David Armiak of the Center for Media and Democracy reviewed the recent defeat of vouchers in three states: Colorado, Kentucky, and Nebraska. He points out that vouchers have never won a state referendum. Voters have always said “No” to sending public money to private and religious schools.

Who pays for the state campaigns on behalf of vouchers?

Billionaires.

The two most reliable funders of voucher proposals are billionaires Betsy DeVos and Charles Koch.

The billionaires keep pushing vouchers even though we now know that they are subsidies for families whose children are already enrolled in private schools. And we now know that vouchers don’t help public school students who use them. And we now know that vouchers are a huge drain on state budgets and always cost more than predicted.

DeVos and Koch like to fund failure. Their goal is not to improve education but to destroy public schools.

Armiak writes:

The dark money group Advance Colorado Action (ACA, formerly Unite for Colorado) qualified the ballot measure, but most of the identifiable money spent pushing its passage came from a related advocacy group, Colorado Dawn.

Unite for Colorado was founded in 2019 by Dustin Zvonek, the former vice president for strategy and innovation and state director for Charles Koch’s astroturf operation Americans for Prosperity. As of 2022, Unite for Colorado provided Colorado Dawn with almost half of its revenue ($2.7 million out of $5.9 million).

Both groups have been hit with multiple campaign finance complaints in recent years, including one last month against Colorado Dawn for sending misleading text messages and spending money to influence a ballot measure without registering as an issue committee.

Colorado Dawn reported spending nearly $1.9 million as of October 23 to back Amendment 80, The Colorado Sun reported.

In Kentucky, voters in every county rejected Amendment 2 by a margin of almost two to one (65%).

If it had passed, the state constitution would have been amended to allow public funding to go to private schools.

A record-breaking $14 million was spent by groups in favor and against the amendment, Kentucky Public Radio reported. The Protect Freedom PAC pulled in $5 million from school privatization billionaire Jeff Yassand spent $4 million on ads supporting the measure.

Other groups spending in favor of the amendment included Kentucky Students First ($2.5 million); Empower Kentucky Parents ($1.25 million); Empower Kentucky Parents PAC ($800,000); and the state chapter of Koch’s Americans for Prosperity ($328,000).

Empower Kentucky Parents received $1 million from American Federation for Children, a group organized and funded by the billionaire DeVos family. Betsy DeVos served as secretary of education during Trump’s first term in office and now supports his plans to eliminate the department.

In Nebraska, 57% of voters supported a ballot measure (Referendum 435) to repeal a new state law that would have provided parents with $10 million in public funds per year in the form of vouchers for their children to attend private K–12 schools.

The Nebraska Examiner reported that Keep Kids First spent just $111,000 as of November 4 to prevent the repeal of the referendum in the Cornhusker state. The American Federation for Children is also the largest known donor so far to Keep Kids First, giving $561,500 in 2023–24.

A group of scholars at the Brookings Institution analyzed Project 2025’s proposals for education and their implications.

What struck me as most bizarre about Project 2025 was not its efforts to block-grant all federal funding of schools, nor its emphasis on privatization of K-12 schools. (Block-granting means assigning federal funding to states as a lump sum, no strings attached, no federal oversight).

No, what amazed me most was the split screen between the report’s desire to hand all power over education to states and communities, and the report’s insistence on preserving enough power to punish LGBT students, especially trans students and to impose other far-right mandates, like stamping out critical race theory. You know, either you let the states decide or you don’t. The report wants it both ways.

It’s also astonishing to realize that the insidious goal of the report is eventually abandon federal funding of education. That’s a huge step backward, taking us to 1965, before Congress passed the Elementary and Secondary Education Act, whose purpose was to raise spending in impoverished communities. I essence, P2025 says that decades of pursuing equitable funding “didn’t work,” so let’s abandon the goal and the spending.

Here is the Brookings analysis:

Project 2025 outlines a radical policy agenda that would dramatically reshape the federal government. The report was spearheaded by the right-wing Heritage Foundation and represents the policy aims of a large coalition of conservative activists. While former President Trump has attempted to distance himself from Project 2025, many of the report’s authors worked in the previous Trump administration and could return for a second round. Trump, himself, said in 2022, “This is a great group, and they’re going to lay the groundwork and detail plans for exactly what our movement will do.”

In other words, Project 2025 warrants a close look, even if the Trump campaign would like Americans to avert their gaze.

Project 2025’s education agenda proposes a drastic overhaul of federal education policy, from early childhood through higher education. Here’s just a sample of the Project 2025 education-related recommendations:

  • Dismantle the U.S. Department of Education (ED)
  • Eliminate the Head Start program for young children in poverty
  • Discontinue the Title I program that provides federal funding to schools serving low-income children
  • Rescind federal civil rights protections for LGBTQ+ students
  • Undercut federal capacity to enforce civil rights law
  • Reduce federal funding for students with disabilities and remove guardrails designed to ensure these children are adequately served by schools
  • Promote universal private school choice
  • Privatize the federal student loan portfolio

It’s an outrageous list, and that’s just the start of it.

We’ve reviewed the Project 2025 chapter on education (Chapter 11), along with other chapters with implications for students. We’ve come away with four main observations:

1. Most of the major policy proposals in Project 2025 would require an unlikely amount of congressional cooperation

Project 2025 is presented as a to-do list for an incoming Trump administration. However, most of its big-ticket education items would require a great deal of cooperation from Congress.

Proposals to create controversial, new laws or programs would require majority support in the House and, very likely, a filibuster-proof, 60-vote majority in the Senate. Ideas like a Parents’ Bill of Rights, the Department of Education Reorganization Act, and a federal tax-credit scholarship program fall into this category. Even if Republicans outperform expectations in this fall’s Senate races, they’d have to attract several Democratic votes to get to 60. That’s not happening for these types of proposals.  

The same goes for major changes to existing legislation. This includes, for example, a proposal to convert funding associated with the Individuals with Disabilities Education Act (IDEA) to no-strings-attached block grants and education savings accounts (with, presumably, much less accountability for spending those funds appropriately). It also includes a proposal to end the “negotiated rulemaking” (“neg-reg”) process that ED follows when developing regulations related to programs authorized under Title IV of the Higher Education Act (HEA). The neg-reg requirement is written into HEA itself, which means that unwinding neg-reg would require Congress to amend the HEA. That’s unlikely given that HEA reauthorization is already more than a decade overdue—and that’s without the political baggage of Project 2025 weighing down the process.

