Houston Independent School District (HISD) takeover earlier this year. 

According to Rep. Hinojosa, the agency has cited the district’s failings regarding students receiving special education. And in November, the voters of Austin elected four new trustees and an interim superintendent has since been hired. Most folks agree AISD is heading in the right direction. “Specifically, we know that many of AISD’s challenges are due to staffing shortages, “ said Hinojosa. “Additionally, the TEA has acknowledged that the state underfunds special education in AISD by close to $80 million annually.” 

Of course, facts would only matter if Republicans cared about improving the lives of children. The solution seems simple: more funding equals better results. However, this is all a ruse toward the larger direction right back to the voucher scheme pushed by the extreme right. 

As we’ve noted, current proposals that could become law give families enrolling in private or parochial schools $8,000 per student, per year to cover tuition and other related expenses. 

This would be devastating to our public schools. Texas ranks near the bottom of national rankings of per-student funding, with the basic allotment totaling around $6,160 per student. 

The Governor and Lt. Governor Dan Patrick are fully on board, leaving only the Texas House Speaker Dade Phelan left as a question mark. While Phelan generally is a pushover when it comes to right-wing agenda items, some rural Republicans may force his hand into a fight. 

The solution to most of our public education problems is simple: funding. Simple solutions are usually welcome news. However, with the growing issues of sexual assault problems for Texas Republicans and other issues that plague the state, Republicans go for what they’re most familiar with for answers. The ole’ culture war two-step.

Musings: How Ted Cruz helped turn politics into pro wrestling

ProPublica revealed that Justice Clarence Thomas had accepted luxury vacations from Harlan Crow, a Texas billionaire, for the past two decades and never acknowledged these gifts on his financial disclosure form. Justice Thomas said in a statement that he thought these lavish trips on a private jet and a super-yacht fell under the category of “personal hospitality,” like having dinner at a friend’s home. ProPublica estimated that a recent trip to Asia, involving both the jet and the yacht, was worth about $500,000.

ProPublica consulted seven ethics experts, and all agreed that his defense was unreasonable. For one who claims to take the letter of the law literally, his failure to report the multiple gifts of free luxury travel is nonsense.

The New York Times published an important article by David Wallace-Wells about the mortality rate in the USA. Shockingly, the biggest increase in mortality is among the young. CNN reported only days ago that gun deaths are now the leading cause of death among children, having passed car accidents in 2020. “Firearms accounted for nearly 19% of childhood deaths (ages 1-18) in 2021, according to the Centers for Disease Control and Prevention Wonder database.”

Wallace-Wells wrote:

How long a person can expect to live is one of the most fundamentally revealing facts about a country, and here, in the richest country in the world, the answer is not just bleak but increasingly so. Americans are now dying younger on average than they used to, breaking from all global and historical patterns of predictable improvement. They are dying younger than in any peer countries, even accounting for the larger impact of the pandemic here. They are dying younger than in China, Cuba, the Czech Republic or Lebanon.

You may think this problem is a matter of 70-year-olds who won’t live to see 80 or perhaps about the so-called deaths of despair among white middle-aged men. These were the predominant explanations five years ago, after the country’s longevity statistics first flatlined and then took a turn for the worse — alone among wealthy nations in the modern history of the world.

But increasingly the American mortality anomaly, which is still growing, is explained not by the middle-aged or elderly but by the deaths of children and teenagers. One in 25 American 5-year-olds now won’t live to see 40, a death rate about four times as high as in other wealthy nations. And although the spike in death rates among the young has been dramatic since the beginning of the pandemic, little of the impact is from Covid-19. Over three pandemic years, Covid-19 was responsible for just 2 percent of American pediatric and juvenile deaths.

Firearms account for almost half of the increase. Homicide accounted for 6.9 percent of deaths among that group, defined as those 19 years old or younger, and suicide accounted for 6.8 percent, according to a January analysis published in JAMA Network Open. Car crashes and accidental drug overdoses — which the National Center for Health Statistics collates along with other accidental deaths as “unintentional injuries” — accounted for 18.4 percent. In 2021, according to a JAMA essay published in March, more than twice as many kids died from poisoning, including drug overdoses, as from Covid-19. More than three times as many died of suicide, more than four times as many died from homicide, and more than five times as many died in car crashes and other transportation accidents (which began increasing during the pandemic after a long, steady decline).

