Funnily enough, both John Thompson and Peter Greene wrote about Oklahoma’s education chief, Ryan Walters. He seems to be in the news a lot.

Peter Greene wrote:

Education Dudebro Ryan Walters has been subpoenaed by House members of his own party to explain what the hell is going on in the department of education under his leadership.

Once upon a time, Walters was a history teacher, and pretty good it by many accounts. But his trek to the higher levels of Oklahoma politics has been accompanied by lurch into MAGAville, where he somehow became a chosen buddy of Governor Stitt. That’s despite the fact that he mismanaged a bunch of federal relief funds in an attempt to boost vouchers. He tried to make an example out of a school librarian who let students, you know, read books.

Once Walters was elected to the State Superintendent spot, he made it clear that his brand would be culture war baloney; one of his first acts was to take down the Oklahoma Educators Hall of Fame pictures, and when folks protested, he offered a statement:

All the photographs will be sent to the local teachers’ unions. When my administration is over, the unions can use donor money and their lobbyists to take down photographs of students and parents and reinstall the photographs of administrators and bureaucrats.”

Walters drew headlines for moves like explaining that the Tulsa Race Massacre was not about race. He called the teachers union a “terrorist organization.” He also proposed a host of rules for restricting reading, mandatory outing of students, searching out the dread CRT, and backing it all up with threats to take away a district’s accreditation if they dared to defy him.

By February, Rep. Mark McBride of the Education Committee was ready to “put this gentleman in a box” and “focus on public education and not his crazy destruction of public education.”

Things have not improved since. Walters has tried to push school prayers, the proposed religious charter school, and a variety of other hard right christianist supremacy noises.

But while Walters’ ideological activism may draw the headlines, there also seems to be a problem with basic competence in the job.

Employees have been fleeing the department–80 gone by September. In May, one departed whistleblower said that Walters office had simply failed to follow through on millions of dollars in federal grant money. Terri Grissom estimated between $35 and $40 million hasn’t been given to districts to spend, and uncounted other millions hadn’t been applied for at all. And Grissom says that Walters simply lied to legislators about the state of grants. This fall, districts have discovered that Walters’ office has somehow gummed up the works so badly that millions in federal grants are not getting to the schools where they could do some good.

Another resignation came from Pamela Smith-Gordon, a handpicked Walters ally who left out of frustration with the lack of leadership. She sent an angry letter that said in part:

While desperately wanting to support you, the lack of leadership and availability within our own OSDE is impossible to ignore. If your physical presence is not required for leadership, then the question arises as to why the position exists with a salary attached to it.

The lack of Walters physical presence in the office has been a recurring theme. Reported Rep. Jacob Rosencrans

We’re hearing from folks that are looking in and they’re all saying the same thing. Ryan Walters isn’t there. I talked to someone who is a constituent of mine who said that he is not a mean guy. He is always there with a handshake and a smile, but he is never there, literally.

In response to Smith-Gordon’s departure, McBride (who is an actual Republican) said, “I really don’t know what’s going on over there. Nobody does. There is some lack of transparency.”

Walters’ department, which regularly cranks out Trump-style PR about how Walters is “driving change in education for Oklahoma students like never before” doesn’t just stonewall the legislature–they thumb their nose at it. When McBride made a second request for certain basic information from the department, Walters’ top advisor Matt Langston sent a note–which someone slipped under McBride’s office doors–saying “Fool me once, shame on you. Fool me twice, shame on me.” (Fun fact: Langston allegedly lives in Texas.) In another response was a letter from Langston, on OSDE letterhead, calling McBride a “whiny Democrat.

In response to this petty dickishness, House Demnocrat Mickey Dollens proposed the “Do Your Job Act” aimed directly at Walters and his department. Well, he’s a Democrat, and angry at that.

But McBride and House Speaker Charles McCall and Rep. Rhonda Baker are GOP, and they signed off on the subpoena to get Walters to show up and answer some questions, including details –but not to the legislature. In interviews, McBride just sounds tired and frustrated.

“If there’s nothing there, show me,” said Rep. Mark McBride, ( R) House Education Budget and Appropriations Chair. “There’s no ‘I gotcha’ question’ here. It’s just questions about public education that any appropriator would ask.”

McBride says he tried to work with Walters and his chief policy advisor Matt Langston, but after many requests for basic information were left unmet, he says he had no other option but to issue the subpoena.

And McBride’s more formal statements don’t seem aimed at grinding axes.

As Chairman of the Appropriations and Budget Education Subcommittee, I am constitutionally bound to ask questions and statutorily entitled to have them answered of the leadership of the legislatively appropriated OSDE. As those questions have not been answered, and no voluntary answer is forthcoming, I have exercised my power as chairman to subpoena the superintendent to produce the records and communications requested by the committee. Where taxpayer money is concerned we must be diligent. The time for playing political games is over, and the time for answers is at hand.

