Most attention has focused on the horrible cuts to Medicaid and food assistance (SNAP) in the bill just passed by the GOP majority in the Senate. It has some differences with the version passed by the GOP House, so there will be changes and compromises.

Carol Burris, executive director of the Network for Public Educaruon, wrote this update on the education portion of the Senate bill that passed, called the Educational Choice for Children Act (ECCA). She refers to the Big Ugly Budget Bill as BBB.

She writes:

Despite the efforts of Democratic senators to get the Parliamentarian to override ECCA entirely, ECCA was significantly weakened in the Senate BBB and is no longer a universal voucher program. 

  •  The $4 billion cap for total contributions was removed. It is now unlimited. However, it is no longer a tax shelter for stocks, making contributions far less attractive. The maximum credit has been reduced to $ 1,700. 
  • States, as well as the Treasury, can now regulate the program; therefore, states without a voucher program are not mandated to have one. Additionally, the credits are only available to individuals residing in a state with an approved Scholarship Granting Organization (SGO).
  • Because the bill allows public school students to access scholarships and the list of allowable activities includes tutoring, payment for courses, and payment for tests (for example, AP exams), I am trying to determine whether states without vouchers could create SGOs for public school students only.
  • BBB needs to go back to the House, so all of this will likely change again. 

Jennifer Rubin was a star columnist at The Washington Post, but resigned after Jeff Bezos tried to exert control over the opinion pages to makts writers less antagonistic to Trump. Ironically, Rubin was originally hired by The Post to be its conservative columnist. But the extremism of the MAGA movement repelled her. After she resigned from The Post, she started a blog called The Contrarian, where she has gathered a stellar lineup of other journalists.

She writes about Trump’s One Big Ugly Bill:

The horrifying assassination of Minnesota state legislator Mellisa Hortman and her husband Mark, and the attempted assassination of state senator John Hoffman and his wife on Saturday followed a week in which the full magnitude of Donald Trump’s violence, cruelty, chaos, and insatiable quest to destroy American democracy as we knew it were on full view. At a time when the country is in dire need of empathy, unity, and healing, MAGA Republicans will return to D.C. this week to pick up where they left off in their reconciliation debate wrangling: seeking to pass a bill that includes the most monstrous transfer of wealth from the poor and middle class to the uber-rich in recent history.

The Congressional Budget Office determined that if the House bill gets enacted, the bottom decile of Americans by income would lose about $1600 while the top 10 decile would gain more than $12,000. Meanwhile, the debt would balloon to 134% of GDP by 2034.

The MAGA reverse-Robin-Hood scheme would, among other things, remove 11 Million people from Medicaid, 5 Million from the Affordable Care Act exchanges, slash SNAP by more than $700M, “strip 4.5 million children who are U.S. citizens or lawful permanent residents of eligibility for the Child Tax Credit,” and eliminate or reduce energy credits and subsidies, sending energy costs soaring, particularly in red states.

The bill targets certain categories of legal immigrants (e.g., TPS holders or asylum seekers) by removing them from access to ACA exchanges and stripping them of Medicare benefits (after they have paid into the system).

The party that once stood for federalism would bludgeon states to eliminate Medicaid benefits for these people, provoking the Center on Budget and Policy Priorities’ assessment that:

“This policy is a direct affront to state sovereignty, placing enormous pressure on states to reduce or terminate coverage programs that their lawmakers have adopted and that they have a legal right to provide or face devastating cuts to Medicaid expansion funding…It goes beyond coercion by imposing a direct, virtually unavoidable penalty on some states.”

Consider the monstrous tradeoffs the bill entails. Former car czar Steven Rattner found that “just the tax cuts for people earning over $500,000 a year would cost $1.1 trillion, very close to the $715 billion that would be saved by cutting Medicaid and SNAP.”

Especially hard-hit would be rural residents in Red states who disproportionately rely on Medicaid. Moreover, their hospitals, which are dependent on Medicaid reimbursement, would go under in dozens of communities. Shuttering hospitals not only deprives residents of access to health services, but in many cases it would mean eliminating the area’s main employer.

Voters have gleaned how this is going to work. The latest Kaiser Family Foundation poll shows “seven in ten adults (72%) are worried that a significant reduction in federal funding for Medicaid would lead to an increase in the share of uninsured children and adults in the U.S., including nearly half (46%) who are ‘very worried’ and one in four (25%) who are ‘somewhat worried.’” In addition, 71% think the bill will negatively impact hospitals, nursing homes, and other health care providers in their communities (71%).

The most heinous aspect of all: Due to the massive cuts in healthcare coverage, Yale and the University of Pennsylvania estimate an additional 51,000 Americans would die each year.

Former president Joe Biden used to say, “Don’t tell me what you value, show me your budget, and I’ll tell you what you value.” Apparently, MAGA Republicans value savaging the poor to stuff more money in their (and their donors’) pockets, turn America into an anti-legal immigration country, and rob people of healthcare and other vital programs. 

