Nancy Bailey has assembled a devastating review of a three-decades long effort to destroy the teaching profession and replace it with models derived from the corporate sector.

She begins:

The pandemic has been rough on teachers, but there has for years been an organized effort to end a professional teaching workforce by politicians and big businesses.

In 1992, The Nation’s cover story by Margaret Spillane and Bruce Shapiro described the meeting of President H. W. Bush and a roomful of Fortune 500 CEOs who planned to launch a bold new industrial venture to save the nation’s schoolchildren.

The report titled, “A small circle of friends: Bush’s new American schools. (New American Schools Development Corp.),” also called NASDC, didn’t discuss saving public schools or teachers. They viewed schools as failed experiments, an idea promoted by the Reagan administration’s A Nation at Risk, frightening Americans into believing schools were to blame for the country’s problems.

The circle believed their ideas would break the mold and mark the emergence of corporate America as the savior of the nation’s schoolchildren.

The organization fell apart, but the ideas are still in play, and corporations with deep pockets will not quit until they get the kind of profitable education they want, for which they benefit.

They have gone far in destroying public education and the teaching profession throughout the years, not to mention programs for children, like special education.

Here are the ideas from that early meeting, extracted from The Nation’s report, with my comments. Many will look eerily familiar.

. . . “monolithic top-down education philosophy,” which disrespected teachers, parents and communities alike.

NCLB, Race to the Top, Every Student Succeeds Act, and Common Core State Standards disregarded teachers’ expertise and degraded them based on high-stakes test scores.

These policies also left parents and communities feeling disengaged in their schools.

Conservative Republican Governor Chris Sununu appointed home-schooling parent Frank Edelblut as state Commissioner of Education. Edelblut has used his office to promote privatization, not only charters and vouchers, but for-profit schools, online schools, home schools, religious schools, and anything that anyone calls “education.”

Joe Schapiro: Edelblut is waging war on education

Education Commissioner Frank Edelblut has been the face of a remarkable and alarming attack on public education in New Hampshire. This op-ed from Joe Schapiro outlines some of the actions of this pro-privatization official.

The commissioner gave his full-throated support to a school voucher program which, since being inserted into the budget and signed by the governor, is widely viewed as the most extreme in the country. Estimated to attract a handful of students at a minimal cost in its first year it is now 5,000 percent over budget, at a cost to taxpayers of approximately $8 million dollars for this year alone.

This fall the commissioner was the featured speaker at a meeting of the Government Integrity Project, an extreme right-wing organization that promotes unfounded reports of election fraud, organizes protests against the use of masks in schools, and disrupts school board meetings around the state.

Also this fall, the commissioner spoke to the Cheshire County Republican Committee. It is no coincidence that soon afterward, a small group of people attended the Chesterfield School Board meeting demanding all curriculum information and reading material used in classes in order to cleanse the school of teaching “divisive concepts.”

Now Commissioner Edelblut has added to the Department of Education website, a page that invites and encourages parents and students, to make complaints about their teachers under the thinly veiled guise of discrimination based on being made to feel guilty on account of being white. This is a naked act of incitement and a call to vigilantism against the very people whom we entrust to teach and care for our children.

Whether it’s defunding our schools, disrupting efforts to keep our students safe, censoring essential discussion about race, or supporting unfounded accusations against educators, Frank Edelblut supports them all.

Since this post was written in Texas by a Texan, you may have a clue about what these diverse phenomena have in common: They are sources of fear, anxiety, propaganda, and scare tactics used cynically to stir up the passions of voters. The article was written by Dr. Charles Luke of Pastors for Texas Children, a stalwart supporter of public schools.

Dr. Luke writes:

What do masks, library books, critical race theory (CRT), and transgender rights have in common? While this may sound like the beginning of a really bad joke, these are all issues that local school boards across the nation hear about frequently from their constituents. The concerns about these issues aren’t always expressed in the nicest ways, either. In fact, angry expressions over these issues have led to death threats and harassment, leading some school board members to request police protection or to resign their positions. Commonly dubbed “culture war issues” because they are highly politicized, school board disruption has gotten so bad that Saturday Night Live did a skit about it.