Walters’ office has responded with its usual grace. Langston has called McBride a liar. And after initially not responding to the subpoena, Walters decided to give an “exclusive” to Fix affiliate Fox23, in which he said stuff like this:

It’s disappointing to see some folks in my own party decided to sell their souls for 30 pieces of silver from the teachers union, but I’m never going to stop or back down. I’m going to keep fighting for the parents of Oklahoma [and] the tax payers of Oklahoma. Your kids are too important. The future of this state is too important,

He also claims that his has been the “most transparent” administration. And he touts his “town halls,” some of which have been pretty contentious. And while Walters has often pointed to his meetings with superintendents around the state as a sign of his outreach and transparency,a survey of superintendents found that 150 of the 190 who responded had met with him exactly zero minutes. A touted Zoom meeting was about 15 minutes long, superintendents were not allowed to speak, and no questions were answered. They reported a “continued silence.” And they report that Walters’ culture war concerns do not reflect the day to day issues they actually deal with in the real world. From an NPR story:

Matt Riggs is the superintendent of the small, rural district of Macomb. He said Walters’ portrayal of schools is like a “caricature… so far outside of what is real.”

“What he has done through his entire approach to public life, from what I’ve seen, is create dragons for himself to slay,” Riggs said. “Do we have students here that, you know, some may identify in different ways? I’m sure we do. But our charge is to try to make those students’ lives better. Our charge is not to make them part of some kind of political conversation.”

Riggs said those dragons — leftist indoctrination, pornography pushing, terrorist teachers’ unions — just don’t exist. In a high-poverty area like Macomb, there are real problems, but Riggs says he doesn’t see a point in bringing those issues to Walters.

But the legislature sees a point in bringing Walters to address those issues. He might even have to explain his desire to slay his imaginary dragons instead of getting school districts the support they need and that their taxpayers deserve.

In the end, the worst thing about Walters may not be his Trumpian bombast, his thirst for media attention, his obsession with culture wars, or his ideological certainty that he need answer to nobody. The worst thing about Walters may be that he won’t actually do the job for which he campaigned so hard. Is incompetence worse than intolerance? I’m not sure even a legislative hearing can determine that one, but Walters is both, and that’s bad news for the children of Oklahoma.

Walters has till January 5 to answer the subpoena. Mark your calendar.

In Bucks County, Pennsylvania, voters elected a new school board pledged to reverse the policies of their Moms-for-Liberty style predecessors. That meant ending censorship of library books and ending the ban on gay-friendly displays, among other things. The old school board gave the retiring superintendent a $700,000 going-away gift; the new one is trying to recover the gift.

The Philadelphia Inquirer reported:

The new Democrat-controlled Central Bucks school board moved quickly Monday to roll back some of its GOP-led predecessors’ most controversial actions — from suspending policies restricting library books to authorizing potential legal action into the former superintendent’s $700,000 payout.

What shape the new board’s actions will ultimately take isn’t yet clear. The board’s new solicitor, for instance, said earlier Monday that he needed to learn more about the separation agreement reached between the prior board and now-resigned superintendent Abram Lucabaugh before pursuing a lawsuit.

But the crowd that lined up outside the Central Bucks administrative building to witness the swearing-in of new members Monday was ready to celebrate regardless — cheering new leadership after what numerous speakers described as two years of “chaos,” bookended by highly contentious, big-money elections.

Republicans who cemented their majority in 2021 enacted bans on teacher “advocacy” in classrooms — including the display of Pride flags — and “sexualized content” in library books, and faced a federal complaint alleging the district had discriminated against LGBTQ students.

But Democrats swept the Nov. 7 school board elections — as they did in a number of area districts where culture-war issues had dominated debate.

“Two years ago, I stood in this room a broken woman,” said Silvi Haldepur, a district parent. But “this community banded together and stood up against the hate.”

Keith Willard, a social studies teacher, told the board it was “incredibly difficult” to work for the district when the previous board had “actively marginalized people” and pushed the “belief that staff are indoctrinating kids.”

“What I ask of this board is that you help steer the ship… and return the stewardship to the people that do the real work every day” — teachers and staff, said Willard, who drew a standing ovation.

The room again broke into applause as the board voted to suspend the library and advocacy policies,as well as a policy banning transgender students from participating in sports aligned with their gender identities — a measure the former board passed at its final meeting in the wake of last month’s elections.

John Thompson, historian and retired teacher, wonders whether Ryan Walters, the state superintendent of schools, will at last tell the truth when he is in court? He’s been telling so many lies lately that it’s hard to know if he is aware of the difference between truth and lies.

