As Gary Rubinstein writes, Louisiana is one of the most “reformed” states in the nation. It’s superintendent John White is a TFA alum and a graduate of the unaccredited Broad Superintendents Academy. It has an all-charter city. It has vouchers. It received a Race to the Top grant. What could possibly go wrong?

Rubinstein writes here about a seeming paradox: Every year, Louisiana State Superintendent John zwhite boasts about an astounding increase in the proportion of students passing AP exams. Yet, Louisiana has pretty awful performance on the AP exams.

Paradox solved!

Louisiana moved from fourth worst to third worst in the nation on AP performance. It was recently overtaken by North Dakota.

Read his post and ask yourself why anyone would boast about such low performance. Is that what they teach at the Broad Academy?

Professor Helen F. Ladd is professor of public policy and economics at Duke University.

In this paper, she analyzes the merits and demerits f No Child Left Behind and concludes that it failed in reaching the ambitious (and unrealistic) goal that all children would be proficient by 2014.

She calls NCLB “a deeply flawed federal policy.”

She writes:

“NCLB relied instead almost exclusively on tough test-based incentives. This approach would only have made sense if the problem of low-performing schools could be attributed primarily to teacher shirking, as some people believed, or to the problem of the “soft bigotry of low expectations” as suggested by President George W. Bush. But in fact low achievement in such schools is far more likely to reflect the limited capacity of such schools to meet the challenges that children from disadvantaged backgrounds bring to the classroom. Because of these challenges, schools serving concentrations of low-income students face greater tasks than those serving middle class students. The NCLB approach of holding schools alone responsible for student test score levels while paying little if any attention to the conditions in which learning takes place is simply not fair either to the schools or the children and was bound to be unsuccessful.”

I hope that Professor Ladd applies her sharp analytical skills to reviewing Race to the Top.

At some point, we can begin to calculate the billions spent for 13 years of punitive test-based accountability.

Gary Rubinstein has been tracking the progress—and the hubris—of the Tennessee Achievement School District. The ASD was created with millions drawn from Tennessee’s $500 Million Race to the Top Grant, the first in the nation. The basic idea was that the ASD would create a special district for the state’s lowest performing schools, turn them over to charter operators, and within precisely five years, these schools would be “catapulted”into the top 25% of the schools in the state.

The first cohort of six schools were in the bottom 5% of schools in the state.

“Two years into the five-year mission, the superintendent at the time, TFA alum Chris Barbic, declared in an interview that of the original six schools, two were on target to get to the top 25% in five years while one of the six schools, Brick Church Elementary, was on a trajectory to reach the goal after just four years.

“Three years into the five-year mission, the improvements that he had based these projections on did not continue and Barbic was saying that they underestimated how difficult this would be, even admitting that the ‘immigrant poverty’ he worked with as a charter school founder in Houston is very different than the ‘generational poverty’ he works with in Tennessee.

“Four years into the five-year mission, Barbic resigned from the ASD, citing among other things, his health as he had recently had a heart attack. He soon got hired by the John Arnold foundation to work on education issues for them.”

In the fifth year, the state testing system was messed up by technical glitches, so there were no scores. So the ASD got six years to work its magic.

Now the scores are out, Gary analyzed the results, and one thing is clear: the ASD was an abysmal failure.

Of the original 6 ASD schools, one is in the bottom 7%, the rest are still in the bottom 5% with two of them in the bottom 1%.

This is what is called a total and complete failure. It was not “for the kids.” It was for the ego-gratification of arrogant deformers.

Gary writes:

“There are actually other states considering starting their own ASDs, I just read that Mississippi is working on it. Georgia, North Carolina and Nevada already have them in the works. There was one in Michigan which folded and there is still the original one in New Orleans which continues to post awful test results.”

Most of the ASD schools were in Memphis. Jeannie Kaplan reported earlier today that author David Osborne was in Denver touting Memphis as a reform Success. Six out of six of the state’s lowest performing schools are still the state’s lowest performing schools. If this is success, what does failure look like?

The definition of a reformer today: Never look at evidence, never admit failure, never learn anything new, just keep pushing privatization, lower standards for teachers, and high-stakes testing. Fail, fail, fail, and do it again.

