A new virtual reality charter school will open in Florida in the fall of 2022. It is called Optima Domi, and it presents itself as the most innovative step forward in homeschooling/virtual learning.

Unlike old-fashioned virtual charter schools, Optima Domi will immerse students in “virtual reality.” Each student and their teacher will dons headgear that immerses them in the sounds and sights of an actual classroom, even though their classmates are avatars, not humans. The curriculum, says the promotional material, will be classical, based on the Great Books.

The Governing Board of Optima Domi is heavy with financial executives and two medical doctors. The Optima Foundation is deep into school choice. Many of the leaders have experience in the charter school sector. Several are graduates of Hillsdale College, a small, ultra-conservative college in Michigan that refuses any form of federal aid for students or for any other purpose. The CEO of the Optima Foundation is a CPA and wife of a very conservative Florida Republican member of Congress, who was endorsed by Trump.

One may safely assume there will be no teaching about “divisive concepts” here. It seems to be the perfect site for programming students, although I can’t imagine many teenagers who would enjoy getting their “schooling” in complete isolation, with a headset turned on for most of the day. Most schools have teachers who come from different backgrounds and bring different perspectives to their work; students too come from different worlds and enrich class discussions by offering their views. In the virtual reality world, the lessons will be carefully designed to enforce the school’s perspective, without the intervention of teachers or students.

The people of Chile are expunging the last traces of the brutal dictator Augusto Pinochet. They elected Gabriel Boric, a 35-year-old member of the Chilean Congress and a former student activist, as President of Chile. The election was expected to be close but Boric won by a 56-44% margin.

Boric was engaged in national protests over the past decade against inequality. A decade ago, he led protests against Chile’s privatized education system. He will be the youngest person ever elected to the Presidency of Chile. His election is a decisive rejection of the policies of the dictator Pinochet. His rival defended Pinochet and ran on a law-and-order platform and a pledge to cut taxes and social spending.

An Army General, Pinochet seized control of the government by a coup d’etat. He imposed a reign of terror, and thousands of his opponents were murdered, imprisoned, tortured, or disappeared. Pinochet called on Milton Friedman and the libertarian “Chicago Boys” to rewrite Chile’s Constitution. They baked the primacy of the free market and neoliberalism into the new Constitution. Pinochet’s regime cut social benefits, privatized social security and many government functions, reduced benefits, and introduced vouchers and for-profit schools. The economy grew, but so did inequality. Pinochet ruled from 1973-1990.

Protests against the nation’s privatized and deeply unequal education system rocked the nation a decade ago. Many Chileans were barely subsisting because of cuts to social security. More protests broke out in 2019 against the country’s entrenched inequality and corruption. Boric was active in all those protests.

Last year, Chileans expressed their demand for change by voting for a rewrite of the national constitution, the one written by the “Chicago Boys” and implemented by Pinochet.

The BBC reported:

Once the most stable economy in Latin America, Chile has one of the world’s largest income gaps, with 1% of the population owning 25% of the country’s wealth, according to the United Nations.

Mr Boric has promised to address this inequality by expanding social rights and reforming Chile’s pension and healthcare systems, as well as reducing the work week from 45 to 40 hours, and boosting green investment.

“We know there continues to be justice for the rich, and justice for the poor, and we no longer will permit that the poor keep paying the price of Chile’s inequality,” he said.

The president-elect also promised to block a controversial proposed mining project which he said would destroy communities and the national environment.

Chile’s currency, the peso, plunged to a record low against the US dollar after Mr Boric’s victory. Stock markets fell by 10%, with mining stocks performing particularly badly.

Investors are worried stability and profits will suffer as a result of higher taxes and tighter government regulation of business.

In a profile of Gabriel Boric, the BBC described his message:

When Mr Boric won the candidacy of his leftist bloc to run for president, he made a bold pledge. “If Chile was the cradle of neoliberalism, it will also be its grave,” he said. “Do not be afraid of the youth changing this country.”

And so he ran on a platform promising radical reforms to the free-market economic model imposed by former dictator Gen Augusto Pinochet. One that, he says, is the root of the country’s deep inequality, imbalances that came to the surface during protests in 2019 that triggered an official redraft of the constitution.

After a polarising campaign, Mr Boric defeated far-right rival José Antonio Kast in the second round of the presidential election by a surprising large margin, ushering in a new chapter in the country’s political history.