Thompson writes:

In Oklahoma and across the nation, hate mongers like Oklahoma State Superintendent Ryan Walters have been willing to speak any falsehood they want, portraying them as political narratives, which are legal, even when they are lies. But if Walters repeats false claims when testifying in court, his lies could backfire.

Walters is facing lawsuits for wrongly firing Department of Education employees. One employee, the director of grant development, disproved Walters’ claim that, ‘We have applied for millions and millions of grants since I took office.’” She explained, “We have not applied for one single grant. That was a blatant lie.”

Moreover, State Auditor Cindy Byrd alleged that millions of COVID-19 relief money were misspent by Walters’ department, and the “Oklahoma Attorney General Gentner Drummond said he won’t rule out criminal charges against some state leaders after a report alleged misspending of COVID-19 relief money.A.G. Drummond also has “described what was found as a pervasive culture of waste, mismanagement and apparent fraud. What concerned him the most was the mishandling of money that had been allocated for education expense accounts and tuition assistance programs.”

Walters also used state money to fund an inflammatory anti-union video which he called a “public awareness campaign” about teachers’ unions (which he labels as a “terrorist organization.”) As these investigations continue, Walters has doubled down on falsehoods such as testifying to Congress that the Tulsa Public Schools “maintains an active connection with the [Chinese government] through a program called the Confucius Classroom.”

But what is Walters doing now?

This week’s breaking news includes echoes of past lies. For instance, the Oklahoma Voice reports that the newly appointed Education Secretary Katherine Curry “said she resigned from her position after three months because the state superintendent’s administration limited her oversight of his agency.” Curry “said she repeatedly asked for financial documents showing how the agency budgeted and spent money, but the Oklahoma State Department of Education never provided them.” Curry said Walters’ refusal to respond was “‘100%’ the reason for her resignation.”

Second, two of the five state and federal suits by dismissed employees have gone to court. It is possible that he will be found accountable for both, his official role, and actions as an individual. 

Third, as the Oklahoman reports, after being fined for 14 cases of failure to report campaign donations, Walters now faces a possible fine for failure to report a donation from the 1776 Project PAC. The donor “says on its website it is ‘committed to abolishing critical race theory … from the public school curriculum.’” And his “amended pre-general election report still lists more than a dozen donors with an “x” before the last names, a mistake that prevents accurate searches of his contributions.”

The week’s fourth story may help explain Walters’ continuing lies and allegedly fraudulent behavior. He announced: 

“I fully stand behind President Trump, and I am excited to see him dismantle the Department of Education,”

“President Trump will be able to end radical indoctrination in our schools,” Walters said. “This woke ideology will be driven out of our schools. This cancer that is the teachers union will be driven out of our schools, and parents will be put in charge of their kids’ education.”

Finally, Jennifer Palmer reports that “the state Education Department is looking to hire someone to manage national media appearances, raising concerns the agency would be boosting Superintendent Ryan Walters’ national profile at taxpayer expense.” She adds:

A firm is being sought to provide print and digital op-eds to national outlets, coordinate national events and appearances for executive staff, write speeches and handle some communications. Records show the department wants a minimum of three op-eds, two speeches and 10 media bookings per month

Palmer explains that some Oklahomans have responded that “the public shouldn’t have to pay for Walters’ political ambitions.” But we shouldn’t overlook the costs to people across the U.S. They may have to deal with a new level of Walters’ propaganda.

The chaos continues in the Houston school district, under the addled leadership of Mike Miles, the state-appointed superintendent. Another principal was pushed out, along with several staff members. No reason was given. Several hundred teens and parents demonstrated outside the school to protest the sudden dismissals of tested school leaders.

Sam Gonzalez Kelly wrote in The Houston Chronicle:

Families and staff at Eastwood Academy High School were informed Tuesday that their principal and several other staff members were pulled from the East End school after an investigation by the district into “incidents at the campus.”

Principal Ana Aguilar’s removal was announced in an automated phone call from HISD Central Division Superintendent Luz Martinez, who said that the change was being made to “ensure a high-quality education environment.” A district spokesman added in a statement that “HISD takes student safety in our schools very seriously,” and that Aguilar and other staffers were removed “after an investigation into incidents at the campus.”

An assistant principal, a counselor and a librarian were also relieved of their duties, according to one teacher at Eastwood, who asked to remain anonymous for fear of retribution. An HISD spokesman declined to elaborate on the “incidents” in question or provide further comment.

The news immediately sent waves of outrage and confusion rippling through the tight-knit Eastwood community, whose members were unaware of any incidents that would spark their principal’s removal. Aguilar did not immediately respond to a request for comment.

