Ok, this clip is neither about education nor politics, but I watched it four times and loved it. Think of it as a testament to discipline, determination, and training. The guy who was heavily favored to win came in second.

Umair Haque, an economist, warns us that democracy is in deep trouble and only one force can save it. We the people.

He writes:

Code Red for American Democracy

The last week or two’s felt like a lifetime. It’s been body blow after body blow for democracy in America.

The Supreme Court ruled Trump was effectively already something like a dictator, enjoying “presumptive immunity.” A lunatic tried to assassinate Trump, and the far right promptly blamed it on the center and left, despite the assassin being a Republican. Meanwhile, Trump announced Vance as Vice Presidential pick. And all that came on the heels of the media carrying water for Trump, while trying their very best, it seemed, to take down Joe Biden, time and again, this time with character assassination of every stripe and form.

lifetime.

So what does all this add up to? 

Code red. 

If this moment feel severe, historic, let me assure that it is.

Democracies rarely and barely face as much and as many troubles as all this.

Let’s now simplify some of the above. The range of forces arrayed against democracy by now includes: billionaires, a supine press, lunatics, crackpots, pundits, the judiciary. And even that’s an incomplete list. That is a long and powerful list of forces inimical to democracy.

And on the other side awaits what we can all now openly call fascism.


Are These the Final Stages of American Collapse?

It’s been a decade or so since I began predicting American collapse. And we went through a familiar cycle, many of you right along with me. I’d bet that even many of you who are long time readers might have been skeptical, then grudgingly accepting, and by now, your hair’s on fire.

By now, it’s hard to deny.

My prediction, in other words, was all too prescient, and I take no comfort from that. I warned precisely because I didn’t want this to happen.

But you might wonder: what happens next? Where are we, precisely?

America’s now in a very bad place.

Let’s now put some of the above even more formally. 

  • The Supreme Court’s mounting what amounts to a rolling judicial coup, assigning the Presidency unassailable powers.
  • The press appears uninterested in providing people facts, information, or basic knowledge with which to make informed decisions, focusing on personal attacks on Biden and other forms of tabloid journalism.
  • The GOP’s effectively been transformed into an instrument of Trumpism.
  • Project 2025 is its agenda, and it involves essentially creating a totalitarian state, or at least the beginnings of one. Who’s going to check, after all, that people are obeying all these new rules which cause them to lose their basic freedoms? 

I could go on, but the point should already be clear.

All these are forms of institutional collapse. Pretty advanced and severe institutional collapse. Democracy’s a fragile thing, and each of its institutions must work in tandem to provide it the sustenance and support it needs. Those institutions, at their most basic level, are the rule of law, the press, political “sides” not being against openly authoritarian, their bases accepting basic democratic norms of peace and consent and the transfer of power and so forth, aka civil society, and of course, leaders not openly aspiring to dictatorship.

You can think of all that as kind of a checklist for the basic health of a democracy.

And the frightening thing in America right now is that almost none of that checklist can be ticked off anymore. Almost none of democracy’s institutions work anymore. Some work partially, some barely, and many, not at all.

Worse, you can see the sort of degeneration before your eyes. Take the example of the press. A few weeks or months ago, even, its behavior today would have been unthinkable to many. Hundreds of articles attacking Biden, while portraying Trump as a hero, a martyr, a glorious and noble figure? Today, as we’ve discussed, the media’s enabling the strongman myth before our eyes, perhaps “obeying in advance,” as Timothy Snyder, the scholar, calls it.

The point is that the rate, scale, and pace of collapse is increasing swiftly. Institutions which are fundamental to democracy’s functioning are simply ceasing to function before our very eyes.


Democracy’s Last institution, and Why It’s the One Which Matters Most

All of that leaves us with one remaining institution. Have you guessed it yet?

The people.

This isn’t some kind of idealistic paean. I’m just going to tell it like it is, as a scholar and survivor of social collapse.

When the people are united, all those other institutions can fail, and democracy, in the end, can still survive. We’ve seen recent examples of just such a thing, in Poland, for example, and arguably, a very close call in other parts of Europe.

All of that brings us to Biden. Should he drop out? Shouldn’t he? This is politics as sport. Don’t fall for it. The truth is that it doesn’t matter very much. Whomever comes next? They’ll face precisely the same brutal abuse and hazing by media as Biden has, and most likely, even worse, since they’ve done it to everyone from Carter to Hillary to Al Gore and beyond.

The point isn’t the candidate. It’s the people.

Right now, America’s in a very perilous—and very singular—place. If those who are sane, and thoughtful, and on the side of democracy unite in its defense, then they will win. They’ll win decisively, in fact. At 60% turnout, it’s an easy victory, at 70%, it’s a landslide. The numbers are clear. 

