Listen up, friends! Your own school district might hire McKinsey or Boston Consulting Group, and you need to know that they have a template for “right-sizing” the district. The template has nothing to do with improving education. It is all about cutting costs.

 

Fortunately for us, Peter Greene has read the 200-page document prepared for the Boston Oublic School district by McKinsey. Here are the highlights:

 

Close 30-40 public schools.

 

Cut back or eliminate special education by putting more (all?) students in inclusion classes.

 

Save on transportation costs by having children walk greater distances to catch a bus.

 

Increase revenues by having more students eat school food.

 

Centralize school lunches so everything is cooked in one place and delivered to schools.

 

Slash central office staff.

 

Outsource as many functions as possible. (This usually causes costs to rise, since private companies that win contracts have to show a profit.)

 

Here’s a thought. How about if a committee of educators get a $1 million contract to study the operations of McKinsey and suggest ways to save money. No more expense accounts.cNo more private offices. Share secretaries. Cut salaries to match teacher salaries. There must be many more ways to economize at McKinsey.

 

 

 

 

 

The Boston Globe reports that Boston gave McKinsey $660,000 to audit the schools. McKinsey proposed that the city could save millions by closing 40% of its public schools.

 

 

“A controversial city-ordered audit of Boston Public Schools suggested the district could save up to $85 million a year by closing 40 percent of its schools, according to newly released documents from the study.

 

“The March 5, 2015, draft by the management consulting firm McKinsey & Co. is much more detailed than a shorter version released to the public in December. The longer draft contains elements that did not appear in the previously released version that will likely be unpopular among parents.”

 

Last fall, when rumors flew that Mayor Marty Walsh made a secret deal to close 36 public schools—after campaigning against school closings and charter schools–the mayor’s office vehemently denied it.

 

The McKinsey report was written more than a year ago. It was kept secret. The fix is in.

 

What else would you expect in a city with mayoral control that hired a Broadie as superintendent? When Briadies arrive, public schools close.

 

Whitney Tilson is one of the founders of Democrats for Education Reform. He is a hedge fund manager. He is on the board of KIPP. He helped to launch Teach for America. He is not a likely ally for me. But he is a very intelligent and forthright person. When he lambasted the for-profit virtual charter chain for the inferior education it provides, he sent me his comments, and I applauded him. More recently, we have exchanged emails about the abominable bathroom bill in North Carolina, which he opposes as I do. I have never met Whitney, but our emails have been very cordial, so I consider him a gentleman (no matter what he has written about me on his blog). He was gentleman enough to suggest that we exchange views, and he initiated the dialogue by sending me a list of statements that represent what he believes. I responded, closing out the conversation after midnight last night. It seems that Whitney never sleeps, as he posted the exchange immediately this morning. He has promised to write a response to my comments. When he does, I will post them too. I must say that I was very impressed by his willingness to state that charter schools should be expected to accept the full range of children, not just those who are likely to get high scores. That is a big step forward, and I hope that his views resonate. I also hope that this exchange is widely read. My only regret is that I neglected to thank him for initiating it. It was a bold step and I welcome the opportunity to identify the areas where are in agreement and the areas where he disagree.

STOP THE PRESSES!!!

 

 

I’ve had a lot of interesting conversations in my life – and this ongoing one with Diane Ravitch certainly ranks up there.

 

 

If I recall correctly, we first exchanged emails a few years ago when I send her my presentation about K12, the awful for-profit online charter school operator. I knew we’d have common ground there, as she’d also exposed K12’s misdeeds in her book, Reign of Error.

 

 

I reached out to her again recently because I knew we’d have common views on North Carolina’s hateful HB2 law (in fact, we’ve both now published articles in the Huffington Post on this; here’s mine: An Open Letter to a North Carolina State Legislator; and here’s hers: That Dumb Bathroom Bill in North Carolina).

 

 

Our common views got me thinking: how is it that two well-informed people can agree on so much in almost all areas, yet apparently disagree on so much in one area (ed reform)? Is it possible that we agree on more than we think?

 

 

So I sent her the email below, in which I wrote 24 statements about which I thought we might agree, and asked if she’d reply, in the hopes that we might both learn something, find more areas of agreement where we could work together, and, in general, try to tone things down.

 

 

She was kind enough to reply, so I have included her comments (in ALL CAPS), interspersed and at the end of my original email (shared with her permission of course).

 

 

Overall, I was heartened to see how many things we agree on.

 

 

That said, we still disagree on many things, about which I will respond in due time. But in the interests of keeping this email to a manageable length, I’ll let her have the last word here – but not the final word, as we’ve both committed to continuing (and sharing) our ongoing discussion.

 

 

In the meantime, I hope you’ll find our initial exchange as interesting and illuminating as I did.

Hi Diane,

 

 

You know, despite our disagreements on ed reform, I’d bet we agree on 95% of everything else. I’m certain that we agree that the Republican party has been hijacked by extremists, Trump is a madman, Cruz is terrifying, and there’s nothing more important than getting a Democrat elected president in November (and, ideally, retaking the Senate and maybe even the House as well).

 

WE AGREE.

 

I’ll admit that this creates quite a dilemma for me: I want the teachers unions, which remain the single most powerful interest group supporting the Democratic party, to be strong to help as many Democratic candidates as possible win. But when it comes to my desire to implement the reforms I think our educational system needs, I usually want them to be weak.

 

I DISAGREE.

 

I WANT THE TEACHERS’ UNIONS TO BE STRONG SO THEY CAN DEFEND THEIR MEMBERS AGAINST UNFAIR PRACTICES AND PROTECT THEIR ACADEMIC FREEDOM. TEACHERS HAVE BEEN BLAMED FOR THE ILLS OF SOCIETY, MOST ESPECIALLY, POVERTY. TODAY’S REFORMERS HAVE CREATED THE MYTH THAT GREAT TEACHERS–AS DEFINED BY THEIR STUDENTS’ TEST SCORES– CAN OVERCOME POVERTY AND CLOSE THE ACHIEVEMENT GAPS AMONG DIFFERENT GROUPS OF STUDENTS. I WISH IT WERE TRUE, BUT IT IS NOT. THE MYTH ENCOURAGES LAWMAKERS TO BELIEVE THAT WHEREVER POVERTY PERSISTS OR TEST SCORES ARE LOW OR ACHIEVEMENT GAPS REMAIN, IT MUST BE THE TEACHERS’ FAULT.