“It’s very frustrating, Eastwood is a wonderful school,” said Miranda Gonzales, a parent of an Eastwood student. “There’s no reason for the principal to be removed, Eastwood isn’t (in Miles’ New Education System). It’s ridiculous, it’s insanity and none of us know what’s going on.”

Eastwood, a school of fewer than 400 students in Houston’s East End, received an A rating from the Texas Education Agency on its latest evaluations. Aguilar joined the campus in 2022 after spending three years as principal at Robinson Elementary School, where she won a First Year Principal of the Year Award at what was an Achieve 180 campus in the east region of the district.

Aguilar’s removal is the latest in a string of shakeups at HISD schools, where at least nine other principals have been replaced without much in the way of explanation given to families or staff. The principal at Middle College High School at Houston Community College’s Felix Fraga campus, also in HISD’s Central Division, was removed less than a week ago. The principal at Cage Elementary and Project Chrysalis Middle School, many of whose students go on to attend Eastwood Academy, was replaced during the first week of school this year.

Yesterday the new Miles leadership removed the principal of Wisdom High School and most of its top administrators. Wisdom’s students are mostly non-English-speakers.

Michael McDonough retired last year after more than 30 years as a teacher, principal and administrator in the Houston Independent School District. He has spoken to many of his former colleagues, and they have described a “culture of fear” created by state-imposed Superintendent Mike Miles. McDonough is speaking out because he is free to do so. He can’t be fired. This article appeared in The Houston Chrinicle.

McDonough writes:

For over 30 years, I served the Houston Independent School District in a variety of capacities, including teacher, coach and administrator. I worked as a secondary principal for 18 years across three different campuses Pin Oak Middle School, and Westside and Bellaire High Schools and was recognized for excellence in leadership multiple times. I retired from HISD last year, before the state takeover, after a public disagreement with the previous administration.

I still care deeply, though, for the district and its students and teachers. As a resident of the district, I had hoped for the best with our new superintendent, Mike Miles. But that’s not what I’m seeing.

One of the most important leadership lessons I’ve learned is that an organization is in trouble when its most passionate people grow quiet. Through my conversations with former HISD colleagues, it has become clear to me that under Miles, a culture of fear prevents them from speaking up about valid concerns…

The current state of the district is not sustainable. In addition to HISD’s documented financial challenges, it’s short on an even more critical commodity: human capital. Similar to other districts, we simply do not have enough great people.

You can’t fire your way to improvement, and causing employees to flee isn’t much better. Instead, we should commit our scarce resources toward growing and strengthening our best people, and make our decisions based on what serves them. That is the surest path to excellence and a high-performance culture.

Experience has taught me that to keep our best people, a fair salary is a must. But that’s not enough. The leader we need now must understand all the facets of a high-performance culture, one that empowers teachers to create a safe, inclusive, and supportive environment for students. This same high-performance culture provides spaces for teachers to experiment, innovate, and reflect on their practice so they can continue to develop. The current administration’s one-size-fits-all approach fails in each of these areas.

John Thompson, historian and retired teacher in Oklahoma, is appalled by the spread of a culture of lying. The state’s superintendent of schools is a textbook example of a man who lies openly, repeatedly, and without shame.

As the New York Times’ Peter Wehner wrote, “The first hours of the Trump presidency began with a demonstrable lie, when Mr. Trump, his press secretary and his closest advisers lied about the size of his inaugural crowd, photographic evidence to the contrary be damned.” Since then, state and federal officeholders, as well as Trump voters have become shockingly comfortable with “alt facts,” but as cases are heading to multiple courts, brazen falsehoods which have been portrayed as political narratives that are legal, even when they are lies, will become violations of law. Oklahoma’s State School Superintendent Ryan Walters is likely to become one case study in such transitions.

Walters is facing federal lawsuits for wrongly firing Department of Education employees. That was a blatant lie.”

The Oklahoma Ethics Commission fined Walters $7,800 for filing late campaign reports 14 times. Most importantly, the state auditor alleged that $30 million of COVID-19 relief money was misspent by Walters’ department, and the “Oklahoma Attorney General Gentner Drummond said he won’t rule out criminal charges against some state leaders after a report alleged misspending of COVID-19 relief money.”

Moreover, Walters’ promotion of lies (that presumably were not illegal) by Libs of TikTokand other rightwingers likely contributed to bomb threats to Tulsa-area public schools. As the top Democrat in the Oklahoma Senate said, she supports her House colleagues’ request for an impeachment investigation because, “These threats are a direct result of reckless rhetoric and must be addressed.”

Then, as KGOU reported, “Walters put TPS (Tulsa Public Schools) in the national spotlight for participating in the Chinese language program Confucius Classrooms, which has indirect ties to the Chinese government.

