The county leaders in Citrus County, Florida, rejected the library’s request for a subscription to the New York Times. The Times, they said, was “fake news.” They don’t want the local citizens to hear any point of view that contradicts the Dear Leader.
This is the quintessence of ignorance. Do they also censor every cable news station except FOX?

The librarians of Citrus County, Florida, had what seemed like a modest wish: a digital subscription to the New York Times. For about $2,700 annually, they reasoned, they could offer an easy way their roughly 70,000 patrons to research and catch up on the news.

But when their request came before the Citrus County Commission last month, local officials literally laughed out loud. One commissioner, Scott Carnahan, declared the paper to be “fake news.”

“I agree with President Trump,” he said. “I will not be voting for this. I don’t want the New York Times in this county.”

In a move that is now generating intense online backlash, all five members of the commission agreed to reject the library’s request. The discussion took place on Oct. 24, the same day when the Trump administration announced plans to cancel federal agencies’ subscriptions to the Times and The Washington Post. While there’s no apparent connection – the Citrus County meeting began several hours before the Wall Street Journal broke the news of the new edict – the controversy unfolding in central Florida highlights how politicians nationwide are parroting the president’s disparaging rhetoric about the media.

While the Citrus County Commission is technically nonpartisan, the area, located amid the swamps and springs north of Tampa, is deeply conservative. At the Oct. 24 meeting, the proposal to budget several thousand dollars for a Times digital subscription was met with immediate disapproval and suspicion.

“Do we really need to subscribe to the New York Times?” Commissioner Ron Kitchen Jr. asked.

The other men seated at the dais chuckled.

“I actually was going say that,” Carnahan responded. He had seconded a motion to hear the item only so that they could have a discussion about the Times, he said, volunteering his opinion: “I don’t agree with it, I don’t like ’em, it’s fake news, and I’m voting no.”

Suggesting that a lack of resources wasn’t the problem, Carnahan said that the library could take the thousands of dollars that an institutional subscription to the Times would cost and ″do something else with it.” And community members who really wanted to read the paper could simply sign up for home delivery. “I support Donald Trump,” he concluded.

Flanked by a county flag depicting frolicking manatees, all four commissioners who were present agreed to turn down the request. When a fifth commissioner, Jimmie Smith, returned to his seat and learned what he had missed, he took no issue with denying the library funding.

“Why the heck would we spend money on something like that?” asked Smith, a former Republican state representative.

 

Masha Gessen, a Russian emigre and journalist, always has interesting commentaries on U.S. politics.

In this New Yorker article, she writes about Mark Zuckerberg and his flawed interpretation of the First Amendment.

In the course of the article, she reveals a startling fact. Zuckerberg is advising Mayor Pete.

Gessen writes:

What is the First Amendment for? I ask my students this every year. Every year, several people quickly respond that the First Amendment guarantees Americans the right to speak without restriction. True, I say, but what is it for? It’s so that Congress doesn’t pass a law that would limit the right to free speech, someone often says. Another might add that, in fact, the government does place some limits on free speech—you can’t shout “fire” in a crowded theatre, or say certain words on broadcast television and radio. I ask the question a third time: What is the First Amendment for? There is a pause as students realize that I am asking them to shift their frame of reference. Then someone says that the First Amendment is for democracy, for the plurality of opinions in the national conversation.

My students are undergraduates, some of whom will become journalists. Before they leave the confines of their small liberal-arts college, they will develop a more complicated view of politics and the media than the one they started with. The adult world they are entering, however, generally sticks to an elemental level of discourse. Last week, for example, the head of the country’s largest media company, Mark Zuckerberg, of Facebook, gave a nearly forty-minute lecturein which he reiterated that the right to free speech was invented so that it wouldn’t be restricted. In Zuckerberg’s narrative, as my colleague Andrew Marantz has written, freedom of speech, guaranteed by technological progress, is the beginning and the end of the conversation; this narrative willfully leaves out the damage that technological progress—and unchallenged freedom of all speech—can inflict. But the problem isn’t just Zuckerberg; more precisely, Zuckerberg is symptomatic of our collective refusal to think about speech and the media in complicated ways.

People having the power to express themselves at scale is a new kind of force in the world,” Zuckerberg said in his address. “It’s a fifth estate, alongside the other power structures in our society.” Zuckerberg was appropriating a countercultural term: beginning in the nineteen-sixties, “the fifth estate” referred to alternative media in the United States. Now the head of a new-media monopoly was using the term to differentiate Facebook from the news media, presumably to bolster his argument that Facebook should not be held to the same standards of civic responsibility to which we hold the fourth estate.

