Peter Greene read an unusually annoying article in the Detroit News that showed just out of touch the authors are.

Michigan is a state that went overboard for school choice, thanks to former Governor John Engler and the billionaire DeVos family.

Michigan has dropped down to the bottom of NAEP, as scores have collapsed for every group.

Jeb Bush arrives to tell Michigan what they need to do is double down on their failed strategies. More choice. More testing. More accountability. More threats. More punishments.

Bush claimed that these strategies worked in Florida but they didn’t.As Greene notes, fourth grade score went up only because the state holds back third graders who don’t pass the third grade reading test. By eighth grade, students in Florida are at the national average.

Who aspires to be average?

Things are so bad in Michigan that average looks good. It is not.

Florida has a large teacher shortage, about 10,000 at last count. Under the tutelage of Jeb Bush, the Florida Legislature has made testing and privatization the centerpiece of state education policy, while treating public schools and their teachers as enemies for almost 20 years. Florida holds public schools to strict accountability, based on test scores, but imposes no accountability for the religious schools that get vouchers, and showers state money on charters. The Legislature seems to be intent on replacing public schools with charters (half of which operate for-profit) and vouchers and replacing teachers with computers.

There is no business model that can fix education. Students are not products and services that can be quantified. They are living, breathing human beings and their complexity cannot be reduced to cells on a spreadsheet.
Each child comes with their own set of needs, strengths, and abilities. Teachers must be provided the freedom to address those in the way that they professionally know is best based on their training and education.
My expertise is in a Language Arts classroom, so this is what I see most clearly. Students can analyze the hell out of a text. But testing has chipped away at the time teachers have to help their students write to inspire, write to express, write to create, write to change the world. Because what matters, in today’s education system, is one single way of writing. The thing is, our students are whole people, and this only provides them a chance to show a tiny sliver of who they are.
It’s not only Language Arts, though. This toxic testing nightmare has stripped students of the opportunity to foster their creativity in every single subject area. Children are being denied the right to express themselves in their own unique ways. They yearn for the chance to be artistic and imaginative, to be inspired and inspire others, and to innovate and build and solve. They are capable of more than simply working toward a test score. They deserve more.
And it is time for me to stand up and fight for them and the profession I love.
After twenty years, the decision to resign did not come easily. In fact, it has taken me two months to process and collect my thoughts and to muster up the courage to share them here.
Leaving my stable, secure career as a classroom teacher was risky. I was willing to risk everything because giving it all up feels like freedom in comparison to the restriction in which I was living.
My decision to walk away was not impulsive. It was years in the making. I almost walked away last year. I almost walked away two years ago. When I finally gained the courage, it wasn’t the administration, the school, or the students. And it certainly wasn’t my wonderful colleagues. None of those things drove me away. Instead, I was battle weary from years of working in a broken system. And honestly, I could not face another testing season.
I thought this transition would be more difficult than it has been. I thought I would be devastated and depressed. But I haven’t been. Now, I realize why. The truth is, I have been grieving the loss of my profession for years. I was grieving the time I used to have to foster meaningful relationships with my students. I was grieving a time when I was trusted to teach well, based on my training and knowledge. I was grieving a time when student creativity was valued over a test score.
But that simply isn’t the reality anymore. 
Over the past six years, I changed grade levels, campuses, and roles. I even returned to the school that felt like “home” with the people who I consider family. I searched tirelessly for the thing that would reignite my passion for teaching and renew my sense of hope for the future of the public school system. No matter how hard I tried, I just couldn’t find it. 
And I’m not alone. This has been called a silent strike – teachers exiting the profession prematurely or retiring early. But I, for one, will not leave silently. Although I can no longer work within this broken system, I will stand and fight from where I am now. I will work to fix it.
I am not writing to encourage others to leave teaching. This was a personal, individual decision that I made to preserve my physical, mental, and emotional health. But if you do decide to walk away, as I did, please do not be silent. If you’ve already exited or retired early, for your very own unique reasons, please speak up. This shouldn’t be a silent strike. It should be the loudest protest of all time because speaking up for public education is speaking up for our children and, quite frankly, for the foundation of our democracy.
To my colleagues who continue to work for change within their classroom walls, I am standing by your side. I support you. I know you are doing what is best for your students, even with mounting pressures, longer task lists than ever before, and mandates upon mandates. I applaud your strength and dedication. I can’t wait to meet Bella’s amazing teachers during her upcoming journey as a public school student. I hope they are just like you.
To my former students, you are the reason I stayed for twenty years. As a teacher, I learned so much from you. And now, I marvel at your continued success, your ability to achieve your dreams, and your capacity to tackle the obstacles of life. I was proud of you then, and I am proud of you now – every single day. 
To the Polk Education Association, I thank you for your tireless efforts to quell the overwhelming tide of negativity. I know that you fight tooth and nail for every single right, benefit, and dollar that PCPS employees get. I am proud to have been a member of the union. I may not be working from the inside anymore. But I will be here, battling right alongside you. After all, you’re the ones who taught me how.
I’ll be honest. When I was a Polk County Public Schools employee, I didn’t take a stand each time there was an opportunity to do so. But I know that I did not take this career risk to sit on the sidelines and watch.