The questions are unity, and motivation. In that sense, you might say, the candidate counts, but that’s an evasion. Like I said, whomever the candidate is—they’ll be portrayed as weak by a media that’s now dismally attached to the strongman myth. Weak, feminine, incompetent, inexperienced (never mind Trump being a reality TV star), shallow, inept, not an orator to rival Cicero, not as fearless as Alexander the Great, not as wise as Sun Tzu, and so on. 

The candidate counts, but only in a weak sense. And that weak sense is: are Americans willing to grit their teeth, roll up their sleeves, and unify, whomever the candidate is? Enough of them, on the side of democracy and sanity? If they’re not, then it’ll be always and altogether too easy to divide them—there’ll always be some kind of foolish myth, some kind of fatal flaw, that the press, pundits, and the enemies of democracy will cook up, and spit out, over and over again.

So are Americans on the side of democracy willing to stop playing this game of fatal flaws? And say enough is enough: whomever the candidate is, we back them? In European politics, we call this, simply, voting for your party. The GOP, by the way, excels at it, too. The Democrats, never having built a party of great solidarity, or a modern party organization, rich in networks and communities, are poor at it. So people in America, on the center and left, don’t vote for the party. They look down on it, in fact. But there is nothing to be contemptuous of here: this is precisely how Europe and Canada built social democracies to begin with.


The Myth of the Fatal Flaw, or Democracy’s Greatest Test

In other words, this is democracy’s greatest test.

It goes like this.

When the chips are down—this down—and every institution has failed, welcoming fascism with open arms, every institution save one, will the people themselves remember they are that crucial institution?

You see, this is what fascism hopes to terrorize people away from realizing. To give up on their power, and instead succumb to fatalism—that’s why it’s so loud, explosive, violent, threatening, always intimidating, never shutting up, always promising the worst. Because it’s trying to terrorize the people into submission, giving up on their own unity and togetherness, and thus ceding it all in advance. We’ll discuss all that more tomorrow.

This is democracy’s greatest test. On the one side, fascism. Now behind it, every institution that should be preserving democracy. Save one, the people. And the people, in situations like this, find themselves easily divided, because all this is frightening, upsetting, destabilizing, even terrifying. Finding themselves demoralized, the people give up, focusing on the very Fatal Flaws that a failed media and those in league with the fascists trumpet over and over again.

But in truth none of these are Fatal Flaws. Sure, Biden’s old. Would you rather have an old guy or a dictator? Easy choice—if you’re thinking rationally and sanely. But if you’re scared out of your wits, then maybe, suddenly, all that clear thinking goes foggy. 

The next Fatal Flaw? Let’s rewind, so you really understand this. Al Gore wasn’t “likable.” Hillary was “difficult.” Carter wasn’t manly enough. Howard Dean was a “weirdo.”  Doesn’t matter—do you get the point yet? There’ll always—always—be a fatal flaw.

In fact, I can point out plenty in advance, and you should be able to, too, now that I’ve taught you how to think about all this. Kamala will probably be “unlikable,” too, like “Al Gore,” or “distant,” or even more “difficult” than Hillary. Gavin Newsom will be “slick” or too “polished” or not enough a “man of the people.” Anyone remotely to their left will be a socialist, etcetera. See how simple this is once you get the hang of it?

So this test of democracy, the greatest one of all? It’s never really about the candidates. Because nobody is perfect. Least of all politicians. This test is about the people, who must be willing to brook some degree of imperfection, and come to their senses, instead of being frightened into searching for an unattainable degree of perfection because…

That’s The Only Thing That Can Win.

That’s the reason we’re told to search for Unattainable Perfection, isn’t it? Anything less is Doomed to Lose. And yet the fact—the fact—is that united, the people can’t be defeated. That sounds trite, but let me remind you, we’re talking about statistical realities. Even in the most extreme social collapses, the majority never support the extremists, which is why they are extremists. Hitler had to seize power, the Bolsheviks had to revolt, Mao had to “re-educate” a society, and so on. The people united cannot be defeated.

But that unity is hard—incredibly hard—to come by. Because the more destabilized a society gets, the less of it it has. And so a kind of vicious cycle sets in, what in complexity theory we call an dynamic system: destabilization destroys unity, which intensifies destabilization.

That is how extreme minorities collapse societies. And it’s why despite the majority not backing the fanatics and lunatics even in the most extreme social collapses, we see social collapses. Because the unity of the majority in the thinking, sane center doesn’t hold.

