Dr. Leslie T. Fenwick, PhD, is a nationally-known education policy and leadership studies scholar who served as Dean of the Howard University School of Education for nearly a decade. A former Visiting Scholar and Visiting Fellow at Harvard University, Fenwick holds an invited appointment as a MCLC Senior Fellow at the U.S. Military Academy at West Point where she occasionally lectures about character leadership and ethics. Additionally, Fenwick served as an appointed member of the National Academy of Sciences committee that produced the first study about mayoral control of Washington DC Public Schools. Fenwick (who is a former urban school teacher and adminstrator) is regularly called upon to testify about educational equity and college access to the U.S. Senate, National Conference of State Legislatures (NCSL), U.S. Conference of Mayors, National Urban League, Congressional Black Caucus (CBC), American Federation of Teachers (AFT), Education Writers Association (EWA), National Education Association (NEA), National Association for Equal Opportunity in Higher Education (NAFEO), Hispanic Association of Colleges and Universities (HACU), and the National Alliance of Black School Educators (NABSE). Additionally, she has been an invited speaker at the National Press Club, the Washington Lawyers’ Committee on Civil Rights and Urban Affairs and the Washington Policy Seminar.

This article by three scholars—Pauline Lipman, Camika Royal, and Adrienne Dixson—closes the book on Paul Vallas’ record in education. It was published in Truthout.

Vallas’s solution for struggling schools was a corporate-style, top-down accountability system of high-stakes tests, test-prep teaching and punishment for failure — an experiment on Chicago’s Black and Brown children that set the stage for national education policy under George W. Bush. Schools that failed to meet test score targets were put on a warning list, on probation, or reconstituted by Vallas’s central office.

Counter to research consensus, based on their scores on a single test, tens of thousands of students were sent to summer school, held back a grade for as long as three years, prevented from 8th grade graduation, or assigned to remedial transition high schools where a pared-down curriculum of math, English and world studies revolved around intensive test preparation.

It was typical for schools, particularly in Black communities, to spend up to one quarter of the school year drilling for tests in reading and math. Music and art were cancelled and social studies began in May — after testing. Engaging, culturally relevant classes were turned into test prep. In some schools, Test Best and Test Ready booklets were the curriculum for weeks. CPS Office of Accountability staff told me that when Vallas left in 2001, 59 schools — mostly Black — were using mandated Direct Instruction, in which teachers read scripts and students respond with scripted answers. Not surprisingly, under this regime test scores went up. However, a 1999 National Research Council assessment expert “concluded that Chicago’s regular year and summer school curricula were so closely geared to the [standardized test] that it was impossible to distinguish real subject mastery from mastery of skills and knowledge useful for passing this particular test.”

Turning schools into test prep factories — and punishing and publicly shaming “failing” schools, students, teachers and parents in Black communities — took a toll. Some of the most dedicated and revered teachers left the system. For example, in one Black elementary school Lipman worked with, from 1997-2000, 26 of 37 teachers left, to be replaced by a succession of inexperienced teachers and interns. An award-winning teacher at the school explained that they couldn’t live with the ethical crisis of Vallas’s policies; for both teachers and students “it’s like a hammer just knocking them down.” A 2000 University of Chicago study reported nearly one-third of eighth graders retained in 1997 dropped out by fall 1999. In 2000, Parents United for Responsible Education won a civil rights complaint against CPS under Vallas for adverse discriminatory impact of the retention policy on Black and Latinx students. Expulsions, particularly of Black students, also surged, as documented in a 2001 Chicago Reporter article titled “Alternative education: Segregation or solution?”

When test scores flattened in 2001, Vallas left. But the system he set up of ranking and sorting schools based on an inappropriate use of standardized tests, and disregarding the historical disinvestment and racism schools had suffered, laid the foundation for almost 200 school closings and turn-arounds and the education market that followed. These school closings, 90 percent predominantly Black, devastated Black communities in particular. Vallas’s electoral campaign focuses on fighting crime, but the disruptions from the school closings that were a major factor in the destabilization of Black communities can be traced back to Vallas’s reign at CPS.

If Vallas should win, the students and teachers of Chicago will endure the failed policies of the past two decades.

The Orlando Sentinel reported that Professor Sam Joeckel was fired by Palm Beach Atlantic University, a private Christian university where he has taught for more than two decades. A student complained that he discussed”racial justice” as a topic for his students to write about.

Joeckel walked into his office one day last week and discovered that his telephone and computer were gone. Apparently a parent complained that he was indoctrinating students by teaching about racism.

Joeckel had an idea something was up because he was called in by administrators to explain his rational for teaching about racial justice. There was also a rumor that he had said something positive about gay people,which the university forbids.

The president of the university, Dr. Debra Schwann, took a personal interest in the case.

The parent who complained had “a reasonable concern about Dr. Joeckel lecturing substantially on the history of racism and racial justice in a class designed to teach writing,” Schwinn wrote in the email.

