Todd Legum and Tesnim Zekeria write here about a school board in Pennsylvania that hired a pricey consultant to improve the district’s curriculum. The consultant had scant experience in his field, but that is no barrier these days to telling teachers what to teach. On June 20, educational consultant Jordan Adams delivered a much-anticipated presentation to the Pennridge School Board, revealing his recommended changes to the Eastern Pennsylvania school district’s social studies curriculum. Adams, the founder of Vermilion Education, appeared via Zoom. The curriculum experts who work for the district recommended that first grade social studies focus on “Rules and Responsibilities,” “Geography,” and “Important People and Places.” Adams instead proposed that 6- and 7-year-olds learn “American History: 1492-1787” and “World History: Ancient Near East.”
In his presentation, first reported by the Bucks County Beacon, Adams did not discuss how teachers could provide instruction on nearly 300 years of American history to students still learning to read and tie their shoes. Nor did Adams explain why his “chronological” approach was superior to the school district’s proposed curriculum. Adams spent less than 90 seconds covering his proposal to completely restructure social studies for Grades 1 through 5, before moving on to his recommendations for older students.
Popular Information asked Adams about his process for curriculum development and how he came to the conclusion that his proposed changes would be beneficial to first graders and other students. Adams responded that he was asked to provide “a high-level overview” and his recommendations “aim to provide students with a comprehensive knowledge and understanding of American and world history and civics, reflective of historical figures, ideas, and events that have had an outsized impact on the world today….”
It was an unusual approach for a consultant the school district is paying thousands of dollars to provide guidance. Notably, Adams, who is 31, does not have any experience developing curricula for public schools. According to Adams, he launched his company, Vermilion Education, in March. (It was formally incorporated in December 2022.) Under questioning from Pennridge School Board member Ronald Wurz, Adams admitted that Pennridge was Vermilion Education’s only public school client. (Asked if he has any other clients, Adams said that he is “not at liberty to share about ongoing or potential work with other clients.”)
In an interview, Wurz told Popular Information that Adams’ presentation was “amateurish,” “horrible,” and reflected “a total lack of preparation.” Wurz was particularly disturbed that Adams has already billed the district $7500 — the cost of 60 hours of work under the contract — to craft his recommendations.
Adams, who appears to have deleted his LinkedIn profile, does not hold any degrees in education. In 2013, Adams received a bachelor’s degree in political science from Hillsdale College, a private Christian institution known for its right-wing ideology. In 2016, Adams received a master’s degree in humanities from the University of Dallas, another private conservative school. Adams later returned to Hillsdale College as an employee, where he promoted a K-12 curriculum developed by the college, known as the 1776 curriculum, that is favored by right-wing activists…
The contract was added to the agenda less than 48 hours before the meeting by board member Jordan Blomgren. It drew immediate objections from Superintendent David Bolton. In an email, Bolton noted that there was no money budgeted for the contract, no one from the school district had reviewed the contract, and no one involved in developing the curriculum for Pennridge schools was consulted. Bolton’s concerns were ignored by a majority of the board, who voted to approve the contract on a 5-4 vote.
Dissident board members fear that Adams has been hired to implant the “Hillsdale curriculum” into their schools, without the involvement of the district’s professional staff.
Governor Josh Shapiro of Pennsylvania announced that he would drop his support for vouchers in order to pass a state budget. Republicans who control the State Senate want vouchers. Democrats, with a slim majority in the House, are opposed to vouchers.
HARRISBURG — Gov. Josh Shapiro says he plans to scrap his push for private school vouchers in Pennsylvania’s state budget in order to close a deal with the commonwealth’s divided legislature five days after the deadline.
The Democrat issued a statement Wednesday acknowledging that talks had deadlocked over a $100 million voucher program, which he had supported and which state Senate Republicans passed as part of their budget proposal last week. Pennsylvania House Democratic leaders oppose vouchers and had refused to act on the Senate’s bill.
Shapiro’s solution, he said, was to promise state House Democrats that if they pass the Senate’s budget, he will then line-item veto the vouchers from the $45.5 billion spending plan.