So. This is democracy’s greatest test of all. When the chips are this down, so far they’re in the abyss, can the people remember that united, they can’t be defeated? That through unity, the preservation of democracy is assured—but in its absence, all history’s horrors and follies recur, like a waking nightmare?

Understand my words, my friends. I say none of this lightly. I predicted American collapse. I can tell you what happens next. But that’s not the part you need to know. It’s that you still have the power to change it.

Bill Kristol is a Never Trumper who writes for The Bulwark. He reminds me of my conservative roots. I have always feared mobs. Once mobs form, it’s impossible to know what direction they will take and who is leading them. In the few times in my life that I inadvertently found myself stuck in a mob, I was terrified and got out as quickly as I could. There is something about a mob that is fundamentally in opposition to rationalism and the democratic temperament. Disagree with me if you wish, but please, be civil.

The AP reports on this week’s spring breakdown: 

Columbia canceled in-person classes, dozens of protesters were arrested at New York University and Yale, and the gates to Harvard Yard were closed to the public Monday as some of the most prestigious U.S. universities sought to defuse campus tensions over Israel’s war with Hamas.

More than 100 pro-Palestinian demonstrators who had camped out on Columbia’s green were arrested last week, and similar encampments have sprouted up at universities around the country as schools struggle with where to draw the line between allowing free expression while maintaining safe and inclusive campuses.

At New York University, an encampment set up by students swelled to hundreds of protesters throughout the day Monday. The school said it warned the crowd to leave, then called in the police after the scene became disorderly and the university said it learned of reports of “intimidating chants and several antisemitic incidents.” Shortly after 8:30 p.m., officers began making arrests.

Here’s a tweet from Jay Nordlinger that’s stuck with me: “There is scarcely anything in this world more terrifying than a mob. It is, frankly, pretty much at the root of my politics: this anti-mob feeling. Madisonian conservatism (or Madisonian liberalism, if you like) has struck me as right from a young age. Popular passions can kill.”

As we say on Twitter: 💯. Or even 💯💯.

Mobs can kill. They can also destroy the fabric of a civic order. They can disfigure the politics of a liberal, representative democracy. And so a healthy society will deter, will tamp down, will reject as much as possible mob action and mob spirit.

Now it’s of course true that there will always be elements of mob spirit in our politics, in our life. Some of the spirit of the mob runs, one might say, through each human soul.

A sound society suppresses that spirit to some extent. And since it can’t be altogether suppressed, a healthy social order also channels it, so it can be indulged and released harmlessly. A liberal democracy can have lots of sports fans.

But of course being a “fan” is the civilized version of being a fanatic.

Even in a healthy society, resistance to fanaticism is always fragile. And once fanaticism is unleashed, once the mob is empowered, it is hard to restore order and civility and decency.

Which is one reason thoughtful defenders of democracy have always feared demagogues, have sought to thwart their emergence, and have opposed them when they do rise.

Demagogues who can stoke mob spirit are dangerous. The problem with Donald Trump isn’t simply his policies, or his personal character. It’s his willingness, or rather his eagerness, to stoke the spirit of the mob. Trump’s posts on Truth Social condition some among us to the mob spirit as much as the hateful chants at Columbia or Yale condition others. MAGA is an expression of mob spirit. The campus encampments are manifestations of mob spirit.

And mob spirit is always nearer at hand than those with a sunny view of human nature would like. The lynch mobs in the South often consisted of respectable citizens, pillars of their communities. Many Berliners who participated in Kristallnacht went back to their normal office and jobs the next day.

So I’m with Jay on this. It seems simple, but it’s important: Be anti-mob. Because resisting and combating mob spirit is central to our political and social well-being.

And not just when that spirit is on the other side politically. Indeed, it’s more important to resist the mob when it claims to be acting for purposes you agree with.

Yes, it’s true that the consequences of the mob spirit taking over one of our two major political parties are greater than those of the mob spirit erupting on some elite college campuses. But lesser evils are still evil, and they can grow into greater ones. And history also suggests that indulging the mob spirit on one side soon enough empowers it on another. The mob spirit must be resisted across the board.

Resisting the mob isn’t all it takes to establish a sound society or a healthy politics. But it’s a necessary start.

I am not a huge fan of professional ice skating but I am a huge fan of excellence. I just watched a 10–minute clip of Ilia Malinin’s World Championship performance yesterday in Montreal. It was mesmerizing!

Ilia was born in Virginia. His parents were professional skaters in Uzbekistan, as was his grandfather. His parents are his coaches.

Watching this brilliantly accomplished young man reminded me of the book written by Senator John F. Kennedy in 1958 titled A Nation of Immigrants.