Afterwards, she said, the dean and provost reached out to Joeckel and “shared their intention to schedule a time to review his syllabus with him so they could understand better the pedagogical rationale for including these lectures in a writing class.”

Later in the email, Schwinn went on to describe PBAU’s approach to teaching about racial issues from a “biblical worldview.”

His course consisted of four units: the one on racial justice, others on comedy and humor, gothic and horror, and gender equality.

Current and former students describe Joeckel as a beloved professor who was well known on campus. Several were confused by Schwinn’s email and the allegation that he was indoctrinating students.

Chrissy Perez, 22, a former honors student at PBAU who graduated in 2022, took many of Joeckel’s honors courses, which she described as a mix of philosophy and history. In one course, Joeckel taught about modern-day social justice movements, including racial justice movements, Perez said, but it was “nothing radical at all.”

“The only thing that was even kind of unique about the unit was that it presented documents that were written by people of color rather than history about people of color written by white people,” she said.

ProPublica wrote recently about a powerful organization of far-right conservatives that carefully avoids public scrutiny. They are wealthy, powerful, and networked, thanks to the Federalist Society and its mastermind Leonard Leo. Leo is the guy who picked judges for Trump and engineered the selection of Brett Kanaugh, Neil Gorsuch, and Amy Coney Barrett.

ProPublica and Documented have obtained more than 50 hours of internal Teneo videos and hundreds of pages of documents that reveal the organization’s ambitious agenda, influential membership and burgeoning clout. We have also interviewed Teneo members and people familiar with the group’s activities. The videos, documents and interviews provide an unfiltered look at the lens through which the group views the power of the left — and how it plans to combat it.

In response to questions for this story, Leo said in a statement: “Teneo’s young membership proves that the conservative movement is poised to be even more talented, driven, and successful in the future. This is a group that knows how to build winning teams.”

The records show Teneo’s members have included a host of prominent names from the conservative vanguard, including such elected officials as U.S. Sens. J.D. Vance of Ohio and Missouri’s Josh Hawley, a co-founder of the group. Other members have included Rep. Elise Stefanik of New York, now the fourth-ranking House Republican, as well as Nebraska’s attorney general and Virginia’s solicitor general. Three senior aides to Florida Gov. Ron DeSantis, a potential 2024 presidential candidate, are members. Another is the federal judge who struck down a Biden administration mask mandate. The heads of the Republican Attorneys General Association, Republican State Leadership Committee and Turning Point USA — all key cogs in the world of national conservative politics — have been listed as Teneo members…

Teneo co-founder Evan Baehr, a tech entrepreneur and veteran of conservative activism, said in a 2019 video for new members that Teneo had “many, many, many dozens” of members working in the Trump administration, including in the White House, State Department, Justice Department and Pentagon. “They’re everywhere….”

Soon after Leo took an interest in Teneo, the group’s finances soared. Annual revenue reached$2.3 million in 2020 and nearly $5 million in 2021, according to tax records. In 2021, the bulk of Teneo’s income — more than $3 million — came from one source: DonorsTrust, a clearinghouse for conservative, libertarian and other charitable gifts that masks the original source of the money. In 2020, the Leo-run group that received the Chicago business owner’s $1.6 billion donation gave $41 million to DonorsTrust, which had $1.5 billion in assets as of 2021.

Teneo’s other funders have included marquee conservative donors: hedge fund investor Paul Singer, Home Depot co-founder Bernie Marcus, the Charles Koch Foundation, the Bradley Foundation, and the DeVos family, according to Baehr.

As the group’s finances improved, its videos became much more professionally produced, and its website underwent a dramatic upgrade from previous iterations. All of this was part of what Baehr called “Teneo 2.0,” a major leap forward for the group, driven in part by Leo’s guidance and involvement….

Many of the connections happen at Teneo’s annual retreat, which brings together hundreds of members and their spouses, plus allies including politicians like Texas Sen. Ted Cruz and DeSantis as well as business leaders and prominent academics. Speakers at past Teneo retreats have included luminaries spanning politics, culture, business and the law: New York Times columnist David Brooks, federal judge Trevor McFadden, Blackwater founder Erik Prince, “Woke, Inc.” author and 2024 presidential candidate Vivek Ramaswamy, former Trump cabinet official and 2024 presidential hopeful Nikki Haley, ultrawealthy donors and activists Dick and Betsy DeVos, and Chick-fil-A board chair Dan Cathy.

Harvard professor Henry Louis Gates Jr. reviews the long debate about how to teach Black history in an article in the New York Times. The debate began as rationales by sympathizers of the Confederacy, who changed the Civil War into “The War Between the States.” In a visit to Charleston, South Carolina, not long ago, I heard the war described in a historic home as “The War of Northern Aggression.”

Dr. Gates writes:

Lurking behind the concerns of Ron DeSantis, the governor of Florida, over the content of a proposed high school course in African American studies, is a long and complex series of debates about the role of slavery and race in American classrooms.