The prospect of changing funding levels for existing programs is a little more complicated. Programs like Title I are permanently authorized. Eliminating Title I or changing the formulas it usesto allocate funds to local educational agencies would require new and unlikely legislation. Year-to-year funding levels can and do change, but the vast majority of ED’s budget consists of discretionary funding that’s provided through the regular, annual appropriations process and subject to a filibuster. This limits the ability of one party to make major, unilateral changes. (ED’s mandatoryfunding is more vulnerable.)

In sum, one limiting factor on what an incoming Trump administration could realistically enact from Project 2025 is that many of these proposals are too unpopular with Democrats to overcome their legislative hurdles.

2. Some Project 2025 proposals would disproportionately harm conservative, rural areas and likely encounter Republican opposition

Another limiting factor is that some of Project 2025’s most substantive proposals probably wouldn’t be all that popular with Republicans either.

Let’s take, for example, the proposed sunsetting of the Title I program. Project 2025 proposes to phase out federal spending on Title I over a 10-year period, with states left to decide whether and how to continue that funding. It justifies this with misleading suggestions that persistent test score gaps between wealthy and poor students indicate that investments like Title I funding aren’t paying off. (In fact, evidence from school finance reforms suggests real benefits from education spending, especially for students from low-income families.)

The phrase “Title I schools” might conjure up images of under-resourced schools in urban areas that predominantly serve students of color, and it’s true that these schools are major beneficiaries of Title I. However, many types of schools, across many types of communities, receive critical support through Title I. In fact, schools in Republican-leaning areas could be hit the hardest by major cuts or changes to Title I. In the map below, we show the share of total per-pupil funding coming from Title I by state. Note that many of the states that rely the most on Title I funds (darkest blue) are politically conservative.

Of course, the impact of shifting from federal to state control of Title I would depend on how states choose to handle their newfound decision-making power. Given that several red states are among the lowest spenders on education—and have skimped on programs like Summer EBT and Medicaid expansion—it’s hard to believe that low-income students in red states would benefit from a shift to state control.

What does that mean for the type of support that Project 2025 proposals might get from red-state Republicans in Congress? It’s hard to know. It’s worth keeping in mind, though, that the GOP’s push for universal private school voucher programs has encountered some of its fiercest resistance from rural Republicans across several states.

3. Project 2025 also has significant proposals that a second Trump administration could enact unilaterally

While a second Trump administration couldn’t enact everything outlined in Project 2025 even if it wanted to, several consequential proposals wouldn’t require cooperation from Congress. This includes some actions that ED took during the first Trump administration and certainly could take again.

Here are a few of the Project 2025 proposals that the Trump administration could enact with the authority of the executive branch alone:

  • Roll back civil rights protections for LGBTQ+ students
  • Roll back Title IX protections against sex-based discrimination
  • Dismantle the federal civil rights enforcement apparatus
  • Eliminate current income-driven repayment plans and require higher monthly payments for low-income borrowers
  • Remove protections from predatory colleges that leave students with excessive debt

Federal education policy has suffered from regulatory whiplash over the last decade, with presidential administrations launching counter-regulations to undo the executive actions of the prior administration. Take, for example, “gainful employment” regulations that Democratic administrations have used to limit eligibility for federal financial aid for colleges that leave students with excessive loan debt. A second Trump administration would likely seek to reverse the Biden administration’s “gainful employment” regulations like the first Trump administration did to the Obama administration’s rules. (Then again, with the Supreme Court striking down Chevron, which provided deference to agency expertise in setting regulations, the Trump administration might not even need to formally undo regulations.)

Other Project 2025 proposals, not explicitly about education, also could wreak havoc. This includes a major overhaul of the federal civil service. Specifically, Project 2025 seeks to reinstate Schedule F, an executive order that Trump signed during his final weeks in office. Schedule F would reclassify thousands of civil service positions in the federal government to policy roles—a shift that would empower the president to fire civil servants and fill their positions with political appointees. Much has been written about the consequences of decimating the civil service, and the U.S. Department of Education, along with other federal agencies that serve students, would feel its effects.

4. Project 2025 reflects a white Christian nationalist agenda as much as it reflects a traditional conservative education policy agenda

If one were to read Project 2025’s appeals to principles such as local control and parental choice, they might think this is a standard conservative agenda for education policy. Republicans, after all, have been calling for the dismantling of ED since the Reagan administration, and every administration since has supported some types of school choice reforms.

But in many ways, Project 2025’s proposals really don’t look conservative at all. For example, a large-scale, tax-credit scholarship program would substantially increase the federal government’s role in K-12 education. A Parents’ Bill of Rights would require the construction of a massive federal oversight and enforcement function that does not currently exist. And a proposal that “states should require schools to post classroom materials online to provide maximum transparency to parents” would impose an enormous compliance burden on schools, districts, and teachers.

Much of Project 2025 is more easily interpretable through the lens of white Christian nationalism than traditional political conservatism. Scholars Philip Gorski and Samuel Perry describe white Christian nationalism as being “about ethno-traditionalism and protecting the freedoms of a very narrowly defined ‘us’.” The Project 2025 chapter on education is loaded with proposals fitting this description. That includes a stunning number of proposals focused on gender identity, with transgender students as a frequent target. Project 2025 seeks to secure rights for certain people (e.g., parents who support a particular vision of parental rights) while removing protections for many others (e.g., LGBTQ+ and racially minoritized children). Case in point, its proposal for “Safeguarding civil rights” says only, “Enforcement of civil rights should be based on a proper understanding of those laws, rejecting gender ideology and critical race theory.”

These types of proposals don’t come from the traditional conservative playbook for education policy reform. They come from a white Christian nationalist playbook that has gained prominence in far-right politics in recent years.

At this point, it’s clear that the Trump campaign sees Project 2025 as a political liability that requires distance through the election season. Let’s not confuse that with what might happen during a second Trump administration.

Jon Valant, head of the Brown Center at the Brookings Institution, reviewed the education sections of both parties.

He writes:

K-12 education has captured its share of headlines over the last few years. Schools—and, specifically, local school boards—became a lightning rod for anger about the disruption caused by the COVID-19 pandemic. From the first weeks of the pandemic, Republicans accused Democratic leaders of being too slow to reopen schools. That accusation gained potency as evidence mounted that schools hadn’t been the vectors of COVID-19 transmission that experts initially feared. Sensing vulnerability, Democrats became reluctant to engage on K-12 issues, and Republicans such as Glenn Youngkin showed that Democrats wouldn’t put up much of a fight if education became a battlefield for culture war conflicts. The result was a dizzying, maddening stretch where schools were embroiled in controversies over critical race theory and transgender students’ rights when education leaders needed to focus on pandemic recovery.

