Nicholas Kristof is a columnist who is terrific on many issues but consistently wrong when he writes about education. As far back as 2009, I criticized Kristoff for a column in which he called American education “our greatest national shame,” citing Eric Hanushek’s since-discredited work on teachers (the best get students to produce high test scores, bad teachers don’t). Peter Greene took Kristoff to task in 2015 for being an educational tourist, making quick visits and issuing pronouncements that are wrong. I also chastised him in 2017 for endorsing for-profit schools in Africa.

Now, he has outdone all of his previous gaffes. He has discovered the amazing, miraculous, astonishing transformation of Mississippi.

Based on the impressive rise of 4th grade reading scores on NAEP, Kristof proclaims that Mississippi has lessons for the nation.

With an all-out effort over the past decade to get all children to read by the end of third grade and by extensive reliance on research and metrics, Mississippi has shown that it is possible to raise standards even in a state ranked dead last in the country in child poverty and hunger and second highest in teen births.

In the National Assessment of Educational Progress, a series of nationwide tests better known as NAEP, Mississippi has moved from near the bottom to the middle for most of the exams — and near the top when adjusted for demographics. Among just children in poverty, Mississippi fourth graders now are tied for best performers in the nation in NAEP reading tests and rank second in math.

Its success wasn’t because of smaller classes. That would cost money.

It wasn’t because of increased funding.

It wasn’t because Mississippi reduced child poverty.

It wasn’t because of desegregation.

It was because Mississippi embraced the “science of reading,” strict discipline, relentlessly focusing on test scores, and using behavioral methods that sound akin to a “no excuses” charter school.

In 2000, Mississippi received a gift of $100 million from a Mississippi-born tech entrepreneur to launch a statewide reading initiative. In 2013, the legislature invested in full-day pre-K, where children got a start on letters, numbers, and sounds.

The 2013 legislation also enacted third-grade retention. Any child who didn’t pass the third-grade reading test was retained. Most researchers think retention is a terrible, humiliating policy. But Kristof assures readers that failing students get a second chance to pass. 9% of students in third grade flunked. He considers this policy to be a great success, inspiring third graders to try harder, citing a study funded by Jeb Bush’s foundation (Florida also practices third grade retention, which lifts its fourth grade reading scores on NAEP).

Kristof writes:

“Mississippi is a huge success story and very exciting,” David Deming, a Harvard economist and education expert, told me. What’s so significant, he said, is that while Mississippi hasn’t overcome poverty or racism, it still manages to get kids to read and excel.

“You cannot use poverty as an excuse. That’s the most important lesson,” Deming added. “It’s so important, I want to shout it from the mountaintop.” What Mississippi teaches, he said, is that “we shouldn’t be giving up on children.”

The lessons: it’s okay to forget about poverty; forget about segregation; forget about funding. Rely on “the science of reading” and third-grade retention. It’s cheap to follow Mississippi’s lead, which Kristof considers an advantage.

But!

Kristof minimizes Mississippi’s eighth-grade scores on NAEP. He writes: “One challenge is that while Mississippi has made enormous gains in early grades, the improvement has been more modest in eighth-grade NAEP scores.

That’s an understatement.

Eighth grade reading scores in Mississippi have gone up over the past two decades, but scores went up everywhere. In the latest national assessment (NAEP), 37 states had scores higher than those of Mississippi on the NAEP eighth grade reading test. Only one state (New Mexico) was lower. The other 13 were tied. In Mississippi, 25% of the state’s students in 2019 (pre-pandemic) were at or above proficient, compared to 20% in 2003. Nationally, in 2019, 29% of students were at or above proficient*.

In 2019, 42 states and jurisdictions outperformed Mississippi in percentage of students at or above proficient in eighth grade math, eight were tied, and only two scored below Mississippi. 24% were at or above proficient in 2019, a big increase over 2009 when it was 15%. But Mississippi still lags the national average, because scores were rising in other states.

Has Mississippi made progress in the past decade? Yes. Is it a model for the nation? No. When impressive fourth grade scores are followed by not-so-impressive scores in eighth grade, it suggests that the fourth grade scores were anti Oakley boosted by holding back the 9% who were the least successful readers. A neat trick but not an upfront way to measure progress.

It seems fairly obvious that the big gains in NAEP in fourth grade were fueled by the policy of holding back third graders. Jeb Bush boasted of the “Florida Miracle,” which was based on the same strategy: juice up fourth grade scores by holding back the lowest performing third graders.

In 2019, fourth graders in Florida scored 7th in reading and 5th in math on NAEP, by scale scores. However, Florida’s eighth grade scores, like those of Mississippi, are middling, compared to other states. Florida eighth graders ranked #35 in eighth grade math. In eighth grade reading, 21 states and jurisdictions ranked higher than Florida, 21 are not significantly different, and 10 were below Florida.

Florida’s eighth grade reading scores have been flat since 2009; so have its its eighth grade math scores. Florida is a state that has gamed the system. Mississippi is following its lead.