 

RACE TO THE TOP REQUIRED STATES TO EVALUATE TEACHERS TO A SIGNIFICANT DEGREE BY THEIR STUDENTS’ TEST SCORES, WHICH WAS A HUGE MISTAKE THAT HAS COST STATES AND DISTRICTS HUNDREDS OF MILLIONS OF DOLLARS BUT HASN’T WORKED ANYWHERE. THIS METHOD HAS PROVED UNSTABLE AND INACCURATE; IT REFLECTS WHO IS IN THE CLASS, NOT TEACHER QUALITY.

 

SCORES ON STANDARDIZED TESTS ARE HIGHLY CORRELATED WITH FAMILY INCOME, OVER WHICH TEACHERS HAVE NO CONTROL. IN THE PAST FEW YEARS, SOME STATES HAVE ELIMINATED COLLECTIVE BARGAINING, AND THERE IS NO CORRELATION BETWEEN THE EXISTENCE OF A UNION AND STUDENTS’ ACADEMIC SUCCESS. IN FACT, THE HIGHEST-PERFORMING STATES ON THE NATIONAL ASSESSMENT OF EDUCATION PROGRESS–MASSACHUSETTS, CONNECTICUT, AND NEW JERSEY–ARE MORE LIKELY TO HAVE UNIONS THAN THE LOWEST PERFORMING STATES, WHERE UNIONS ARE WEAK OR BANNED.

 

SOME STATES HAVE ENACTED MERIT PAY PROGRAMS, WHICH HAVE NEVER IMPROVED EDUCATION OR EVEN TEST SCORES DESPITE NUMEROUS EXPERIMENTS. THERE HAVE BEEN NUMEROUS ASSAULTS IN LEGISLATURES AND IN THE COURTS ON DUE PROCESS (CALLED “TENURE”) AND ON PAY INCREASES FOR ADDITIONAL EDUCATION AND EXPERIENCE. I HAVE OFTEN HEARD TEACHERS SAY THAT THEY BECAME TEACHERS KNOWING THEY WOULD NEVER BECOME RICH, BUT AT LEAST THEY WOULD HAVE A SECURE JOB. TAKE THAT AWAY AND TEACHERS SERVE AT THE WHIM OF ADMINISTRATORS WHO MAY OR MAY NOT BE SKILLED EDUCATORS. HOW WILL IT IMPROVE EDUCATION IF TEACHERS HAVE NO JOB SECURITY, LESS EDUCATION AND LESS EXPERIENCE?

 

SOMETIMES IT SEEMS LIKE THE BOYS IN THE BACKROOM ARE SPENDING THEIR TIME TRYING TO FIGURE OUT HOW TO CRUSH TEACHERS’ MORALE AND FREEZE THEIR PAY. THE CONSEQUENCES OF THESE ANTI-TEACHER PUBLIC POLICIES HAVE BEEN UGLY. TEACHERS ACROSS THE NATION FEEL THEMSELVES TO BE THE TARGETS OF A WITCH-HUNT. MANY TEACHERS HAVE TAKEN EARLY RETIREMENT, AND THE NUMBERS OF PEOPLE ENTERING TEACHING HAS PLUMMETED. EVEN TEACH FOR AMERICA HAS SEEN A 35% DECLINE IN THE NUMBER OF APPLICANTS IN JUST THE PAST THREE YEARS. THE ATTACKS ON TEACHERS HAVE TAKEN THEIR TOLL, AND THERE ARE NOW SHORTAGES ACROSS THE NATION.

 

I BELIEVE UNIONS ARE NECESSARY, NOT ONLY IN TEACHING, BUT IN OTHER LINES OF WORK AS WELL, TO PROTECT THE RIGHTS OF WORKING PEOPLE, TO MAKE SURE THEY ARE NOT EXPLOITED AND TO ASSURE THEY ARE TREATED FAIRLY. UNIONS ARE BY NO MEANS PERFECT AS THEY ARE; SOME ARE TOO BUREAUCRATIC AND SELF-SATISFIED, SOME ARE TOO COMPLACENT TO FIGHT FOR THEIR MEMBERS, SOME STIFLE ANY CHANGES. BUT, IN MY VIEW, UNIONS BUILT THE MIDDLE CLASS IN THIS COUNTRY. WE ARE LOSING OUR STRONG, STABLE MIDDLE CLASS AS THE PRIVATE AND PUBLIC SECTORS ELIMINATE UNIONS. INCOME INEQUALITY IS WIDENING AS UNIONS SHRIVEL. IN EDUCATION, UNIONS ARE ESPECIALLY IMPORTANT TO MAKE SURE THAT TEACHERS ARE FREE TO TEACH CONTROVERSIAL SUBJECTS, LIKE EVOLUTION, GLOBAL WARMING, AND CONTESTED BOOKS (YOU WOULD BE SURPRISED HOW MANY CLASSIC BOOKS, LIKE “HUCKLEBERRY FINN,” “INVISIBLE MAN,” AND “OF MICE AND MEN” ARE ON THE AMERICAN LIBRARY ASSOCIATION’S LIST OF THE 100 MOST FREQUENTLY BANNED BOOKS).

 

DO UNIONS PROTECT “BAD” TEACHERS? YES, THEY DO. ONE CAN’T KNOW WHO IS “BAD” IN THE ABSENCE OF DUE PROCESS. A TEACHER MAY BE FALSELY ACCUSED OR THE ADMINISTRATOR MAY HARBOR A DISLIKE FOR HER RACE, HER RELIGION, HER SEXUAL ORIENTATION, OR HER PEDAGOGICAL BELIEFS. THOSE WHO WISH TO FIRE THEM AFTER THEIR PROBATIONARY PERIOD (WHICH MAY BE AS LITTLE AS TWO YEARS OR AS MANY AS FIVE YEARS–AND IN MANY STATES, TEACHERS DO NOT HAVE DUE PROCESS OR TENURE) MUST PRESENT EVIDENCE THAT THEY ARE BAD TEACHERS OR THAT THEY DID SOMETHING THAT MERITS THEIR REMOVAL. PROBATIONARY TEACHERS HAVE NO RIGHT TO DUE PROCESS. TEACHERS HAVE SOMETIMES BEEN FALSELY ACCUSED. TEACHERS SHOULD BE ABLE TO CONFRONT THEIR ACCUSERS, TO SEE THE EVIDENCE, AND TO BE JUDGED BY AN INDEPENDENT ARBITRATOR. IF BAD TEACHERS GET TENURE, THEN BLAME BAD OR LAZY ADMINISTRATORS. THE RIGHT TO DUE PROCESS MUST BE EARNED BY PERFORMANCE IN THE CLASSROOM AND SHOULD NOT BE AWARDED WITHOUT CAREFUL DELIBERATION BY THE ADMINISTRATOR.