“Our Commonwealth should not be plunged into a painful, protracted budget impasse while our communities wait for the help and resources this commonsense budget will deliver,” Shapiro said in a statement.
Spotlight PA had previously reported the existence of Shapiro’s plan to cut vouchers out of the budget deal.
In his statement, Shapiro said that over the weekend, state House Democrats requested a legal memo from his administration that confirmed that any voucher program passed as part of the budget could not be implemented without separate enabling legislation — legislation that House Democrats might be able to block.
“Knowing that the two chambers will not reach consensus at this time to enact [the voucher program], and unwilling to hold up our entire budget process over this issue, I will line-item veto the full $100 million appropriation and it will not be part of this budget bill,” Shapiro said.
In a letter to state Senate Republicans viewed by Spotlight PA, House Majority Leader Matt Bradford (D., Montgomery) wrote Wednesday that his chamber plans to take Shapiro at his word.
“With the Governor’s assurance that he neither has the legal authority nor intention to move forward with [vouchers] at this time, the House will consider [the Senate budget bill] on concurrence later today,” Bradford wrote.
The voucher program would fund private school scholarships for students in low-achieving public school districts.
The deal that included it, which passed the state Senate 29-21 on Friday, included key Democratic priorities like increased education funding, universal free school breakfast, and the commonwealth’s first-ever funding for public legal defense. However, Democrats viewed the vouchers as a poison pill.
When they passed their plan last week, state Senate GOP leaders made it clear that their support was contingent on vouchers being included, with Senate President Pro Tempore Kim Ward (R., Westmoreland) telling reporters that any plan that didn’t include vouchers would have to have “a different number.”
This new maneuver from Shapiro, assuming continued support from state House Democrats, would not require the proposed plan to go back to the Senate, thus circumventing Republicans there. Republican leaders did not immediately return a request for comment.
While Bradford has said House Democrats are on board with Shapiro’s plan, members of the caucus expressed doubts throughout the day Wednesday about any plan that would require them to approve a budget with vouchers and rely on the governor to then eliminate them.
“There’s not a lot of trust amongst [Democratic] members and the administration,” one House Democrat, who requested anonymity to discuss ongoing budget negotiations, told Spotlight PA.
Steven Singer describes the budget mess in Pennsylvania. The legislature is under court order to change state funding for education to make it equitable. But the Republican-dominated State Senate inserted a voucher proposal, encouraged by the support of Democratic Governor Josh Shapiro. And the State House, with a tiny Democratic majority, opposes vouchers.
So Republicans designed a bill exactly along those lines hoping that if they can get it through both legislative bodies, the Governor will give it his signature. (Under the previous Democratic administration, Gov. Tom Wolf blocked the worst the GOP could throw at him, stopping all kinds of horrible policies from getting through.)
It’s called the Lifeline Scholarship Program – throw a lifeline of $100 million to failing edu-businesses and religious indoctrination centers on the excuse that that will somehow help kids from impoverished neighborhoods.
You could just increase funding at the poorest public schools – but that would make too much sense.
Better to give taxpayer money to private interests with little to no accountability or track record and just hope it works!
“There are not the votes for it. It’s not coming up, and if it comes up, it will be defeated.”
This seems to be the case. Yesterday, the House Rules Committee voted against sending the tuition voucher bill to the full House for a vote. So it is not scheduled for a vote at all.
However, now that the June 30th deadline has been blown, lawmakers probably will try to use this newest school voucher bid as a bargaining chip to get a spending plan – any spending plan – passed. This could drag on for months – it certainly has in the past.
The current voucher iteration is a taxpayer funded tuition subsidy for students attending private schools.
Under this bill, students in the lowest 15% of schools in the commonwealth (as determined by standardized test scores) would be eligible.
So what’s wrong with school vouchers?

Democrat Josh Shapiro made no secret of his support for school vouchers when he was campaigning for the Pennsylvania governor’s seat. Now conservatives are pushing him to put that support to work.
The Lifeline Scholarship Program has been kicking around Harrisburg in a variety of bills that presented a variety of school voucher formats as voucher supporters looked for a version that would garner enough support to pass. The current iteration is a traditional school voucher, essentially a taxpayer funded tuition subsidy for students attending private schools.
