Lest we forget. This is the real Andrew Cuomo. 

I said when he ran for his second term in 2014 that he sounded like Scott Walker.

Vowing to break “one of the only remaining public monopolies,” Gov. Cuomo on Monday said he’ll push for a new round of teacher evaluation standards if re-elected.

Cuomo, during a meeting with the Daily News Editorial Board, said better teachers and competition from charter schools are the best ways to revamp an underachieving and entrenched public education system.

“I believe these kinds of changes are probably the single best thing that I can do as governor that’s going to matter long-term,” he said, “to break what is in essence one of the only remaining public monopolies — and that’s what this is, it’s a public monopoly.”

He said the key is to put “real performance measures with some competition, which is why I like charter schools.”

Cuomo said he will push a plan that includes more incentives — and sanctions — that “make it a more rigorous evaluation system.”

Cuomo expects fierce opposition from the state’s teachers, who are already upset with him and have refused to endorse his re-election bid.

“The teachers don’t want to do the evaluations and they don’t want to do rigorous evaluations — I get it,” Cuomo said. “I feel exactly opposite.”

He backed off because of the success of the Opt Out movement, after 200,000 students chose not to take the state tests.

He formed a commission and tempered his language. But he continues to privilege charter schools, because that’s where the big campaign contributions come from, the ones that have built a war chest for him of $30 million.

Will the unions that he blasted in 2014 support Andrew Cuomo in 2018?

Pittsburgh was once one of Bill Gates’ favorite cities. He showered it with millions to try out his ideas about how to improve teaching and test scores. But it didn’t work.

Now Superintendent Anthony Hamlet is scrapping the last vestiges of the Gates plan.

Pittsburgh Public Schools is scrapping a performance-based pay system, giving all its teachers at least a 2 percent raise and paying its least experienced teachers as much as 15 percent more per year.

The tentative changes are included in three-year contracts overwhelmingly approved Wednesday by the Pittsburgh Federation of Teachers, said Nina Esposito-Visgitis, the union’s president. The union represents about 3,000 teachers and support staff.

A little more than 2,000 members voted on the contracts, which were approved by 90 percent of teachers, 90 percent of paraprofessionals and 77 percent of technical and clerical employees.

“We really focused on the new teachers. We were falling behind other districts in terms of our starting salary,” Esposito-Visgitis said. “A lot of money was put at the bottom of the salary schedule because we want to attract the best and the brightest in Pittsburgh.”

Superintendent Anthony Hamlet issued a statement Wednesday night thanking “parents, stakeholders and the larger city for their patience” through stalled negotiations that nearly culminated in districtwide school closures.

Hamlet said he expects the new contracts to help reduce teacher turnover and improve school stability.

“It’s a testament to our members and to both negotiating teams that we were able to resolve things,” Esposito-Visgitis said. “We’re glad this chapter is over.”

 

 

 

Matthew Kraft, an assistant professor of education and economics at Brown University, asks the question in the title of this post. He weighs the pros and cons. The cons are overwhelming. The pros are dubious. Peter Greene assesses Kraft’s balancing act. He finds the pro side of the balance curiously vacuous. Yet Kraft steps back and concludes that the nation is better off for the millions or hundreds of millions or billions spent to evaluate teachers by dubious measures.

Greene is not buying it.

The rush to evaluate demoralized teachers, created perverse incentives, and created a teacher shortage, with no evidence of success. Not much of a positive scorecard. (By the way, whatever happened to Raj Chetty and his Nobel-worthy research demonstrating that your fourth grade teacher determines your lifetime income and whether you [if female] get pregnant before marriage?)

He writes:

“Previous sucky evaluation systems may not have provided useful information about teachers (or depended on being used by good principals to generate good data). But at least those previous systems did not incentivize bad behavior. Modern reform evaluation systems add powerful motivation for schools to center themselves not on teachers or students or even standards, but on test results. And test-centered schools run upside down– instead of meeting the students’ needs, the test-centered school sees the students as adversaries who must be cajoled, coached, trained and even forced to cough up the scores that the school needs. The Madeline Hunter checklist may have been bunk, but at least it didn’t encourage me to conduct regular malpractice in my classroom.