Jeff Bryant explains here why Democratic candidates will have to make a choice between raising teacher pay and funding  charter schools.

Up until recently, candidates spoke only about pre-K and postsecondary education.

But the time has come to set forth their ideas for K-12.

In Florida, the choice is stark.

Voters pass tax increases dedicated solely to funding their local public schools, but the Legislature wants to compel them to share any tax increases with charter schools, whether they want to or not.

He writes:

A recent law passed by the majority Republican Florida state legislature and signed by newly elected Republican Governor Ron DeSantis will force local school districts to share portions of their locally appropriated tax money with charter schools, even if those funds are raised for the express purpose of increasing teacher salaries in district-operated public schools. (Charter schools in Florida, as in many states, do not receive funds that are raised through bond referendums, mill levies, or other forms of local funding initiatives.)

Florida teachers have openly opposed the new law, and local school districts have taken it to court to have it overthrown. But given this new law, it’s not at all hard to imagine a scenario, even at the national level, where Democrats pushing to increase funds for teacher pay will have to confront an expanding charter school industry—and now voucher programs—that would claim their portion of that money to use as private institutions for whatever purposes they wish.

“The problem with charter schools isn’t that they’re competing with public schools; it’s that they’re supplanting public schools,” says Justin Katz in a phone call. Katz, who is president of the Palm Beach County Classroom Teachers Association, recently helped organize a rally in West Palm Beach where more than 200 teachers and public school advocates showed up to voice their opposition to distributing funds raised by local tax increases to charter schools.

The protest “was very specific, local, and personal,” Katz explains, because voters in the county had approved $200 million in funding for their schools in a measure that specified increases could be used for teacher raises in traditional public schools and not for funding charter schools.

The referendum was overwhelmingly approved by more than 72 percent of voters. But under the proposed new law, a proportional share of 10 percent, or about $20 million a year, would have gone to the county’s 49 charters. Only a final hour amendment in the state’s Senate averted the loss, when the bill was altered to apply to future bond referendums only.

The language of the referendum that was passed was “crystal clear,” Katz says, that money raised by the bond efforts would not go to charter schools. But the loophole being used to argue for charters to get their share is the use of the term “public schools.”

The new law is “an effort to redefine what are public schools,” he says, in order to give charter schools a right to claim a portion of any publicly raised education funds, regardless of the intent for raising the money. He fears that once charters claim that right, private schools in the state’s school voucher programs will claim it too.