Under this bill, students in the lowest 15% of schools in the commonwealth (as determined by standardized test scores) would be eligible.
The voucher system would be a chance for school voucher proponents to get their foot in the door, an especially tasty victory in a state with a Democratic governor. To add to the pressure to pass, a coalition of right wing voucher fans has sent Shapiro a letter arguing for the voucher program.

The board’s speaker suppression policies are now doing double duty: not just to keep members of the community from speaking but to keep them out of the room altogether. A guard at the door to the auditorium told Lynda Rubin she could go in because she was on the speaker list but barred Lisa Haver because she wasn’t. Haver had tried to sign up but was told by the board that she would not be one of the 30 chosen speakers. She told the guard he could arrest her but that she was going in. Last month some APPS members were detained downstairs because they were not on the list…
Board Denies Charter Reapplication In the end, the board voted 7-2 to deny the re-application submitted by Global Leadership Academy to operate a high school in the Logan section of North Philadelphia. But that was after a lengthy deliberation session in which some board members, bordering on groveling, expressed their regret at having to deny GLA. BM Sarah Ashley Andrews declared her allegiance to GLA CEO Naomi Booker, who makes approximately $450,000 annually to oversee one school, advising her, “Don’t be defeated.” BM Lam, on the other hand, challenged the statements of praise for GLA’s program. She cited the 1% Math achievement rate and poor attendance at the GLA schools. Most board comments centered around the contents of the application, not the increased stranded costs to the district or how another charter school in Logan would affect the neighborhood’s public schools. The entire process, from Charter Schools Office Director Peng Chao’s presentation and subsequent Q & A session, to the board’s final vote on Item 78, took almost an hour.
Not What Democracy Looks Like President Streater began the voting session, at 10:37 pm, by quickly rattling off the numbers of the items remaining on the agenda after the vote on Item 78 and the withdrawal of six other items. He instructed the board that all 71 items would be included in one roll call vote. As the individual board members began to enumerate their No votes and abstentions before the vote, Lisa Haver stood up to object. After the vote concluded, and General Counsel Lynn Rauch read the tally, Streater allowed her to come to the mic. Haver objected to the board’s voting on 71 items, for contracts totalling almost half a billion dollars, in one roll call vote, calling the process “shameful”. She also reminded the board that members who abstain from a vote because of a potential conflict must clearly identify the conflict. Streater did not respond. BM Cecelia Thompson, a longtime community advocate herself, said later, “I agree with Ms. Haver.” Thompson said that taxpayers do have a right to know how their money is being spent. Hopefully Thompson will refuse to participate at the next meeting and demand that each item be deliberated and voted on separately.
This is not just a procedural question. We tallied 29 items on the agenda that do not include a provision for any bidding process. The board is passing items for no-bid contracts after barring the public from speaking on most of them, attempting to keep people out of the room, conducting little to no public deliberation on them, and voting on all of them in one vote.
We wrote to the board after the April incident, pointing out that they had only set up 82 chairs in an auditorium that seats 240 people. Thus, the same people who were denied the right to speak now no longer have the right to be present. Did the board not want APPS to witness its voting to spend over $500 million in taxpayer money on 78 official items? Or voting on a charter application that would cost the district hundreds of millions over the next five years? A governmental body not accountable to the public can become tyrannical and dictatorial. We need an elected school board.
In response to APPS’ letter to the board after the April action meeting, Streater defended the practice by citing the board’s need for “efficiency”. Neither the City’s Home Rule Charter nor the board’s own mission statement mandates efficiency. The board promises community engagement and transparency, then conducts its business in a hurried and secretive manner.
Among the contracts passed with little to no deliberation: Items 73 and 74: $40 million for new Reading and Math curricula, which, according to teachers familiar with the programs, replaces book-centered programs with online programs for every student in every grade from pre-K through 12th. Why does the board and the Watlington administration want to do this? Do children need more on-screen time? Many parents are limiting screen time for health issues and because of the built-in tracking system.
