Those of us who believe in the importance and necessity of a much improved public education system are fortunate to have the support of pastors who understand the importance of separation of church and state. They also understand that the state will in time put its heavy hand on the affairs of the church if the church becomes dependent on the state. And they know too that a church that needs public subsidy lacks the support of its own congregants.

The leader in this grassroots fight against privatization of public schools is Pastors for Texas Children. It has helped Oklahomans organize Pastors for Oklahoma Kids. It is now working with faith-based groups in Arizona and Arkansas to ward off the attack against public schools. The leader of Pastors for Texas Children, Charles Foster Johnson, will speak at the convention of the Network for Public Education in Oakland from October 14-15. Please come to hear about the important work that is happening at the community level.

In this post, Reverend George Mason explained at a meeting in Simmons, Kentucky, why pastors must join together to protect the rights of African-American children. Rev. Mason is senior pastor of the Wilshire Baptist Church in Dallas, Texas.

Racism is not the root of all problems of public education in America, but the problem of racism is rooted in public education in America. It should be the mission of the church of Jesus Christ to call it out and root it out.

Public education is under assault in this country. And whom do you think suffers most when it does?

Racism has always prevented black Americans and other people of color from fully grasping the promise of prosperity our country says is dangling just within reach of every child who studies and works hard. Black American children have never had equal access to quality education, and yet they have been blamed for not achieving anyway.

The heroic efforts of people who founded schools like Simmons are to be lauded. The example of successful black Americans who had to work twice as hard as people like me to get where they are today is remarkable. But neither is any excuse for our complacency. Cherry-picking African Americans to praise so we have moral license to condemn many others who haven’t, because of unjust and unequal educational systems we continue to defend, is a sin against God.

You know the history. From slavery to Jim Crow segregation, white Americans have been afraid to be exposed as frauds in our assertion that we have God-given intellectual superiority. We have clung to a lie about ourselves; and it is idolatry, not theology. We have to repent of the contrived notion of whiteness as rightness that has become operational policy in our approach to public school education. It’s not enough for us to feel sorry for our history; it’s necessary for us to atone for it.

Pastors for Texas Children was formed in 2011 as a mission and advocacy organization to ensure that every child of God in Texas have access to a quality public education. We match churches with local schools, creating mentoring and tutoring relationships with students, and providing needed material support to compensate for our state’s failure to fulfill its constitutional duty to fully fund these schools. We advocate for just laws and adequate budgets.

Currently in Texas, and nationwide, we have a privatizing movement underway that wants to peel off taxpayer dollars to private schools through voucher programs. As always, these educational entrepreneurs see themselves as messianic figures, saving disadvantaged students from educrats and bureaucrats who only want to keep their jobs at the expense of the kids. But that argument is bogus.
Voucher programs take our tax dollars and give them to private schools without public accountability. Charter schools do a similar runaround. Vouchers are a ruse designed once again to privilege the privileged and underprivilege the underprivileged.
The people who cry for accountability all the time only want accountability when other people are in charge. And they employ all sorts of negative narratives to support their claims public schools can’t succeed. It’s either corruption of administrators or mismanagement of funds or the breakdown of the black family that makes education impossible. All these arguments are marshalled to undermine public education in favor of moving money and people toward charter schools and private schools.
The performance data, however, don’t back up the claims of failing public schools and thriving charter schools; nor do state experiments in voucher programs justify the upending of a public education system, which was created to strengthen democracy and reinforce our country’s high ideals of patriotism and citizenship. Something else is going on, and we all know what it is. It’s what it’s always been.
After Brown vs. Board of Education, whites fled the public schools for the homogeneity of private schools. When public schools were forcibly integrated, every form of creativity was called upon to maintain white advantage. Black kids and white kids now went to school together, but black teachers—who were invaluable role models in segregated schools—were let go all over the country. Schools were never ordered by the courts to integrate black teachers. Think of it.