It’s hard to understand how anyone could believe Walter’s narratives, especially Sen. James Lankford, R-Oklahoma City, who “is one of 18 members of the U.S. Senate who have called for an investigation into educational ‘funds from hostile foreign governments flowing into America’s K-12 schools.’” Lankford asserted “The CCP is the greatest threat to America’s security today,” and “The CCP’s involvement in the K-12 education system further demonstrates how far the Chinese government is willing go to expand its influence and promote its authoritarian agenda.”

But Walters’ recent stunt, testifying before Congress, should prove that he is willing to tell virtually any lie, defend it, and at least temporarily, convince some or many (or most?) Republican legislators to believe it. As the Oklahoman reports:

“Walters has often equated the nonprofit with the Chinese Communist Party and accused Confucius Classrooms of being part of a propaganda campaign by the party.

“He and the state Board of Education voted in August to require all Oklahoma school districts to report any foreign funding. Walters urged Congress and the state Legislature to prohibit schools from receiving funds from hostile foreign governments.”

Then, he testified to Congress, “We must protect our kids and not allow a hostile foreign government to indoctrinate them.”

In fact, as the Tulsa Public Schools replied:

All costs that related to the Confucius Classroom Coordination Office amounted to $6,240 over the 2022-23 school year. That included the price of the teacher’s training and travel, classroom supplies, cultural supplies and food for students.

The superintendent and founder of the Texas charter school which trained the Tulsa teacher, “Eddie Conger, drove to Oklahoma City to reiterate that to Walters and the Oklahoma State Board of Education during the board’s meeting Thursday. ‘I just want you to know that I’ve not sent any money to Tulsa Public Schools, not one dime,’ Conger said while speaking in public comment at the meeting. ‘I would have, but they said no.’”

Then, as reported by the Oklahoman, Walters testified to Congress on Sept. 19 that the ‘district maintains an active connection with the [Chinese government] through a program called the Confucius Classroom.’ But TPS says it ended its contract nearly a month before, on Aug. 25.”

It was reported by State Impact that according to:

Email correspondence obtained by State Impact between TPS and the State Department of Education, the district made the department aware of the contract termination the week before Walters testified otherwise, on Sept. 15. The department had asked for the information on Sept. 7.

Once upon a time we believed “A lie is a lie.” It’s been four decades since Ronald Reagan proclaimed, “The nine most terrifying words in the English language are “I’m from the government and I’m here to help.” Since then, the Rightwing has been extremely successful in undermining public services by telling big lies, arguing that what we now call “alt facts” may not be true but that’s just politics.

But as rightwingers ranging from hate mongers like Ryan Walters to Trump have been willing to speak any falsehood they want, they seem to be forgetting the legal danger of spinning their tales under oath. As long as they keep repeating false claims, it seems inevitable to me that their habits of repeating concrete and documented lies will backfire in court.

Governor Greg Abbott and his State Commissioner Mike Morath hand-picked Mike Miles as Houston’s superintendent, based on the alleged failure of one school, Wheatley High School. In fact, Wheatley had made significant progress and was no longer a “failing” school, and HISD was a B-rated district.

Nonetheless, the state took control of HISD, ousted the elected board and a well-qualified superintendent. Mike Miles took control with a puppet board, charged with “fixing” 28 schools. The 28 quickly turned into 85 schools, all required to submit to Miles’ authoritarian “New Education System.” He pledged to leave the district’s other 190 schools alone. Miles has never been a teacher or a principal. His tenure as superintendent in Dallas was cut short after multiple controversies.

Now, teachers and parents in HISD are alarmed to see Miles’ NES overflowing into schools that were not mandated to adopt it and did not volunteer to adopt it.

Houston ISD English teacher Karen Calhoun enjoyed short-lived relief this summer when her principal at Askew Elementary School opted not to join the dozens of campuses getting overhauled by the district’s new superintendent, Mike Miles.

Despite the decision, Calhoun has watched in recent weeks as her beloved school seemed to morph into a version of the turnaround initiative, known as the “New Education System,” that she hoped to avoid.

Less than a week before classes began, Askew’s principal told reading and math teachers they had to use the same curriculums as NES schools, Calhoun said. The principal also directed all staff to check that students understood the lesson every four minutes or so using “multiple response strategies” — the same techniques that teachers at NES schools are required to use, Calhoun said.

The orders deflated the spirits of many teachers at Askew, a B-rated campus on Houston’s west side, she said.

“The bulk of our teachers have taught 10-plus years. So that means that everybody in that room pretty much knows what they’re doing,” Calhoun said. “You can do multiple strategies in a lesson, but it’s authentic, it’s not mandated. It’s not like, ‘Every three minutes you have to do something. Every four minutes you have to do something.’”