Mississippi has made progress, to be sure. But it is not a national model. Not yet.

What’s worrisome about this article is that Kristof asserts that poverty doesn’t matter (it does); funding doesn’t matter (it does); class size doesn’t matter (it does). In his account, states that want to improve test scores can do it without raising teachers’ salaries, without upgrading buildings, without spending a nickel to improve the conditions of the schools or the well-being of children. Children who are hungry, lack medical care, and are homeless or ill-housed are not likely to learn as well as those who have advantages.

Does this explain why so many rightwingers love “the science of reading”? Publishers are rolling out new programs. Education can be reformed in the cheap. Can’t expect taxpayers to foot the bill, can you?

Kristof’s fundamental error is his determination to find miracles, silver bullets, solutions that fix everything. He did it again.

*NAEP achievement levels are performance standards that describe what students should know and be able to do. Results are reported as percentages of students performing at or above three achievement levels (NAEP Basic, NAEP Proficient, andNAEP Advanced). Students performing at or above the NAEP Proficient level on NAEP assessments demonstrate solid academic performance and competency over challenging subject matter. It should be noted that the NAEP Proficient achievement level does not represent grade level proficiency as determined by other assessment standards (e.g., state or district assessments). Jeffrey Epstein, sexual predator and child abuser, became a very rich man as a financial advisor to the rich and famous. When he died awaiting trial, he was allegedly worth $600 million. His estate paid off claims to more than 100 women whom he had abused.

Due to his notoriety and his many powerful friends, he continues to be a fascinating figure. The Wall Street Journal somehow obtained his daily diaries and has written several stories about his interactions with his important friends.

This one was published a few weeks ago in the Wall Street Journal:

On Monday, Sept. 8, 2014, Jeffrey Epstein had a full calendar. He was scheduled to meet that day with Bill Gates, Thomas Pritzker, Leon Black and Mortimer Zuckerman, four of the richest men in the country, according to schedules and emails reviewed by The Wall Street Journal.

Epstein also planned meetings that day with a former top White House lawyer, a college president and a philanthropic adviser, three of the dozens of meetings the Journal reported he had with each of them.

Six years earlier, in 2008, Epstein pleaded guilty to soliciting and procuring a minor for prostitution, and he subsequently registered as a sex offender. He was arrested again in 2019 on sex-trafficking charges, and died that year in jail awaiting trial.

Mr. Gates, the co-founder of Microsoft, has said they discussed philanthropy, and it was a mistake to meet with Epstein. Mr. Black, a co-founder of Apollo Global Management, who has said previously he met for tax and estate advice, declined to comment. The other two men haven’t previously discussed their meetings with Epstein and didn’t respond to requests for comment. Mr. Pritzker is chairman of Hyatt Hotels and Mr. Zuckerman is a real-estate investor and media owner.

That Monday featured appointments at two luxury hotels in midtown Manhattan—the Park Hyatt and Four Seasons. Epstein was also scheduled to host several visitors at his sprawling townhouse near Central Park.

Epstein’s driver picked him up in the morning and brought him to meet the Microsoft mogul and Hyatt hotel heir at the Park Hyatt hotel near Central Park.

Epstein had met with each of them before. In 2011, Epstein was discussing a multibillion-dollar charitable fund with JPMorgan Chase executives and wrote in emails to them that he could involve Mr. Gates and Mr. Pritzker.

On this day, Mr. Gates was scheduled to spend several hours with Epstein, accompanying him to various meetings. Mr. Gates runs, with his ex-wife, one of the world’s biggest philanthropies. 

“As Bill has said many times before, it was a mistake to have ever met with him and he deeply regrets it,” said a spokeswoman for Mr. Gates.

Mr. Pritzker, part of a wealthy and politically connected Chicago family, was a frequent guest at Epstein’s townhouse, according to the documents. 

Mr. Pritzker and Hyatt representatives didn’t respond to requests for comment about the scheduled meetings.

The schedule called for Epstein and Mr. Gates to head two blocks along 57th Street to the skyscraper that houses the offices of Apollo Global Management. 

Epstein had been scheduled to meet with its co-founder Mr. Black the day before, and the two men were slated to meet again three days later, the documents show.

Mr. Black had more than 100 meetings scheduled with Epstein from 2013 to 2017. They typically met at Epstein’s townhouse and occasionally at Mr. Black’s office, the documents show.

The billionaire stepped down as Apollo’s CEO in March 2021. An Apollo review found he paid Epstein $158 million for estate planning and tax work. 

Mr. Black declined to comment about the scheduled meetings. Apollo has said Epstein was working for Mr. Black, not Apollo.

Epstein and Mr. Gates were next scheduled to head to Epstein’s townhouse to meet with Mr. Zuckerman, the owner of U.S. News & World Report.

At the time of the meeting, Mr. Zuckerman also owned the Daily News and was executive chairman of Boston Properties, a big owner of office buildings. 

