Remember the claim that vouchers would “save poor kids from failing public schools”? As we see in state after state, it’s not true. Josh Cowen wrote in his new book The Privateers that voucher researchers have known for years that vouchers don’t help poor kids; in reality, vouchers actually hurt poor kids. The poor kids don’t go to elite private schools; they mostly go to religious schools with uncertified teachers. The greatest benefit of vouchers goes to wealthy kids, who use the money to subsidize their private school tuition. In every state with universal vouchers, the majority are used by students who are already attending private schools.

If you have read Josh Cowen’s new book about the failure of vouchers, called The Privateers, this story would not surprise you.

Louisiana ‘s academic results for poor kids has been consistently dismal. The state plans to increase the voucher program and weaken or remove regulations. That’s a way to help failing voucher schools evade accountability.

Here is the latest overview, which appeared at NOLA.com:

School vouchers were supposed to be an academic lifeline for Louisiana’s neediest children.

Under a 2012 law, the state would pay for poor students in struggling public schools to attend private or parochial schools where, it was promised, they would receive a better education.

But more than a decade since the statewide voucher program began, after Louisiana has spent half a billion taxpayer dollars to send thousands of students to private schools, data show the state’s lofty promise has not panned out.

On average, voucher students at private schools fare worse on state tests than their public-school peers, according to scores examined by The Times-Picayune and The Advocate. In 2023, just 14% of voucher students in grades 3-8 met state achievement targets, compared with 24% of low-income students at public schools.

“If the goal was to improve achievement, then the program is not succeeding,” said Doug Harris, an economist at Tulane University who has written about Louisiana’s voucher program.

Even voucher proponents acknowledge the lackluster results

“Louisiana is kind of famous for having one of the weakest, or maybe the weakest, private scholarship program in the country,” said Ginny Gentles, a school-choice advocate and former U.S. Department of Education official, while interviewing Louisiana Superintendent of Education Cade Brumley on a podcast last year. Brumley agreed that “it’s called the worst (voucher) program in the country” and “has its limitations.”

The private schools that get about $6,800 per voucher student face scant oversight. Unlike public schools, most don’t receive state ratings because they enroll too few voucher students. But 30 private schools were graded last year, and nearly 80% earned Ds or Fs.

State regulations forbid F-rated private schools from enrolling new voucher students. Brumley waived that rule in recent years, allowing even the worst-performing schools to take in more students and tax dollars.

Now, Louisiana is set to pump more public money into private schools — an approach that President Donald Trump urged more states to adopt in a recent executive order.

In March, the state will launch the LA GATOR Scholarship Program, which will cover students’ tuition and other private education expenses. State officials expect it to cost nearly $94 million next school year, more than double the annual price of vouchers.

“These kids, there’s no price we won’t pay to make sure they get a good quality education,” Gov. Jeff Landry said while promoting the program at a Catholic school in Metairie last year. 

While the scholarship program will replace vouchers, many of the same private schools already have signed up — including over 20 with D or F ratings.

“It makes absolutely no sense,” said Ashana Bigard, a New Orleans public school parent and advocate. The voucher schools struggled academically, “so we’re going to give them more kids?”

But proponents insist the scholarship program, which includes fewer regulations, will attract stronger schools and achieve better results than vouchers.

“I think what we learned is that a private-school choice program is only as good as the quality of the private schools that are enticed to participate,” said Patrick Wolf, an education policy professor at the University of Arkansas who studied Louisiana’s vouchers.

In that program, he added, the “quality level appears to have been quite low.”

Early results disappoint

Louisiana first offered vouchers in the 1960s to parents fleeing school desegregation, before resurrecting them decades later as a refuge from struggling public schools.

“Parents and kids should not be trapped in a failing school,” then-Gov. Bobby Jindal said when the statewide voucher program launched in 2012, adding that all children deserve “an excellent education.”

One of several Republican-led states to adopt vouchers, Louisiana targeted its program to families with incomes at or below 250% of the poverty line with children in public schools rated C or lower. Participating private schools had to admit all applicants, charge no more than the voucher amount and administer the state’s annual LEAP test to voucher recipients.

When researchers analyzed the results after one year, what they found was stunning: Participating in the program caused students’ English and math scores to plummet.

“We’re talking about some of the worst results we’ve ever seen in the history of education research,” said Josh Cowen, an education policy professor at Michigan State University who opposes vouchers.

The low scores persisted for several years, especially in math. It was a far cry from Jindal’s assertion that vouchers would give students access to an excellent education. (Jindal did not respond to a request for comment.)

Voucher proponents posited that the private schools’ curriculums could be misaligned with the state tests or the program’s rules could have deterred higher-performing schools from joining. Less than a third of the state’s roughly 400 private schools participated in 2012, and those that did tended to be Catholic, have declining enrollment and charge low tuition.

“It was a very heavily regulated program and it tended to attract schools that were more desperate for the money,” said Michael McShane, director of national research at EdChoice, a pro-voucher group.

Advocates point to surveys showing many parents who receive vouchers are happy with their children’s schools. They also say public schools improve when forced to compete with private schools for students.

Last school year, nearly 6,000 students received vouchers, costing taxpayers $45 million. More than 75% of those students attended private schools where fewer than 1 in 4 voucher students achieved “mastery” on the state tests, meaning they’re ready for the next grade level, according to an analysis of state data by The Times-Picayune and The Advocate. At least 26% went to schools where fewer than 1 in 10 voucher students achieved mastery.

The raw scores don’t show where students started academically and whether the voucher schools helped them grow. But the state’s rating system tracks students’ academic progress, giving schools credit for boosting student achievement even if their scores remain low.