I recently was invited to write a chapter for a book of essays on the 50th anniversary of the Kerner Commission report. The Kerner Commission was created by President Lyndon B. Johnson in response to an outbreak of civil rebellions concentrated in urban districts. Its report, published in 1968, highlighted racism, segregation, and police brutality. My chapter on education focused on the arc of desegregation that was led by a determined U.S. Office of Education and the federal judiciary, followed by the abandonment of desegregation by the federal courts.

I have often thought that the one big chance we had to stem the tide of resegregation in our society occurred in 2009. Congress reacted to the economic meltdown of 2008 by allocating $100 billion to the U.S. Department of Education. $95 million was allotted to states to keep their public schools functioning. $5 billion was set aside (of the $100 billion) as discretionary funding for Secretary of Education Arne Duncan to use as he saw fit to advance reform.

Duncan decided to double down on the carrot-and-stick approach of No Child Left Behind. His Race to the Top program made standardized testing even more consequential than NCLB. If scores were low, he believed that teachers must be held responsible, blamed, named, and shamed. If scores were low, he wanted schools to close. He wanted teachers and principals fired. He wanted more charter schools. He wanted everyone evaluated by test scores. We now know that NCLB and Race to the Top failed. Many children, the same children, are still left behind. We did not reach “the Top.”

What if Duncan had used that $5 billion to offer a competition for states that came up with actionable plans for desegregation. New district lines, new zoning patterns, whatever would achieve the result of more actual integration. That $5 billion might have reversed the tide of resegregation. It might have changed the face of our society. But it didn’t happen.

This is a dream deferred. But it should not die, not even in the age of Trumpism.

Mark Naison and I agree. When the Democratic Party joined the campaign to impose high-stakes testing, accountability, and privatization, it attacked a key element of its own base. He says it began with Bill Clinton’s advocacy for standards, testing, and accountability. Then, the Democrats threw their support behind George W. Bush’s disastrous No Child Left Behind. Then Obama brought in Arne Duncan to bribe the states with $5 billion for the disastrous Race to the Top program, which demoralized teachers, made them scapegoats, and closed thousands of schools in impoverished communities while favoring privately managed charter schools. I argued in The New Republic that the Democratic Party paved the way for Betsy DeVos and her crusade to replace public schools with anything other than public schools. Charters under private management are the gateway drug leading to vouchers to replace public schools.

Mark wrote that Democrats have no one to blame but themselves.

He writes:

Ever since the Clinton Presidency, the Democratic Party has been an advocate of top-down school reforms whose goal has been to make the nation more economically competitive and reduce inequality. Not only have these policies failed to achieve their stated objectives, they have destabilized communities where Democrats have traditionally found support, created widespread distress among teachers and parents, and given credence to the conservative critique of the DP as the province of technocratic elites who impose policies on people without really listening to them

Every Democratic politician who has promoted the following education policies, I would argue, has been complicit in the Party’s decline

1. Promotion of national testing and test based accountability standards for public schools.

2. Closing of schools which are deemed “failing” and removal of their teachers and administrators.

3. Preference for charter schools over public schools, especially in high poverty areas.

4. Support for programs like Teach for America which de-professionalize the teaching profession.
These four principles have been pillars of the Democratic Party’s education policies on a national level, pushed by President Obama and supported by virtually every major Democratic politician in the nation including figures on the left of the Democratic Party such as Elizabeth Warren, Patti Murray and Al Franken.

What have been the results of these policies?:

1. They have inspired a national parents revolt against excessive testing

2. They have produced a sharp decline in teacher morale and inspired the creation of teacher activist groups like Save Our Schools, BATS, and the Network for Public Education

3. They have promoted an mass exodus of the most talented veteran teachers and led to a sharp decline in the percentage of Black teachers in cities like Chicago, New Orleans, Washington DC, San Francisco and Los Angeles, where teacher temps from programs like Teach for America have become the predominant labor force in the newly created charter schools.

4. They have accelerated the gentrification of the nation’s major cities and diluted the political power of working class people, immigrants and people of color.

5, The have accelerated the shrinking of the Black and Latino middle class, and the weakening of the nation’s unions.

If you are looking for an explanation of why the power of the Democratic Party has declined sharply in a state and local level during the past eight years, the promotion of these disastrous education policies has to be part of the explanation.

No better example can be found of the Party’s adherence to the voice of billionaire contributors and technocrats over its traditional constituency into working class and middle class Americans than its disastrous foray into School Reform.