“We are a generation that emerged in public life demanding our rights be respected as rights and not treated like consumer goods or a business,” Mr Boric said in his victory speech to thousands of supporters, most of them young people…

Mr Boric, who says he is an avid reader of poetry and history, describes himself as a moderate socialist. He has abandoned the long hair of his activist days, and jackets now often cover his tattoos on both arms.

He has also softened some of his views while keeping his promises to overhaul the pension system, expand social services including universal health insurance, increase taxes for big companies and wealthy individuals, and create a greener economy.

His resounding win in the run-off vote of the presidential election, after trailing Mr Kast in the first round, came after he secured support beyond his base in the capital, Santiago, and attracted voters in rural areas. A supporter of same-sex marriage and abortion rights, he was also backed by huge numbers of women.

In his victory speech, when he was joined by his girlfriend, he promised to be a “president for all Chileans”, saying: “Today hope trumped fear”.

An educator in Missouri who is known to me wrote the following:

They drive us crazy.

The Governor is in favor of anything that allows people to do whatever they want when they want – even if it breaks a law or is uncivil. That has been the case for decades – except now things they all said only at dinner tables and the back rooms are expressed boldly in public… l

He and his allies have created and validated this “no one is going to tell me what to do” culture. And it is spreading regardless of politics. If you don’t get caught – it’s ok.

Even the legislature that cares less about civility and respect – including holding a hearing on CRT with only white invitees.

The latest is a child bringing a gun to school paired with the Michigan case. Blame the parents everyone says. Well – in Missouri, there is no law (they tried) requiring that guns be locked up in homes.

Then there’s masks! Eric Schmitt, the attorney general, sued every school district with a mandate and Republican judges supported it. The governor hid a scientific report that illustrated masks do save lives and severe illness. And the list goes on and on.

Not only has it taken authority from local districts to enact a mandate, he issued “cease and desist” orders to districts with mandates AND he is tweeting and encouraging parents to sue their districts. With all of the anti-mandate stuff, to encourage parents to sue their local government is actually treasonous as well as worthy of a hot line call.

The St. Louis Post-Dispatch wrote an editorial excoriating Schmitt. The editors titled it: “How Many Missouri Lives Will Eric Schmitt Endanger to Win a Senate Seat?”

“As Missouri’s attorney general, Eric Schmitt’s job on paper is primarily to defend the state’s interests in legal matters. But to watch how he has approached that job in recent months, Missourians would think his main duty is to stamp out medically valid pandemic safety policies wherever they might sprout. Whether it’s a school board member trying to protect students, a city leader trying to protect the local citizenry, or a medical patient whose life could be put at risk by an unvaccinated health care worker, Schmitt has sided against them in court, using Missourians’ tax dollars to do it.null

“Schmitt says he is standing up to big-government intrusion by Washington regarding vaccine mandates — but then he turns around and wields the power of the state to overrule local leaders and school officials on mask mandates, imposing his own judgment (and his own political interests) in place of both local decision-making and medical science. There is nothing conservative about this litigious campaign of anti-science demagoguery. Schmitt is pandering to the irrational right, pure and simple, in his attempt to win next year’s Republican U.S. Senate primary.

Schmitt reached a new low last week, directly appealing to parents to report to his office any school districts that enforce mask policies, which he unilaterally decrees to be in violation of a court order. This extralegal stunt — reminiscent of the tactics of dictatorial strongmen who pit their citizens as informants against one another — ignores the fact that it’s not at all clear that the court’s order applies to mask policies imposed by elected school boards.”

Missourians will die because of Schmitt’s unreasonable opposition to public health measures.

Indiana was once a state known for its devotion to its public schools, which are the heart of their communities.

Karen Francisco upheld that proud tradition when she exposed entrepreneurs, grifters, religious groups eager for public funding, and other looters of public funding.

Although it is a small gesture, I add Karen Francisco to the blog’s Honor Roll.

I met her when I visited Fort Wayne about ten years ago, and we sat down for a long and animated conversation about the invasion of Indiana by privatizers intent on ripping off taxpayers and communities. My dear friends, retired teachers Phyllis Bush and Donna Roof, first brought us together.

In her last editorial, she urged readers not to fall for the extremists running for office, but to vote for “the quiet and thoughtful voices” that want to bring people together.