 

GIVEN THE FACT THAT A LARGE PERCENTAGE–AS MUCH AS 40%, EVEN MORE IN URBAN DISTRICTS–LEAVE TEACHING WITHIN THEIR FIRST FIVE YEARS, OUR BIGGEST PROBLEM IS RETAINING GOOD TEACHERS, NOT GETTING RID OF BAD ONES. BAD ONES SHOULD BE PROMPTLY REMOVED IN THEIR FIRST OR SECOND YEAR OF TEACHING. W. EDWARDS DEMING, WRITING ABOUT THE MODERN CORPORATION, SAID THAT A GOOD COMPANY HIRES CAREFULLY AND THEN HELPS ITS EMPLOYEES SUCCEED ON THE JOB. IT INVESTS IN SUPPORT AND TRAINING. IT MAKES A CONSCIENTIOUS EFFORT TO RETAIN THE PEOPLE IT HIRED. WHY DON’T WE DO THE SAME WITH TEACHERS AND STOP BLAMING THEM FOR CONDITIONS BEYOND THEIR CONTROL?

 

This dilemma isn’t new – in fact, it’s one of the reasons I helped start Democrats for Education Reform: because I wasn’t comfortable joining forces with other reform-oriented organizations that existed at the time (roughly a decade ago), which were mostly funded, supported and run by Republicans with whom I shared almost no views in common other than in the area of ed reform (and even in that area, I disagreed with their union busting and overemphasis on vouchers).

 

I SERVED AS ASSISTANT SECRETARY OF EDUCATION FOR RESEARCH IN THE ADMINISTRATION OF GEORGE H.W. BUSH, BUT REALIZED OVER TIME THAT I DID NOT AGREE WITH THE REPUBLICAN APPROACH TO EDUCATION, NAMELY, COMPETITION, SCHOOL CHOICE, TESTING, AND ACCOUNTABILITY. IT IS IRONIC THAT THE OBAMA ADMINISTRATION ADOPTED THE SAME POLICIES AS THE REPUBLICANS, WITH THE SOLE EXCEPTION OF VOUCHERS. THE DEMOCRATIC PARTY USED TO HAVE A CORE SET OF EDUCATIONAL PRINCIPLES AT THE FEDERAL AND STATE LEVELS: EQUITY OF RESOURCES, EXTRA SUPPORT FOR THE NEEDIEST STUDENTS, LOW COLLEGE TUITION TO INCREASE ACCESS, VIGOROUS ENFORCEMENT OF CIVIL RIGHTS LAWS, AND SUPPORT FOR TEACHER PREPARATION. THAT APPROACH COMES CLOSEST TO PROVIDING EQUALITY OF EDUCATIONAL OPPORTUNITY.

 

I OPPOSE THE REPUBLICAN APPROACH TO EDUCATION POLICY FOR THE FOLLOWING REASONS:

 

A) THEY DON’T SUPPORT PUBLIC EDUCATION AT ALL; EVERY ONE OF THEIR PRESIDENTIAL CANDIDATES HAS ENDORSED SOME FORM OF PRIVATIZATION AND SAID NOTHING AT ALL ABOUT THE PUBLIC SCHOOLS THAT ENROLL 90% OF OUR STUDENTS.

 

B) THEY WOULD BE THRILLED TO ELIMINATE ALL UNIONS; THEY DON’T CARE ABOUT PEOPLE WHO ARE POOR OR STRUGGLING TO GET INTO THE MIDDLE CLASS OR TO STAY IN THE MIDDLE CLASS.

 

C) THE REPUBLICANS HAVE SWALLOWED THE FREE MARKET APPROACH TO SCHOOLING HOOK, LINE, AND SINKER, AS A MATTER OF IDEOLOGY, NOT EVIDENCE. I DON’T BELIEVE IN VOUCHERS, BECAUSE I KNOW THAT VOUCHERS HAVE NOT WORKED IN CHILE AND SWEDEN, AND THEY HAVE NOT WORKED IN THIS COUNTRY EITHER. MANY STATES HAVE ADOPTED VOUCHERS, THOUGH USUALLY CALLING THEM SOMETHING ELSE (EDUCATION SAVINGS ACCOUNT, EDUCATION TAX CREDITS, OPPORTUNITY SCHOLARSHIPS, ETC.). MOST ARE USED TO SEND CHILDREN TO RELIGIOUS SCHOOLS, MANY OF WHICH HAVE UNCERTIFIED TEACHERS, INADEQUATE CURRICULA, AND NO ACCOUNTABILITY AT ALL. FURTHERMORE, THE RELIGIOUS SCHOOLS RECEIVING VOUCHERS USUALLY TEACH CREATIONISM AND OTHER RELIGIOUS BELIEFS. I DON’T THINK PUBLIC MONEY SHOULD SUBSIDIZE RELIGIOUS SCHOOLS. VOUCHERS HAVE NEVER WON A PUBLIC REFERENDUM, BUT REPUBLICAN LEGISLATURES KEEP DEVISING WAYS TO GET AROUND THEIR OWN STATE CONSTITUTIONS.

 

The creation of DFER helped resolve this dilemma because I could fight against union policies when I felt they weren’t in the best interests of kids, without fighting against the principle of collective bargaining, which I believe in. And I could happily limit my political donations to supporting only Democrats (reform-oriented ones, of course, like Obama, Cory Booker and Michael Bennet).

 

WHAT OBAMA, CORY BOOKER, MICHAEL BENNETT AND OTHER CORPORATE-STYLE REFORMERS HAVE IN COMMON IS THAT THEY BELIEVE IN BREAKING UP PUBLIC EDUCATION AND REPLACING IT WITH PRIVATE MANAGEMENT. THEY BELIEVE IN CLOSING SCHOOLS WHERE TESTS SCORES ARE LOW. I DON’T. THE HIGHEST PERFORMING NATIONS IN THE WORLD HAVE STRONG, EQUITABLE PUBLIC SCHOOL SYSTEMS WITH RESPECTED, WELL PREPARED, AND EXPERIENCED TEACHERS. THEY HAVE WRAP-AROUND SERVICES TO MAKE SURE THAT ALL CHILDREN COME TO SCHOOL HEALTHY AND READY TO LEARN. THEY DON’T TEST EVERY CHILD EVERY YEAR FROM GRADES 3-8 AS WE DO. THEY DON’T HAVE VOUCHERS OR PRIVATELY MANAGED CHARTERS.

