The U.S. Department of Education awarded $35 million to St. Louis from the federal Charter Schools Program despite the city’s checkered history with charters. The public schools sure could have used that money to reduce class sizes and improve their offerings. Republicans and DFER-funded Democrats protect the federal charter money from cuts, even though charter expansion harms public schools. (DFER=Democrats for Education Reform, a group of hedge fund managers who support charters, high-stakes testing and other corporate “reforms,” but never support public schools).

ST. LOUIS — The Opportunity Trust education reform group has been awarded a $35.6 million federal grant to expand and open new charter schools across Missouri over the next five years.

The money will be used for 16 charter schools to serve 5,000 additional students, according to the group’s application to the U.S. Department of Education. The federal agency granted a total of $147 million to education departments and reform groups in 10 states for more charter school seats…

The Opportunity Trust launched in 2018 and has helped fund the Leadership School and several other new charters, including Atlas, Kairos Academies and Voices Academy, which opened this fall in downtown St. Louis.

Charters have had a mixed record since they first opened in the city in 2000 with a promise to improve student performance through innovation and independence. More than half of the 37 charter school operators that came to the city have folded due to financial or academic failures, including La Salle and Hawthorn schools this year.

This recognition is of extraordinary importance this year because of the surge in book banning, fueled by Governor Ron DeSantis in Florida, Governor Greg Abbott in Texas, and extremist groups like Moms for Liberty.

This year Banned Books Week is October 1 – 7, 2023. The theme is “Let Freedom Read!” Banned Books Week draws national attention to the harms of censorship. The ALA Office for Intellectual Freedom (OIF) compiles lists of challenged books as reported in the media and submitted by librarians and teachers across the country.

Sixty percent of all banned book demands come from just eleven people who are virtually prurient porn purveyors who see pornography everywhere, but especially in any book that includes homosexual characters or where teenagers have sex. An article in The Washington Post focused on a woman from Spotsylvania County, Virginia who purchases “suspect” books on Amazon, bookmarks pages with color-coded post-it notes, highlights the “disgusting” passages she doesn’t like, and has filed 71 complaints with the local public school board. Based on her complaints, two members of the board recommended burning the books.

Banned Books Week was launched in 1982 in response to a surge in the number of challenges to books in libraries, bookstores, and schools. The annual event highlights the value of free and open access to information and brings together the entire book community — librarians, educators, authors, publishers, booksellers, and readers of all types — in shared support of the freedom to seek and to express ideas.

Reading advocate, writer, and television and film star LeVar Burton is the honorary chair of Banned Books Week. PEN America is calling on supporters to email to their Congressional Representative urging them to support House Resolution 733 introduced by Congressman Jamie Raskin (D-MD) and Senator Brian Schatz (D-HI). The resolution recognizes Banned Book Week and expresses concern about “the spreading problem of book banning and the proliferation of threats to freedom of expression in the United States.”

Heather Cox Richardson wrote about President Biden’s homage to democracy and his tribute to the Late Senator John McCain. Biden traveled to Arizona to speak at a librarian named in honor of the Senator McCain. Biden took the opportunity to praise democracy and warn about the threats we are with facing.

Biden recalled that when McCain was dying, he wrote a farewell letter to the nation that he had served in both war and peace. “We are citizens of the world’s greatest republic, a nation of ideals, not blood and soil,” McCain wrote. “Americans never quit…. We never hide from history. We make history.”

In Tempe, Arizona, today, President Joe Biden spoke at the dedication ceremony for a new library, named for the late Arizona senator John McCain, who died in 2018. Biden used the opportunity not only to honor his friend, but to emphasize the themes of democracy and to call out those who are threatening to overturn it. While Biden has made the defense of American democracy central to his presidency, he has never been clearer or more impassioned than he was today.

Biden reiterated the point he makes often: that the United States is the only nation founded on an idea, articulated in the Declaration of Independence, that we are all created equal and have the right to be treated equally before the law. While “[w]e’ve never fully lived up to that idea,” he said, “we’ve never walked away from it.” Now, though, our faith in that principle is in doubt.

