Lawrence A. Feinberg leads a valuable organization called the Keystone State Education Coalition, which reports on education issues in Pennsylvania.

The big issue today is whether Democratic Governor Tom Wolf will veto a bill to expand the state’s voucher program by $100 million, a bill passed almost entirely by Republicans in the Legislature. He certainly should veto the measure because it will drain resources from the state’s public schools and send students to religious schools whose teachers and curriculum are not as good as those of the public schools.

Legislation that would nearly double the size of an educational tax credit program that funds private and religious school scholarships was approved Tuesday by Senate Republicans, whose unanimous support for the proposal overpowered the negative consensus among Democrats.

The bill to expand the Educational Improvement Tax Credit (EITC) Program now goes to Gov. Tom Wolf’s desk for final approval. House lawmakers approved the legislation 111-85 in May. Wolf, a Democrat, has not said whether or not he will veto the expansion, which was sponsored by House Speaker Mike Turzai, R-Allegheny. He told reporters Tuesday he doesn’t understand how the expansion will be paid for. “I’m trying to fund public education,” Wolf told reporters. “I’m trying to make sure that we have an accountable system in place that I think is underfunded. I have done everything in my power, and I’ve worked across the aisle to get more money for public education. This seems to me  — again, I’ll take a look at it — this seems to me to be at odds with that need of a government and a democracy like ours to support broad-based, accessible public education.”

Pennsylvania budget season fight opens over $100 million increase in taxpayer support for private schools

Legislation to substantially expand taxpayer support for private and religious schools in Pennsylvania won passage Tuesday in the Republican-controlled Legislature, although Gov. Tom Wolf is signaling that he will block it. The public dust-up ramps up a fight between supporters of public and private schools in the thick of negotiations between Republican lawmakers and the Democratic governor over a roughly $34 billion budget package. The bill passed the state Senate on a party-line basis Tuesday, a month after it passed the Republican-controlled House on near-party lines. Wolf said he would look at the legislation, but not whether he will veto it. “What I’ve heard doesn’t sound real good,” Wolf told reporters after an unrelated news conference in his Capitol offices. Republicans, Wolf said, haven’t explained how they would finance the $100 million cost of the bill, and he criticized tax credits programs as lacking control or accountability. Wolf, who campaigned for office on raising support for public schools, said he is still working to increase aid for a public education system in Pennsylvania he called underfunded. “It seems to me to be at odds with that need of a government in a democracy like ours to support broad-based, accessible public education,” Wolf said. The bill is sponsored by House Speaker Mike Turzai, R-Allegheny.

Republicans look to boost private school tax credit. Wolf says he doesn’t get it.

 (Harrisburg) — Lawmakers have approved a bill that would nearly double a tax break for people and businesses who contribute to private school scholarships and similar public school alternatives. They did so with almost no support from Democrats. And now, Democratic Governor Tom Wolf is saying he doesn’t understand why the expansion is necessary. Republicans argue the Educational Improvement Tax Credit helps low-income students who are stuck in bad public schools. Many Democrats say it unfairly routes money away from those struggling schools. The EITC program has grown incrementally and substantially since it started in 2001–often with bipartisan support. But even the Democrats who generally favor the credit say this particular increase is too high. Along with almost doubling it, the bill–sponsored by GOP House Speaker Mike Turzai–adds an automatic 10 percent escalation every year, as long as the credit stays popular. And it raises the income cap for eligible families from $85,000 to $95,000.

Jan Resseger writes an in-depth account of the ongoing battle by teachers in West Virginia to keep charters and vouchers out of their state. 

They struck twice and they continue to fight.

The Republican majority in the legislature is determined to introduce privatization, despite the poor results in other states.

The Republican leadership have added provisions to the pending legislation to prevent walkouts in the future.

We learned on Tuesday that a poison pill had been added to the Senate’s omnibus bill—to ban strikes by teachers: “Senate Judiciary Chairman Charles Trump says an anti-strike provision was amended into an omnibus education bill….  The amendment also says no county superintendent may close school in anticipation of a strike.  And the amendment says that if a strike causes school to be closed then that school can’t participate in extracurricular activities… Democrats in the Senate argued that the provision was retaliatory for the strikes of the past two years.”

What happens next will be decided by the House and Governor Jim Justice.

