In this post, EduShyster interviews Eunice Han, an economist who earned her Ph.D. at Harvard University and is now headed for the University of Utah.

Dr. Han studied the effects of unions on teacher quality and student achievement and concluded that unionization is good for teachers and students alike.

This goes against the common myth that unions are bad, bad, bad.

Han says that “highly unionized districts actually fire more bad teachers.”

And more: It’s pretty simple, really. By demanding higher salaries for teachers, unions give school districts a strong incentive to dismiss ineffective teachers before they get tenure. Highly unionized districts dismiss more bad teachers because it costs more to keep them.

Dr. Han found a natural experiment in the states that abolished collective bargaining.

Indiana, Idaho, Tennessee and Wisconsin all changed their laws in 2010-2011, dramatically restricting the collective bargaining power of public school teachers. After that, I was able to compare what happened in states where teachers’ bargaining rights were limited to states where there was no change. If you believe the argument that teachers unions protect bad teachers, we should have seen teacher quality rise in those states after the laws changed. Instead I found that the opposite happened. The new laws restricting bargaining rights in those four states reduced teacher salaries by about 9%. That’s a huge number. A 9% drop in teachers salaries is unheard of. Lower salaries mean that districts have less incentive to sort out better teachers, lowering the dismissal rate of underperforming teachers, which is what you saw happen in the those four states. Lower salaries also encouraged high-quality teachers to leave the teaching sector, which contributed to a decrease of teacher quality.

Gov. Andrew Cuomo’s irrational vendetta against teachers and public education, aided and abetted by the state legislature and former Commissioner John King’s inept handling of Common Core, charter schools and the public education system have all led to such a toxic atmosphere in education that few candidates want to even get near public school teaching…..

We must make public school teaching attractive again, and here is a short list of what should be done:

1. Eliminate the EdTPA. This system, promoted as increasing standards for teachers, is in reality so onerous and poorly thought out that it is discouraging qualified applicants to the profession. It costs both teacher candidates and the state millions, and has resulted in teacher candidates being less prepared for teaching rather than more so.

2. Eliminate standardized testing in the public schools and for teacher candidate preparation. Research shows the best indicator of a student’s success is their GPA, not standardized test scores. Standardized testing merely adds to the coffers of the private testing industry. Reinstitute teacher-created Regent’s exams. Teacher created exams are age appropriate, more accurately test the learning of students and cost much less than corporate prepared tests.

3. Let teachers mark their own students’ tests. It’s cheaper and better.

4. Eliminate corporate “canned” teaching modules created to meet Common Core Standards, and allow teachers to create their lesson plans. Teachers are the experts; release their creativity so that they can teach students properly.

5. Make the teaching profession attractive financially. Eliminate Tiers V and VI in the teacher retirement system. One of the tradeoffs teachers had accepted for the relatively low pay for the amount of education required was a decent pension. Tiers V and VI were created to punish teachers, not reward them for their service.

6. Create a “Teacher Bar Association” to establish educational requirements for teachers for public and charter schools, thus officially recognizing that teaching is a profession. Lawyers, doctors and CPAs are experts in their fields, as are teachers in theirs.

7. Establish a program to help raise the status of teaching in the public’s consciousness. Few want to enter a profession which is constantly derided by politicians and the press.

8. Common Core has been a disaster; eliminate it. While the intent was perhaps a good one, it was created by non-educators more for political and profit motives than educational ones.

If we want more teachers, we must make the profession attractive financially and creatively. Let teachers do what they do best — teach!

Russ Walsh notes that at least five states have decided to allow anyone with a BA to teach–Utah, Alabama, Wisconsin, North Carolina, and Kansas, with no professional preparation for the classroom. This is their answer to teacher shortages.

Russ asks: Where’s the outrage?

He wonders, Is this “the business model” to hire unqualified people to fill a position of great responsibility?

What does this development say about the people who call themselves “education reformers”?

The move to get unqualified people into the classroom gives the lie to the real goal of education reformers. On the one hand we hear that “the teacher is the the most important single in-school factor in student achievement.” This is generally followed with breathless treatises on how teachers suck and how we need to improve teacher performance in the classroom, get rid of bad teachers and measure that performance with standardized tests. On the other hand we hear, “Well everybody has been to school, so everybody should be able teach. Let’s pass legislation that makes it easier to get warm bodies in the classroom.”

All of this “who needs qualified teachers” baloney, of course, began with Teach for America, an organization that started out with a laudable goal of filling hard to fill teaching positions with temp teachers and morphed into the employment recruiting arm of the the charter school industry. Placing unqualified temp teachers in front of children, especially poor children, has been a practice of the reform movement from the beginning.

What I would like to know is this: Where is the outrage from education reformers when states continually lower the bar for what it takes to be a teacher? If good teachers are so important, why is there no hue and cry about this most obvious lowering of standards? If education of the poor is the “civil rights issue of our time”, why are reformers comfortable with having poor kids exposed to unqualified temp workers? Why isn’t Campbell Brown tweeting about states allowing people off the street to teach?

Fred LeBrun of the Albany Times-Union is the best mainstream journalist in New York state. He understands parents and teachers, and he writes sharp columns that explain more about the state of education than anything you will read in the editorial columns of the New York Times, which hews closely to the NCLB/RTTT narrative. This column is a critique of the recent statement issued by State Commissioner MaryEllen Elia and State University of New York President Nancy Zimpher, containing their proposals for elevating the teaching profession and recruiting more teachers. Take it from LeBrun, the proposals are hogwash that will make it harder to recruit new teachers.

He writes:

A national public school teaching shortage looms, with New York no exception.

This is not breaking news. We’ve known this was coming for some time, although New York poses an interesting set of internal contrasts and contradictions for what this actually means. Like most of the rest of the nation, New York faces a big bloc of baby boomers aging out as teachers and administrators, leaving a lot of holes to be filled.

That is nothing new, either, and not necessarily a bad thing. Retirements bring opportunity for new blood, fresh ideas and enthusiasm. Teachers, even very good ones, wear out.

New York has always been able to meet the challenge of filling classrooms in 700-plus school districts with qualified, accredited teachers because we arguably have, in the State University of New York, the best teacher preparation network of colleges in the nation for cranking them out. We are so good at it we’re a major provider of teachers for other states.

And therein lies New York’s problem. It’s not in creating qualified teachers, even with teacher preparation enrollment in New York dropping 40 percent in the last six years. It’s in keeping them in teaching and in the state, particularly in difficult assignments that aren’t hard to guess at.

Nor is it hard to guess why the college-bound are avoiding the teaching profession in droves, or leaving New York once they get a degree.

You’d have to live on another planet to be mystified. Across the country, public school teaching has gone through six years of organized disrespect by opportunistic politicians and morons with big money looking to privatize public education, abetted by morons with higher degrees in education with wing-nut ideas. Teachers have been deliberately made scapegoats for the far-reaching effects of poverty, demonized, demoralized and sneered at by the likes of Gov. Andrew Cuomo among others. Cuomo seemed to particularly relish humiliating teachers every chance he got, for reasons that remain a mystery. Public revulsion for what teachers were subjected to finally put a stop to it.

Morale within the teaching ranks has to be low, and my guess is recruitment for the retiring ranks will be tough for some time in parts of New York. You can thank Cuomo and his hedge fund friends for that.

