The Tampa Bay Times published a powerful editorial about the Legislature’s enactment of yet another voucher program for private and religious schools. Needless to say, the Legislature does nothing for public schools other than to divert funding to nonpublic schools, enact mandates, and harass teachers.

The schools that get vouchers will not be subject to the school letter grades foisted on public schools. They will be free to take the students they want and throwout those they don’t want. They don’t have to follow the state curriculum standards or take state tests. Their teachers don’t have to be certified. They are relieved of  any accountability, while public schools are submerged in it.

The editorial begins:

They approved the death sentence for public education in Florida at 1:20 p.m. Tuesday. Then they cheered and hugged each other. The legislation approved by the Florida House and sent to the governor will steal $130 million in tax money that could be spent improving public schools next year and spend it on tuition vouchers at private schools. Never mind the Florida Constitution. Never mind the 2.8 million students left in under-funded, overwhelmed public schools.

The outcome of this year’s voucher debate in the decades-long dismantlement of traditional public education was never in doubt. It was sealed when Republican Gov. Ron DeSantis was narrowly elected governor in November and quickly appointed three conservatives to the Florida Supreme Court. The overhaul of the court emboldened the Republican-led Legislature to approve the creation of vouchers that clearly are unconstitutional, confident that an expected legal challenge will be rejected. Elections have consequences, and this is a devastating one.

Don’t be fooled. This legislation is not just about helping children from the state’s poorest families attend private schools. It does more than take care of 13,000 kids who are on a waiting list for the existing voucher program that is paid for with tax credits. It raises the annual income limit for eligibility from $66,950 for a family of four for the current voucher program to $77,250 for the “Family Empowerment Scholarship Program.’’ That income limit will rise in future years, and so will the state’s investment in vouchers. Welcome to a new middle class entitlement.

Florida cannot afford this free market fantasy. The state ranks near the bottom in spending per student and in average pay for teachers. Hillsborough County has hundreds of teacher vacancies, broken air conditioning systems in dozens of schools will take years to repair and voters just approved a half-cent sales tax to help make ends meet. Pinellas County would need $1,200 more per student in state funding just to cover inflation over the last decade. Yet Florida will send $130 million to private schools next year for tuition for 18,000 students.

Legislators who voted for SB 7070 talked about empowering families and school choice. Parents in most communities already have plenty of choices. Nearly 300,000 students attend more than 600 publicly funded charter schools, and more than 225,000 students attend choice or magnet schools in their districts.

State Education Commissioner Richard Corcoran was in the House chamber for the vote. He previously served as chair of the Senate Appropriations Committee. His wife operates a charter school. He doesn’t like public schools or unions.

Jeb Bush was also present, happy to see another big step towards the vouchers he believes in. Ironically, he is the father of both the school choice movement and Florida’s harsh accountability regime (for public schools). I wonder if any journalist ever asks him why his beloved voucher schools are exempt from all accountability.

Despite the hostility of the elected officials to public schools, I’m not yet ready to call them dead. There are nearly three million students in Florida. Ten percent go to charters (at least half of which are operated by for-profit entrepreneurs), and another five percent choose to go to religious schools, most of which are inferior by any measure to the public schools.

More Than 80% of families choose public schools. When will the public wake up and start voting for elected officials who support the public schools to which they send their children?

Let me begin by saying straight out that I don’t judge people by what their relatives do. I have seven brothers and sisters (five living) and I am not responsible for their decisions and activities, as they are not responsible for mine.

Having said that, I think the public needs to know where Joe Biden stands on charter schools such as the ones in which his brother was deeply involved, as we should know where every candidate stands on the privatization of education.

The facts that Schneider has assembled are vastly Important as they reflect on the shoddy oversight of for-profit charters in Florida. Forget the famous name involved. Read this fascinating account to see how children and taxpayers are being bilked by shady operators who know nothing about education. Lousy results have no impact on the bottom line.

An awful lot of people are cashing in on kids and on the infinite gullibility of the public and the cupidity and greed of politicians who enable these for-profit frauds.

 

Florida is a puzzle. Parents and taxpayers support their community public schools and regularly vote to tax themselves to pay for them. Yet in the general election, they elect legislators who have a financial stake in privatization and are riddled with conflicts of interest.  Some legislators are employed by charter schools and their related companies; some have family members who own and/or operate charter schools. Until the voters figure out that they are being hornswoggled, they will continue to have a Legislature that robs money from their public schools to pay for unaccountable, inefficient charter schools.