When will democracy come to the city that is the cradle of democracy?
Each of the 800-plus Philadelphia families who applied for seats at a nationally recognized charter school thought their children had a fair shot at a spot in this year’s upcoming freshman class. Pennsylvania law guarantees it.
But some had no chance at all.
A top executive at Franklin Towne Charter High School said this year’s lottery was fixed, with students from certain zip codes shut out, and others eliminated because they — or their older siblings — exhibited academic or behavioral problems. Some children were also excluded because Franklin Towne’s chief executive didn’t want to take anyone from a particular charter elementary school, in the event he might have to pay for their transportation.
Patrick Field, Franklin Towne’s chief academic officer and an administrator at the school for 17 years, said the lottery tampering was ordered by Joseph Venditti, the longtime former CEO. Venditti abruptly resigned Feb. 27, citing health reasons, after Field alerted the charter’s board chair about the lottery issues…
The Inquirer reviewed a summary of the January lottery results showing that 205 students of 813 who applied were offered seats. The accepted students came from 22 zip codes; in 17 other city zip codes, none of the students who applied got in.
It is astronomically unlikely — with odds of 1,296 trillion — that no students would be selected from those zip codes if Franklin Towne conducted a random lottery as is required, an Inquirer analysis found.
Field, who is still employed by Franklin Towne, said he chose to alert authorities and come forward to The Inquirer because children are being cheated, and becausetaxpayers are footing the bill. Charters are independently run but publicly funded.
“As an administrator in the commonwealth of Pennsylvania, I don’t have a choice,” Field said. “As an ethical person, I’m just heartbroken that we’re doing this at a school that I’ve given so much of my life to.”
A high school of 1,300 in Bridesburg, Franklin Towne boasts strong academics, with a 97% graduation rate in 2021. It previously was named a National Blue Ribbon School by the U.S. Department of Education.
The charter also has fielded allegations over its enrollment practices. Though it’s required to admit students from across the city, Franklin Towne’s enrollment is primarily white — a demographic mismatch in a primarily Black school district — a concern raised in 2018 at a School Reform Commission meeting. It has previously been accused of discriminating against special-education students.
Mercedes Schneider reviewed the story and found that it sounded “fishy.” A mostly-white school in a mostly-black district? And no one knew? The selection process at this charter school has been funny for a long time.
Helen Gym is a brilliant, eloquent progressive candidate for Mayor of Philadelphia. She is an activist and a member of the City Council. I enthusiastically endorse her candidacy. I have known her for a dozen years and am repeatedly impressed by her values, her energy, and her passion for justice. Philadelphia schools have suffered grievously due to budget cuts imposed by the state. A decade ago, two young children died because their schools had no nurse. Helen thinks that every school should have a nurse and counselors. In the suburbs, such services are taken for granted. But not in Philadelphia, where public schools and their students have been shortchanged for years.
Will Bunch is a columnist for the Philadelphia Inquirer, who has followed the mayoral race closely. He sums up the reasons why she is the right person at the right time. Her election would bring hope to Philadelphia. This election could be a turning point for this great but neglected city.

In a crowded Philly mayoral race, Helen Gym is fighting for the city’s poor and neglected. No wonder status quo elites are so desperate to stop her.

It was one of those raw late April afternoons in Philadelphia where the weather in the far corner of Love Park — unrelentingly grey, windy, occasional drizzle — seemed to match the grim civic mood looming over the City Hall tower in the background. At the supposed 12:45 p.m. start time for this Helen-Gym-for-mayor campaign rally, just a few folks milled around and chatted with the candidate in her bright red coat, carrying a reusable Target shopping bag, and you briefly wonder if you got the time or place wrong.
Then, seemingly out of nowhere, a blue-clad army of about 50 supporters — young and old, Black, brown and white, including members of the teachers’ union that has endorsed Gym, carrying signs that read “The Wealth To Fix Our City Exists!” — crossed JFK Boulevard all at once, and it was showtime. Over the next half-hour, speakers from the various Jenga blocks of Philly’s shaky civil society reimagined the city as it could be. A librarian from South Philly spoke about the dream of reopening on the weekends as a community refuge. An instructor and union leader from the Community College of Philadelphia imagined the benefits of free tuition.