One month into HISD’s school year, significant curriculum and instructional changes have crept into campuses that were supposed to be exempt from Miles’ overhaul, teachers and families at 15 non-NES schools told the Houston Landing in recent weeks. The new practices appear to contradict comments made earlier this summer by Miles, who said he planned to largely leave most schools to operate as they were while he transformed 85 other campuses under the NES umbrella.

In interviews, the educators and parents said many of the changes they’re seeing include elements initially advertised as only for NES schools. Thirteen of their 15 schools scored A or B ratings under the state’s academic accountability system in 2022.

For teachers, the new requirements include removing classroom decor, writing daily lesson objectives on whiteboards at the front of the classroom and repeatedly incorporating the every-four-minute learning checks into their lessons.

In addition, principals leading nearly two-thirds of non-NES schools are choosing to use new reading and math curriculums, Amplify and Eureka, that are mandated in the overhauled campuses, HISD officials confirmed Thursday. Educators at those schools must use the teaching practices recommended by the curriculum providers, such as a daily quiz, called a Demonstration of Learning.

“It sure does feel like NES,” said Melissa Yarborough, an English teacher at the non-NES Navarro Middle School, who now has to use the new curriculum after her principal chose to adopt it this year. “If you don’t get to that Demonstration of Learning by the time you’re supposed to get to it, then that administrator is going to be telling you your pacing is wrong.”

Peter Greene reported the story of West Bonner, Idaho, where a far-right, anti-public school group won control of the school board and began to mess with curriculum and books and to hire a totally unqualified superintendent. When two of the extremists were recalled, the unqualified superintendent remained in place. What will the voters do in Bovember, when they have a chance to restore control to people whose chief interest is the students and the schools?

Greene writes:

The saga of the West Bonner School District and its completely unqualified and unlicensed superintendent continues, with more twists and turns and fairly spectacular dysfunction.

The board had hired Branden Durst, a noisy political wanna-be with a checkered past and zero qualifications, to be superintendent. But his highly unusual contract depended on his procurement of an emergency superintendent certification, and the state board decided that A) he met zero of the qualifications and B) they didn’t have the power to do that anyway.

Some of the story echoes other districts where a conservative group managed to commandeer the school board. People simply became complacentabout board elections, not paying attention to what the board was up to, or not bothering to vote because they assumed the reasonable candidates were shoo-ins.

In the case of West Bonner, the Idaho Freedom Foundation, yet another of those far right groups that wants to do away with public schools entirely, pounced. Dropped textbooks and a curriculum replaced with the far right Hillsdale curriculum and a defeated levy to fund things like books and salaries–those were the prelude to installing Durst as superintendent.

Now, you might think that would be the end of the story, but you’d be wrong.

About the time Durst was hired, a recall effort was under way to remove two of the most right wing board members. Despite any number of nasty tricks, the recall succeeded at the beginning of September. Those seats will be filled in November, but in the meantime, Durst and the board have tried some last minute antics, like moving to dissolve the school board at a board meeting scheduled at the last minute for a Friday evening of a three day weekend. It took a court ordered injunction to stop that nonsense.

The recall has created another problem. It leaves three board members, which means all three must be present to conduct business, and one member, the other third of the conservative coalition, decided not to attend last week’s board meeting, which would have been the first since the state board said that there is “no path” for Durst to become credentialled to fill a superintendent spot. But with only two members present, the meeting was canceled for lack of a quorum.

That means, among other things, that Durst is still in the superintendent’s post and that the district, not the state, will have to pay his salary. One would think he can’t be superintendent on account of, you know, being unqualified and uncredentialed, but Durst has other thoughts.

“But, Durst told KREM 2 he still is the superintendent.

“They don’t make the law,” Durst said. “They aren’t the law. How many people could say that? That they don’t have to follow the laws of Idaho.”

The state board’s action, says Durst, was “pretty discriminatory.” Durst says a lot of things, although nothing about what, other than his ideological bent, qualifies him to be a school superintendent.

There’s a lot riding on the next election for West Bonner, but folks are awake and paying attention now. We’ll see what the next chapter holds.

In true Broadie style, Houston Superintendent Mike Miles removed two elementary principals only days before the start of school. He started his job of “reforming” the Houston public schools in June, so he obviously did not observe either of them. This is disruption to the max. Teachers and parents learned about this abrupt action through an automated phone call.

Parents and teachers at Stevens say they were “blindsided” by the announcement, which was made via an automated phone call.

“This unexpected and impersonal communication from the district caused immediate anxiety, confusion and fear, not just for me personally but among hundreds of parents,” said Adam Chaney, the parliamentarian for Stevens’ Parent Teacher Community Organization.