Even by that measure, 11 of the 30 voucher schools that received ratings last year earned Fs, 12 got Ds and five earned Cs. Just two earned Bs.

Lakeside Christian Academy in Slidell posted some of the worst results last year: Fewer than 5% of its voucher students achieved mastery. The school, which enrolled 79 voucher students, earned Fs three years in a row.

Principal Buffie Singletary said voucher students typically arrive at the school far behind, with limited reading skills, making it difficult to catch them up.

“It’s just really hard,” she said.

Under state regulations, F-rated private schools can keep their current voucher students but may not enroll more. But Brumley used his authority as state education chief to pause that rule, saying in memos that he sought to promote stability and parental choice.

The move has been a boon for schools like Redemptorist St. Gerard, a Catholic school in Baton Rouge. It earned an F in 2023, then enrolled nearly 40 new voucher students the following year, for a total of 134. In 2024, just 8% of those students achieved mastery.

School leaders did not respond to a request for comment.

Even as Brumley stopped imposing sanctions on voucher schools, he led the charge last year to adopt a stricter rating system for public schools.

Jackson Parish Schools Superintendent David Claxton said if the state is going to give private schools tax dollars, they should be held to the same standards as public schools.

“You still want parents to have choice,” he said, “but let’s make it a fair playing field.”

A new take on vouchers

Louisiana’s new private-school scholarship program has been hyped as a bigger, better version of vouchers.

At first, lower-income families will be eligible for the tax-funded scholarships, which will replace vouchers, but eventually, all will be eligible. Offering private school subsidies to all families, regardless of financial need, is a priority for Trump.

“With President Trump, we will continue working towards education freedom for all!” Landry posted on X last month.

Unlike with vouchers, private schools that participate in the scholarship program can decide which students to admit and how much to charge them. Rather than use the state test, they can choose which assessment to give students. And the schools will no longer be rated by the state.

“LA GATOR has fewer of the regulations that typically scare away high-quality schools,” Wolf said.

But critics are doubtful that the top-performing private schools will enroll students with the greatest academic needs. Instead, those students will likely land at less-selective private schools with more open seats, which tend to be lower performing.

“The fact that you’re getting rid of the regulations doesn’t solve that problem,” said Harris, the Tulane researcher.

As Landry and others set high expectations for the new scholarship program, the voucher results loom large.

Last year, as the Legislature considered a bill to establish the scholarship program, state board of education member Conrad Appel expressed misgivings to a state education official, according to an email obtained through a public records request. (In a recent interview, Appel emphasized that LA GATOR was designed to avoid the voucher program’s mistakes.)

With vouchers, “we ended up taking kids from bad public schools and basically encouraging them to go to even worse private schools,” he wrote. “I am afraid that the push to allow parental choice may mean a repeat of history.”

Annie Martin and Leslie Postal of the Orlando Sentinel have repeatedly exposed the fraud baked into Florida’s voucher program. It began in 1999 with the modest ambition of offering choice to low-income students in “failing schools.” It expanded to provide vouchers for students with disabilities. In past articles, they surveyed voucher schools and identified academic deficiencies, such as uncertified teachers and principals, and Bible-based textbooks. Now, they report on what happened after the state removed all income limits in 2023. Florida now offers money for all students, regardless of family income.

Most of the students getting the voucher money are not low-income, do not have disabilities, and are not escaping bad public schools.

The students getting vouchers are already enrolled in private schools. They don’t need the extra money but they are happy to take it.

They write:

A block from Winter Park’s tony Park Avenue sits St. Margaret Mary Catholic School, where tuition can top $14,000 a year for a K-8 education.

But at this school in the heart of one of Central Florida’s wealthiest communities, about 98 percent of students used taxpayer-funded scholarships worth roughly $8,000 to help pay tuition last year.

Only three percent of St. Margaret Mary’s students got that state financial aid just one year earlier.

The change – repeated at schools around the state – is one powerful measure of how a 2023 Florida law has supercharged a school voucher initiative that was already the nation’s largest.

Once reserved for low-income students and those with disabilities, state scholarships, often called vouchers, are now available to all – and they’re fueling an unprecedented pipeline of public money, estimated at $3.4 billion this year, into private, mostly religious schools across the Sunshine State.

All that money is doing more than just expanding Florida’s voucher program. The new rules are transforming it.

Since their emergence as a conservative educational talking point four decades ago, vouchers have been pitched as a way to provide “school choice” – the opportunity for families who couldn’t otherwise afford private education to escape a substandard neighborhood public school.

But when lawmakers dropped the income limits on Florida’s programs, the key element of the 2023 law, the system became something else:

Choice for lower-income families plus a wide-open taxpayer subsidy for the better off.
More than 122,000 new students started using vouchers for the first time in the 2023-24 school year, and nearly 70 percent were already in private school, many in some of Florida’s priciest institutions, according to data from Step Up For Students, the nonprofit that administers most of the state’s scholarships. About 40 percent came from families too wealthy to have qualified previously.

So in many cases the new law did not expand these new families’ options. Instead, it provided state subsidies for the choices they had previously made and were able to afford on their own.

The implications of that shift are vast, an Orlando Sentinel analysis has found.

• Voucher use has jumped by 67% since the new law was approved.
• Individual private schools are seeing even bigger surges, creating new reliance on taxpayer funding. The Sentinel found nearly 250 schools where the number of students using vouchers jumped by at least 100 children in the first year after the law changed. At St. Margaret Mary, the growth pushed total annual voucher funding from $65,000 to $3.5 million – in just one example of the multi-million dollar windfalls.
• A significant amount of the money is flowing to Florida’s most expensive private schools, many of which served few voucher students in the past: Campuses that advertise annual tuition of $15,000 or more added more than 30,000 voucher students last year.
• The proportion of private school students with state scholarships has topped 70% this school year. Ten years ago it was less than a third.
• More Florida students use vouchers — a total of 352,860 — to attend private campuses than are enrolled in public schools in Osceola, Orange and Seminole counties combined.