So, when State University of New York Chancellor Nancy Zimpher* and Education Commissioner MaryEllen Elia held a press conference last week to tout an extensive new TeachNY report leading into a campaign for recruiting teacher preparation applicants, it was timely.

Not especially for the content. As I was painfully reminded, there is no gibberish like education gibberish. A good editor could knock it down to under 20 pages of actual English, with maybe a dozen rather ho-hum recommendations. But it’s worth looking at for what it markedly isn’t.

It has only marginally to do with how to recruit teachers to fill a coming shortage. I was astounded at how much a bait and switch it turned out to be, because the report is mostly about how to torque up requirements at those aforementioned teacher preparation colleges in order to make teaching far more demanding, even more rigorous in continual training and evaluation, even more time-consuming in delivery than it is now. More hoops to go through.

The net effect of the recommendations would be to elevate the requirements for becoming — and remaining — a teacher to roughly the status of brain surgery.

I was gobsmacked. Rather than attract more candidates to the profession, the thrust of this report, if executed, will chase more away. What are these people thinking was my first reaction.

Then I took a harder look at the language, and noticed bits like “data-driven” and “evidenced based” and “metrics,” and suddenly the reek of familiar garbage brought on a eureka moment. I’d seen this stuff before, in the justification and language associated with the utterly discredited state high stakes standardized testing tied to teacher evaluations nonsense. The work of the Common Core cadets. That took me to scanning the multitude of participants in this study, and sure enough there was the abominable John King himself, former state commissioner of education, high advocate of blame the teacher. Come to find out the TeachNY report was funded by Race to the Top, groan…..

We need respect for what a teacher is and does and can do, and build from there. This goofy report doesn’t come close.

LeBrun says that the real danger of the report is that any part of it might be picked up and enacted by the legislature, which has demonstrated repeatedly that it does not have a clue about improving education.

He points out that we need an army of new teachers, not a trickle. The recommendations of Elia and Zimpher will narrow the pipeline and make it more like a straw.

The best thing to do with this lengthy report is to ignore it.

Hopefully it is only online and no trees were felled to print it.

Chris in Florida is a regular reader of the blog who teaches in that state. Florida is now experiencing a serious loss of teachers, as experienced teachers leave and the number of  new ones  are not enough to take their place. Is this what the reformers want? Did they plan to destroy the teaching profession or did they forget to consider the consequences of their actions?

“My teaching friends, most of whom are retiring early thanks to having a spouse with a great pension plan or a high-paying job, have been urging me to apply for a coaching job in my district because they say I need to share my knowledge and experience with more than just my own class.

 

“I wouldn’t even consider it because A. it requires a master’s degree just to apply yet B. if you are hired as a coach you lose the paltry $1,800/year increase that a master’s degree brings you. Got that? Moving ‘up’ and taking on more responsibility actually nets you LESS pay.

 

“I have 2 master’s degrees but only get the one measly $1,800 bump (divide that by 26 yearly paychecks and I get a whopping $69.23/paycheck for completing an MA at a prestigious university with a 4.0 GPA.

 

“The step system is now outlawed; districts can’t use seniority or degrees in determining salary, though most still have the vestiges of one in place until the merit pay law goes into full effect next year.

 

“The union’s playbook on this was to negotiate a Memo of Understanding with the Superintendent that held teachers harmless until the law must be put in place permanently.

 

“The hope was that lawsuits, public outcry, and lobbying would get the law repealed or replaced. It didn’t happen during this year’s legislative session and so next year things are going to get REALLY dangerous and ugly for any teacher who doesn’t teach upper middle class white kids in our district, about 5 or 6 schools out of nearly 40.

 

“Public shaming and lobbying is less than worthless. The leaders of the Florida legislative bodies and their spouse/families all profit handsomely from charter school and voucher-related businesses and they pass multiple laws every year that further enrich themselves and their cronies.

 

“When multiple newspapers from around the state called them out for double-dipping and conflict of interest they told the voters to buzz off. They will all move into very lucrative consulting and lobbying positions after the mandatory retirement after 2 terms in the legislature so they don’t care what voters think or say at all.

 

“No other salary increases are possible unless you give up your seniority and due process rights and going the ‘bonus’ program, which to no one’s surprise, went only to teachers at upper middle class white schools. No one at a Title I schools qualified for that ‘bonus’ or the SAT/ACT ‘bonus’ because of their students’ test scores.

 

“I am less than a decade away from retirement and I realize that, because I dedicated my life to teaching poor children of color, I will never own my own home, appliances like a washer and dryer or refrigerator, have a new car, or be able to afford much more than beans and rice until I die.

 

“This is the reward Florida gives a National Board Certified teacher with 2 master’s degrees and over 20 years experience.

 

“I’m glad for the teachers who are able to leave and build a new life. I waited too long, I guess, and now will have to look at ways to continue working until I die once the DROP program forces me out.

 

“I never cared about money throughout my career or my life; I just wanted to teach kids to love learning like I did. Now, I guess, I am paying the price for my naiveté but I don’t regret a moment.

 

“I just wish we could jail all the reformers, starting with JEB! Bush, and take back our beloved profession and save our public schools before I’m gone.

 

“I’ll keep praying!”

 

 

Wake up, Florida!

 

Years of so-called “reform” are driving out teachers and principals. Can you have good education of you can’t hold on to successful teachers?

 

The Orlando Sentinel reports on the crisis level exodus from teaching:

 

Noah David Lein has always loved teaching.

 

And if you believe the state of Florida, the honors English teacher at Winter Springs High School is precisely the kind of instructor we want in our classrooms.

 

He sparks kids’ curiosity and was among only 4 percent of the region’s teachers to receive the “Best and Brightest” bonus for “highly effective” teachers last year.

 

Lein still loves opening students’ minds and introducing them to complex thoughts.
But not in Florida.

 

Not in a state that continually beats teachers down.

 

So next week, when the school year ends, Lein plans to walk out of the classroom for the last time … and in to a career in sales.

 

It wasn’t an easy decision. To put it bluntly, Lein said: “I kind of threw up in my mouth at the thought of abandoning the profession I always wanted.”

 

But Florida politicians keep pushing good teachers away.

 

With a lack of respect. With obsessing about standardized testing over learning. And with cruddy salaries.

 

Lein, 32, said he started working in 2007 with a salary of $37,000. Nine years later, he makes $40,300 for his family of three — and started working weekends at a catering company to make ends meet.

 

“I’ve spent my last ounce of energy to make a difference to my students, but it isn’t making a difference to me and my family,”he said. “I’m exhausted, I’m bitter, and I’m grasping for something to be hopeful and positive about.”

 

If you care about public education, Lein’s loss should depress you.

 

But it should disturb you even more to know that he’s not alone. Rather, he’s part of a trend — of Florida teachers leaving the profession they once loved.

 

The exodus is so intense that state records show that 40 percent of new teachers leave within five years after they start.

 

Florida’s attrition rate for new teachers is 15-20 percent higher than the national average, depending on the year….

 

Scott Maxwell has an idea for the Florida legislature: Instead of talking to one another, instead of convening work groups and task forces, they should start listening to teachers, “the people who actually teach for a living.” Ask teachers why they are leaving in droves. Ask them what it would take to get them to stay or to return.

 

Good advice. Common sense. Will the Florida legislators listen?