Then consider the code language we use in educational reform. Local control, school-based decision making, and here’s the big one—choice. Sounds good in principle, but so did the lofty notion of states’ rights that was used to justify slavery and segregation. The outcome has hardly been different, because when the people in charge locally only answer to people like them, they choose in their own favor time and again, and nothing changes to equalize opportunity.

In Dallas, 95% of our school district is non-white. 90% of students are on partial or full food subsidy. White flight is rooted in white fright. Yet the one thing proven to improve performance in public schools is real racial and economic integration. Know why? Because children haven’t yet learned how not to love their neighbor. They work together and play together and want each other to succeed. It’s their parents and paid-for politicians who don’t know how to do this.

Cornel West was right when he said that “justice is what love looks like in public.” And public education is a fertile field for justice work. It’s one way white Christians can move from private sorrow over our racist history to public repentance. It’s a beautiful way for us to love our neighbor as ourselves.

Faith and learning, churches and schools, preachers and teachers: all these are organically related. All of us are called to love God and love our neighbor. This is the perfect intersection to keep the Great Commandment.

Here’s the thing: 400 years is long enough, dear Lord! The children of Angela must ever be before our eyes and in our hearts, because they are God’s children and our sisters and brothers. All children’s lives matter only if black children’s lives matter. And one way we can prove we believe that is to make sure the public in the public education system means all the public.

The leader of Pastors for Texas Children, Charles Foster Johnson, spoke in Longview, Texas, where he told a crowd of educators and local officials that the State Senate doesn’t care about public schools. Led by the obstinate, narrow-minded Lt. Gov. Dan Patrick, the State Senate wants vouchers. It opposes funding public schools, attended by some 90% of the children in Texas, unless he gets a voucher bill. No vouchers, no funding.

Pastor Johnson told his audience that the Texas House was reasonable and did its best, but there is no getting any funding bill passed by the State Senate.

He told the truth. The State Senate doesn’t care about public schools.

Pastor Johnson said it is time to elect legislators who care about the public schools and the children who attend them: their constituents.

“The Texas Senate’s original budget was this,” Johnson said, making an “O” with his right hand. “Zero. And ultimately, fast forward to the end of the special session. Basically the Senate said if you’re not going to give us vouchers, we’re not going to give you funding. In other words, we’re going to starve your schools until you cave in and let us privatize them. Let us make money off your children. Let our donors — out-of-state donors — make money off your Longview kids, and the House said no, and that’s the stalemate.”

Texas Governor Greg Abbott called a special session of the legislature to try once again to ram through vouchers, a proposal that has been repeatedly rejected by the Republican-controlled House of Representatives. The State Senate is led by the voucher zealot and former talk-show host Dan Patrick; the House has responsible leadership that actually wants to help the public schools that enroll some five million children, who are the future of Texas. Every time the Senate endorses vouchers, the House blocks them. The House has proposed a budget increase to help public schools, but the Senate holds the budget proposal hostage to vouchers. Meanwhile, the public schools are hurting.

The Fort Bend Independent School District addressed the state’s leaders and lawmakers and said: Stop starving our public schools! The school board adopted a series of resolutions calling on legislators to improve school funding for public schools.


The resolutions criticize vouchers as a way of taking money away from cash-strapped districts, lambaste a proposal to require districts to provide teacher raises without funding them and urge lawmakers to pass school finance reform in order to increase the amount that districts receive in state funding.

Kristin Tassin, the board’s president, accused state leaders of taking money away from public schools to promote their political agendas.

“Our state leaders are claiming to support Texas teachers and students, but they are being disingenuous,” Tassin said.

In Gov. Greg Abbott’s call for a special session, he proposed giving a $1,000 pay raise to all teachers, offering vouchers for special education students, forming a committee to study school-finance reform and allowing districts to have more flexibility in teacher hiring…

Vouchers have long been a touchy subject in Texas and nationwide. Essentially, vouchers allow parents to take money that the state would have spent educating their child in a public school and use it to offset the cost of tuition at private schools. While proponents of vouchers argue that they’re an innovative way to allow economically disadvantaged and special education students access to better educations, opponents say vouchers drain money from public schools and direct the funds to private schools that are not held to the same testing and accountability standards…

Tassin said many districts, including Fort Bend ISD, have already voted to approve pay raises for the coming school year and argue that mandating unfunded raises will further strain the district’s finances. Pay raises for teachers and employees have traditionally been considered a local matter.