“We believe in teaching kids facts and how to think, but we don’t believe they should have an agenda imposed on them,” Governor DeSantis said. He also decried what he called “indoctrination.”

School is one of the first places where society as a whole begins to shape our sense of what it means to be an American. It is in our schools that we learn how to become citizens, that we encounter the first civics lessons that either reinforce or counter the myths and fables we gleaned at home. Each day of first grade in my elementary school in Piedmont, W.Va., in 1956 began with the Pledge of Allegiance to the flag, followed by “America (My Country, ’Tis of Thee).” To this day, I cannot prevent my right hand from darting to my heart the minute I hear the words of either.

It is through such rituals, repeated over and over, that certain “truths” become second nature, “self-evident” as it were. It is how the foundations of our understanding of the history of our great nation are constructed.

Even if we give the governor the benefit of the doubt about the motivations behind his recent statements about the content of the original version of the College Board’s A.P. curriculum in African American studies, his intervention falls squarely in line with a long tradition of bitter, politically suspect battles over the interpretation of three seminal periods in the history of American racial relations: the Civil War; the 12 years following the war, known as Reconstruction; and Reconstruction’s brutal rollback, characterized by its adherents as the former Confederacy’s “Redemption,” which saw the imposition of Jim Crow segregation, the reimposition of white supremacy and their justification through a masterfully executed propaganda effort.

Undertaken by apologists for the former Confederacy with an energy and alacrity that was astonishing in its vehemence and reach, in an era defined by print culture, politicians and amateur historians joined forces to police the historical profession. The so-called Lost Cause movement was, in effect, a take-no-prisoners social media war. And no single group or person was more pivotal to “the dissemination of the truths of Confederate history, earnestly and fully and officially,” than the historian general of the United Daughters of the Confederacy, Mildred Lewis Rutherford, of Athens, Ga. Rutherford was a descendant of a long line of slave owners; her maternal grandfather owned slaves as early as 1820, and her maternal uncle, Howell Cobb, secretary of the Treasury under President James Buchanan, owned some 200 enslaved women and men in 1840. Rutherford served as the principal of the Lucy Cobb Institute (a school for girls in Athens) and vice president of the Stone Mountain Memorial project, the former Confederacy’s version of Mount Rushmore.

As the historian David Blight notes, “Rutherford gave new meaning to the term ‘die-hard.’” Indeed, she “considered the Confederacy ‘acquitted as blameless’ at the bar of history, and sought its vindication with a political fervor that would rival the ministry of propaganda in any twentieth-century dictatorship.” And she felt that the crimes of Reconstruction “made the Ku Klux Klan a necessity.” As I pointed out in a PBS documentary on the rise and fall of Reconstruction, Rutherford intuitively understood the direct connection between history lessons taught in the classroom and the Lost Cause racial order being imposed outside it, and she sought to cement that relationship with zeal and efficacy. She understood that what is inscribed on the blackboard translates directly to social practices unfolding on the street.

“Realizing that the textbooks in history and literature which the children of the South are now studying, and even the ones from which many of their parents studied before them,” she wrote in “A Measuring Rod to Test Text Books, and Reference Books in Schools, Colleges and Libraries,” “are in many respects unjust to the South and her institutions, and that a far greater injustice and danger is threatening the South today from the late histories which are being published, guilty not only of misrepresentations but of gross omissions, refusing to give the South credit for what she has accomplished, … I have prepared, as it were, a testing or measuring rod.” And Rutherford used that measuring rod to wage a systematic campaign to redefine the Civil War not as our nation’s war to end the evils of slavery, but as “the War Between the States,” since as she wrote elsewhere, “the negroes of the South were never called slaves.” And they were “well-fed, well-clothed and well-housed.”

Of the more than 25 books and pamphlets that Rutherford published, none was more important than “A Measuring Rod.” Published in 1920, her user-friendly pamphlet was meant to be the index “by which every textbook on history and literature in Southern schools should be tested by those desiring the truth.” The pamphlet was designed to make it easy for “all authorities charged with the selection of textbooks for colleges, schools and all scholastic institutions to measure all books offered for adoption by this ‘Measuring Rod,’ and adopt none which do not accord full justice to the South.” What’s more, her campaign was retroactive. As the historian Donald Yacovone tells us in his recent book, “Teaching White Supremacy,” Rutherford insisted that librarians “should scrawl ‘unjust to the South’ on the title pages” of any “unacceptable” books “already in their collections.”

On a page headed ominously by the word “Warning,” Rutherford provides a handy list of what a teacher or a librarian should “reject” or “not reject.”

“Reject a book that speaks of the Constitution other than a compact between Sovereign States.”

“Reject a textbook that does not give the principles for which the South fought in 1861, and does not clearly outline the interferences with the rights guaranteed to the South by the Constitution, and which caused secession.”

“Reject a book that calls the Confederate soldier a traitor or rebel, and the war a rebellion.”

“Reject a book that says the South fought to hold her slaves.”