The subject was on my mind because yesterday I saw a moving and beautiful film called Cabrini. That too made me reflect on today’s hateful rhetoric about immigrants.

Ilia’s magnificent performance in Montreal was hailed by the sportscasters as one of the most remarkable events in the history of ice skating. Watch it!

One of the top-rated shows on Netflix is The Program: Cons, Cults, and Kidnapping.

It’s a three-part docuseries that tells the story of the abuse suffered by young people sent to a facility for troubled teens in upstate New York called the Academy at Ivy Ridge. It was produced by a young woman who spent time there, accompanied by other of the program’s unwilling participants.

The facility, now closed, is part of a national chain of similar ones. The brochure advertises a camp-like atmosphere, but once there, the teens are not allowed to speak to one another or to go outside. They are incarcerated in a brutal prison where they experience brainwashing and physical and mental abuse.

When they try to tell their parents the truth, they are labeled manipulative liars.

The producer was taken from her home at 3 am in handcuffs, with her parents’ permission.

When boys break a rule—of which there are many—they are beaten by staff members.

If some of this sounds vaguely familiar, it may be because it sounds like a “no-excuses” school.

It turns out that Ivy Ridge is staffed by untrained, uncertified locals working for minimum wage. The school is part of a Utah-based organization called the World Wide Association of Specialty Programs (WWASP). It’s a very profitable business.

As the “troubled teen” industry has grown, it’s become politically powerful and fights efforts at regulation.

This expose is very important. You should see it.

Nick Covington and Chris McNutt of the Human Restoration Project warn that everyone should pay attention to what is happening in Houston. The state takeover of a B-rated majority black-and-brown district demonstrates how far a rightwing governor will go to crush democracy and dissent.

They write:

Houston Independent School District, the largest school district in Texas, is at the center of a controversial state takeover by the Texas Education Agency. After working its way through the legal system for several years, last winter the Texas Supreme Court greenlit the replacement of district superintendent and the locally elected board of trustees by the head of the TEA, appointed directly by the Republican governor of Texas, Greg Abbott. And last month, school was back in session under the newly appointed superintendent, Mike Miles – former US State Department ambassador, charter school CEO, and scandal-ridden Dallas ISD superintendent – amid dozens of pedagogical and policy changes that left teachers, parents, and students confused, frustrated, and afraid.

In an effort to return “back to basics” and reinforce content knowledge to bolster test scores, the district has fundamentally transformed how educators can operate their classrooms in many schools across the district. Despite receiving an acceptable “B” score on the Texas School Report Card, New superintendent Miles stated in a recent district meeting, “We have a proficiency problem, we in HISD have not been able to close [the reading] gap for over 20 years.”

Among the most troubling changes is a strict “multiple-response strategy” where teachers must adhere to a four-minute timer to pause instruction and assess students for understanding – an intervention with seemingly no pedagogical justification. These strategies are paired with heavily scripted activities that are centered on drill and kill: repeat information over and over to memorize content. There has also been an increase in invasive admin walkthroughs to check for compliance with the scripted methods, which teachers and students have described as a distraction from learning. Teachers are required to keep a webcam on in their classroom at all times and their door must remain open. Defending these changes, Miles stated:

“Every classroom has a webcam and a Zoom link, and it’s on 24/7, if a kid is disruptive, we pull that student out of class. We put them in what we call a team center, and they’re being monitored by a learning coach, and they Zoom right back into the class they get pulled from.”

‍Libraries in many schools have been transformed into disciplinary spaces where students are housed for infractions and receive instruction over Zoom. As a result, classrooms are recorded and broadcast at all times. The Houston Education Association and Houston Community Voices for Public Ed have done incredible work documenting dissenting voices. These policies mirror those found in “no excuses” charter schools that police, monitor, and dehumanize students to raise test scores at any cost.

A veteran Houston ISD teacher, who asked to remain anonymous due to fear of administrative backlash, reached out to back up these claims, describing the impact these reforms have had on teachers and students:

…I left to teach at a Title 1 Houston ISD campus, so I’m getting the luxury to watch this mess unfold, and I assure you, there’s definitely ‘something rotten in Denmark” with what’s happening to us.

My school is not NES nor NES-aligned, but Miles has carved his path in such a way that we’re being evaluated multiple times a day, being forced to follow this horrible curriculum in a lesson cycle that as far as my research has found–has no pedagogical roots. It’s literally drill and kill. Apparently this is a trend or something. Miles is something else and when you Google him or any of the administrations around him calling the shots, you’ll not see any pedigree of education, but multi-millionaire board members whose backgrounds are in gentrification projects and such.