Program critics say Florida is now spending an inordinate amount of its education resources on the wrong people – rather than focusing on system improvements that would be good for all students.


“This is just a subsidy for wealthier people — people who already have the advantage,” said state Rep. Kelly Skidmore, a Democrat from Boca Raton who voted against the expansion.


Skidmore is among those who fear the impact of the voucher explosion on public schools – which are losing money as students shift to private education – and the implications of handing millions in taxpayer dollars to private schools over which the state has little control.


These schools are free, as the Sentinel has reported previously, to hire teachers without college degrees, teach history and science lessons outside mainstream academics and discriminate against LGBTQ students and staff. They do not face the same accountability requirements as their public counterparts, whose students’ test scores and graduation rates are publicly reported. Without such numbers for private schools, it’s difficult to assess the impact of Florida’s voucher program on the quality of education students receive.

Nevertheless, the voucher push shows no signs of abating, with more than 10% of all K-12 students in Florida now receiving the subsidy.

On Jan. 10, Gov. Ron DeSantis celebrated Florida’s “choice revolution” at Trinity Christian Academy in Jacksonville, which now enrolls more than 1,200 voucher students.

“The debate about school choice I think is over. Clearly you’re better offering choice than not offering choice,” DeSantis said.

An Orlando mother of four sent them to The First Academy, affiliated with First Baptist Church of Orlando, where high school tuition is more than $24,000 a year. Nearly 90% of the students use vouchers now, up from about 20% two years ago. She paid the full cost for her two oldest, who graduated, and can afford to pay for her two youngest, but is delighted to take the state subsidy.

Florida is spending $3.4 billion annually to subsidize the state’s most affluent families.

Is it surprising that Florida’s NAEP scores fell to their lowest point in 20 years? The state is not investing in its public schools, which enroll the overwhelming majority of its students.

Texas Governor Greg Abbott is holding hostage the more than five million students in public schools while he demands vouchers for kids who are already enrolled in private and religious schools. Abbott has refused to increase funding for the state’s public schools unless the legislature approves vouchers, most of which will subsidize the affluent.

Last year, the legislature refused to approve vouchers. Since then, Abbott engineered the defeat of several anti-voucher Republicans. He’s hoping to win approval in the current session. Vouchers will pass easily in the state senate. We will see what happens in the House, where rural Republicans stood against vouchers in the past, before Abbott’s purge.

Abbott is playing Reverse Robin Hood. He is stealing from the poor to pay for the rich. Billionaires like Jeff Yass, the richest man jnnOennstlvsnia, and Betsy DeVos of Michigan, are funding his intransigence with millions in campaign contributions.

The Texas Monthly reports that school superintendents are increasing class sizes, laying off teachers, eliminating electives, and doing whatever they can to keep their doors open.

Two years ago, during the 2023 legislative session, superintendents of Texas schools were optimistic that state lawmakers would boost public-education funding. After all, soaring inflation was straining the already meager finances of districts across the state, and lawmakers had at their disposal a $32.7 billion budget surplus. Spending some of that money on the urgent educational needs of the state’s children might have seemed like an uncontroversial proposal. 

Instead, the unthinkable happened: Legislators left Austin without putting any significant new money into schools or giving teachers a raise. The consequences have been dire.

Texas’s public schools were already among the most poorly resourced in the country: Our per-student funding is about 27 percent less than the national average. The basic allotment—the minimum amount of funding per student that school districts receive from the state—has been stuck at $6,160 since 2019. That would need to be upped by about $1,400 just to keep pace with rising costs. Public education advocates worry that lawmakers will provide only face-saving increases to the basic allotment in 2025 while diverting billions to private schools.

Many school leaders have had to undertake draconian austerity measures. Nearly 80 percent of districts have reported challenges with budget deficits. Given the stakes, 2025 could be a pivotal year for Texas’s public-education system….

Texas Monthly spoke to a group of superintendents to ask about how they were coping. They all spoke about the budget cuts and unfunded mandates (like requiring the hiring of police officers without providing funding). One superintendent, Jennifer Blaine of Spring Branch, said:

JB, Spring Branch: We don’t have anywhere else to cut. We are cut to the bone. I consolidated everything I could, and I cut everything that I could. If we have to cut further, you’re talking about severely impacting academics in the classroom and, quite frankly, safety and security. Five and a half million kids are in Texas public schools, and I don’t understand how our legislators and our governor don’t see this as a crisis. If we don’t educate these kids to the highest levels and prepare them for postsecondary success, we’re going to crumble as a state. I don’t know where the disconnect is. Education is the great equalizer. But nobody is talking about that, and I think it’s a missed opportunity because this is not going to end well. 

The title of the article in the print edition was  “A Legislature That Will Spend at Least as Much Per Pupil as Louisiana.”

Governor Greg Abbott of Texas insists on vouchers. He has promoted them in every legislative session. Last year, he called several special sessions of the legislature, solely to get his vouchers passed. He failed and failed and failed. Since last year, he collected millions of dollars to spend defeating anti-voucher Republicans. He spent it on a campaign of lying about them, barely mentioning vouchers but accusing the refuseniks of opposing extra funding for public schools (they opposed extra money for public schools linked with vouchers), he accused them of failing to support Trump on the border, he threw dirt and lies, and he defeated several of those anti-voucher Republicans for their perfidy.