Indianans will miss her.

All of us who believe that public schools belong to the public will miss her too!

In April, when I was scheduled to have open heart surgery, I asked a number of friends to write something original for the blog to keep it alive in my absence.

There’s an episode of “The Twilight Zone” in which an airplane passenger looks out the window to see a monster dismantling the aircraft engine. His terror escalates when he realizes he’s the only one who can see it happening.

There have been many occasions over the past two decades where I have felt like William Shatner’s character in that classic episode: Why don’t people realize public education is being dismantled in front of their own eyes?  

That’s my motivation for fighting for public schools.  People must understand what’s at risk.

It was as a parent that I had my first glimpse of the destruction underway. On a back-to-school night in September of 2000, I listened as a middle school math teacher complained that he would not be introducing any new material until the state’s standardized tests were administered.  He had been instructed by the administration to spend the first six weeks of the school year reviewing fifth-grade math lessons to bolster performance on the tests.  I instantly knew why my then-sixth-grader was, for the first time ever, complaining he was bored in school.

As an opinion journalist, I have opportunities other parents don’t have to question elected officials. When our editorial board met the next week with the Indiana superintendent of public instruction, I recounted how my children were spending so much time reviewing past lessons, and I asked Dr. Suellen Reed why so much emphasis was being placed on standardized testing.  

She launched into the accountability talking points I could eventually recite by heart. It was my first clue that not everyone saw the damage I sensed was beginning to occur. A costly scheme to label public schools with failing grades would help convince taxpayers and parents that children from low-income households needed vouchers to escape those schools. 

To her credit, Reed would be among the first of Indiana’s elected officials to acknowledge where high-stakes testing was headed, but her resistance cost her the position she held for four terms.  The governor wanted a superintendent supportive of his privatization agenda, so he tapped Tony Bennett, an affable high school basketball coach with a newly earned superintendent’s license. Together, they pushed through massive charter school expansion and a voucher school program. When he signed the bill, Gov. Mitch Daniels literally gave it a kiss.

I am fortunate to work for a publisher who is a strong supporter of public education, so our editorial pages became a persistent voice challenging Indiana’s unbridled rush to privatization, and I was eager to write editorials and bylined columns about what was happening all around us. The governor’s press secretary called my editor to complain after I served on a panel at a public education advocacy event. On a visit to our newsroom, Bennett told me he thought of me as one of those angry parents screaming at the coach from the stands. 

Unfortunately, our editorial voice was about as effective as one of those basketball parents. The vast majority of our readers and area lawmakers were either supportive of the far-ranging privatization effort or silent.  It would have been easy to give in to the complaints from some readers that our editorial board was wrong to oppose school vouchers, if not for the voices of educators and academics.  

“The Death and Life of the Great American School System,” by the esteemed proprietor of this blog, was a revelation. I had the opportunity to interview Diane about the book and later to meet with her when she delivered a lecture at our regional university campus. Her address energized a growing community of ed reform critics. including Phyllis Bush, a retired Fort Wayne teacher who galvanized a group of educators under the Northeast Indiana Friends of Public Education. In West Lafayette, Indiana, Superintendent Rocky Killion teamed with Steve Klink, a staunch public education supporter, to produce  “Rise Above the Mark,” a 2014 documentary that was an early warning cry about the growing obsession with testing and its detrimental effects on education. The Indiana Coalition for Public Education joined the fight. Its board now includes three of the four former Indiana state superintendents, with Bennett being the exception.

I wish I could say Indiana has seen some success in fighting off the privatization monster, but that’s far from the truth. More than $1 billion has now flowed to private and parochial schools through the voucher program, with no accountability.  A scandal involving a virtual charter school cost taxpayers at least $85 million, with seemingly no concern from lawmakers or taxpayers. In the current legislative session, the Republican supermajority is throwing everything at school choice: income limits that make vouchers available to wealthy families, ESAs, full funding for online-only schools and more.

There was a time when newspaper editorial boards could move mountains. As my industry has withered, that is no longer the case. But I’m taking heart this year in a growing number of voices questioning the support of private and parochial schools at the expense of Indiana public schools. It seems like there are now many of us aware of the destruction and determined to stop the monster before it sends public education crashing to the ground. 