I’m exhausted by the end of the day. Texas teachers are evaluated all the same, using the T-Tess system–well except us now. Their move to push through that District of Innovation leads me to believe they simply want to weed anyone who was part of the old system out. It absolutely feels like he’s pushing to make us all quit. We were notified that although we’re given 10 sick days for the year, if we’ve taken 4 days leave by November or so, we will be terminated. We had an impromptu faculty meeting and had to sign that we’d gotten notification of this. Plus that we’ll be evaluated different.

Before the takeover, HISD was told to shape up or that’s the end of the line. We scored a “B” as a district in the last ratings and still are being taken over. The Abbot/Morath/Miles steamroller is moving right along.

Being a District of Innovation will be the coup de gras for us, really. He wants to add weeks to the school year, he’s already firing any teachers who simply ask questions, and he’s even gaming the system in many ways to ensure that he’ll have “results.” Special Education? Accommodations? Support structures for at-risk students? All gutted. It’s hard to believe this stuff is legal.

I’m stressed and miserable. It’s hard to believe some of the insane stories about his demands–but I assure you they are true. Teaching with doors open, such a security risk. Stuff like no snack time in elementary if it’s not tied to a Texas standard. I at least teach…But we all were forced to watch an hour or so musical he put on that would rival anything out of North Korea.

At this pace and the way things are going, I just can’t sustain it. I can’t stand seeing such a grift ruin education as it’s doing. We definitely had issues as a district but this can’t be the best solution. I’ll try to make it this year, but I’m beginning to apply elsewhere. My students were often successful at the state test, but it’s a crazy world when I teach…and am afraid to ask to take a class day to show my students the library and have them check out books. It’s nuts.

Of course please don’t use my name or anything that might come back to bite me… As Miles promised in his introduction to us that “he’d find out whose spreading dissent and act” and by most accounts that’s exactly what’s been occurring.

Parents and community members have flooded school board meetings with accounts from teachers who are similarly afraid to speak out, for fear of losing their jobs, as teachers who question the changes have been labeled “insubordinate” and had their jobs threatened. Parents have also spoken publicly about how the changes have affected their own children, as one mother recounted to the board before having her mic cut-off:

“For the last week, I’ve had a kid that cries every morning and every evening. Crying not to go to school, and beginning not to go in the morning. She says school’s boring, she’s not learning, and she’d rather be homeschooled at this point…She’s miserable. Her confidence is plummeting, and she’s starting to lose her joy for learning.”

At a board meeting on September 14th, a 12-year-old HISD student delivered prepared remarks about the disruptive timers, distracting admin walkthroughs, and palpable teacher stress. The board cut her mic, too:

“Due to the new open door policy, I and many other students have a hard time concentrating due to the many distractions in the hallways. Isn’t it your first priority to have kids in HISD like me learn? Students should be in a place they want to go to inst- (mic is cut off)”

Please open the link and finish reading. Miles apparently wants to turn HISD into a “no-excuses” district.

Mike Miles, the state-imposed superintendent of the Houston Independent School District, has never been a teacher, but he thinks he knows exactly what teachers should do. He has dubbed his behaviorist program the “New Education System.” Those teaching in certain designated schools are required to do it his way or get out. Clearly he has never read the research on motivation (Edward Deci, Dan Ariely, Daniel Pink), or he would know that forced compliance depresses motivation.

The Houston Press reported:

Teachers called to a last-minute after school meeting at Chrysalis Middle School Friday afternoon were told to get with the New Education System program instituted by Houston ISD Superintendent Mike Miles or get gone. And that they had until 6 p.m. Sunday to let the district know whether they’d be staying or wanted to be moved to another school.

Dr. Luz Martinez, the Central Division superintendent (previously at Midland in 2021 and Round Rock in January 2023 before moving to HISD this June), minced no words in making it clear that there wasn’t to be any more questioning of the new policies at the NES-Aligned schools, part of the Miles plan after the state takeover of HISD.

By Saturday, two teachers who tried to ask questions — one of whom was thrown out of the meeting — received letters that the district was beginning the process of terminating their employment and they were barred from campus. “Insubordination” was cited as the precipitating factor in Carr’s case.

“We are not going back. We are not compromising,” Martinez had told the teachers at the meeting while Principal Mary Lou Walter stood by, “All this noise that is going on, that’s in the past. We are moving forward. We are NES-Aligned.” She went on to insist that the NES program was “never intended to be rigid, never intended to be mechanical.”

At the same time, Martinez told teachers she’d be bringing more outsiders into the schools who would be in the teachers’ classrooms “all the time” to ensure they are “implementing the model with fidelity.”