Here’s where matters stand today, as reported by Gromer Jeffers, Jr, in the Dallas Morning-News:

AUSTIN – Texas Gov. Greg Abbott insisted Monday that he would accept nothing less than a robust, universal school choice voucher program, and he resisted calls to join the plan with blanket increases in public school funding.

As he did in Sunday’s State of the State speech, Abbott committed to raising public teacher pay, but on his terms and largely in the form of merit increases

A plan to allow families to use public dollars on private schools is the centerpiece of his legislative agenda for the legislative session that ends in June. Abbott said his success last year in using the primaries to oust House Republicans who voted against school choice dictates that any plan approved by lawmakers be universal and substantive.

“An overwhelming majority of Texans want school choice,” Abbott said during an interview in the Governor’s Mansion with The Dallas Morning News. “I won all of those races because the voters want school choice, so now there’s no reason for us to ratchet back on what we’re going to do, especially knowing full well that what we’re seeking to achieve here right now is exactly what the voters of Texas want. Most important is what the parents across the state of Texas want.”

Abbott will make a campaign-like stop Tuesday in support of school choice at a private Christian school in Athens.

In Monday’s interview with The News, Abbott also stressed his commitment to helping President Donald Trump with his immigration policies, discussed the mechanics of lowering property taxes and said his relationship with Lt. The governor said he was hopeful his agenda, which includes seven emergency items, would be approved by Texas lawmakers.

School choice tops his wish list.

Abbott is backing Senate and House plans that would devote $1 billion for education savings accounts to help families pay for private school expenses and tuition. He wants voucher-type assistance available to any Texas student who wants it.

Public school advocates say they are concerned about the impact universal school choice would have on public education. In the past, a coalition of rural Republicans and urban Democrats in the Texas House have been able to block voucher-style plans, but Abbott says he has 79 votes in the 150-member chamber to approve school choice.

His stronger political position has resulted in a hardening of his education policies, which do not include a significant increase in money to public education outside of teacher pay raises.Related: ‘Hardcore’ supporters will help Texas finally pass school choice plan, Gov. Abbott says

“We bent over backwards to try to provide a compromise position last session,” Abbott said. “They weren’t going to negotiate at all. They said they don’t want anything other than ‘not school choice.’”

Abbott said public education is being funded at historic levels, adding that private schools in Texas were not on “equal footing” with public schools that use taxpayer dollars to build facilities.

“We’re talking apples and oranges here,” Abbott said. “There’s so much money and so much expansion. Spending on the education side has been on the administrative side. We’ve got to ratchet back the spending on administration and devote that money to where it belongs and where it’s most useful, and that is paying our teachers.”

Teacher pay raises would be partly across-the-board because it would come in the basic allotment. The bulk, however, should be devoted to merit increases, Abbott said.

“We want to ensure that we’re putting teachers on a pathway to be able to earn a six-figure salary,” he said. “Some will be across the board. A lot will be a merit.”

A Senate proposal would add $4.9 billion to the Foundation School Program for teacher pay and changes to the Teacher Incentive Allotment. Teacher pay would increase $4,000 for all teachers, plus an additional $6,000 for rural teachers.

State Rep. Rafael Anchia, D-Dallas, disagrees with Abbott, saying public schools are not adequately funded because of inflation and unfunded mandates, including paying for increased school security.

“The unfunded mandates that both he and the Legislature put on local school districts, we need to make them whole, because it’s the right thing to do,” Anchia said. “We asked them to increase security, and we said we would pay for it.”

Anchia said $5 billion devoted to public education is sitting unspent.

“We should fully fund public schools based on the historic reform bill that we passed in 2019 and release the funds that he withheld during the last biennium for public education,” Anchia said. “He held these funds hostage to get his subsidy of private schools, also known as the voucher scheme, done.”

Abbott says schools could have had that money, but they rejected his education savings account plan.

Anchia said he hoped pay raises would become a reality.

“I’m all about driving money through the formulas down to the local districts, where they know how to make investments better than any politician in Austin,” he said.

Another major agenda item for Abbott is taxes. Texas has a $24 billion budget surplus to work with, and the governor wants property taxes reduced on top of the historic $18 billion property tax cut he signed in 2023.

Abbott said local tax increases often mitigated the 2023 property tax cut, and he said he hopes to sign legislation that would require local tax increases to be approved by two-thirds of voters.

“Reducing property taxes going forward is only going to work if we tie the hands of the taxing authorities to make sure they’re not going to be able to increase property taxes,” Abbott said.

Governor Bill Lee was determined to get a universal voucher bill, regardless of which families get the money or what it costs the state. Since Republicans control the legislature, he got what he wanted. The plan will be phased in.

The legislature knows that most vouchers will subsidize private school tuition. They probably know that vouchers don’t raise academic achievement. They surely know that Tennessee students did well on the national test, NAEP, compared to most other states. And they know that paying the tuition of all the students who attend religious schools and private schools will be a heavy financial burden.

The only thing that is not clear is which billionaire or billionaires was behind the state Republicans’ readiness to sabotage their public schools.

None of that matters.

Tennessee lawmakers on Thursday approved Gov. Bill Lee’s universal private school voucher bill, creating a new track for educating K-12 students statewide.

The 54-44 vote in the House, where Democrats and some rural Republicans joined to oppose the program, came after four hours of debate, including dozens of failed attempts to add amendments aimed at strengthening accountability and protections for students with disabilities, among other things.

The Senate later voted 20-13 to pass Lee’s Education Freedom Act.

The Republican governor called the bill’s passage “a milestone in advancing education in Tennessee.” He is expected to quickly sign his signature education bill.

“I’ve long believed we can have the best public schools & give parents a choice in their child’s education, regardless of income or zip code,” he said on social media.