“Our community deserves clarification immediately. We are two days away from ‘Meet the Teacher,’ the whole campus is going to be present, and then Monday morning is the start of school,” Chaney said. “It’s become increasingly difficult to avoid interpreting this chaotic situation through the lens of this controversial takeover.”

HISD officials declined to comment further or provide a reason for the reassignments, saying that the district cannot comment on ongoing personnel matters. The call Stevens parents received Wednesday acknowledged that “the change may feel abrupt,” but that it had “become clear that this change is necessary to ensure Stevens Elementary students start the year off well with access to high-quality instruction on day one that meets their needs and supports increased academic outcomes on the campus…”

Trent’s abrupt removal has led members of the Stevens community to speculate that she was reassigned because she did not opt in to Superintendent Mike Miles’ New Education System earlier this summer.

One teacher, who asked to remain anonymous for fear of retaliation, said Trent resisted pushes from the HISD central office to become an NES-aligned school, which would have seen many of Miles’ most sweeping and controversial reforms implemented at Stevens.

Miles also disbanded the HISD team of autism specialists who served schools throughout the district.

While browsing through some old posts, I stumbled upon this one, which is a story that appeared in the Dallas Morning News in 2012, shortly after Mike Miles took charge of the Dallas public schools. It gives valuable insight into Mike Miles’ thinking. Miles was appointed to lead the Houston Independent School District by State Commissioner Mike Morath after the state of Texas took control of Houston, fired its elected board and their superintendent. Miles is a military man who learned about education at the Broad Academy. Military men give orders; so do Broadies.

Please note that nothing in Miles’ goals addresses early childhood education, class size, medical clinics, or nutrition. Miles believes in metrics, the coin of the conservative, neoliberal realm.

Dallas ISD Superintendent Mike Miles outlines ambitious plan to help make district one of the nation’s best

Mike Miles not only wants to boost graduation rates but also wants to see more high school graduates go straight into the workforce. To achieve that, he wants to create a “career-ready” certificate that would give eligible students priority for entry-level jobs at area businesses.

 

Dallas ISD Superintendent Mike Miles on Thursday unveiled a slew of ambitious goals, proposals and recommendations designed to turn around the school district and make it one of the nation’s best.

In his first presentation to trustees as the district’s new leader, Miles spent nearly two hours laying out his vision for the district in a presentation that both excited and overwhelmed the board members.

Under the plan, teachers would be under more scrutiny. Principals would have one year to prove their worth. And the business community would be asked to step up.

If the road map is followed, Miles said, Dallas ISD is bound to become a premier school district.

“We are going to raise expectations for our staff,” said Miles, who earned a reputation for disrupting the status quo in the school district he will soon leave in Colorado Springs, Colo. “If you cannot tell that from the presentation, you have to know it from what you heard about me.”

He said DISD will begin rolling out some changes next school year, while other changes will span several years. The most immediate change, he said, will be a philosophical one. The district must embrace a vision and mission of raising academic achievement, improving instruction and not accepting excuses.

“We cannot just post it and market it and put it in little brochures. We have to practice this,” said Miles, adding that he wants 80 percent of DISD employees to be “proficient” on those beliefs in a year.

Many of the changes Miles laid out Thursday mirror those he implemented while in Harrison School District 2 in Colorado Springs.

A seemingly small change he suggested — one he said stirred outrage among teachers in Harrison — is to keep classroom doors open all day.

With the doors open, principals and administrators can move freely into classrooms to observe teachers. Under Miles’ plan, every Dallas teacher would be observed up to 10 times a year. In three years, those observations will contribute to teachers’ grades and factor into their salaries, as part of a pay-for-performance evaluation system.

Rena Honea, president of the teachers group Alliance-AFT, said “people are going to be in shock” with Miles’ proposals. “I envision it will be very different from what DISD has seen and experienced,” she said.

Miles has said change will be hard, but it’s necessary.

“If you cannot raise student achievement or have high quality of instruction, you cannot be a teacher in Dallas,” he said Thursday.

90% grad rate by 2020.

If the changes are successful, Miles said, the district will see skyrocketing graduation rates and achieve goals former superintendents promised but failed to reach.

Only three-quarters of DISD students currently graduate in four years of high school — a number Miles wants to see hit 90 percent by 2020. He also wants student SAT scores to jump nearly 30 percent over that time.

“Even if the district was in the best position possible, we would have to change things,” Miles said. “There is growing belief that children need more education after high school. High school is not the end point anymore.”

Throughout Miles’ presentation, trustees said little as they absorbed details of the 29-page plan and asked only a handful of questions. At one point, trustee Nancy Bingham, who appeared in favor of the goals, said Miles had caused her heartburn. Other trustees wondered how he would pay for everything.