Keep up the pressure from the grassroots. Vote only for legislators who support public schools, not those who want to take money from public schools that are already underfunded.

Texas Governor Greg Abbott has called a special session of the Legislature to deal with school finance and once again to push vouchers. Once more, he will try to bribe legislators to endorse vouchers if they want more funding. No vouchers, no funding. The state cut more than $5 billion from the education budget in 2011 and has never fully restored the cuts, even though the enrollment has grown.

As usual, the camel’s nose under the tent is vouchers for children with disabilities. Note that these children have federal rights in public schools but not in private voucher schools.

The State Senate, corralled by voucher fanatic Lt. Gov. Dan Patrick, supports vouchers. The House, also controlled by Republicans, has turned them down repeatedly. Republicans representing rural areas and small towns don’t want to destroy their public schools. They are conservatives: they conserve, they don’t tear down their traditional institutions.

“The top House education leader said Sunday that “private school choice” is still dead in the lower chamber.

“We only voted six times against it in the House,” House Public Education Committee Chairman Dan Huberty said. “There’s nothing more offensive as a parent of a special-needs child than to tell me what I think I need. I’m prepared to have that discussion again. I don’t think [the Senate is] going to like it — because now I’m pissed off.”

“Huberty, R-Houston, told a crowd of school administrators at a panel at the University of Texas at Austin that he plans to restart the conversation on school finance in the July-August special session after the Senate and House hit a stalemate on the issue late during the regular session. Huberty’s bill pumping $1.5 billion into public schools died after the Senate appended a “private school choice” measure, opposed by the House.

“Huberty was joined by Education Committee Vice Chairman Diego Bernal, D-San Antonio, and committee member Gary VanDeaver, R-New Boston, on a panel hosted by the Texas Association of School Administrators, where they said they didn’t plan to give in to the Senate on the contentious bill subsidizing private school tuition for kids with special needs.”

The Texas PTA is furious at Lt. Governor Dan Patrick and his allies in the State Senate.

Just when it seemed that the legislature was going to increase funding for the state’s woefully underfunded public schools, the Senate insisted on attaching voucher legislation. The House had already defeated vouchers, but the Senate came back a second time and was defeated again. The Senate held the budget hostage.

Meanwhile due to the stubborn Dan Patrick, millions of children across the state will be deprived of the schools they need.

Way to go, Texas PTA!

John Kuhn is superintendent of a school district in Texas. He is one of the nation’s most eloquent spokesmen for children and public schools. He first came to national attention when he spoke at the Save Our Schools March in Washington, D.C. In 2011.

He describes the recent legislative session, where an effort was made to improve school funding, but the Semate leaders knowingly sabotaged it.

He writes:

“There was a dramatic showdown in the Texas legislature two days ago.

“First, some backstory. A year or so ago, well over half the school districts in the state sued Texas for funding schools inequitably. Schools in wealthier areas with higher property values get significantly more education funding per pupil than school districts in areas with lower values, even though it is in the poor areas where one finds larger concentrations of students with illnesses, learning disabilities, and challenging home situations that make them more difficult (and more expensive) to educate.

“The Supreme Court, against all odds, found this system to “meet minimum constitutional standards.” Many were left flabbergasted trying to process how such a system truly meets the state constitution’s directive that the legislature “make suitable provision” for a free, statewide network of efficiently-resourced public schools. While holding back their gavel (and justice), the state’s justices did see fit to wag their fingers at legislators, calling the state’s school funding mechanism “Byzantine” (which apparently means awful) while stating clearly that it was up to the legislative branch not the judicial branch to decide how to fund schools. (This is akin to a parent nagging their kids from the couch to pick up their socks while making it clear they won’t be getting up to make sure the job gets done nor enacting any punishment if it doesn’t.)