Chicago was the starting place for Arne Duncan’s very bad ideas about school reform. Duncan boasted about how many schools he closed, working on the theory that the students would transfer to a better school or a charter school. As Eve Ewing documented in her book, Ghosts in the Schoolyard, Duncan’s punitive approach wreaked havoc on black and LatinX students, communities, and of course, neighborhood schools. Arne Duncan, the President who appointed him (Obama), and the mayor who followed his failing model (Rahm Emanuel), pushed policies that hurt children and educators. The mainstream media has not yet held them accountable. Perhaps this settlement will. Meanwhile, the thousands of African American teachers who were fired in New Orleans lost their court battle and will never receive either compensation or acknowledgement of the injustice done to them.

Mayor’s Board of Ed to vote on compensating Black educators harmed by racially disparate ‘turn-arounds’

CHICAGO, Dec. 13, 2021 — The Chicago Teachers Union issued the following statement today in wake of CPS’ statement on the Board of Education’s upcoming consideration this Wednesday of a settlement agreement related to the racially disproportionate layoffs and terminations of Black teachers and paraprofessionals in ‘turned-around’ schools in 2012, 2013 and 2014.

The Chicago Teachers Union aims to defend public education in the City of Chicago for staff and students—including for the vast majority of Black and LatinX people in the city. 

On Wednesday, the Chicago Board of Education will vote on a settlement between the Chicago Teachers Union, Local 1, and CPS relating to layoffs and terminations from their positions that had a disparate racial impact on African American teachers and paraprofessionals resulting from the Board’s turnaround policies and in certain CPS schools in 2012, 2013, and 2014.

The agreement concludes nearly 10 years of litigation and will result in the creation and distribution of a settlement fund to benefit those staff members affected by the turnarounds. Resolving this matter is in CPS students’ best interest and will allow the District to move forward while the impacted teachers and staff will receive some compensation for the harm that was done to them. As a union, we have fought for increased funding for schools, adequate staffing and fair treatment of all teachers, regardless of race.

The cases settled are Chicago Teachers Union et al. v. Board of Education of the City of Chicago (Case Nos. 12-cv-10311 and 15-cv-8149), both pending in the United States District Court for the Northern District of Illinois. The CTU will issue further statements once the final terms of the settlement are documented and submitted to the court for approval.”

The IDEA charter chain is one of the largest and most aggressive in Texas. Betsy DeVos showered more than $200 million on IDEA to help it grow faster and to expand in other states. But IDEA, with so much state and federal money coming in, developed a taste for luxury. Its executives and board planned to lease a private jet for $2 million a year, but the publicity put the kibosh on that plan. The company also had box seats for professional basketball games in San Antonio. In the wake of bad publicity, the founder of IDEA decided it was time to mosey on, and he did so with a $1 million golden parachute. The corporation was taken over by the other co-founder and a new chief financial officer, but the board asked them to resign and they did.

Recently, Texans learned that IDEA bought a hotel for about $1 million. The state Attorney General was looking into this, and the press wanted more information about why a charter chain bought a hotel. A local newspaper–the Progress Times in Mission, Texas– reached out to IDEA and asked for copies of the documents involved in the purchase of the hotel.

IDEA claimed it had identified 56,386 documents responsive to the request.

To process the request, IDEA asked the Progress Times to pay $5,830.60. The total included $5,638.60 for copies, $160 for labor and $32 for overhead.

To avoid paying thousands for copies, the Progress Times asked to view the documents. IDEA responded by requesting a decision from the Attorney General’s Office.

The Attorney General said that some of those documents could be released to the newspaper. But now IDEA is suing the Attorney General to block the release of the documents.

Unfortunately Dan Weisberg is one of the most dangerous people in the country who could rise to be the second highest ranking administrator in New York City…

In the article from Chalkbeat, NY, Alex Zimmerman tries hard to sugarcoat the background of this controversial pick. He writes:

He has tapped Dan Weisberg — who runs an organization focused on teacher quality and handled labor issues under Mayor Michael Bloomberg — to be his top deputy. That move is likely to raise eyebrows with the city’s teachers union, which has previously clashed with Weisberg.