Miles told trustees that he will spend the next few weeks finding money to cover new programs and initiatives. He said he would have to cut elsewhere to make room for his plans.

Miles’ plan would allow principals more control over their campuses, but they would also be required to meet higher expectations, such as improving communication with parents and the community. If the principals fail, others will be waiting for their jobs.

Starting next school year, Miles wants to create a leadership academy for 50 or 60 educators who want to become principals. They would spend the entire year in training and will vie for open positions.

The idea brought nods and smiles from some board members, but trustee Carla Ranger questioned the program. She hinted that the people who go through the yearlong training lab would have an unfair advantage to land the jobs over existing principals.

“If the notion is that there is an unfair advantage, welcome to principalship,” Miles told her. “You have to compete. That’s the way the world works.”

Miles said he will be open to tweaking his action plan, called “Destination 2020,” but remained unapologetic about his ambitious goals and plans.

Previous downfalls

Lofty expectations for DISD have been mentioned before.

Former DISD Superintendent Michael Hinojosa rolled out an ambitious reform plan when he arrived in 2005. A major component was to reach a 90 percent passing rate on state exams by 2010 for all student groups.

The ultimate goal, Hinojosa said, was for Dallas to be the top urban district in the nation within five years, culminating by winning the coveted Broad Prize for Urban Education. While test scores improved under Hinojosa’s watch, DISD did not come close to winning the Broad Prize.

Hinojosa also set goals for the district’s graduation rate. Before his arrival, the graduation rate was 81 percent in 2003-04. He had set a 93 percent graduation rate goal for 2009-10. But the goal wasn’t met. The Class of 2010 had a graduation rate of about 75 percent.

Miles not only wants to boost graduation rates but also wants to see more high school graduates go straight into the workforce. To achieve that, he wants to create a “career-ready” certificate that would give eligible students priority for entry-level jobs at area businesses.

Starting next school year, Miles wants 1,000 entry-level jobs for students with the certificates. And he wants the certificate program to grow in the coming years — with 3,000 jobs by 2015.

Miles said he will go to the business community, ask for their support and urge them to focus their efforts on helping DISD students. He said he also wants the business community to help define what it means to be career-ready.

“Let’s let them put their money where their mouth is,” he said.

Graduation: 90 percent of students will graduate on time. [The Class of 2010 had a graduation rate of about 75 percent, which is the percentage of ninth-graders who graduated in four years, according to Texas Education Agency records.]

Test scores: 60 percent of students will receive a 21 or higher composite score on the ACT out of a possible score of 36, or 1110 on the reading and math portions of the SAT out of a possible score of 1600. [For the Class of 2010, the average ACT score was 17.1; the average SAT score was 860, according to Texas Education Agency records.]

Workplace ready: 80 percent of student will be proficient on the “Year 2020 workplace readiness assessments.” According to the plan, “These assessments will be designed by the business and nonprofit communities and will include critical thinking, communications, teamwork, information literacy, technology skills, and worth ethic.”

College and careers: 90 percent of students will enter college, the military or a “career-ready job” right out of high school. A career-ready certificate will be created for students who meet certain goals. Businesses will be asked to commit to providing entry jobs for those students.

AREAS OF FOCUS

Some areas of focus for the next three years:

Effective teachers: “While teachers in DISD are working hard and are committed to children, a quick review of instruction and discussions with instructional leaders in Dallas reveals that the quality of instruction is inconsistent and that good instruction is not pervasive in many schools.”

Effective principals: “While we will provide the best support and professional development any principal in the state could hope to receive, they will have only one year to demonstrate that they have the capacity and what it takes to lead change and to improve the quality of instruction.”

Professional and high-functioning central office: “The entire central office system will be designed to support schools as teachers and principals try to accomplish three main goals: 1) Improve the quality of instruction; 2) Raise student achievement; 3) Create a positive school culture and climate.”

Engaging parents and the community: “We will be much more purposeful in helping community supporters work in reinforcing ways. … We cannot have 100 different partners spraying reform initiative on our schools. That would diffuse the efforts and take us off our direction. Thus, we will help channel the support and ensure the major educational initiatives work in reinforcing ways.”

KEY TARGETS FOR AUGUST 2015

At least 75 percent of the staff and 70 percent of community members agree or strongly agree with the direction of the district.

At least 80 percent of all classroom teachers and 100 percent of principals are placed on a pay-for-performance evaluation system.

At least 60 percent of teachers on the pay-for-performance evaluation system and 75 percent of principals agree that the system is “fair, accurate and rigorous.”

Create a rubric to assess the professional behavior and effectiveness of each major central office department.

For 90 percent of new hires, the maximum length of the hiring process will be less than five weeks.

The community provides 3,000 jobs for graduates who have “career-ready” certificates.