“Before the ruling, several state lawmakers predicted that school districts would prevail and expressed some relief because, as they noted, the state legislators in Texas have never seriously addressed school finance without a judicial gun to their heads. After the ruling, state legislators nonetheless expressed confidently that they would repair school finance because it was their job to do so and the Supreme Court had called them out. They were ready to show leadership, they assured us all.

“Well, here we are, nearing the end of the legislative session.

“Let me note before getting into the legislative blow-by-blow that funding schools inequitably appears to be the inevitable result of our politics and our social realities in America. Other nations that outperform us on international student assessments either limit the testing population to only strong academic students (a la China) or (a la Scandinavia) have far more equal and just societies than ours, resulting in far lower rates of childhood poverty and far more equitably-resourced public school systems. Elected officials here, however, are under heavy political pressure from voters to do two contradictory things. One, voters expect them to keep taxes low, Two, voters expect them to provide high quality public schools with things like chess programs, extracurriculars, field trips, newer computers, up-to-date career and tech training programs, great math scores, etc., etc.

“You can’t really have both because ultimately you get what you pay for, but inequity provides a way to come close to at least appearing to have your cake and eat it too. By funding schools based on property value, legislators save the taxpayers money by reducing overall school expenditures at the state level to the maximum extent possible, while ensuring that the wealthy areas–where more people have voice and political clout–get the schools that meet the minimum expectations of politically-active Texas parents. One researcher noted a phenomenon called “inequitable equilibrium” wherein states are forced by judges to adjust school spending to make it more fair but then, over time, without fail, the state legislatures pass new laws and find workarounds to return to the socially acceptable maximum level of school funding inequity. This explains why Texas and many other states have witnessed repeated school finance lawsuits, one after another. Inequity is inevitable in our political and social reality. Voters in centers of power and influence are able to ignore something as esoteric as inequity so long as it only affects relatively voiceless populations in inner cities, border towns, and fading farm towns.

“Now people like me (politically active folks raising kids in underfunded school districts) tend to respond to this frustrating reality by moralizing. We write letters, publish editorials, and give speeches. We talk about what’s right and fair and just. We try to animate others to support the morally (and constitutionally) right thing to do. But then, at the end of the day, a majority of Texas voters still install leaders who are openly antagonistic to justice. We live in a post-justice world. And our moral message finds some listeners, but voting majorities in Texas primaries still nominate candidates who are religious but not moral, who play-act as righteous representatives of the people’s hearts and values but who, in the crucible of leadership, more and more of the time reveal themselves to be really pretty bad people who are effectively incapable of moral leadership. We keep electing carnival show barkers who are better at sound bites than sane decisions. Governance has devolved into something like pro wrestling, but it’s school children in underfunded schools who are getting hit with folding chairs.

“So that’s the background. An inequitable school funding system with the back-handed imprimatur of the state Supreme Court, and legislators assuring us that they’ll rise to the occasion and fix it, even though the Supreme Court is fine with it as is.

“Mmm-hmm.

“So here was the showdown: this session the House of Representatives passed a bill adding $1.8 billion in new school funding and making tweaks to move the system more toward equity. The Senate took that bill, gutted half the money, watered down the equity provisions and–even though the House had made it clear that they wouldn’t support any legislation creating a voucher system directing state education funds to private schools–the Senate attached a voucher provision to the House bill. The House responded by requesting a conference to iron out differences in the bill, insisting clearly that the voucher language was unacceptable, and the Senate refused to agree to a conference.

“So school funding reform in Texas is dead. The Senate held equity hostage and demanded vouchers. The House, to its eternal credit, refused to negotiate over something as basic as the word “public” in public education actually meaning what it plainly means. And the Senate shot the hostage.

“They shot my son’s chance at going to a public school that isn’t getting half the per student funds of school districts north of Dallas. They made sure my son will have older books, fewer computers, and lower-paid teachers than kids born into wealthier families who will very soo be competing with him for admission into the state’s best universities and who later will be competing with him in the Texas job market. The Senate harmed my son, and hundreds of thousands of sons and daughter’s that they have condemned yet again to underfunded educational experiences, and all because folks making huge donations to them badly want vouchers.