“So yes– everyone would be better off if the last round of evaluation “reforms” had never happened.

“Kraft also asks if “the rushed and contentious rollout of teacher evaluation reforms poison the well for getting evaluation right.”

“Hmmm. First, I’ll challenge his assumption that rushed rollout is the problem. This is the old “Program X would have been great if it had been implemented properly,” but it’s almost never the implementation, stupid. There’s no good way to implement a bad program. Bad is bad, whether it’s rushed or not.

“Second, that particular well has never been a source of sparkling pure water, but yes, the current system made things worse. The problems could be reversed. The solution here is the same as the solution to many reform-created education problems– scrap test-centered schooling. Scrap the BS Test. Scrap the use of a BS Test to evaluate schools or teachers or students. Strip the BS Test of all significant consequences; make it a no-stakes test. That would remove a huge source of poison from the education well.”

The Ohio State Senate wants to drop changes in test scores from teacher evaluations. However, the Cleveland district objects because the superintendent clings stubbornly to standardized tests of students as a reasonable measure of teacher quality. The fact that value-added measurement has flopped nationally doesn’t matter to him.

”District CEO Eric Gordon isn’t happy about the change and still wants to use test scores as a major part of teacher ratings. He looks at student scores — particular the “value added” measure of how much students learn in a year — as an important part of gauging whether teachers are doing well or not.”

Maybe no one told him that VAM is a sham.

The following article was written by a graduate student and Celia Oyler, his professor at Teachers College, Columbia University.

In this article, co-written by a teacher and a professor, the authors examine possible explanations for why Adam (first author), a New York City public school special educator, failed the edTPA, a teacher performance assessment required by all candidates for state certification. Adam completed a yearlong teaching residency where he was the special educator intern of a co-teaching team. He received glowing reviews on all program assessments, including 12 clinical observations and firsthand evaluations by his principal and one student. In this article, the authors analyze Adam’s edTPA submission showing evidence of how he met his teacher education program’s expectations for teaching inclusively in a heterogeneous Integrated Co-Teaching classroom using frameworks from Universal Design for Learning and culturally sustaining pedagogy. They speculate that this pedagogical approach was in conflict with the Pearson/SCALE (Stanford Center for Assessment, Learning, and Equity) edTPA expectations or scorer training. They conclude by discussing the paradigmatic conflicts between the Pearson/SCALE special edTPA handbook and the aims and practices of inclusive education

Numerous people have complained about Pearson’s edTPA. Not because its standards are too high but because it does not accurately identify good teachers. At a time of teacher shortages across the nation, what is the point of using a test that weeds out good teachers along with some who are not so good. Shouldn’t human judgement count for more than a standardized test?

Gary Rubinstein knows Michael Johnston from his days in Teach for America. He wishes Mike would stop telling tall tales about the school he briefly ran.

Mike said that the school he ran had a 100% graduation rate and college acceptance rate. Gary points out that 44 seniors graduated and got accepted to college, but there were 73 students in tenth grade two years earlier. That’s a 60% graduation rate, not 100%.

Now Mike Johnston is running for Governor of Colorado. He has built a reputation in the state as an education “reformer.” After graduating from Yale, he taught in Mississippi as a member of Teach for America, earned a degree at the Harvard Graduate School of Education, then a law degree, then was principal of a small school in Colorado where he claimed the school had a graduation rate of 100% and all were accepted into college. Based on this record, he ran for and was elected to the State Senate at the age of 35.

I met Mike Johnston in 2010, when I visited Denver to talk about my then-new book “The Death and Life of the Great American School System: How Testing and Choice Are Undermining Education.” I was scheduled to debate Johnston at a luncheon before about 100 of Denver’s civic leaders. At the very moment I was in Denver, the Legislature was debating Johnston’s legislation to evaluate teachers and principals by the test scores of their students. Johnston called his law, SB 10-191, the “Great Teachers, Great Principals Act.” It required that test scores would count for 50% of every teacher and principal’s evaluation.