Valerie Strauss wrote a well-documented and alarming story about a high school valedictorian who was prevented from giving the graduation speech because school officials did not like certain words and topics. When the affair became public, the school board and superintendent apologized and invited the graduate to deliver her speech to the school board, promising to tape it and put it on their website. Sadly, the student lost the opportunity for which she had prepared: the chance to speak to her classmates at graduation. As you will see, Kriya Naidu did not cry “fire” in a crowded theatre. She did not utter hate speech. What she had to say was inoffensive to everyone except those who censored her. What was offensive? Talking about America as a haven for immigrants? As a land of opportunity?

Strauss writes:

Kriya Naidu is the valedictorian at University High School in Orange County, Fla. — but unlike many other students who graduate at the top of their class, she was not permitted to deliver her speech at commencement. School officials didn’t like parts of it.

First, she told WOFL-TV in Orlando, she was asked to edit out several sentences, including a line by rapper Cardi B about overcoming adversity. Then, she said, a school official asked her to prerecord the speech for airing at the graduation, apparently so it could be checked to make sure she hadn’t uttered the edited comments.

She did not prerecord the speech — which focuses on resilience and the fortitude of immigrants — and she was not allowed to give the speech live at the ceremony…

When the story became public, the school system issued an apology to Naidu and her family, according to Lorena Arias, assistant director of media relations for Orange County Public Schools. She said in an email:

“The district has apologized to the Naidu family. The School Board and Superintendent were not aware of the controversy prior to University High School’s graduation ceremony. Kriya has been invited to give her speech at the next school board meeting and to have it professionally recorded and posted to the district’s website and shared on social media platforms. The district is reviewing its commencement practices for improvements.”

In a letter to Naidu, district Superintendent Barbara Jenkins apologized for “unfortunate mistakes” made….

What were the sentences that were deemed offensive?

And I hope you remember, like the rapper and philosopher Cardi B says, “Knock me down nine times but I get up 10.”

I’m sure that all of us in our past four years of high school — while making memories of deans kissing pigs, racoons in vending machines, and toilet fires in the 25 building — have been knocked down.

The problem with that line, the graduating senior told the television station, was the reference to a toilet fire…

In her speech, Naidu spoke about how her family came to the United States from South Africa and their determination to succeed. In an unedited version of the speech, she wrote:

You see, in 1995, my parents emigrated from South Africa and moved here, to America, with only $500 to their name. And with all the opportunities that this country has afforded them, they were able to build a life for themselves and eventually myself and my sisters. And thanks to that, I have made it here today.

But they faced their fair share of challenges. Prejudice, difficulty securing jobs, pay parity and much more. But every time they were knocked down they got back up. Their success is an example of what immigrants, people of color and everyone can achieve with hard work even when they find themselves in a country that seems to work against them. As Lin-Manuel Miranda said, “Immigrants, we get the job done.”

But my parents and I aren’t the only immigrants: Most everyone here in this arena today, if not an immigrant themselves, is descended from someone who moved to America with a dream in their hearts as well.

Asked about what happened with the speech, Carcara, the principal, said in an email:

Thank you for contacting me.

University High School is proud of its Class of 2019 and its valedictorian who challenged themselves throughout their high school years. Valedictorians are role models to their peers and their speech is a moment of inspiration and celebration. School administrators worked closely with the valedictorian providing her guidance after reviewing her speech. She was then given the opportunity to pre-record her speech as is the practice in some of our high schools. We were disappointed that she chose not to do so. We wish her and the Class of 2019 much success in their future.

The school wanted her to prerecord her speech to make sure she did not utter the sentences that it wanted her to delete. She did not prerecord her speech.

 

 

The SPLC wrote to Governor Ron DeSantis to protest the latest Florida voucher plan, which takes money intended for public schools, without the fig leaf of tax credits.

By signing S.B. 7070 into law yesterday, Florida Gov. Ron DeSantis set his state on the path to further decimate its public schools through an unprecedented expansion of private school vouchers.

Florida already diverts nearly $1 billion of scarce public funds to unaccountable, under-regulated private schools each year through several different voucher programs. This massive diversion of public funds has led the state to fall from 24th among states in per-pupil funding to the bottom 10.