Now, as memories of the pandemic recede, the politics of education are changing. Democrats are talking more about schools, emboldened by the selection of a former schoolteacher, Tim Walz, as Vice President Harris’s running mate. Republicans, for their part, have harnessed discontent with public schools into an aggressive push for private school voucher programs that threaten America’s public education systems.

The platforms of the Democratic and Republican parties, along with the education-related portions of Project 2025, provide a glimpse of where K-12 education might be headed.

The Democratic platform

The Democrats’ 2024 platform is light on specifics, with more attention to the current administration’s accomplishments and the would-be Harris administration’s support for some broadly defined goals (e.g., reducing chronic absenteeism). To some extent, the lack of specifics stands in contrast to both the Democrats’ 2020 platform—which, for example, pledged a tripling of Title I funds for high-needs schools—and more detailed 2024 proposals for early childhood education (e.g., free, universal pre-K) and higher education (e.g., free community college). 

The 2024 platform does contain relevant, specific ideas outside of its “Education” section. For example, Democrats propose rebates for school districts that purchase electric school buses—an idea grounded in research on the harms of students’ exposure to toxins. They also offer specific proposals to reduce gun violence (amid a scourge of school shootings) and to strengthen civil rights protections for LGBTQ+ children and students of color (frequent targets of culture war attacks).

Notably, some of the platform’s clearest statements on education describe what Democrats oppose. That includes private-school voucher plans and policies hostile to transgender youth that have become increasingly popular among Republican leaders.  

The Republican platform

Republicans’ 2024 platform is also light on policy specifics. The platform has a few ideas that have long been cornerstones of GOP education politics. That includes ending teacher tenure—an idea that would require local or state action and confront fierce opposition from teachers’ unions.

The platform has language about resisting political indoctrination in schools—while seeming to propose some indoctrination of its own. This includes proposals to “support schools that teach America’s Founding Principles and Western Civilization” and “promote Fair and Patriotic Civics Education.” Along similar lines, former President Trump recently described a bewildering plan to create a credentialing body to “certify teachers who embrace patriotic values, support our way of life, and understand that their job is not to indoctrinate children.”

Substantively, the most important part of the Republican education platform might be its support for universal school choice. In about a dozen states, Republicans have recently created or expanded education savings account (ESA) programs that make public funds available to pay for private school or other educational expenses. Critics of these programs—myself included—argue that they violate our basic traditionsbenefit the wealthy at the expense of others, and are not well supported by research.

Project 2025

If the Republican platform is light on policy proposals, Project 2025 certainly is not.

Along with my colleagues Rachel Perera and Katharine Meyer, I recently wrote a more detailed piece that analyzes Project 2025’s education proposalsProject 2025 proposes severe cuts to the resources and protections available to the country’s poorest, most marginalized children. For example, it proposes to eliminate the Head Start program (for young children in poverty), discontinue federal Title I funding (for schools that serve low-income children), and kneecap IDEA (federal legislation that supports students with disabilities). It’s especially harsh on transgender children, with proposals aimed at reorienting civil rights enforcement around “rejecting gender ideology and critical race theory” and stripping Title IX protections from transgender students.

In other words, Project 2025 sets its sights on the programs that serve America’s neediest students. It would essentially terminate the federal government’s long-running role in addressing inequities that arise in locally governed school systems.

Notably, many key Project 2025 proposals would require an unlikely degree of congressional cooperation. This includes some of the highest-profile proposals, such as eliminating the U.S. Department of Education (a vaguely defined idea that’s unlikely to materialize in its most extreme form). Still, a second Trump administration couldenact some Project 2025 proposals unilaterally. That includes rolling back civil rights protections and replacing civil servants in the U.S. Department of Education with political appointees after reinstating Schedule F.

Taking stock

It’s fair to say that Democrats’ plans for federal education policy are modest. Democrats aren’t proposing a markedly stronger role for the federal government. On K-12 education, Democrats remain in a mostly defensive posture as they offer a more “conservative” agenda that protects against the GOP’s increasingly radical efforts.

Just what those GOP plans might be—and just how radical they are—depends on whether the true Trumps X administration plan is the Republican platform, Project 2025, or some combination of the two. That remains to be seen

Public Schools First NC posted the following statement about the passage of additional funding for the state’s voucher program. The General Assembly has a veto-proof majority in both houses, thanks to the defection of one Tricia Cotham, who ran as a Democrat who opposed abortion and vouchers, then changed parties. The bill raises voucher spending to over $600 million this year and to nearly $1 billion annually in a decade.

Here is the statement:

This week the House and Senate majority passed House Bill 10 “Require ICE Cooperation & Budget Adjustments” in a process that allowed no adjustments to any part of the bill. The new bill added a number of budget items to the previous bill, including massive increases in North Carolina’s voucher programs

The bill added millions in OS vouchers and ESA+ vouchers, bringing the total for 2024-25 to $616.1 million. The new appropriations were made to ensure that all voucher applicants this year received a voucher regardless of their income. As described in our September 7 newsletter, the majority of OS applicants on the waitlist have incomes too high to have been eligible for vouchers before the income cap was removed this year

In 2024-25, the OS vouchers pay up to $7,468 toward the private school tuition for each student. The voucher amount is tied to state per-pupil funding and increases each year. 

The wealthiest applicants—those making more than $260,000/year for a family of four—will receive $3,360 per child from the state. 

The bill does not increase teacher pay, so veteran teachers in their 15th through 24th years of teaching will receive a raise of only $820 in 2024-25.

The bill also sets out additional increases for both voucher programs through 2032-33 and establishes spending “for each fiscal year thereafter.” The result, as shown in the chart, is a whopping $937.6 million scheduled to be spent in 2033-34 alone. This is stunning and a total disregard for our underfunded public schools.

North Carolina will have spent a total of nearly $9 billion on private school vouchers by 2033-34. Those dollars would have fully funded the Comprehensive Remedial Plan (Leandro) to provide a sound basic education for all public school students—and much more. In November 2022, the North Carolina Supreme Court ordered the legislature to appropriate funds according to the Leandro plan, but legislative leaders are still fighting the ruling. 