I previously wrote a post about the powerful multimillionaire Art Pope, who controls Tea Party politics in North Carolina. The New Yorker’s Jane Mayer profiled him and showed how he cannily used his fortune to defeat moderate Republicans so Pope’s ideological allies could gain control of the party and push it to the far right. Pope funds the John Locke Foundation, which espouses his views. When Pope ran for office, he was defeated, but he was appointed state budget director by Governor Pat McCrory and set the priorities for the state, which reflected his own views.

 

One of his many allies is John Hood, who is former president (and current chairman) of Art Pope’s John Locke Foundation. Hood has been placing articles in the North Carolina press, boasting of North Carolina’s progress in reforming its school system. As is by now well known, the Pope battalion in the legislature has cut education funding and launched charters, vouchers, and online charters. Not many would view these “reforms” as a boost to the state’s students and teachers. But John Hood does. Indeed, his last article was titled “How to Pay Teachers More.”

 

Stuart Egan has been writing open letters to John Hood on his blog. Egan does not have the access to the media that is granted to the powerful Mr. Hood. In Egan’s latest open letter, he takes apart Hood’s false claims, one by one, to show how the public has been hoodwinked by the John Locke Foundation and the state government.

 

Hood claims that the state enjoys a budget surplus because  taxes were cut, and the economy boomed (the old supply-side mantra of the Reagan administration).

 

Egan writes:

 

Interestingly enough, that budget surplus was created by a tax revenue overhaul crafted by none other than Art Pope, who not only serves your mentor and boss, but also served as Gov. McCrory’s first budget director. You may claim that we have had lower tax rates than we did before McCrory took office, but there’s more to it.

 

While tax cuts did come for many, standard deductions were greatly affected. Many of the standard deductions and exemptions that were once available to citizens like teachers no longer exist. In fact, most people who make the salaries commensurate of teachers ended up paying out more of their money to the state, even when “taxes” went down. Why? Because we could not declare tax breaks any longer. Who designed that? The budget director.

 

Furthermore, there is now a rise in sales tax revenue because many services like auto repairs are now taxed. So to say that the surplus just appeared because of spending limitations is a little bit of a spun claim. In fact, most of those spending limitations in public schools came when we saw increased enrollment and costs of resources rise.

 

Hood goes on to boast that the state had eliminated salary increases for teachers who acquire additional degrees. Of course, North Carolina wants to have teachers who do not invest in continuing their education.

 

He also boasts that the state is embracing merit pay. As Egan points out, no merit pay program has ever produced better education.

 

So eliminating pay increases for more education and introducing merit pay is supposed to translate into higher pay for teachers? Scuttling North Carolina’s successful North Carolina Teaching Fellows program, which produced career educators, and replacing it with TFA is supposed to improve the workforce?

 

Egan points out that Hood is engaging in election year rhetoric:

 

McCrory’s claim to want to raise teacher pay looks more like pure electioneering. It is synonymous to a deadbeat dad who shows up at Christmas with extravagant gifts so that he can buy the love (or votes) of his children.

The New York State Commissioner of Education MaryEllen Elia and the President of the State University of New York Nancy Zimpher announced a plan to recruit more teachers. The teacher educators at SUNY immediately blasted the proposal.m as deeply flawed.

 

The elements of the plan are not especially original. Recruit more teachers of color. Internships in schools. Career ladder. Etc.

 

The problem with the plan is that it does not address the root causes of the teacher shortage. The root causes are state and federal policies that discourage and demoralize teachers.

 

Nothing was said about eliminating the edTPA or making it optional; the test has a disparate impact on teachers of color and is opposed by many who prepare teachers.

 

Nothing is said about the other tests for future teachers that have a disparate impact on teachers of color.

 

Nothing is said about the state’s teacher evaluation system, based on test scores, which is unreliable, unstable, and invalid. In the case of Sheri Lederman, decided recently, the judge tossed out her evaluation because of its inaccuracy. Many teachers are leaving the profession because of this system.

 

Nothing is said about the nonstop testing and test prep that demoralizes teachers and wastes instructional time.

 

Elia and Zimpher are trying to fix a major problem while ignoring the root causes. That won’t work.

 

The union that represents the faculty and staff of SUNY released the following statement:

 
“A report by SUNY’s TeachNY Advisory Council on teacher education is flawed, incomplete and fails to tap the experience of SUNY education professionals who teach and mentor future teachers across the state, according to United University Professions President Frederick E. Kowal, Ph.D.

 

“The report, heralded by SUNY as a “historic partnership” between SUNY and the State Education Department, glosses over glaring problems with the state’s teacher certification exams and their impact on teacher shortages and the lack of diversity in teacher ed programs. The study ignores recent changes implemented by the state Board of Regents and inappropriately cites reform groups such as the National Council on Teacher Quality as experts.

 

“Some of the report’s recommendations directly conflict with actual experiences of SUNY teacher educators. Also missing: mentions of outstanding practices and new teacher ed developments already underway in the field.

 

“TeachNY is a smoke screen that bolsters the failed policy of former Commissioner John King, which SUNY Chancellor Nancy Zimpher appears to endorse,” said Kowal. “It is insulting to SUNY’s teacher education faculty and staff, and seriously out of touch with the widespread rejection of the top-down reform agenda that has undermined the work of educators and their students.

 

“This report is pretentious and overreaches in an attempt to design standards for a profession that is highly regulated,” Kowal continued. “This report is one more misguided critique that is disconnected from reality.”
“Kowal said that UUP and NYSUT attempted to work with SUNY on the report, but pulled away when teacher education professionals were given no real voice in vetting the council’s recommendations. The report’s findings lack a “full range of input” from council meetings, he said.

 

“In March 29 and May 6 letters to Chancellor Zimpher, Kowal and NYSUT President Karen E. Magee requested that UUP and NYSUT be removed from the report.
“We cannot and will not endorse a report that is so flawed and one-sided, yet purports to be a legitimate collaboration between SUNY leadership and teacher educators,” said Kowal. “As written, this study goes out of its way to avoid the professional expertise and actual experiences of teacher educators, while thwarting attempts by our members to address real issues that need fixing.”
“UUPs’ many concerns with the study include:
A failure to acknowledge recent Board of Regents actions to extend teacher certification exam safety nets for the third year in a row and the need to address problems that led to the extensions;
Problems with SUNY’s promotion of a 3.0 GPA admission requirement for undergraduate and graduate teacher ed programs, and failure to analyze the potential barrier this requirement creates for underrepresented and disadvantaged students who have the potential to develop and excel with appropriate mentoring and support;
A failure to discuss problems with the state’s flawed teacher certification process and how the process has impacted declining teacher ed program enrollments;
The lack of focus on diversity in the teaching force and the need to recruit underrepresented groups into the teaching profession;
Legitimizing reform groups such as the NCTQ by citing them as experts when they command little respect among education professionals;
Supporting Simulating Teaching as a way to expand clinical experiences for student teachers even though there is no research to back the program’s effectiveness, while neglecting to analyze current obstacles to expansion of actual clinical experiences;
Accepting the state’s flawed Annual Professional Performance Review system without regard to recent Board of Regents implementation changes; and
Advocating for expansion of private alternatives to public education, a complex subject that requires far more extensive analysis than the TeachNY study.

 
“Hopefully, the chancellor will see the error of her ways and we can work together to produce a viable, workable report that takes a 360-degree view of this important issue,” Kowal said.”