 

So why am I feeling this dilemma again right now? Because the stakes are so high: our country is politically polarized, the Republican party is spiraling out of control, mostly likely nominating either a madman or extremist, and there’s an opportunity for we Democrats to not only win the presidency, but also take back Congress. The election in November will have an enormous impact on so many critical issues that hang in the balance: a majority in the Supreme Court, income inequality, healthcare, immigration, foreign policy/our relationships with the rest of the world, environmental issues/global warming, LGBT and women’s rights…the list goes on and on.

 

I CERTAINLY AGREE. THE REPUBLICAN PARTY HAS LOST ITS BEARINGS, AND ITS CANDIDATE IS LIKELY TO BE SOMEONE ABHORRED BY ITS LEADERSHIP.

 

As such, I’m going to be extra careful in my writings, when I’m critical of the unions, to make clear that these are policy differences and that I don’t support attempts to demolish unions altogether, whether in the education sector or elsewhere.

 

Writing about things I think we agree on outside of ed reform has gotten me thinking: what might we agree on within the area of ed reform?

As one of my mentors, Charlie Munger, always says: “Invert, always invert.”

So I have tried to compile a list of statements that I believe that I think you might agree with as well. I’m not trying to change your mind about anything or put words in your mouth – I’m genuinely trying to find areas of agreement, at least on general principles (the devil’s usually in the details of course, but a good starting point is agreeing at a high level):

 

• Every child in this country has the right to attend a safe school that provides a quality education.
WE AGREE.

 

• The color of a child’s skin and his/her zip code shouldn’t determine the quality of school he/she attends.
WE AGREE.

 

• Poor parents care deeply about ensuring that their children get a good education.

 
WE AGREE.

 

• Sometimes the closest neighborhood school isn’t right for a child, so parents should have at least some options in choosing what public school is best for their children.

 
I PAUSE HERE, BECAUSE THIS IS MOVING INTO SCHOOL CHOICE TERRITORY, WHERE REPUBLICANS HAVE SOLD THE IDEA THAT PARENTS SHOULD CHOOSE THE SCHOOL AS A MATTER OF CONSUMER CHOICE (JEB BUSH COMPARED CHOOSING A SCHOOL TO CHOOSING WHAT KIND OF MILK YOU WANT TO DRINK–FAT-FREE, 1%, 2%, WHOLE MILK, CHOCOLATE MILK, OR BUTTERMILK). UNFORTUNATELY, MANY CHOICE IDEOLOGUES TAKE THIS ARGUMENT TO ITS LOGICAL CONCLUSION AND PURSUE AN ALL-CHOICE POLICY, IN WHICH THE ONE CHOICE THAT IS NO LONGER AVAILABLE IS THE NEIGHBORHOOD SCHOOL. THAT IS THE CASE IN NEW ORLEANS. IT OFTEN SEEMS THAT REFORMERS–LIKE REPUBLICANS–CONSIDER PUBLIC SCHOOLS TO BE OBSOLETE AND WANT TO REPLACE THEM WITH AN ALL-PRIVATIZED DISTRICT.

 

• It is not the case that too many children are failing too many of our schools; rather, the reverse is true.

 
I DON’T AGREE. I WOULD SAY OUR SOCIETY IS FAILING OUR CHILDREN AND THEIR FAMILIES BY ALLOWING SO MANY OF THEM TO LIVE IN POVERTY. WE HAVE THE HIGHEST PROPORTION OF CHILDREN LIVING IN POVERTY OF THE WORLD’S ADVANCED NATIONS–ABOUT 22%. THAT IS SHAMEFUL, THE SCHOOLS DIDN’T CAUSE IT. AS I SAID BEFORE, FAMILY INCOME IS THE BEST PREDICTOR OF STANDARDIZED TEST SCORES; THAT IS TRUE OF EVERY STANDARDIZED TEST, WHETHER IT IS THE SAT, THE ACT, THE STATE TESTS, NATIONAL TESTS OR INTERNATIONAL TESTS. IF POVERTY IS DIRECTLY RELATED TO LOW ACADEMIC PERFORMANCE, THEN TARGET POVERTY AND PURSUE PUBLIC POLICIES THAT WILL IMPROVE THE LIVES OF CHILDREN, FAMILIES AND COMMUNITIES. AT THE SAME TIME, WORK TO IMPROVE SCHOOLS, NOT TO CLOSE THEM. THERE IS NOW A CONSIDERABLE AMOUNT OF RESEARCH SHOWING THAT STATE TAKEOVERS SELDOM IMPROVE SCHOOLS; THAT CHARTERS PERFORM ON AVERAGE ABOUT THE SAME AS PUBLIC SCHOOLS; THAT VOUCHER SCHOOLS ON AVERAGE PERFORM WORSE THAN PUBLIC SCHOOLS; THAT THE CHARTERS THAT GET THE HIGHEST TEST SCORES EXCLUDE OR REMOVE STUDENTS WITH DISABILITIES, STUDENTS WHO DON’T READ ENGLISH, AND STUDENTS WHO GET LOW TEST SCORES.

 

• Poverty and its effects have an enormous impact, in countless ways, on a child’s ability to learn.

 
WE AGREE. THE CHILD WHO IS HOMELESS, WHO LACKS MEDICAL CARE, WHO IS HUNGRY IS LIKELY NOT TO FOCUS ON HIS OR HER STUDIES AND IS LIKELY TO BE FREQUENTLY ABSENT BECAUSE OF ILLNESS OR CARING FOR A SIBLING. IT REALLY HURTS CHILDREN WHEN THE BASIC NECESSITIES OF LIFE ARE MISSING.

 

• If one had to choose between fixing all schools or fixing everything else outside of schools that affects the ability of children to learn (poverty, homelessness, violence, broken families, lack of healthcare, whether parents regularly speak and read to children, etc.), one would choose the latter in a heartbeat.

I MIGHT HAVE AGREED WITH YOU IN YEARS PAST, BUT I HAVE COME TO SEE “RIGOR” AS A LOADED WORD. IT REMINDS ME OF “RIGOR MORTIS.” I PREFER TO SAY THAT TEACHERS SHOULD TEACH ACADEMIC STUDIES WITH JOY AND ENTHUSIASM, AWAKENING STUDENTS TO THE LOVE OF LEARNING AND INSPIRING INTRINSIC MOTIVATION.

 

• Some testing is necessary but too much testing is harmful.