On the day we were to debate, Johnston was late. I spoke. Minutes later, Johnston arrived, not having heard anything I said about choice and testing. He spoke with great excitement about how his new legislation would weed out all the bad and ineffective teachers in the state and would lead to a new era of great teachers, great principals, and great schools.

Johnston, as Gary Rubinstein points out, is very much an Obama Democrat. Arne Duncan, whose Race to the Top squandered $5 Billion, has endorsed Johnston’s candidacy for governor.

Seven years later, even Colorado reformers acknowledge that Mike Johnston’s grandiose promises fell flat. In an article in Education Week, Colorado reformer Van Schoales admitted that the punitive SB 10-191 didn’t have much, if any effect.

He wrote:

“Implementation did not live up to the promises.

“Colorado Department of Education data released in February show that the distribution of teacher effectiveness in the state looks much as it did before passage of the bill. Eighty-eight percent of Colorado teachers were rated effective or highly effective, 4 percent were partially effective, 7.8 percent of teachers were not rated, and less than 1 percent were deemed ineffective. In other words, we leveraged everything we could and not only didn’t advance teacher effectiveness, we created a massive bureaucracy and alienated many in the field.

“What happened?

“It was wrong to force everyone in a state to have one ‘best’ evaluation system.”

“First, the data. We built a policy on growth data that only partially existed. The majority of teachers teach in states’ untested subject areas. This meant processes for measuring student growth outside of literacy or math were often thoughtlessly slapped together to meet the new evaluation law. For example, some elementary school art-teacher evaluations were linked to student performance on multiple-choice district art tests, while Spanish-teacher evaluations were tied to how the school did on the state’s math and literacy tests. Even for those who teach the grades and subjects with state tests, some debate remains on how much growth should be weighted for high-stakes decisions on teacher ratings. And we knew that few teachers accepted having their evaluations heavily weighted on student growth.

“Second, there has been little embrace of the state’s new teacher-evaluation system even from administrators frustrated with the former system. There were exceptions, namely the districts of Denver and Harrison, which had far fewer highly effective teachers than elsewhere in the state. Both districts invested time and resources in the development of a system that more accurately reflects a teacher’s impact on student learning. Yet most Colorado districts were forced to create new evaluation systems in alignment with the new law or adopt the state system, and most did the latter. This meant that these districts focused on compliance (and checking off evaluation boxes), rather than using the law to support teacher improvement.

“Third, we continue to have a leadership problem. Research shows that teacher evaluators are still not likely to give direct and honest feedback to teachers. A Brown University study on teacher evaluators in these new systems shows that the evaluators are three times more likely to rate teachers higher than they should be rated. This is a problem of school and district culture, not a fault with the evaluation rubric.

“Fourth, all of Colorado’s 238 charter schools waived out of the system.

“We wanted a new system to help professionalize teaching and address the real disparities in teacher quality. Instead, we got an 18-page state rubric and 345-page user guide for teacher evaluation.

“We didn’t understand how most school systems would respond to these teacher-evaluation laws. We failed to track implementation and didn’t check our assumptions along the way.”

Unfortunately, when the time came to change the law, Sen. Mike Johnston joined with five Republicans on the State Senate Education Committee to defeat a proposal to fix his failed law.

The rejected proposal, “originally introduced with bipartisan sponsorship, would have allowed school districts to drop the use of student academic growth data in teacher evaluations. It also would have eliminated the annual evaluation requirement for effective and highly effective teachers.”

But Johnston preferred to keep his law in place, despite its failure. It remains today as the most regressive teacher evaluation law in the nation. And it has had seven years to demonstrate its ineffectiveness.

Gary Rubinstein calls on Mike Johnston to stop making the false claim in his campaign literature that his high school’s graduation rate was 100%.

I call on him to renounce and denounce SB 10-191.

Make a clean break of it, Mike. Set things right. Show you are man enough to admit you were wrong.