“[H]istory has brought us to a new time of testing,” Biden said. “[A]ll of us are being asked right now: What will we do to maintain our democracy? Will we, as John wrote, never quit? Will we not hide from history, but make history? Will we put partisanship aside and put country first? I say we must and we will. We will. But it’s not easy.”

Biden laid out exactly what democracy means: “Democracy means rule of the people, not rule of monarchs, not rule of the monied, not rule of the mighty. Regardless of party, that means respecting free and fair elections; accepting the outcome, win or lose. It means you can’t love your country only when you win.”

“Democracy means rejecting and repudiating political violence,” he said. “Regardless of party, such violence is never, never, never acceptable in America. It’s undemocratic, and it must never be normalized to advance political power.”

“Today,” he warned, “democracy is…at risk.” Our political institutions, our Constitution, and “the very character of our nation” are threatened. “Democracy is maintained by adhering to the Constitution and the march to perfecting our union…by protecting and expanding rights with each successive generation.” “For centuries, the American Constitution has been a model for the world,” but in the past few years, he noted, the institutions of our democracy—the judiciary, the legislature, the executive” have been damaged in the eyes of the American people, and even the eyes of the world, by attacks from within.

“I’m here to tell you,” Biden said: “We lose these institutions of our government at our own peril…. Democracy is not a partisan issue. It’s an American issue.”

“[T]here is something dangerous happening in America now,” Biden said. “There is an extremist movement that does not share the basic beliefs in our democracy: the MAGA Movement.” After high praise for his Republican friend McCain, and recollections of working with Republicans to pass bipartisan legislation throughout his career, Biden made it clear that he does not believe “every Republican,” or even “a majority of Republicans” adheres to the MAGA extremist ideology. But, he said”

“[T]here is no question that today’s Republican Party is driven and intimidated by MAGA Republican extremists. Their extreme agenda, if carried out, would fundamentally alter the institutions of American democracy as we know it.”

The MAGA Republicans, Biden said, are openly “attacking the free press as the enemy of the people, attacking the rule of law as an impediment, fomenting voter suppression and election subversion.” They are “banning books and burying history.” “Extremists in Congress [are] more determined to shut down the government, to burn the place down than to let the people’s business be done.” They are attacking the military—the strongest military in the history of the world—as being “weak and ‘woke’.”

They are “pushing a notion the defeated former President expressed when he was in office and believes applies only to him: This president is above the law, with no limits on power. Trump says the Constitution gave him…’the right to do whatever he wants as President.’ I’ve never even heard a president say that in jest. Not guided by the Constitution or by common service and decency toward our fellow Americans but by vengeance and vindictiveness.”

Biden accurately recounted the plans Trump has announced for a second term: expand presidential power, put federal agencies under the president’s thumb, get rid of the nonpartisan civil service and fill positions with loyalists. Biden quoted MAGA Republicans: “I am your retribution,” “slitting throats” of civil servants, “We must destroy the FBI,” calling the Chairman of the Joint Chiefs of Staff a “traitor” and suggesting he should be executed. These extremists, he said, are “the controlling element of the House Republican Party.”

“This is the United States of America,” Biden said. “Did you ever think you’d hear leaders of political parties in the United States of America speak like that? Seizing power, concentrating power, attempting to abuse power, purging and packing key institutions, spewing conspiracy theories, spreading lies for profit and power to divide America in every way, inciting violence against those who risk their lives to keep America safe, weaponizing against the very soul of who we are as Americans.”

“The MAGA extremists across the country have made it clear where they stand,” Biden said. “So, the challenge for the rest of America—for the majority of Americans—is to make clear where we stand. Do we still believe in the Constitution? Do we believe in…basic decency and respect? The whole country should honestly ask itself…what it wants and understand the threats to our democracy.”

Biden knew his own answers:

“I believe very strongly that the defining feature of our democracy is our Constitution.