 
I AGREE THAT SOME TESTING IS NECESSARY. I BELIEVE BASED ON MANY YEARS OF STUDY OF STANDARDIZED TESTING THAT MOST TESTING SHOULD BE DESIGNED BY THE CLASSROOM TEACHERS, NOT BY OUTSIDE TESTING CORPORATIONS. I WOULD PREFER TO SEE MORE TIME DEVOTED TO ESSAYS, PROJECTS, AND ANY OTHER KIND OF DEMONSTRATION OF WHAT CHILDREN HAVE LEARNED OR WHAT THEY DREAM AND IMAGINE AND CREATE. STANDARDIZED TESTING SHOULD BE USED ONLY DIAGNOSTICALLY, NOT MORE THAN ONCE A YEAR, AND IT SHOULD NOT FIGURE INTO THE STUDENTS’ GRADE OR THE TEACHERS’ EVALUATION. I SAY THIS BECAUSE STANDARDIZED TESTS ARE NORMED ON A BELL CURVE; THE AFFLUENT STUDENTS CLUSTER AT THE TOP, AND THE LOW-INCOME STUDENTS CLUSTER AT THE BOTTOM. IN SHORT, THE DECK IS STACKED AGAINST THE KIDS IN THE BOTTOM HALF, BECAUSE THE TESTS BY THEIR NATURE WILL ALWAYS HAVE A BOTTOM HALF. WHY NOT HAVE TASKS THAT ALMOST EVERYONE CAN DO WELL IF THEY TRY? GIVE CHILDREN A CHANCE TO SHOW WHAT THEY CAN DO AND LET THEIR IMAGINATIONS SOAR, RATHER THAN RELYING ON THEIR CHOICE OF ONE OF FOUR PRE-DETERMINED ANSWERS.

WHEN THE TESTS ARE HIGH STAKES, THE RESULTS ARE PREDICTABLE: TEACHING TO THE TEST, NARROWING THE CURRICULUM, CHEATING. WHEN SCHOOLS AND TEACHERS WILL BE PUNISHED OR REWARDED FOR TEST SCORES, THE MEASURE ITSELF IS CORRUPTED (CAMPBELL’S LAW). IT NO LONGER MEASURES WHAT STUDENTS KNOW AND CAN DO, BUT HOW MUCH EFFORT WAS SPENT PREPARING FOR THE TEST. TEACHERS ENGAGE FOR WEEKS OR MONTHS IN TEST PREPARATION, SCHOOLS CUT BACK OR ELIMINATE THE ARTS, PHYSICAL EDUCATION, HISTORY, SCIENCE, AND WHATEVER IS NOT TESTED. TEACHERS, ADMINISTRATORS, SCHOOLS, EVEN DISTRICTS WILL CHEAT TO ASSURE THAT THEIR SCORES GO UP, NOT DOWN, TO AVOID FIRINGS AND CLOSURES AND INSTEAD TO WIN BONUSES.

 

ALL OF THIS CORRUPTS EDUCATION, AND IN THE END, THE SCORES STILL ARE A REFLECTION OF FAMILY INCOME AND OPPORTUNITY TO LEARN. AND CHILDREN HAVE A WORSE EDUCATION EVEN IF THEIR SCORES RISE BECAUSE OF THE ABSENCE OF THE ARTS AND OTHER IMPORTANT PARTS OF A SOUND EDUCATION.

WHEN I WAS IN NORTH CAROLINA LAST WEEK, I WAS TOLD BY AN EDITORIAL WRITER THAT THE ENTRY PAY IS “GOOD,” AT $35,000, BUT THE TOP SALARY IS ONLY $50,000. TEACHERS SHOULD BE TREATED AS PROFESSIONALS AND EARN A PROFESSIONAL SALARY THAT ENABLES THEM TO LIVE WELL AND SEND THEIR CHILDREN TO COLLEGE.

 

• They should be paid more, both on a relative and absolute basis.

WE ACTUALLY HAVE MANY MORE SUCCESSFUL TEACHERS THAN MOST PEOPLE BELIEVE; AS STATES HAVE REPORTED ON THEIR NEW EVALUATION SYSTEMS, MORE THAN 95% OF TEACHERS HAVE BEEN RATED EITHER “HIGHLY EFFECTIVE” OR “EFFECTIVE.” VERY FEW FELL BELOW THOSE MARKERS. FRANKLY, TEACHING THESE DAYS IS SO DIFFICULT THAT IT TAKES A VERY STRONG PERSON TO HANDLE THE RESPONSIBILITIES OF THE CLASSROOM.

 

• All teachers should be evaluated regularly, comprehensively and fairly, with the primary goal of helping them improve their craft.

AGREED. I WOULD SAY THE SAME ABOUT THE OVERTURNING OF THE VERGARA CASE IN CALIFORNIA, WHICH THREW OUT A LOWER COURT DECISION INTENDED TO ELIMINATE DUE PROCESS FOR TEACHERS.

 

• Charter schools, like regular public schools, should: a) take their fair share of the most challenging students; b) backfill at every grade level; and c) follow comparable suspension and expulsion policies.

HOWEVER, IF WE WERE TO TAKE YOUR GOOD SUGGESTIONS, WE WOULD HAVE TWO PUBLICLY-FUNDED SCHOOL SYSTEMS, ONE MANAGED BY PUBLIC OFFICIALS, THE OTHER BY PRIVATE ENTREPRENEURS. I WOULD LIKE TO SEE CHARTER SCHOOLS RETURN TO THE ORIGINAL IDEA PROPOSED IN 1988 BY ALBERT SHANKER AND A PROFESSOR IN MASSACHUSETTS NAMED RAY BUDDE. CHARTER SCHOOLS WERE SUPPOSED TO BE COLLABORATORS WITH PUBLIC SCHOOLS, NOT COMPETITORS. THEIR TEACHERS WOULD BELONG TO THE SAME UNION AS PUBLIC SCHOOL TEACHERS. THEY WERE SUPPOSED TO HAVE FREEDOM TO INNOVATE AND EXPECTED TO SHARE THEIR INNOVATIONS WITH THE PUBLIC SCHOOLS. AT THE END OF THEIR CHARTER–SAY, FIVE YEARS OR TEN YEARS–THEY WOULD CEASE TO EXIST AND RETURN TO THE PUBLIC SCHOOL DISTRICT. SHANKER THOUGHT THAT CHARTER SCHOOLS SHOULD EXIST FIND INNOVATIVE WAYS TO HELP THE KIDS WHO WERE NOT MAKING IT IN PUBLIC SCHOOLS, THOSE WHO HAD DROPPED OUT, THOSE WHO WERE UNMOTIVATED, THOSE WHO WERE TURNED OFF BY TRADITIONAL SCHOOLS. I SUPPORT THAT IDEA. WE HAVE STRAYED VERY FAR FROM THE ORIGINAL IDEA AND ARE MOVING TOWARDS A DUAL SCHOOL SYSTEM, ONE FREE TO CHOOSE ITS STUDENTS, THE OTHER REQUIRED TO ACCEPT ALL WHO SHOW UP AT THEIR DOORS.