And unfortunately, the current leadership of the Democratic Party shows no willingness or ability to change course on these issues

The Oklahoma City Public Schools is being clobbered by state budget cuts that could approach $50 million over two years. Anyone who doubts that money matters should take note of the collapse in morale as exhausted educators flee even faster from the school system and, often, the profession.

I remain a loyal supporter of President Obama, but we can’t forget that when his administration gave the OKCPS around $50 million, most of it had punitive strings attached. The regulations that accompanied Obama’s School Improvement Grants (SIG) made it virtually inevitable that its $5 million per school grants, and the energies of educators, would mostly be wasted. The predictable result was an increase in teacher turnover, educators who are even more inexperienced and beaten down, and legislators who are even less likely to fund urban schools.

I understand why President Obama felt obligated to promote teacher-bashing policies as a part of a “carrot and stick” approach to school improvement. It hurts to ask but, gosh, what if we could have spent the additional $50 million in ways that made sense?

Oklahoma City’s SIG efforts failed, but they did so across the nation. Even the corporate reform true believer Matt Barnum acknowledges, “Past research on federal turnaround programs have shown positive effects in California and Massachusetts, mixed or no effects in North Carolina, Tennessee and Michigan, and negative results in Texas.” But, he grasps at straws citing the 3rd year of California SIG, which seems to be an exception because its “gains in student learning likely stemmed from improvements in the professional opportunities for teachers.” Barnum then claims, illogically, that a study of the Ohio SIG gives evidence that the federal program “produced notable gains.”

Actually, the authors, Deven Carlson, Stéphane Lavertu, Jill Lindsey, and Sunny L. Munn conclude:

Overall, the study provides convincing evidence that interventions such as the SIG turnaround
models have the potential to improve school quality very quickly, which is consistent with the
theory underlying school turnaround reforms as well as research in other contexts. We also find,
however, that initial positive impacts dissipated after the first 2-3 years of implementation.

Curiously, student achievement gains occurred during the chaotic years of the school turnarounds and transformations, but not afterwards. How could that be possible?

When announcing the SIG experiment, President Obama’s Secretary of Education Arne Duncan claimed that The Turnaround Challenge was his “bible.” But, that study and a large body of social science and cognitive science explained that “aligning curricula to higher standards, improving instruction, using data effectively, [and] providing targeted extra help to students … is not enough to meet the challenges that educators – and students – face in high-poverty schools.” But, that shortcut was encourageded by SIG regulations.

Carlson et. al also conducted qualitative research which yielded three “Three key takeaways” from the state’s SIG effort, Ohio Improvement Process (OIP):

Additional funding for improvement personnel was the largest contributor to successes. OIP was hindered by culture challenges, most notably being a perception of compliance being more important than student improvement and stakeholder fatigue from too much change. Lastly, schools that experienced high levels of principal turnover or low principal effectiveness saw more challenges implementing OIP. Even in a school with strong principal leadership and relatively high fidelity of OIP implementation, student academic performance has not improved on state tests.

A generation of well-funded, output-driven school reforms has shown that old-fashioned, input-driven efforts like hiring counselors and mentors can increase graduation rates, and teacher supports are more likely to raise math scores, especially for younger students. But as was reported in the qualitative portion of the new SIG study, the key issue is whether low-skilled students can be taught to read for comprehension, and accountability-driven reform has failed at that task. We have long known that students must “learn to read,” in order to then “read to learn.” Test-driven reform has often demonstrated a capacity to raise test scores by teaching kids to decode, but it has been an utter failure in improving the reading skills necessary for meaningful learning.

Sure enough, an Ohio SIG leader explained:

We are working extremely hard trying a number of different things. We have … (a) phenomenal curriculum and instruction department; we have a scope and sequence, teachers receive a pacing guide; we offer extensive PD, we buy new resources – students are really resource rich. But (we’re) not really able to answer the question of why no growth, except that that we just haven’t hit the mark in how to help students who are not reading on grade level.”

In other words, the driving force of the SIG was a rebranding of the simplistic, and doomed, instruction-driven, curriculum-driven shortcut for improving the highest-challenge schools. As one leader explained, “The Ohio Improvement Process is teaching and learning. That’s the bottom line.”