And even as Florida has spent more than any other state on private school vouchers, these programs have not proven to be successful, either in Florida or elsewhere. Research, in fact, shows a negative impact on academic achievement across the country. What’s more, private schools participating in Florida’s voucher programs are not held to the same standards, educational or otherwise, as public schools. 

We do have evidence about what works to ensure all students have opportunities to learn, grow, and thrive: investing in schools that value collaboration between educators, families, and communities, and focusing on wraparound supports like health care, counseling, after-school programs, and other neighborhood services.

Yet DeSantis and the Florida Legislature have chosen to set up dueling, non-uniform systems, where communities and their schools compete with private school vouchers for resources – and  lose.

Florida’s 3 million schoolchildren deserve better. Every child in Florida deserves a thriving public school – and a government that will work toward this goal.

You may hear choice zealots boasting about Jeb Bush’s “Florida Model.” As Tom Ultican explains here, they are delusional or  just making stuff up (to put it politely). 

Ultican relies on Sue Legg’s excellent report and digs down to show that the motivation behind Jeb’s so-called A+ plan was profits and religion, not education.

Jeb Bush and his friends have made Florida into a low-performing mess that can’t attract or retain teachers. But it has become a magnet for profiteers, grifters, and fundamentalists.

Ultican writes:

When the A+ Program was adopted in 1999, Florida had consistently scored among the bottom third of US states on standardized testing. The following two data sets indicate no improvement and Florida now scoring in the bottom fourth…

Last year, 21 percent of Florida’s students were enrolled in private and charter schools. The Florida tax credit scholarships (FTCS) went to 1,700 private schools and were awarded to over 100,000 students. Most of those students are in religious schools. Splitting public funding between three systems – public, charter and private – has insured mediocrity in all three systems.

Privatization Politics and Profiteering

To understand Florida’s education reform, it is important to realize that its father, Jeb Bush, is the most doctrinal conservative in the Bush family. He fought for six years to keep feeding tubes inserted into Terri Schiavo, a woman in a persistently vegetative state. Jeb was the Governor who signed the nation’s first “Stand Your Ground” self-defense law. During his first unsuccessful run for governor in 1994, Bush ‘“declared himself a ‘head-banging conservative’; vowed to ‘club this government into submission’; and warned that ‘we are transforming our society to a collectivist policy.”’

The Florida Model is an abject failure.

Sue M. Legg is a scholar at the University of Florida, a leader in Florida’s League of Women Voters, and a new board member of the Network for Public Education. She has written an incisive and devastating critique of Jeb Bush’s education program in Florida, which began twenty years ago. Bush called it his A+ Plan, but by her careful analysis, it rates an F. Advocates of school choice tout Florida’s fourth-grade scores on NAEP, which are artificially inflated by holding back third graders who dontpass the state test. By eighth grade, Florida’s students rank no better than the national average. Note to “Reformers”: a state that ranks “average” is NOT a national model.

Twenty Years Later, Jeb Bush’s A+ Plan Fails Florida’s Students. 

Sue Legg explodes the myth of the Florida miracle in her well documented report:  Twenty Years Later: Jeb Bush’s A+ Plan Fails Florida’s Students. She has compiled the research over twenty years showing the negative impact of privatization in Florida.  The highly touted achievement gains of retained third graders are lost by eighth grade.  Top ranked fourth grade NAEP scores fall to the national average by eighth grade. One half of twelfth graders read below grade level.  The graduation rate is above only 14 states.

The A+ Plan was a great slogan, but its defects resulted in a twenty-year cycle of trial and error to fix the problems.   School grades are unreliable.  A school receiving a ‘B’ grade one year has about a thirty percent chance of retaining the grade the following year. Invalid grades occur so frequently that State Impact reports that Florida made sixteen changes to the school grade formula since 2010.  It was thrown out but the new version is no more stable.  What it means to be a failing school, moreover, is consistently redefined to make more opportunity for charter school takeovers.  