“When I say, “Moral!,” chanted emcee Elisa King, a minister and counselor at CCP, “you say, “Budget!’” — driving home the rally’s theme that City Hall needs to focus on restoring vital services, not more incremental tax cuts.
When the 55-year-old former city council member finally got the microphone, the spring sun had seared through the layer of clouds. Gym declared her idea of a moral budget “is not defined by the corporate-backed interests, the developers and the status-quo electeds, bureaucrats and wealthy individuals who have long tried to buy this campaign with their tired ideas and their technocratic solutions.” The crowd whooped. “Those candidates have played it safe all their lives.”
The only remaining progressive in a May 16 primary field whittled down to five or six major candidates defined her rivals’ ideas as “just too small for this moment. They’re talking about safety that’s only defined by policing. They’re talking about development only in terms defined by the tax cuts and those people who get to benefit. They manage crisis — we’re here to end them!” Almost on cue, a passing dump truck on the boulevard tooted its horn loudly in support.
It’s fitting that the race to pick the 100th mayor of America’s founding city is also arguably its most consequential in decades, perhaps since the divisive Frank Rizzo era. That’s because the coronavirus also attacked the civic immune system that had allowed the city’s leaders to ignore the warning symptoms of the nation’s highest rate of deep poverty and unacceptable schools housed in unsafe buildings while touting the surface glitz of Philadelphia’s comeback … for tourists, and handful of gentrifying neighborhoods. Now, a spike in gun violence and related dysfunction has put the nation’s sixth-biggest city at a crossroads.
I might be The Inquirer’s national columnist but I’ve watched this local election closely — not just because I work and pay taxes and ride the troubled subways here (or because my two adult offspring live here) but also because what Philadelphia voters decide in little more than two weeks will say a lot about how America is going to solve its urban problems, especially persistent poverty. In this (sort of) post-pandemic era, comparable cities such as Boston, Chicago, and L.A. have rejected old-school police-union fearmongering for young, progressive mayors who see how issues like attacking climate change or youth unemployment can bring real change.
It’s not at all clear yet whether Philadelphia has the courage or boldness to follow its sister cities down that fresh pathway. I’ve watched both televised debates and have been somewhat taken aback with how most of the major candidates have crafted a message around not new ideas but “leadership.” What they are really offering, in essence, is a pledge to restore some presence and personality to City Hall that’s been missing during the shockingly absent Jim Kenney administration, but with little evidence they’d change the status quo policies of minor tax cuts or FOP-endorsed policing that coincided with decline.
In the debates and on the campaign trail, Gym has set herself apart as the only candidate who fully grasps the root problems in the most desperate neighborhoods — and who wants to go big to actually address them. How many times can we hire more cops or return to “stop-and-frisk” policing with the same tired results? That’s why Gym is the leader in pushing for trained responders to replace cops on mental-health calls — hugely successful where it’s been tried — and is the only candidate who agrees with the majority of Philadelphians who twice elected Larry Krasner as DA, that some criminal-justice reforms were long overdue.
Elite critics of some of Gym’s bigger and bolder ideas — going all-out in fixing unsafe school buildings, or guaranteed employment for adults under 30 — call them unrealistic pie in the sky. Most everyday voters know what matters most about a political leaders is less about the budgetary small print and more about who and what they are willing to fight for. And in her seven years as an at-large city council member, Gym has fought for what cynics had written off as lost causes, and won a strikingly high percentage of the time.
A ”fair workweek” ordinance that mandates essential workers have predictable schedules. Long-overdue eviction protections for the city’s beleaguered tenants. A return to local control of the Philadelphia School District while fighting to restore school nurses and counselors. A push to get lead out of school drinking water. No wonder that after her first term on council, The Inquirer Editorial Board hailed her as “a savvy, passionate and progressive leader.”