Taxpayers may wonder whether the billions spent on private schools are helping students learn. We do know, based on national data, that private schools do not outperform public schools. Taxpayers won’t get answers—at least not yet – about NC students since private schools are not required to publicly report information on student achievement, unlike traditional public schools and charter schools.

Last year’s budget bill required private schools to administer the ACT to 11th grade students whose tuition was at least partially funded by vouchers starting this school year (public school 11th graders already take the ACT). It also required the Superintendent of Public Instruction to recommend a test to be administered in 3rd and 8th grade to both public school students and private school voucher students. There has been no word yet on what test Superintendent Truitt recommended and whether it will be administered this spring. 

Governor Cooper has signaled that he will veto House Bill 10 this week due to the massive voucher increases and other provisions in the bill that he has previously come out against such as the ICE requirement. 

It’s NOT TOO LATE to take action to STOP HB 10!

Legislators will be back in session on October 9. Governor Cooper is expected to veto the bill this week. Legislators will then be asked to vote to override his veto. What can you do to make sure the veto holds?

  • Contact legislators to urge them to reject this voucher expansion.
  • Contact all other elected officials and local business leaders to let them know how harmful the voucher expansion is to communities. They should contact legislators too. 
  • Encourage your local school board to submit a resolution rejecting vouchers (see examples here).
  • Support your local PTA as they advocate for public schools.
  • Sign our petition urging legislators to reject HB 10 and support the VETO.

PSFNC’s Statement on Voucher Expansion

Legislators, when sworn in, pledge to uphold the NC state constitution to provide a free public education. They should not be sending nearly a billion dollars of our tax money to private school vouchers while starving our public schools as they ignore the NC Supreme Court’s ruling to fully fund Leandro. By adding school voucher funding to clear the voucher waitlist of mostly wealthy families, this bill gives our hard earned tax dollars to wealthy families who can afford to pay their own tuition bills. In contrast, salary increases for teachers with 5 or more years of experience were less than $950, which amounts to pay cuts given cost of living increases. 

This bill prioritizes private schools over public schools, urban families over rural families, and wealthy families over our teachers and the nearly 1.4 million children who attend our public schools. Now, with no income limits to determine eligibility and no prior public school attendance required, it has become a handout to wealthy families to underwrite their private school tuition. This is the wrong path for our state. It undermines the social and economic fabric of our state–a state that used to be known nationwide for putting our public schools first- we need to do it again.

Republican-controlled states have been on a crusade to enact vouchers, with the alone stimulus of billionaire lobbying dollars. We know from Michigan State University scholar Josh Cowen that most students who use vouchers were already enrolled in private schools. Thus, vouchers are a subsidy for people who can afford private schools, not for low-income students. Cowen also has demonstrated that the academic outcomes of vouchers are disastrous for kids who transfer from public schools (the evidence is contained in Cowen’s excellent new book: The Privateers).

The South Carolina State Supreme Court just overturned the state’s voucher program. Three judges recognized that the program violated the state constitution. Courts in other Republican-controlled states have decoded that the state constitution does not mean what it says.

Peter Greene writes in Forbes:

In many states, the challenge of creating a school voucher program is a constitutional requirement that public tax dollar are designated only for public schools. South Carolina’s legislature thought they had found a workaround; today the State Supreme Court said no.

The 3-2 decision came as a surprise. But the basis for the “relief granted in part” was straightforward.

The petitioners in the case make the claim that the voucher program violates Article XI, Section 4 of the South Carolina Constitution:

“No money shall be paid from public funds nor shall the credit of the State or any of its political subdivisions be used for the direct benefit of any religious or other private educational institution.”

The language is exceptionally direct and clear, but legislators thought they had created a workaround in the form of the Education Scholarship Trust Fund. The premise, seen in many taxpayer funded voucher programs in other states, is that once the money passes into the hands of a third party, it somehow sheds its public nature.

As the ruling puts it:

Respondents’ primary argument is that the funds start out as public funds but lose their public character once the Treasurer places the funds in the ESTF.

The court is unconvinced that the ESTF is a true trust. And the court points out that even if it is a trust, the nature of a trust is that the trustee holds legal title to the estate, and in this case, the trustee is the state. The court notes that “this is not the first time we have encountered an attempt to deploy a trust to avoid constitutional limits on the use of public funds” and cites O’Brien v. S. C. ORBIT.

The other argument by the state is that ESTF funds benefit the families, and do not provide “direct benefit” to the private schools. “[T]hey read our Constitution as allowing public funds to be directly paid to private schools as tuition as long as the funds are nudged along their path by the student.”

The state argues that this is not like the last time vouchers were struck down (Adams v. McMaster) because this time the vouchers can be used for private or public schools. Therefor the program does not provide direct benefits for private schools. However, responds the court, “just because the benefit is diffuse does not mean it is not direct.”

State Superintendent of Education Ellen Weaver responded to the ruling.

“Families cried tears of joy when the scholarship funds became available for their children, and today’s Supreme Court ruling brings those same families tears of devastation. The late timing of the initial filing and subsequent ruling on this case midway through the first quarter of the new school year wreaks havoc on the participating students and their families.”

The ruling is certainly inconveniently timed for those students who have already used the vouchers to start their new school year. It’s not clear what will happen to them.

Previously, Kentucky’s Supreme Court also struck down their state’s voucher program, arguing that the twists and turns built into the program did not conceal it’s fundamental nature—the use of public taxpayer dollars to fund private and religious schools in violation of the state constitution. In Kentucky, that has led to an attempt to rewrite the constitution. We’ll see what the South Carolina legislature tries next.

When Project 2025, the definitive guide to Trump’s second term, began to generate negative reactions, Trump claimed he was taken by surprise. All of a sudden, he played dumb about Project 2025: He said he didn’t know who was behind it and had barely heard about it.

As Dan Rather and his team at “Steady” determined, he was lying again. Nothing new there, but he wanted to discourage the public from learning more about Project 2025.

Dan wrote:

Donald Trump and his campaign may have disavowed it, but don’t think for a moment that Project 2025 is going anywhere. A newly released hidden camera interview with one of the project’s authors, who also served in Trump’s Cabinet, reveals that the Republican nominee has “blessed it.” 

First, a little background.