Science teacher Teresa Carr said she attempted to ask in what way the teachers at Chrysalis were supposedly falling short. “[Martinez] said we were not implementing with fidelity,” said Carr but when the district superintendent was pressed, the only example she came up with was three elementary students she’d spotted on their way to the office because they’d had bathroom accidents. Pointing out that involved Cage and not the middle school or its teachers, Carr said she was unable to get Martinez to give any specific examples involving Chrysalis.

After Carr left the meeting, another teacher attempted to continue with follow up questions, Carr said. That teacher also received a letter of reprimand and notice that termination proceedings were beginning against her, Carr said.

The holder of a BA in science education and a master’s in English education, Carr said she had never been in trouble with the district before and clearly by Sunday was still very unsettled by what had happened. One bright spot was that she had joined the Houston Federation of Teachers union for the first time before the start of school this year and had already talked with her union rep.

A group of parents at Cage Elementary and Chrysalis — they share the campus and principal with Chrysalis — have planned a protest at 7:30 a.m. Monday about what happened Friday and the NESA program in general. Parent Mayra Lemus echoed the bewilderment of many when she pointed out that Cage has been an A level Blue Ribbon School, so why were the more rigid educational approaches that are part of NES instituted there.

Naturally enough, given the times in which we live, someone recorded part of Martinez’s speech.

Carr said when she asked again for an answer to her questions, Martinez walked toward her saying “You can leave. You can leave. You can leave.”

In her written reprimand to Carr, Martinez wrote that the science teacher had “acted in a highly unprofessional manner” in the meeting and was “insubordinate.” According to Martinez, Carr yelled during the exchange and talked over her. Carr insists that it was Martinez who did the yelling.

“As a result, I will move forward with an immediate recommendation to terminate your contract effective 9/16/2023,” Martinez wrote. She also notified Carr that she was not allowed on the Cage/Chrysalis campus for any reason and that she would have to make arrangements to have her personal items picked up after 5:30 p.m.

“If you’re one of those teachers who don’t want to do the model, that is fine. But you will not be here,” Martinez had told teachers assembled Friday. She gave them the weekend to think it over, but later that was shortened to 6 p.m. Sunday.

Mercedes Schneider summarizes the checkered career of Mike Miles, who was put in charge of the Houston Independent School District by State Commissioner Mike Morath, who was appointed by hard-right Republican Governor Greg Abbott. Abbott wants to punish Houston for not voting for him. What better punishment than to install Mike Miles as superintendent?

Schneider writes:

In June 2023, the Houston Independent School District (HISD) became the latest major school district to experience a top-down, ed-reform tactic that largely ignores community investment and fail to deliver on promised academic gains: the state takeover of a school district.

On June 01, 2023, the Texas Education Agency (TEA) appointed Mike Miles as the new HISD superintendent.

Miles is the golden-child product of market-based, ed-reform leadership. As reported in his LinkedIn bio, Miles holds no college degrees in teaching (engineering; slavic languages and literature; international affairs and policy). He has never been a classroom teacher, never a site-based administrator, yet he was a district superintendent in Colorado for six years (2006-11) and superintendent of Dallas ISD for three.

Though he does not mention it in his LinkedIn bio, Miles was a member of the Class of 2011 at the Broad Superintendents Academy A 2011 EdWeek article on Broad superintendents includes the criticism that they “use corporate-management techniques to consolidate power, weaken teachers’ job protections, cut parents out of decisionmaking, and introduce unproven reform measures.”

Indeed.

In 2015, Miles abruptly resigned from Dallas ISD amid being, as WFAA.com states, “at the center of controversy since he took the position nearly three years ago,” which apparently included questions about misdirecting funding intended for at-risk students and the subsequent exit of the Dallas ISD budget director. (Also calling Miles “a lightening rod for controversy,” WFAA.com offers this timeline of Miles’ unsettling tenure in Dallas.)

Despite all of his Dallas ISD controversy, TEA– which is no stranger to stepping into its own controversy— chose to hire Miles to lead its newly-state-snatched HISD.

Following his Dallas ISD exit, in 2016, he founded a charter school chain, Third Future Schools, which has locations in Colorado, Texas, and Louisiana. For two years (2017-19), Miles was a senior associate in an education consulting firm, FourPoint Education Partners.

And according to his LinkedIn bio, Miles is/was on a number of ed-reform organization boards, including Teach for America (TFA) Colorado (2017-20); National Council on Teacher Quality (NCTQ) (2013-present), and Chiefs for Change (2015-present).