This strategy of claiming not to be the media has worked well for Facebook. On Monday, when Bloomberg broke the news that Zuckerberg has advised the Presidential candidate Pete Buttigieg on campaign hires, the story called Zuckerberg “one of tech’s most powerful executives.” CNN referred to him and his wife, Priscilla Chan, as “two of America’s most influential businesspeople and philanthropists.” Vox’s Recode vertical calledhim “the world’s third-richest person” and observed that he had become so toxic that “accepting a political donation from Mark Zuckerberg in 2020 is nowhere close to worth the money.” (The Times appears not to have covered the story for now.) Any one of these frames makes for an important and troubling story: a Presidential campaign in bed with a major tech corporation, influenced by and possibly intertwined with one of the country’s richest men—that is bad. It’s worse when one recalls Buttigieg’s attempts to go after Elizabeth Warren during last week’s Democratic debate. Warren has called for breaking up Facebook’s social-media monopoly, and Zuckerberg has referred to Warren as an “existential” threat to the company. Now imagine if it were the head of ABC or CNN or the New York Times Company who had served as an informal hiring consultant to a Presidential candidate. It would almost certainly be a bigger story and more broadly perceived as troublesome. Most of us still believe that the media are an essential component of democracy, and that a media outlet that is partisan or committed to a single candidate, but not in a transparent way, is a bad democratic actor.

Trump has no public events on his schedule today, probably clearing the decks so he and his toadies can figure out how to explain away a troubling revelation by The Washington Post: This summer, during communications with a foreign leader — one US official said it was a phone call — Trump made a promise to that foreign leader that was so disturbing that an official in the US intelligence community filed a formal whistleblower report with the community’s inspector general.

That inspector general, Michael Atkinson, concluded that the report was credible and Trump’s conversation was a matter of “urgent concern,” a level of threat that requires intelligence officials to notify Congress — specifically, the oversight committees — within seven days.

Atkinson turned the complaint over to his boss, the acting director of national intelligence, Joseph Maguire, who read the details and then refused to turn them over to Congress — apparently deciding that breaking the law to protect Dear Leader was far more important than protecting the country.

Atkinson, the IG, is testifying this morning before the House Intelligence Committee in a classified session closed to the public.

This is hardly the first time that the largemouth bass in the Oval Office has endangered national security. As recently as last October, he was using an unsecured iPhone to chit-chat with Lord knows who, calls that the Chinese and Russians eavesdropped on, freaking out intelligence officials who kept telling Trump to please knock it off.

And you may recall when the blunderbuss told two top Russian officials in the Oval Office about a top-secret intelligence operation in Syria, compromising the Israeli spy involved. And CNN reported that US intelligence officials were so worried about Trump’s loose lips that they yanked a valuable, high-level US spy out of Moscow.

And just yesterday, he screwed up again, revealing that the replacement steel fence being erected at the Mexican border is wired with sensors to detect climbers. That prompted Lieutenant General Todd Semonite, acting head of the Army Corps, to basically tell Trump to zip it: “Sir, there could be some merit in not discussing that.”

Trump also claimed that the wall was so hot, making it impossible to climb, that you could “fry an egg” on it. He then went over and touched the wall, signing it with a Sharpie. Nothing went up in smoke.

 

Mr. and Mrs. Bill Gates apparently feel they are not winning enough battles in the court of public opinion, so they have created a lobbying organization to promote their ideas in Congress and state legislatures. 

Will the Gates lobby push for Common Core? For more high-stakes testing? For more federal funding for charter schools? For evaluating teachers by the test scores of their students? For more technology in the classroom?

These are but a few of Bill Gates’ failed education initiatives. Has he learned from failure or will he use his C4 lobby to push his failed ideas even more?

Bill and Melinda Gates have launched a lobbying organization to advocate for issues in health, education, and poverty, The Hill reported on Thursday.

The Gates Policy Initiative, which was announced on Thursday, will work with lawmakers on issues such as global health, global development, moving people from poverty to employment, and education for black, Latino, and rural students. The initiative, which will be a 501(c)(4) organization under the US tax code, is independent from the Bill and Melinda Gates Foundation, the billionaire couple’s philanthropic organization.

Rob Nabors, the director of the Bill and Melinda Gates Foundation and the former White House director of legislative affairs during the Obama administration, told The Hill that the Gates Policy Initiative would work in a bipartisan way.

In an article in The Hill, Rob Nabors said the new lobbying organization would reflect the work of the foundation.

Much of what they’ve learned running their foundation will help them through the process of establishing a lobbying shop.

“Probably the most important point for us is similar to the way Bill and Melinda have approached their philanthropic giving and other things that they do. They are interested in learning what works and what doesn’t work,” Nabors said.

He said that if they are not successful in a couple of years, they will “shutter the shop and figure out what else could potentially be done.”

“I think that experimental type of approach, that innovative type of approach, is both relatively unique in this space and embedded into the DNA that Bill and Melinda bring with them,” he said.

Nabors said that when he worked in the Obama White House, his job was often described as the White House chief lobbyist.

“I’m excited to get back into the mix of talking to people specifically about the work that they are doing every day, trying to put bills together that will make people’s lives better,” he said.

He added that Bill and Melinda Gates also bring a unique lens to a lobbying shop.

“They are very data-focused so a number of the types of issues that we will be exploring and the solutions that we are exploring are based on data that we collected from programs that we funded,” he added.

 

This is a very informative, very important, and very distressing article that appeared in the Washington Post. It is a shocking account of how Congress was stripped of its staff, how its intellectual firepower was stifled by deep cuts to the Congressional Research Service, The Congressional Budget Office, and the General Accountability Office, nonpartisan sources of independent analysis that serve Congress. The author calls this “Congress’s self-lobotomy.” As Congress has grown intellectually depleted, an army of lobbyists have stepped up to fill the gaps.