 

 

 

 

Andy Hargreaves, Professor at Boston College and recipient of many honors, including the Grawemeyer Award, writes here about the problems of English schools, which he attributes to its reckless pursuit of free-market policies, akin to those now dominant in the U.S. In this article, which appeared in the Times Education Supplement (U.K.), Hargreaves blames the free-market  strategy of “reform,” which demoralizes teachers and damages the profession.

 

He writes:

 

Britain has a teacher recruitment crisis. But it is not truly British. The complaint is much more spectacular in England. In Scotland, teaching is an attractive profession and while recruitment levels are disappointing, the issue is not as profound. The Scottish system is creaking; the English system has fallen over. What explains the difference?

 

 

The answer is simple. Scotland values a strong state educational system run by 32 local authorities that is staffed by well-trained and highly valued professionals who stay and grow in a secure and rewarding job. Teachers serve others, for most or all of their working life, in a cooperative profession that supports them to do this to the best of their abilities.

 

 

England no longer values these things. About half of its schools are now outside local authority control. England offers a business capital model that invests in education to yield short-term profits and keep down costs through shorter training, weakened security and tenure, and keeping salaries low by letting people go before they cost too much.

 

 

By comparison, Scotland models what is called professional capital: bringing in skilled as well as smart people; training them rigorously in university settings connected to practical environments; giving them time and support to collaborate on curriculum and other matters; and paying them to develop their leadership and their careers so that they can make effective decisions together and deliver better outcomes for young people.

 

 

In December, the Organisation for Economic Co-operation and Development (OECD) published its review of Scotland’s Curriculum for Excellence. I was one of four people on the review team. Like any system, Scotland’s isn’t perfect. But there is a strong foundation to build on – with a priority placed on valuing and developing teachers’ professional judgment.

 

 

The defenders of the status quo of market reform claim that teachers are overpaid; that they don’t improve over time; and that collaboration is over-rated.

 

All of this sounds very familiar to Americans. We have heard the same buzzwords of efficiency and outcomes and metrics used to demean the teaching profession, and now we are surprised when experienced teachers leave and new teachers do not appear to take their place. Perhaps this is the intended effect, because the manufactured teacher shortage creates market opportunities for vendors of technology to replace the missing classroom teachers.

 

 

 

 

 

When first minister Nicola Sturgeon opened the International Congress for School Effectiveness and Improvement in Glasgow in January, she underlined the importance of the “professional judgment” of teachers. From Glasgow to Stornoway, teachers told our team that teaching today had been like a “breath of fresh air”, which replaced a system of “counting minutes and percentages” that had offered “no room for movement”.

 

 

While Scotland is in the vanguard of global educational improvement, England is in the guard’s van, at the back. Worldwide, England’s business capital view is now on the run. The evidence of high-performing nations such as Canada, Singapore and Finland hasn’t been on its side, and countries like Sweden that followed the free-school business model, and saw their results collapse, are reversing course.

Whitney Tilson is one of the founders of Democrats for Education Reform. He is a hedge fund manager. He is on the board of KIPP. He helped to launch Teach for America. He is not a likely ally for me. But he is a very intelligent and forthright person. When he lambasted the for-profit virtual charter chain for the inferior education it provides, he sent me his comments, and I applauded him. More recently, we have exchanged emails about the abominable bathroom bill in North Carolina, which he opposes as I do. I have never met Whitney, but our emails have been very cordial, so I consider him a gentleman (no matter what he has written about me on his blog). He was gentleman enough to suggest that we exchange views, and he initiated the dialogue by sending me a list of statements that represent what he believes. I responded, closing out the conversation after midnight last night. It seems that Whitney never sleeps, as he posted the exchange immediately this morning. He has promised to write a response to my comments. When he does, I will post them too. I must say that I was very impressed by his willingness to state that charter schools should be expected to accept the full range of children, not just those who are likely to get high scores. That is a big step forward, and I hope that his views resonate. I also hope that this exchange is widely read. My only regret is that I neglected to thank him for initiating it. It was a bold step and I welcome the opportunity to identify the areas where are in agreement and the areas where he disagree.

I’ve had a lot of interesting conversations in my life – and this ongoing one with Diane Ravitch certainly ranks up there.

 

 

If I recall correctly, we first exchanged emails a few years ago when I send her my presentation about K12, the awful for-profit online charter school operator. I knew we’d have common ground there, as she’d also exposed K12’s misdeeds in her book, Reign of Error.

 

 

I reached out to her again recently because I knew we’d have common views on North Carolina’s hateful HB2 law (in fact, we’ve both now published articles in the Huffington Post on this; here’s mine: An Open Letter to a North Carolina State Legislator; and here’s hers: That Dumb Bathroom Bill in North Carolina).

 

 

Our common views got me thinking: how is it that two well-informed people can agree on so much in almost all areas, yet apparently disagree on so much in one area (ed reform)? Is it possible that we agree on more than we think?

 

 

So I sent her the email below, in which I wrote 24 statements about which I thought we might agree, and asked if she’d reply, in the hopes that we might both learn something, find more areas of agreement where we could work together, and, in general, try to tone things down.

 

 

She was kind enough to reply, so I have included her comments (in ALL CAPS), interspersed and at the end of my original email (shared with her permission of course).

 

 

Overall, I was heartened to see how many things we agree on.

 

 

That said, we still disagree on many things, about which I will respond in due time. But in the interests of keeping this email to a manageable length, I’ll let her have the last word here – but not the final word, as we’ve both committed to continuing (and sharing) our ongoing discussion.

 

 

In the meantime, I hope you’ll find our initial exchange as interesting and illuminating as I did.

Hi Diane,

 

 

You know, despite our disagreements on ed reform, I’d bet we agree on 95% of everything else. I’m certain that we agree that the Republican party has been hijacked by extremists, Trump is a madman, Cruz is terrifying, and there’s nothing more important than getting a Democrat elected president in November (and, ideally, retaking the Senate and maybe even the House as well).

 

WE AGREE.

 

I’ll admit that this creates quite a dilemma for me: I want the teachers unions, which remain the single most powerful interest group supporting the Democratic party, to be strong to help as many Democratic candidates as possible win. But when it comes to my desire to implement the reforms I think our educational system needs, I usually want them to be weak.

 

I DISAGREE.

 

I WANT THE TEACHERS’ UNIONS TO BE STRONG SO THEY CAN DEFEND THEIR MEMBERS AGAINST UNFAIR PRACTICES AND PROTECT THEIR ACADEMIC FREEDOM. TEACHERS HAVE BEEN BLAMED FOR THE ILLS OF SOCIETY, MOST ESPECIALLY, POVERTY. TODAY’S REFORMERS HAVE CREATED THE MYTH THAT GREAT TEACHERS–AS DEFINED BY THEIR STUDENTS’ TEST SCORES– CAN OVERCOME POVERTY AND CLOSE THE ACHIEVEMENT GAPS AMONG DIFFERENT GROUPS OF STUDENTS. I WISH IT WERE TRUE, BUT IT IS NOT. THE MYTH ENCOURAGES LAWMAKERS TO BELIEVE THAT WHEREVER POVERTY PERSISTS OR TEST SCORES ARE LOW OR ACHIEVEMENT GAPS REMAIN, IT MUST BE THE TEACHERS’ FAULT.