Mr. Zuckerman was scheduled to meet Epstein more than a dozen times over the years. On some occasions, the two men planned to meet at Mr. Zuckerman’s office or home, which was near Epstein’s townhouse, the documents show. 

One night in January 2014, Epstein waited past 11 p.m. to meet with Mr. Zuckerman, who was scheduled to visit his townhouse at 10:30 p.m., the documents show. 

A spokeswoman for Mr. Zuckerman had no comment on the scheduled meetings.

The Four Seasons, a luxury-hotel chain in which Mr. Gates’s investment firm holds a stake, was the next scheduled stop. There, Epstein introduced Mr. Gates to Kathryn Ruemmler, who until earlier that year had served as President Obama’s top White House lawyer.

Over the next few years, Epstein often had appointments with Ms. Ruemmler, who was a partner at Latham & Watkins at the time and is now general counsel at Goldman Sachs

Ms. Ruemmler had a professional relationship with Epstein and many of their meetings were about a mutual client, a Goldman Sachs spokesman said. “I regret ever knowing Jeffrey Epstein,” Ms. Ruemmler said. 

The spokeswoman for Mr. Gates said Epstein never worked for Mr. Gates. A spokeswoman for Latham & Watkins said Epstein wasn’t a client of the firm.

Epstein returned to his Upper East Side townhouse in the afternoon, the schedule shows. One of the largest private homes in Manhattan, the townhouse was originally built for a Macy’s heir.

At 4:30 p.m., Epstein was scheduled to meet with Ramsey Elkholy, a musician and anthropologist. Mr. Elkholy had several other meetings with Epstein over the years.

Mr. Elkholy said one of Epstein’s girlfriends had introduced them, and that he occasionally went to Epstein for financial and book publishing advice. “When I heard about everything that happened, I was sick to my stomach,” he said.

“In hindsight, I realize that Jeffrey was a very good con man,” Mr. Elkholy said. “He could give the impression that he was helping you when in fact he was mostly B.S.-ing.”

The next person on Epstein’s calendar, Leon Botstein, was running late that day. The longtime president of Bard College was arriving at LaGuardia Airport and planned to head straight to the townhouse, the documents show.

Mr. Botstein said he first visited Epstein’s townhouse in 2012 to thank him for $75,000 in unsolicited donations for Bard’s high schools, then visited again over several years in an attempt to get more. He also invited Epstein to events at the college.

Mr. Botstein said fundraising for the school was his responsibility, and that he met just as frequently with other potential donors.

“It was a humiliating experience to deal with him, but I cannot afford to put my pride before my obligation to raise money for the causes I’m responsible for,” Mr. Botstein said.

“It looked like he was someone who was convicted and served his time,” Mr. Botstein said. “That turned out to be corrupt, but we didn’t know that.”

The last meeting scheduled for the day was with Barnaby Marsh, a philanthropic adviser to wealthy families. At the time, Mr. Marsh was an executive at the John Templeton Foundation, which donates to various science and research groups. He had roughly two dozen meetings with Epstein.

Mr. Marsh said he often went to Epstein’s townhouse for gatherings because it was full of academics and wealthy people who discussed philanthropy ideas. “So many of these billionaires knew him,” Mr. Marsh said. “And he would sit in the corner, just kind of watching.”

Mr. Marsh said Epstein openly discussed his jail time. Mr. Marsh said, however, that he never saw evidence Epstein made significant donations. “He was a lot of talk, but he never did anything.” 

That is just one day in Epstein’s calendar. He was scheduled to meet regularly with some of those same people, and infrequently with others. Here is a look at how often they appeared in Epstein’s schedule in the year before and the year after that day:

Nebraska was one of the few states that managed to resist privatization. But it is a well-known fact that the privatization industry cannot tolerate any state that devotes its resources to public schools open to all students. Nebraska had no charter schools, no vouchers, no Common Core, and no grounds for dissatisfaction: its scores on NAEP are strong.

But Nebraska is a red state, and the billionaires could not leave it be.The legislature passed a voucher bill, and Nebraska’s Stand for Children will fight to get it on a state referendum, as they are confident that Nebraskans will reject vouchers. That’s a good bet, as vouchers have never won a state referendum.

Today’s passage of LB 753 marks a dark new era for schooling in Nebraska.

The Legislature’s Education Committee considered proposals this year to make school lunches free, broadly prohibit discrimination, include student voices in curriculum decisions, and increase the poverty allowance in TEEOSA. But instead of improving the schools that serve 9 out of 10 children in our state, instead of addressing the needs of over300,000 students attending Nebraska public schools, 33 senators chose todayto prioritize giving tax breaks to the wealthy and corporations by sending tax dollars to unaccountable private schools.

They did so despite overwhelming and constantly mounting evidence that the implementation of tax-credit voucher schemes does not improve access to private schools or academic outcomes but rather marks the beginning of a devastating dismantling and defunding of public education, as it has in dozens of other states.