So what is this “organization focused on teacher quality”? Well it is TNTP which once stood for The New Teacher Project. TNTP was founded by Michelle Rhee in 1997. What started out as a Teach For America type program for training career changers to become teachers quickly became an education reform propaganda organization. In 2009 they got into funding ‘research’ and their first publication was called ‘The Widget Effect’ which argued the benefits of merit pay for teachers based on standardized test scores. This publication is still often quoted despite very shoddy statistical practices. Dan Weisberg was the lead author of ‘The Widget Effect.’ More recently they put out something called “The Opportunity Myth” about how most teachers have low expectations because they do activities that don’t completely adhere to the researcher’s interpretation of the Common Core Standards.

Fifteen years ago there were plenty of Michelle Rhee type reformers in leadership positions in school districts around the country. As that brand of reform failed to deliver results, those reformers took positions in think tanks where they could make a lot more money but where they would not have such direct power over school systems.

Back in the Bloomberg/Klein days, people like Weisberg would celebrate judicial rulings where parents would fight to not have their children’s schools shut down. Charter schools, in the wake of ‘Waiting For Superman’, were supposedly proving that all you needed to turn around a school was to staff them with non-unionized teachers. Teacher bashing was all the rage, they even had their own Walton funded movie flop ‘Won’t Back Down.’

But things are different now. Reformers are not as brazen as they once were. The charter bubble has burst a bit, though Bloomberg has $750 million that says he can revive it. But it will be hard. With the failures of projects like The Achievement District in Tennessee, it will a a tougher sell to say that we need to replicate their accomplishments. Back in the day, there would be so much talk of charters that were beating the odds with 100% graduation rates or 100% college acceptance rates. Those stores were debunked so often that even The74 hardly runs stories like that anymore. Does anyone know whatever happened to KIPP? The only charter chain that can even claim to get good test scores is Success Academy, and even reformers hardly like to talk about them since they boot (or discourage from enrolling) so many kids who might bring down their precious test scores.

So where does a teacher basher fit into the current system? As a New York City teacher with two kids in the system, I’m a bit scared to find out.

Minneapolis-based journalist Sarah Lahm writes about Minnesota as a pioneer in the school choice movement, but the state is now awash in choice and disruption. She sees hope in the growing community school movement, which fosters bonds between schools and families instead of competition among schools for scarce resources.

She writes:

In Minnesota, the Saint Paul Public Schools district has been left gasping for air as school choice schemes continue to wreak havoc on the district’s enrollment numbers and, subsequently, its finances.

This district is one of the largest and most diverse in the state, if not the nation, with approximately 35,000 students representing a wide array of racial and ethnic backgrounds. Two-thirds of the district’s students live in poverty, according to federal income guidelines, and almost 300 students in the district are listed as being homeless.

As a result of more school choice, in 2017, 14,000 school-age children living in the city were not enrolled in the Saint Paul Public Schools district. Instead, they either attended a charter school in or near the city or chose to open-enroll into a neighboring school district.

Just two years later, in 2019, the exodus of families had risen to more than 16,000. Today, more than one-third of all students living in Saint Paul do not attend Saint Paul Public Schools, leaving the district in a constant state of contraction.

The district’s lagging enrollment numbers can be attributed to shrinking birthrates and “a rise in school choice options,” according to a recent article by Star Tribune reporter Anthony Lonetree.

As a consequence of shrinking enrollments, district officials recently outlined a reorganization proposal that calls for the closure of eight schools by the fall of 2022 “under a consolidation plan,” in an attempt to offload expensive infrastructure costs and improve academic options for students.

Charter school options abound in and around Saint Paul, and many represent the worst effects that come with applying unregulated, market-based reforms to public education.

There’s the handful of white flight charter schools within the city limits, for example, that have long waiting lists and offer exclusive programming options, such as Great River School (a Montessori school), Nova Classical Academy, and the Twin Cities German Immersion School. On the flip side of this are racially and economically isolated Saint Paul charter schools such as Hmong College Prep Academy, where according to state data 98 percent of the students enrolled are Asian and nearly 80 percent live in poverty, according to federal income guidelines.

Hmong College Prep Academy has been in the news recently, thanks to a scandal that was dubbed a “hedge fund fiasco” by the Pioneer Press. The school is run by a husband-and-wife administrative team who invested $5 million of taxpayer money in a hedge fund, hoping it would provide a return that would help pay for the school’s expansion plans. Instead, the hedge fund investment apparently lost $4.3 million, leading to calls for the school’s superintendent, Christianna Hang, to be fired—something school officials refused to do. Hang finally submitted her resignation in late October.