 

RACE TO THE TOP REQUIRED STATES TO EVALUATE TEACHERS TO A SIGNIFICANT DEGREE BY THEIR STUDENTS’ TEST SCORES, WHICH WAS A HUGE MISTAKE THAT HAS COST STATES AND DISTRICTS HUNDREDS OF MILLIONS OF DOLLARS BUT HASN’T WORKED ANYWHERE. THIS METHOD HAS PROVED UNSTABLE AND INACCURATE; IT REFLECTS WHO IS IN THE CLASS, NOT TEACHER QUALITY.

 

SCORES ON STANDARDIZED TESTS ARE HIGHLY CORRELATED WITH FAMILY INCOME, OVER WHICH TEACHERS HAVE NO CONTROL. IN THE PAST FEW YEARS, SOME STATES HAVE ELIMINATED COLLECTIVE BARGAINING, AND THERE IS NO CORRELATION BETWEEN THE EXISTENCE OF A UNION AND STUDENTS’ ACADEMIC SUCCESS. IN FACT, THE HIGHEST-PERFORMING STATES ON THE NATIONAL ASSESSMENT OF EDUCATION PROGRESS–MASSACHUSETTS, CONNECTICUT, AND NEW JERSEY–ARE MORE LIKELY TO HAVE UNIONS THAN THE LOWEST PERFORMING STATES, WHERE UNIONS ARE WEAK OR BANNED.

 

SOME STATES HAVE ENACTED MERIT PAY PROGRAMS, WHICH HAVE NEVER IMPROVED EDUCATION OR EVEN TEST SCORES DESPITE NUMEROUS EXPERIMENTS. THERE HAVE BEEN NUMEROUS ASSAULTS IN LEGISLATURES AND IN THE COURTS ON DUE PROCESS (CALLED “TENURE”) AND ON PAY INCREASES FOR ADDITIONAL EDUCATION AND EXPERIENCE. I HAVE OFTEN HEARD TEACHERS SAY THAT THEY BECAME TEACHERS KNOWING THEY WOULD NEVER BECOME RICH, BUT AT LEAST THEY WOULD HAVE A SECURE JOB. TAKE THAT AWAY AND TEACHERS SERVE AT THE WHIM OF ADMINISTRATORS WHO MAY OR MAY NOT BE SKILLED EDUCATORS. HOW WILL IT IMPROVE EDUCATION IF TEACHERS HAVE NO JOB SECURITY, LESS EDUCATION AND LESS EXPERIENCE?

 

SOMETIMES IT SEEMS LIKE THE BOYS IN THE BACKROOM ARE SPENDING THEIR TIME TRYING TO FIGURE OUT HOW TO CRUSH TEACHERS’ MORALE AND FREEZE THEIR PAY. THE CONSEQUENCES OF THESE ANTI-TEACHER PUBLIC POLICIES HAVE BEEN UGLY. TEACHERS ACROSS THE NATION FEEL THEMSELVES TO BE THE TARGETS OF A WITCH-HUNT. MANY TEACHERS HAVE TAKEN EARLY RETIREMENT, AND THE NUMBERS OF PEOPLE ENTERING TEACHING HAS PLUMMETED. EVEN TEACH FOR AMERICA HAS SEEN A 35% DECLINE IN THE NUMBER OF APPLICANTS IN JUST THE PAST THREE YEARS. THE ATTACKS ON TEACHERS HAVE TAKEN THEIR TOLL, AND THERE ARE NOW SHORTAGES ACROSS THE NATION.

 

I BELIEVE UNIONS ARE NECESSARY, NOT ONLY IN TEACHING, BUT IN OTHER LINES OF WORK AS WELL, TO PROTECT THE RIGHTS OF WORKING PEOPLE, TO MAKE SURE THEY ARE NOT EXPLOITED AND TO ASSURE THEY ARE TREATED FAIRLY. UNIONS ARE BY NO MEANS PERFECT AS THEY ARE; SOME ARE TOO BUREAUCRATIC AND SELF-SATISFIED, SOME ARE TOO COMPLACENT TO FIGHT FOR THEIR MEMBERS, SOME STIFLE ANY CHANGES. BUT, IN MY VIEW, UNIONS BUILT THE MIDDLE CLASS IN THIS COUNTRY. WE ARE LOSING OUR STRONG, STABLE MIDDLE CLASS AS THE PRIVATE AND PUBLIC SECTORS ELIMINATE UNIONS. INCOME INEQUALITY IS WIDENING AS UNIONS SHRIVEL. IN EDUCATION, UNIONS ARE ESPECIALLY IMPORTANT TO MAKE SURE THAT TEACHERS ARE FREE TO TEACH CONTROVERSIAL SUBJECTS, LIKE EVOLUTION, GLOBAL WARMING, AND CONTESTED BOOKS (YOU WOULD BE SURPRISED HOW MANY CLASSIC BOOKS, LIKE “HUCKLEBERRY FINN,” “INVISIBLE MAN,” AND “OF MICE AND MEN” ARE ON THE AMERICAN LIBRARY ASSOCIATION’S LIST OF THE 100 MOST FREQUENTLY BANNED BOOKS).

 

DO UNIONS PROTECT “BAD” TEACHERS? YES, THEY DO. ONE CAN’T KNOW WHO IS “BAD” IN THE ABSENCE OF DUE PROCESS. A TEACHER MAY BE FALSELY ACCUSED OR THE ADMINISTRATOR MAY HARBOR A DISLIKE FOR HER RACE, HER RELIGION, HER SEXUAL ORIENTATION, OR HER PEDAGOGICAL BELIEFS. THOSE WHO WISH TO FIRE THEM AFTER THEIR PROBATIONARY PERIOD (WHICH MAY BE AS LITTLE AS TWO YEARS OR AS MANY AS FIVE YEARS–AND IN MANY STATES, TEACHERS DO NOT HAVE DUE PROCESS OR TENURE) MUST PRESENT EVIDENCE THAT THEY ARE BAD TEACHERS OR THAT THEY DID SOMETHING THAT MERITS THEIR REMOVAL. PROBATIONARY TEACHERS HAVE NO RIGHT TO DUE PROCESS. TEACHERS HAVE SOMETIMES BEEN FALSELY ACCUSED. TEACHERS SHOULD BE ABLE TO CONFRONT THEIR ACCUSERS, TO SEE THE EVIDENCE, AND TO BE JUDGED BY AN INDEPENDENT ARBITRATOR. IF BAD TEACHERS GET TENURE, THEN BLAME BAD OR LAZY ADMINISTRATORS. THE RIGHT TO DUE PROCESS MUST BE EARNED BY PERFORMANCE IN THE CLASSROOM AND SHOULD NOT BE AWARDED WITHOUT CAREFUL DELIBERATION BY THE ADMINISTRATOR.

 

GIVEN THE FACT THAT A LARGE PERCENTAGE–AS MUCH AS 40%, EVEN MORE IN URBAN DISTRICTS–LEAVE TEACHING WITHIN THEIR FIRST FIVE YEARS, OUR BIGGEST PROBLEM IS RETAINING GOOD TEACHERS, NOT GETTING RID OF BAD ONES. BAD ONES SHOULD BE PROMPTLY REMOVED IN THEIR FIRST OR SECOND YEAR OF TEACHING. W. EDWARDS DEMING, WRITING ABOUT THE MODERN CORPORATION, SAID THAT A GOOD COMPANY HIRES CAREFULLY AND THEN HELPS ITS EMPLOYEES SUCCEED ON THE JOB. IT INVESTS IN SUPPORT AND TRAINING. IT MAKES A CONSCIENTIOUS EFFORT TO RETAIN THE PEOPLE IT HIRED. WHY DON’T WE DO THE SAME WITH TEACHERS AND STOP BLAMING THEM FOR CONDITIONS BEYOND THEIR CONTROL?