Policymakers who voted to pass LB 753 made the wrong choice. Statewide polling consistently shows a strong majority of Nebraskans firmly oppose school privatization measures. From Omaha to Ogallala, and Spencer to Sidney, Nebraskans take pride in our public schools because we know they are the head and heart of our urban and rural communities.

Like our fellow Nebraskans, Stand For Schools remains committed to a vision of public education that is welcoming to all students regardless of their race, religion, gender, or ability. Realizing that vision is neither easy nor politically expedient. It is, for instance, far easier to lean on out-of-state bill mills and think tanks than it is to grow our own nonpartisan solutions to nonpartisan Nebraska problems. It is far easier to demonize the education professionals who work hard in our public schools every day than it is to address crisis-level staff shortages by recruiting and retaining the qualified teachers and school psychologists our students need. It is far easier to restrict the ability of school districts to raise revenue than to finally, fully fund our K-12 public education system. And it is far easier to offload the duties of educating the next generation of Nebraskans to unaccountable private schools than to do the hard work of providing a free, fair, equitable, and excellent public school system that works for all.

Today, 33 senators chose what was easy over what was right. The consequences of their decision will be far-reaching and long-lasting. The hours the Legislature spent debating LB 735 will not compare to the years it will take to undo the damage done to public schools and the harm caused to students, their families, and their communities.

Thankfully, there are hundreds of thousands of Nebraskans who aren’t afraid of hard work, who are undeterred by today’s decision and determined to make it right. Stand For Schools is proud to join them. Together with the Support Our Schools Nebraska coalition, we will work to put LB 753 on the 2024 ballot and ensure voters’ voices are heard: Not in Nebraska.

Governor Ron DeSantis continues his takeover of higher education in the state of Florida, in this case, by appointing a board of cronies who appoint another crony.

A Republican politician with no higher education experience has emerged as the lone finalist to lead a Central Florida state college after three other candidates abruptly withdrew from a selection process that has raised concerns about political influence.

Republican state Rep. Fred Hawkins, a close ally of Gov. Ron DeSantis, was picked by the South Florida State College District Board of Trustees on Wednesday morning — two days after Hawkins submitted his application and five days after the board voted to lower the education requirements for the position, a move that allows Hawkins to qualify.

Hawkins is still considered a candidate and is scheduled to be interviewed on May 31.

But he is already claiming the job. “Pages turn and new chapters begin. I am looking forward to becoming the next President of South Florida State College,” Hawkins posted on Twitter Wednesday evening.

The seven political appointees on the board of trustees are scheduled to vote for the college’s next president on June 7. Five of the trustees were appointed by DeSantis in 2020.

A side note about Hawkins:

A former rodeo rider, he was arrested in 2020 for impersonating a law enforcement officer. Prosecutors agreed to drop the charges, if he completed a diversion program. DeSantis suspended him from being an Osceola County commissioner due to the charges.

The talent pool for college presidents seems to be shallow. That won’t deter DeSantis from his determination to cleanse higher education of WOKE professors.

Dr. Geoffrey Hinton, widely credited as the “godfather of artificial intelligence,” quit his job at Google and let the world know that he regrets what he launched. where once he thought that AI had great potential to improve our lives, he now worries that it might be a grave danger to human civilization.

The New York Times reports:

Geoffrey Hinton was an artificial intelligence pioneer. In 2012, Dr. Hinton and two of his graduate students at the University of Toronto created technologythat became the intellectual foundation for the A.I. systems that the tech industry’s biggest companies believe is a key to their future.

On Monday, however, he officially joined a growing chorus of critics who say those companies are racing toward danger with their aggressive campaign to create products based on generative artificial intelligence, the technology that powers popular chatbots like ChatGPT.

Dr. Hinton said he has quit his job at Google, where he has worked for more than a decade and became one of the most respected voices in the field, so he can freely speak out about the risks of A.I. A part of him, he said, now regrets his life’s work…

Dr. Hinton’s journey from A.I. groundbreaker to doomsayer marks a remarkable moment for the technology industry at perhaps its most important inflection point in decades. Industry leaders believe the new A.I. systems could be as important as the introduction of the web browser in the early 1990s and could lead to breakthroughs in areas ranging from drug research to education.

But gnawing at many industry insiders is a fear that they are releasing something dangerous into the wild. Generative A.I. can already be a tool for misinformation. Soon, it could be a risk to jobs. Somewhere down the line, tech’s biggest worriers say, it could be a risk to humanity…

After the San Francisco start-up OpenAI released a new version of ChatGPT in March, more than 1,000 technology leaders and researchers signed an open lettercalling for a six-month moratorium on the development of new systems because A.I. technologies pose “profound risks to society and humanity.”

Several days later, 19 current and former leaders of the Association for the Advancement of Artificial Intelligence, a 40-year-old academic society, released their own letter warning of the risks of A.I. That group included Eric Horvitz, chief scientific officer at Microsoft, which has deployed OpenAI’s technology across a wide range of products, including its Bing search engine.