The bill’s damage does not stop there. With the huge increase in debt, borrowing costs for individuals and businesses would go up. “A spike in the national debt can be enough to boost inflation on its own,” the Washington Post reports. The government’s rising borrowing costs would yield painful results for families. “A 1 percent increase in the ratio would amount to extra annual interest costs of $60 for car loans, $600 on the typical mortgage and $1,000 for small business loans after five years, the Budget Lab found. After 30 years, the premium is even higher — adding $2,300 per year to the typical mortgage, for example.

All of that comes on top of the Trump tariffs, another regressive tax that falls disproportionately on lower-income Americans.

No wonder the MAGA bill is so unpopular. The latest Quinnipiac poll found voters oppose the plan by a margin of 53% (including 57% of independents). MAGA Republicans who rubber stamp this bill would therefore be inflicting monstrous pain on Americans, growing the debt, and taking perhaps the worst political vote of their careers.

Trump came to office promising to reduce inflation, lower costs, clamp down on energy prices, and even balance the budget. Instead, if MAGA Republicans allow him, he will continue to increase inflation, raise costs, ignite higher energy prices, and bust the budget. When voters go to the polls in 2026 and beyond, they are not likely to forget who betrayed them.

Guns are the leading cause of death among children. A new study concludes that states that have eliminated gun restrictions have higher death rates among children than states that have retained restrictions. The National Rifle Association, which opposes any restrictions on access to guns, dissented.

The NRA, the Supreme Court, and the gun-loving Republican Party can take credit for the deaths of thousands of children. Their extremist interpretation of the Second Amendment is lethal to children.

The New York Times reported:

Firearm deaths of children and teenagers rose significantly in states that enacted more permissive gun laws after the Supreme Court in 2010 limited local governments’ ability to restrict gun ownership, a new study has found.

In states that maintained stricter laws, firearm deaths were stable after the ruling, the researchers reported, and in some, they even declined.

Guns are the leading cause of death in the United States for people ages 1 through 17, according to the Centers for Disease Control and Prevention. Dr. Jeremy Faust, an emergency room doctor at Massachusetts General Brigham Hospital in Boston, who was the study’s lead author, said he was dismayed to find that most of the children’s deaths were homicides and suicides.

“It’s surprising how few of these are accidents,” Dr. Faust said. “I always thought that a lot of pediatric mortality from guns is that somebody got into the wrong place, and I still think safe storage is important, but it’s mostly homicides and suicides.”

John Commerford, executive director of the NRA Institute for Legislative Action, called the study “political propaganda masquerading as scientific research.”

The study, published Monday in JAMA Pediatrics, examined the 13-year period after the June 2010 Supreme Court ruling that the Second Amendment, which protects the right to bear arms, applies to state and local gun-control laws. The decision effectively limited the ability of state and local governments to regulate firearms.

The researchers classified states into three categories based on their gun laws: most permissive, permissive and strict. They used a Centers for Disease Control and Prevention database to analyze firearm mortality trends from 1999 to 2010 — before the Supreme Court ruling — and compared them with the 13-year period afterward.

Nationally, they found that the number of people under 18 who died from firearm injuries in the period after the ruling exceeded the projected figure for that time by about 7,400, with a total of about 23,000 fatalities.

But in the nine states with the strictest gun laws, youth firearm deaths did not increase. In four — California, Maryland, New York and Rhode Island — they dropped significantly.

The average age of those killed was 14, according to the study, which was coauthored by researchers from Yale New Haven Hospital, the University of California San Francisco School of Medicine and the schools of public health at University of Pittsburgh and Brown University.

Advocates for stricter gun laws praised the study, saying it expanded the evidence that gun safety laws save lives.

“We have shown in the past that states that have the strongest laws when it comes to gun policy have a gun violence rate that’s 2.5 times less than the states with the weakest,” said Nick Suplina, senior vice president for law and policy at Everytown for Gun Safety. “Lawmakers that refuse to take action or further loosen laws are putting kids’ lives at risk.

He also said that gun safety laws had multiple benefits, reducing accidental shootings, while also preventing youth suicides and school shootings. “Three of four school shootings are committed with a weapon taken from the home of the family or a close relative,” Mr. Suplina said.

The Economic Policy Institute issued an open letter to the American people, written and co-signed by six economists who won the Nobel Prize.

They wrote:

As economists who have devoted our careers to researching how economies can grow and how the benefits of this growth can be translated into broadly shared prosperity and security, we have grave concerns about the budget reconciliation bill passed by the U.S. House of Representatives on May 22, 2025.

The most acute and immediate damage stemming from this bill would be felt by the millions of American families losing key safety net protections like Medicaid and Supplemental Nutrition Assistance Program (SNAP) benefits. The Medicaid cuts constitute a sad step backward in the nation’s commitment to providing access to health care for all. Proponents of the House bill often claim that these Medicaid cuts can be achieved simply by imposing work reporting requirements on healthy, working-age adults. But healthy, working-age adults are by definition not heavy consumers of health spending, so achieving the budgeted Medicaid cuts will obviously harm others as well.