In Texas, it’s not just concerned citizens that are complaining. Politicians are cashing in on the fears of their right-wing base by issuing edicts, holding town halls, and leading charges against school districts. State Rep. Matt Krause, Chair of the House Committee on General Investigating, notified the Texas Education Agency that he is “initiating an inquiry into Texas school district content,” according to an article and an Oct. 25 letter obtained by The Texas Tribune. Krause included a list of 850 titles that he believes some people may find objectionable. Krause was then running for Texas Attorney General in a crowded field of candidates but has since dropped out.

Not to be outdone, Gov. Greg Abbott issued his own edict about library books – but to the wrong people. In a November 1, 2021 letter to the Texas Association of School Boards (TASB), he reminded the organization that their members have a collective responsibility to determine if obscene materials exist in school libraries and to remove any such content. When TASB Executive Director Dan Troxell informed Governor Abbott that TASB is merely a school trustee membership organization and has no regulatory authority over schools, Abbott responded by accusing the organization of abdicating their responsibility in the matter and directed the Texas Education Agency, the Texas State Library and Archives Commission, and the State Board of Education to address the issue by developing standards to “prevent the presence of pornography and obscene content in Texas public schools, including in school libraries.”

A rightwing think-tank (the Texans for Public Policy Priorities) has already sent out a fundraising appeal, hoping to raise $1.2 million dollars to institute what they call “massive education freedom reforms” by mobilizing 10,000 citizens in each of 60 legislative swing districts in order to “break the indoctrination of our children from Critical Race Theory, ‘gender fluidity’, and socialism.” TPPF claims to already have one donor that has provided $600,000 (rumored to be Tim Dunn of Empower Texans fame.

Read on to learn about the latest zany tactics of Texas Republicans, who are expert at campaigning on lies and fear.

The right-wingers have a goal: power. The power to destroy public schools and replace them with private alternatives.

These efforts in Texas follow a national push by extremist politics to take over school boards based on allegations that districts are teaching critical race theory. The Center for Renewing America, run by former Trump administration official Russ Vought, distributes a toolkit that encourages conservatives to “reclaim” their schools by taking over local school boards through campaigns focused on opposition to critical race theory. The Leadership Institute offers training on how far-right candidates can take over their school board and runs a program called Campus Reform which encourages students to “expose the leftist abuses on your campus” including the teaching of CRT.

Funded by wealthy donors and far-right-wing foundations, they seem to be having some success in Texas. In places like Cypress-Fairbanks ISD – the third-largest school district in the state – long-term and well-established trustees are being replaced over culture-war wedge issues like CRT. After a controversial “Resolution Condemning Racism” was approved by the board of trustees in September of 2020, Rev. John Ogletree – an African American – was defeated amidst allegations that the district was promoting CRT. Ogletree is the founder and pastor at the First Metropolitan Church in Houston, Texas, and the president of the board of Pastors for Texas Children (PTC) – a statewide public school advocacy group. Ogletree had been a member of the Cypress-Fairbanks ISD Board of Trustees since 2003.

Not everyone is silent about the far-right efforts. Rev. Charles Foster Johnson, Executive Director of PTC responded to the defeat of Ogletree by saying, “For Godly Christian servants like Rev. John Ogletree to be slandered with lies about his character is beyond outrageous. It is morally despicable. Rev. Ogletree is a faithful pastor who discharged his responsibility before God to call out racism. He did so with obedience and courage. It may come as a news flash to the morally confused folks at TPPF, but it is not racism to call racism for the sin it is: racism.”

According to staff writers for Reform Austin, “This appears to be a nationwide strategy by conservatives to take over school boards and cultivate a farm team of candidates for higher office.” If that’s the case, there could be plenty of opportunities for far-right candidates in 2022 to get elected. With several Texas Senators and over two-dozen House members deciding not to run again due to redistricting maps, the field could be wide open for ultra-conservative candidates launching campaigns on the back of these attacks on public schools.