Tennessee joins a dozen states that have adopted similar programs allowing families, regardless of their income, to use public tax dollars to pay for alternatives to public education for their children.

President Donald Trump this week signed an executive order that frees up federal funding and prioritizes spending on school choice programs.

Lee’s office did not immediately respond when asked if the federal order has implications, financial or otherwise, on Tennessee’s Education Freedom Act.

Also this week, results of a major national test show that Tennessee students held their ground in math and reading, in a year when average student test scores declined nationwide.

The new voucher program is scheduled to launch in the upcoming school year with 20,000 “scholarships” of $7,075 each to aid families toward the cost of a private education. Half of them will be for students whose family income is below a certain threshold — $173,000 for a family of four. Those income restrictions will be lifted during the program’s second year. The number of available vouchers can grow by 5,000 each year thereafter.

About 65% of the vouchers are expected to be awarded to students who already attend private schools, with 35% going to students switching out of public schools, according to the legislature’s own analysis of the proposal….

The packages will cost almost $1 billion this year in a state that has seen its revenues drop because of tax breaks for corporations and businesses enacted in 2024 under another initiative from the governor.

The Education Freedom Act itself will cost taxpayers at least $1.1 billion during its first five years, state analysts say, under a provision that allows the program to grow by 5,000 students annually.

In addition to providing some families with vouchers, the legislation will give one-time bonuses of $2,000 each to the state’s public school teachers; establish a public school infrastructure fund using tax revenues from the sports betting industry that currently contribute to college scholarships; and reimburse public school systems for any state funding lost if a student dis-enrolls to accept the new voucher.

Trump has always expressed contempt for public schools. In his first term, he appointed billionaire religious zealot Betsy DeVos to be Secretary of Education. She has spent many millions over decades to promote charters and vouchers, and she shoveled as much money as she could to charter schools, especially large chains.

His nominee for Secretary of Education, wrestling-entertainment entrepreneur Linda McMahon, will be no less spiteful towards public schools than DeVos. McMahon is chair of the extremist America First Policy Institute, which peddles the lie that public schools “indoctrinate” their students to hate America.

In his 2024 campaign, Trump pushed school choice as one of his major issues.

Yesterday he signed an executive order directing that discretionary federal funds be spent to promote all forms of choice, and he praised states with universal vouchers.

His executive order lambastes the “failure” of the public schools, a refrain we have heard from privatizers for the past 30 years, and he makes false claims about the benefits of private choices.

He says:

When our public education system fails such a large segment of society, it hinders our national competitiveness and devastates families and communities.  For this reason, more than a dozen States have enacted universal K-12 scholarship programs, allowing families — rather than the government — to choose the best educational setting for their children.  These States have highlighted the most promising avenue for education reform:  educational choice for families and competition for residentially assigned, government-run public schools.  The growing body of rigorous research demonstrates that well-designed education-freedom programs improve student achievement and cause nearby public schools to improve their performance. 

This paragraph is larded with lies. Despite decades of loud complaining about how public schools hurt our economic competitiveness, we have the most vibrant and successful economy in the world. Our public schools, which enroll 85-90% of our nation’s students, contributed to that success.

Next is his patently false claim that universal choice is the best path to educational success. There is no evidence for that claim. In fact, Florida–a leader in universal choice–just experienced a sharp drop in its NAEP scores. Its reading and math scores dropped to their lowest level in more than 20 years.

And most ridiculous is his assertion that “rigorous research demonstrates that well-designed education-freedom programs improve student achievement and cause nearby public schools to improve their performance.”

Dr. Glenn Rogers, a staunch conservative from a rural district in Texas, opposed vouchers because the people who elected him didn’t want vouchers. Governor Greg Abbott promised his deep-pocketed donors that he would get vouchers. So Republican legislators like Glenn Rogers had to go.

Dr. Rogers is now a contributing columnist for The Dallas Morning News. He is a rancher and a veterinarian in Palo Pinto County. He served in the Texas House of Representatives from 2021-2025.

The 2024 Texas Republican primary was brutal and unprecedented in the volume of unwarranted character assassination, misdirection and, of course, money spent from both “dark” and “illuminated” sources.

Despite Gov. Greg Abbott’s persistent opposition to rural Republican House members and a fourth special legislative session, a bipartisan majority defeated school vouchers (called education savings accounts) by stripping off an amendment in Rep. Brad Buckley’s ominous omnibus education bill that tied critical school funding to vouchers.

The governor then proceeded to launch his scorched-earth attack on rural Republicans. Of the 21 that voted for their districts instead of Abbott’s pet project, five did not seek re-election, four were unopposed, nine lost their seats and three were victorious. Only one third remain in the House.

Reducing Republican opposition to vouchers was a resounding success for the governor and he has been crowing ever since that the 2024 slaughter proves Texans across the state desire vouchers (“school choice” in governor speak). But does it?

During the primary campaign, polling data clearly demonstrated vouchers were not a priority for Texas voters, including those in my district. The border, followed by property taxes and inflation were top of mind, with vouchers barely making the top 10.

With four special sessions, Christmas and a week with a major freezing-weather event, block-walking time before the early March primary was limited to about six good weeks. I hit the pavement hard and, true to the polling data and my consultant’s advice, the border and property taxes were on everyone’s mind. In fact, after knocking on thousands of doors throughout the district, I had only a handful of questions about vouchers and usually from current or retired educators who were anti-voucher.

Abbott frequently referred to Republican ballot Proposition 9 as proof of massive voucher support. “Texas parents and guardians should have the right to select schools, whether public or private, for their children, and the funding should follow the student,” the ballot measure read.