“Reject a book that speaks of the slaveholder of the South as cruel and unjust to his slaves.”

And my absolute favorite, “Reject a textbook that glorified Abraham Lincoln and vilifies Jefferson Davis, unless,” she adds graciously, “a truthful cause can be found for such glorification and vilification before 1865.”

And what of slavery? “This was an education that taught the negro self-control, obedience and perseverance — yes, taught him to realize his weaknesses and how to grow stronger for the battle of life,” Rutherford writes in 1923 in “The South Must Have Her Rightful Place.” “The institution of slavery as it was in the South, far from degrading the negro, was fast elevating him above his nature and race.” For Rutherford, who lectured wearing antebellum hoop gowns, the war over the interpretation of the meaning of the recent past was all about establishing the racial order of the present: “The truth must be told, and you must read it, and be ready to answer it.” Unless this is done, “in a few years there will be no South about which to write history.”

In other words, Rutherford’s common core was the Lost Cause. And it will come as no surprise that this vigorous propaganda effort was accompanied by the construction of many of the Confederate monuments that have dotted the Southern landscape since.

While it’s safe to assume that most contemporary historians of the Civil War and Reconstruction are of similar minds about Rutherford and the Lost Cause, it’s also true that one of the most fascinating aspects of African American studies is the rich history of debate over issues like this, and especially over what it has meant — and continues to mean — to be “Black” in a nation with such a long and troubled history of human slavery at the core of its economic system for two-and-a-half centuries.

Heated debates within the Black community, beginning as early as the first decades of the 19th century, have ranged from what names “the race” should publicly call itself (William Whipper vs. James McCune Smith) and whether or not enslaved men and women should rise in arms against their masters (Henry Highland Garnet vs. Frederick Douglass). Economic development vs. political rights? (Booker T. Washington vs. W.E.B. Du Bois). Should Black people return to Africa? (Marcus Garvey vs. W.E.B. Du Bois). Should we admit publicly the pivotal role of African elites in enslaving our ancestors? (Ali Mazrui vs. Wole Soyinka).

Add to these repeated arguments over sexism, socialism and capitalism, reparations, antisemitism and homophobia. It is often surprising to students to learn that there has never been one way to “be Black” among Black Americans, nor have Black politicians, activists and scholars ever spoken with one voice or embraced one ideological or theoretical framework. Black America, that “nation in a nation,” as the Black abolitionist Martin R. Delany put it, has always been as varied and diverse as the complexions of the people who have identified, or been identified, as its members.

I found these debates so fascinating, so fundamental to a fuller understanding of Black history, that I coedited a textbook that features them, and designed Harvard’s Introduction to African American Studies course, which I teach with the historian Evelyn Brooks Higginbotham, to acquaint students with a wide range of them in colorful and sometimes riotous detail. More recent debates over academic subjects like Kimberlé Crenshaw’s insightful theory of “intersectionality,” reparations, Black antisemitism, critical race theory and the 1619 Project — several of which made Mr. DeSantis’s hit list — will be included in the next edition of our textbook and will no doubt make it onto the syllabus of our introductory course.

As a consultant to the College Board as it developed its A.P. course in African American studies, I suggested the inclusion of a “pro and con” debate unit at the end of its curriculum because of the inherent scholarly importance of many of the contemporary hot-button issues that conservative politicians have been seeking to censor, but also as a way to help students understand the relation between the information they find in their textbooks and efforts by politicians to say what should and what should not be taught in the classroom.

Why shouldn’t students be introduced to these debates? Any good class in Black studies seeks to explore the widest range of thought voiced by Black and white thinkers on race and racism over the long course of our ancestors’ fight for their rights in this country. In fact, in my experience, teaching our field through these debates is a rich and nuanced pedagogical strategy, affording our students ways to create empathy across differences of opinion, to understand “diversity within difference,” and to reflect on complex topics from more than one angle. It forces them to critique stereotypes and canards about who “we are” as a people and what it means to be “authentically Black.” I am not sure which of these ideas has landed one of my own essays on the list of pieces the state of Florida found objectionable, but there it is.

The Harvard-trained historian Carter G. Woodson, who in 1926 invented what has become Black History Month, was keenly aware of the role of politics in the classroom, especially Lost Cause interventions. “Starting after the Civil War,” he wrote, “the opponents of freedom and social Justice decided to work out a program which would enslave the Negroes’ mind inasmuch as the freedom of the body has to be conceded.”

“It was well understood,” Woodson continued, “that if by the teaching of history the white man could be further assured of his superiority and the Negro could be made to feel that he had always been a failure and that the subjection of his will to some other race is necessary the freedman, then, would still be a slave.”

“If you can control a man’s thinking,” Woodson concluded, “you do not have to worry about his action.”