 

• For-profit online charters like K12 are providing an inferior education to far too many students and thus need to be much more carefully regulated and, in many cases, simply shut down.

I love this story.

 

In Oklahoma, an unusual number of educators have filed to run for elective office to stop budget cuts.

 

Some got tired of being ignored by their representatives and decided it was time for an educator to run against them. They refuse to meet the needs of schools and children, so educators are stepping forward.

 

That’s action!

Governor Dannel Malloy has grown a big budget deficit and has decided that schools should help to reduce the deficit. He has proposed to cut school funding across the state, except for the 30 poorest districts and to eliminate state aid entirely in 28 affluent districts.

 

His proposal has set off a firestorm of opposition.

 

“To take a district like mine … and completely eliminate the funding is entirely irresponsible,” Madison Superintendent Thomas Scarice said. The district stands to lose $1.57 million.

 

Taken together with the state’s “countless unfunded mandates” for districts, Scarice said, Malloy’s proposal is “nothing less than unspeakable.”

 

The slashing of education funding was part of a revised budget proposal from Malloy in an effort to close a $922 million deficit projected for the next fiscal year.

 

Rep. Andy Fleischmann, D-West Hartford and co-chairman of the legislature’s education committee, said Malloy’s plan for education funding is “not bold or smart” and is a proposal “that no one would ever vote for….”

 

Sen. Toni Boucher, R-Wilton, said Malloy’s proposal has been met with “complete outrage and disbelief” from the towns she represents in Fairfield County. Malloy is proposing elimination of funding for many of the towns in Fairfield and Litchfield counties, as well as in several districts along the eastern shoreline.

 

“This is really a slap in the face of our communities,” Boucher said. “They are penalizing towns that have worked hard to be fiscally responsible, while the state continues to be fiscally irresponsible.”

 

She said she’s hearing an outcry for the elimination of unfunded mandates if the education funding is pulled.

 

Many school leaders say that Malloy has not only upended their budgets, but has left their planning for next year in disarray since they don’t know how much their budgets will be cut or whether Malloy’s proposal will be rejected.

 

 

 

 

A reader from Ohio sent a list of the 50 districts in Ohio that have sent a bill to the state for the revenue diverted from their schools’ budgets to support charter schools, many of which perform far worse than the public schools.  Public school boards typically oppose privatization. Bill Phillis, a retired educator, leads the Ohio Coalition for Equity and Adequacy and encourages local districts to stand up against the charter school raids on their budgets. He reports each time a school board sends an invoice to the state for funds lost to charters.

Vinton County Local School District added to the list of districts that have invoiced the state for charter school deductions.

Ohio charters began to operate, with tax money in tow, in 1999 amid great fanfare and the promise of setting the pace for educational excellence. Promoters promised that via innovation, creativity and competition, charters would spur improvements in the traditional public school system.

The stark contrast between promise and product has smudged the charter brand beyond repair. This $7 billion boondoggle of broken promises, low performance, nepotism, fiscal fraud and corruption is being propped up by deceptive marketing, clever lobbyists and lucrative campaign contributions; but the industry cannot survive because the reality of it is being exposed.

Boards of education, school administrators and teacher leaders are drawing a line in the sand. The public common school community from the Lake to the River, from Dayton City to Vinton County Local is pushing back. The tactic of invoicing the state for charter deductions is just one example of the growing resistance to the failed charter experiment.

Chicago students occupied The Chicago Symphony Center to protest Governor Bruce Rauner’s failure to fund higher education and to raise taxes on his billionaire buddies.

 

 

Michelle Gunderson has taught in the Chicago public schools for 29 years; she teaches first grade.

 

In this post, she describes why the Chicago Teachers Union decided to strike on April 1. The House of Delegates’ vote to strike was overwhelming, but it was not unanimous. It was 486-124. Some teachers wanted a longer strike. Others had other reasons to dissent. Some Chicagoans predict that the strike will be joined by other unions, to protest Mayor Emanuel’s failure to fund the public schools, by his open hostility to public schools and their teachers, and by his clear favoritism toward charter schools opened by his friends and funders. Some think it may be close to a general strike. We will see. In the meanwhile, those of us who do not live in Chicago send our love and support to our allies who are fighting for the equitable treatment of the children they teach.

 

Gunderson writes:

 

In many schools around Chicago teachers experienced losing their colleagues through the recent cuts. When a teacher leaves a job they do not simply pack their personal effects into a banker’s box and walk out the door. Most teachers need a U-Haul to pack up all the materials they have personally brought into the school. And they leave behind them grieving children (losing your teacher is akin to losing a parent) and colleagues who must take up the additional workload.

 

In these schools which were cut to the bone, the argument to strike for revenue was easy. It is not a coincidence that the argument is harder at schools on the north and northwest side where race and class divide us on lines that were construed by injustice in the first place.

 

You will hear stories of teachers and parents who disagree with the strike. You will read news articles that amplify this message and comment sections in our Chicago papers that promote this injustice and often pure hate of teachers and children.

 

The facts remain – our city is divided, our children are suffering, and the Chicago Teachers Union has a vision of the world that makes this not so.

Frustrated by ongoing budget cuts, layoffs, and the Chicago school board’s support for privatization, the Chicago Teachers Union voted overwhelmingly to take a “Day of Action” on April 1. 

 

The union has been fighting for the needs of the students of Chicago public schools. The union is in a two-front battle for survival: Mayor Rahm Emanuel and Governor Bruce Rauner both prefer charter schools to public schools. Both are hostile to the CTU. Rauner, a hedge fund manager and political amateur, has been unable to get a budget passed by the legislature, and the schools face a growing deficit without adequate funding. Meanwhile, the Chicago Public Schools–led by a non-educator–is demanding ever more layoffs and budget cuts. Chicago doesn’t want to pay for public education. The constant attacks on the union and on teachers hurts children. It means increased class sizes and loss of the arts, librarians, and other services.

 

 

Teachers will be walking off the job April 1 for a “day of action” the Chicago Teachers Union said it hopes will help pressure the city and state to properly fund the school system.

 

After months of threatening the action, the union’s House of Delegates took the vote during a meeting Wednesday night at the International Operating Engineers Hall, 2260 S. Grove St. The union voted to authorize the strike with 486 votes, said union President Karen Lewis.

 

Another 124 members voted against the day of action, but only because they thought an official strike should be organized immediately, Lewis said.

 

“The labor conditions have gotten to a point where they are not tolerable,” Lewis said at a news conference after the vote.

Whereas the union has traditionally clashed with Mayor Rahm Emanuel over issues of funding and school closures, this time the teachers are putting Gov. Bruce Rauner within their crosshairs.