With only around 20% primary voter turnout and questions designed by the State Republican Executive Committee to confirm their often-radical views, the results are hardly a reputable referendum for anything. The wording and structure of the voucher proposition were flawed. Professional surveyors suggest that to receive the most genuine responses, questions should be asked one at a time. The proposition fails to follow this fundamental rule by asking two questions at once and only allowing for a single “Yes” or “No” response.

Of course, everyone wants choice and thankfully we already have a choice of public, charter, private and home school opportunities

The proposition also failed to ask whether voters supported taking tax dollars away from public education to fund a voucher program. That question certainly would have told a different story.

The goal was vouchers, but the tactic was misinformation about completely different issues that captured voters’ attention. The governor repeatedly stated that my fellow rural Republicans and I were weak on the border or that we couldn’t be trusted on border issues. He referred to my F rating from Tim Dunn-financed scorecards.

Ironically, the governor was fully supported by me on every one of his legislative priorities, especially the border, but with one major exception: school vouchers.

I served on the House Republican Caucus Policy Committee the last two sessions and voted 97.5% with caucus recommendations. I voted 96% of the time with the Republican majority. Yet Abbott stated in his rallies in my district that I consistently voted with Democrats. These are disingenuous tactics straight out of the Texas Scorecard playbook.

The governor may have an out-of-state mandate for vouchers, funded by Pennsylvanian TikTok billionaire and voucher profiteer Jeff Yass, who poured over $10 million into Abbott’s crusade to purge Republican House members.

But here in Texas, the mandate simply does not exist.

If Texans truly supported diverting public-school funds to private interests, there would have been no need for fearmongering and smear campaigns to achieve it. The fact that the governor resorted to such underhanded methods is not a show of strength or conviction. It is a tacit admission that Texans are not buying what he is trying to sell.

Gary Rayno, veteran journalist in New Hampshire, reports on the Legislature’s pending decision on expanding vouchers. It is astonishing that any state is still considering universal vouchers, in light of what we have learned from the experience of every state that has done so.

We know now that the overwhelming majority of vouchers are used by students already enrolled in private and religious schools. In other words, they are for the most part a subsidy for families already able to pay tuition.

We know now that universal vouchers bust the state budget by offering to pay private school tuition.

We know now (see Josh Cowen’s recent book The Privateers) that when poor kids leave public schools for voucher schools, their academic performance declines, often dramatically.

We know now, based on state referenda, that the public opposes vouchers.

The advocates for opening the state’s school voucher program, Education Freedom Accounts, to all students in the state regardless of their parents’ income did a massive public relations and organization effort before the public hearing last week on House 115, which would remove the salary cap from the four-year old program.

While many parents with their children turned out for the public hearing that needed three rooms in the Legislative Office Building to hold the attendees, the people responding electronically —many posting testimony — on the bill were opposed by a more than four-to-one margin, 3,414-791.

Groups like the Koch Foundation funded by Americans for Prosperity sent out at least three email “urgent” messages to its followers encouraging supporters to attend the public hearing.

Department of Education Commissioner Frank Edelblut sent out a press release the day before the public hearing with the headline “New Hampshire’s cost per pupil continues upward trend,” indicating the state’s average per-pupil cost increased from $20,323 last school year to $21,545 this school year and noting the enrollment has been trending down.

In his press release he also noted the average national cost per pupil at $15,591, while noting that New Hampshire’s largest school districts were the cheapest with Manchester at $17,734, Nashua at $18,270, Bedford at $18,498 and Concord at $23,159, while rural Pittsburg, at the very top of the state, has the highest cost at $44,484.

“The taxpayers of New Hampshire have worked hard to support students, families and our public schools, increasing funding by more than $400 million since 2021, resulting in a record high cost per pupil,” Edelblut said. “New Hampshire remains dedicated to continuing efforts to expand educational opportunities and pathways to help every child succeed in a fiscally responsible approach. The persistent trend of declining student enrollment combined with rising costs creates substantial financial strain on school districts, taxpayers and communities, necessitating new and creative approaches to educating our children in a system that can be sustained over the long term.”

In other words these skyrocketing public education costs cannot be sustained, and efforts like the EFA program is the wave of the future for taxpayers and students, although the program offers no guarantees the state money flowing into the program is being used for what it was intended or wisely by parents.

He does not mention that New Hampshire is either 49th or 50th in financial support for K to 12th grade public education, while cities and towns are picking up over 70 percent of the costs of public education and yet their residents are the ones approving the budgets that increased per-pupil spending.

Edelblut also doesn’t mention that the state downshifted the obligation of hundreds of millions of dollars over the last 15 years to school districts, municipalities and counties when it stopped paying 35 percent of the retirement costs for employees, or that he has failed over the last five years to request additional money for the special education catastrophic aid program although costs have been rising substantially further downshifting millions more in costs to local school districts.

And the public hearing on the bill was held on one of the earliest days in the session, which says the Republican leadership wants to separate this bill from the state budget as much as possible.

A trend of declining revenues, the drying up of the federal pandemic aid and past surpluses, along with the elimination of the interest and dividends tax, which is a huge benefit to the state’s wealthiest residents, and business tax rate cuts will make difficult work for lawmakers and new Gov. Kelly Ayotte, who gives her first budget address next month.

The GOP leadership doesn’t want to discuss the $100 million in new expenses in HB 115 when budget discussions hit snags over what to fund.

During the public hearing, a number of parents brought their children with them to talk about the wonderful things they have been able to accomplish by using the state taxpayer money for alternative education settings.

Many also trashed public schools saying they failed their children although the public schools continue to serve about 90 percent of the state’s students.

Some of the parents noted public schools don’t align with their beliefs or political philosophies, which really says they do not want their children to be exposed to different beliefs or cultures.

