Last May 10, Jeanne Allen of the Center for Education Reform sent a tweet my way. Allen is a big advocate for every kind of school choice, except for public schools. Before she started her current gig, she worked for the far-right Heritage Foundation. For years, her organization has been a big cheerleader for charters and has opposed any effort by states to regulate them or hold them accountable.

This was the tweet.

In case you are not on Twitter, she wrote:

And she never mentions the millions in her bank account that pay for her Brooklyn brownstone. Didn’t come from writing books or academia. Perhaps the union?

I responded that I paid for my home myself.

But there is more to the story. I bought the Brooklyn brownstone in 1988, at a time when I was allied with conservative groups. In other words, I was on Jeanne Allen’s side. Checker Finn and I had formed the Educational Excellence Network, to advocate for standards, testing, accountability, and a liberal arts-focused curriculum. Charters did not exist. In 1991, I went to work for the George H.W. Bush Administration.

Jeanne, why would “the union” have purchased a home for me in 1988, given the fact that I was widely seen as a conservative and was on your side?

In another tweet, Jeanne asserted that she visited my home, but I couldn’t remember that she did. I hosted a few gatherings for conservatives, so it is possible she was there. It was thirty-one years ago, so I hope she will forgive me for not remembering her being there.

It was indeed a beautiful home. I sold it six years ago and now live in a beautiful apartment. I paid for that too.

Behind her insinuation that the union paid for my home is the assumption that everyone is motivated solely by money. Everyone is for sale. She projects her own views. The opposition to charters and vouchers is not motivated by money but by a commitment to the common good. Jeanne sees only self-interest and personal pursuit of gain. She has no idea what the common good is. Like her idol, Betsy DeVos, she scoffs at the very idea of society and commitment to ideals larger than self-interest and pecuniary gain.

This is what the Corporate Disrupters can’t understand. Dedication motivates people more surely than money. There are rewards in this life that are greater than money. Neither she nor DeVos nor the Waltons understand that.

What do you know about the American Legislative Exchange Council or ALEC?

It is right now the single most influential private organization in the nation.

This article, though three years old, gives a good overview of the ALEC education goals, mainly to privatize public funding for schools and to eliminate teachers’ unions. This is not surprising, because the DeVos Foundations and the Koch Foundation are among its most important funders.

ALEC opposes any regulation. It opposes gun control and regulation of the oil and gas industry. It opposes the public sector having any power over corporations.

ALEC is a rightwing “bill mill.” Its staff drafts model state legislation.

About 2,000 state legislators belong to ALEC.

They attend its posh meetings at elegant resorts and return home with fully developed bills that they can introduce in their own states, simply writing in the name of their state on an ALEC bill.

Then they can attend the next ALEC meeting and boast about their accomplishments.

As  you read the article noted above, you will see a proliferation of voucher plans under many names. Each of them is a camel’s nose under the tent. Pass one and soon there will be demand for another and another. The rightwing oligarchs are not interested in poor children or in education; they are interested in power and in killing the public sector that belongs to all of us.

The Education Research Alliance at Tulane University has accomplished a spectacular feat with its latest report about the “academic progress” (or lack thereof) of the all-charter district in New Orleans. The report claims that the disruption strategy of school takeovers and closures is responsible for the academic improvements in the district, but at the same time admits “The average school improved from the first to the second year after it opened, but school performance remained mostly flat afterwards. Schools starting off above the state average saw slightly declining performance in later years.” Furthermore, “quality peaked around 2013 and has either stagnated or started to decline during 2014-2016.”

So, here is the New Orleans model: Close almost all public schools. Replace them with private charters. Fire all the teachers. Replace most of the teachers with inexperienced, ill-trained TFA recruits. Close low-performing charters and replace them with other charters. Keep disrupting and churning. In the first two years, scores will go up, then stall. By year eight, “quality” will stagnate or decline. The schools will be highly stratified and racially segregated. The few high-performing schools will have selective admissions.

Here is the report, released this morning.

This report should be read in tandem with the latest state scores, which shows the all-charter district lagging far below state average scores, actually declining. Most charter schools in New Orleans, as detailed in this link prepared by a pro-charter organization, are very low-performing. The high-scoring schools have selective admissions.

New Orleans is one of the lowest performing districts in one of the lowest-performing states.It is a model of how privatization increases stratification and segregation. It should not be copied elsewhere.

But the report claims the success of the venture in school closings and privatization! Remember that the Education Research Alliance won a $10 million grant from Betsy DeVos after its report last year claiming the success of the privatization experiment.