Is it fair to see Governor DeSantis’s attempts to police the contents of the College Board’s A.P. curriculum in African American studies in classrooms in Florida solely as little more than a contemporary version of Mildred Rutherford’s Lost Cause textbook campaign? No. But the governor would do well to consider the company that he is keeping. And let’s just say that he, no expert in African American history, seems to be gleefully embarked on an effort to censor scholarship about the complexities of the Black past with a determination reminiscent of Rutherford’s. While most certainly not embracing her cause, Mr. DeSantis is complicitous in perpetuating her agenda.

As the Rev. Dr. Martin Luther King Jr. so aptly put it, “No society can fully repress an ugly past when the ravages persist into the present.” Addressing these “ravages,” and finding solutions to them — a process that can and should begin in the classroom — can only proceed with open discussions and debate across the ideological spectrum, a process in which Black thinkers themselves have been engaged since the earliest years of our Republic.

Throughout Black history, there has been a long, sad and often nasty tradition of attempts to censor popular art forms, from the characterization of the blues, ragtime and jazz as “the devil’s music” by guardians of “the politics of respectability,” to efforts to censor hip-hop by C. Delores Tucker, who led a campaign to ban gangsta rap music in the 1990s. Hip-hop has been an equal opportunity offender for potential censors: Mark Wichner, the deputy sheriff of Florida’s Broward County, brought 2 Live Crew up on obscenity charges in 1990. But there is a crucial difference between Ms. Tucker, best known as a civil rights activist, and Mr. Wichner, an administrator of justice on behalf of the state, a difference similar to that between Rutherford and Mr. DeSantis.

While the urge to censor art — a symbolic form of vigilante policing — is colorblind, there is no equivalence between governmental censorship and the would-be censorship of moral crusaders. Many states are following Florida’s lead in seeking to bar discussions of race and history in classrooms. The distinction between Mildred Lewis Rutherford and Governor DeSantis? The power differential.

Rutherford wished for nothing less than the power to summon the apparatus of the state to impose her strictures on our country’s narrative about the history of race and racism. Mr. DeSantis has that power and has shown his willingness to use it. And it is against this misguided display of power that those of us who cherish the freedom of inquiry at the heart of our country’s educational ideal must take a stand.

She usually testifies against vouchers and other forms of privatization, but she suddenly realized what she could do if the Kansas legislature passes a voucher bill. She would open a completely unregulated school to do what the rightwingers fear most!

Two years ago I wrote an opinion piece for the Kansas Reflector in which I argued that the Legislature should be celebrating Kansas public schools, rather than trying to tear them apart through voucher plans.

In the two years since, the fight has been ongoing, with no break in the Legislature’s efforts to destroy public education. This year’s session has brought us a tidal wave of proposed legislation that would divert hundreds of millions of dollars from public schools to private schools.

The legislation has shifted, though. Now it’s not just for low-income students, or for already established private schools.

The new legislation allows any kid to access the funds, and it allows anybody to set up a school. And so I have had an entirely serious change of heart. I am in no way taking a ridiculous idea to its logical extreme, so just put that out of your mind right now.

Let me explain.

Bills in the House and Senate that would allow families to use state money to send their kids to private schools — specifically House Bill 2218 — represent an enormous opportunity for Kansas educators. This legislation will allow Kansas to be a beacon to the rest of the country. Just as the world watched on Aug. 2nd as Kansans defeated the anti-choice agenda, the world can now watch as our liberal, woke educators are freed from the bonds of bureaucratic oversight and local, state and federal regulations.

Other educators, like me, will jump at the chance to open our own micro-schools and enact our own curricular agendas. We will be able to recruit the students we want to teach. We will no longer be asked to serve all students equitably, but instead we can create small, insular communities of learners, focused on the topics we feel are most valuable.

This is an enormous opportunity for all Kansas teachers who are tired of being subject to democratically elected school boards’ rules and out-of-touch federal lawmakers’ regulations.

When I think about opening my own school, I can’t help but be thrilled at the potential freedom. I will have the opportunity to teach English classes rooted in critical race theory. I know many legislators think we teach CRT now, but really there is so much oversight and collaboration that I am hamstrung and forced to teach lessons based on “pedagogical research” and “student data.”

This legislation will allow me to teach what many of the conservatives assumed I most want to teach: a leftist agenda focused on my Marxist, atheist ideology.

I can create a social studies class anchored in the history of white people as oppressors and colonizers. I can develop a rich, interdisciplinary course of study in which we study the benefits of recreational marijuana and psilocybin, and we can take scientific field trips to grow houses and dispensaries. My math classes will focus on the benefits of a socialist economy, and I will do my best to cultivate highly educated, intrinsically motivated radicals.

Further, work with my students will be based on a feelings-first curriculum. Their social and emotional well-being will drive instruction. I recognize legislators’ intent, that parents need to choose educational environments, so I will invite parents to provide tokens of comfort from home and I will use them to decorate our classroom.

Without the burden of state-mandated assessments weighing me down, and free from any governmental oversight, I will have the bandwidth to focus on supporting students’ identities. That will be especially rewarding for me and my LGBTQIA students.