What the right-wingers really want is to gin up enough anger towards public schools so that people will be willing to seek vouchers and abandon public schools. This might save money, but it would certainly be a nightmare for students and parents who want a quality education. The people stirring this pot against public schools harp on phony issues to advance privatization.

Take Governor Abbott (please). He has been Governor of Texas since 2015. Before that, he was State Attorney General from 2002 to 2015. Before that, he was on the Texas Supreme Court from 1996 to 2001. Is it credible that after 25 years in high public office, he just realized that school libraries are harboring pornography? Why didn’t he know that when he was the State Attorney General, or a member of the Supreme Court, or at some point earlier in his six years as Governor? Why, on the eve of the next gubernatorial election, did he just discover that school libraries are dangerous to young minds? Young minds are undoubtedly safer in the school library than they are at home on the Internet, where there is most certainly hardcore pornography. Will Governor Abbott tell parents to disconnect from the Internet? Of course not.

This whole propaganda campaign is a charade. It is not about making education better. It’s not about protecting youth from corrupting influences.

It is about creating a rationale to distribute public money to religious schools and private vendors.

Texans who want better education must stand up to the charlatans and drive them out of office. School boards elections are scheduled for December 13. Get out and vote for people who believe in education, reason, and thoughtfulness. Vote out the charlatans who want to destroy your schools.

She writes:

I am a rural woman. I am a subsistence farmer raising hogs and chickens in Northwest Missouri in a town of 480 people. I live in a century-old farmhouse on a few acres on the Iowa border that we purchased for less than the price of a new car. I was also an American Literature teacher for sixteen years, and my children are all products of rural schools. Our youngest is still in school and her class, the entire fourth grade, consists of 16 children. 

Public schools are the heart of rural Missouri. The school bus picks up my daughter at the end of our driveway every morning, avoiding the chickens pecking in the gravel. She arrives at a tiny school that supports her and knows her well. She eats in the cafeteria that also serves as the gym. We mark the cafeteria Thanksgiving meal on our calendars to eat lunch with our kids—the turkey is pretty good but we really come for the annual tradition and because our kids expect us. Entire communities gather for Christmas pageants and band and choir concerts in our rural schools. We attend Friday night football and basketball games and reserve the rest of the evenings for softball or baseball. We know the teachers and we support schools with raffles and by buying apples and beef jerky from the yearly FFA sales. Nearly every event in our small community revolves around our school.

I tell you the story of rural schools because we are in a fight to keep our public schools funded and open in Missouri. In my state, we are 49th in funding for public schools. We don’t provide public schools with enough for the basics. The state funds just 32% of schools’ budgets, which means that residents must pay for the bulk of their local school expenses through property taxes. That means that our system is highly inequitable. The defunding of Missouri public schools has happened over the last decade, but has been on warp speed in the last five years. The school funding formula was adjusted to lower the amount a few years back, meaning we lowered the funding bar to be able to claim we met the bar. And now, even more bad news for Missouri rural schools: a voucher scheme.

In 2021, Missouri Republicans devised and signed into law a system for vouchers that will further defund public schools. This is how it works: Missouri taxpayers can receive a dollar-for-dollar tax credit that will pay for private school vouchers. In essence, public tax funds will be diverted to private or religious schools with no oversight or accountability for student performance. Missouri will allow folks to essentially pay their taxes directly to the private school of their choice, defunding public schools in the process. In rural Missouri, our schools are already strapped for resources. Diverting money away to any fly-by-night charter, or a private school that accepts vouchers will devastate our rural schools.

When schools are defunded, the next move is often consolidation. When a school consolidates, students may be travelling to and from school for over an hour a day. School consolidations also ravage small communities and often cause ripples that can be felt for years. In my town, the school is the largest employer. Community members who work for the school district receive health insurance through their employer, while disadvantaged children are fed through the school year through the  school free lunch program. School closures cripple small businesses and decrease property values. Our main streets empty out with the loss of a local school. When schools consolidate, rural communities lose their economic epicenter.

We must fully-fund public schools in an equitable way for all children to have the opportunity that a public education promises. Rural students and our small communities count on public schools. Charter and privatization schemes purposely funnel public tax money into private hands. That’s harmful to rural Missouri public schools and to our kids.