“To top it off, these legislators will continue to grade school districts on neutral criteria. That is, even as they hamstring schools like mine by keeping them on a short funding leash, they will insist that their school accountability system–which treats all schools the same no matter their funding level–differentiates between good schools and bad. It is illegitimate to grade schools on uniform criteria while refusing to fund schools uniformly. State-approved school accountability systems with no “curve” in place for schools that the same state leaders have seen fit to significantly underfund amount to sabotage. This underhanded approach guarantees that most poorer communities’ schools will be branded as worse schools. This will translate to several harmful realities for regular folks: lower property values in communities where schools are underfunded, more limited ability for those communities to attract new businesses and new jobs, financial harm to homeowners, and educational harm to their children. Test-based school accountability combined with inequitable school funding is state-sponsored sabotage of cities.

“Ultimately, by inequitably funding public schools and then publicly labelling the lower-funded ones as failures, the state isn’t just treating teachers and children shamefully, it is undermining entire cities and towns. It is kneecapping places with lower property values and playing favorites by blessing schools in some areas and cursing schools in other areas.”

It may be morally wrong, but it is apparently politically right. This endless, blatant educational injustice reflects who we are now in America.

Pastors for Texas Children issued this statement in response to the defeat on Wednesday of a voucher bill by the House of Representatives. PTC has been a strong ally of parents and educators who oppose the diversion of public funds to private and religious schools.

“The Texas House of Representatives resoundingly repudiated private school vouchers today in two additional votes, both by 2/3 margins, adding to the overwhelming defeat of vouchers in general from earlier in the legislative session.

“In a surprising procedural move, the Texas Senate last week attached a voucher amendment to HB 21, the much-needed school funding bill providing structural relief for our community and neighborhood schools.

“But, thanks to your strong witness and that of countless thousands of others, House Speaker Joe Straus, House Public Ed Committee Chair Dan Huberty, and other House leaders stood their ground against the Senate leadership’s cynical ploy, and returned HB 21 to a House/Senate conference committee with the instruction that no money whatsoever be diverted to private schools. At that point, the Senate conceded the defeat of the bill.

“It is crystal clear to us, from conducting 400 meetings around the great state of Texas over the past four years of our existence, that Texans love their public schools and do not wish to see them privatized through vouchers. We have witnessed tremendous community support for public education, led in no small measure by the faithful service of pastors and congregational leaders. We thank God for this consistent, steady servant leadership.

“The work that lies before us will be substantial. We have much solidarity yet to show to our teachers and schoolchildren. And we have a profound moral charge to work in such a way that our elected officials in the legislature of the state of Texas understand that universal education for all children– regardless of race, economics, condition, and background– is a basic human right before God, and provided by civil society everywhere.”

The Texas House of Representatives today overwhelmingly rejected the State Senate Bill to create vouchers. More than 2/3 of the members voted House Bill 21 down. The rejection was bipartisan.

Pastors for Texas Children reports on the voucher battle in Texas. Vouchers were defeated overwhelmingly in the Republican-controlled House a few weeks back, but like a zombie, they have risen from the dead at the insistence of voucher zealot Lt. Governor Dan Patrick.

Let’s hope that Speaker of the House Joe Strauss and Dan Huberty, chairman of the House Public Education Committee, both good Republicans, stand firm against public funding for private schools.

Pastors for Texas Children Statement on Senate Passage of HB 21 With Vouchers Attached

In the dead of last night, the Texas Senate, for the second time this legislative session, passed a voucher policy that transfers public tax money to private schools.

Under Speaker Joe Straus’ leadership, House Bill 21 came to the Senate with a structural reform provision for school funding calling for $1.6 billion additional dollars for our schoolchildren.

But due to the legislative bullying of their leadership, the Senate stripped that provision by almost two-thirds—and attached a voucher amendment to the bill that would divert already strapped public education funds to private schools.