Study shows average public school quality has increased in New Orleans since Hurricane Katrina as a result of school closures, takeovers, and charter openings

New Orleans – The quality of New Orleans’ public schools improved considerably after Hurricane Katrina as a result of performance-based closures and takeovers, as well as charter openings, according to a new study from Education Research Alliance for New Orleans (ERA-New Orleans) at Tulane University. The study also found that variation in school quality has decreased, which means fewer students are in very low-performing schools.

Now an all-charter district, New Orleans public schools have returned to the control of the local school board. The city’s education leaders face challenging decisions about the district’s role in in school improvement, especially when and how the district should help support low-performing schools or take over these schools. This study provides insight into how these decisions can affect school quality.

“There are two main paths to improving the city’s schools: improving the ones we have or replacing them,” said ERA-New Orleans Director and lead author Douglas Harris. “Our findings suggest that we’ve been more successful with closing and taking over low-performing schools.”

The study’s authors analyzed data from 2002-2016 and found that the average New Orleans public school improved from the first to the second year after opening, but school performance remained mostly flat after the second year.

The study also examined factors beyond academic achievement to better understand how the city’s schools have evolved.

“The number of extracurricular activities that schools say they offer has increased over time,” co-author and ERA-New Orleans research analyst Alica Gerry said. “Also, there may have been a slight upward trend in the variety of school options in the city after the reforms, though this could just reflect school marketing rather than actual program offerings.”

“Students now have access to a wider range of higher quality schools than they did before, even in the first few years of reform,” Harris said. “School closures and takeovers should be a last resort, but they also show some promise when schools are consistently low-performing.”

The study’s authors are Douglas Harris (Tulane University), Lihan Liu (Tulane University), Alica Gerry (Tulane University), and Paula Arce-Trigatti (Rice University).

The novice journalist is likely to read the claims made about New Orleans—that outcomes improved because of charters and closing schools with low scores—and assume that this strategy of disruption is the key to good results. But unless they read the report closely, they may not notice that gains ended after the first or second year of an experiment now in its 15th year.

Expect more headlines about the New Orleans “miracle,” about the stagnation of market-based reforms in a city where most schools “perform” far below state averages.

 

Texas Public Radio describes Betsy Devos’s audacious plan to overwhelm San Antonio with charters created by two corporate chains: IDEA and KIPP.

Some of the new charters will open in middle-class areas with good public schools.

Apparently, DeVos just wants to torpedo public schools in a major Texas city.

Camille Phillips of TPR reports:

San Antonio’s largest charter school network is gearing up for a fast-paced expansion over the next three years. IDEA Public Schools plans to add 15 schools in Bexar County by 2022, doubling its local enrollment to nearly 24,000 students.

It is part of an ambitious larger plan by the Rio Grande Valley-based charter network plan to add 120 schools in Texas, Louisiana and Florida by 2024. IDEA has gotten a big boost to help make that plan happen: four federal grants in five years worth more than $211 million combined.

This year, the U.S. Department of Education awarded IDEA its largest grant yet: $117 million to expand classrooms and launch new charter schools.

“We cast a vision for our growth plan, and then it has to be paid for somehow. So this just gives us confidence that what we envision in terms of growth will actually become a reality,” IDEA regional director Rolando Posada said.

When Posada came to San Antonio seven years ago, he said he made it his goal to have an IDEA school less than 10 minutes away from every family.

“We realized that this was one of the biggest cities in the country with one of the biggest needs. And so my vision was to put a school everywhere on the map of the city of San Antonio,” he said….

Several of IDEA’s new schools will likely be located in the Northside school district, one of the region’s wealthier and higher performing districts.

Northside Superintendent Brian Woods said he finds it interesting that charter schools are no longer limiting themselves to areas where the traditional public schools are struggling.

“If you have an area that’s being served extremely well, why would you need to introduce a duplicative service?” Woods asked.

DeVos gave KIPP $88 million, and it too plans to expand its presence in Texas.

Mark Larson, chief external officer for KIPP Texas, said KIPP is creating a growth plan to determine where to expand next in the state, but “a sizeable chunk” of the $88 million awarded to the national KIPP Foundation is reserved for Texas.

“We have full intention to continue to grow and continue to grow in the San Antonio market,” Larson said.

DeVos gave $15 million to another charter network to open new schools in Texas.

One of our readers, who identifies herself as Chiara, recently explained why charters rely on federal funding to expand.

She says they know they would never be funded by popular vote as public schools are. The purpose of the federal funding is not only to help charter schools (like KIPP, funded by billionaires like the Waltons), but to bypass democracy.