Project 2025, the MAGA blueprint to completely overhaul the federal government, is being spearheaded by the Heritage Foundation, the daddy of conservative think tanks, with input from more than 100 other right-wing organizations. “The Mandate for Leadership 2025: The Conservative Promise,” the official title, consists of four pillars:

  • A 900-page policy guide for a second Trump term
  • A playbook for the first 180 days, consisting of 350 executive orders and regulations that have already been written
  • A LinkedIn-style database of potential MAGA personnel 
  • A “Presidential Administration Academy,” a training guide for political appointees to be ready on day one

On July 24, Russell Vought, Trump’s former director of the Office of Management and Budget, Project 2025 author and Republican National Convention policy director, met with two people he thought were potential donors to his conservative group, Center for Renewing America. They were actually working for a British nonprofit trying to expose information about Project 2025. The two secretly recorded the two-hour conversation.

In the video posted on CNN, Vought described the project as the “tip of the America First spear.” He said that after meeting with Trump in recent months, the former president “is very supportive of what we do.” The project would create “shadow agencies” that wouldn’t be subject to the same scrutiny as actual agencies of the federal government. Vought also told members of the British nonprofit that he was in charge of writing the second phase of Project 2025, consisting of the hundreds of executive orders ready to go on day one of a new administration. 

When asked how the information would be disseminated, his deputy said it would be distributed old-school, on paper. “You don’t actually, like, send them to their work emails,” he said, to avoid discovery under the Freedom of Information Act.

Last week, ProPublica, an investigative journalism nonprofit, obtained more than 14 hours of training videos, which are part of Project 2025’s effort to recruit and train tens of thousands of right-wing appointees to replace a wide and deep swath of current federal civil servants. 

“We need to flood the zone with conservatives,” said Paul Dans, who was in charge of Project 2025 until he was fired because it’s become such a headache for Trump. “This is a clarion call to come to Washington,” Dans said in 2023. 

Project 2025 is not a new plan; it has been in the works for decades. The first version was published just after Ronald Reagan took office in 1981. In 2015 the Heritage Foundation gave the incoming Trump administration the seventh iteration. Should you think that Trump and his cronies know nothing about any of this, the Heritage Foundation boasted that Trump instituted 64% of the policy recommendations in that document, including leaving the Paris Climate Accords.

Trump has tried and largely failed to distance himself from Project 2025. Perhaps because two high-ranking members of his administration were directors of the project. On Truth Social, Trump posted, “I know nothing about Project 2025. I have no idea who is behind it….” As for those training videos, most of the speakers in them are former Trump administration officials.

Many of Project 2025’s recommendations are deeply unpopular with Americans. A survey conducted by YouGov found that almost 60% of respondents opposed several big tenets, including: eliminating the Department of Education, giving tax cuts to corporations, ending the Affordable Care Act (Obamacare), and changing the law to allow the president to fire civil servants.

It is difficult to convince voters that the project’s policy recommendations are real because they are so radical. Anat Shenker-Osorio, a political strategist, spoke about the challenges of discussing Project 2025 with focus groups on the podcast “The Wilderness.”

“When we actually cut and paste verbatim from the Heritage document, people are like, that’s a bunch of bull****. Like, why did you make that up? And what is wrong with you? And why are you lying to us?” she said. 

To that end, here are just a few of the most democracy-threatening suggestions, verbatim:

On child labor: “With parental consent and proper training, certain young adults should be allowed to learn and work in more dangerous occupations.”

On education: “Federal education policy should be limited and, ultimately, the Federal Department of Education should be eliminated.“

On climate change: “Climate-change research should be disbanded … The National Oceanic and Atmospheric Administration (NOAA) should be broken up and downsized.”

On LGBTQ+ rights: “The next secretary should also reverse the Biden Administration’s focus on ‘LGBTQ+ equity,’ subsidizing single-motherhood, disincentivizing work, and penalizing marriage, replacing such policies with those encouraging marriage, work, motherhood, fatherhood, and nuclear families.”

On families: “Families comprised of a married mother, father, and their children are the foundation of a well-ordered nation and healthy society … The male-female dyad is essential to human nature and … every child has a right to a mother and father.”

Not to mention several highly publicized recommendations on abortion and women’s rights that are an effort to return to America of the 1950s.

The architects of and adherents to Project 2025 want a white, heterosexual Christian nation. The ideals of our 250-year-old form of government, in which majority rules, are anathema to them. They want to inflict their beliefs on everyone, representative democracy be damned. 

I cannot state it strongly enough: Project 2025, with Donald Trump at the helm, is the greatest existential threat to American democracy in recent history. And make no mistake, should Trump win in November, he will usher in many if not most of the project’s recommendations. 

Perhaps Project 2025 should be referred to as Project 1925. In Trump’s mind, that was the time that America was “great,” and they want to go back to that era of low taxes, no abortions, white Christian male domination, no civil rights laws, low taxes, and a very limited federal government.

No thanks. We are not going back!

Peter Greene critiques the conservative idea that states should support public schools and all sorts of choice. Greene explains why this idea erodes the quality of public schools, which enroll the vast majority of the nation’s students. He writes:

In the National Review, Michael Petrilli, Thomas Fordham Institute honcho and long-time reformster, poses the argument that folks on the right don’t need to choose “between expanding parental options and improving traditional public schools.” Instead, he asserts, they “can and should do both.”

On the one hand, it’s a welcome argument these days when the culture panic crowd has settled on a scorched earth option for public schools. As Kevin Roberts, Heritage Foundation president, put it in his now-delayed-until-after-it-can’t-hurt-Trump-election-prospects book, “We don’t merely seek an exit from the system; we are coming for the curriculums and classrooms of the remaining public schools, too.” For many on the right, the education policy goal is to obliterate public schools and/or force them to closely resemble the private christianist schools that culture panickers favor. 

Pertrilli is sympathetic to the “let’s just give parents the money and be done with it” crowd. 

We’ve inherited a “system” that is 150 years old and is saddled with layers upon layers of previous reforms, regulations, overlapping and calcified bureaucracies, and a massive power imbalance between employees and constituents, thanks to the almighty teachers unions.

Sigh. Reforms and regulations, sure, though it would be nice for Petrilli to acknowledge that for the last forty-ish years, those have mostly come from his own reformster crowd. And I am deeply tired of the old “almighty teachers unions” trope, which is some serious baloney. But his audience thinks it’s true, so let’s move on. 