Michael Bloomberg, former mayor of New York City, announced yesterday that Bloomberg Philanthropies will spend $750 million to expand the charter school sector. Declaring that “the American public education system is tragically broken,” Bloomberg pledged to add 150,000 seats in “high-quality charter schools” over five years, with the intention of “closing the achievement gap.”

As mayor, Bloomberg had total control of the New York City public school system, which he reorganized and disrupted repeatedly. His first pick for chancellor of the schools was antitrust corporate lawyer Joel Klein, who distrusted experienced educators and turned to McKinsey and Goldman Sachs for advice. Bloomberg’s second pick for chancellor was a magazine publisher with no experience in education; she lasted just 90 days.

Bloomberg apparently decided that he couldn’t achieve sweeping change in the public schools, so he became a champion for outsourcing students to privately managed charter schools. As his press release shows, he continues to believe his own puffery. The NYC public schools continue to be plagued with crowded classrooms, while charter schools enjoy privileged status, such as co-locations inside public schools, depriving them of facilities, and rent in private spaces paid by the city.

Although the press release claims that Bloomberg’s decision is based on “evidence,” it completely ignores the large number of charter schools that close every year, the high attrition rates of charter students and teachers, and the multiple studies showing that charter schools are outperformed by public schools, except when the charters curate their enrollment to exclude students who are unlikely to succeed or conform.

One of the richest men in the world, Bloomberg loves market solutions to public problems. In his 12 years as mayor, he did not transform the public school system that he controlled. Evidently he has learned nothing about education in the eight years since he left office.

How does it help the 85-90% of students in public schools to invest in a privately run sector that, contrary to his claims, has not demonstrated success in closing the achievement gap and that poaches students and resources from public schools?

How will it “close the achievement gap” to spend $750 million to add 150,000 seats to the charter sector?

Tom Ultican, retired teacher of physics and advanced mathematics, has written an incisive analysis of the libertarian attack on democracy and public education, funded by billionaires and advanced by rightwing think tanks. He “follows the money,” and it leads him to Charles Koch, the Bradley Foundation, the Scaife Foundation, the Walton Family Foundation, ALEC, the Manhattan Institute— and other oligarchs and their tools.

He pulls no punches as he weaves together the contrived panics over “critical race theory” and anti-maskers. “Parents Defending Education” and “Moms for Liberty” are but a few of the astroturf groups who have been mobilized to terrorize school boards and other parents. Funded by Dark Money.

Ultican writes:

Nancy MacLean observed that Buchanan and Koch had concluded, “There was no glossing over it anymore; democracy was inimical to economic liberty.” (Democracy in Chains page 152)

The anti-democratic impulse of the oligarch must be contained. There is an underlying wisdom to democratic decision making. It is a wisdom that bends toward equity and humanism. Public education is the soil from which that wisdom can flower. For the past five decades, an autocratic businessman has been pushing our country in the direction of widespread suffering and discrimination.

Neither capitalism nor socialism is a perfect guide for society. Education, medicine, prisons and policing are not well suited to a strict capitalist approach. A strict socialist approach does not function well in manufacturing, farming and entertainment. Ideologues demanding one of these two economic methods to the exclusion of the other are a problem. The guide to balancing these competing ideologies is humanism. In other words ponder, “The policy best serving the majority of the people while maintaining a keen eye to insure that the minority is not abused.”

The best way to move society forward toward a more perfect union is to make democracy ever more inclusive. And the best way to improve democracy is to protect and fund public education.

Blogger Grumpy Old Teacher (GOT) explains the competition between Donald Trump and Florida Ron DeSantis for the Republican presidential nomination in 2024 (both want to turn the clock back to 1924!)

Trump made DeSantis by endorsing him for Governor when he was an o score Congressman. Trump does not like ingratitude.

GOT describes DeSantis’ passion to ban mandates for masking in the schools.

How does Ron do it? One way is throwing raw meat, bloody and dripping, to the party’s base. Meat like convening a special legislative session to bar local school boards from implementing mask mandates as a public health measure during a pandemic….