The federal government has to raise the ceiling on the debt or face a default on its bonds, which would set off a national and international crisis. Congress has raised the debt ceiling many times in the past, including three times during Trump’s term.

An extraordinary part of the national debt was generated during Trump’s four years in office, according to ProPublica, especially his 2017 tax cut for the 1% and corporations:

One of President Donald Trump’s lesser known but profoundly damaging legacies will be the explosive rise in the national debt that occurred on his watch. The financial burden that he’s inflicted on our government will wreak havoc for decades, saddling our kids and grandkids with debt….The growth in the annual deficit under Trump ranks as the third-biggest increase, relative to the size of the economy, of any U.S. presidential administration, according to a calculation by a leading Washington budget maven, Eugene Steuerle, co-founder of the Urban-Brookings Tax Policy Center. And unlike George W. Bush and Abraham Lincoln, who oversaw the larger relative increases in deficits, Trump did not launch two foreign conflicts or have to pay for a civil war.

Republicans do not want to raise the debt ceiling. President Biden challenged them to come up with their own plan. They did. It involves cuts of 22% to everything but Social Security, Medicare, and defense spending.

Dana Milbank wrote in the Washington Post:

Jen Kiggans had the haunted look of a woman about to walk the plank.

The first-term Republican from Virginia barely took her eyes off her text Wednesday as she read it aloud on the House floor. She tripped over words and used her fingers to keep her place on the page.
The anxiety was understandable. Like about 30 other House Republicans from vulnerable districts, she was about to vote in favor of the GOP’s plan to force spending cuts of about $4.8 trillion as the ransom to be paid for avoiding a default on the federal debt.

“I do have serious concerns with the provision of this legislation that repeals clean-energy investment tax credits, particularly for wind energy,” she read. “These credits have been very beneficial to my constituents, attracting significant investment and new manufacturing jobs for businesses in southeast Virginia.”

Directing a question to the Republicans’ chief deputy whip, Guy Reschenthaler (Pa.), she asked for “the gentleman’s assurance that I will be able to address these concerns as we move forward in these negotiations and advocate for the interests of my district.”

The gentleman offered no such assurance. “I support repealing these tax credits,” he replied, offering only the noncommittal promise to “continue to work with the gentlewoman from Virginia, just like we will with all members.”

Kiggans then cast her vote to abolish the clean-energy credits her constituents find so “beneficial.”
House GOP leaders are celebrating their ability to pass their debt plan, even though it has no chance of surviving the Senate nor President Biden’s veto pen. But the bill’s passage has achieved one thing that cannot be undone: It has put 217 House Republicans on record in favor of demolishing popular government services enjoyed by their constituents.

In Kiggans’s Virginia, the legislation she just backed would strip tax incentives that go to the likes of Dominion Energy, which is building a $9.8 billion offshore wind project in her district. She also voted to ax solar and electric-vehicle incentives for hundreds of thousands of Virginians, and tax breaks projected to bring $11.6 billion in clean-power investment to the commonwealth.

In addition, the bill she supported sets spending targets that require an immediate 22 percent cut to all “non-defense discretionary spending” — that’s border security, the FBI, airport security, air traffic control, highways, agriculture programs, veterans’ health programs, food stamps, Medicaid, medical research, national parks and much more. If they want to cut less than 22 percent in some of those areas, they’ll have to cut more than 22 percent in others.

According to an administration analysis of what the 22 percent cuts translate to, Kiggans is now on record supporting:


Shutting down at least two air traffic control towers in Virginia.


Jeopardizing outpatient medical care for 162,300 Virginia veterans.


Throwing up to 175,000 Virginians off food stamps and ending food assistance for another 25,000 through the Special Supplemental Nutrition Program Women, Infants and Children.


Cutting or ending Pell Grants for 162,900 Virginia college students.


Eliminating Head Start for 3,600 Virginia children and child care for another 1,300 children.

The Republicans’ draconian plan with its deep cuts passed by one vote.

But this week, they jammed their giant, secretly negotiated debt-limit bill through the Rules Committee on a party-line vote — at 2:19 a.m. And they did it with a “deem-and-pass” rule.


Even then, after all the reversals and surrenders, the bill came within one vote of failing. The lawmaker who cast the final, deciding vote? Rep. George Santos (R-N.Y.).


How apt that this legislation, built on one broken promise after another, should be carried over the finish line by the world’s most famous liar.

FOX “News” posted a slanderous, absurd, dim-witted article about public schools, based on the complaints of a rightwing fringe group group called “No Left Turn in Education.” This group specializes in scare tactics and has a long list of books that they think should be banned.

In their eyes, educating “the whole child” is a nefarious plot to take away the role of parents. Social and emotional learning—like teaching children to be kind, to be considerate of others, to talk instead of fight—is insidious. No wonder people who watch FOX nonstop turn to homeschooling or religious schools, where their kids will get an inferior education.