“E4E requires teachers to sign a “pledge” that endorses VAM as a component of their evaluation. I do not understand why anyone would sign a pledge to any organization that billionaires fund. This is a variant of the infamous Gates Compact that called for school districts run by elected officials and with public accountability to sign a memorandum of understanding (MOU) that would allow charter schools, privately run and often by out of state franchises, to use resources they did not pay for, occupy public school buildings, avoid the full costs of a district services such as those providing food and transportation. The charters were supposed to share their “best practices” with the district. The E4E pledge and the Gates compact are duping teachers and leaders of district in the same way…with contract-like arrangements totally out of bounds of professional work ing education.

“Imagine a hospital or medical practice that signed a ledge or a “compact” to prescribe only the drugs/treatments that a billionaire donor wanted, and under conditions where those drugs/treatments were known to be toxic for parents and the medical personnel.

“I am reminded of the pledge that I had to sign to be employed in Florida, mid-century last. The document asked if I had every been a member of the Communist Party or a member of one of the groups labelled “communist sympathizers”–with the list on legal paper, both sides, two pages two columns.

“I think the E4E pledge is intended to function much like a loyalty oath, but now it is one aspect of market-based thinking. It also draws on the actual and implied threats in a non-compete clause in some employment contracts.

“There is probably nothing that E4E can do to legally enforce compliance with the terms of the pledge–a pledge of loyalty to an agenda set by the billionaires. The whole point is to use teachers as marketers for the bad ideas of E4E and make them accomplices in their own demise.

“If you sign the pledge, you confirm that you are easy prey. Do not be duped or used.”

A new study of teacher evaluation finds that the more that value-added test scores count, the lower teachers are rated.

“Among the most important findings from this new study: When value-added scores are incorporated into evaluations, the ratings tend to go down. And the more weight a system puts on value-added scoring, the lower the scores are likely to be, the study showed.

“That’s because value-added scores tend to be relative measures, explained Kraft. Value added is generally “designed to just compare you to your peers,” he said. “Everybody can’t be good with value added.”

“On the other hand, with classroom observation scores, everyone can be excellent, he said.

“And that leads to a huge caveat in all of this: As it stands, despite the variation in systems, almost all teachers across the country continue to get positive ratings.

“That’s largely because observation scores make up the meat of most teacher evaluation systems, said Kraft. And as we know from previous research, principals tend to rate their teachers highly.”

The Gates Foundation agreed to pay Hillsborough County, Florida, $100 million to pilot its teacher evaluation program. However, the program cost $271 million, and the district exhausted its reserves. It ended its relationship with Gates in 2015, Gates stopped paying after investing $80 million, the Hillsborough superintendent MaryEllen Elia was fired by the board, and was soon hired by Commissioner of Education for the state of New York. The Gates program was not working, and the district pulled out. The state legislature adopted features of the failed Gates approach in its revision of state laws.

Elia, who was fired in 2015 as the district had a financial meltdown, discussed the “success” of the soon-to-collapse teacher evaluation program with Vicky Phillips, then the president of the Gates Foundation for education, in 2014.

This week, the Hillsborough superintendent is wrestling with the problem of seven D and F-rated schools and has promised not to close them.

Districts have four options for such schools, assuming they do not improve to a C.

The first, shutting them down, is not on the table. “We’re not closing any schools, so you can put that in bright lights,” superintendent Jeff Eakins said Wednesday.

Nor is the second option, turning the schools over to private charter operators.

That leaves two more — entering a partnership with an outside consultant who would help run the school, or creating a district-run charter school.

Under that fourth scenario, the school would have a governing board, as privately run charter schools do. The district would manage the school. But union contracts would not apply, giving the district greater latitude in deciding who would work there.

Eakins and his chief of schools, Harrison Peters, said they are optimistic that all seven schools will earn at least a C. Four of the D schools were within two points of a C when the last year’s grades came out.

“Nothing has changed about our expectations, but there has to be a back-up plan,” Peters said.

School leaders, so far, seem to understand, he said. “They’re not interested in being a charter school and they’re not interested in being closed, but they get it.”