“I believe in the separation of powers and checks and balances, that debate and disagreement do not lead to disunion.

“I believe in free and fair elections and the peaceful transfer of power.

“I believe there is no place in America…for political violence. We have to denounce hate, not embolden it.

“Across the aisle, across the country, I see fellow Americans, not mortal enemies. We’re a great nation because we’re a good people who believe in honor, decency, and respect.”

Pointing to the fact that the majority of the money appropriated for the Bipartisan Infrastructure Law has gone to Republican-dominated states, he added: “I believe every president should be a president for all Americans” and should “use the Office of the President to unite the nation.”

The job of a president, he said, is to “deliver light, not heat; to make sure democracy delivers for everyone; to know we’re a nation of unlimited possibilities, of wisdom and decency—a nation focused on the future.”

“We’ve faced some tough times in recent years, and I am proud of the progress we made as a country,” Biden said, “But the real credit doesn’t go to me and my administration…. The real heroes of the story are you, the American people.” Now, he said, “I’m asking you that regardless whether you’re a Democrat, Republican, or independent, put the preservation of our democracy before everything else. Put our country first…. We can’t take democracy for granted.”

“Democracies don’t have to die at the end of a rifle,” Biden said. “They can die when people are silent, when they fail to stand up or condemn the threats to democracy, when people are willing to give away that which is most precious to them because they feel frustrated, disillusioned, tired, alienated.”

“I get it,” Biden said. But “[f]or all its faults…, American democracy remains the best…[path] forward to prosperity, possibilities, progress, fair play, equality.” He urged people not to sit on the sidelines, but “to build coalitions and community, to remind ourselves there is a clear majority of us who believe in our democracy and are ready to protect it.”

“So,” he said, “let’s never quit. Let’s never hide from history. Let’s make history.” If we do that, he said, “[w]e’ll have proved, through all its imperfections, America is still a place of possibilities, a beacon for the world, a promise realized—where the power forever resides with ‘We the People.’”

“That’s our soul. That’s who we truly are. That’s who we must always be.”

Charlotte County in Florida is following Governor Ron DeSantis’s “Don’t Say Gay” law with zeal. School officials instructed school librarians to remove all books that have gay characters, even if the books have no sexual content. This is a deliberate effort to make gay people invisible, to erase them. Students may see gay characters in movies or television, but not in school.

Librarians in public schools in Charlotte County, Florida, were instructed by the school district superintendent to remove all books with LGBTQ characters or themes from school and classroom libraries.

Judd Legum at Popular Information reported:

Charlotte County school librarians sought guidance from the school district about how to apply an expansion of the Florida Parental Rights in Education Act, better known as the “Don’t Say Gay” law, to all grades. “Are we removing books from any school or media center, Prek-12 if a character has, for example, two mothers or because there is a gay best friend or a main character is gay?” the librarians asked. Charlotte County Superintendent Mark Vianello answered, “Yes.”

The guidance by Vianello and the school board’s attorney, Michael McKinley, was obtained by the Florida Freedom to Read Project (FFTRP) through a public records request and shared with Popular Information. FFTRP requested “electronic records of district and school decisions regarding classroom and library materials.” In response, FFTRP received a document memorializing a July 24 conversation between Vianello and district librarians, known in Florida as media specialists.

The guidance made clear that all books with LGBTQ characters are to be removed even if the book contained no sexually explicit content. The librarians asked if they could retain books in school and classroom libraries with LGBTQ characters “as long as they do not have explicit sex scenes or sexual descriptions and are not approaching ‘how to’ manuals for how to be an LGBTQ+ person.” Vianello responded, “No. Books with LBGTQ+ characters are not to be included in classroom libraries or school library media centers.”

John Merrow has some excellent ideas about how to broaden the base of support in your community, town, or city. Reach out and involve others, people who have little direct contact with the schools. Seeing what the students are doing is a big counterweight to the lies and propaganda of extremist groups. Long before people had television sets, the school was the hub of community life. Friends and neighbors turned out to watch the spelling bee, to see the football games, to enjoy student performances. No one dreamed of opening up corporate chains or using taxpayer dollars to fund competing schools.