FOX reports:

Educators at over 120 districts across the country are implementing a pervasive school curriculum that has been denounced by opponents as an effort to manipulate children’s values and beliefs and replace parents as the primary moral authority in their child’s lives, with many critics specifically pointing to similarities with programs from the Centers for Disease Control and Prevention (CDC) as a major point of contention.

The School Superintendent’s Association (AASA), with the help of superintendents, board members and school administrators, is implementing the Learning 2025 program, which calls for an equity-focused, “holistic redesign” of the United States’ public education system by 2025, in districts across the country

The parents’ advocacy group, No Left Turn in Education (NLTE), is sounding the alarm about the curriculum’s alleged ties to the CDC, especially since Learning 2025 outlines its plans as a solution to the fallout of the COVID-19 pandemic.

Learning 2025 frequently references the idea of a “Whole Child” educational framework to promote the notion that school districts should focus on a collective, whole community vision that is strikingly similar to the Whole School, Whole Community, Whole Child (WSCC) educational framework devised by the CDC.

Both programs place a strong emphasis on students’ and teachers’ social and emotional health, including employee wellness programs, as well as psychological and social services like school-based health and counseling centers.

NLTE Chief Operating Officer Melissa Jackson said Learning 2025 is just a new way to make money on the same CDC product because “the components are still the same” with the emphasis on utilizing the community to influence and curate the “Whole Child” and their personal ideals beyond reading, writing and arithmetic.

The CDC’s “Whole Child” approach places its focus on psychological counseling and social services for students and teachers to further the “collaboration between education leaders and health sectors to improve each child’s cognitive, physical, social, and emotional development,” which is often referred to as social emotional learning (SEL).

SEL is advertised as a way to teach students social skills in support of their mental health and emotional wellbeing, but it has been criticized as a way to implement controversial topics like Critical Race Theory and Gender Theory. As a result, it has become a point of contention among parents, teachers and politicians who advocate for a strong academic emphasis at school and against classroom discussions that they feel should be left up to parents’ discretion at home.

NLTE refers to SEL as “socially engineered learning” because instead of placing the emphasis on reading, writing and arithmetic, they argue it moves the focus away from academics to center on higher cognitive skills, like self-awareness, empathy and control of emotions.

When reached for comment, the CDC told Fox News Digital that Learning 2025 “is not a CDC program,” but a document about the program indicates a connection between the CDC and AASA.

“AASA is using the new model with our superintendent cadre,” a document about the CDC’s Whole Child program states. “We’ve updated all of our coordinated school health training materials to include the new model as the model for coordinated school health” and “We’ve created a booster session and updated training materials to reflect the WSCC [CDC] model.”

NLTE’s Chief Research Officer Apryl Dukes pointed out that most people abided by the rules of the CDC and shut down when the COVID-19 pandemic hit in 2020, but she doesn’t believe their framework is the answer to getting students back on track.

“Learning 2025 is [billed as] the answer to what has happened to the children,” but “the root of the problem is not the COVID shutdown … goes back to the attack on culture,” Dukes said.

“I have a problem accepting a program from the very same people that caused the problem,” she added. “That’s what I want parents to know, is that these organizations were part of it, and now they’re offering you a solution to the problem.”

Holly Terei serves as NLTE’s National Director of Teacher Coalition and attended a Learning 2025 conference last summer, where she observed the curriculum’s framework in action. She said she also noticed the similarities between Learning 2025 and the CDC model.

The article goes on with more baloney, fear-mibgering, and lies. Parents who believe this garbage are being programmed to distrust and hate public schools.

As I wrote in an earlier post, NAEP Proficient is not the same as “grade level.” NAEP Proficient is equivalent to an A or an A-. Secretary of Education Cardona made the egregious error of saying at a Congressional hearing on April 18 that 2/3 of the students in this nation were below grade level. He was wrong.

Tom Loveless, then of the Brookings Institution (now retired), wrote an excellent article in 2016, providing a history of NAEP and explaining just how high the standard for NAEP Proficient is. He was responding to the wildly inaccurate claims of rightwing ideologues, who said the same things that Secretary Cardona said.

Here are some excerpts from his article, “The NAEP Proficiency Myth.”

Equating NAEP proficiency with grade level is bogus. Indeed, the validity of the achievement levels themselves is questionable. They immediately came under fire in reviews by the U.S. Government Accountability Office, the National Academy of Sciences, and the National Academy of Education.[1] The National Academy of Sciences report was particularly scathing, labeling NAEP’s achievement levels as “fundamentally flawed.”

Despite warnings of NAEP authorities and critical reviews from scholars, some commentators, typically from advocacy groups, continue to confound NAEP proficient with grade level. Organizations that support school reform, such as Achieve Inc. and Students First, prominently misuse the term on their websites. Achieve presses states to adopt cut points aligned with NAEP proficient as part of new Common Core-based accountability systems. Achieve argues that this will inform parents whether children “can do grade level work.” No, it will not. That claim is misleading….