The bill now returns to the House of Representatives where that voucher amendment must be removed. The House has already repudiated voucher policy by a more than 2/3 thirds vote earlier this session.

It is simply wrong to underwrite private education with public funds, even if that voucher is for children with special needs. 90% of our Texas schoolchildren are educated through the public school system supported by the public trust. Private school vouchers provide for the few at the expense of the many. They are inherently unjust.

When the voucher supports a religious school with public dollars, whether Baptist, Catholic, Muslim or Wiccan, it is a government establishment of a religious cause. In doing so, vouchers violate God’s principle of religious liberty for all people without interference from any government authority.

It is abundantly clear that the leadership of the Texas State Senate does not believe in public education for all children. For them to persist in saying so is a deception that we take no pleasure in confronting. Such hypocrisy is morally unacceptable.

Our Texas schools serve 5.3 million children, the majority of whom are poor. To transfer and redistribute wealth away from them to private schools through vouchers is offensive to God and decent people everywhere. We are grateful for a Texas House with the courage to say no to this corruption of our common good, and we pray for a Texas Senate that is willing to do the same.

The State Senate in Texas is still pushing vouchers, even though the last voucher bill was overwhelmingly defeated in the Republican-controlled House of Representatives. The senate, under the thumb of Lt. Governor Dan Patrick (former rightwing talk show host), inserted a voucher program into a budget bill and sent it to the House.

The Speaker of the House, Joe Straus, issued the following statement on Wednesday:

“I was encouraged by much of what Governor Patrick said today. I was especially glad to hear that Governor Patrick wants to start passing bills that are priorities of the House, such as mental health reforms, fixing the broken A-F rating system and cybersecurity. These are not poll-tested priorities, but they can make a very real difference in Texans’ lives. I am grateful that the Senate will work with us to address them.

“Budget negotiations are going well but are far from finished. The Senate has indicated a willingness to use part of the $12 billion Economic Stabilization Fund. In addition, the two sides, along with the Comptroller’s office, are working through concerns about the use of Proposition 7 funds to certify the budget. I’m optimistic that we will produce a reasonable and equitable compromise on the budget. I appreciate the work of the Senate conferees and Governor Patrick on these issues.

“As I said in my letter to Governor Patrick, the House has worked diligently to pass priorities that are important to him. Senate Bill 2 has been scheduled for a vote on the floor of the House tomorrow. The House has already acted on a number of issues that are important to the Lieutenant Governor and will continue to do so. I’m glad that the Senate is beginning to extend the same courtesy.

“Governor Patrick talked about the importance of property tax relief. The Texas House is also concerned about property taxes, which is why we approved House Bill 21 to address the major cause of rising property-tax bills: local school taxes. As it passed the House, this legislation would begin to reduce our reliance on local property taxes in funding education. Nobody can claim to be serious about property-tax relief while consistently reducing the state’s share of education funding. The House made a sincere effort to start fixing our school finance system, but the Senate is trying to derail that effort at the 11th hour. The Senate is demanding that we provide far fewer resources for schools than the House approved and that we begin to subsidize private education – a concept that the members of the House overwhelmingly rejected in early April. The House is also serious about providing extra and targeted assistance for students with disabilities. This is why we put extra money in House Bill 21 to help students with dyslexia. We also overwhelmingly passed House Bill 23 to provide grants for schools that work with students who have autism and other disabilities. The Lieutenant Governor has not referred that bill to a Senate committee.

“Governor Patrick’s threat to force a special session unless he gets everything his way is regrettable, and I hope that he reconsiders. The best way to end this session is to reach consensus on as many issues as we can. Nobody is going to get everything they want. But we can come together on many issues and end this session knowing that we have positively addressed priorities that matter to Texas.”

I am proud of House Speaker Joe Strauss, a great Texan. I add his name to the honor roll of this blog. He understands that the overwhelming majority of students in Texas are enrolled in public schools, and that many of those schools never recovered from the cut of more than $5 billion in 2011. The students don’t need vouchers for religious and private schools. They need great public schools with experienced teachers and adequate resources.