In a year of congressional lowlights, the hearings we held with Silicon Valley leaders last fall may have been the lowest. One of my colleagues in the House asked Google CEO Sundar Pichai about the workings of an iPhone — a rival Apple product. Another colleague asked Facebook head Mark Zuckerberg, “If you’re not listening to us on the phone, who is?” One senator was flabbergasted to learn that Facebook makes money from advertising. Over hours of testimony, my fellow members of Congress struggled to grapple with technologies used daily by most Americans and with the functions of the Internet itself. Given an opportunity to expose the most powerful businesses on Earth to sunlight and scrutiny, the hearings did little to answer tough questions about the tech titans’ monopolies or the impact of their platforms.

It’s not because lawmakers are too stupid to understand Facebook. It’s because our available resources and our policy staffs, the brains of Congress, have been so depleted that we can’t do our jobs properly.

Americans who bemoan a broken Congress rightly focus on ethical questions and electoral partisanship. But the tech hearings demonstrated that our greatest deficiency may be knowledge, not cooperation. Our founts of independent information have been cut off, our investigatory muscles atrophied, our committees stripped of their ability to develop policy, our small staffs overwhelmed by the army of lobbyists who roam Washington. Congress is increasingly unable to comprehend a world growing more socially, economically and technologically multifaceted — and we did this to ourselves.

When the 110th Congress opened in 2007, Democrats rode into office on a tide of outrage at the George W. Bush administration and the Republican Congress, which had looked the other way during the Tom DeLay, Jack Abramoff and Duke Cunningham scandals. My colleagues and I focused our energies on exposing corruption. But we missed crucial opportunities to reform the institution of Congress. As my party assumes a new majority in the House, we confront similar circumstances and have a second chance to begin the hard work of nursing our chamber back to strength.

Our decay as an institution began in 1995, when conservatives, led by then-Speaker Newt Gingrich (R-Ga.), carried out a full-scale war on government. Gingrich began by slashing the congressional workforce by one-third. He aimed particular ire at Congress’s brain, firing 1 of every 3 staffers at the Government Accountability Office, the Congressional Research Service and the Congressional Budget Office. He defunded the Office of Technology Assessment, a tech-focused think tank. Social scientists have called those moves Congress’s self-lobotomy, and the cuts remain largely unreversed.

Gingrich’s actions didn’t stop with Congress’s mind: He went for its arms and legs, too, as he dismantled the committee system, taking power from chairmen and shifting it to leadership. His successors as speaker have entrenched this practice. While there was a 35 percent decline in committee staffing from 1994 to 2014, funding over that period for leadership staff rose 89 percent.

This imbalance has defanged many of our committees, as bills originating in leadership offices and K Street suites are forced through without analysis or alteration. Very often, lawmakers never even see important legislation until right before we vote on it. During the debate over the Republicans’ 2017 tax package, hours before the floor vote, then-Sen. Claire McCaskill (D-Mo.) tweeted a lobbying firm’s summary of GOP amendments to the bill before she and her colleagues had had a chance to read the legislation. A similar process played out during the Republicans’ other signature effort of the last Congress, the failed repeal of the Affordable Care Act. Their bill would have remade one-sixth of the U.S. economy, but it was not subject to hearings and was introduced just a few hours before being voted on in the dead of night. This is what happens when legislation is no longer grown organically through hearings and debate.

Congress does not have the resources to counter the growth of corporate lobbying. Between 1980 and 2006, the number of organizations in Washington with lobbying arms more than doubled, and lobbying expenditures between 1983 and 2013 ballooned from $200 million to $3.2 billion. A stunning 2015 study found that corporations now devote more resources to lobby Congress than Congress spends to fund itself. During the 2017 fight over the tax legislation, the watchdog group Public Citizen found that there were more than 6,200 registered tax lobbyists, vs. 130 aides on the Senate Finance Committee and the Joint Committee on Taxation, a staggering ratio approaching 50-to-1 disfavoring the American people. In 2016 in the House, there were just 1,300 aides on all committees combined, a number that includes clerical and communications workers. Our expert policy staffs are dwarfed by the lobbying class.

The practical impact of this disparity is impossible to overstate as lobbyists flood our offices with information on issues and legislation — information on which many lawmakers have become reliant. Just a few weeks ago, at the end of the session, I witnessed the biennial tradition of departing members of Congress relinquishing their suites to the incoming class. As lawmakers emptied their desks and cabinets, the office hallways were clogged with dumpsters overflowing with reports, white papers, massaged data and other materials, a perfect illustration of the proliferating junk dropped off by lobbyists.

Congress remade its committees in the 1970s to challenge Richard Nixon’s presidency and move power to rank-and-file lawmakers. Many segregationist chairmen were ousted and replaced by reformers, and committees and subcommittees were given flexibility to study issues under their purview. It’s no accident that some of the most significant legislation and oversight by Congress — Title IX; the Clean Water Act; the Watergate, Pike and Church hearings — came from this period. Congress had strengthened its pillars, hired smart people and accessed the best information available.