The problem with the truism “It Takes a Village to Raise a Child” is that most villagers have no direct connection to children or to the schools they go to. Only about 25 percent of homes have school age children, and in some communities that number drops into the teens. Even if one includes households with grandparents, the percentage probably won’t reach 40. And although support for local public schools is at an all-time high (54%), that may not be high enough to withstand the vicious attacks on the institution by “Moms for Liberty” and other radical right groups. Educators need to do more to win the support of ‘outsiders.’

The 60-80% of households without a strong connection to public education will determine the future of public schools.  Because they vote on school budgets, their opinion of schools, teachers, and students matter.  That’s why educators must develop and adopt strategies to win their support.  It’s not enough for good things to be happening in schools; ‘the outsiders’ need to be supportive, and a good way to win their support is to get them involved.

Because students who are engaged in their work are the best advertisement for public education, adults need to do two things:  1) Make sure the work is engaging and 2) that it involves the world outside the classroom.  Substitute “Production” (meaning that students are actually producingknowledge) for “Regurgitation” (where students parrot back what their teachers have told them).

Start with a public website and a YouTube Channel that features student productions done outside of school–in their community.  Whatever their ages, kids should work in teams, because it’s safer and it’s also how the adult world functions.  Every smartphone is also a great video camera, and so young people can interview adults in their community, then edit those interviews to create oral histories of people and places in their neighborhood–a sure crowd pleaser because everyone loves talking about themselves. When students know that their work is going to be out there for everyone to see, they will go the extra mile to make them as good as possible.  Adults can help set high standards, of course.  

The possibilities are endless:

*Students can create a photo gallery of the residents of their apartment building or their street and then post portraits on the web for all to see and talk about. Include photos of how the neighborhoods have changed over time.

*Art students can sketch portraits of business storefronts, or workers and bosses, also to be posted on the web.

*The school’s jazz quintet can perform at community centers and post the recordings on the YouTube channel.

*Video teams can interview adults in senior citizen centers around a chosen theme (best job, favorite trip, et cetera), to be edited into a short video for the web. Producing short biographies of ordinary citizens will teach all sorts of valuable skills like clear writing, teamwork and meeting deadlines.

*Music and drama students can rehearse and then present their productions at retirement homes and senior centers — but with a twist: involve some of the adults in the process (a small part in the play, a role in selecting the music, and so on).

Readers of this blog are well aware that Florida Governor DeSantis is running for the Republican nomination as an extremist on key issues like his opposition to abortion, to COVID vaccines, and to gays.

His views don’t seem to be helping his campaign. He keeps falling further behind Trump. It just goes to show that no one can run to Trump’s right.

The Miami Herald editorial board has had enough. They published a scathing editorial lambasting DeSantis for his appeals to ignorance and bigotry. In Florida, people are free to ignore science and “free” to get sick. Free to be ignorant and free to be a bigot.

Florida’s extremism has come home to roost. The Sunshine State has the distinction of championing misinformation on COVID-19 vaccines and intolerance on book bans.

Just as Gov. Ron DeSantis’ administration recommended people under age 65 do not get the new COVID-19 vaccine boosters, the state led the country in coronavirus hospitalizations.

During the week ending Sept. 9, Florida’s hospitalization rate reached 10.65 per 100,000 residents, Politico reported. That’s a small number compared to the peak of the pandemic, but emblematic of how Floridians have paid the price for the ignorance DeSantis has labeled “freedom.”

While his hand-picked surgeon general didn’t rule out vaccinations for those most vulnerable to the virus, people ages 65 and up, he left enough room for anti-vax fears to set in. He recommended they consult with their healthcare providers, including about“potential concerns” he’s raised about the shots that have saved nearly 20 million lives worldwide, according to a study published last year.