Nancy Bailey fears that the takeover of the Houston Independent School District should set off alarm bells in other districts. The new superintendent Mike Miles is taking steps to de-professionalize teaching and to impose untested programs on the schools. He is the tip of the spear of destructive education “reform.” Please recall that the Texas Education agency took control of the entire district because one high school—with disproportionate numbers of students who are in need of special education and in high poverty—was not getting the test scores the state expected (even though its scores increased in the year before the state takeover and the school rose to a C grade). Is Mike Miles a harbinger of the future or an echo of failed policies forged by No Child Left Behind and Race to the Top?

Houston faces harsh public school reforms, a sad example of the continuing efforts in America to destroy all public education and end professional teaching.

State takeovers aren’t new. Nor are they known for innovation, but for creating school voids, cutting services, and firing key staff, promising to close learning gaps. Takeovers usually only weaken schools, breaking them up and leaving communities with fewer and poorer schools.

The Superintendent

Superintendent Mike Miles has never been a classroom teacher. Miles replaces Superintendent Millard House II, hired in 2021, only there two years before being hired elsewhere.

As CEO of Third Future Schools, Miles ran a network of public charter schools in Colorado, Texas, and Louisiana. The Texas Tribune describes his leadership in the Dallas Independent School District as tumultuous after six years as superintendent of the smaller Harrison School District in Colorado Springs.

The Dallas Morning News claims the district has few academic gains to show for all the disruption.

Miles participated in the Eli Broad program at Yale. On his LinkedIn page, another school reformer writes they matriculated through the Broad Academy now within the Yale School of Management.

The late Eli Broad pushed school privatization with a 44-page document to show how to break up public schools, originally reported by Howard Blume in the LA Times $490 Million Plan would Put Half of LAUSD Students in Charter Schools.

Those who subscribe to Broad’s philosophy disrupt public education to privatize it. Realizing Miles is a Broadie (name reflecting Broad’s agenda), makes what’s happening in Houston clearer.

Miles has degrees from the U.S. Military Academy at West Point, served in the army, and attended the University of California at Berkeley and Columbia University. His degrees are in engineering, Slavic languages and literature, and international affairs and public policy. He has no known formal education about running a school considering student developmental needs.

The New Education System (NES)

Miles’s program is called the New Education System (NES) and HERE. Principals, teachers, and staff join.

Under the NES, according to the Houston Chronicle, administrators will handle discipline, stand in hallways patrolling, and make children walk in single file, quietly, and schools look sterile, cold, and cookie-cutter. If they use the bathroom, they must carry an orange parking cone. Teachers might get to keep their desks.

Compensation under the NES will be differentiated. Teachers will likely be evaluated with test scores, and their autonomy is stifled. Curriculum developers will provide lesson plans and materials for grades 2-10, removing the teacher’s instructional expertise. Student work will be graded by support personnel, even though teachers glean information about students by grading their work.

The district will hire apprentice teachers. They will expand the reach of the best and brightest teachers. How will they make this determination? Shouldn’t all teachers be hired with the credentials they need to do the job?

The plan calls for four periods of the staff performing duties each month (75 minutes each time), and this is unclear.

Replacing School Libraries and Librarians with Disciplinary Centers

Most controversial is that when principals join the NES they can lose their school libraries and librarians. From Click2Houston: 85 schools that have joined Miles’ program, and of those, 28 campuses will lose their librarians. The district said they will have the opportunity to transition to other roles within the district.

Instead of school libraries, children with behavioral difficulties will face screens in “Teams Centers” or “Zoom rooms.” There’s concern they’ll associate libraries as punishing. Students who misbehave need human interaction and support, not to be left to face screens.

Librarians with advanced degrees in library science will be removed, despite being knowledgeable and critical to a child’s learning. They could be transplanted to non-NES schools, which will get school libraries and librarians.

Miles states:

We’re not doing things that are just popular. We’re not doing things that we’ve always done, we’re not doing things that are just fun, we’re not doing things that are just nice to have or good unless we can measure its success.

He’s not doing what works! It’s common knowledge among those who understand children that when children have access to great school libraries learning results improve.

Losing Teachers: Moving to Online Amplify to Teach Reading

HISD is losing qualified teachers, school libraries, and librarians, and advertising for 350 long-term substitutes who don’t require a college degree. The online program, Amplify, will be used.

In State Legislative news in May, Education Bill “Amplifies” StatePower, Threatens Teacher Autonomy, Jovanica Palacios states:

Despite promises to the contrary, this bill [House Bill 1605] would cut a slice out of Texas’ education funding, taking money out of school districts and giving it to a vendor. The proposed legislation is actually dubbed “the Amplify bill” due to its association with curriculum development company Amplify, which received a $19 million emergency state contract during COVID.