 

                            

FEA: Legislature needs to heed voters and fund neighborhood public schools

 

TALLAHASSEE — Time and again, Florida’s electorate has demonstrated broad, bipartisan consensus on the need to increase funding for our students and neighborhood public schools.

 

The evidence of their support for investment in our schools can be found in the tens of thousands of petitions that the Florida Education Association (FEA) is delivering today, in the nearly 2 million Floridians who voted in 2018 to increase their local taxes in order to help schools, and consistently through public-opinion polls.

 

However, House leaders don’t appear to be listening.

 

“Stakeholders around this state have chosen to support their neighborhood public schools through local referendums, choosing to pay out of their own pockets to provide for students and keep qualified educators in classrooms,” said FEA President Fedrick Ingram. “The Florida House now wants to take that money in yet another attempt to defund our neighborhood public schools.”

 

Under House Bill (HB) 7123, money collected locally to support neighborhood public schools would be sent to charter schools and for-profit, out-of-state charter operators. The FEA calls on the House to leave the locally generated dollars alone and to instead follow the Senate’s lead in funding a substantial increase in the state budget’s per-student base allocation for our schools.

 

While financed by taxpayer dollars, charter schools are privately run. They differ markedly in several ways from the neighborhood public schools that educate the great majority of our students:

  • Public schools’ budgets are transparent — in order to get public support for local referendums, school districts had to prove the need for additional money. There is no such financial transparency for charter schools.
  • What little we do know about how charter schools spend their money paints a very troubling picture. Charter schools spend a much lower percentage of their revenue on instruction than public schools.
  • Instead of spending money on students, many charter schools spend in excess of $1 million a year of taxpayer money in fees to for-profit management companies.
  • Academic Solutions Academy in Fort Lauderdale, for instance, spends about 25 percent of all the taxpayer dollars it receives on instructional services, according to a school audit.
  • While HB 7123 does include language that says charter schools must use local levies for voter-authorized purposes, there appears to be no enforcement mechanism for that provision. How can voters be sure that charter schools are using the money the way voters intended, and how will charter schools be held accountable if they don’t?

 

The diversion of locally generated funds would represent one more sad chapter in the story of Florida’s failure to adequately support high quality neighborhood public schools.

 

Florida now ranks among the bottom 10 states nationally in funding for our students, and education spending remains below pre-recession levels. The average teacher salary in Florida has dropped to 46th in the nation, while many school staff earn a wage below the federal poverty line. We face a growing teacher shortage. More than 4,000 classrooms were without a qualified teacher at the start of this school year, and there may soon be more than 10,000 teacher vacancies according to Florida Department of Education projections.

 

The public and educators want change. More than 23,000 Floridians have spoken by petition to call for a major reinvestment in our neighborhood public schools. The printed petitions were delivered to the office of the speaker of the Florida House on Tuesday, April 23, following an FEA news conference at the Capitol. News conference speakers included FEA President Ingram; Justin Katz, president of the Palm Beach County Classroom Teachers Association; and Karla Hernandez-Mats, president of United Teachers of Dade.

Spurred on by Governor Ron DeSantis, Jeb Bush, and Betsy DeVos, the Florida Senate endorsed a fifth private voucher program. 

“The bill would create a new Family Empowerment Scholarship — the state’s fifth voucher program — that could help up to 18,000 students pay private school tuition with state-backed scholarships. The program would target youngsters from low-income families but could be open to more middle class ones, too, with an income limit of nearly $80,000 for a family of four….

“Every parent knows what’s best for their individual child, and at no point should we turn over that responsibility to the government,” said Sen. Manny Diaz, R-Hialeah, one of the bill’s sponsors.”

The new program would be funded with money taken from the state education budget, up to $130 million. Other vouchers programs are “tax credits” given to corporations or individuals. Because this money comes right out of the state budget, it might be subject to legal challenge since it directly violates the state constitution’s prohibition on public money for religious schools.

Republicans are betting that the state courts will ignore the state constitution and the 2012 referendum that went against Jeb Bush’s effort to change that provision of the state constitution.

More than 80% of students using vouchers attend religious schools. Voucher schools “do not have to give students state tests nor meet state standards when it comes to academics, teacher credentials or facilities.”