David Trumble of Weare noted that some of the private and religious schools don’t take LGBTQ+, special education or English-as-a-second language students.

“There is nothing universal about universal vouchers. The only universal option is the public schools because they accept every single child and give every one of them a good education. That is why you have a constitutional duty to fund them. You have no obligation to fund the private schools,” Trumble told the House Education Funding Committee.

“Our first obligation is to fund the public schools.”

Under the EFA program, 75 percent of the students did not attend public schools when they joined the program, meaning that neither the school districts nor the state was paying for their education, their parents were.

In other states where universal vouchers have been approved almost all of the new money goes to families currently sending their children to private or religious schools or being homeschooled, which is a new expense to those states just as it would be in New Hampshire, where the potential for additional costs is over $100 million annually.

The money for New Hampshire EFA program comes from the Education Trust Fund which also provides almost all of the state education aid to public schools including charter schools.

The trust fund once had over a $200 million surplus, but ended the last fiscal year June 30, 2024 at $159 million, and is projected to drop to $125 million at the end of this fiscal year.

If the bill passes, it won’t be long before money is drained and the squeeze is on public education because of the new education system set up by the legislature that many told the committee last week lacks accountability and transparency.

Many of the people in opposition to the bill said the state first needs to meet its constitutional obligation to pay for an adequate education for the state’s children before setting up any new program costing hundreds of millions of dollars.

But universal vouchers are not only a priority for New Hampshire Republicans, it is a priority at the national level as well.

It continues a movement begun in the late 1950s and 1960s advised by James Buchanan, an economist from the University of Chicago, who was influenced by Frank Knight as was Milton Friedman.

The plan was to both develop more conservative Republicans through the education system and through state legislatures.

One of the targets was public education and reforming it into a private system where if you have the money you can receive a good education, but if you don’t, well too bad.

While the EFA program was touted as helping lower income parents find an alternative education setting for their children who did not fare well in a public education environment, it has essentially been a subsidy program for parents whose children were already in private and religious schools or homeschooled.

Many of the parents speaking in favor of expanding the EFA program said they wanted every child to experience what they experienced.

Rep. Ross Berry, R-Weare, told the committee why should the EFA program be means tested, when public schools don’t require wealthy parents to pay for their children to attend.

That was one of the catch phrases uttered several times during the hearing along with “support for the student not the system.”

Someone had distributed the talking points.

But several opponents noted the program would not help eliminate educational inequity, it would exacerbate it, because a lower-income parent would not be able to afford to send their child to one of the private schools where the average tuition is over $20,000 with a $5,200 voucher, while those already able to send their child to a private school will be able to cut their costs by the same amount.

Once again New Hampshire is a great place to live if you have money, if you don’t, not so much.

The EFA program is part of the push for individual rights over the common good. You see it in education where parents want to remove their child from those who do not have the same beliefs or philosophies, you also see in health care with the establishment of specialty and boutique practices where if you have the money you receive the best care, and in the judicial system where if you have enough money you never have to be accountable for your crimes.

If HB 115 passes, and it probably will, the legislature will have created a situation where the public schools including charter schools will face operating with less state aid, not more as the courts said the state needs, and that will impact many sectors including businesses who will not know if the state has a sufficiently educated workforce or not.

The state should not want businesses asking that question.

The top elected leaders of Texas are far-right extremists–Governor Greg Abbott, Lt. Governor Dan Patrick, and Attorney General Ken Paxton.

Abbott is passionate about school vouchers, despite the fact they would harm rural public schools. He called multiple special sessions of the legislature last year specifically to pass vouchers, but failing each time.

Gov. Abbott got more than $10 million from Pennsylvania billionaire Jeff Yass to oust the moderate Republicans who blocked vouchers. He won most of those races, defeating conservatives who prioritized their constituents over the wishes of the Governor, Jeff Yass, Betsy DeVos and the Texas oil and gas billionaires Wilks and Dunn, devout evangelical supports of vouchers.

A new session of the legislature opened. The hard right backed Rep. David Cook to be Speaker of the House. Rep. Dustin Burrows ran against him. Abbott, Patrick, and Paxton supported Cook. Burrows won. Burrows received more Democratic votes than Republican votes.

Trump selected Linda McMahon to be the next Secretary of Education. She is well known for making it rich in the world of wrestling entertainment, in partnership with her husband. Less well known is her role as Chair of the board of the America First Policy Institute (AFPI). Trump is close to AFPI, which promotes school choice and the “parental rights” movement, which promotes censorship of books and curriculum about racism and LGBT topics. They oppose any teaching that might make students “uncomfortable,” like learning about the history of racism, or that might teach students that LGBT exist.

The Nation published an article by Christopher Lewis and Jacob Plaza. The article tells the story of the think tank McMahon leads. It was launched after Trump’s loss in 2020 and its policy agenda defines Trump’s plans. To understand what Trump intends to do, learn more about AFPI.

Amid the incoming Trump administration’s flurry of unqualified, corrupt, and/or vengeance-driven cabinet nominees, it’s been easy to overlook Linda McMahon, Trump’s pick to head the US Department of Education. McMahon is best known for her role in running World Wrestling Entertainment (WWE) with her husband the longtime Trump crony Vince McMahon. Linda McMahon’s background in education is exceedingly thin; she served on the Connecticut Board of Education more than a decade ago, thanks to an appointment from another politically connected friend, then–Connecticut Governor Jodi Rell. McMahon has a teaching certificate but has never actually taught. Indeed, she was forced to resign her spot on the Connecticut board when the Hartford Courant reported that she’d lied on her résumé about having an education degree. Add in the alleged role of the WWE and its parent company in a sexual-abuse scandal involving “ring boys” for the wrestling league, and McMahon’s nomination, in any sanely administered political order, would be dead in the water. (McMahon and her husband both deny the abuse allegations in the pending WWE suit.)