In short, the market-based approach to education reform that Minnesota helped pioneer has caused a great deal of disruption, segregation and chaos. In a Hunger Games-type setting, districts and charter schools have been forced to compete for students with white, middle and upper class students and families largely coming out on top.

The end result, critics allege, is an increasingly segregated public education landscape across the state, with no widespread boost in student outcomes to show for it.

Thirty years after Minnesota’s charter school and open enrollment laws ushered in a mostly unregulated era of school choice, many states—including Minnesota—and federal officials may be turning their attention to the reform model offered by full-service community schools.

Full-service community schools offer a holistic approach to education that is about much more than students’ standardized test scores or the number of AP classes a school offers. Instead, this model seeks to reposition schools as community resource centers that also provide academic instruction to K-12, or even Pre-K-12, students.

In Minnesota, a handful of districts have adopted this model, often with impressive results.

The state’s longest running full-service community schools implementation is in Brooklyn Center, a very diverse suburb just north of Minneapolis. Since 2009, the city’s public school district has operated under the full-service model, providing such things as counseling and medical and dental services alongside the traditional academic offerings of the school system.

In recent months, Brooklyn Center’s community schools approach has been put to the test, due to both the ongoing pandemic and the unrest that erupted after George Floyd was murdered by former Minneapolis police officer Derek Chauvin in 2020. In April 2021, as Chauvin’s murder trial was underway a few miles away in downtown Minneapolis, a white Brooklyn Center police officer shot and killed a young Black man named Daunte Wright during a traffic stop.

This layering of trauma upon trauma might have broken the Brooklyn Center community apart, as large protests soon took place outside the city’s police headquarters and caused disruption among residents—many of whom are recent immigrants and refugees. During this turmoil, school district staffers, already familiar with the needs of their community, were able to quickly mobilize resources on behalf of Brooklyn Center students and families thanks to the existing full-service community schools model.

It’s not just urban districts like Brooklyn Center that have benefited from this approach. In rural Deer River, Minnesota—where more than two-thirds of the district’s K-12 students live in poverty, according to federal income guidelines, and 85 Deer River students are listed as being homeless—the school district adopted the full-service model in recent years, thanks to startup grants from state and federal funding sources. Staff in Deer River are reportedly very happy with the full-service model, which allowed them to pivot during the pandemic and provide food, transportation services and other community-specific needs. A local media outlet even noted that the community schools approach enabled school district employees to survey families during the COVID-19 shutdown and provide them with things such as fishing poles and bikes to help them get through this challenging time.

Several other districts across the United States, from Las Cruces, New Mexico, to Durham, North Carolina, have also adopted the full-service community schools approach, which is built around sharing power and uplifting communities rather than closing failing schools and shuttling students out of their neighborhoods through open-enrollment or charter school options.

Community Schools Approach Is on the Rise

Disrupting public education through the proliferation of school choice schemes, including charter schools, has long been the preferred education reform model for politicians and wealthy philanthropists in the United States, and while the charter school industry has been able to score billions in federal funding, the full-service community schools model has instead been relegated to the sidelines.

That’s starting to change.

In February 2021, a coalition of education advocacy groups, including the National Education Association and the American Federation of Teachers, wrote an open letter to congressional leaders asking that more federal dollars be spent on full-service community schools. Most recently, the letter notes, Congress allocated $30 million in funding for such schools nationwide, a number the coalition deemed far too low to meet the “need and demand for this strategy.”

Now, the Biden administration has proposed dramatically bumping this funding up to $443 million, based on the support this model has received from people such as the current U.S. Education Secretary, Miguel Cardona. While giving input to Congress on behalf of Biden’s proposed budget for the Department of Education, Cardona explained that full-service community schools honor the “role of schools as the centers of our communities and neighborhoods” and are designed to help students achieve academically by making sure their needs—for food, counseling, relationships, or a new pair of eyeglasses, and so on—are also being met.

Mike Bloomberg recently announced his plan to revive American public education, which he says is “broken.” His fix for a system that enrolls more than 50 million students? He will spend $750 million to expand charter schools to 150,000 students in 20 cities over the next five years.