In addition to the curricular and practical freedoms offered, this legislation creates an enormous financial opportunity. I know, without a doubt, that I can recruit 21 students to attend my little school. I have a big basement, and the materials will come from my own head (and heart), so I will have almost no overhead.

This means that I will make somewhere around $100,000 annually, based on current base state aid per student. This is substantially more than I earn now, and I will be responsible for many fewer students. It is clearly a financial windfall for any motivated adult.

In conclusion, these bills are a giant win for Kansas educators and youths. I can’t believe I didn’t see it before.

The total lack of oversight and regulation, combined with the financial incentives, create an almost irresistible opportunity for those of us with an agenda for our state’s future. Teachers’ dedication to Kansas’s public schools and serving every student will certainly mean almost nothing when we consider the possibilities offered via this legislation.

A recap: The College Board is the owner of the Advanced Placement program, which provides a syllabus and an examination based on that syllabus. The organization is officially nonprofit, but it is a business that pays large salaries ($1 million+) to its top executives and relies on its revenue stream from the SAT and AP.

The College Board has engaged with leading scholars over the past two years. As the course grew closer to completion, it held meetings with state officials to collect feedback.

Florida has sought to be in the forefront of states banning a vague concept called “critical race theory,” which many teachers see as censorship of any discussion of racism in the past or present.

Florida officials denounced the early draft of the College Board syllabus. When the final draft was released on February 1, all of the topics and names that Florida singled out were either eliminated or made optional.

The College Board insisted that it did not cave to political pressure but stood its ground.

Unpersuaded, more than 1,000 scholars and supporters of African American studies signed a letter of protest to the College Board.

More than 1000 African American studies faculty members, administrators and supporters in higher education condemned the College Board’s capitulation to the Florida Department of Education in the creation of the Advanced Placement African American studies course.

In a letter addressed to College Board CEO David Coleman, the collective called for the current curriculum to be rescinded, resources be made available for students “confronting censored AP content,” to stop making false claims that the current class properly teaches African American studies and to fight “widespread efforts by states to censor anti-racist thought.”

“African American Studies is the study of the persistence of anti-Blackness and the connections between historical and contemporary efforts to resist structural racism,” the letter read. “It is an interdisciplinary engagement with the ways in which people of African descent remade and re-envisioned the world through ideas, art, politics and social movements despite the enduring character of white supremacy.”

The letter said the College Board did not uphold its “commitments against politically-motivated meddling” and specifically took issue with the removal of terms like systemic racism and intersectionality at Florida’s request, which “demean, malign and caricature Black life and the study of it.”

Signees contend that the current curriculum now lacks the fundamental aspects of African American studies and if not rescinded, some faculty will advise their institutions against accepting the AP credit.

“As a result, students may take the course without ever encountering key words and related concepts in the field including intersectionality, Black feminism, racial color blindness, institutional racism, and Black Lives Matter,” the letter read.

“Students and educators cannot engage these topics and ideas if the terms themselves are censored, as the terms themselves convey critical insights that are central to African American Studies. African American Studies is more than the study of the Black past.’”

Ron DeSantis responds to critics of his campaign to stamp out “critical race theory” by saying that Florida mandates a high school course in Black history. What he doesn’t say is that the course is offered in only 11 of the state’s 67 districts.

It isn’t offered because the state has not funded the development of a curriculum and has ignored the “mandate.”

The unenforced mandate was passed in 1994 in an attempt to make amends for the atrocities that occurred in Rosewood, Florida, exactly 100 years ago.

In 1923, 200 white terrorists sacked and burned the all-black town of Rosewood, Florida. The town was burned to the ground, and some who resisted were lynched.

Mary Ellen Klas wrote in The Miami Herald:

The painful details of the unpunished lynchings and vigilante violence went from being family secrets to the foundation for legislation awarding the first reparations paid by a state in the nation’s history to survivors of racial violence. They also became the catalyst for the 1994 law requiring the teaching of Florida’s Black history in K-12 schools. The law requires that courses comprise five components: African beginnings, the passage to America, slavery, the Reconstruction period after the Civil War and the “contributions of African Americans to society.”

DeSantis and his education commissioner Manny Diaz, Jr. object to any mention of the state’s violent racist history, and they certainly don’t want people today to know that the state agreed to pay reparations to the few survivors of the Rosewood massacre. That may be why they objected vehemently to any mention of the reparations movement in the AP course. They have a guilty conscience.

As DeSantis defends against charges that he is “erasing the state’s Black history,” he cites the 1994 law as evidence that it is required to be taught, but he is confronted with contradictions:

▪ Budget records show that the implementation of the law that has been on the books for decades has been not only understaffed and barely enforced, but DeSantis and legislative leaders have rejected requests to beef up resources to expand the teaching of Black history in Florida.

▪ The word “reparation,” which is central to the Rosewood saga that spawned the Black history law, is now considered off-limits in Florida classrooms because state officials have determined that discussion of the reparation movement, which involves offering financial restitution to the descendants of enslaved people for the harms of slavery and racial discrimination, is an attempt at “indoctrination.”