Florida touts improving academic achievement in the private sector that is not supported by research.  The CREDO Study reams Florida’s for-profit charter industry.  According to a Brookings Institution study, low quality private schools are on the rise, and the LeRoy Collins Institute’s 2017 study, Tough Choices, explains that there are twice as many severely segregated Florida schools (90% non-white students) than there were in 1994-5.  The legislature ignores the problem in part because key legislators have personal interest in charter and private schools.  “Florida suits him” said Roger Stone, recently indicted in the Mueller investigation.  The New York Times article: Stone Cold Loser: quoted Stone’s admiration for Florida when he said “…it was a sunny place for shady people”.  Miami Herald series “Cashing in on Kids” reported a list of questionable land deals and conflicts of interest by for-profit charter school management. The federal government began an investigation in 2014.  Last year a  charter management firm faced criminal charges, and Florida charters have the nation’s highest closure rate.

WalletHub reports that Florida is 47th of 50 states in working conditions for teachers.  As a result, the Florida Education Association projects 10,000 vacancies next fall. Teacher shortages are not only related to money, they are due to a deliberate attack on the profession in order to break teacher unions and impose a political ideology.  As Steve Denning in a Forbes magazine article explains: “The system” grinds forward, at ever increasing cost and declining efficiency, dispiriting students, teachers and schools alike”. The thinking, he says, is embedded in the No Child Left Behind (NCLB) and Race to the Top policies.   The A+ Plan is an extension of these policies that includes increased testing and rewards and punishments related to results.

Florida’s teachers are not allowed to strike.  Parents may have to.  The legislature recently approved small raises for teachers but expanded the unconstitutional voucher program.  The governor is not concerned; he appointed three new judges to the Florida Supreme Court.  In the May 3rd 2019 Senate session, Senator Tom Lee chastised his fellow Republicans.  He has supported charter schools for years, but said ‘the industry has not been honest with us...first they wanted PECO facility funds, then local millage; now they want a portion of local discretionary referendum funds.  He called the current supporters ‘ideologues who have drunk the kool-aid‘.

The Gainesville Sun published an editorial denouncing the newRepublican voucher program, which diverts money from public schools to unaccountable private and religious schools.

“Last week, Florida lawmakers voted to raid taxpayer money meant for public education to pay for middle-income families to send their children to private schools.

“They passed the measure despite these largely religious schools lacking the standards and other requirements that the state has piled on public schools. They passed the legislation despite the Florida Supreme Court rejecting a similar measure as unconstitutional in 2006.

“They even included $250,000 in the state budget for an expected legal fight but are surely expecting a positive outcome this time around before a state Supreme Court that had three new conservative members appointed by Republican Gov. Ron DeSantis.

“After all, DeSantis has declared that “if the taxpayer is paying for education, it’s public education.″ He appears unconcerned with the consequences of continuing to divert money meant for traditional public schools to private and charter schools, while saddling traditional public schools with mandates that make it harder for educators to do their jobs and students to succeed.

“The newly passed legislation creates 18,000 vouchers at an initial cost of around $130 million, with the numbers rising in subsequent years. Families making up to 300 percent of the federal poverty level, or $77,250 a year for a family of four, would be eligible for the new vouchers.

“Unlike previous private school “scholarships” provided to lower-income families, the funding for these vouchers would come directly out of the pot of money intended for public schools. Yet the Republican-controlled Legislature rejected amendments proposed by Democrats to increase accountability for these schools to anywhere near the level of their public counterparts…

“Florida has repeatedly ranked near the bottom of the country in teacher pay and per-pupil funding, and the voucher plan in the long term will only make things worse.

“The vouchers will accelerate a two decade-long trend of the state shifting money to private and charter schools at the expense of traditional public schools, creating parallel education systems held to different standards. The trend started under Gov. Jeb Bush, who was in the House chambers last week to celebrate the bill’s passage.”