The former New York mayor is a smart businessman. He must know that moving 150,000 students into charter schools won’t transform the public schools that enroll the overwhelming majority of students. The likeliest effect of his gift will be to drain resources and students from the public schools still struggling to recover from covid-19. This would make matters worse for the 50 million students who don’t receive his beneficence, and it’s unlikely to help most of the 150,000 who do.

Bloomberg tells us that he will not fund just any charter school. He announced that his donation would fund only high-quality charters — the same promise made by the federal Charter Schools Program that has wasted about $1 billion on charters that never opened or failed.

New York’s Success Academy is his example of a charter chain that “works.” Citing the chain’s high test scores, he ignores the dozens of news reports that have exposed Success Academy’s practices that include violations of students’ civil rights and privacy; complaints of racist and abusive practices by present and former staff; push-out practices that include dropping misbehaving students off at police stations; “got to go” lists that discriminate against students with disabilities; and repeated suspensions of students for minor infractions.

Success’s “success” rests on harsh discipline codes that push noncompliant children out the door. But remember that Bloomberg once bragged about his police policy of throwing minority youth against the wall and frisking them.

Bloomberg’s own school reforms included sort-and-select policies, such as screened middle schools and test-in gifted programs that dramatically reduced access for students of color. When the NAACP — the oldest civil rights group in the country — filed a discrimination complaint against the city and its eight specialized high schools, Bloomberg’s response was “life isn’t always fair.

Bloomberg has claimed that students of color made great equity gains under his mayoral leadership. He boasted to Congress that the achievement gaps between White and Asian students on one hand, and Black and Hispanic students on the other had been cut in half.Story continues below advertisementnull

But data from the respected National Assessment of Educational Progress (NAEP) disproved those claims. And what about state test scores? According to the New York City Independent Budget Office (IBO), the gaps widened.

Bloomberg’s legacy was one of chaos by design, as he imposed one reform after another in an attempt to disrupt his way to success. The New York City school system was reorganized four times during the mayor’s 12 years in office, depending on which adviser from the corporate world had the ear of the mayor or the chancellor.

Bloomberg applied the same philosophy of “weed them out” (championed by GE CEO Jack Welch, who was a frequent adviser to the city’s Department of Education) to the system as a whole. He shut down scores of struggling schools and large high schools that enrolled the students with the greatest needs. He replaced the closed schools with hundreds of new small schools and charter schools. As large high schools were shuttered, programs for advanced students, bilingual students, and students in need of special education were often cast aside.

The mayor and his schools chancellor, Joel Klein, applied corporate thinking, surrounding themselves with management consultants and business school graduates who knew as little about education as they did. Their efforts demoralized educators in the system, who felt disrespected by Klein and Bloomberg.

Now, eight years after his last term as mayor ended, Bloomberg again has inserted himself into the education reform debate to fund one of his favorite ideas — charter schools.

The unaudited “wait lists” he uses as justification for his charter ardor have been debunked repeatedly. Some of those lists have duplicate or triplicate names; others have students who have moved away or enrolled already in another school. In 2020-21, Texas charter schools had over 100,000 more empty charter seats than filled seats. Eighty-five percent of the charter schools in Los Angeles have open spots. According to charter advocate Robert Pondiscio, only about half of the families accepted by Success Academy enroll their child.

And the recent uptick in enrollment Bloomberg cites? Much of the pandemic increases were in the for-profit online sector he says he will not support — increases that are already disappearing.

Nor has Bloomberg been swayed by the preponderance of research studies (not a few cherry-picked) that shows charter schools do no better than public schools, Even though, as scholarly studies demonstrate, charter policies attract and retain more motivated and better-supported students. NAEP tests show there is no difference in the academic performance of students in public schools and charter schools. In fact, as NAEP shows, when students reach grade 12, public schools significantly outperform charter schools.Story continues below advertisementnull

Even as Bloomberg promises to pour money in charters, the federal government continues to spend nearly a half-billion dollars a year to start and expand charters. More than one in four charter schools fails by year five, and halfare gone by year 15, according to research by our Network for Public Education. The hundreds of charter scandals that occur each year have not modified his rhetoric of school accountability.

If charter schools do no better on the whole than public schools; if many of them fail for financial or academic reasons only a few years after opening; if their lack of oversight and accountability makes them targets for grifters; perhaps it is the charter idea that is “broken,” not America’s public schools, which have been central instruments in advancing our nation’s unfulfilled dreams of equal opportunity and a well-informed citizenry.