Following the reforms of the 1970s, the House held some 6,000 hearings per year. But eventually, the number of House hearings fell — from a tick above 4,000 in 1994 to barely more than 2,000 in 2014. On the tax-writing Ways and Means Committee, of which I am a member, oversight hearings are virtually nonexistent, as is developing legislation. We had no hearings in 2017 on the bill that would dramatically rewrite our tax code. And in the last Congress, we didn’t haul in any administration officials for a single public hearing on the renegotiation of the North American Free Trade Agreement. Assessing this state of affairs in a 2017 report, the Congressional Management Foundation noted that committees “have been meeting less often than at almost any other time in recent history.” This neglect has become the norm. Instead, leadership, lobbyists and the White House decide how to solve policy problems.

Indeed, Congress has allowed the White House to dominate policymaking. Trade is a perfect illustration. Despite our current president’s braggadocio, most Americans would be surprised to learn ultimate trade power rests with Congress. But over and over we’ve willingly, even eagerly, handed off that responsibility given to us by Article I, Section 8 of the Constitution. President Trump’s power to renegotiate NAFTA was granted by Congress, as was his power to issue tariffs, allowed under the Trade Expansion Act of 1962. I disagreed with the decision in 2015 to give President Barack Obama — a member of my own party — fast-track power to advance the Trans-Pacific Partnership. During that debate, I sat stupefied as some members of our committee sought to award not only Obama but also future, unknown executives an extended and open-ended authority to make other deals. Congress was prepared to simply abdicate our job.

Perhaps the most striking instance of political interference I’ve seen in my career occurred in the Ways and Means Committee in 2014. Then-Chairman Dave Camp (R-Mich.) had toiled for months with Democrats, Republicans and budget experts to craft a comprehensive tax reform bill. I may not have loved the final product, but I respected the process. Republican leadership killed the proposal almost immediately after it was unveiled. The reason? They wanted to deny Obama a legislative accomplishment.

For decades, nearly every piece of legislation would reach the floor via committee, but beginning in the 1990s, the rate began to drop. In the 113th Congress, approximately 40 percent of big-ticket legislation bypassed committees. Before 1994, Camp would have informed the speaker of his proposal and brought it to the floor. Now, a chairman has much less power to realize meaningful legislation. Meanwhile, longstanding House rules have essentially blocked the amendment process on the floor, meaning bills can’t be modified by members of the wider chamber.

In addition to committee weakness, House lawmakers collectively employ fewer staffers today than they did in 1980. Between 1980 and 2016, when the U.S. population rose by nearly 97 million people and districts grew by 40 percent on average (about 200,000 people per seat), the number of aides in House member offices decreased, to 6,880, and total House staff increased less than 1 percent, to 9,420.

The first lobe of Congress’s brain we can bulk back up is the Congressional Research Service. The CRS provides studies from talented experts spanning law, defense, trade, science, industry and other realms. Some of our greatest oversight triumphs — Watergate, Iran-contra, the Freedom of Information Act — were achieved with the CRS’s support. Great nations build libraries, and much of the CRS is housed in the Library of Congress’s Madison Building.

But the CRS has become a political target. In 2012, a CRS report finding that tax cuts do not generate revenue enraged my Republican colleagues, who had the report pulled and began browbeating CRS experts. According to figures supplied by the CRS, the next year, the service saw its funding cut by $5 million, nearly 5 percent, recovering to previous levels only in 2015. (The CRS did get big funding bumps in recent years.)

The Congressional Budget Office and the Government Accountability Office, crown jewels of our body that provide nonpartisan budget projections, are similarly ignored or maligned for partisan purposes. Last year, when the CBO debunked claims that the GOP tax plan would create jobs, Republicans savaged the agency instead of improving the law. It reminded one of my colleagues, Rep. Jim Himes (D-Conn.), of an episode of “The Simpsons” in which Springfield residents, rescued from a hurtling comet, resolve to raze the town observatory.

The GAO also furnishes rich information to Congress on virtually any subject. Last year I requested and obtained a study on the live-events ticket market. It was a probing report with fresh data. Former senator Tom Coburn (R-Okla.), one of the most conservative lawmakers of the past generation, praised the GAO, estimating that every dollar of funding for the agency potentially saved Americans $90. Nonetheless, from 1980 to 2015, GAO staffing was cut by one-fifth.

While I never had the pleasure of collaborating with the Office of Technology Assessment, its reputation is legendary. Like the GAO, it operated as a think tank for Congress, tasked with studying science and technology issues. The OTA was Congress’s only agency solely conducting scholarly work on these issues until Gingrich disemboweled it. Today, few members of Congress know it ever existed.

The congressional hearings on big tech showcased my colleagues’ inability to wrap their heads around basic technologies. But our challenges don’t stop at Silicon Valley. Biomedical research, CRISPR, space exploration, artificial intelligence, election security, self-driving cars and, most pressingly, climate change are also on Congress’s plate.