Medicaid provides health insurance coverage for low-income Americans, but this includes paying out-of-pocket health costs for low-income retired Medicare recipients and providing nursing home and in-home care services for elderly Americans. Medicaid also covers 41% of all births in the United States, including over 50% of all births in Louisiana, Mississippi, New Mexico, and Oklahoma. Work reporting requirements will obviously yield no savings from these Medicaid functions.

Besides providing affordable health care to families, Medicaid is also crucial to state budgets and hospital systems throughout the country—particularly in rural areas. In 2023, the federal government sent $615 billion to state governments to cover Medicaid spending; this federal contribution accounted for over 75% of total state Medicaid spending in more than 19 states. Rural hospitals in states that accepted the Medicaid expansion that was part of the Affordable Care Act were 62% less likely to close than rural hospitals in non-expansion states.

In addition to Medicaid, the House bill also significantly cuts SNAP. These steep cuts to the social safety net are being undertaken to defray the staggering cost of the tax cuts included in the House bill, including the hidden cost of preserving the large corporate income tax cutpassed in the 2017 tax law. But even these sharp spending cuts will pay for far less than half of the tax cuts (not even including the cost of maintaining the corporate income tax cuts of the 2017 law).

U.S. structural deficits are already too high, with real debt service payments approaching their historic highs in the past year. The House bill layers $3.8 trillion in additional tax cuts ($5.3 trillion if all provisions are made permanent) on top of these existing fiscal gaps—and these tax cuts are overwhelmingly tilted toward the highest-income households. Even with the safety net cuts, the House bill leads to public debt rising by over $3 trillion in coming years (and over $5 trillion over the next decade if provisions are made permanent rather than phasing out). The higher debt and deficits will put noticeable upward pressure on both inflation and interest rates in coming years.

The combination of cuts to key safety net programs like Medicaid and SNAP and tax cuts disproportionately benefiting higher-income households means that the House budget constitutes an extremely large upward redistribution of income. Given how much this bill adds to the U.S. debt, it is shocking that it still imposes absolute losses on the bottom 40% of U.S households(if some of the fiscal cost is absorbed in future bills with extremely high and broad tariffs, the share of households seeing absolute losses will increase rapidly).

The United States has a number of pressing economic challenges to address, many of which require a greater level of state capacity to navigate—capacity that will be eroded by large tax cuts. The House bill addresses none of the nation’s key economic challenges usefully and exacerbates many of them. The Senate should refuse to pass this bill and start over from scratch on the budget.

DOGE (or DOGS, as I prefer to call them) just won the authority to see your most important personal data, thanks to the rightwing bloc of six on the SupremeCourt.,

It’s really unbelievable. There is legislation protecting our personal data. But the Court split 6-3 to allow these mostly very young, very inexperienced kids to review and gather our personal data. The Court also shielded members of the DOGE group from public scrutiny.

The six Republicans on the Court claim to be conservatives. They are not. Some of the six claim to be “originalists,” ruling in accord with the wishes of the Founding Fathers. Nonsense.

Who are these people that Elon Musk left behind? No one knows for sure. Were they confirmed by the U.S. Senate? No. What are their credentials? No one knows for certain. What right do these shadowy people have to know our personal data? They are not a government agency. They are friends of Elon.

This decision gives open access to our records by shadowy figures whose purposes are hidden.

Are they building a data base for the next election? Will the data be used to blackmail people?

These are frightening decisions.

Heather Cox Richardson warns about the Republicans’ “One Big, Beautiful Bill,” which cuts Medicaid and other vital services while increasing the deficit. Republicans cover up the cruel cuts to vital services by lying about them.

She writes:

The Republicans’ giant budget reconciliation bill has focused attention on the drastic cuts the Trump administration is making to the American government. On Friday, when a constituent at a town hall shouted that the Republicans’ proposed cuts to Medicaid, the federal healthcare program for low-income Americans, meant that “people will die,” Senator Joni Ernst (R-IA) replied, “Well, we are all going to die.”

The next day, Ernst released a video purporting to be an apology. It made things worse. “I made an incorrect assumption that everyone in the auditorium understood that, yes, we are all going to perish from this Earth. So, I apologize. And I’m really, really glad that I did not have to bring up the subject of the tooth fairy as well. But for those that would like to see eternal and everlasting life, I encourage you to embrace my lord and savior, Jesus Christ,” she said.

Ernst blamed the “hysteria that’s out there coming from the left” for the outcry over her comments. Like other Republicans, she claims that the proposed cuts of more than $700 billion in Medicaid funding over the next ten years is designed only to get rid of the waste and fraud in the program. Thus, they say, they are actually strengthening Medicaid for those who need it.

But, as Linda Qiu noted in the New York Timestoday, most of the bill’s provisions have little to do with the “waste, fraud, and abuse” Republicans talk about. They target Medicaid expansion, cut the ability of states to finance Medicaid, force states to drop coverage, and limit access to care. And the nonpartisan Congressional Budget Office (CBO) says the cuts mean more than 10.3 million Americans will lose health care coverage.