Things are a lot different now that Gym is running for mayor. While she’s been endorsed by the influential Philadelphia Federation of Teachers and a panoply of other unions and progressive groups, many of the city’s elites — even some who’ve been somewhat supportive of her council work — seem dead-set on preventing her from running Philly. Some of that is with a budgetary magnifying glass, but much of it centers on attacking her personality and blocking her ideas. Yes, she changed her mind on charter schools after founding one — but who wouldn’t after watching them become a negative drain on public education? Of course it was a mistake to protest the Union League and go there just days later, but is that a big-enough reason to punish Gym — and the city — by voting for someone who doesn’t share your values?
“I think it’s about making things about individuals and reducing it to isolated incidences rather than looking at a track record that holds steady over time,” Gym told me Wednesday after her rally. “The way to marginalize real movements for change is to hyper-individualize faults within imperfect people. I mean, I’m not perfect — I make mistakes and all of that — but I think the difference with me is I have a 20-year-plus track record of standing alongside communities.”
One truism about politics is that a lot of times you can gauge a candidate by the enemies they make. The Chamber of Commerce crowd and their handmaidens aren’t fighting Gym because of her mistakes but because of the things that she gets right. There’s a reason that many of Philadelphia’s most essential yet underheard folks — the teachers and librarians and social workers — don’t just think that Gym is the best among a large field of candidates, but truly believe that her election in 2023 is a matter of civic life-or-death.
“She is rising to the moment, which is a moment of crisis for our city,” Stan Shapiro, vice-chair of Philly Neighborhood Networksand a former City Council staffer, told me before the rally. “It’s not a time for the status quo, for business as usual, for just keeping the lights on. There aren’t enough lights. There aren’t enough rec centers. There aren’t enough health centers.”
One of the other straw-man arguments from Gym’s critics centers on how she’s carried a bullhorn to protest in the streets on behalf of Philly’s kids, or its underserved people, or the moment when — the horror! — she was willing to get detained in Harrisburg to dramatize how state Republicans won’t invest in education. We’ve had decades of “conveners” and glad-handers on the second floor of City Hall with too little to show for it. It’s time to try a bullhorn mayor, a real fighter. In a race with many candidates, there is only one that truly matters.
With a new governor, state budget hearings underway and a court ruling on their side, superintendents from 29 urban school districts held press conferences Tuesday to call attention to the need for charter reform, inequities and school safety in urban schools.

The 29 districts teach over 300,000 students in the state.
Christopher Dormer, superintendent of Norristown Area School District and president of the PLUS caucus, said superintendents were speaking for students who have been underfunded and underserved for far too long.
Putting a face to one of those students, Dormer spoke about first grader Estefania, one of 140 students identified as an English learner. Her school has only three English language development teachers to help in 25 classrooms.
Dormer said his district has more than 1,550 English learners, a population that has grown by 104% in the past 10 years. The district has 31 professional staff members, with 50 students for each certified teacher.
Dormer said the district has been funded in an unconstitutional manner and districts like his have had to make difficult financial choices over the past 20 years. He said those choices have led to cutting staff, curtailing programs and raising local property taxes just to survive.
Dormer noted that when districts do receive funding outcomes are different. Over the past two years, his district has received $8 million in additional funding through the program Level Up.
“This has allowed us to significantly reverse the trend of cutting positions over the decade,” Dormer said. “Just these past two years we’ve added back 60 new staff positions … to reduce class size at all levels and we were able to hire reading specialists for the first time to serve our elementary schools.”
His district has seen an increase in reading proficiency thanks to the increased funding, but it is still shortchanged by $10 million a year.
Dormer also took aim at charter school funding and noted that more than 92% of the 500 school boards statewide have adopted resolutions supporting reform to Pennsylvania’s charter school law.
“If that doesn’t say bipartisan support, I don’t know what does,” Dormer said. “This isn’t about choice, this isn’t about competition, and this is about a charter funding formula that boosts the payment of cyber charter tuition and special education tuition significantly above the real costs that are incurred by charter and cyber charter schools to provide educational and specialized services.”
Unfunded mandates
Dr. Dan McGarry, Upper Darby superintendent agreed, saying forced cuts and reduction of public education, an increase in unfunded mandates along with the rise and expansion of cyber charter schools significantly altered public education in the state beginning in the mid-2000s.