At least 85 NES schools under Miles will use Amplify, which advertises the Science of Reading, an online program once owned by the education division of Rupert Murdock’s News Corp. and purchased by Laurene Powell Jobs. Where’s independent research providing proof that this program is effective?

There is one good reason to subscribe to Esquire: to read Charles Pierce, one of the most perceptive writers of our time. Pierce writes about education on occasion, and he’s always on target. In this column, he skewers the casual cruelty of Texas Governor Greg Abbott , who seized control of the Houston public schools on the flimsiest of pretexts, and Houston’s new superintendent Mike Miles, who’s pushing his top-down ideas without regard to anyone else’s views. Miles is a military man who learned about education at the Broad Academy, where one of the central teachings was to ignore public opinion, as well as the views of local teachers.

Pierce writes:

This week, something altogether remarkable, and not in a good way, happened in the city of Houston in the state of Texas. On June 1, the state of Texas, which is wholly governed by Greg Abbott and a compliant, and heavily gerrymandered state legislature, took over the Houston Independent School District. The pretext was flimsy, as so many of Abbott’s pretexts are, where he even bothers to provide them. (That legislature again.) The decision was, well, unpopular. From Texas Monthly:

Mike Miles, the state-appointed superintendent of the Houston Independent School District, might be the most hated person in Harris County. At last week’s school board meeting—the first since Miles was officially hired—residents crowded HISD headquarters, in northwest Houston, to oppose the state’s takeover of the school district. One speaker compared Miles, who is the son of a Black father and a Japanese mother, to a Grand Wizard of the Ku Klux Klan. Another described the state’s recent seizure of HISD, which serves a student population that is 62 percent Hispanic and 22 percent Black—as an “act of racial violence.” Larry McKinzie, an educator and former State Board of Education candidate, appeared to make a physical threat against Miles: “Realize this: you’re safe at forty-four-hundred West Eighteenth”—the location of the board meeting—“but you’ll have to go back [home].” Not one of the 33 attendees who gave public comments had anything good to say about their new superintendent.  It was hard to gauge Miles’s reaction to the criticism, because he spent the entire public-comment period in a back room, watching the meeting on TV.

A meeting the night before this one had dissolved into chaos, so the new HISB rescheduled the meeting for the next night, using a plan that had the lovely tang of East Germany to it.

 In an apparent effort to keep order, the board allowed only 35 members of the public into last week’s meeting room, which can accommodate more than 300. The remaining 100 or so attendees were relegated to an overflow room. Several attempted to force their way into the main room, only to be turned back by armed police officers. One teacher who had registered to speak at the meeting was arrested for criminal trespassing and spent the night in jail. 

Houston officials tried to fight the takeover, and they even got it stalled for four years. But the puppet show that is the government of Texas has many fail-safe devices and they all work.

Houston leaders overwhelmingly opposed the takeover, citing HISD’s overall B rating from the state and strong financial position. In 2019 the district sued the state, delaying the takeover for four years. The legal battle ended in January, when the Texas Supreme Court—whose nine members are all Republicans—sided with the TEA. 

Miles beta-tested his sophisticatedly named New Education System in Dallas, where it proved to be a matter of long-term pain for short-term gain. This week, its implementation in Houston was widely interpreted as equally ominous. From Texas Public Media:

Librarian and media specialist positions are being eliminated at 28 campuses designated to be part of Miles’ New Education System (NES), which entails premade lesson plans for teachers, classroom cameras for disciplinary purposes and a greater emphasis on testing-based performance evaluations, among other initiatives. The libraries at those schools will continue to include books that can be read or checked out by students but are otherwise being reimagined as “team centers” where special programming will be held and disruptive students will be sent so as not to interfere with their classmates’ learning, according to HISD spokesperson Joseph Sam. The library-related changes also could be coming to the 57 schools where principals elected to be NES-aligned campuses, with Sam saying that would be determined on a campus-by-campus basis.

If this seems extreme, that’s only because it is — homogenized lesson plans, surveillance in the classroom, “special programs” for “disruptive students.” And libraries turned into “discipline centers,” which, truth be told, are not as dungeon-adjacent as their name might imply, although their name so clearly implies it that the NES folks like to call them “team centers.”

That most of the affected students will be from low-income communities of color should be obvious from jump, which means god alone knows what the NES definition of “disruptive” in practice is going to be. (In some places, “disruptive” students have drawn the attention of the local police. So maybe things are looking up.) What is also obvious is that any complaints will go into a political meat-grinder that is rigged in such an ironclad fashion that an fair outcome is nearly impossible. And around and around it goes.