House speaker Mike Johnson has claimed that those losing coverage will be 1.4 million unauthorized immigrants, but this is false. As Qiu notes, although 14 states use their own funds to provide health insurance for undocumented immigrant children, and seven of those states provide some coverage for undocumented pregnant women, in fact, “unauthorized immigrants are not eligible for federally funded Medicaid, except in emergency situations.” Instead, the bill pressures those fourteen states to drop undocumented coverage by reducing their federal Medicaid funding.

MAGA Republicans claim their “One Big, Beautiful Bill”—that’s its official name—dramatically reduces the deficit, but that, too, is a lie.

On Thursday, May 29, White House press secretary Karoline Leavitt claimed the measure would carry out “the largest deficit reduction in nearly 30 years with $1.6 trillion in mandatory savings.” She echoed forty years of Republican claims that the economic growth unleashed by the measure would lead to higher tax revenues, a claim that hasn’t been true since Ronald Reagan made it in the 1980s.

In fact, the CBO estimates that the tax cuts and additional spending in the measure mean “[a]n increase in the federal deficit of $3.8 trillion.” As G. Elliott Morris of Strength in Numbers notes, the CBO has been historically very reliable, but Leavitt and House speaker Mike Johnson (R-LA) tried to discount its scoring by claiming, as Johnson said: “They are historically totally unreliable. It’s run by Democrats.”

The director of the CBO, economist Philip Swagel, worked as chief of staff and senior economist at the Council of Economic Advisors during the George W. Bush administration. He was appointed in 2019 with the support of Senate Budget Committee chair Michael Enzi (R-WY) and House Budget Committee chair John Yarmuth (D-KY). He was reappointed in 2023 with bipartisan support.

Republican cuts to government programs are a dramatic reworking of America’s traditional evidence-based government that works to improve the lives of a majority of Americans. They are replacing that government with an ideologically driven system that concentrates wealth and power in a few hands and denies that the government has a role to play in protecting Americans.

And yet, those who get their news by watching the Fox News Channel are likely unaware of the Republicans’ planned changes to Medicaid. As Aaron Rupar noted, on this morning’s Fox and Friends, the hosts mentioned Medicaid just once. They mentioned former president Joe Biden 39 times.

That change shows dramatically in cuts to the National Oceanic and Atmospheric Administration (NOAA). NOAA is an agency in the Commerce Department, established under Republican president Richard Nixon in 1970, that monitors weather conditions, storms, and ocean currents. The National Weather Service (NWS), which provides weather, wind, and ocean forecasts, is part of NOAA.

NWS forecasts annually provide the U.S. with an estimated $31.5 billion in benefits as they enable farmers, fishermen, businesspeople, schools, and individuals to plan around weather events.

As soon as he took office, Trump imposed an across-the-board hiring freeze, and billionaire Elon Musk’s “Department of Government Efficiency” fired probationary employees and impounded funds Congress had appropriated. Now, as hurricane season begins, experts in storms and disasters are worried that the NOAA will be unable to function adequately.

Cuts to the NWS have already meant fewer weather balloons and thus less data, leaving gaps in information for a March ice storm in Northern Michigan and for storms and floods in Oklahoma in April. Oliver Milman of The Guardianreported today that 15 NWS offices on the Gulf of Mexico, a region vulnerable to hurricanes, are understaffed after losing more than 600 employees. Miami’s National Hurricane Center is short five specialists. Thirty of the 122 NWS stations no longer have a meteorologist in charge, and as of June 1, seven of those 122 stations will not have enough staff to operate around the clock.

On May 5, the five living former NWS leaders, who served under both Democratic and Republican presidents, wrote a letter to the American people warning that the cuts threaten to bring “needless loss of life.” They urged Americans to “raise your voice” against the cuts.

Trump’s proposed 2026 budget calls for “terminating a variety of climate-dominated research, data, and grant programs” and cutting about 25% more out of NOAA’s funding.

The Federal Emergency Management Agency (FEMA) has also suffered dramatic cuts as Trump has said he intends to push disaster recovery to the states. The lack of expertise is taking a toll there, too. Today staff members there said they were baffled after David Richardson, the head of the agency, said he did not know the United States has a hurricane season. (It does, and it stretches from June 1 to the end of November.) Richardson had no experience with disaster response before taking charge of FEMA.

Trump’s proposed cuts to the National Institutes of Health (NIH) are even more draconian. On Friday, in a more detailed budget than the administration published in early May, the administration called for cuts of 43% to the NIH, about $20 billion a year. That includes cuts of nearly 40% to the National Cancer Institute. At the same time, the administration is threatening to end virtually all biomedical research at universities.

On Friday, May 23, the White House issued an executive order called “Restoring Gold Standard Science.” The order cites the COVID-19 guidance about school reopenings from the Centers for Disease Control and Prevention to claim that the federal government under President Joe Biden “used or promoted scientific information in a highly misleading manner.” (Schools closed in March 2020 under Trump.) The document orders that “[e]mployees shall not engage in scientific misconduct” and, scientists Colette Delawalla, Victor Ambros, Carl Bergstrom, Carol Greider, Michael Mann, and Brian Nosek explain in The Guardian, gives political appointees the power to silence any research they oppose “based on their own ‘judgment.’” They also have the power to punish those scientists whose work they find objectionable.