 

Florida is controlled by Swamp creatures who want to divert money from public schools and send it to charter schools and religious schools. Jeb Bush is the puppet master who has demanded strict accountability for public schools, minimal oversight of charter schools, and no accountability at all for religious schools.

In this article, Carol Burris—the executive director of the Network for Public Education—examines the charter school mess. Florida has about three million students. About 300,000 attend charter schools. Some members of the Legislature have direct conflicts of interest but nonetheless vote to shower favors and money on the state’s charters.

Burris reports that nearly half of the state’s charters operate for profit. Entrepreneurs have flocked to Florida to get the easy money.

Burris begins:

Schoolsforsale.com claims to be “the largest school brokers in the United States that you will need to call.” Its owner, Realtor David Mope, is a broker for private schools, online schools and preschools. He will also help you start your own virtual school by providing certified teachers, marketing expertise, and assistance in securing accreditation.

Mope is not a newcomer to the for-profit school world. He was the owner and CEO of Acclaim Academy, a military-style charter chain. Acclaim’s “cadets,” who were predominantly minority students from low-income homes, wore army fatigues and engaged in drills. The schools’ education director, Bill Orris, had previously led a charter school that was shut down after its management company abandoned it.

Warning signs of failure were there from the beginning. The chain aggressively attempted to open new schools in multiple districts before establishing a track record in its two existing schools. Most districts saw red flags, but two did not. In the fall of 2013, two more Acclaim schools were approved, bringing the total schools in the chain to four.

As school grades came in, unsurprisingly, the Acclaim Academy charter schools were rated “F.” In 2015, three closed their doors, leaving families in the lurch in a manner that parents described as chaos. Although Florida’s State Board of Education had allowed the schools to stay open to finish the school year, Mope filed for bankruptcy, sending students out on the street scrambling to enroll in another school with only a few weeks left in the school year. Vendors would never be paid. Parents helped teachers pack up. Nevertheless, Mope pretended the schools were solvent and continued to broker a deal to purchase hundreds of thousands of dollars of equipment.

How could Acclaim Academy ever open in the first place? Who would give this risky charter chain the seed money to get started? The American taxpayers did. A U.S. Department of Education Charter Schools Program (CSP) grant for $744,198 helped get the Acclaim Academies off the ground.

Acclaim Academy charter schools were among 502 Florida charter schools that received grants from the Department of Education between 2006 and 2014. All but two came from federal money given to the state for distribution. According to the CSP database, these Florida charter schools were awarded a total of nearly $92 million in federal funds between 2006 and 2014.

At least 184 (36.6 percent) of those schools are now closed, or never opened at all. These defunct charter schools received $34,781,736 in federal “seed” money alone.

In a statement posted last month, the Southern Poverty Legal Center clearly described the high price paid by students and citizens for vouchers.

Public schools serve all students, no matter their backgrounds. Private schools do not – they can cherry-pick which children they serve.

What’s more, when families take a private school voucher, they lose known academic standards, certified teachers, civil rights protections, services and accessibility for disabled students, free and reduced lunch options, building code regulations, and free transportation.

The Legislature passed the bill to create a fifth voucher plan, despite the fact that the state already spends $1 Billion a year to send children to voucher schools where they abandon their civil rights protections, have no guarantee of services if they are disabled, are likely to have uncertified teachers, and are likely to learn science from the Bible. Eighty percent of voucher schools are religious. Their students are not prepared to live in the modern world.

Why is the Florida GOP determined to miseducate the rising generation? Is it religious fervor? Greed? Stupidity?

When they say that “parents always know best,” are they aware of the near daily stories of parents who abused, tortured, murdered their children? Did A.J.’s parents “know best,” the parents in Illinois who abused and murdered their five-year-old? Did the parents of 13 children in California who abused them over many years also “know best?”

The voters of Florida elected these fools. They will have to take responsibility and replace them with people who care about the children and the future of their state.