She wrote:

The second of 20 San Antonio IDEA Public School campuses is headed to the South Side and and is scheduled to open in fall 2019.

”The new campus — which has yet to be named — will be built on an eight-acre plot of land on the corner of South Flores Street and West Harding Boulevard.”

If IDEA had to go to the public and ask for facilities financing to build and operate each of 20 new public schools, the public would reject all or some of the new schools, because they would (rightfully) ask why they’re replicating a system they already have. There would be a long public debate on public investment. They would have to scale back plans or scrap them completely.

Charters know this, so they use federal and private financing. If they used local facilities funding they would have to get the consent of the public.

When ed reformers say they want local facilities funding remember that if they had local facilities funding the approval process would have to go thru the public, and the public would object to funding 20 new school buildings that replicate schools they already have. That would make it impossible to plunk down 20 new charter schools.

 

 

The house of cards and propaganda that sustained the charter industry is beginning to crumble. Despite the Obama-Duncan promotion of charters through the disastrous Race to the Top program, no Democrat in the crowded presidential race will openly endorse charter schools. Not even Cory Booker will support charters, despite two decades of fighting for them.

Now, it is no longer cool for a Democrats to back charters.

Democrats support public schools, not charters, vouchers, or privatization. Thank you, Betsy DeVos, for clearing the air.

Shawgi Tell of Nazareth College in upstate New York describes what happened when Democratic Governor Tom Wolf stated the obvious: Charter Schools Are NOT public schools. 

Tell writes:

Calling a charter school public is mainly for the self-serving purpose of illegitimately funneling vast sums of public money from public schools to wealthy private interests who own-operate nonprofit and for-profit charter schools. Charter schools are essentially pay-the-rich schemes masquerading as “innovations” that “save public education” and “give parents choices.”

Charter school owners-operators would not be able to fleece public money from public schools if they were openly recognized as the privatized arrangements that they are. Most people understand that public money belongs solely to the public, not private interests. They understand that public wealth must be used only for public purposes and that private interests have no right to decide how to use public money.

 

 

 

Jonathan Burdick, a history teacher in Pennsylvania, wrote on Twitter about a new group called “Free to Teach,” which encourages teachers to abandon their union and form an “independent” union.

He can be found @JonathanBurdick on Twitter. In case you are not on Twitter and can’t find the thread, Jonathan writes that the group’s ads are sponsored by an Oklahoma-based organization called “Americans for Fair Treatment.” Here we go down the rabbit hole of right-wing groups. That group shares the same registered address in Oklahoma with “The Fairness Center,” which sued the teachers’ union in Philadelphia and lost. The Fairness Center shares offices in Harrisburg, Pennsylvania, with the Commonwealth Foundation. The Commonwealth Foundation is funded by DonorsTrust and Donors Capital Fund. These organizations are part of a massive network of right-wing groups called the State Policy Network. These organizations have donated HUNDREDS OF MILLION OF DOLLARS to extreme right causes: many anti-union and pro-educational privatization. These organizations are funded by billionaires including the Koch Brothers and Richard and Helen DeVos—the parents-in-law of Betsy DeVos. They also fund the Mackinac Center in Michigan, a favorite cause of Betsy DeVos, which works to crush unions and workers’ rights. Jonathan Burdick points out that Peter Greene wrote about “Free to Teach” and its connections to the right-wing oligarchs.

Cory Booker has a long and well-documented record of disparaging public schools and enthusiastically supporting charters, even vouchers. Now, he says he will dedicate himself to public schools and stop privatization, as if he had not been one of the leading cheerleaders for both charters and vouchers for the past two decades.

Valerie Strauss wrote here about his deep ties over the years to Betsy DeVos. 

Booker began his advocacy for vouchers twenty years ago.

“In 1999, Booker was a member of the Municipal Council of Newark and worked with conservatives to form an organization that sought to create a voucher program and bring charter schools to New Jersey.”

He helped Dick and Betsy DeVos try to sell vouchers in Michigan in 2000. Fortunately, they were unsuccessful. As Jennifer Berkshire pointed out in her article about Booker’s help for the DeVos voucher campaign, the DeVos family spent millions, but the people of Michigan rejected vouchers by a vote of 69-31%.

When Booker ran for mayor of Newark in 2001, the DeVos family contributed $1,000 to his campaign. Cheapskates.