Last week, the former Treasury secretary Larry Summers called the deepening life expectancy crisis, documented in recent surveys and studies, “the most disturbing set of data on America that I have encountered in a long time” and “especially scary remembering that demographics were the best early warning on the collapse of the U.S.S.R.” In many ways this feels like hyperbole. And yet, by the most fundamental measures of human flourishing, the United States is moving not forward but backward, at unprecedented speed, and now the country’s catastrophic mortality anomaly has spread to its children.

The new life expectancy studies pick up the thread of work by Anne Case and the Nobel laureate Angus Deaton, economists who, beginning in 2015, suggested that a broad social malady was visible in the growing mortality rates of non-college-educated white men in middle age. Their research into what they called “deaths of despair” offered a sort of data-based corollary to a narrative about the country’s left behind, stitched together in the aftermath of Donald Trump’s rise, in part to make sense of it. In the years since, the same data has invited a whole competitive roster of divergent analyses: that such deaths reflected social dysfunctions driven by ballooning income inequality; that they illustrated health disparities that frequently tracked those inequalities, from obesity and cigarette smoking; that they showcased the country’s threadbare social safety net, which briefly expanded during the pandemic and then abruptly shrank; that they arose from striking declines in what conservatives often call prosocial values like patriotism and religiosity.

The new data tells a somewhat different story. In the big picture, opioids still play a large role, and suicide contributes, too. But that pattern of elevated middle-aged mortality is giving way to a growing crisis of juvenile death. The demographics are shifting away from those narrow markers of class and race identified by Case and Deaton, as well.

Mortality is still increasing more quickly for those without a college degree, but as John Burn-Murdoch demonstrated vividly in The Financial Times, except for a few superrich Americans, individuals at every percentile of income are now dying sooner than their counterparts in Britain, for instance. For the poorer half of the country, simply being an American is equivalent to about four full years of life lost compared with the average Brit. For the richer half, being an American is not quite as bad but is still the equivalent of losing, on average, about two years of life. And this is even though an American earning an income in the 75th percentile is much richer than a Brit at the same income percentile, since American incomes are much higher.

This is not to say that longevity declines are uniform, exactly. Black Americans, on average, can expect to live five fewer years than white Americans; Black American men have lower life expectancies than men in Rwanda, Laos and North Korea. White Americans, in turn, can expect to live seven fewer years than Asian Americans. Life expectancy in the Black Belt of the Deep South is as much as 20 years lower than it is north of the Mason-Dixon line and west of the Mississippi, according to the American Inequality Project. And there is even a notable difference between counties that supported Joe Biden in 2020 and counties that supported Trump.

While the past few years of data are skewed by Covid mortality, you still see the American anomaly even if you subtract the pandemic: In all other nations of that counterfactual world, The Financial Times calculated, life expectancy would have either stabilized or increased, while in the United States the huge surge in violent deaths alone would have cut the country’s life expectancy by a full year.

For earlier generations, life expectancy at birth was often a misleading statistic, because before modern medicine, if a person survived childhood and adolescence, he or she could be expected to live at least to contemporary middle age, and so the remarkably low median life expectancy estimate was suppressed by how many newborns did not make it to 10 or 20. (Thomas Jefferson wasn’t an old man when he wrote the Declaration of Independence at 33, when life expectancy was probably about 45, but only two of his six children with his wife, Martha, survived to adulthood.)

In modern America, a similar if less dramatic threshold appears to have emerged. If you make it to retirement age, you can expect to live about as long as your counterparts in other wealthy countries. This is its own kind of failure, given how much more money Americans spend on health care. But it is merely a waste, not a horror. The horror is that, as Burn-Murdoch memorably put it, in the average American kindergarten at least one child can expect to be buried by his or her parents. The country’s exceptionalism of violence is more striking among the young but extends into early adulthood; from age 25 to 34, Americans’ chances of dying are, by some estimates, more than twice as high, on average, as their counterparts’ in Britain and Japan.

And the death rates are growing at a startling speed. According to that March JAMA essay, the death rate among America’s youths increased by 10.7 percent from 2019 to 2020 and 8.3 percent from 2020 to 2021. The phenomenon was more pronounced among older children and adolescents, but the death rate among those age 1 to 9 increased by 8.4 percent from 2020 to 2021, and almost none of that effect was the result of the pandemic itself.

The pandemic years look even grimmer when we examine pediatric mortality by cause. Guns were responsible for almost half of the increase from 2019 to 2020, as homicides among children age 10 to 19 grew more than 39 percent. Deaths from drug overdoses for that age cohort more than doubled. In 2021, as schools reopened, pediatric deaths from Covid nearly doubled but still accounted for only one-fifth of the increase in overall pediatric deaths — a large increase on top of the previous year’s even larger one.