Petrilli’s point is that conservatives should not be focusing on “school choice” alone, but should embrace an “all of the above” approach. Petrilli dismisses Democrats as “none of the above” because of their “fealty to the unions,” which is, again, baloney. Democrats have spent a couple of decades as willing collaborators with the GOP ; if they are “none of the above” it’s because they’ve lost both the ability and authority to pretend to be public education supporters. The nomination of Tim Walz has given them a chance to get on the public education team, but let’s wait and see–there’s no ball that the Democratic Party can’t drop.

Petrilli sits on a practical point here (one that Robert Pondiscio has made repeatedly over the years)– public schools are a) beloved by many voters, b) not going away, and c) still educate the vast, vast majority of U.S. students. Therefore, folks should care about the quality of public education.

Petrilli then floats some ideas, all while missing the major obstacle to his idea. There are, he claims, many reforms that haven’t been tried yet, “including in red states where the teachers unions don’t have veto power.” I believe the actual number of states where the union doesn’t have veto power is fifty. But I do appreciate his backhanded acknowledgement that many states have dis-empowered their teachers unions and still haven’t accomplished diddly or squat. It’s almost as if the unions are not the real obstacle to progress.

His ideas? Well, there’s ending teacher tenure, a dog that will neither hunt nor lie down and die. First of all, there is no teacher tenure. What there is is policy that requires school districts to follow a procedure to get rid of bad teachers. Behind every teacher who shouldn’t still have a job is an administrator who isn’t doing theirs. 

Tenure and LIFO (Last In First Out) interfere with the reformster model of Genius CEO school management, in which the Genius CEO should be able to fire anyone he wants to for any reason he conceives of, including having become too expensive or so experienced they start getting uppity. 

The theory behind much of education reform has been that all educational shortfalls have been caused by Bad Teachers, and so the focus has been on catching them (with value-added processing of Big Standardized Test scores), firing them, and replacing them with super-duper teachers from the magical super-duper teacher tree. Meanwhile, other teachers would find this new threatening environment inspirational, and they would suddenly unleash the secrets of student achievement that they always had tucked away in their file cabinet, but simply hadn’t implemented.

This is a bad model, a non-sensical model, a model that has had a few decades to prove itself, and has not. Nor has Petrilli’s other idea– merit pay has been tried, and there are few signs that it even sort of works, particularly since schools can’t do a true merit pay system and also it’s often meant as a cost-saving technique (Let’s lower base pay and let teachers battle each other to win “merit” bonuses that will make up the difference).

Petrilli also argues against increased pay for teacher masters degrees because those degrees “add no value in terms of quality of teaching and learning” aka they don’t make BS Test scores go up. He suggests moving that extra money to create incentives for teachers to move to the toughest schools. 

Petrilli gets well into weeds in his big finish, in which he cites the “wisdom of former Florida governor Jeb Bush” and the golden state of Florida as if it’s a model for all-of-the-above reform and not a state that has steadily degraded and undercut public schools in order to boost charter and private operations, with results that only look great if you squint hard and ignore certain parts(Look at 4th grade scores, but be sure to ignore 8th and 12th grade results). And if you believe that test results are the only true measure of educational excellence.

So, in sum, Petrilli’s notion that GOP state leaders should support public education is a good point. What is working against it?

One is that his list is lacking. Part of the reform movement’s trouble at this point is that many of its original ideas were aimed primarily at discrediting public education. The remaining core– use standardized tests to identify and remove bad teachers– is weak sauce. Even if you believe (wrongly) that the core problem of public education is bad teaching, this is no way to address that issue. 

Beyond bad teachers, the modern reform movement hasn’t had a new idea to offer for a couple of decades. 

Petrilli also overlooks a major challenge in the “all of the above approach,” a challenge that reformsters and choicers have steadfastly ignored for decades.

You cannot run multiple parallel school systems for the same cost as a single system. 

If you want to pay for public schools and charter schools and vouchers, it is going to cost more money. “School choice” is a misnomer, because school choice has always been available. Choicers are not arguing for school choice–they’re arguing for taxpayer funded school choice. That will require more taxpayer funds. 

You can’t have six school systems for the price of one. So legislators have been left with a choice. On the one hand, they can tell taxpayers “We think school choice is so important that we are going to raise your taxes to pay for it.” On the other hand, they can drain money from the public system to pay for charters and vouchers all while making noises about how the public system is totes overfunded and can spare the money easy peasy. 

I can offer a suggestion for conservatives who want to help public schools improve.

Veteran journalist Garry Rayno wrote a passionate editorial about the destructive voucher program in New Hampshire, promoted by out-of-state billionaires. Ninety percent of the students in the state attend public schools, but Republicans have diverted taxpayer dollars to private and religious schools. Their goal is a universal voucher program, where every student in the state is eligible for a voucher, with no income limits.

America’s traditional institutions, the foundation for the greatest political experiment in history, are under attack from the social safety net to food regulations, and from the court system to environmental protection.

The drive to create doubt and even rejection of these long-standing pillars of our society is to eventually destroy the underpinnings of government to create a new order where the rich will flourish even more with all the advantages, while everyone else will fight over the crumbs of the plutocrats.

The current large target in this fight to turn democracy into an oligarchy is the public school system.

The first blow to the public school system in New Hampshire was the push for charter schools, which are still public schools but without the regulations and requirements traditional public schools must meet.

Charter schools have had to ask the state for more and more per pupil money to stay afloat, about double the per pupil adequacy grant amount for traditional schools.

The charter schools that found a niche have been successful, but many have fallen by the wayside over the years even with federal grant money approved during the Trump administration for start-ups and expansions.

And until recently, they have not strayed into the Christian Nationalist area that has been widely promoted by Hinsdale College in Michigan and adopted by some states.

Then came the voucher push sold as a way of helping low-income families find a more suitable education environment for students who do not do well in the public-school setting.

After several unsuccessful attempts, proponents, who include Education Commissioner Frank Edelblut and State School Board Chairman Drew Cline, lawmakers successfully approved the Education Freedom Account program as a rider to the 2022-2023 biennial operating budget after it failed to pass the House and was retained.

Since then attempts to expand the eligibility of parents by raising the income cap passed two sessions ago, but failed in the recently completed session.

Instead of helping the low-income families with educational options the program has largely been a subsidy program for parents with children who were already in religious or private schools and homeschooling. 

Only about 10 to 15 percent of the increasingly expensive draw on the Education Trust Fund have left public schools for alternative education programs.

What proponents ultimately seek is a “universal program” which would be open to any New Hampshire student regardless of his or her parents’ income, although a similar program has nearly bankrupted Arizona and put public education at risk in Ohio, where it is being litigated.