DeSantis’ hope is that his approach to the pandemic — ignoring and ridiculing mainstream public health recommendations — will help his presidential campaign resurface in the polls. But, as Politico reported last week, the pandemic, once a driving issue among Republicans, doesn’t appear to be top of mind for voters anymore.

When blue states were shutting down businesses, mandating masks and closing schools, DeSantis could draw a clear contrasting line. But now that most of the country has moved on from strict restrictions, all DeSantis has left is his dangerous rhetoric against vaccines. If elected president, he told ABC News he wouldn’t support further federal funding for immunizations.

Florida is no beacon of freedom as the governor is selling it to the rest of the nation. We have become the poster child for what happens when ideas leave the fringes of political discourse and are instituted as public policy.

Florida also is No. 1 — and by far — in taking books off school shelves.

Of 3,362 instances of book bans in public schools in the United States, 40% took place in the Sunshine State, according to a tally by PEN America, a nonprofit that advocates for freedom of expression. Most book removals in the country were classified as “banned pending investigation,” meaning a book has been removed during review, the Herald reported.

Thanks to Florida’s expanded law known as “Don’t say gay,” any resident can object to instructional or library materials and get them removed until a school district conducts an investigation. The law also prohibits instruction on sexual orientation and gender identity and has driven groups to request banning books dealing with LGBTQ issues.

DeSantis has also signed laws to restrict how teachers speak about race and racism. His appointees, in their takeover of New College of Florida in Sarasota, voted to eliminated a major deemed too “woke,” gender studies.

This is Florida, where knowledge is restricted and free thinking is admonished. But you’re free to spew as much dangerous information to the public — the crazier and more conspiratorial, the better.

This time, it doesn’t feel good to be No. 1.

Please don’t make America like Florida!

Peter Greene reported the story of West Bonner, Idaho, where a far-right, anti-public school group won control of the school board and began to mess with curriculum and books and to hire a totally unqualified superintendent. When two of the extremists were recalled, the unqualified superintendent remained in place. What will the voters do in Bovember, when they have a chance to restore control to people whose chief interest is the students and the schools?

Greene writes:

The saga of the West Bonner School District and its completely unqualified and unlicensed superintendent continues, with more twists and turns and fairly spectacular dysfunction.

The board had hired Branden Durst, a noisy political wanna-be with a checkered past and zero qualifications, to be superintendent. But his highly unusual contract depended on his procurement of an emergency superintendent certification, and the state board decided that A) he met zero of the qualifications and B) they didn’t have the power to do that anyway.

Some of the story echoes other districts where a conservative group managed to commandeer the school board. People simply became complacentabout board elections, not paying attention to what the board was up to, or not bothering to vote because they assumed the reasonable candidates were shoo-ins.

In the case of West Bonner, the Idaho Freedom Foundation, yet another of those far right groups that wants to do away with public schools entirely, pounced. Dropped textbooks and a curriculum replaced with the far right Hillsdale curriculum and a defeated levy to fund things like books and salaries–those were the prelude to installing Durst as superintendent.

Now, you might think that would be the end of the story, but you’d be wrong.

About the time Durst was hired, a recall effort was under way to remove two of the most right wing board members. Despite any number of nasty tricks, the recall succeeded at the beginning of September. Those seats will be filled in November, but in the meantime, Durst and the board have tried some last minute antics, like moving to dissolve the school board at a board meeting scheduled at the last minute for a Friday evening of a three day weekend. It took a court ordered injunction to stop that nonsense.

The recall has created another problem. It leaves three board members, which means all three must be present to conduct business, and one member, the other third of the conservative coalition, decided not to attend last week’s board meeting, which would have been the first since the state board said that there is “no path” for Durst to become credentialled to fill a superintendent spot. But with only two members present, the meeting was canceled for lack of a quorum.

That means, among other things, that Durst is still in the superintendent’s post and that the district, not the state, will have to pay his salary. One would think he can’t be superintendent on account of, you know, being unqualified and uncredentialed, but Durst has other thoughts.

“But, Durst told KREM 2 he still is the superintendent.