And we are functioning like an abacus seeking to decipher string theory. By one estimate, the federal government spends $94 billion on information technology, while Congress spends $0 on independent assessments of technology issues. We are crying out for help to guide our thinking on these emerging areas. I have backed motions to bring the OTA back to life, and I was heartened last year when the House Appropriations Committee approved funding for a study on the feasibility of a new OTA.

The creation in the House rules of a Select Committee for the Modernization of Congress in this new session is a terrific beginning — and a signal that Speaker Nancy Pelosi (D-Calif.) and Rules Committee Chairman Jim McGovern (D-Mass.) understand the importance of these issues. Providing capital and staff to the institution should be a major priority in the 116th Congress. The budgets we approve fund 445 executive departments, agencies, commissions and other federal bodies. But for every $3,000 the United States spends per American on government programs, we allocate only $6 to oversee them.

After decades of disinvesting in itself, Congress has become captured by outside interests and partisans. Lawmakers should be guided by independent scholars, researchers and policy specialists. We must recognize our difficulties in comprehending an impossibly complex world. Undoing the mindless destruction of 1994 will take a lot of effort, but with investment, we can make Congress work again.

I’m on an Amtrak train on my way to Washington, D.C., to see the new Democratic members of Congress sworn in. A friend, Donna Shalala of Miami, is one of that group. It’s a bright new day in America. The Constitution and its balance of powers is coming to life to rein in an unhinged, ignorant, vengeful President who arrived knowing nothing about government or policy and has learned nothing.

Ann Gearan of the Washington Post reported on Trumps bizarre Cabinet meeting, the first of the New Year, in which he found plenty of time to boast about himself. Bear in mind that Trump has never worked in an environment in which anyone had the power to say no to him. In his family business, he was King. For his first two years in office, no one dared challenge him, and in the rare instance where they tried, they were ousted (think Mark Sanford) or quit (think Flake and Corker).

Now the Emperor must face hostile majority in the Houseof Representatives. Democracy lives. The King is mad.

President Trump, 12 days into a government shutdown and facing new scrutiny from emboldened Democrats, inaugurated the new year Wednesday with a Cabinet meeting. It quickly became a 95-minute stream-of-consciousness defense of his presidency and worldview, filled with falsehoods, revisionist history and self-aggrandizement.

Trump trashed his former secretary of defense, retired four-star Marine Gen. Jim Mattis, as a failure after once holding him out as a star of his administration.

“What’s he done for me?” Trump said.

He claimed to have “essentially” fired Mattis, who had surprised the White House by resigning in protest last month after the president’s abrupt decision to pull U.S. forces from Syria.

And Trump, who did not serve in the military and received draft deferments during the Vietnam War, suggested he would have made a good military leader himself.

“I think I would have been a good general, but who knows?” Trump said.

Trump on Mattis: ‘President Obama fired him and … so did I’

He took credit for falling oil prices, arguing they were the result of phone calls he made to the leaders of oil-producing nations.

“I called up certain people, and I said let that damn oil and gasoline — you let it flow, the oil,” he said.

And Trump defended his push to fund his promised border wall, parrying complaints from Democrats who have called the wall immoral by remarking, “Then we have to do something about the Vatican, because the Vatican has the biggest wall of them all.”

Trump is entering his third year in the White House with his presidency at its most challenging point.

Democrats bent on investigating his administration and stymieing his agenda will take control of the House on Thursday. The thriving economy he once touted as evidence of his success is showing signs of strain, with financial markets tumbling in recent weeks due in part to worries over his policies and stewardship of the government. And his new year began with former GOP presidential nominee and incoming Utah Sen. Mitt Romney penning a harsh critique, cheered by the president’s Republican detractors, that argued Trump “has not risen to the mantle of the office.”

Trump seemed mindful of all this Wednesday as he attempted to seize the spotlight by staging an unusual Cabinet meeting that was geared more toward garnering public attention than serving as a venue for the internal deliberations of his administration.

After saying last month that he would proudly take responsibility for the government shutdown over wall funding, he sought to blame Democrats for not sticking around over the holidays to negotiate. He said he stayed in Washington because the border security debate was “too important a subject to walk away from.”

“I was here on Christmas evening. I was all by myself in the White House — it’s a big, big house — except for the guys on the lawn with machine guns,” he said.

But Trump added confusion to the debate by undercutting Vice President Pence, seated nearby, in dismissing the offer he and other administration officials made to Democrats late last month of accepting $2.5 billion for the wall.

He described the recent stock sell-off as a “glitch” and said markets would soar again on the strength of trade deals he plans this year. But House Democrats may stand in the way of the first of those, a renegotiation of the North American Free Trade Agreement, and markets have been rattled most by the tariffs Trump has imposed on China.

Trump dismissed Romney’s scathing criticism of how he’s conducted his presidency, saying Romney should be more of a “team player,” and played down the idea he could face a primary challenge in 2020.

“They say I am the most popular president in the history of the Republican Party,” Trump said.

Amid concerns within his own party about whether he will pull troops out of Afghanistan, Trump offered a discursive and somewhat inscrutable account of the fall of the Soviet Union, blaming it on the 1979 Soviet invasion of Afghanistan.

“Russia used to be the Soviet Union. Afghanistan made it Russia, because they went bankrupt fighting in Afghanistan,” Trump said.