School grades, invented during Jeb Bush’s tenure, are completely bogus, but Florida and many other states continue to use them. They are a tool in the privatization toolkit.

A couple of days ago, Bill Gates said he has a new plan to reform education. As I pointed out in a post, Bill Gates is batting 0 for 3. He dropped $2 Billion into breaking up large high schools and turning them into small schools. He started in 2000, didn’t see a big jump in test scores, and backed out in 2008. Then, having decided that the answer to high test scores was to punish teachers whose student scores didn’t go up, he pushed value-added Assessment, partnering with Arne Duncan and Race to the Top. Thousands of educators were fired and many schools were closed based on Gates’s fancy. That lasted from 2008 until now, and it has been written into state law in many states, although it has distorted the purpose of education and created massive demoralization among teachers and a national teacher shortage. Then he funded the Common Core, in its entirety. It is his pedagogical Frankenstein, his personal belief that education should be completely standardized, from standards to curriculum to teacher education to teacher evaluation. Speaking to the National Board for Certified Teachers a few years ago, he praised standardization and talked about the beauty of standard electrical plugs. No matter where you live, you can plug in an appliance and it works! Clearly, that was his metaphor for education. What did he spend on the creation and promotion of the Common Core? No one knows for sure, but estimates range from $200 Million to $2 Billion.

There is one other massive Gates failure that I forgot to mention: inBloom. This was a $100million investment in data mining of students’ personally identifiable data. Several states and districts agreed to turn their data over to inBloom, which wipould use the data as its owners chose. Parents got wind of this and launched a campaign to stop in loom. Led by Leonie Haimson of New York and Rachel Stickland of Colorado, parents besieged their legislators, and one by one, the state’s and districts pulled out. InBloom collapsed.

We don’t know how much money Gates has poured into charter schools, but we imagine he must be disappointed that on average they don’t produce higher scores than the public schools he disdains. He bundled millions for a referendum in Washington State to allow charter schools, the fourth such referendum. Despite Gates’ swamping the election with money, the motion barely passed. Then the State’s highest court denied public funding to charter schools, declaring that they are not public schools because they are not governed by elected school boards. Gates and his friends tried to oust the Chief Judge when she ran for re-election, but she coasted to victory.

As you see, he is actually 0 for 5 in his determination to “reform” the nation’s public schools.

But he is not deterred by failure!

So what is the latest Gates’ idea?

Laura Chapman explains here:

“At the Meeting of the Council for Great City Schools October 19, 2017, Gates said:

“Today, I’d like to share what we have learned over the last 17 years and how those insights will change what we focus on over the next five years.”

“I think that Gates has learned very little about education in the last 17 years. He is still fixated on “the lagging performance” of our students on what he regards as “the key metrics of a quality education – math scores, English scores, international comparisons, and college completion.

“Gates wants his narrow definition of “quality education” to be accepted as if the proper doctrine for improving schools and also ensuring the “economic future and competitiveness of the United States.”

“Gates wants faster progress in raising test scores, and high school graduation rates. He seems to think that “constraints and other demands on state and local budget” actually justify his plans to “ increase high school graduation and college-readiness rates.”

“Gates takes credit for funding for the deeply flawed + Measures of Effective Teaching project (MET), claiming that it showed educators ”how to gather feedback from students on their engagement and classroom learning experiences . . . and about observing teachers at their craft, assessing their performance fairly, and providing actionable feedback.” The $64 million project in 2007 tried to make it legitimate for teachers to be judged by “multiple measures” including the discredited VAM, and dubious Danielson teacher observation protocol http://nepc.colorado.edu/newsletter/2013/01/review-MET-final-2013 Gates learned nothing from that micromanaging effort.

“Gates funded and promoted the Common Core. He says: “Teachers need better curricula and professional development aligned with the Common Core.”He remains committed to the ideas that “teacher evaluations and ratings” are useful ways “to improve instruction,” He thinks “data-driven continuous learning and evidence-based interventions,” will improve student achievement. This jargon is meaningless.