“They don’t make the law,” Durst said. “They aren’t the law. How many people could say that? That they don’t have to follow the laws of Idaho.”

The state board’s action, says Durst, was “pretty discriminatory.” Durst says a lot of things, although nothing about what, other than his ideological bent, qualifies him to be a school superintendent.

There’s a lot riding on the next election for West Bonner, but folks are awake and paying attention now. We’ll see what the next chapter holds.

Leonie Haimson is executive director of Class Size Matters. She has worked tirelessly to persuade legislators in New York State to limit class sizes. Her efforts were successful in the latest legislative session when both houses passed limits on class sizes.

However billionaire Michael Bloomberg, who was mayor of New York City for 12 years, has been an outspoken critic of class size reduction. In this article that appeared on Valerie Strauss’s “Answer Sheet,” Haimson explains why Bloomberg is wrong.

Strauss writes:

In 2014, I wrote this: “Every now and then someone in education policy (Arne Duncan) or education philanthropy (Bill Gates) …. will say something about why class size isn’t really very important because a great teacher can handle a boatload of kids.”


Well, some can do that, but anybody who has been in a classroom knows the virtues of classes that are smaller rather than larger even without the research that has been shown to bear that out.


Now the issue is back in the spotlight, this time in New York City, where a new state law requires the public school system — the largest in the country — to reduce class sizes over five years. Opponents of the law are pushing back, especially Mike Bloomberg, mayor of New York City from 2002 to 2013. He called for smaller class sizes in his first mayoral campaign but has now changed his mind.


In an op-ed in several publications, Bloomberg says students don’t need smaller classes but better schools — as if the two were entirely unrelated — and he ignores research, such as a 2014 review of major research that found class size matters a lot, especially for low-income and minority students.

The knives are out against the new class size law, overwhelmingly passed in the New York State Legislature in June 2022, requiring New York City schools to phase in smaller classes over five years, starting this school year. The law calls for class sizes in grades K-3 to be limited to no more than twenty students; 23 students in grades 4-8, and 25 in core high school classes, to be achieved by the end of the 2027 school year. The law was passed despite the opposition of the city’s Department of Education officials, who insist that it will be too expensive, and somehow inequitable, because, they say, the highest-need students already have small enough classes.

Most recently, Mike Bloomberg, the former mayor of New York City and an adviser to Mayor Eric Adams, published identical opinion pieces in three major outlets: Bloomberg News (which he owns), The Washington Post, and the New York Post, inveighing against the goal of lowering class sizes. His piece is clearly meant to sway opinion leaders and legislators to repeal the law, and because of his prominent position, some may listen without knowing about fundamental problems in his op-ed.

Class size reduction has been shown as an effective way to improve learning and engagement for all students, especially those who are disadvantaged, and thus is a key driver of education equity. The Institute of Education Sciences cites lowering class size as one of only four education interventions proven to work through rigorous evidence; and multiple studies show that it narrows the achievement or opportunity gap between income and racial groups.

Bloomberg claims that because of the initiative, “City officials say they’ll have to hire 17,700 new teachers by 2028.” Actually, the estimate from the New York City Department of Education (DOE) itself is far smaller. In their draft class size reduction plan, posted on July 21, DOE officials estimated that 9,000 more teachers would be required over five years. While it’s true that the Independent Budget Office estimated the figure cited by Bloomberg, this large disparity between the two figures appears to stem from the fact that, as the IBO pointed out, the DOE’s budget already includes 7,500 unfilled teaching positions, which schools have not been allowed to fill. While Bloomberg claims the cost will be $1.9 billion for staffing, the DOE’s own plan estimates $1.3 billion — and these costs could be considerably lower if they redeployed teachers who are currently assigned to out-of-classroom positions to the classroom to lower class size.

The legislature passed the new law in recognition that the city’s DOE is now receiving $1.6 billion in additional state aid to finally settle the Campaign for Fiscal Equity lawsuit launched more than 20 years ago. In that case, the state’s highest court found that, because of excessive class sizes, the city’s children were deprived of their constitutional right to a sound, basic education.