Florida Republicans continue their  assault on public schools.

Florida is no model for the nation.

On the NAEP, Florida ranks at the national average in 8th grade reading and math. It has large achievement gaps between black and white students. Ignore Florida’s fourth grade scores; they are tainted by the state policy of retaining third grade students who don’t pass the state reading test.

I don’t know whether voucher students are included in NAEP’s sample. The State makes sure they are not included on state tests.

 

 

A new organization has been launched in Florida to support the principle of public schooling and speak out against the diversion of public funds to private and religious schools. Florida’s State Constitution  explicitly prohibits the use of public funds for religious schools. The voters rejected an effort to change the state constitution in 2012. The Republicans who control state government continue to ignore both the state constitution and the will of the voters.

Readers, if you live in Florida and you are Jewish, please encourage your rabbi to join this group and speak out for the separation of church and state. Florida is funding voucher schools whose teachers are uncertified and that teach bigotry and creationism, not science. These schools should not receive public funds intended for public schools.

Pastors for Florida Children oppose the continued expansion of

private and religious voucher programs

Money is being drained from our traditional public schools that serve 90% of Florida’s children

This week in Tallahassee, the  Florida Senate appears poised to create a new voucher in Florida, the seventh one in recent years. The “Family Empowerment” voucher proposed in SB 7070 appears to be in direct violation of the Florida Supreme Court’s 2006 Bush v. Holmes decision in that public dollars from the general treasury are being diverted to separate, private systems that are parallel to, and in competition with, free public schools.

The Family Empowerment voucher also raises the threshold for who would be eligible. Unlike the Florida Tax Credit voucher (currently available for students from families with a household income that does not exceed 185 percent of the federal poverty level, or $47,638 for a family of four), the Family Empowerment voucher would be available for students who have a household income of 300 percent of the federal poverty level, or $77,250 for a family of four beginning in the 2019-2020 school year. However, within four years, this voucher would be available for students with a family whose household income is 375 percent of the federal poverty level, or $96,572 for a family of four.

Attached is a letter to Florida elected officials that has been endorsed by 10 statewide denominational leaders and 45 church leaders.

To Florida’s Elected Officials:

We the undersigned are united in our belief that public education is an essential institution contributing to the common good in a democratic society. We believe government should be measured in part by its commitment to equip all children to be effective citizens capable of living full and meaningful lives and contributing to their society.

In his State of the State speech, Governor Ron DeSantis ostensibly addressed the need to eliminate a 14,000 student waiting list of children seeking to access the existing corporate tax credit voucher system. His call has been taken up by both the Florida House and Senate in the current legislative session (HB 7075 &
SB 7070).

Legislators are planning to take money directly out of the Florida Education Finance Program (FEFP) to fund private and religious schools.
Supporters say that this legislation will benefit students disproportionately affected by inadequate public school resources, but they ignore the harm done to the more than 90% of children who remain in our neighborhood public schools.

Supporters also claim that they are giving parents who are economically disadvantaged the opportunity to provide a high quality education for their children that they might not otherwise be able to afford. They overlook the fact that this system potentially exposes the children attending these private and religious schools to a parallel educational process with no accountability, no standards and no certification.

Supporters of both arguments are simply wolves in sheep’s clothing, devouring the public school system of education as we know it and of which we are products. This proposal will undermine and slowly dismantle public education, in that, academic programs will be cut; safety and security will be compromised, and educational support operations will become more inefficient and ineffective.

Public dollars designated for public schools should not be taken away from our already underfunded, traditional neighborhood schools and given to private and religious schools. Florida already ranks 46th in teacher salaries and is in the bottom 10 nationwide in overall funding for public schools.
The real wolves in the effort to privatize and individualize public education are those who have as their goal the overturning of the 2006 Florida Supreme Court decision in Bush v. Holmes. This case fundamentally held that public school funds cannot be used for private and religious school purposes.

Our elected leaders have a duty to fund public schools for all of God’s children; not subsidize private and religious education for those who would gamble taxpayer money on a parallel educational system that will have virtually no oversight or accountability. Florida citizens should not be forced into a constitutional confrontation between those who choose private and religious schools and those who choose their neighborhood public schools.

We pray that you will not abdicate your duty, as an elected official, to provide a quality free public education for all. Let us learn from Esau. Do not exchange Florida’s future for a bowl of porridge.