The Guardian authors note that science is “the most important long-term investment for humanity.” They recall the story of Soviet biologist Trofim Lysenko, who is a prime example of the terrible danger of replacing fact-based reality with ideology.

As Sam Kean of The Atlantic noted in 2017, Lysenko opposed science-based agriculture in the mid-20th century in favor of the pseudo-scientific idea that the environment alone shapes plants and animals. This idea reflected communist political thought, and Lysenko gained the favor of Soviet leader Joseph Stalin. Lysenko claimed that his own agricultural techniques, which included transforming one species into another, would dramatically increase crop yields. Government leaders declared that Lysenko’s ideas were the only correct ones, and anyone who disagreed with him was denounced. About 3,000 biologists whose work contradicted his were fired or sent to jail. Some were executed. Scientific research was effectively banned.

In the 1930s, Soviet leaders set out to “modernize” Soviet agriculture, and when their new state-run farming collectives failed, they turned to Lysenko to fix the problem with his new techniques. Almost everything planted according to his demands died or rotted. In the USSR and in China, which adopted his methods in the 1950s, at least 30 million people died of starvation.

“[W]hen the doctrines of science and the doctrines of communism clashed, he always chose the latter—confident that biology would conform to ideology in the end,” Kean said of Lysenko. He concludes: “It never did.”

Jamelle Bouie writes an opinion column for The New York Times, and he is my favorite on that site. His insights are clear and sharp. In this column, he reminds us that Republicans have a long history of promises about tax cuts for the middle class that have ended up enriching the wealthiest and increasing inequality.

He writes:

It’s 1981. A Republican president and his allies in Congress are promising large, broad tax cuts that will benefit the middle class and strengthen the economy.

It’s 2001. A Republican president is promising broad tax cuts that will benefit the middle class and strengthen the economy.

It’s 2003. That same president is promising another round of broad tax cuts that will benefit the middle class and strengthen the economy.

It’s 2017. Yet another Republican president is promising broad tax cuts that will benefit the middle class and strengthen the economy.

With each new Republican administration, it is the same promise. With each round of tax cuts, it is the same result: vast benefits for the wealthiest Americans and a pittance for everyone else. There is little growth but widening inequality and an even starker gap between the haves and have-nots.

President Ronald Reagan’s 1981 tax cuts, which inaugurated the pattern, slashed the top tax rate on investment income to 50 percent from 70 percent and the capital gains rate to 20 percent from 28 percent. “New tax benefits for business were so generous,” Michael J. Graetz writes in “The Power to Destroy: How the Antitax Movement Hijacked America,” “that corporate tax receipts declined from about 15 percent to less than 9 percent of federal revenues.” The law, he continues, “substantially cut taxes on income generated from wealth, increased opportunities for tax-free savings by upper-income Americans and greatly expanded tax-shelter opportunities for high-income individuals and corporations.” It also “reduced taxes on transfers of wealth from the richest Americans to their descendants by exempting all but a small fraction of the wealthiest 1 percent” from the estate tax.

Over the next decade, Reagan and his successor George H.W. Bush were forced to raise taxes as a result of this profligacy. Reagan signed deficit-reducing tax increases in 1982, 1983, 1984 and 1987. Bush signed a significant tax increase in 1990, breaking his “Read my lips” election-year promise not to raise taxes.

George W. Bush rejected his father’s fiscal heterodoxy in favor of the unrepentant supply-side orthodoxy of Reagan’s first year. Sold as middle-class tax relief, the $1.7 trillion George W. Bush tax cuts — passed in 2001 and 2003 — were by and large a handout to the wealthiest Americans. As Graetz notes, they “reduced federal revenues from 20 percent of G.D.P. in 2000 to 15.6 percent in 2004,” and when all the changes were phased in, “they raised the after-tax incomes of people in the top 1 percent by nearly 6.5 percent — $54,000 on average — compared to about 1 percent, or an average of $207, for the bottom 40 percent.” In a 2017 analysis of the legacy of the George W. Bush tax cuts, the Center on Budget and Policy Priorities found that the top 1 percent of households received an average tax cut of over $570,000 from 2004 to 2012. Not surprisingly, it also found that these cuts “did not improve economic growth or pay for themselves, but instead ballooned deficits and debt and contributed to a rise in income inequality.”

We can basically copy and paste this dynamic from Reagan and George W. Bush to Donald Trump, who sold his 2017 tax cuts as — you guessed it — middle-class relief. “Our focus is on helping the folks who work in the mailrooms and the machine shops of America,” he told supporters in the fall of 2017. “The plumbers, the carpenters, the cops, the teachers, the truck drivers, the pipe fitters, the people that like me best.”

Except — surprise! — a vast majority of the benefits of the $1.9 trillion Tax Cuts and Jobs Act went to the highest earners — millionaire chief executives and billionaire owners of large companies. Americans in the middle received an average tax cut of $910. Americans in the top 1 percent received an average cut of $61,090. The 2017 law also cut estate taxes and gave new advantages to real estate investors, direct benefits for Trump and his family.