“We proudly require the teaching of African American history. We do not accept woke indoctrination masquerading as education,’’ wrote Education Commissioner Manny Diaz on Twitter last month as he defended the Department of Education’s decision to reject the Advanced Placement course in African-American Studies because it “lacked educational value.”

Hypocrites. DeSantis is hoping to become President by appealing to racism and to white grievances and resentment towards Blacks. He has amplified false claims about critical race theory, which involves the study of racism. He wants to make open bigotry respectable by loudly proclaiming that anyone who wants factual history and wants to eliminate racism is “woke.”

Lincoln spoke to “the better angels of our nature.” DeSantis appeals to the worst instincts of our nature.

The College Board released this letter last night. It seeks to demonstrate that it did not cave in to Florida’s demands. It does not explain why all of Florida’s targeted names and topics were deleted.

Our commitment to AP African American Studies, the scholars, and the field

Our commitment to AP African American Studies is unwavering. This will be the most rigorous, cohesive immersion that high school students have ever had in this discipline. Many more students than ever before will go on to deepen their knowledge in African American Studies programs in college. 

Teachers and students piloting this course are everywhere voicing their enthusiasm for the discoveries they are making. They are thriving in the openness and respect of the classroom environments they have built.

There is always debate about the content of a new AP course. That is good and healthy; these courses matter. But the dialogue surrounding AP African American Studies has moved from healthy debate to misinformation. 

We are proud of this course. But we have made mistakes in the rollout that are being exploited.

We need to clear the air and set the record straight.

  1. We deeply regret not immediately denouncing the Florida Department of Education’s slander, magnified by the DeSantis administration’s subsequent comments, that African American Studies “lacks educational value.” Our failure to raise our voice betrayed Black scholars everywhere and those who have long toiled to build this remarkable field.
  2. We should have made clear that the framework is only the outline of the course, still to be populated by the scholarly articles, video lectures, and practice questions that we assemble and make available to all AP teachers in the summer for free and easy assignment to their students. This error triggered a conversation about erasing or eliminating Black thinkers. The vitriol aimed at these scholars is repulsive and must stop.

    Rather, scholars are essential to this course, and each AP teacher must select works by scholars to include in the syllabus they submit for AP course authorization, as they do in a range of other AP courses that require secondary sources in the syllabus. We are requesting copyright permission to include works on our AP Classroom digital platform by every author mentioned in any iteration of the framework, bringing these readings to students worldwide by enabling AP teachers to assign them with one click.
  3. We should have made clear that contemporary events like the Black Lives Matter movement, reparations, and mass incarceration were optional topics in the pilot course. Our lack of clarity allowed the narrative to arise that political forces had “downgraded” the role of these contemporary movements and debates in the AP class. The actual pilot course materials teachers used were completed on April 29, 2022—far prior to any pushback. In these pilot materials, teachers were told to pick only one such topic. This topic could be assigned after the exam since it didn’t count and would have no impact on the student’s AP score.

    The official framework is a significant improvement, rather than a watering down: three weeks are now dedicated to a research project of the student’s choice, which counts as 20% of the student’s AP Exam score for college credit. This model better aligns with the flexibility colleges themselves often provide students to do an extended paper on a topic of their choice. We encourage students to focus their projects on contemporary issues and debates to ensure their application of knowledge to the present.
  4. We have not succeeded in focusing the conversation on the remarkable work and flexibility of the pilot teachers in different states. The fact is that pilot teachers everywhere are introducing the core concepts of this discipline with skill and care. Sadly, in some states teachers have more room to maneuver than others. We recognize that in some states teachers and students will be able to draw more widely on Black Studies scholarship than in others. But we must resist the narrative that teachers in states with restrictions are not doing exceptional work with their students, introducing them to so much and preparing them for so much more.

    By filling the course with concrete examples of the foundational concepts in this discipline, we have given teachers the flexibility to teach the essential content without putting their livelihoods at risk. The committee will continue to evaluate this approach, making further changes to the framework if they decide to do so.
  5. While it has been claimed that the College Board was in frequent dialogue with Florida about the content of AP African American Studies, this is a false and politically motivated charge. Our exchanges with them are actually transactional emails about the filing of paperwork to request a pilot course code and our response to their request that the College Board explain why we believe the course is not in violation of Florida laws.

    We had no negotiations about the content of this course with Florida or any other state, nor did we receive any requests, suggestions, or feedback.

    We were naive not to announce Florida’s rejection of the course when FDOE first notified us on September 23, 2022, in a letter entitled “CB Letter AP Africain [sic] Studies.” This letter, like all written communications we received from Florida, contained no explanation of the rejection. Instead, Florida invited us to call them if we had any questions.