 

This dilemma isn’t new – in fact, it’s one of the reasons I helped start Democrats for Education Reform: because I wasn’t comfortable joining forces with other reform-oriented organizations that existed at the time (roughly a decade ago), which were mostly funded, supported and run by Republicans with whom I shared almost no views in common other than in the area of ed reform (and even in that area, I disagreed with their union busting and overemphasis on vouchers).

 

I SERVED AS ASSISTANT SECRETARY OF EDUCATION FOR RESEARCH IN THE ADMINISTRATION OF GEORGE H.W. BUSH, BUT REALIZED OVER TIME THAT I DID NOT AGREE WITH THE REPUBLICAN APPROACH TO EDUCATION, NAMELY, COMPETITION, SCHOOL CHOICE, TESTING, AND ACCOUNTABILITY. IT IS IRONIC THAT THE OBAMA ADMINISTRATION ADOPTED THE SAME POLICIES AS THE REPUBLICANS, WITH THE SOLE EXCEPTION OF VOUCHERS. THE DEMOCRATIC PARTY USED TO HAVE A CORE SET OF EDUCATIONAL PRINCIPLES AT THE FEDERAL AND STATE LEVELS: EQUITY OF RESOURCES, EXTRA SUPPORT FOR THE NEEDIEST STUDENTS, LOW COLLEGE TUITION TO INCREASE ACCESS, VIGOROUS ENFORCEMENT OF CIVIL RIGHTS LAWS, AND SUPPORT FOR TEACHER PREPARATION. THAT APPROACH COMES CLOSEST TO PROVIDING EQUALITY OF EDUCATIONAL OPPORTUNITY.

 

I OPPOSE THE REPUBLICAN APPROACH TO EDUCATION POLICY FOR THE FOLLOWING REASONS:

 

A) THEY DON’T SUPPORT PUBLIC EDUCATION AT ALL; EVERY ONE OF THEIR PRESIDENTIAL CANDIDATES HAS ENDORSED SOME FORM OF PRIVATIZATION AND SAID NOTHING AT ALL ABOUT THE PUBLIC SCHOOLS THAT ENROLL 90% OF OUR STUDENTS.

 

B) THEY WOULD BE THRILLED TO ELIMINATE ALL UNIONS; THEY DON’T CARE ABOUT PEOPLE WHO ARE POOR OR STRUGGLING TO GET INTO THE MIDDLE CLASS OR TO STAY IN THE MIDDLE CLASS.

 

C) THE REPUBLICANS HAVE SWALLOWED THE FREE MARKET APPROACH TO SCHOOLING HOOK, LINE, AND SINKER, AS A MATTER OF IDEOLOGY, NOT EVIDENCE. I DON’T BELIEVE IN VOUCHERS, BECAUSE I KNOW THAT VOUCHERS HAVE NOT WORKED IN CHILE AND SWEDEN, AND THEY HAVE NOT WORKED IN THIS COUNTRY EITHER. MANY STATES HAVE ADOPTED VOUCHERS, THOUGH USUALLY CALLING THEM SOMETHING ELSE (EDUCATION SAVINGS ACCOUNT, EDUCATION TAX CREDITS, OPPORTUNITY SCHOLARSHIPS, ETC.). MOST ARE USED TO SEND CHILDREN TO RELIGIOUS SCHOOLS, MANY OF WHICH HAVE UNCERTIFIED TEACHERS, INADEQUATE CURRICULA, AND NO ACCOUNTABILITY AT ALL. FURTHERMORE, THE RELIGIOUS SCHOOLS RECEIVING VOUCHERS USUALLY TEACH CREATIONISM AND OTHER RELIGIOUS BELIEFS. I DON’T THINK PUBLIC MONEY SHOULD SUBSIDIZE RELIGIOUS SCHOOLS. VOUCHERS HAVE NEVER WON A PUBLIC REFERENDUM, BUT REPUBLICAN LEGISLATURES KEEP DEVISING WAYS TO GET AROUND THEIR OWN STATE CONSTITUTIONS.

 

The creation of DFER helped resolve this dilemma because I could fight against union policies when I felt they weren’t in the best interests of kids, without fighting against the principle of collective bargaining, which I believe in. And I could happily limit my political donations to supporting only Democrats (reform-oriented ones, of course, like Obama, Cory Booker and Michael Bennet).

 

WHAT OBAMA, CORY BOOKER, MICHAEL BENNETT AND OTHER CORPORATE-STYLE REFORMERS HAVE IN COMMON IS THAT THEY BELIEVE IN BREAKING UP PUBLIC EDUCATION AND REPLACING IT WITH PRIVATE MANAGEMENT. THEY BELIEVE IN CLOSING SCHOOLS WHERE TESTS SCORES ARE LOW. I DON’T. THE HIGHEST PERFORMING NATIONS IN THE WORLD HAVE STRONG, EQUITABLE PUBLIC SCHOOL SYSTEMS WITH RESPECTED, WELL PREPARED, AND EXPERIENCED TEACHERS. THEY HAVE WRAP-AROUND SERVICES TO MAKE SURE THAT ALL CHILDREN COME TO SCHOOL HEALTHY AND READY TO LEARN. THEY DON’T TEST EVERY CHILD EVERY YEAR FROM GRADES 3-8 AS WE DO. THEY DON’T HAVE VOUCHERS OR PRIVATELY MANAGED CHARTERS.

 

So why am I feeling this dilemma again right now? Because the stakes are so high: our country is politically polarized, the Republican party is spiraling out of control, mostly likely nominating either a madman or extremist, and there’s an opportunity for we Democrats to not only win the presidency, but also take back Congress. The election in November will have an enormous impact on so many critical issues that hang in the balance: a majority in the Supreme Court, income inequality, healthcare, immigration, foreign policy/our relationships with the rest of the world, environmental issues/global warming, LGBT and women’s rights…the list goes on and on.

 

I CERTAINLY AGREE. THE REPUBLICAN PARTY HAS LOST ITS BEARINGS, AND ITS CANDIDATE IS LIKELY TO BE SOMEONE ABHORRED BY ITS LEADERSHIP.

 

As such, I’m going to be extra careful in my writings, when I’m critical of the unions, to make clear that these are policy differences and that I don’t support attempts to demolish unions altogether, whether in the education sector or elsewhere.

 

Writing about things I think we agree on outside of ed reform has gotten me thinking: what might we agree on within the area of ed reform?

As one of my mentors, Charlie Munger, always says: “Invert, always invert.”

So I have tried to compile a list of statements that I believe that I think you might agree with as well. I’m not trying to change your mind about anything or put words in your mouth – I’m genuinely trying to find areas of agreement, at least on general principles (the devil’s usually in the details of course, but a good starting point is agreeing at a high level):

 

• Every child in this country has the right to attend a safe school that provides a quality education.
WE AGREE.

 

• The color of a child’s skin and his/her zip code shouldn’t determine the quality of school he/she attends.
WE AGREE.

 

• Poor parents care deeply about ensuring that their children get a good education.