The disparities are remarkable and striking, as well. Most of the increase in pediatric mortality was among males, with female deaths making only a small jump. Almost two-thirds of the victims of homicide were non-Hispanic Black youths 10 to 19, who had a homicide rate six times as high as that of Hispanic children and teenagers, and more than 20 times as high as that of white children and teenagers. In recent years, the authors of the JAMA essay write, deaths from overdose were higher among white children and teenagers, but increases in the death rates among Black and Hispanic children and teenagers erased that gap, statistically speaking, in 2020.

In this way, the new data manages to invert and upend the deaths of despair story while only confirming the country’s longstanding patterns of tragic inequality. That narrative, focused on the self-destruction of older and less-educated white men, took hold in part because it pointed to an intuitive sense of national psychic malaise and postindustrial decline. But the familiar narratives about the country’s problems are proving more enduring: The country is a violent place and is getting more violent, and the footfall of that violence and social brutality is not felt equally, however much attention is paid to the travails of the “forgotten” working class. Probably we should be much more focused on protecting our young.

Jan Resseger nails the central issue in the Chicago mayoral race: school reform. Pail Vallas tried to make the race about crime and his promise to control it. But the deciding issue was education, and their very different visions for improving it.

How do we know? Vallas has no record as a crime-fighter. He has a long resume as a school superintendent, starting in Chicago. He was the ultimate technocrat, who ruthlessly imposed his test-and-punish and school closing-choice ideology, regardless of how parents, students, and teachers felt about it.

Brandon Johnson was a social studies teacher and then a community organizer for the Chicago Teachers Union. He was the antithesis of Vallas. He knew that the root of school problems was not in the schools but in the social and economic conditions in which children were growing up.

Brandon is the heir of the late, great Karen Lewis. She changed the narrative when she led a citywide strike in 2012. She organized communities and teachers. She continues to be our greatest visionary of what education should be.

Johnson’s win marks a stunning achievement in the grassroots movement started by Chicago Teachers Union leadership roughly a decade ago to focus on issues beyond the classroom, such as affordable housing, public health, environmental justice, and police reform.

“We have ushered in a new chapter in the history of our city,” Johnson said. “Whether you wake up early to open the doors of your businesses, or teach middle school, or wear a badge to protect our streets, or nurse patients in need, or provide child care services, you have always worked for this city. And now Chicago will begin to work for its people…”

Vallas, a torch bearer for school choice and charter schools who has supported voucher expansion, faced criticism and applause for his complicated schools’ legacy. Johnson taught at Jenner Academy of the Arts and Westinghouse College Prep before becoming a union organizer for the Chicago Teachers Union. His education platform, which aligns closely with the teachers union, promises more staff, free transit for students, and green schools…

The CTU called Johnson a “protege” of the late former union president Karen Lewis, who almost ran for mayor herself in 2015 before being diagnosed with a brain tumor.

“You don’t have a Brandon Johnson without a Karen Lewis,” said CTU president Stacy Davis Gates said. “She transformed the political debate in our city. She showed Chicagoans how to stand up and demand what their schools and their city need and deserve. Tonight affirms Karen’s dream of a city that works for us all, not just a privileged few.”

The Koch brothers funded the Republican takeover of Wisconsin in 2010 and the election of Scott Walker as governor. Walker quickly cracked down on unions and stripped them of their rights. He pushed vouchers. He attacked Wisconsin’s great public university system. Meanwhile, the Republican legislature gerrymandered the state to guarantee control of the legislature. The state is evenly divided between Republicans and Democrats, but Republicans control both houses of the legislature.

That is why many observers considered the election of a new State Supreme Court to be the most important election in the nation. After the retirement of a Republican justice, the Court was split 3-3.

A liberal—Janet Protasiewicz—ran against a conservative—Dan Kelly. The liberal won. This means that the Court will have a Democratic majority.

The two biggest issues likely to be resolved by the Court are abortion rights and gerrymandering. The new Court now has the votes to restore abortion rights that were withdrawn by the U.S. Supreme Court in the Dobbs decision. It is likely that a lawsuit will challenge the deeply unfair gerrymandering of the state, and the new majority is sure to insist on a fair reapportionment.

This article by three scholars—Pauline Lipman, Camika Royal, and Adrienne Dixson—closes the book on Paul Vallas’ record in education. It was published in Truthout.