Veteran journalist Dale Russakoff wrote a book called The Prize about Cory Booker’s alliance with Republican Governor Chris Christie and their determination to turn Newark into the “New Orleans of the North” by privatizing as many public schools as possible. Booker was a favorite of Wall Street and philanthrocapitalists, and he and Christie persuaded Mark Zuckerberg to put up $100 million to spur privatization in Newark.

Regular readers of this blog have read the many posts by blogger Jersey Jazzman (Mark Weber) about the statistical legerdemain that Newark charters play, the cream-skimming they do to get the students they want and exclude those that might pull down their test scores..

If you open the link at NPE Action, you will see that Booker’s campaigns have drawn the campaign funding of the usual billionaires and Wall Street hedge funders who have done their best to undermine public education.

Booker was feted by rightwing think tanks like the Manhattan Institute and named a “champion of charters” by the National Alliance for Public [sic] Charter Schools in 2017.

But his support for vouchers was not long, long ago.

In 2012, he endorsed Governor Chris Christie’s voucher proposal.

In 2016, he addressed Betsy DeVos’s American Federation for Children to express his support for their mission of replacing public schools with charters and vouchers.

Due to his contempt for one of our most important public, democratic institutions, I cannot support Cory Booker.

If he is the Democratic candidate, which seems unlikely, I will hold my nose and vote for him, because any Democrat is better than Trump. Even Cory Booker.

 

 

 

Cory Booker has been a devoted promoter of charters and vouchers for many years.

He worked closely with Republican Governor Chris Christie and together they persuaded Mark Zuckerberg to pony up $100 million to promote the charterization of Newark. He often boasts about what he accomplished by privatizing public schools.

But now that he wants to be president, he has suddenly decided that he will be a champion for public schools, not charters or vouchers. 

Could it be that he did the math and realized that 85-90% of students attend public schools. Only 6% attend charter schools. And he may have noticed that despite the efforts of his former dear friend Betsy DeVos, voters don’t like vouchers. They don’t want public dollars to underwrite religious schools.

Some of his allies are not at all happy about the new Cory.

It just goes to show where the wind is blowing: in  favor of public schools, not charters or vouchers.

Just when you think you have heard it all, there is yet another story of cupidity associated with “nonprofit charter schools.”

The corruption never ends.

Burris begins:

The original mission of the federal Charter Schools Program of the U.S. Department of Education was to help new charter schools get on their feet by providing start-up help. The program began small during the Clinton administration when Congress awarded it $6 million to give to states and a handful of schools that directly applied.

The program, known as CSP, is now a behemoth with a budget approaching a half billion. Congress, bending in part to pressure by the charter lobby, added additional programs and funding over the years. Special funding streams now exist for a variety of charter-related services including two different CSP funding streams (one federal, another state) to support the building and renovation of charter schools.

There are some who now argue that part of the charter movement, amply funded by the federal government, has become a web of interconnected vested interests for whom real estate is the central focus.

The story of one of its recent grantees, a nonprofit organization known as Building Hope, provides a case in point.

It turns out to be very lucrative to build hope.

This is a model of a letter to a Senator or Member of Congress. It was written by Laura Chapman of Cincinnati to one of her Senators. It is clear and based on evidence.

Dear Senator Brown,

I recently received an email from you, intended as a response to my prior effort to understand your position on federal funding for charter schools and so-called “choice” programs beloved by Secretary DeVos.

You gave an uninformed response to my concerns about federal money pouring into the coffers of the charter school industry, money often added to by state funds and non-trival sums in private dollars.

Please pay attention. More than one third of federally funded charter schools, funded at $1.billion, never opened or closed soon after opening.

You should be investigating why Betsy Devos is treating our tax dollars as a personal slush fund for corporate charter schools while ignoring well documented evidence of waste, fraud, and abuse and cronyism in how these funds are used.

Charter school advocates posture about “high-quality schools” just like you do. In fact, many charter schools are terrible. Consider these facts.

Ohio 2018 report cards for 257 charter schools.

__235 charter schools received a grade of D or F (not exactly high quality).
__15 charter schools earned a C, merely average (not exactly high quality).
__ 4 charter schools had a grade of B
__ 3 charter schools had a grade of A.

Most federal funds are flowing to corporate chains with off-the-shelf franchise plans, hostility to collective bargaining, and an aversion to public schools with democratically elected school boards.

Charter schools claim to be public until they are sued in court. They are routinely draining money from local public schools while claiming to be underfunded.

Most charter schools do not need federal funds. They are being supported by billionaires and many Republicans who want to privatize public institutions, public services, public lands and natural resources.

Charter schools are not lacking in funds and should not be given more from the federal budget.