 
WE AGREE.

 

• Sometimes the closest neighborhood school isn’t right for a child, so parents should have at least some options in choosing what public school is best for their children.

 
I PAUSE HERE, BECAUSE THIS IS MOVING INTO SCHOOL CHOICE TERRITORY, WHERE REPUBLICANS HAVE SOLD THE IDEA THAT PARENTS SHOULD CHOOSE THE SCHOOL AS A MATTER OF CONSUMER CHOICE (JEB BUSH COMPARED CHOOSING A SCHOOL TO CHOOSING WHAT KIND OF MILK YOU WANT TO DRINK–FAT-FREE, 1%, 2%, WHOLE MILK, CHOCOLATE MILK, OR BUTTERMILK). UNFORTUNATELY, MANY CHOICE IDEOLOGUES TAKE THIS ARGUMENT TO ITS LOGICAL CONCLUSION AND PURSUE AN ALL-CHOICE POLICY, IN WHICH THE ONE CHOICE THAT IS NO LONGER AVAILABLE IS THE NEIGHBORHOOD SCHOOL. THAT IS THE CASE IN NEW ORLEANS. IT OFTEN SEEMS THAT REFORMERS–LIKE REPUBLICANS–CONSIDER PUBLIC SCHOOLS TO BE OBSOLETE AND WANT TO REPLACE THEM WITH AN ALL-PRIVATIZED DISTRICT.

 

• It is not the case that too many children are failing too many of our schools; rather, the reverse is true.

 
I DON’T AGREE. I WOULD SAY OUR SOCIETY IS FAILING OUR CHILDREN AND THEIR FAMILIES BY ALLOWING SO MANY OF THEM TO LIVE IN POVERTY. WE HAVE THE HIGHEST PROPORTION OF CHILDREN LIVING IN POVERTY OF THE WORLD’S ADVANCED NATIONS–ABOUT 22%. THAT IS SHAMEFUL, THE SCHOOLS DIDN’T CAUSE IT. AS I SAID BEFORE, FAMILY INCOME IS THE BEST PREDICTOR OF STANDARDIZED TEST SCORES; THAT IS TRUE OF EVERY STANDARDIZED TEST, WHETHER IT IS THE SAT, THE ACT, THE STATE TESTS, NATIONAL TESTS OR INTERNATIONAL TESTS. IF POVERTY IS DIRECTLY RELATED TO LOW ACADEMIC PERFORMANCE, THEN TARGET POVERTY AND PURSUE PUBLIC POLICIES THAT WILL IMPROVE THE LIVES OF CHILDREN, FAMILIES AND COMMUNITIES. AT THE SAME TIME, WORK TO IMPROVE SCHOOLS, NOT TO CLOSE THEM. THERE IS NOW A CONSIDERABLE AMOUNT OF RESEARCH SHOWING THAT STATE TAKEOVERS SELDOM IMPROVE SCHOOLS; THAT CHARTERS PERFORM ON AVERAGE ABOUT THE SAME AS PUBLIC SCHOOLS; THAT VOUCHER SCHOOLS ON AVERAGE PERFORM WORSE THAN PUBLIC SCHOOLS; THAT THE CHARTERS THAT GET THE HIGHEST TEST SCORES EXCLUDE OR REMOVE STUDENTS WITH DISABILITIES, STUDENTS WHO DON’T READ ENGLISH, AND STUDENTS WHO GET LOW TEST SCORES.

 

• Poverty and its effects have an enormous impact, in countless ways, on a child’s ability to learn.

 
WE AGREE. THE CHILD WHO IS HOMELESS, WHO LACKS MEDICAL CARE, WHO IS HUNGRY IS LIKELY NOT TO FOCUS ON HIS OR HER STUDIES AND IS LIKELY TO BE FREQUENTLY ABSENT BECAUSE OF ILLNESS OR CARING FOR A SIBLING. IT REALLY HURTS CHILDREN WHEN THE BASIC NECESSITIES OF LIFE ARE MISSING.

 

• If one had to choose between fixing all schools or fixing everything else outside of schools that affects the ability of children to learn (poverty, homelessness, violence, broken families, lack of healthcare, whether parents regularly speak and read to children, etc.), one would choose the latter in a heartbeat.

 
I CERTAINLY AGREE BECAUSE REDUCING POVERTY AND ITS ILL EFFECTS WOULD IMPROVE SCHOOLS AT THE SAME TIME.

 

• Schools should be rigorous, with high expectations, but also filled with joy and educators who instill a love of learning.

 
I MIGHT HAVE AGREED WITH YOU IN YEARS PAST, BUT I HAVE COME TO SEE “RIGOR” AS A LOADED WORD. IT REMINDS ME OF “RIGOR MORTIS.” I PREFER TO SAY THAT TEACHERS SHOULD TEACH ACADEMIC STUDIES WITH JOY AND ENTHUSIASM, AWAKENING STUDENTS TO THE LOVE OF LEARNING AND INSPIRING INTRINSIC MOTIVATION.

 

• Some testing is necessary but too much testing is harmful.

 
I AGREE THAT SOME TESTING IS NECESSARY. I BELIEVE BASED ON MANY YEARS OF STUDY OF STANDARDIZED TESTING THAT MOST TESTING SHOULD BE DESIGNED BY THE CLASSROOM TEACHERS, NOT BY OUTSIDE TESTING CORPORATIONS. I WOULD PREFER TO SEE MORE TIME DEVOTED TO ESSAYS, PROJECTS, AND ANY OTHER KIND OF DEMONSTRATION OF WHAT CHILDREN HAVE LEARNED OR WHAT THEY DREAM AND IMAGINE AND CREATE. STANDARDIZED TESTING SHOULD BE USED ONLY DIAGNOSTICALLY, NOT MORE THAN ONCE A YEAR, AND IT SHOULD NOT FIGURE INTO THE STUDENTS’ GRADE OR THE TEACHERS’ EVALUATION. I SAY THIS BECAUSE STANDARDIZED TESTS ARE NORMED ON A BELL CURVE; THE AFFLUENT STUDENTS CLUSTER AT THE TOP, AND THE LOW-INCOME STUDENTS CLUSTER AT THE BOTTOM. IN SHORT, THE DECK IS STACKED AGAINST THE KIDS IN THE BOTTOM HALF, BECAUSE THE TESTS BY THEIR NATURE WILL ALWAYS HAVE A BOTTOM HALF. WHY NOT HAVE TASKS THAT ALMOST EVERYONE CAN DO WELL IF THEY TRY? GIVE CHILDREN A CHANCE TO SHOW WHAT THEY CAN DO AND LET THEIR IMAGINATIONS SOAR, RATHER THAN RELYING ON THEIR CHOICE OF ONE OF FOUR PRE-DETERMINED ANSWERS.