Yet since his election, Adams has repeatedly cut education spending, and now threatens to cut it even more, by another 15 percent. As a result of these cuts, class sizes increased last year and will likely be larger this year. Hiring enough teachers to meet the law’s requirements will be a challenge in any case, but it will be impossible to achieve if the administration’s repeated cuts and hiring freezes are implemented.

Yet in the end, smaller classes would likely strengthen teacher quality by lowering teacher attrition rates, especially at our highest-need schools, as studies have shown.

In his op-ed, Bloomberg claims that creating the additional space necessary to lower class size will cost $35 billion, which is misleading. DOE did include this estimate in its original May 2023 draft class size plan. However following pushback by critics who pointed out that this figure bore no relation to reality, they deleted that inflated estimate in their more recent July class size plan. If DOE equalized or redistributed enrollment across schools, this would likely save billions of dollars in capital expenses. Right now, there are hundreds of underutilized public schools, sitting close by overcrowded schools that lack the space to lower class size.

Bloomberg, echoing an erroneous DOE claim that funds spent on lowering class size will not help the highest-need students, wrote: “Under the new mandate, only 38 percent of the highest-poverty schools would see class sizes shrink, compared to nearly 70 percent of medium- to low-poverty schools … it won’t help the students who need it most.”

Actually, only 8 percent of schools with the highest poverty levels (with 90 percent or more low-income students) fully complied with the class size caps last year, according to an analysis by Class Size Matters. Thus, 92 percent of these schools would see their class sizes shrink if DOE complied with the law, rather than the 38 percent that Bloomberg claims.

Moreover, by solely focusing on schools with 90 percent poverty levels or more, his claims are misleading. A piece in the education publication Chalkbeat attempted to make a similar argument, by using class size data provided by DOE that shows that 68 percent of classes in the highest-poverty schools met the class size limit. This is far different than Bloomberg’s claim that 68 percent of these schools are achieving the limits in all of their classes.

In addition, the class size data, analyzed in conjunction with DOE demographic data, shows that there are many more NYC public schools in the other two categories summarized by Chalkbeat, “Low-to-Mid Poverty” (schools with 0-75 percent low-income students) and “High Poverty” (schools with 75 percent to 90 percent low-income students), than those in their “Highest Poverty” category. Most importantly, these two categories of schools enroll a supermajority of our highest-needs students.

In fact, 79 percent of low-income students, 78 percent of Black students, 74 percent of Hispanic students, and 74 percent of English-language learners are enrolled in these other two categories of schools, while only 21 percent to 26 percent of these students are enrolled in the “Highest Poverty” category.

This further indicates that without a citywide mandate to lower class size, smaller classes would likely never reach most of our most disadvantaged students.

Indeed, the highest-needs students, including students of color, low-income students, and English-language learners, have been shown to gain twice the benefits from smaller classes in terms of higher achievement rates, more engagement, and eventual success in school and beyond, which is why class size reduction is one of very few education reforms proven to narrow the achievement or opportunity gap. Thus, by its very nature, lowering class size is a key driver of education equity.

There is also no guarantee that the smaller classes in our highest poverty schools will be sustained without a legal mandate to do so. In July, DOE officials omitted the promise in their May class size plan that schools that had already achieved the caps would continue to do so, as pointed out by a letter signed by over 230 advocates, parents, and teachers. In fact, we found that fewer of the schools in every category achieved the class size caps last year compared to the year before.

Only 69 schools citywide fully met the caps in the fall of 2022, compared to 89 in the fall of 2021, and the number of students enrolled in those schools declined from 18,248 to only 13,905, a decrease of nearly 25 percent. Fewer still will likely do so this year.

So given that the data does not back up his claims, why is Bloomberg so apparently enraged at the notion that public school students would be provided the opportunity to benefit from smaller classes.