In most states and in the federal government, conflicts of interest are prohibited and even illegal. But not in Florida!

State legislators regularly vote on legislation that enriches themselves and family members, and NO ONE CARES!

Conflicts of interest are peachy keen. Doesn’t everyone line their pockets at the public trough?

This article in the Miami Herald describes a master at the game of doing what’s good for himself and his loved ones.

Fred Grimm of the Herald writes:

If Erik Fresen was … say … a county or city commissioner, a blatant conflict of interest would keep him from voting on charter school funding issues.

As my Herald colleagues Christina Veiga and Kristen Clark reported Sunday, laws governing ethical behavior would bar local officials from even discussing proposals at public meetings that have a direct or indirect financial impact on their interests. Or their families’ interests.

The Fresen clan has a lot riding on charter school construction funds. Erik Fresen earns $150,000-a-year as land consultant for Civica, an architecture firm that specializes in charter school construction. Civica has designed a number of schools for Academica, the largest charter school management company in Florida. Fresen’s sister and brother-in-law just happen to be Academica executives.

But state Rep. Fresen’s ethical deportment in the state Legislature is governed by such tepid regulations that the chairman of the House Education Budget Committee can get away with sponsoring legislation that would deliver a windfall to the family business.

The Miami Republican has fast-tracked a bill that would not only limit what school districts spend on their own capital projects, it would also force districts to share their construction money (even when that money was derived from local property taxes) with charters.

No worries. All that conflict-of-interest stuff only applies to local elected officials.

He has argued that his legislation was designed to rein in out-of-control construction spending by school districts (a characterization hotly disputed by the state’s school superintendents). Fresen, however, hasn’t had much to say about charter school building scandals. Last month, The Associated Press reported that since 2000, about $70 million in state money spent on charter school construction and building improvements had essentially disappeared when the schools failed. Out of that lost $70 million, the state Department of Education recovered only $133,000. The balance of those taxpayer-funded capital improvements now belongs to private interests.

Peter Greene writes here about the open theft of public funds, transferred from public schools to to charter schools, in Florida. He raises a question that I have often wondered about: When did Republicans become the enemies of local control? The answer in Florida is obvious: when the money is there to pay the legislators to change their views, they change their views. It is not about improving education, since they are reducing the funds available to educate the vast majority of Florida’s children. This is a pay-to-play sellout of public education. When people vote to put thieves in office, they should not be surprised when the thieves rob them and their schools.

He writes:

“Imagine. You live on the 300 block of your city, and your neighborhood is starting to look kind of run down, mostly because the city has redirected a ton of your tax dollars to the neighborhood on the 400 block. You try to fight city hall, but that’s futile, so instead, you get the neighborhood together, and you collect money from amongst yourselves to upgrade sidewalks, clean the streets, refurbish the curbs, and just generally fix the place up. And then the city sends a message– “That money you just collected? You have to give some of it to the neighborhood in the 400 block.”

“Congratulations. You live in Florida.

“Florida’s elected Tallahassee-dwellers have pretty much dropped all pretense; under Governor Desantis, the goal is to completely demolish public education, with no more cover story than to insist that the resulting privatized system is still a “public school system.” I have seen better gaslighting from a fourteen year old saying, “I did not throw that pencil at Chris” even though he watched me watch him do it.

“The Tampa Bay Times offers some background:

“Let’s check the record. For years, Republicans who control the Legislature have attacked teacher unions as the enemy and complained about under-performing public schools while starving them of financial resources. They would not let local school districts keep additional tax revenue created by rising property values. They gave them little or no money for construction and renovation. And last year, they increased base spending per student by a grand total of 47 cents.

“Florida has been systematically starving its public school system, so some districts took the most logical step available to them– they levied taxes on themselves to raise teacher salaries, replace programs that were cut, and basically use their own local money to reverse the problems caused by state-level neglect. They stepped up to solve the problems the state caused.

“Last week, Florida GOP legislators pooped out a proposal to stop all this locally controlled self-reliant bootstrapping (because, you know, conservatives hate local control, self-reliance, and bootstraps, apparently, now). The bill, proposed by the House Ways and Means Committee led by Rep. Bryan Avila, R-Miami Springs, says those local districts must hand over some of those tax dollars to charter schools or the state will just cut their state funding even more.