    We made those calls, as we would to any state that says they have unstated concerns about an AP course. These phone calls with FDOE were absent of substance, despite the audacious claims of influence FDOE is now making. In the discussion, they did not offer feedback but instead asked vague, uninformed questions like, “What does the word ‘intersectionality’ mean?” and “Does the course promote Black Panther thinking?” FDOE did not bring any African American Studies scholars or teachers to their call with us, despite the presence in their state of so many renowned experts in this discipline.

    Since FDOE did not make any requests or suggestions during the calls, we asked them if they could share specific concerns in writing. They said they had to check with their supervisors and get permission. They never sent us any feedback, but instead sent a second letter to us on January 12, 2023, as a PR stunt which repeated the same rejection but now with inflated rhetoric and posturing, saying the course lacked “educational value.”

    On the day after Florida sent us that second letter, the AP executive overseeing the process of developing this course—the only AP leader who participated in the telephone calls with FDOE—followed up with the College Board’s FDOE liaison to ask whether we should ever expect any actual feedback from Florida. This is the response:

    “I don’t think they [FDOE] intend to provide any notes. My guess is that [the FDOE staff member] shared his notes with leadership (as he told us he would) and they shut it down. He might have even been instructed not to share notes.”
    We have made the mistake of treating FDOE with the courtesy we always accord to an education agency, but they have instead exploited this courtesy for their political agenda. After each written or verbal exchange with them, as a matter of professional protocol, we politely thanked them for their feedback and contributions, although they had given none.

    In Florida’s effort to engineer a political win, they have claimed credit for the specific changes we made to the official framework. In their February 7, 2023, letter to us, which they leaked to the media within hours of sending, Florida expresses gratitude for the removal of 19 topics, none of which they ever asked us to remove, and most of which remain in the official framework.

    They also claimed that we removed terms like “systemic marginalization” and “intersectionality” at their behest. This is not true. The notion that we needed Florida to enlighten us that these terms are politicized in several states is ridiculous. We took a hard look at these terms because they often are misunderstood, misrepresented, and co-opted as political weapons. Instead we focused throughout the framework on providing concrete examples of these important concepts. Florida is attempting to claim a political victory by taking credit retroactively for changes we ourselves made but that they never suggested to us.

    FDOE’s most recent letter continues to deride the field of African American Studies by describing key topics as “historically fictional.” We have asked them what they meant by that accusation, and they have failed to answer. The College Board condemns this uninformed caricature of African American Studies and the harm it does to scholars and students.

This new AP course can be historic—what makes history are the lived experiences of millions of African Americans, and the long work of scholars who have built this field. We hope our future efforts will unmistakably and unequivocally honor their work.

Writing in the Tampa Bay Times, journalist Jeff Solochek reports that the College Board released a letter last night denouncing the Florida State Department of Education. The College Board says it was naive in trusting the latter agency, which wanted to score political points.

Taken aback by Florida’s attacks against its new AP African American studies course, the College Board late Saturday denounced the state Department of Education, saying it used the course to advance a politically motivated agenda.

The organization’s letter, published at 8 p.m. Saturday, came just two days after it released another statement that did not take such a harsh tone as it pushed back against the department’s claims that portions of the course are “historically fictional.”

“There continue to be conversations and misinformation, and we felt the urgency to set the record straight and not wait another day to do so,” a College Board spokesperson said. The College Board publishes AP courses and exams.

In its latest unsigned statement, the College Board said it is proud of its “historic” course, which has been crafted by renowned scholars. It acknowledged it made mistakes during the rollout and accused Florida of exploiting the situation.

Gov. Ron DeSantis has criticized the course and said Florida would not accept it without revisions. DeSantis has been using attacks against the way race is taught in schools, calling it “woke,” in many speeches amid wide speculation that he will use the issue as part of a presidential campaign.

Neither the governor’s office nor the Department of Education could be reached for comments late Saturday on the College Board’s statement.

The College Board stated in its latest letter that it regrets not having denounced the Florida Department of Education’s “slander” that the course “lacks educational value.” The failure to speak up “betrayed Black scholars everywhere,” College Board wrote.

It said it also should have made more clear that the course outline did not include all the scholarly articles, lectures and other materials that will be part of the course. That led to the idea that some important thinkers were eliminated, it said — something Florida officials claimed credit for.

“The vitriol aimed at these scholars is repulsive and must stop,” the group wrote.

College Board made other defenses of the materials and the course preparation. Then it turned its sights on Florida’s interaction with the course.

It called the Department of Education’s claims that it had been in frequent dialogue with College Board over the course content “a false and politically motivated charge.”

Florida officials have claimed credit for changes made to the course outline.

“We had no negotiations about the content of this course with Florida or any other state, nor did we receive any requests, suggestions or feedback,” College Board wrote.

It said the organization was “naive” not to publicize Florida’s course rejection when it first came in September. It said the letter misspelled the word “African” and contained no explanation of the rejection.

The article continues with more detail. What it does not explain is why every objection raised by Florida was met by either a deletion of the name or topic, or a shift from “included” to optional.