But what were they teaching? First, they focused on math and reading test scores. More fundamentally, as one district leader explained the goal, “We decided on using that as a formative assessment to guide our work throughout the district, throughout the school year to better prepare our students to take the summative assessment, for them to be successful in the summative assessment.”

What teacher wouldn’t be thrilled to learn that they are no longer required to teach-to-the-test? To teach in high-pressure SIG schools, they must only teach to high-stakes summative assessments!

Not surprisingly, Carlson et. al learned that, “There is lots of push back from staff on testing because kids are tested a lot here.” Given the long history of the latest, half-baked “silver bullets” being repeatedly imposed on schools, it wouldn’t be surprising to hear, “During the first two years of OIP implementation, teachers felt the focus was on compliance.” The rushed turnarounds and transformations, especially in the first 2/3rds of the program, resulted in teachers “in the compliance mode going through the motions.”

But here’s the kicker. The seeds of so-called student performance gains were nurtured during this time of the “perception of compliance being more important that student improvement.” And there are only two explanations for that counter-intuitive pattern. Perhaps, more money works. Or perhaps the culture of compliance “works.” Under-the-gun educators will find a way to jack up test metrics even when they are meaningless.

To really improve high-challenge schools, we must first lay a foundation of student supports. Teacher supports using aligned and paced instruction can’t work until aligned and coordinated socio-emotional supports are in place. School improvement requires administrators to break out of their cultures of compliance and invest in the team effort to create trusting and loving school cultures.

As in Ohio, the SIG was driven by “a lack of understanding on the state’s part regarding what actually happens during the course of a day in some schools. … It’s like triage all day. Teachers are spent at the end of the day or they can’t really take the time to focus on this OIP because you know ‘Johnny’s mom got shot yesterday, they witnessed the murder,’ or …”

It’s not enough to do what one district did and purchase “fidget boxes” and “wiggle seats” to settle down students who are acting out their distress. As Johns Hopkins’ research shows, a system must establish Early Warning Systems to address chronic absenteeism before it spins out of control, and train and organize a “second team” of caring adults to make home visits and provide remediation.

In theory, schools could have used SIG to invest in wraparound services so that its teacher supports could then produce better instruction, but I expect that Ohio’s (and Oklahoma City’s) experiences were typical. There are only so many hours in a day, and so many days in a three-year grant. When SIG demanded “transformative” gains in bubble-in scores in such a short time, systems did what they do best. They complied, hoping that “this too will pass.”

In my experience, teachers have been more successful in finding new careers than finding ways to teach for mastery in SIG-driven, test-driven schools. Fortunately, SIG is dead. Unfortunately, mandates for its failed approach to instruction are not. But, this post-reform hangover shouldn’t persist much longer than the so-called student performance gains that were produced by its turnarounds and transformations.

I just hope that the demand that educators give up a pound of flesh before legislators will adequately fund our schools might also fade away.

Peter Greene reports that Arne Duncan has landed a fat cushy gig at a huge investment firm, based on his smashing accomplishments as superintendent of the Chicago public schools and as Secretary of Education, where he reformed the American school system.

Fact check: the Chicago public schools are in deep trouble; the only federal evaluation of Race to the Top said it was a flop.

Is this the way the world works?

I kept going back to this tweet because it is surreal.

It is a teacher job fair at the University of Michigan.

The tables are around the room, staffed and ready to hand out fliers to prospective teachers.

But the hall is empty.

There are no prospective teachers.

Thanks, No Child Left Behind.

Thanks, Race to the Top.

Thanks, inventors and promoters of VAM.

Thanks, teacher-bashers.

Nancy E. Bailey, who teaches in Tennessee, posted a blog about the legislature’s habit of using poor Memphis as its experimental district, where disruption is the rule and failure is persistent. Jim Gifford, a high school English teacher in Murfreesboro wrote the post on Nancy’s blog.

Tennessee had the bad fortune to win a bundle of Race to the Top cash, so some district had to be the donkey where everyone pinned the tail. It was Memphis. Every bad reformer idea lands on the students, teachers, and schools of Memphis (Shelby County).

Bill Gates dumped a barrel of money into Memphis to try out his pet ideas about teacher evaluation. Oops!

Then came the so-called Achievement School District. A total disaster!

Now legislators have decided to experiment with vouchers. Where? Memphis, of course.

The people who live in Memphis don’t like the idea of vouchers. But nobody cares what they think.