 

The action is needed because the budget impasse and political stalemate in the General Assembly have led to unfair working conditions for teachers in Chicago Public Schools.

 

The lack of a state budget has placed tremendous financial burden on the school system. Teachers already have been asked to take three furlough days so the district can save $30 million, with the first furlough day scheduled for Friday.

 

“We are dying the death by 1,000 cuts,” Lewis said. “We cannot go on like this … We need Gov. Rauner to get a budget passed.”

The financial crisis for the Allentown School District and other districts, created by the absence of a state budget for this 2015-16 fiscal year, is devastating. Needless financial costs and evaporated services are appalling, but that does not compare to the loss of hope — which is the essence of this crisis. Of course, our district suffers from additional financial costs and expense restraints from having no state budget. (The state funds 54 percent of our annual budget.) This past fall, we spent about $47,000 in fees and interest in borrowing $50 million. We covered unpaid bills remaining from the first semester and paid back the borrowed funds when a portion of the state money arrived in January. Since then, we have had to exhaust our fund balance and local taxes collected. In spite of spending on only essential items, delaying hiring for positions, and reducing payments to charter schools, the district now has to borrow $64 million to stretch to our next round of local taxes. Assuming the court approves this loan, we will incur at least $90,000 in additional fees with the potential for $500,000 in interest payments. Additionally, a lower Standard and Poor’s bond rating is likely. Even though these financial concerns are staggering, the major problem is the concern for our students.

Local school districts on the brink of a financial collapse faced yet another roadblock on Wednesday in their efforts to secure months-overdue state funding. The latest hurdle came as Gov. Tom Wolf promised to veto a supplemental budget that would have restored funding to several programs, including education. The Senate and House passed the measure earlier in the day. Under that plan, House Bill 1801 would have increased education funding by $200 million and restored a majority of the $6 billion in funding cuts by Wolf’s line-item vetoes. The $30.031 billion spending plan would use existing revenues without a tax increase, according to Republican Senate officials. Now, school districts are back to square one, and that’s a position that doesn’t bode well for several area districts, especially the Austin Area School District, the smallest public school district in the state. That district could be left with only $54,460 in the general fund by the end of April, Business Manager Peggy Derr told The Era on Wednesday.

In an uncharacteristically divided tally, school directors voted 5-3 with one abstention to adopt a resolution expressing support for plaintiffs in the William Penn School District lawsuit “as they seek to enforce Pennsylvania’s constitutional guarantee of a thorough and efficient system of public education.” The resolution also urges the General Assembly to provide school districts with adequate revenues, based on a fair and predictable formula calculated to grant all students resources they need to meet state standards and lead productive lives. School director Larry Feinberg, who serves as legislative liaison, chair of the Delaware County School Districts Legislative Council and co-chair of the Keystone State Education Coalition, introduced the matter in January, when it sparked lively debate. School directors voted to table the measure in February, pending revisions Feinberg made.

And it’s a really stark choice,” Wolf told students, teachers, and staff after his tour of the school. The choice, Wolf said, is between the state making a commitment to raise revenue to support and expansion education or continuing on a path he said would risk education cuts in the long-term. “Pennsylvania is running out of money. Gov. Tom Wolf took no action Thursday on his threat to veto a new, $6 billion Republican-backed spending bill approved by the state Legislature aimed at ending the 8-month-old state budget fight. Wolf was at Carnegie Mellon University in Pittsburgh on Thursday, outlining a proposal for government reform that includes calling on the state Legislature to ban gifts, contracting, reforms, more oversight of lobbying and other moves to increase transparency. He did not indicate when a veto might happen. On Wednesday, Wolf said he would officially reject the new spending bill, designed by Republicans to be part of a $30 billion spending package that would help finish the partially completed 2015-16 state budget. The bill would increase spending from the state’s main bank account by about $870 million, and deliver half the public school aid increase, or roughly $200 million, that Wolf had initially sought for fiscal year 2015-16, which began July 1.

Reading School Board told state budget impasse’s cost: $1,000 per day in interest

The Reading School District is racking up $1,000 per day in interest payments thanks to the ongoing state budget impasse, and district officials are fed up. At the Reading School Board’s workshop meeting Wednesday night, several board members expressed dismay about the impact the impasse is having on the district, which was forced to borrow $20 million to make up for state funding that has been held up. “It’s just so frustrating to be in this position,” said board President Robin Costenbader-Jacobson. Costenbader-Jacobson expressed anger toward state officials, saying more pressure needs to be put on local members of the Legislature to get a deal done.

Auditor General to research how budget crisis is costing schools

– Schools have already had to borrow nearly $1 billion to cover operating costs while Governor Tom Wolf and state lawmakers fight over a completing this year’s budget.

 
Now, state’s top fiscal watchdog is planning to put more pressure on those who have failed to get a deal done. It’s round three for Auditor General Eugene DePasquale. His office has already released two reports on how the budget crisis is affecting schools. Now, he’s planning to do a third, just as some districts are warning they may have to shut down or declare bankruptcy.
Red Lion in York County recently said it faces that option. DePasaquale says it is not alone.
“Allentown talked about borrowing, certainly seen that it in Erie as well, those are two others. And we’re starting to see how others are affected. April’s a pretty big month if there isn’t a budget by then,” says DePasquale.

Education Advocates: PA Budget Bill Falls Short

HARRISBURG, Pa. – The budget passed by the General Assembly on Wednesday falls far short of providing what Pennsylvania schools need, according to education advocates. More than eight months after the budget was due, lawmakers have sent Gov. Tom Wolf a supplemental budget bill that would increase K-through-12 school spending by $202 milion over last year, far short of the $400 million the governor had sought. Cheryl Kleiman, staff attorney for the Education Law Center, said that just isn’t enough. “We have called for an increase of at least $600 million between this year and next,” she said, “and this budget simply doesn’t get us there.”
Wolf also has said the bill, which passed on an almost party-line vote, does not adequately fund education and doesn’t address the looming $2 billion deficit in next year’s budget. He has said he will veto the bill. –

Supporters of public school choice next year will celebrate the 20th anniversary of Pennsylvania’s Charter School Law. Since 1997, the number of brick-and-mortar charter schools has grown to 160 and enroll nearly 100,000 students, with tens of thousands more on waiting lists. At a time when the charter school sector should be gearing up to celebrate this significant milestone, instead, it is preparing to battle anti-school choice advocates’ efforts to close down charter schools and force students back into the very schools they fled that failed them year after year. Governor Wolf in February proposed a 2016-17 spending plan that calls for cutting nearly $500 million in funding to charter schools, which would result in the shutting down of virtually every charter school across the state. Without understanding how charter schools are funded, the Wolf administration’s proposal selectively aims to cut by at least 50 percent the per-student funding amount charter schools receive for educating disabled students.