“Gates said: Overall, we expect to invest close to $1.7 billion in US public education over the next five years.“…“We anticipate that about 60 percent of this will eventually support the development of new curricula and networks of schools that work together to identify local problems and solutions . . . and use data to drive continuous improvement.

“Don’t be deceived by the “public education” comment. Gates wants to control public schools by dismantling their governance by and for the public. By “networks of schools” Gates means “innovation districts” where persons employed by private interests can control educational policy under the banner of “collaboration” or “partnership.”

“Gates offers several examples of networks. One is CORE, a so-called “partnership” of eight large urban school districts in California: Fresno, Garden Grove, Long Beach, Los Angeles, Oakland, Sacramento, San Francisco and Santa Ana,

“CORE stands for “California Office for Reform in Education CORE a non-governmental organization, based in San Francisco, funded by the Stuart Foundation, William and Flora Hewlett Foundation, S. D. Bechtel, Jr. Foundation (Stephen Bechtel Fund); and Bill and Melinda Gates Foundation. Here are some other things you should know about CORE.

“CORE was created in order to bypass the California State Board of Education and Race to the Top accountability, by marketing its new “School Quality Improvement Index.” This index includes social-emotional learning and school climate indicators in addition to California requirements—test scores, graduation rates, and the like.
Participating CORE Districts are bound to the terms of a memorandum of understanding, signed only by each district superintendent. This MOU specifies that the district will use: CORE-approved school improvement ratings based on existing and new indicators, a CORE-approved teacher and principal evaluation process with professional development plans, CORE-specific teacher and principal hiring and retention policies with cross-district sharing data—including results from teacher/student/parent surveys of school climate and student self-assessments of their social-emotional skills.

“The final rating for each school in a CORE district is a complex web of weightings and transformations of scores into performance and growth measures: 40% of the overall rating for school climate/social emotional indicators and 60% for academics.

“An autonomous “School Quality Oversight Panel” nullifies oversight of these districts by the State Board of Education. This “oversight” panel has CORE supporters recruited from The Association of California School Administrators, and California School Boards Association, California State PTA. The main monitors/promoters of this scheme are actually two panel members: Ed Trust West and the Policy Analysis for California Education. Bot of these organizations are sustained in large measure by private funding.

“Ed Trust West is funded by the Bloomberg Philanthropies, State Farm Companies, and these foundations: Bill & Melinda Gates, Joyce, Kresge, Lumina, Wallace Foundation, and the Walton Family. The Policy Analysis for California Education (PACE) is based at Stanford University, with participation by the University of California – Berkeley, and the University of Southern California. PACE is a conduit for grants from USDE and from the David and Lucille Packard Foundation; Evelyn and Walter Haas, Jr. Fund; S. D. Bechtel Jr. Foundation; Walter and Elise Haas Fund; and The Walter S. Johnson Foundation.

“School ratings developed by the CORE Districts flow directly to GreatSchools.org —a marketing site for schools and education products. GreatSchools.org is funded by the Gates, Walton, Robertson, and Arnold Foundations. Add the Friedman Foundation for Educational Choice, the Bradley Foundation, Goldman Sachs Gives, New Schools Venture Fund. and 15 other foundations.“GreatSchools.org in a non-profit in name only. GreatSchools.org sells data from all states and districts. For a fee, it will push users of the website to particular schools. Buyers of the data include Zillow and Scholastic.

“I think that the CORE District model illustrates how the private takeover of education is happening. Policy formation and favored school practices are being determined by the wealth and the peculiar visions non governmental groups with deep pockets. In the CORE Districts, this work is aided and abetted by superintendents who are eager for the money and the illusion of prestige that comes from permitting private funders to determine educational policies and practices.

“Gates’ speech to members of the Council of the Great City Schools also includes the example of Tennessee’s LIFT Education as a “network” that is worth replicating.