McGarry said at one point districts were reimbursed by the state for the tuition cost of charter schools but that was changed. He said that the cost is over $8 million in Upper Darby to the budget and the district sends out $11 million to charter schools.
The overwhelming majority of students in Pennsylvania are enrolled in public schools, but the legislature lavishes funding on charters and Cybercharters.
Either the legislators don’t care about the future of their state or they got big campaign donations from the billionaire charter funders or Cybercharter lobbyists.
Amy Wax, a law professor, has said publicly that “on average, Blacks have lower cognitive ability than whites,” that the country is “better off with fewer Asians” as long as they tend to vote for Democrats, and that non-Western people feel a “tremendous amount of resentment and shame.”
At the University of Pennsylvania, where she has tenure, she invited a white nationalist to speak to her class. And a Black law student who had attended UPenn and Yale said that the professor told her she “had only become a double Ivy ‘because of affirmative action,’” according to the administration.
Professor Wax has denied saying anything belittling or racist to students, and her supporters see her as a truth teller about affirmative action, immigration and race. They agree with her argument that she is the target of censorship and “wokeism” because of her conservative views.
All of which poses a conundrum for the University of Pennsylvania: Should it fire Amy Wax?
The university is now moving closer to answering just that question. After long resisting the call of students, the dean of the law school, Theodore W. Ruger, has taken a rare step: He has filed a complaint and requested a faculty hearing to consider imposing a “major sanction” on the professor…
For years, Mr. Ruger wrote in his 12-page complaint, Professor Wax has shown “callous and flagrant disregard” for students, faculty and staff, subjecting them to “intentional and incessant racist, sexist, xenophobic and homophobic actions and statements.”
The complaint said she has violated the university’s nondiscrimination policies and “standards of professional competence.”
The article goes on to cite the many times that Professor Wax has offended women, Blacks, gays, foreign students, or anyone else who does not agree with her idyllic view of the culture of the 1950s. Implicitly she means an era when Blacks were subservient, women were compliant wives, gays were in the closet, and foreigners were tourists.
What should the university do?
…many free speech groups, including the Academic Freedom Alliance, PEN America and the Foundation for Individual Rights and Expression, have criticized the dean and said that Professor Wax should not be fired because of her public statements.
My view: She should not be fired. Perhaps she should be admonished for behavior that is insulting to students, but her academic freedom and tenure protect her job.
Academic freedom protects not just the views that one likes, not just the views of the majority, but the views you hate. I might wish that Professor Wax were open-minded and wish that she had a keener sense of humanity, but I defend her right to be offensive, inconsiderate, and obnoxious. Students are not required to take her courses. Those who take her courses should challenge her views if they disagree.
But academic freedom must prevail.

Cyber versus Brick and Mortar: Achievement, Attainment, and Postsecondary Outcomes in Pennsylvania Charter High Schools

Cordes, Temple University, February 6, 2023 Abstract: The charter school sector has expanded beyond brick-and-mortar schools to cyber schools, where enrollment grew almost tenfold between 2015 and 2020. While a large literature documents the effects of charter schools on test scores, fewer studies explore impacts on attainment or postsecondary outcomes and there is almost no work exploring the consequences of cyber charter enrollment for these outcomes. In this paper, I examine the impacts of Pennsylvania’s charter high schools on student attendance, achievement, graduation, and postsecondary enrollment, distinguishing the impacts of brick-and-mortar from cyber schools. I find that brick-and-mortar charters have no or positive effects across outcomes, and that effects are concentrated in urban districts and among Black and economically disadvantaged students.
By contrast, attending a cyber charter is associated with almost universally worse outcomes, with little evidence of heterogeneity. Students who enroll in a cyber charter at the beginning of 9th grade are 9.5 percentage points (pps) less likely to graduate, 16.8 pps less likely to enroll in college, and 15.2 pps less likely to persist in a postsecondary institution beyond one semester. These results suggest that additional regulation and oversight of cyber charter schools is warranted and also bring into question the efficacy of online education.