His point was that the United States should pull out of hopeless and expensive wars, but he skipped over the many reasons for the collapse of the Soviet Union in 1991 as he held up the loss of empire as an example.

“The reason Russia was in Afghanistan was because terrorists were going into Russia. They were right to be there,” he said, breaking with the stance taken by past U.S. administrations that the invasion was an illegitimate power play against a neighboring nation. “The problem is, it was a tough fight. And literally they went bankrupt; they went into being called Russia again, as opposed to the Soviet Union. You know, a lot of these places you’re reading about now are no longer part of Russia, because of Afghanistan.”

The semblance of a traditional Cabinet meeting broke out from time to time, including when Homeland Security Secretary Kirstjen Nielsen, joining by video connection, briefed the group on the administration’s border security efforts and set the tone by claiming, “Mr. President, now more than ever we need the wall.”

Trump’s Cabinet is pocked by vacancies, as the roster of deputies and placeholders around the table illustrated.

Mattis’s formerly prominent place at the Cabinet table was occupied Wednesday by a little-known deputy, Patrick Shanahan, who mostly looked down at his notes as Trump called Syria, where more than 2,000 U.S. troops are deployed, a lost cause of “sand and death.”

Several officials in attendance interjected praise for the president at different points.

“I want to thank you for the strong stand you have taken on border security,” Pence told him.

Trump, a large poster of himself evoking “Game of Thrones” on the table before him, complained about allies and partners from Afghanistan and Pakistan to India and Germany. They don’t pay their way or expect too much from the United States, Trump said, claiming anew that he is insisting on a reboot of the old expectations about U.S. aid and military obligations.

He claimed that if he wanted to, he could have any government job in Europe and be popular there. He cast his unpopularity among European publics as a sign he is doing his job well.

He defended his controversial negotiations with North Korean leader Kim Jong Un by stating that if he had not reached out, there would have been a “big fat war in Asia.”

A second summit with Kim will happen soon, Trump predicted. He did not mention Kim’s veiled threat, in a New Year’s message, that the United States must not try his patience.

Trump’s critics and skeptics on North Korea say he lost leverage by agreeing to the first summit last year and would only lose more with another face-to-face meeting now.

The president, who frequently faces criticism for his light public schedule, also bemoaned the lack of credit he has received for what he views as the many accomplishments of his first two years.

“I have to tell you, it would be a lot easier if I didn’t do anything, if I just sat and enjoyed the presidency, like a lot of other people have done,” Trump said.

Donald Trump continues his now-established tradition of selecting completely unqualified people for important institutions, this displaying his contempt for those institutions. He did so by signaling that his choice for Ambassador to the U.N. is best known as a Fox News personality.

Over the past seven decades, some of the biggest names in American history have represented the United States at the United Nations, the most influential global institution. The congressman George H. W. Bush, who became U.N. Ambassador in 1971, went on to be President. Adlai Stevenson had already been the governor of Illinois and a Presidential candidate before he went to the U.N. Arthur Goldberg had been a member of John Kennedy’s cabinet and a Supreme Court Justice. William Scranton had been the governor of Pennsylvania and a member of Congress. Tom Pickering had a storied diplomatic career as Ambassador to Israel, Jordan, El Salvador, and Nigeria before he went to the U.N., and, afterward, was Ambassador to Russia and India. Daniel Patrick Moynihan had held senior positions in the Kennedy, Johnson, Nixon, and Ford Administrations. Henry Cabot Lodge, Jr., had been the Ambassador to Germany and South Vietnam before the U.N.; he went on to be Richard Nixon’s Vice-Presidential running mate. Before Samantha Power became U.N. Ambassador, she was the founding director of Harvard’s Carr Center on Human Rights, and won the Pulitzer Prize for her book documenting U.S. foreign-policy responses to genocide. The legendary diplomat Richard Holbrooke had brokered a peace treaty to end the Bosnian war.

Now the United States is slated to be represented by Heather Nauert, a former Fox News anchor whose experience in American diplomacy is limited to nineteen months as the spokeswoman for the State Department. It was her first job in government. President Trump made the announcement as he prepared to board Marine One for a trip to Missouri on Friday morning. “She’s very talented, very smart, very quick, and I think she’s going to be respected by all,” he told reporters.

It’s hard to think of any American nominated for the lofty post who has had less experience in navigating existential issues of war and peace. Critics had cited the outgoing U.N. Ambassador, Nikki Haley, for her limited foreign-policy experience. But as a former governor of South Carolina who served three terms in the state legislature, she was nationally recognized as a major political player, even as a future Presidential contender. Nauert is an unknown beyond the wonky halls of the State Department. “However trusted and competent the candidate, the job is not one to throw in an inexperienced-in-foreign-policy nominee,” the former U.N. Ambassador Tom Pickering told me.

Nauert is better known for her sharp elbows, tart tongue, and flippant responses during briefings at the State Department. One correspondent described her as smart—with the aid of a binder loaded with talking points—but “snippy.” She took grief from the media for her comment in June that seemed to confuse the state of U.S.-German relations during the Second World War. “When you talk about Germany, we have a very strong relationship with the government of Germany,” she said at a briefing. “Tomorrow is the anniversary of the D-Day invasion. We obviously have a very long history with the government of Germany, and we have a strong relationship with the government.”