One should recall that when he first ran for mayor more than 20 years ago, Bloomberg himself promised to lower class size, especially in the early grades. His 2002 campaign kit put it this way: “Studies confirm one of the greatest detriments to learning is an overcrowded classroom … For students a loud packed classroom means greater chance of falling behind. For teachers, class overcrowding means a tougher time teaching & giving students attention they need.”

Yet class sizes increased sharply during the Bloomberg years, and by 2013, his last year in office, class sizes in the early grades in public schools had risen to the highest levels in 15 years. By that time, he had long renounced his earlier pledge, and had proclaimed in a 2011 speech that he would fire half the teachers and double class sizes if he could, and this would be a “good deal for the students.”

Bloomberg’s main educational legacy in New York City was a huge increase in the number of charter schools as a result of his decision to provide them free space in public school buildings, and his successful effort to persuade state legislators to raise the charter cap. During his three terms in office, the number of charter schools in the city exploded from 19 to 183.

Since leaving office, Bloomberg has continued to express his preference for charter schools, and has pledged $750 million for their further expansion in the city and beyond. A close reading of his op-ed suggests that one of the main reasons for his vehement opposition to the new law is because lowering class size may take classroom space in our public schools that, in his view, should be used instead for charter schools.

Indeed, he concludes the op-ed by saying “it would help if Democratic leaders were more supportive of high-quality public charter schools,” and goes on to rail against a recent lawsuit to block the Adams administration’s decision to co-locate two Success charter schools in public school buildings in Brooklyn and Queens — a lawsuit filed on the basis that it would diminish the space available to lower class size for existing public school students.

Of the $750 million Bloomberg pledged for charter expansion, $100 million was specifically earmarked for Success Academy. Regarding the lawsuit, launched by the teachers union along with parents and educators in the affected schools, Bloomberg writes, “It was an outrageous attack on children, and thankfully, it failed.”

Misleading people about the value of small classes to teachers and students as well as about class size data seems to be an attack on opportunities for New York City public school children, who deserve better. Class Size Matters hopes these efforts fail.

Gustav Klimt’s portrait of Adele Bloch-Bauer is mesmerizing in its beauty. It has a very important historical provenance. The Neue Gallery is a small collection concentrated on a single period in Austrian art. This painting is the masterwork of the collection, which was assembled by Ronald Lauder, son of cosmetics queen Estée Lauder.

Gustav Klimt’s Portrait of Adele Bloch Bauer I (1907) is considered a masterpiece of Klimt’s so-called “Golden Style.” Few paintings have captured the public’s imagination as thoroughly as the Woman in Gold. Klimt’s painting of the Jewish socialite not only rendered Adele’s irresistible beauty and sensuality; its intricate ornamentation and exotic motifs heralded the dawn of modernity and a culture intent on radically forging a new identity.

 

In 1938, when the Nazis entered Austria, they seized five Klimt paintings from the Bloch-Bauer family. Ferdinand Bloch-Bauer fled to Switzerland. He wrote a will bequeathing his assets to two nephews and a niece, Maria Altman. She escaped to California, where she fought unsuccessfully for decades to recover the Klimt paintings.

In 1998, a copy of her uncle’s will became public, making clear that he wanted his Klimt paintings bestowed on his heirs, not the Belvedere Museum in Vienna. Maria Altman sued in Austria for restitution and lost. She then sued for the paintings’ return in American courts, where she and the Austrian government agreed to binding arbitration. In 2005, the arbitrators decided that the Klimt paintings belonged to the heirs of Ferdinand Bloch-Bauer. The “Portrait of Adele Bloch-Bauer” was purchased by Ronald Lauder and installed in the Neue Gallery.

“The Kiss” attracts huge numbers of viewers, all of whom have their cell-phone cameras out or take turns posing in front of it. Personally, there are other works by Klimt that I prefer, most in the Neue Galerie in New York City. But “The Kiss” is celebrated in Austria as Klimt’s finest work. The colors are magnificent, made with real gold and other precious metals ground into paint. I visited the Belvedere Museum, a work of art itself, on September 30 in the morning.