“This is just nuts on so many levels. In addition to pissing on the conservative values of local control and self-reliance, this also thumbs its nose at one of the traditional arguments for charter schools– that competition will make public schools up their games. I’d call bullshit on that point, except that’s exactly what happened here– with their ability to compete hamstrung by Tallahassee tightwads, these local districts found a way to be competitive, including competing for teachers in the midst of Florida’s well-deserved and completely predictable teacher shortage.”

Many years ago, I got a degree in English from Indiana University (Phi Beta Kappa, with High Honors) and completed the education requirements, including student teaching, to get my certification to teach English in that state. I also took the Graduate Record Examination in English and received a perfect score on this. I was awarded a “Lifetime Certificate” to teach English in Grades 6-12. I taught high-school English for three years.

When I started a family, the pay simply wasn’t enough, so I took a job in educational publishing. In the course of a 25-year career in educational publishing, I planned, wrote, and edited over 50 highly successful textbooks and online instructional programs in reading, 6-12 literature, grammar and composition, and African-American literature. I also wrote a widely used book on writing the research paper, designed standardized tests, and wrote tests in ELA for many of the large textbook houses. I worked for a while as educational director for a major foundation and ended my publishing career as Executive Vice President for Development at one of the country’s largest textbook houses. At one time, it was almost impossible to find a K-12 English program, anywhere in the country, that wasn’t using one or more of my books. Throughout my career, I immersed myself in studies in my field. When I wasn’t working at my job, I was studying linguistics, rhetoric, literature and literary criticism, prosody, stylistics, educational statistics, assessment theory, the cognitive psychology of learning, pedagogical approaches, the history of education, and so on.

Then, at the end of my career, I decided that I wanted to go back to teaching, my first love, for a few years. I had spent a lifetime designing, writing, and editing materials for teachers, and deepening my knowledge of my subject, and I wanted to finish my working life sharing the accumulated knowledge of that lifetime with kids in class. So, I decided to renew my certification, in Florida this time, and go back into the classroom. Little did I know the insane hurdles I would have to go through to make this happen.

In order to get my certification in Florida, I had to pay $750 to Pearson and take seven different tests:

General Knowledge Test, Reading
General Knowledge Test, Mathematics
Professional Education Test
English 6-12 Test, Multiple Choice
English 6-12 Test, Written

The Professional Education Test, in particular, was an obscenity. Basically, it was written from the point of Ed Deformers, and to get a good score on it, I had to adopt the Ed Deform point of view and pretend that the Common Core wasn’t a puerile joke and that standardized testing in ELA wasn’t an unreliable, invalid scam. I did that and passed. The reading test was also a complete joke. The questions were so poorly written that one had to choose the answer that the test preparer thought was correct, not one that actually made sense, if there was such a thing.

Then I had to complete 400 pages of documentation, over the course of a year, as part of something called the TIP program, that contained samples from my teaching showing various kinds of compliance (that I diversified my instruction, that my instructional appealed to multiple intelligences, that I used ESOL strategies, that I analyzed my students’ data, and so on. An enormous amount of busy work.

I also had to complete 300 hours of online ESOL instruction. The instructional materials were riddled with errors in grammar, usage, mechanics, sense, and fact and appeared to have been put together by remedial students with no education in linguistics or in English. In my responses to the materials, I took to writing long lists of the errors in grammar and usage and fact in the instructional materials. They passed me anyway. All this busywork taught me nothing that I didn’t already know. 300 hours! Mind you, in most undergraduate programs, 60 hours of instruction is sufficient to graduate with a major in a given subject.

I also had to complete a number of state-mandated “trainings” (roll over, sit up, good boy) on gangs, drugs, medical emergencies, and much else, from which, again, I learned nothing that wasn’t common knowledge.

Twice a year, I had to complete a lengthy Individualized Professional Development Plan, an inane, useless exercise in educational gobbledygook and bs.

I was required to sit through countless “professional development trainings” (roll over, sit up, good boy) of such mind-numbing stupidity that one would have thought the presenters were talking to second graders about My Little Ponies.

I was required to submit Byzantine two-page lesson plans for every class that I taught and to have a copy of these plans available for inspection at all times. One year, I had five preparations and had to prepare 15 of these (30 pages total) every week.

Each day, I had to write on one of my whiteboards, for every lesson, for every class, an enormous amount of material that included bellwork, student outcome, vocabulary, higher-order thinking skills addressed, an essential question, and homework. This alone took between half an hour and 45 minutes each day. In the year when I had five preps, I had to use two whiteboards for this.