The appointment underscores Trump’s disdain for the world body. The position—which has had cabinet status—is also reportedly being downgraded. Nauert must be confirmed by the Senate, a process that is likely to be contentious given the widespread skepticism about her qualifications. Her past experience includes reading for a major role in a Robert De Niro movie. During the Monica Lewinsky scandal, she gained fame as one of the conservative “pundettes” who pontificated about President Clinton on television. She once told the Washington Post that, at the age of sixteen, she had known that she wanted to be on television. In a profile, from 2000, the Post questioned whether she deserved even that. “Who the heck is Heather Nauert? Why, other than looking like the younger sister of another Heather (Locklear), is she on TV at all?” the critic Paul Farhi wrote. “From what well of life-shaping experiences do our anointed dispensers of video wisdom draw their opinions?”

The barbarians are inside the gates.

Radical extremists gained control of the legislature in 2010 and enacted an agenda that will intensify inequality, restrict voting rights, and crush public education. The courts have repeatedly struck down their gerrymandered districts. The Tea Party legislature enacted charter schools, including for-profit charters; vouchers; online charter schools; replaced the highly successful North Carolina Teaching Fellows program (which prepared career educators) with Teach for America; and waged war on the teaching profession.

North Carolina was once the most progressive state in the South. No more.

Author Susan Jacoby published a thoughtful article in the New York Times about the Trump administration’s full-scale attack on the “wall of separation” between church and state. The Trump administration is ignorant of the Founders’ efforts to keep religion out of the public sphere, knowing the history of Europe’s religious wars.

Here are highlights.

“Many Americans were shocked when Attorney General Jeff Sessions turned to the Bible — specifically, Paul’s epistle to the Romans — to justify President Trump’s policy of separating migrant children from their parents. This scriptural justification for a political decision should not have surprised anyone, because Mr. Trump’s administration has consistently treated the separation of church and state as a form of heresy rather than a cherished American value.

“Attacks on the wall of separation established by the founders — which the religious right likes to call “a lie of the left” — are nothing new. What has changed under Mr. Trump is the disproportionate political debt he owes to extreme religious conservatives, whose views on church-state issues — ranging from the importance of secular public education to women’s and gay rights — are far removed from the American mainstream.

“The very meaning of the phrases “religious liberty” and “religious freedom”— traditionally understood as referring to the right of Americans to practice whatever faith they wish or no faith at all — is being altered to mean that government should foster a closer relationship with those who want to mix their Christian faith with taxpayer dollars. This usage can be found in numerous executive orders and speeches by Mr. Trump and his cabinet members. Changes in language have consequences, as the religious right’s successful substitution of “pro-life” for “anti-abortion” has long demonstrated.

“Religion-related issues, especially if buried in lengthy government documents, can often seem obscure, but they dominated the news at the end of June, when the Supreme Court upheld Mr. Trump’s travel ban targeting majority-Muslim countries and struck down a California requirement that anti-abortion, state-licensed pregnancy clinics provide notice to their clients that abortion is an option. These significant rulings were immediately overshadowed by the retirement from the court of the frequent swing voter Anthony M. Kennedy, which now gives Mr. Trump the opportunity to nominate a predictable religious conservative who would most likely support the overturning of Roe v. Wade.

“While it is impossible to overstate the long-term importance of the next court appointment, Mr. Sessions and many of his fellow cabinet members offer textbook examples of the everyday perils of entangling religion with politics. Mr. Sessions’s citation of the opening verse of Romans 13, which admonishes that every soul must be “subject unto the higher powers” and that there is “no power but of God,” inflamed an already bitter debate over immigration. the White House press secretary, Sarah Huckabee Sanders, followed up with a reminder that it was “very biblical” to enforce the law. Neither went on to quote Verse 10, which proclaims, “Love worketh no ill to his neighbor; therefore love is the fulfilling of the law.”

“Many pro-immigration religious leaders, including Catholics, Protestants, Jews and Muslims, took umbrage at the biblical justification for a policy that could hardly be described as loving. Their objections, however, were based mainly on the idea that Mr. Sessions had picked the wrong verse.

“It was left to secular organizations to identify all religious rationalizations as the fundamental problem. The Center for Inquiry, a secular think tank, and the Freedom From Religion Foundation, on whose honorary boards I serve, issued strong condemnations — as did the Americans United for Separation of Church and State. Rachel Laser, president of Americans United, put it succinctly: “The separation of church and state means that we don’t base public policy on the Bible or any religious book.”

“And yet Trump administration officials have used fundamentalist biblical interpretations to support everything from environmental deregulation to tax cuts.

“Scott Pruitt, who resigned from his post as the head of the Environmental Protection Agency on Thursday, once asserted in an interview with the Christian Broadcasting Network that Americans who want stricter environmental standards are contradicting the Bible. Mr. Pruitt, a former trustee of the Southern Baptist Theological Seminary, said, “The biblical worldview with respect to these issues is that we have a responsibility to manage and cultivate, harvest the natural resources that we’ve been blessed with to truly bless our fellow mankind.” The trenchant headline recounting the interview in Baptist News read: “God Wants Humans to Use Natural Gas and Oil, Not ‘Keep It in the Ground,’ says E.P.A. Chief.”