 

I AGREE THAT TOO MUCH TESTING IS HARMFUL, AND IT IS ALSO HARMFUL TO ATTACH HIGH STAKES (LIKE PROMOTION, GRADUATION, OR TEACHER EVALUATION) TO A STANDARDIZED TEST BECAUSE IT MAKES THE TEST TOO IMPORTANT. STANDARDIZED TESTS ARE NOT SCIENTIFIC INSTRUMENTS; THEY ARE SOCIAL CONSTRUCTIONS. THEY FAVOR THOSE WHO COME TO SCHOOL WITH ADVANTAGES (EDUCATED PARENTS, SECURE HOMES, BOOKS IN THE HOME, ETC.) WHEN THE TESTS ARE HIGH STAKES, THE RESULTS ARE PREDICTABLE: TEACHING TO THE TEST, NARROWING THE CURRICULUM, CHEATING. WHEN SCHOOLS AND TEACHERS WILL BE PUNISHED OR REWARDED FOR TEST SCORES, THE MEASURE ITSELF IS CORRUPTED (CAMPBELL’S LAW). IT NO LONGER MEASURES WHAT STUDENTS KNOW AND CAN DO, BUT HOW MUCH EFFORT WAS SPENT PREPARING FOR THE TEST. TEACHERS ENGAGE FOR WEEKS OR MONTHS IN TEST PREPARATION, SCHOOLS CUT BACK OR ELIMINATE THE ARTS, PHYSICAL EDUCATION, HISTORY, SCIENCE, AND WHATEVER IS NOT TESTED. TEACHERS, ADMINISTRATORS, SCHOOLS, EVEN DISTRICTS WILL CHEAT TO ASSURE THAT THEIR SCORES GO UP, NOT DOWN, TO AVOID FIRINGS AND CLOSURES AND INSTEAD TO WIN BONUSES.

 

ALL OF THIS CORRUPTS EDUCATION, AND IN THE END, THE SCORES STILL ARE A REFLECTION OF FAMILY INCOME AND OPPORTUNITY TO LEARN. AND CHILDREN HAVE A WORSE EDUCATION EVEN IF THEIR SCORES RISE BECAUSE OF THE ABSENCE OF THE ARTS AND OTHER IMPORTANT PARTS OF A SOUND EDUCATION.

 

• Tests should be thoughtful and cover genuine knowledge, not easily game-able, which too often leads to excessing teaching-to-the-test.

WHEN I WAS IN NORTH CAROLINA LAST WEEK, I WAS TOLD BY AN EDITORIAL WRITER THAT THE ENTRY PAY IS “GOOD,” AT $35,000, BUT THE TOP SALARY IS ONLY $50,000. TEACHERS SHOULD BE TREATED AS PROFESSIONALS AND EARN A PROFESSIONAL SALARY THAT ENABLES THEM TO LIVE WELL AND SEND THEIR CHILDREN TO COLLEGE.

 

• They should be paid more, both on a relative and absolute basis.

• Some teachers are phenomenal, most are good, some are mediocre, and some are truly terrible.

 
THIS SPREAD IS PROBABLY THE SAME IN EVERY OTHER PROFESSION. THOSE WHO ARE “TRULY TERRIBLE” SHOULD BE REMOVED BEFORE THEY ACHIEVE TENURE; MOST, I SUSPECT, LEAVE EARLY IN THEIR CAREER BECAUSE THEY CAN’T CONTROL THEIR CLASSES. WE ACTUALLY HAVE MANY MORE SUCCESSFUL TEACHERS THAN MOST PEOPLE BELIEVE; AS STATES HAVE REPORTED ON THEIR NEW EVALUATION SYSTEMS, MORE THAN 95% OF TEACHERS HAVE BEEN RATED EITHER “HIGHLY EFFECTIVE” OR “EFFECTIVE.” VERY FEW FELL BELOW THOSE MARKERS. FRANKLY, TEACHING THESE DAYS IS SO DIFFICULT THAT IT TAKES A VERY STRONG PERSON TO HANDLE THE RESPONSIBILITIES OF THE CLASSROOM.

 

• All teachers should be evaluated regularly, comprehensively and fairly, with the primary goal of helping them improve their craft.

AGREED. I WOULD SAY THE SAME ABOUT THE OVERTURNING OF THE VERGARA CASE IN CALIFORNIA, WHICH THREW OUT A LOWER COURT DECISION INTENDED TO ELIMINATE DUE PROCESS FOR TEACHERS.

 

• Charter schools, like regular public schools, should: a) take their fair share of the most challenging students; b) backfill at every grade level; and c) follow comparable suspension and expulsion policies.

 
I AGREE TO AN EXTENT. IN THE PRESENT SITUATION, WHERE CHARTERS COMPETE WITH PUBLIC SCHOOLS FOR STUDENTS AND RESOURCES, I THINK THESE ARE FAIR REQUIREMENTS THAT ENSURE A LEVEL PLAYING FIELD. HOWEVER, IF WE WERE TO TAKE YOUR GOOD SUGGESTIONS, WE WOULD HAVE TWO PUBLICLY-FUNDED SCHOOL SYSTEMS, ONE MANAGED BY PUBLIC OFFICIALS, THE OTHER BY PRIVATE ENTREPRENEURS. I SEE NO REASON TO HAVE A DUAL SCHOOL SYSTEM–ONE HIGHLY REGULATED, AND THE OTHER UNREGULATED, OR AS YOU PROPOSE HERE, REGULATED TO A GREATER EXTENT THAN AT PRESENT. IF CHARTERS DO CONTINUE AS THEY NOW ARE, YOUR PROPOSAL WOULD MAKE THEM FAIRER AND LESS PREDATORY. IN THEIR CURRENT STATE, THEY ARE BANKRUPTING SCHOOL DISTRICTS AND SKIMMING OFF THE EASIEST TO EDUCATE STUDENTS, AND THAT’S NOT FAIR.

 

I WOULD LIKE TO SEE CHARTER SCHOOLS RETURN TO THE ORIGINAL IDEA PROPOSED IN 1988 BY ALBERT SHANKER AND A PROFESSOR IN MASSACHUSETTS NAMED RAY BUDDE. CHARTER SCHOOLS WERE SUPPOSED TO BE COLLABORATORS WITH PUBLIC SCHOOLS, NOT COMPETITORS. THEIR TEACHERS WOULD BELONG TO THE SAME UNION AS PUBLIC SCHOOL TEACHERS. THEY WERE SUPPOSED TO HAVE FREEDOM TO INNOVATE AND EXPECTED TO SHARE THEIR INNOVATIONS WITH THE PUBLIC SCHOOLS. AT THE END OF THEIR CHARTER–SAY, FIVE YEARS OR TEN YEARS–THEY WOULD CEASE TO EXIST AND RETURN TO THE PUBLIC SCHOOL DISTRICT. SHANKER THOUGHT THAT CHARTER SCHOOLS SHOULD EXIST FIND INNOVATIVE WAYS TO HELP THE KIDS WHO WERE NOT MAKING IT IN PUBLIC SCHOOLS, THOSE WHO HAD DROPPED OUT, THOSE WHO WERE UNMOTIVATED, THOSE WHO WERE TURNED OFF BY TRADITIONAL SCHOOLS. I SUPPORT THAT IDEA. WE HAVE STRAYED VERY FAR FROM THE ORIGINAL IDEA AND ARE MOVING TOWARDS A DUAL SCHOOL SYSTEM, ONE FREE TO CHOOSE ITS STUDENTS, THE OTHER REQUIRED TO ACCEPT ALL WHO SHOW UP AT THEIR DOORS.

 

• For-profit online charters like K12 are providing an inferior education to far too many students and thus need to be much more carefully regulated and, in many cases, simply shut down.

I WISH WE MIGHT JOIN TOGETHER TO LEAD THE FIGHT TO IMPROVE THE LIVING STANDARDS FOR CHILDREN AND FAMILIES NOW LIVING IN POVERTY.