We are now looking at another round of Republican tax cuts. Yet again the claim is that this will benefit most Americans. “The next phase of our plan to deliver the greatest economy in history is for this Congress to pass tax cuts for everybody,” Trump said in his March 4 address to Congress. But as Paul Krugman points out in his Substack newsletter, this latest package is both a shameless giveaway to the rich and a ruinous cut to safety net programs for lower-income and working Americans.

The tax and benefit cuts are, in fact, two sides of the same coin. To pay for the more than $1.1 trillion in tax cuts for people with incomes above $500,000, the House Republican framework would cut $300 billion from the Supplemental Nutrition Assistance Program — snatching food assistance away from millions of low-income families — and $800 billion from Medicaid and the Affordable Care Act, leaving an estimated 10 million or more Americans without health insurance, according to the Congressional Budget Office. The top 0.1 percent of earners would see their income grow; the bottom 20 percent would see it plummet.

It remains to be seen whether Republicans can pass their bill in the form they want. They have had some trouble moving it out of the House of Representatives and into the Senate. But if they can, it’s hard to imagine that there will be much appetite to kill the president’s “big, beautiful bill.”

Which is all to say that it’s 2025, and a Republican president has promised a broad tax cut that will help the middle class and strengthen the economy. I think we know what is going to come next.

That “One Big Beautiful Bill” is supposed to be about the budget and taxes but tucked into it are a variety of dangerous items that Trump partisans hope will go unnoticed.

The most dangerous item of all undercuts the rule of law.

Buried at the bottom of Page 562 in the Republicans’ 1,116-page “Big Beautiful Bill” is a provision that will end all federal court challenges to anything that Trump orders and that will allow Trump to declare null and void all previous rulings against his orders.

It will be the beginning of genuine dictatorial rule.

The provision on Page 562 invokes enforcement of Federal Rules of Civil Procedures Rule 65(c) which says that a federal court can ONLY issue an injunction AFTER a plaintiff has posted a bond to cover the costs of damages that an injunction could have on the party against which the injunction was issued if subsequent appeals overturn the injunction.

Because Trump and his federal agencies could claim billions of dollars in damages if an injunction is overturned by the pro-Trump U.S. Supreme Court, there is NO ONE WHO CAN AFFORD to seek any future injunction against Trump’s orders or those of his agencies.

IN ADDITION: Rule 65(c) will be applied RETROACTIVELY to all the injunctions issued so far against Trump and his agencies, and all those injunctions will be removed because no bond was posted with any of them.

THE EFFECT WILL BE that everything that has been blocked by the federal courts will be unleashed and there will be NO FUTURE INJUNCTIONS issued against ANYTHING that Trump orders to be done.

Even if none of the many other odious things are removed from the Big Beautiful Bill, this provision to invoke Federal Court Rule 65(c) MUST BE ELIMINATED or there will be no future restraints on Trump. He will be free to dictate anything he wants with NO COURT INTERFERENCE. Rule by law will end in America.

On May 10, Dana Goldstein wrote a long article in The New York Times about how education disappeared as a national or federal issue. Why, she wondered, did the two major parties ignore education in the 2024 campaign? Kamala Harris supported public schools and welcomed the support of the two big teachers’ unions, but she did not offer a flashy new program to raise test scores. Trump campaigned on a promise to privatize public funding, promote vouchers, charter schools, religious schools, home schooling–anything but public schools, which he regularly attacked as dens of iniquity, indoctrination, and DEI.

Goldstein is the best education writer at The Times, and her reflections are worth considering.

She started:

What happened to learning as a national priority?

For decades, both Republicans and Democrats strove to be seen as champions of student achievement. Politicians believed pushing for stronger reading and math skills wasn’t just a responsibility, it was potentially a winning electoral strategy.

At the moment, though, it seems as though neither party, nor even a single major political figure, is vying to claim that mantle.

President Trump has been fixated in his second term on imposing ideological obedience on schools.

On the campaign trail, he vowed to “liberate our children from the Marxist lunatics and perverts who have infested our educational system.”Since taking office, he has pursued this goal with startling energy — assaulting higher education while adopting a strategy of neglect toward the federal government’s traditional role in primary and secondary schools. He has canceled federal exams that measure student progress, and ended efforts to share knowledge with schools about which teaching strategies lead to the best results. A spokeswoman for the administration said that low test scores justify cuts in federal spending. “What we are doing right now with education is clearly not working,” she said.

Mr. Trump has begun a bevy of investigations into how schools handle race and transgender issues, and has demanded that the curriculum be “patriotic” — a priority he does not have the power to enact, since curriculum is set by states and school districts.

Actually, federal law explicitly forbids any federal official from attempting to influence the curriculum or textbooks in schools.

Education lawyer Dan Gordon wrote about the multiple laws that prevent any federal official from trying to dictate, supervise, control or interfere with curriculum. There is no sterner prohibition in federal law than the one that keeps federal officials from trying to dictate what schools teach.

Of course, Trump never worries about the limits imposed by laws. He does what he wants and leaves the courts to decide whether he went too far.