Peter Greene writes here about one of the worst education ideas of the decade, an idea so bad that only Betsy DeVos and Jeb Bush could like it: He calls it “Learning Everywhere.” That translates into “Learning everywhere except in a public school.”

Here is the most important thing to know about the state commissioner of education: All of his children were home-schooled.

Frank Edelblut was a businessman, venture capitalist, and one-term NH state representative before he decided to run for the governor’s seat. He was beaten in the primary by Chris Sununu, son of former NH governor and Bush I White House Chief of Staff John Sununu (full disclosure: my grandmother was a NH GOP representative for decades, including under John Sununu, and she did not have a very high opinion of him). Edelblut gracefully conceded and publicly supported Sununu, who then appointed Edelblut to the top education job, despite Edelblut’s complete lack of anything remotely resembling education experience.

All of Edelblut’s children were home schooled. As a legislator, he backed vouchers and as a candidate he backed personalized [sic] learning. [Governor] Sununu said that the homeschooling was a plus because it meant Edelblut understood alternative methods of education.

What is “Learning Everywhere”?

Back in the 1960s, this approach was called “deschooling,” and it was associated with Ivan Illich. But now it is gussied up, and it is simply outsourcing.

Think of it as homeschooling on a statewide scale.

Learn Everywhere is a proposal to allow students to replace public school courses with coursework offered by private and nonprofit organizations. It is a mechanism for outsourcing public education…

The overall approach is similar to what we’ve seen with micro-credentials, but it keeps the framework of the public school credits. You attend a course or program that has been approved by the state DOE, and upon completion, you get a certificate that you present to your home school for course credit.

There are a variety of issues here, and the department, to its credit, anticipates most of them.

Time issues? You could duplicate classes, such as taking an outsourced drama class and also your school’s drama class, but if the outside class is cutting into homework time, drop the school course and take a study hall. The site does not address what happens is you take so many outside courses that your day is mostly study halls. Can you just stop attending public school entirely?

Funding and Equity? Part of what makes this saleable is that it doesn’t take a cent from public schools at this time; the families are responsible for paying for the outside courses. This in turn raises another question– Edelblut is selling this, hard, on the notion that it will solve the equity problems of public schools and help raise up struggling students, but if the families have to pay for the courses, that would seem to lock poor students out of Learn Everywhere, which would seem to be the opposite of what Edelblut is advertising. The website addresses this issue with a resounding, “Well, we don’t know.” Some of these programs might be free. Businesses might want to pay to send students to programs that would be useful for that business. Families that can’t afford full tuition at a Philips Exeter might be able to afford one course.

In other words, all of Edelblut’s talk about how this program will close the opportunity gap and increase equity in New Hampshire is pretty much bullshit.

Greene suggests that if you live in New Hampshire, you might consider calling a member of the state board of education, which will be considering this goofy proposal on June 13.

Politico Morning Education reports:

BANNING TEACHER STRIKES?: West Virginia’s GOP-led Senate approved the ban on teacher strikes 17-14 as an amendment to broad education reform legislation that DeVos urged the lawmakers to pass. The amendment was approved with “heavy opposition” from Democrats, the Associated Press reported.

— GOP Sen. Charles Trump, who sponsored the amendment, said it’s meant to keep schools running and not as retaliation for two teacher walkouts since last year, according to the AP. But Fred Albert, the president of the state’s American Federation of Teachers chapter, told POLITICO Pro “it’s pure retribution, retaliation.”

—”Already, we don’t have collective bargaining. It’s a right-to-work state,” Albert said, acknowledging that work stoppages in the past have been “truly illegal.” “This is just I think another stab at trying to punish us, making the law perhaps a little more severe with such language,” but he said such measures aren’t likely to float in the House.

— The chamber will continue its work today on education legislation, which would allow for the creation of state charter school and education savings account programs that are opposed by teachers unions who have been protesting at the state Capitol. The GOP-led House will reconvene on June 17.

— In February, the unions waged a two-day strike over a contentious education bill that would have brought education savings accounts and charter schools to West Virginia. The state started the wave of teacher strikes in 2018, helping create a #RedforEd teacher strike movement that continues today.

— DeVos’s push for school choice runs directly counter to what the state’s teachers unions want. She tweeted on Friday, “West Virginia has an opportunity to improve education for all & put the needs of students first. Looking forward to seeing bold moves to offer robust options like charter schools & ESAs and support great teachers. Let’s get it done.”