I had to submit to three separate formal evaluations and countless informal pop-in evaluations every year, each involving a lot of paperwork. (In my nonteaching career, I always had one formal evaluation per year.)

I had to maintain and regularly update a student “data wall” in my classroom.
I had to update, weekly, a “word wall” in my classroom.

Half of my students had IEP plans, 504 plans, gifted student plans, ESOL plans, or PMPs, and I had to do regular reporting on all of these and to keep an enormous binder of all this material. I also had to attend parent meetings on all these.

I had to maintain a separate binder with paperwork related to every parent contact and yet another binder with paperwork related to any student disciplinary action—even something as minor as marking a student tardy.

I had to keep both a paper gradebook and an online gradebook and post at least two grades for every student every week. In addition, I had to record attendance for every class on paper and online.

I was required to proctor standardized tests and do daily car line duty at no additional pay. (When I taught years earlier, car line was handled by people hired and paid for this purpose.)

All of this was an enormous waste of time, effort, and money. Almost none of it had any positive effects, and the opportunity cost, in terms of time taken from actually doing my job, was enormous. When I taught years before, almost none of this was required, the teachers were no worse, and the kids didn’t learn any less.

The other thing that had changed since I taught years ago was the general attitude that was taken toward teachers. When I taught at the beginning of my career, teachers had a great deal of autonomy in choosing their materials and in planning their classes. Today, they are treated as children, not as professionals, and are continually micromanaged.

Basically, in the job as it exists today, I spent so much time doing administrative crap that I had very little time left over for doing my job. I literally spend all day, every Saturday and Sunday, simply completing paperwork. And somewhere in all this I was supposed to do grading. I taught 7 classes, with an average of about 28 students in each. If I assigned a single five-paragraph them, I would have 980 paragraphs to read and comment on—roughly two large novels’ worth of material.

So how did we get to this place? Well, I suppose that over the years, every time some person at the district or state office got a bright idea for improving teaching, it was implemented, and the requirements kept being piled on until they became literally insane. Hey, you know, we’ve got this state program that provides teachers with $70 a year for buying supplies, but we’re not doing a very good job of tracking that, so let’s create a weekly “Whiteboard Marker Usage and Accountability Report (WMUAR). It will only take a few minutes for a teacher to prepare. Great idea! You know how these teachers are. They will just run through markers like crazy unless you monitor this.

In the teacher’s bathrooms in my school, there were literally posted instructions on how to use the toilet. You know how teachers are, they can’t use the toilet properly without instruction in flushing.

Interestingly, NONE of this crap had anything to do with whether I actually knew the subject that I was teaching. Oh, I forgot. I also had twice-yearly “evaluations” by the District Reading Coordinator. This person approved the novels that we were allowed to teach. She thought that “classical literature” was anything considered a classic and that The Odyssey was a novel. So, one had to deal continually with such people—ones who were profoundly ignorant but a) made the major curricular decisions, b) did evaluations, and c) treated teachers in a profoundly patronizing and condescending manner.

Yes, we need professional standards. But these should start with teacher and administrator training programs requiring that these folks demonstrate, via studies outside those programs, mastery of the materials that they are going to be teaching or that are taught by those whom they manage. A person overseeing English teachers ought to know something about literature, grammar, and so on.

Theodore Roosevelt once said that the secret to getting something done is to hire someone who knows how to do it and then get the hell out of his or her way. The best publishing manager I ever worked under, a fellow with the altogether appropriate name of Bill Grace, once told his assembled employees, “I’m a successful guy. And I’m going to tell you the secret to my success. I hire people who are smarter than I am and leave them alone to do their jobs.”

We need a lot more of that.

 

 

 

Florida has the worst education policies of any state in the nation, and it is about to get even more destructive, more ignorant, more backward.

A model, yes. A model of how religious extremists, rightwing ideologues, and uneducated political hacks can destroy public education, drive away teachers, and fund “schools” that indoctrinate students in religious dogma.

Jeb Bush started the descent into the swamp of ignorance. Now the torch is carried by Ron DeSantis, who wants to arm teachers, expand the state’s voucher programs to include middle-class families with income up to $100,000 a year, reduce the power of local school boards so they can’t block new charter schools, and undercut public schools in every way their little minds can imagine.