Goldstein continued:

Democrats, for their part, often find themselves standing up for a status quo that seems to satisfy no one. Governors and congressional leaders are defending the Department of Education as Mr. Trump has threatened to abolish it. Liberal groups are suing to block funding cuts. When Kamala Harris was running for president last year, she spoke about student loan forgiveness and resisting right-wing book bans. But none of that amounts to an agenda on learning, either.

All of this is true despite the fact that reading scores are the lowest they have been in decades, after a pandemic that devastated children by shuttering their schools and sending them deeper and deeper into the realm of screens and social media. And it is no wonder Americans are increasingly cynical about higher education. Forty percent of students who start college do not graduate, often leaving with debt and few concrete skills.

“Right now, there are no education goals for the country,” said Arne Duncan, who served as President Barack Obama’s first secretary of education after running Chicago’s public school system. “There are no metrics to measure goals, there are no strategies to achieve those goals and there is no public transparency.”

I have been writing about federal education policy for almost fifty years. There are things we have learned since Congress passed the Elementary and Secondary Education Act in 1965. That law was part of President Lyndon B. Johnson’s agenda. Its purpose was to send federal funds to the schools enrolling the poorest students. Its purpose was not to raise test scores but to provide greater equity of resources.

Over time, the federal government took on an assertive role in defending the rights of students to an education: students with disabilities; students who did not speak English; and students attending illegally segregated schools.

In 1983, a commission appointed by President Reagan’s Secretary of Education Terrell Bell declared that American schools were in crisis because of low academic standards. Many states began implementing state tests and raising standards for promotion and graduation.

President George H.W. Bush convened a meeting of the nation’s governors, and they endorsed an ambitious set of “national goals” for the year 2000. E.g., the U.S. will be first in the world by the year 2000; all children will start school ready to learn by 2000. None of the goals–other than the rise of the high school graduation rate to 90%–was met.

The Clinton administration endorsed the national goals and passed legislation (“Goals 2000”) to encourages states to create their own standards and tests. President Clinton made clear, however, that he hoped for national standards and tests.

President George W. Bush came to office with a far-reaching, unprecedented plan called “No Child Left Behind” to reform education by a heavy emphasis on annual testing of reading and math. He claimed that because of his test-based policy, there had been a “Texas Miracle,” which could be replicated on a national scale. NCLB set unreachable goals, saying that every school would have 100% of their students reach proficiency by the year 2014. And if they were not on track to meet that impossible goals, the schools would face increasingly harsh punishments.

In no nation in the world have 100% of all students ever reached proficiency.

Scores rose, as did test-prep. Many untested subjects lost time in the curriculum or disappeared. Reading and math were tested every year from grades 3-8, as the law prescribed. What didn’t matter were science, history, civics, the arts, even recess.

Some schools were sanctioned or even closed for falling behind. Schools were dominated by the all-important reading and math tests. Some districts cheated. Some superintendents were jailed.

In 2001, there were scholars who warned that the “Texas Miracle” was a hoax. Congress didn’t listen. In time the nation learned that there was no Texas Miracle, never had been. But Congress clung to NCLB because they had no other ideas.

When Obama took office in 2009, educators hoped for relief from the annual testing mandates but they were soon disappointed. Obama chose Arne Duncan, who had led the Chicago schools but had never been a teacher. Duncan worked with consultants from the Gates and Broad Foundations and created a national competition for the states called Race to the Top. Duncan had a pot of $5 billion that Congress had given him for education reform.

Race to the Top offered big rewards to states that applied and won. To be eligible, states had to authorize the creation of charter schools (almost every state did); they had to agree to adopt common national standards (that meant the Common Core standards, funded wholly by the Gates Foundation and not yet completed); sign up for one of two federally funded standardized tests (PARCC or Smarter Balanced) ; and agree to evaluate their teachers by the test scores of their students. Eighteen states won huge rewards. There were other conditions but these were the most consequential.

Tennessee won $500 million. It is hard to see what, if anything, is better in Tennessee because of that audacious prize. The state put $100 million into an “Achievement School District,” which gathered the state’s lowest performing schools into a new district and turned them into charters. Chris Barbic, leader of the YES Prep charter chain in Houston was hired to run it. He pledged that within five years, the lowest-performing schools in the state would rank among the top 20% in the state. None of them did. The ASD was ultimately closed down.

Duncan had a great fondness for charter schools because they were the latest thing in Chicago; while superintendent, he had launched a program he called Renaissance 2010, in which he pledged to close 80 public schools and open 100 charter schools. Duncan viewed charters as miraculous. Ultimately Chicago’s charter sector produced numerous scandals but no miracles.

I have written a lot about Race to the Top over the years. It was layered on top of Bush’s NCLB, but it was even more punitive. It targeted teachers and blamed them if students got low scores. Its requirement that states evaluate teachers by student test scores was a dismal failure. The American Statistical Association warned against it from the outset, pointing out that students’ home life affected test scores more than their teachers.