“LIFT Education enlists educators from 12 rural and urban districts across the state to promote the Common Core agenda and Teach for America practices. Participants in LIFT Education are convened by the State Collaborative on Reforming Education —SCORE. The SCORE website says participants in LIFT have spent the last year and a half collaborating on high-quality early literacy instruction, focusing on building knowledge and vocabulary by piloting knowledge-rich read-alouds in early grades.

“The LIFT/SCORE alliance provides a governance structure for insisting that teachers follow the Gates-funded Common Core. Teachers are given an instructional practice guide that is also a teacher evaluation rubric from Student Achievement Partner, authors of the Common Core. https://lifteducationtn.com/wp-content/uploads/2017/07/LIFT-Instructional-Practice-Guide-K-5-Literacy.pdf

“This LIFT/SCORE non-governmental network is the result of private wealth channeled to superintendents who have outsourced the “coaching” and compliance monitoring for the Common Core literacy project to the Brooklyn-based The New Teachers Project (TNTP). In effect, TFA coaching and systems of data-gathering are present in all of the LIFT/SCORE districts.

“SCORE, the State Collaborative on Reforming Education has been funded since 2010 by the Bill and Melinda Gates Foundation, so far $10,623,497 including multiple years for operating support. Add a 2012 grant to SCORE as sponsor of a Chiefs for Change Policy Forum for district leaders so they would be “ambassadors for education reform.” The bait for the LIFT/SCORE network thus came from Chiefs for Change–Jeb Bush’s baby, unfriendly to public education.

“Gates says: “Over the next several years, we will support about 30 of these networks (e.g.., CORE, LIFT) and will start initially with high needs schools and districts in 6 to 8 states. Each network will be backed by a team of education experts skilled in continuous improvement, coaching, and data collection and analysis.””

“Our goal is to work with the field to ensure that five years from now, teachers at every grade level in secondary schools have access to high-quality, aligned curriculum choices in English and math, as well as science curricula based on the Next Generation Science Standards.”

“What else is in the works from the many who would be king of American education?

“We expect that about 25 percent of our funding in the next five years will focus on big bets – innovations with the potential to change the trajectory of public education over the next 10 to 15 years.” What does Gates means by “big bets?” He expects to command the expertise and R&D to change the “trajectory” of education. He will fund translations of “developments in neuroscience, cognitive psychology, and behavioral economics” in addition to “technology-enabled” approaches in education.

“There is money left for more.

“We anticipate that the final 15 percent of our funding in the next five years will go to the charter sector. We will continue to help high-performing charters expand to serve more students. But our emphasis will be on efforts that improve outcomes for special needs students — especially kids with mild-to-moderate learning and behavioral disabilities.”

“This proposal sounds like Gates wants to cherry pick the students with “mild to moderate learning and behavioral disabilities,” send them to Gates-funded charter schools to bring their scores up, then claim success where everyone else has failed. This same strategy is being used in “pay-for performance” preschools. Gates sounds like he expects to have a free-hand in ignoring the Individual with Disabilities Education Act (IDEA). Evidently he wants the “flexibility” to ignore IDEA that he believes to be present in charter schools.

“Bill Gates is still fixated on the idea that his money and clout can and will attract other foundations and private investors. He still holds on to the mistaken idea that “what works” in one community or state can be “scaled up,” and REPLICATED, elsewhere. He is ignorant of the history of education and efforts to replicate programs. He is trapped in an industrial one-size-fits-all model of education.

“Gates ends with this: “Our role is to serve as a catalyst of good ideas, driven by the same guiding principle we started with: all students – but especially low-income students and students of color – must have equal access to a great public education that prepares them for adulthood. We will not stop until this has been achieved, and we look forward to continued partnership with you in this work in the years to come.”

“Beware of billionaires who want to partner with you.

“Gates still seems to think that students, especially low income students, can and will be successful if they have “ equal access to a great public education.” He remains ignorant of the abundant research that shows schools alone are not responsible for, or solutions to, institutionalized segregation and poverty–the main causes of serious disadvantage among low-income students and students of color.

“Gates has grandiose plans. All are focused on privatizing education and selling that snake oil as if it is authentic support for public education.“