The Republican-controlled General Assembly sends Democratic Gov. Tom Wolf legislation it hopes will end Pennsylvania’s ages-old budget standoff. The bill sails through the House and Senate, mostly along party lines, and lands with a thud on Wolf’s desk. And that’s when it all goes wobbly: Proclaiming it inadequate and not up to the task of righting the state’s fiscal ship and closing the deficit, Wolf vetoes it, resetting the clock and starting the drama anew.

 

That’s a scenario that’s played itself out at least three times since the Senate GOP sent Wolf a budget bill last June 30. And it seemed likely to play itself out again this week as the chamber teed up yet another spending bill for a swift voyage to Wolf’s desk. But on Wednesday, there were encouraging signs that, at least it as it concerns the current year’s budget, Pennsylvanians might be spared an encore performance of the increasingly tedious budget drama.

Why don’t we have a state budget? The answer is neither short nor simple.
Pennsylvania’s budget impasse is the direct result of three state policy failures: the failure to find the reliable funding sources that state government needs to operate, the failure to reduce the spending growth that existing laws require, and the failure to support reforms that make elections more competitive. Corporate taxes as a share of general-fund revenues have steadily declined because the amount of money generated by those taxes has remained, in inflation-adjusted terms, unchanged since 1988. Revenue based on consumption taxes, such as the state sales tax, has grown by 27 percent, and revenue from other sources, such as the personal income tax and table games, has grown by 87 percent. This is policy failure one: not finding a sustainable revenue stream to replace money lost because of changes to corporate taxes.

Education philosophies clash at packed Philly SRC meeting

Thursday’s Philadelphia School Reform Commission meeting again became a forum to debate the school district’s plans for drastic intervention at several of its lowest performing schools.
The evening began with a clash of minds on the front steps of district headquarters. Before the meeting, the NAACP joined the Philadelphia Federation of Teachers and other traditional public school advocates in a rally against the district’s school conversion plans — all of which would result in dramatic faculty shakeups. NAACP Philadelphia chapter president Rodney Muhammad called for the SRC to be abolished with a reference to the slave trade. “They are nothing but a consultant group for private industry who wants to take over our children and put them back on the auction block,” he said. Muhammad’s statement was directed in part at Mastery charter — one of three nonprofit charter organizations that has applied to takeover three low-performing elementary schools. Those remarks didn’t sit well with Kirby Ames, a senior at Mastery’s Shoemaker campus in West Philadelphia. He stood on the other side of the steps with dozens of other Mastery supporters listening to speakers bash the charter’s motives.

Plan for 3 more Philly charters draws protests, counterprotests

Before the School Reform Commission could start its scheduled meeting Thursday, the School District’s plan to hand over several struggling schools to charter operators drew demonstrators and counter-demonstrators to the steps of district headquarters on North Broad Street. On one side, about 150 parents, teachers, Philadelphia Federation of Teachers president Jerry Jordan, State Rep. Curtis Thomas, and Philadelphia NAACP president Minister Rodney Muhammad were cheered as they spoke passionately in opposition to turning public schools into charters. “This is a dangerous arrangement for our children, it’s a dangerous arrangement for public education,” Muhammad said. “The NAACP is here to shut the SRC down. They’re nothing but an advertising agency for privatizing education in Philadelphia.” On the other side: About 150 people, including many parents. One of them, Jathiya Singleton, could not comprehend the depth of emotion.
Her three children, ages 7 to 10, attend Wister Elementary in Germantown, one of three schools the district has targeted for charter management.

Emails show effort to sway SRC on Wister charter conversion

 

Documents reveal the Philadelphia School Partnership moved to influence SRC members. PSP says its preference for Renaissance charters is no secret.

Newly released documents shed new light on behind-the-scenes moves by the Philadelphia School Partnership to revive Mastery Charter School’s bid to run Wister Elementary, after Superintendent William Hite had reversed course and recommended that the school remain under District control. The documents, mostly emails, were released by the Philadelphia School District after requests from the American Federation of Teachers and the Alliance for Philadelphia Public Schools (APPS) under the state’s Right to Know law. Among them is an email to School Reform Commissioner Bill Green from a senior PSP executive. It indicated that PSP board members planned to call SRC members Sylvia Simms and Feather Houstoun to encourage them to “move for and/or support a resolution to transfer Wister to Mastery.” PSP sent its email just days after Hite, citing some academic improvement at the school, decided to take Wister off the charter transformation list.

Senator eyes legislation requiring public superintendent contracts

Questions have arisen about school district transparency in light of legislation that would require school boards to be more open with taxpayers during hiring processes. “If you can’t defend something publicly, then it’s probably not a good idea,” Pennsylvania Auditor General Eugene DePasquale said. It’s his mantra, and he believes school districts should follow suit. Often called Pennsylvania’s fiscal watchdog, DePasquale can now be called the inspiration for a new bill promoting transparency After seeing DePasquale’s scathing audit of Connellsvile Area School District in Fayette County, state Sen. Pat Stefano, R-Fayette, is getting ready to introduce legislation that would require school boards to publicly post employment offers for superintendents and principals at least two weeks before voting. “At a minimum, I hope it spearheads a discussion on some of the iss es taking place in some of the school districts,” DePasquale said.

Nazareth teachers put off plans for Friday strike; classes are on

The Nazareth Area teachers union has postponed plans for a strike Friday, preventing at least temporarily what would have been the first teacher walkout in the Lehigh Valley in seven years.
The school district announced on its website that all schools will be open Friday and operating on a regular schedule. “As part of the ratification process, the Nazareth Area Education Association will be presenting a [contract] proposal to teachers early next week,” the district said. The school board had scheduled a special meeting for 9 a.m. Friday. That meeting is still on, the district said. The two sides had a series of bitter exchanges Wednesday, with the union announcing plans for a strike and the district issuing a long rebuttal. On Thursday, they came together in an attempt to hash out an agreement. The district said the teachers had until 7 p.m. to decide whether they still intended to strike. Shortly before 8 p.m., the strike postponement was announced.

Tennessee school funding proposal threatens status quo

A proposal that passed through a Tennessee House panel and is now set to be considered by a Finance Committee would amend the state constitution to grant the General Assembly sole discretion over school spending.

 

Bill sponsor Rep. Bill Dunn (R), says the legislation will protect taxpayers from activist judges who might rule the state is not adequately funding education, and from situations in other states where courts have increased taxpayer burdens.