Duncan’s Renaissance 2010 failed. It destroyed communities. Its strategy of closing neighborhood schools and dispersing students encountered growing resistance. The first schools that Duncan launched as his exemplars were eventually closed. In 2021, the Chicago Board of Education voted unanimously to end its largest “school turnaround” program, managed by a private group, and return its 31 campuses to district control. Duncan’s fervent belief in “turnaround” schools was derided as a historical relic.

Race to the Top failed. The proliferation of charter schools, aided by a hefty federal subsidy, drained students and resources from public schools. Charter schools close their doors at a rapid pace: 26% are gone in their first five years; 39% in their first ten years. In addition, due to lax accountability, charters have demonstrated egregious examples of waste, fraud, and abuse.

The Common Core was supposed to lift test scores and reduce achievement gaps, but it did neither. Conservative commentator Mike Petrilli referred to 2007-2017 as “the lost decade.” Scores stagnated and achievement gaps barely budged.

So what have we learned?

This is what I have learned: politicians are not good at telling educators how to teach. The Department of Education (which barely exists as of now) is not made up of educators. It was not in a position to lead school reform. Nor is the Secretary of Education. Nor is the President. Would you want the State legislature or Congress telling surgeons how to do their job?

The most important thing that the national government can do is to ensure that schools have the funding they need to pay their staff, reduce class sizes, and update their facilities.

The federal government should have a robust program of data collection, so we have accurate information about students, teachers, and schools.

The federal government should not replicate its past failures.

What Congress can do very effectively is to ensure that the nation’s schools have the resources they need; that children have access to nutrition and medical care; and that pregnant women get prenatal care so that their babies are born healthy.

Republicans are struggling to get the votes they need to pass Trump’s budget bill. They have a narrow majority in the House of Representatives, and they need almost every Republican vote to put the bill through. Much of the debate focuses on the fate of Medicaid.

Medicaid and Medicare are often confused. Medicare is health insurance for senior citizens, funded by their lifetime deductions from their income. Medicaid is health insurance for low-income persons.

Trump and most of the party want to cut Medicaid to pay for the Trump tax cuts, which are focused on high-income individuals and corporations. Even with deep cuts to Medicaid, the tax cuts will increase the deficits.

LET’S TALK ABOUT MEDICAID

Hello from just outside the chambers of House Speaker Mike Johnson.
 
I am waiting with a handful of other reporters as a small group of House Republicans try to work out a compromise over the party’s “One, Big, Beautiful Bill.” (I am looking for a shorthand for the bill, perhaps OB3?) 
 
Republicans do not have the votes for this — yet. But they could agree at any point in the next day or two. If not, they face a weekend standoff or the possibility of leaving for Memorial Day recess without the progress Johnson has promised.
 
There is much at stake here. We’d like to pull off one major piece and break down some highlights. Let’s talk about Medicaid.
 
The basics

  • Medicaid is the federal health care program for low-income Americans. 
  • Close to 71.3 million Americans get their health care this way. 
  • CHIP is the Children’s Health Insurance Program, which, along with states, provides health care for kids whose families can’t afford health care but earn too much to qualify for Medicaid. 
  • Nearly 7.3 million American kids are enrolled in CHIP.
  • Income thresholds: As this chart by the Kaiser Family Foundation shows, it varies by state and can vary on whether you have children or are pregnant. 
  • Medicaid expansion is a program in which the federal government pays 90 percent of the cost for any state that expands Medicaid to include those making up to 138 percent of poverty. In 2025, that is $21,597 a year for individuals or $44,367 for families of four. 
  • 40 states (plus Washington, D.C.)have Medicaid expansion.

 
The funding

We are about to get really nerdy. 
 
The federal government and states share the costs of Medicaid. But the rate of federal sharing varies by state, based on a formula.
 
Something called FMAP, the Federal Matching Assistance Program, helps determine how much each state gets, based on the state’s average income level. These range from a 50 to 77 percent match in the states. 
 
But that match rate is just one half of the formula. The other is how much states spend. Medicaid is often the largest single expenditure for any state. The largest portion of money comes from the state’s general fund or general budget. 
 
But states also use something called a “provider tax,” which is a fee charged on health care providers. Think nursing homes or hospitals.
 
Here is the thing about the provider tax. It is a system whereby states can actually profit.  
 
Think about it this way. States charge hospitals and nursing homes a fee. They spend that fee on Medicaid, upping the amount the federal government must match. (More state spending triggers more federal match.) And then those federal dollars go back to the state and to the providers, as people get care. So states and providers don’t lose money, in theory.
 
But they trigger more federal matching.
 
Why it matters
 
Fiscal conservative holdouts who oppose the current “One Big Beautiful Bill” want action on these provider taxes and potentially on the FMAP level.
 
But the latest draft instead reforms Medicaid primarily by setting up new work requirements for “able-bodied” people, or those without disabilities, in the program. That requirement is currently set to phase in over the next two years.
 
Per the Congressional Budget Office, this Republican Medicaid plan would lead to 8.6 million Americans losing their health insurance over the next decade.  
 
(Changes to the Affordable Care Act would lead to millions more losing coverage, per CBO.)
 
Republicans argue that these are programs the United States cannot afford. 
 
And all of it revolves around precisely how Medicaid works, and how states pay for it.