New Hampshire is not alone in the push to do away with public education as we know it.

A letter from many national figures seeking to privatize education like Betsy DeVos and Edward Bennett; the CEOs of organizations pushing for privatization; former federal and state governors; sitting governors from almost all southern states; two state education commissioners including Edelblut, and state elected officials most from Republican controlled states was sent to Republican Congressional leaders saying, “The task before the next Congress is clear and unambiguous: bring education freedom to millions of students across America who desperately need it!”

The letter also touts the GOP’s platform approved at its recent national convention “to cultivate great K-12 schools, ensure safe learning environments free from political meddling, and restore Parental Rights. We commit to an Education System that empowers students, supports families, and promotes American Values… Republicans believe families should be empowered to choose the best Education for their children. We support Universal School Choice in every State in America.”

The political meddling the platform contends is that “Lessons about American values have been displaced by political or cultural trends of the day,” without noting several states have recently required the Bible be taught in public schools. 

Children whose faith is Muslim or Buddhism or are Native Americans may believe those state’s Biblical requirement is political meddling.

What the proponents of universal vouchers seek is to have Congress do what some state legislators, including Texas, have failed to do and that is approve universal private or religious education on the public’s dime.

This push to do away with public education has attempted to tarnish what has always been the great equalizer, by saying schools are failing, teachers are indoctrinating students and withholding information from parents. 

You would think public schools are a far-reaching conspiracy to destroy family values, while ignoring the fact that 90 percent of students are in public schools and many are very successful.

New Hampshire public schools ranked sixth in the nation this year, down from the number two spots five years ago.

The number ranking was before the push to privatize education became successful with the help of Gov. Chris Sununu who put both Edelblut and Cline where they are, in charge of the public education system in the state, although both seek to diminish its reach.

Edelblut focuses on the learning disparity between well to do school districts and the poorly performing ones that lack the property values to support schools in the same way property wealthy communities do as the reason to seek alternatives.

Yet when the state education funding system is raised as a possible culprit for the disparity, Edelblut is quick to dismiss that as a different issue when it isn’t.

One of the major concerns about the Education Freedom Program, the Business Tax Scholarship Program and charter schools, is the lack of accountability.

How do taxpayers know their money is being used wisely if there is no way to determine those students are receiving “an adequate education,” as the state Supreme Court ruled?
Attempts to bring more accountability have failed in the Republican controlled legislature.

At the same time, Cline this week in his column “The Broadside” touts the state as doing pretty well for educational entrepreneurs according to a recent ranking.

“There’s more that can be done to make New Hampshire a freer state for education entrepreneurs looking to start small, decentralized, and unconventional educational environments, but so far the state is doing better than most,” according to Cline.

He cites the Education Entrepreneur Freedom Index released by the yes.every kid.foundation for the ranking.

It shouldn’t be surprising that according to Wikipedia,  “Yes. every kid. (YEK) is a 501(c)(4) advocacy group that is a part of the Koch Network. Launched by the Charles Koch-funded Stand Together in June of 2019, YEK supports the privatization of education. The organization is a proponent of the school choice movement, advocating for subsidized private school vouchers and charter schools.”
The Koch Foundation has long advocated for ending public education and installing a private education system where you pay for what you get. Not exactly the great equalizer.

Cline argues New Hampshire should be looking to encourage more private education.

“States with more relaxed homeschool and nonpublic school laws/regulations score higher, as entrepreneurs have an easier time getting started in these states,” he notes.

Cline and the Koch organization suggest relaxing state requirements for non-public schools and also zoning regulations to make it easier to locate educational facilities including child care businesses by allowing education in all zoning districts in a municipality.

“Though New Hampshire lost a point for rules requiring state approval for non-public schools, the state could become much more friendly to education entrepreneurs, the study’s authors conclude, primarily by relaxing some child-care rules and local regulations,” Cline writes.

Supporters of Education Freedom Accounts are fond of saying the best accountability is if parents are satisfied with the education their children receive, which you would hope is the case or why would you leave your child in an unsatisfactory educational environment?

But that is not what the state Supreme Court said in its Claremont I decision. It said the state has a responsibility to provide an adequate education to every student in the state and to pay for it. Parents have choices but the state defines an adequate education.

The state legislature has yet to live up to its responsibility and allowing a bypass through religious and private schools and homeschooling is not constitutionally fair to those children.

If you believe public education is failing in this state, you should begin looking at the top: the governor, the commissioner and to the state board of education chair.

Their priority is not public education.

Voters in Arizona voted overwhelmingly against voucher expansion in a state referendum in 2018, but Republican Governor Doug Ducey and the Republican legislature expanded them anyway. The pro-voucher campaign was funded by Charles Koch and Betsy DeVos.

The financial blow to the state has been devastating. As in every other state, most vouchers are used by private and religious school students from affluent families.

ProPublica writes here about the voucher disaster in Arizona:

In 2022, Arizona pioneered the largest school voucher program in the history of education. Under a new law, any parent in the state, no matter how affluent, could get a taxpayer-funded voucher worth up to tens of thousands of dollars to spend on private school tuition, extracurricular programs or homeschooling supplies.

In just the past two years, nearly a dozen states have enacted sweeping voucher programs similar to Arizona’s Empowerment Scholarship Account system, with many using it as a model.

Yet in a lesson for these other states, Arizona’s voucher experiment has since precipitated a budget meltdown. The state this year faced a $1.4 billion budget shortfallmuch of which was a result of the new voucher spending, according to the Grand Canyon Institute, a local nonpartisan fiscal and economic policy think tank. Last fiscal year alone, the price tag of universal vouchers in Arizona skyrocketed from an original official estimate of just under $65 million to roughly $332 million, the Grand Canyon analysis found; another $429 million in costs is expected this year.

As a result of all this unexpected spending, alongside some recent revenue losses, Arizona is now having to make deep cuts to a wide swath of critical state programs and projects, the pain of which will be felt by average Arizonans who may or may not have school-aged children.

Among the funding slashed: $333 million for water infrastructure projects, in a state where water scarcity will shape the future, and tens of millions of dollars for highway expansions and repairs in congested areas of one of the nation’s fastest-growing metropolises — Phoenix and its suburbs. Also nixed were improvements to the air conditioning in state prisons, where temperatures can soar above 100 degrees. Arizona’s community colleges, too, are seeing their budgets cut by $54 million.