Oropeza writes:

“Pay attention, because what happens in Florida usually shows up in the thirty or so other states under GOP control.


“Step one for DeSantis was to stock the State Supreme Court with three conservative judges. Next, DeSantis charged the Board of Education with appointing Richard Corcoran as State Commissioner of Education. As the immediate past Speaker of the Florida House, Corcoran was the architect of the “school choice” expansions logrolled into multi-subject, opaque omnibus bills that became law over the past several sessions.

“DeSantis, a known Trump ally, made it clear in his proposed education visionto legislators before the the start of the 2019 session that they should “send me a bill” for a new private school tax-funded voucher program. The DeSantis voucher became SB 7070/HB 7075, the radical Family Empowerment Scholarship Program. Funded through the Florida Education Finance Program from property taxes, this is a dangerous co-mingling of the already thin dollars designated for Florida’s district public schools.

“In a state that prizes high-stakes accountability for its public-school students, these vouchers go to unregulated private schools that maintain their right to discriminate against certain students, charge more than the voucher for tuition, teach extreme curriculums, and are not required to ensure student safety or hire certified teachers. This dramatic expansion of private religious school vouchers, once meant for low-income recipients, is morphing into a middle-class entitlement program for families of four making close to $100,000 a year….

”On teacher pay, DeSantis wants to double down on the awful policy of providing bonuses instead of raises via SB7070. Teacher pay in Florida ranks 45th in the nation: $47,858 on average. The state is struggling with a massive teacher shortage projected by the Florida Department of Education to reach 10,000 vacancies by the start of next school year.”

As Oropeza points out, no one ever bought a home with a one-time bonus (except on Wall Street).

”DeSantis supporter Representative Kim Daniels continues to insert religioninto public schools this session by sponsoring HB 195. This is model legislation from ALEC-like Christian Nationalist Project Blitz. Daniels, a Democrat, passed a 2018 law requiring “In God We Trust” to be displayed in public schools. This year Daniels is pushing Blitz legislation requiring public high schools to offer a religion class that teaches only Christianity.”

Another bill allows schools to withdraw any book that is “morally offensive,” such as Frank McCourt’s “Angela’s Ashes.” Expect to see demands to remove a lot of “morally offensive” classics by authors such as John Steinbeck, Ernest Hemingway, Harper Lee, and Mark Twain.

“Another bill, HB 330 by Senator Dennis Baxley, the original sponsor of Florida’s Stand Your Ground law, seeks to revise curriculum standards and force public schools to teach “science” theories such as creationism and alternate views to subjects such as climate change.”

Florida is indeed a model: a model of kakistocracy.

Governor Bill Lee has proposed a voucher program. Teachers and parents are outraged. —but not enough of them.

When the bill moved from the House to the Senate,  the number of vouchers were doubled to 30,000.

The money for vouchers will be subtracted from public schools, which educate 90% of the children of Tennessee. Expect more segregation, more bigotry, more children taught by uncertified teachers, more state-sponsored ignorance of science and history. Expect budget cuts in public schools, larger classes, no money for higher salaries, layoffs for teachers, school nurses, librarians, counselors, the arts.

Betsy DeVos visited Tennessee last week to promote vouchers, and she flatly lied about Florida’s test scores, which are mediocre. She claimed that achievement in Florida had gone up because of the $3 billion that the state spends each year on vouchers and charters. Not true. Surely she is well aware of the voucher studies in D.C., Milwaukee, Ohio, Louisiana, and Indiana showing that students who use vouchers do no better or much worse in school than their peers who remain in public schools.

Florida’s performance on NAEP is mediocre, except for fourth grade, where scores are artificially inflated by the state policy of holding back low-scoring third graders.

Quote of the day:

“‘We don’t have the luxury of worrying about a handful of children,” said Knox County teacher Lauren Hobson, speaking to another crowd assembled by the Tennessee Democratic Party. “We have to worry about the 90% of the children across the country left in schools with us.”

“Hobson and other critics believe underfunding is the real battle in public schools.

“‘Our legislators actually have a constitutional duty in Tennessee to maintain and support a public education,” she said. “They have no duty to support private education.’”

Read that last line again. She is right. Republican legislators in Tennessee, Florida, Indiana, and other states are ignoring their constitutional duty “to maintain and support public education,” not private schools.