“Many evangelical Christians do not share such theocratic fantasies. These evangelicals, like former President Jimmy Carter, are spiritual descendants of Roger Williams, who was banished from the Puritan theocracy of the Massachusetts Bay Colony and founded the first Baptist congregation in colonial America. Williams is also credited as the first person to use the phrase “wall of separation,” in a 1644 response to the theocratic Puritan clergyman John Cotton. (There should be a “wall of separation between the garden of the church and the wilderness of the world,” he wrote.) Thomas Jefferson used the expression in a famous 1802 letter to a Baptist congregation in Danbury, Conn.

“Williams is an inconvenient figure for today’s religious right, which asserts that the only purpose of the “wall of separation” was to protect religion from government — not government from religion. That was true in early colonial America, but the other side of the equation was well understood by the time the Constitution — which never mentions God and explicitly bars all religious tests for public office — was written. Destructive religious wars in 17th-century Europe, among other factors, had led many Americans to the realization that governments could indeed be threatened by a close identification with religion…

“Ben Carson, the secretary of housing and urban development and a devout Seventh-day Adventist, has described commitment to the separation of church and state as “crap,” prompted by “political correctness.”

“At a December cabinet meeting, Dr. Carson, a retired neurosurgeon, was asked by Mr. Trump to say a prayer thanking God for the recently passed tax cut bill. Mr. Trump also took a jab at the press pool and said, “You need the prayer more than I do, I think.” Speaking to Dr. Carson, he added: “Maybe a good prayer and they’ll be honest, Ben.” Dr. Carson responded by thanking the Almighty for a “courageous” president…

“Last but not least is Education Secretary Betsy DeVos. Ms. DeVos, raised as a strict Calvinist, has devoted much of her life to promoting private and religious schools over public education. She is particularly proud that last year’s tax bill expanded the education savings accounts known as 529s so that they can now be used to pay for private schools, starting from kindergarten.

“In May, Ms. DeVos visited New York City, which has the largest public school system in the country. She did not inspect a single public school. Instead, she stopped by two Orthodox Jewish schools and spoke at a fund-raiser where she was introduced by Cardinal Timothy Michael Dolan. In her speech, she expressed support for tax credits to help pay tuition for private schools.

“While applauding state initiatives to aid these schools, Ms. DeVos opposes any federal program that would create a new bureaucracy. That is not enough for Cardinal Dolan, who wants federal money (presumably because he knows that New York is unlikely to divert more taxpayer dollars to private schools).

“Some states will need more prayers and more action than others to bring about needed changes,” Ms. DeVos acknowledged.

“As someone who believes that the separation of church and state provides equally needed protection for government from religion and for religion from government, I am grateful that laws speak louder than prayers — and take longer to craft on this earthly plane.”

 

Shaina Cavazos writes in Chalkbeat that Indiana has pushed back by two years its decision to require all high school students to take a college entrance exam. 

Neither the ACT nor the SAT are designed to measure high school students’ academic progress, and they are not even the best measure of student readiness for college (the four-year GPA is better than either of the tests).

ACT and SAT should oppose this blatant misuse of their tests, if they care more about integrity and professional ethics than profits.

The state is also confused about which standardized test to use in 3-8. Should they use the Common Core-aligned Pearson test? Didn’t Trump say CCSS was a disaster? Where does Pence stand?

”Lawmakers were expected to approve a House bill proposing Indiana use a college entrance exam starting in 2019 as yearly testing for high schoolers, at the same time state works to replace its overall testing system, ISTEP. But the start date for using the SAT or ACT was pushed back from 2019 to 2021, meaning it’s unclear how high schoolers will be judged for the next two years.

“This is the latest upheaval in testing as the state works to replace ISTEP in favor of the new ILEARN testing system, a response to years of technical glitches and scoring problems. While a company has already proposed drafting exams for measuring the performance of Indiana students, officials now need to come up with a solution for the high school situation. ILEARN exams for grades 3-8 are still set to begin in 2019…

”It’s just the latest road bump since the legislature voted last year to scrap ISTEP and replace it with ILEARN, a plan that originally included a computer-adaptive test for grades 3-8 and end-of-course exams for high-schoolers in English, algebra and biology. Indiana is required by the federal government to test students each year in English and math, and periodically, in science.

“The Indiana Department of Education started carrying out the plan to move to ILEARN over the summer and eventually selected the American Institutes for Research to write the test, a company that helped create the Common-Core affiliated Smarter balanced test. AIR’s proposal said they were prepared to create tests for elementary, middle and high school students.”

Fourteen states are now using college entrance exams to assess high school students, even those who want to enter the workforce, not go to college.

Perhaps Indiana should hire Duane Swacker to explain to lawmakers that the standardized tests are not reliable or valid measures of student learning. Or they might read Harvard Professor Daniel Koretz’s “The Testing Charade: Pretending to Make Schools Better.”