Still, Arizona-style universal school voucher programs — available to all, including the wealthiest parents — continue to sweep the nation, from Florida to Utah.

In Florida, one lawmaker pointed out last year that Arizona’s program seemed to be having a negative budgetary impact. “This is what Arizona did not anticipate,” said Florida Democratic Rep. Robin Bartleman, during a floor debate. “What is our backup plan to fill that budget hole?”

Her concern was minimized by her Republican colleagues, and Florida’s transformational voucher legislation soon passed.

Advocates for Arizona’s universal voucher initiative had originally said that it wouldn’t cost the public — and might even save taxpayers money. The Goldwater Institute, a conservative think tank that helped craft the state’s 2022 voucher bill, claimed in its promotional materialsat the time that the vouchers would “save taxpayers thousands per student, millions statewide.” Families that received the new cash, the institute said, would be educating their kids “for less than it would cost taxpayers if they were in the public school system.”

But as it turns out, the parents most likely to apply for these vouchers are the ones who were already sending their kids to private school or homeschooling. They use the dollars to subsidize what they were already paying for.

The result is new money coming out of the state budget. After all, the public wasn’t paying for private school kids’ tuition before…

Arizona doesn’t have a comprehensive tally of how many private schoolers and homeschoolers are out there, so it remains an open question how much higher the cost of vouchers could go and therefore how much cash should be kept on hand to fund them. The director of the state’s nonpartisan Joint Legislative Budget Committee told lawmakers that “we’ve never really faced that circumstance before where you’ve got this requirement” — that anyone can get a voucher — “but it isn’t funded.

Most importantly, said Beth Lewis, executive director of the public-school-advocacy group Save Our Schools Arizona, only a small amount of the new spending on private schools and homeschooling is going toward poor children, which means that already-extreme educational inequality in Arizona is being exacerbated. The state is 49th in the country in per-pupil public school funding, and as a result, year after year, district schools in lower-income areas are plagued by some of the nation’s worst staffing ratios and largest class sizes.

Spending hundreds of millions of dollars on vouchers to help kids who are already going to private school keep going to private school won’t just sink the budget, Lewis said. It’s funding that’s not going to the public schools, keeping them from becoming what they could and should be.

Back in February, long before President Biden stepped back and Vice-President Kamala Harris became the Democratic nominee for President, two red-state Governors spoke out against vouchers. Both are Democrats who understand the importance of public schools for their communities. They are Governor Roy Cooper of North Carolina, whose gerrymandered legislature has a Republican supermajority, and Governor Andy Beshear of Kentucky, whose legislature is controlled by Republicans. When Beshear ran, he picked a teacher as Lieutenant Governor.

The two Governers wrote this article in USA Today:

In North Carolina and Kentucky, public schools are the center of our communities. We’re proud public school graduates ourselves – and we know the critical role our schools play in teaching our students, strengthening our workforces and growing our economies.

We’ve seen record-high graduation rates of almost 90% in our public schools. North Carolina and Kentucky rank in the top 10 for National Board-certified teachers, one of the highest recognition teachers can earn.

In Kentucky, we’ve seen significant improvement in elementary school reading, even with setbacks from the pandemic like many states experienced. In North Carolina last year, public school students completed a record 325,000 workforce credentials in areas like information technology and construction. The bottom line? Our public schools are critical to our success and an overwhelming number of parents are choosing them for their children.

That’s why we’re so alarmed that legislators want to loot our public schools to fund their private school voucher scheme. These vouchers, instituted in the 1950s and 1960s by Southern governors to thwart mandatory school desegregation, are rising again thanks to a coordinated plan by lobbyists, private schools and right-wing legislators.

Voucher programs chip away at the public education our kids deserve

This is their strategy: Start the programs modestly, offering vouchers only to low-income families or children with disabilities. But then expand the giveaway by taking money from public schools and allowing the wealthiest among us who already have children in private schools to pick up a government check.

In North Carolina, the Republican legislature passed a voucher program with no income limit, no accountability and no requirement that children can’t already go to a private school. This radical plan will cost the state $4 billion over the next 10 years, money that could be going to fully fund our public schools. In Kentucky, legislators are trying to amend our constitution to enshrine their efforts to take taxpayer money from public schools and use it for private schools.

Both of our constitutions guarantee our children a right to public education. But both legislatures are trying to chip away at that right, leaving North Carolina and Kentucky ranked near the bottom in per-pupil spending and teacher pay.

Public schools are crucial to our local economies. In North Carolina, public schools are a top-five employer in all 100 counties. In many rural counties, there are no private schools for kids to go to – meaning that those taxpayer dollars are torn out of the county and put right into the pockets of wealthier people in more populated areas.

In fact, in Kentucky, 60% of counties don’t even have a certified private school. This has caused rural Republicans in red states like Texas and Georgia to vote against voucher schemes that would starve their rural schools.

Private schools get taxpayer dollars with no real accountability

As governors, we’ve proposed fully funding our public schools, teacher pay raises to treat our educators like the professionals they are and expanded early childhood education. We know that strong public schools mean strong communities. Families in Kentucky and North Carolina know that too. In North Carolina, nearly 8 in 10 children go to public schools.

Our public schools serve all children. They provide transportation and meals and educate students with disabilities. And they’re accountable to taxpayers with public assessments showing how students and schools are doing and where they need to improve.

But private schools that get this taxpayer money have little to no accountability. They aren’t even required to hire licensed teachers, provide meals, transportation or services for disabled students. They don’t even have to tell the taxpayers what they teach or how their students perform. North Carolina’s voucher system has been described as “the least regulated private school voucher program in the country.”

Studies of student performance under school voucher programs not only showed that they don’t help them, but that they could actually have harmful effects. Results from a 2016 study of Louisiana’s voucher program found “strong and consistent evidence that students using an LSP scholarship performed significantly worse in math after using their scholarship to attend private schools.” In Indiana, results also showed “significant losses” in math. A third study of a voucher program in Ohio reported that “students who use vouchers to attend private schools have fared worse academically compared to their closely matched peers attending public schools.”

We aren’t against private schools. But we are against taxpayer money going to private schools at the expense of public schools.

The future of our nation goes to class in public schools, and all Americans must be on guard for lobbyists and extremist politicians bringing similar plans to their states. Our segregationist predecessors were on the wrong side of history, and we don’t need to go back.

We are going to keep standing up for our public school students to ensure that they have the funding they need, and that teachers are paid like the professionals they are. It’s what’s best for our children, our economy and our future.