Vallas’s solution for struggling schools was a corporate-style, top-down accountability system of high-stakes tests, test-prep teaching and punishment for failure — an experiment on Chicago’s Black and Brown children that set the stage for national education policy under George W. Bush. Schools that failed to meet test score targets were put on a warning list, on probation, or reconstituted by Vallas’s central office.

Counter to research consensus, based on their scores on a single test, tens of thousands of students were sent to summer school, held back a grade for as long as three years, prevented from 8th grade graduation, or assigned to remedial transition high schools where a pared-down curriculum of math, English and world studies revolved around intensive test preparation.

It was typical for schools, particularly in Black communities, to spend up to one quarter of the school year drilling for tests in reading and math. Music and art were cancelled and social studies began in May — after testing. Engaging, culturally relevant classes were turned into test prep. In some schools, Test Best and Test Ready booklets were the curriculum for weeks. CPS Office of Accountability staff told me that when Vallas left in 2001, 59 schools — mostly Black — were using mandated Direct Instruction, in which teachers read scripts and students respond with scripted answers. Not surprisingly, under this regime test scores went up. However, a 1999 National Research Council assessment expert “concluded that Chicago’s regular year and summer school curricula were so closely geared to the [standardized test] that it was impossible to distinguish real subject mastery from mastery of skills and knowledge useful for passing this particular test.”

Turning schools into test prep factories — and punishing and publicly shaming “failing” schools, students, teachers and parents in Black communities — took a toll. Some of the most dedicated and revered teachers left the system. For example, in one Black elementary school Lipman worked with, from 1997-2000, 26 of 37 teachers left, to be replaced by a succession of inexperienced teachers and interns. An award-winning teacher at the school explained that they couldn’t live with the ethical crisis of Vallas’s policies; for both teachers and students “it’s like a hammer just knocking them down.” A 2000 University of Chicago study reported nearly one-third of eighth graders retained in 1997 dropped out by fall 1999. In 2000, Parents United for Responsible Education won a civil rights complaint against CPS under Vallas for adverse discriminatory impact of the retention policy on Black and Latinx students. Expulsions, particularly of Black students, also surged, as documented in a 2001 Chicago Reporter article titled “Alternative education: Segregation or solution?”

When test scores flattened in 2001, Vallas left. But the system he set up of ranking and sorting schools based on an inappropriate use of standardized tests, and disregarding the historical disinvestment and racism schools had suffered, laid the foundation for almost 200 school closings and turn-arounds and the education market that followed. These school closings, 90 percent predominantly Black, devastated Black communities in particular. Vallas’s electoral campaign focuses on fighting crime, but the disruptions from the school closings that were a major factor in the destabilization of Black communities can be traced back to Vallas’s reign at CPS.

If Vallas should win, the students and teachers of Chicago will endure the failed policies of the past two decades.

Governor Ron DeSantis should be careful whom he picks on. Not only did Disney outsmart DeSantis and retain control of DisneyWorkd, but its CEO announced at a shareholder meeting in California that Disney plans to grow in Florida. He also rapped DeSantis for trying to punish Disney for exercising its constitutional right to free speech.

The Walt Disney Co. plans to invest $17 billion in Walt Disney World over the next 10 years and create 13,000 new jobs, CEO Bob Iger said Monday, as he accused Gov. Ron DeSantis of being vindictive over Disney’s response to the so-called “don’t say gay” law last year….

Disney World will host 50 million visitors this year, and its planned expansion will bring even more guests and employees to the state in the years to come, along with generating more taxes, Iger said.

“Our point on this is that any action that thwarts those efforts, simply to retaliate for a position the company took, sounds not just anti-business, but it sounds anti-Florida, and I’ll just leave it at that,” he said….

During the company’s annual meeting, Iger also said Disney loves Florida and has heavily invested in the state over the past 50 years in its expansion of the Disney World resort, as the state’s largest taxpayer and through its charitable actions.

The state’s relationship with Florida has “kind of been a two-way street,” Iger said.

But that changed last year when former CEO Bob Chapek spoke out against Florida’s Parental Rights in Education legislation, which restricts discussion of sexual orientation and gender identity in early-grade classrooms. That drew DeSantis’ ire and led to a law dissolving of the company’s special land use, utilities and public service district, Reedy Creek.

“And while the company may have not handled the position that it took very well, a company has a right to freedom of speech just like individuals do,” Iger said.

He said DeSantis dissolved Reedy Creek “in effect to seek to punish a company for its exercise of a constitutional right.”

“And that just seems really wrong to me, against any company or individual but particularly against the company that means so much to the state that you live in,” he added.