Today’s eighth graders have made it about half-way to NAEP proficient in 25 years, but they still need to gain almost two more years of math learning (17 points) to reach that level. And, don’t forget, that’s just the national average, so even when that lofty goal is achieved, half of the nation’s students will still fall short of proficient. Advocates of the NAEP proficient standard want it to be for allstudents. That is ridiculous. Another way to think about it: proficient for today’s eighth graders reflects approximately what the average twelfth grader knew in mathematics in 1990. Someday the average eighth grader may be able to do that level of mathematics. But it won’t be soon, and it won’t be every student.

In the 2007 Brown Center Report on American Education, I questioned whether NAEP proficient is a reasonable achievement standard.[2] That year, a study by Gary Phillips of American Institutes for Research was published that projected the 2007 TIMSS scores on the NAEP scale. Phillips posed the question: based on TIMSS, how many students in other countries would score proficient or better on NAEP? The study’s methodology only produces approximations, but they are eye-popping….

Singapore was the top scoring nation on TIMSS that year, but even there, more than a quarter of students fail to reach NAEP proficient. Japan is not usually considered a slouch on international math assessments, but 43% of its eighth graders fall short. The U.S. looks weak, with only 26% of students proficient. But England, Israel, and Italy are even weaker. Norway, a wealthy nation with per capita GDP almost twice that of the U.S., can only get 9 out of 100 eighth graders to NAEP proficient.

Finland isn’t shown in the table because it didn’t participate in the 2007 TIMSS. But it did in 2011, with Finland and the U.S. scoring about the same in eighth grade math. Had Finland’s eighth graders taken NAEP in 2011, it’s a good bet that the proportion scoring below NAEP proficient would have been similar to that in the U.S. And yet articles such as “Why Finland Has the Best Schools,” appear regularly in the U.S. press….[3]

NAEP proficient is not synonymous with grade level. NAEP officials urge that proficient not be interpreted as reflecting grade level work. It is a standard set much higher than that. Scholarly panels have reviewed the NAEP achievement standards and found them flawed. The highest scoring nations of the world would appear to be mediocre or poor performers if judged by the NAEP proficient standard. Even large numbers of U.S. calculus students fall short.

As states consider building benchmarks for student performance into accountability systems, they should not use NAEP proficient—or any standard aligned with NAEP proficient—as a benchmark. It is an unreasonable expectation, one that ill serves America’s students, parents, and teachers–and the effort to improve America’s schools.

Her recent post made me reflect on the fact that groups like “Moms for Liberty” and “Parents Defending Education” create turmoil and chaos over the issue of the day (masking, vaccines, school closings, trans kids, books about race or gender identity), then use the issues and conflict they created to demand vouchers to send their kids to schools with like-minded parents.

These Astroturf groups are funded handsomely by the Walton Family Foundation, Charles Koch, Betsy DeVos, and other billionaires to act as shock troops for their paymasters.

Jan Resseger wrote recently:

I cannot even keep track of all the press coverage I have seen in the past couple of weeks about school privatization proposals under discussion in the state legislatures. And in almost all of the articles I read, the move to privatize schools is accompanied by descriptions of culture war fights about book banning, interference with curricular standards, and elimination of programs that encourage “diversity, equity, and inclusion” in public schools and public universities. I have a stack of very recent articles about Florida, Ohio, Virginia, Texas, Missouri, Iowa, Kansas, Nebraska, and New Hampshire, and I am sure I have missed others.

What is the cause of today’s attack on public schools and the kind of programming that many of us believe is essential to help our children live well in our diverse society?

In her Washington Post piece about a battle between two parent groups, Concerned Taxpayersand Support Education, in Mentor, Ohio——Hannah Natanson blames COVID for the controversy: COVID Changed Parents’ View of Schools—and Ignited the Education Culture Wars.

And in a powerful report from the Network for Public Education, Merchants of Deception, political scientist Maurice Cunningham identifies the role of Astroturf parents’ groups that present themselves as though they are a spontaneous welling up of parent outrage. Even though financial support for these groups is untraceable dark money, here is how Cunningham tracks evidence that these supposedly local groups are well connected from place to place and supported by powerful, far-right political interests: “First we should watch for groups that have “grown at a pace that only a corporation’s monetary resources could manage.” Then we should identify the group’s allies to “get a better idea of the real powers behind” the organization. Additionally: “We’ll use another tool to draw telling inferences about these fronts: identification of their key vendors, such as law firms, pollsters, and public relations firms, which we’ll see are often instruments of conservative… networks… Another recurring clue… is the ‘creation story.’ A new non-profit group bursts forth with some version of claiming that two or three moms began talking over what they see as problems in schools and resolve to start a nonprofit to take on the teachers’ unions, administration, or school board. By some form of miracle, they almost immediately receive hundreds of thousands, if not millions, of dollars in funding from billionaires. Next, they find themselves gaining favorable coverage on right-wing media—Daily Caller, Breitbart, and Fox News…. ”