Teachers in West Virginia stunned the nation in February 2018 by going out on strike and staying out while demanding a pay raise and a commitment from the Governor and Legislature not to support charter schools and privatization. Theywon a pay raise and they had a commitment from Governor Jim Justice to veto charter legislation. Justice is a billionaire, the richest man in the state.

A year later, the Legislature was ready to abandon its promise not to introduce privatization. The teachers struck again.

The Legislature wants to put the camel’s nose under the tent. Just the nose. Promise. Cross my heart.

Don’t believe them. They are lying. Once the privatization starts, the camel gets into the tent. The tiny voucher program becomes a massive voucher program. The experimental charter becomes a major lobbying industry.

Fight for public education.

This is a stunner.

Jennifer Berkshire writes in The New Republic that Cory Booker flew to Michigan in 2000 to help promote vouchers, at the request of Betsy and Dick DeVos. They put a referendum on the state ballot to change the Constitution to allow vouchers. They asked for Booker’s help, and they got it.

Booker was a young Newark city councilor when Dick and Betsy DeVos brought him to Michigan to play pitchman for Proposal 1, a 2000 ballot question that would have made private school vouchers a right enshrined in the state constitution and competency testing mandatory for Michigan’s teachers.

The referendum went down to a crushing defeat, by a vote of 69-31.

When DeVos was nominated by Trump to be Secretary of Education, Booker feigned outrage and voted against her.

Berkshire, in her inimitable style, reviews Booker’s role as a champion of school choice and an ally of Betsy DeVos.

Arizona Republicans hate public schools. Even though 85% of the children in the state attend public schools, the Republican legislators seize every opportunity to pay for alternatives to public schools.

Now they want students who enroll in out-of-state private schools to have vouchers paid for by the taxpayers of Arizona. 

Last year, the Legislature tried to make vouchers available to every student in the state, but a grassroots coalition demanded a referendum, and the voucher plan was overwhelmingly defeated by 65%-35%.

That should be a loud signal to the GOP that controls the state. But they don’t care what the voters think. They listen only to Betsy DeVos and the Koch brothers. That is who they truly serve. They are the puppet-masters. The Republican members of the Arizona legislature are the puppets. They don’t give a hoot about the voters.

Since the defeat of vouchers last November, the Republicans have introduced three bills to expand the voucher program.

They take their orders from ALEC, DeVos, her American Federation for Children, and Charles Koch and his Americans for Prosperity. Not the public. Not the voters.

For their hatred of public schools, for their contempt for democracy, I place the Republican majority of the Arizona Legislature on the Wall ofShame.

George Will is under the misapprehension that separation of Church and State was imposed after the Civil War by James G. Blaine, thus explaining why state constitutions have “Blaine amendments” forbidding the use of public dollars for religious schools. It is true that there was a wave of anti-Catholic bigotry before and after the Civil War, but support for separation of church and state long predates the adoption of Blaine amendments.

What Will doesn’t understand is that Americans have been asked again and again whether they want public funds to pay for religious school tuition, and they always vote no. They don’t want their taxes to pay for yeshivas where children don’t learn English; they don’t want their taxes to subsidize fundamentalist Christian schools that teach racism, homophobia, and creationism; they don’t want to pay for madrassas, or any of the dozens of other religious schools.

Americans want their tax money to pay for public schools, not religious schools.

Edd Doerr, a scholar of religious liberty, wrote in response to George Will’s column in the Washington Post:

George Will (“Children are paying for 19th century bigotry,” May 19) overlooks the fact that Jefferson and Madison installed the principle of religious liberty, church-state separation and no tax aid for religious institutions in Virginia law well before James Blaine was born. Will also fails to note that in 30 state referenda from coast to coast between 1966 and 2018 voters rejected all plans for direct or indirect tax aid to private schools by an average of 2 to 1.

Yes, there was anti-Catholic sentiment in our early history, a legacy of many years of religious wars and persecution in Europe. This was augmented by Pope Pius’s 1854 Syllabus of Errors and his 1857 public complicity in the kidnapping and forced conversion of a six year old Jewish child, Edgardo Mortara. Most Catholics today support church-state separation and public education, thanks in part to the Supreme Court’s 1962 ending of the last vestiges of Protestantism in our public schools.