Yet McMahon possesses one key credential for the next Trump administration—in addition, that is, to a proven track record to personal fealty to the president-elect, and a long string of Fox News appearances: She’s the former head of the America First Policy Institute (AFPI), the policy nerve center for MAGA governance. For all the attention focused on the Heritage Foundation and its Project 2025 policy agenda, AFPI has been Trumpworld’s principal policy network, serving as a haven for former Trump appointees during the Biden years. AFPI hands assembled a detailed blueprint for Trump’s return to power, including plans to make the Trump tax cuts permanent and purge the federal workforce of civil service workers deemed insufficiently MAGA. In addition to McMahon, Trump has tapped several senior AFPI figures for cabinet posts, including EPA nominee Lee Zeldin, Agriculture nominee Brooke Rollins (the think tank’s president and CEO), and its Georgia chapter chair, Doug Collins, Trump’s pick to head the Department of Veteran’s Affair

As education secretary, McMahon would be charged with administering a uniquely destructive suite of policies, even by the usual standards of Trump governance. That’s because the Department of Education has been a bête noire of the American right ever since Jimmy Carter founded the agency in 1979. By creating a layer of federal oversight over locally run schools, the DOE has, in the overheated imaginings of right-wing policy mavens, arrogated deep-state sovereignty over the rights of parents to preside over the best educational options and life chances for their children. And as the Education Department has sought to clarify and standardize anti-discrimination policy for LGBTQ+ students, it’s become a pet target for anti-trans culture warriors on the right.

McMahon probably won’t heed the growing chorus of conservative calls to abolish the DOE outright, but she can be counted on to aggressively pursue other key MAGA objectives in education policy. In line with her work at AFPI, McMahon will likely continue to promote the use of privately backed charter schools to defund public education—the most fundamental plank of right-wing education policy. In addition, she’ll probably resume her predecessor Betty DeVos’s campaign to deny basic Title IX protections to LGBTQ+ students. And it’s a safe bet that she’ll also re-up plans to promote Trump’s 1776 commission—MAGA’s agitprop answer to the 1619 Project, promoting a “patriotic” national curriculum to downplay and discourage honest discussion of America’s racial history in the schools.

Following the lead of billionaire right-wing donors, AFPI enthusiastically champions the charter-schools movement, while seeking to undermine the government’s role in providing quality public education. McMahon’s think tank has erected a whole policy infrastructure to promote charter schools, including direct public subsidies to them, the creation of education saving accounts (ESAs) for parents to enroll kids in charters, and proposals to weaken teachers’ unions in conjunction with the rise of open-shop charters. This agenda does more than harness the long-standing animus to government-backed education on the right—it advances the creation of a parallel education system for right-wing partisans. In this regard, as well as in its aggressive model of privatized education funding, the AFPI plan recalls the original role that neoliberal economics played in supporting the new ad hoc network of “segregation academies” launched in the American South after the 1954 Brown v. Board of Education ruling to desegregate the nation’s schools. The same basic dictum holds for today’s American right as it did then: If you can’t segregate with law, segregate with economics.

AFPI claims that charter school students have higher scores on standardized tests. In reality, the findings here follow what holds for better-funded public schools: namely, that well-funded charter schools tend to produce better test scores, while less well-off charters fare a bit worse, with some regional variations. Students in the competitive DC charter school system’s Opportunity Scholarships program, often cited as the gold standard by charter school advocates, actually performed worse on reading tests than those who did not attend the program.

School choice and voucher programs are a drain on the public’s coffers. For hard-right ideologues like the advisers at AFPI, that’s the whole point. Privatized education is part of the broader right-wing campaign to block the public sector’s ability to finance anything, especially if it would further racial equality. The National Education Association notes that voucher programs redirect scarce public funds toward unaccountable private school programs, and found zero evidence that these programs—which increase school segregation—improve students’ performance. In some cases, there are negative impacts.

What’s more, private management naturally leads to a focus on profit, financial self-sustainability, and expansion—mandates that typically lead to steep budget cuts in the schools, even if students suffer. According to the Network for Public Education, for-profit management companies run nearly one in seven charter schools.

AFPI has also endorsed federal legislation to create national education savings accounts. Like charter schools, ESAs seek to redirect public resources to market-driven gimmicks under the broad rubric of consumer choice. When parents open an ESA, they withdraw their children from the school district and receive a deposit of public funds in a savings account authorized by the government. Parents are then allowed to spend from that account on a range of educational expenses, including tutoring, therapy, or school supplies.

ESA plans create an obvious bind by forcing parents to navigate the education industry all on their own. The ESA scheme affords no safeguards for students whose parents made poor spending choices with the funds in their account. A report in Forbes recounted the story of a family using up its entire account before paying for a single English or math class. And like the broader charter model it upholds, the savings-account system reinforces, rather than weakens, the core inequalities of the US education system; it ensures that wealthier parents will be able to afford to send their children to the best schools.

For a bracing illustration of how charter and for-profit education schemes pillage publicly funded schools, consider Chicago’s experience. In 2013, the city closed 48 public schools to cover widening budget shortfalls. And Chicago’s public schools were going broke in no small part due to the rapid expansion of a parallel charter systemcaptained by ardent school privatizers. Since the insurgent charter schools operated outside traditional governance and accountability, they accumulated millions in debt while draining desperately needed funding away from public schools. Ultimately, 17,000 students were displaced, and Chicago was left with a more unequal and racially segmented school system than it had at the outset of the city’s charter-school fiasco.