Of course both the disruption COVID thrust upon our communities and the use of parents by far-right groups trying to ban “WOKE” policies represent what many of us have been watching in the past couple of years. But on a deeper level, it is not a coincidence that the outrageous school board disruptions and the attempts by the far right to scrub the textbooks, and the legislatures considering parents’ bill of rights legislation also seem to be happening in places where slate lawmakers are also pushing vouchers, and not merely the old-fashioned tuition vouchers for private schools, but the new Education Savings Account universal programs to provide wider parental “freedom” and lack of oversight of the public dollars being diverted to these plans. These new vouchers are being designed to give parents the ultimate latitude in school choice—homeschooling and micro-schools where parents put their vouchers together to pay for a teacher for several families. Lack of regulation is a key ingredient in most of these plans. In every case the worldview underneath the proposals involves extreme individualism along with marketplace consumerism.

In her new book, The Teachers: A Year Inside America’s Most Vulnerable, Important Profession, Alexandra Robbins describes parents who view themselves and their children as the customers teachers must please: “At a candidate forum during the COVID pandemic, a Maryland school board member called students the ‘customers in our school system,’ as if teachers existed to satisfy students rather than to educate them… On a broader level, the student-as-customer attitude has contributed to a growing politicized movement pushing for parents to have authority over what is taught in schools.” (pp. 66-67) Believing your child is the client who must be pleased by services rendered is a very different conception of the parent-teacher relationship than believing that the teacher is a professional whose expertise and cooperation you can and should consult for guidance about your child’s education.

What Happened to Election Day at National Parents Union?

There I was on the edge of my seat in front of the television waiting for Steve Kornacki to break down the numbers in the election for the hotly contested highest offices in the National Parents Union. Could Keri Rodrigues be re-elected to another three year term? Might Alma Marquez, elected secretary-treasurer three years ago before mysteriously disappearinglaunch a comeback bid? Would the networks call a winner before my bedtime?

But no, nothing. No network call. No Steve Kornacki. No election at all.

That was a huge disappointment because on January 27, 2020, Beth Hawkins of The74 reported “Founders Keri Rodrigues and Alma Marquez were voted into three-year terms as inaugural president and secretary-treasurer, respectively.”

So I waited three years for the next election. If you can’t get reliable information about a Walton Family Foundation franchise like NPU from a Walton Family Foundation publication like The74, where can you look?

I’m kidding. I knew there would be no election, just like I knew the Hawkins piece was corporate puffery, and just as I knew there was no real election in 2020 where Rodrigues and Marquez “launch[ed] the National Parents Union on Jan. 16, when they … [held] an inaugural summit in New Orleans with 125 delegates from all 50 states, Washington, D.C., and Puerto Rico.” For one thing, Rodrigues signed NPU’s incorporation papers on April 4, 2019 as president. Then on the 2020 annual report Rodrigues signed as president with a term ending December 31, 2025. Tim Langan (later to marry Rodrigues, in 2022) replaced Marquez as treasurer. There has never been any accounting of what happened to the duly elected treasurer and apparently zero curiosity about her from the “125 delegates from all 50 states, Washington, D.C., and Puerto Rico” who presumably left New Orleans thinking they had elected her to a three year term.

Still, an election for a part-time job that pays $232,000 for twenty hours per week would seem attractive enough to draw some opposition. (Source: National Parents Union Form 990 tax return for 2021)

Reading over The74 article I’m struck by how important it was for the Waltons to portray NPU as something like a real union. But it isn’t. For one thing unions elect their leadership democratically. Rodrigues promised Fox News that NPU would “be creating a national parent council and a board of advisers. We will assemble delegates, agree on by-laws, vote on ratification, and form our union.” The parent council has never materialized, no by-laws have been made public, and ratificationwas about as valid as the treasurer’s vote. But they did appoint delegates! Then NPU killed off all the delegates. They were replaced with a 7 person parent “advisory council.” Keep your bags packed, councilors.

Who would vote if NPU did hold an election? Rodrigues recently tweeted “Just held our last @NationalParents Union leadership meeting where @TafshierCosby announced we have now grown to almost 1,000 affiliated organizations in all 50 states, Washington, D.C. and Puerto Rico.”

There are no parent organization affiliates. The only verifiable affiliated organizations are those, as I wrote in Dark Money and the Politics of School Privatization, that are in the charter school industry or related privatization fronts. Cosby is identified at the NPU website Senior Director of the NPU Center for Organizing and Partnerships and “also the CEO of Parent Impact.” Parent Impact is apparently part of the KIPP charter school business. Itwas recognized by the IRS as a tax exempt organization only on September 10, 2020. IRS placed Parent Impact on the auto-revocation list for not filing tax returns on May 15, 2021.

I didn’t let the popcorn go to waste on election night but I sure did miss Steve Kornacki.