The rallying cry these days for tearing apart public education and dividing the spoils among … edupreneurs, hedge fund investors, and TFA champions who signed up to spend two years in a classroom because they hadn’t figured out what to do with their lives and realized that they had staked out a claim to a gold mine.

DeSantis defends parents’ rights, among them the right for parents to spread sickness and disease to other people’s children.

It’s no surprise to GOT that he has had several children home in quarantine during November. It’s no surprise that he is receiving daily emails from students that they will not be in school. If they don’t say they have Covid, they say they don’t feel well, are running a fever, or having other symptoms.

Some mention a diagnosis of strep throat. It’s not only Covid that’s now running through the bodies of children. But we have discarded the lessons of the pandemic, that a simple mask and common sense regarding classroom practices go far to keep children healthy….

No masks, no vaccine, DeSantis is the cancerous version of that Vegas cliche: What doesn’t kill you makes you stronger.

He wants to be president. If that doesn’t frighten you, this should: he would likely bring Richard Corcoran to Washington to be his Secretary of Education. Trust GOT, that would make you nostalgic for the days of Devos.

All of these programs rob our public schools of precious resources, and when disappointed families return to public schools, their children are often woefully behind.

Education Week reported that a decade of “reforms” focused on tougher teacher evaluations produced no improvement in student test scores.

More than a decade ago, policymakers made a multi-billion-dollar bet that strengthening teacher evaluation would lead to better teaching, which in turn would boost student achievement. But new research shows that, overall, those efforts failed: Nationally, teacher evaluation reforms over the past decade had no impact on student test scores or educational attainment.

The research is the latest indictment of a massive push between 2009 and 2017, spurred by federal incentives, philanthropic investments, and a nationwide drive for accountability in K-12 education, to implement high-stakes teacher evaluation systems in nearly every state.

Prior to the reforms, nearly all teachers received satisfactory ratings in their evaluations. So policymakers from both political parties introduced more-robust classroom observations and student-growth measures—including standardized test scores—into teachers’ ratings, and then linked the performance ratings to personnel decisions and compensation.

“There was a tremendous amount of time and billions of dollars invested in putting these systems into place, and they didn’t have the positive effects reformers were hoping for,” said Joshua Bleiberg, an author of the study and a postdoctoral research associate at the Annenberg Institute for School Reform at Brown University. “There’s not a null effect in every place where teacher evaluation [reform] happened. … [But] on average, [the effect on student achievement] is pretty close to zero.”

The evaluation reforms were largely unpopular among teachers and their unions, who argued that incorporating certain metrics, like student test scores, was unfair and would drive good educators out of the profession. Yet proponents—including the Obama administration—argued that tougher evaluations could identify, and potentially weed out, the weakest teachers while elevating the strongest ones…

A team of researchers from several universities analyzed the data, starting when states adopted the new teacher evaluations incorporating student test scores. They looked not only at changes in scores but high school graduation rates and college enrollment rates.

Tougher teacher-evaluation systems can work, Petrilli said—but there was no political will to act on the results at the time of the reforms. Teachers’ unions resisted firing teachers who received poor results, and districts were unwilling or unable to pay great teachers more, he said.

At a time of acute teacher shortages, what school district is eager to fire teachers based on their students’ test scores?

The failed reforms were in large part a response to the demands of the Obama administration’s Race to the Top, which required states to adopt test-based evaluation to be eligible for a share of $4.35 billion in federal money. Secretary of Education Arne Duncan praised such teacher evaluations loudly and frequently.

As I wrote in my 2020 book SLAYING GOLIATH, test-based teacher evaluation was never tried before it was imposed on almost every state in the nation. It had no evidence to support its use. Many scholars and professional groups warned against it, but Duncan plunged forward, belittling anyone who dared to disparage his Big Reform.

Obama and Duncan found support in a 2011 study led by Harvard economist Raj Chetty, but his glowing predictions about the benefits of test-based evaluation didn’t pan out. His paper on value-added teacher assessment won him a front page story in the New York Times, a story on the PBS Newshour, and a laudatory mention in President Obama’s 2012 State of the Union address. Chetty et al concluded that better teachers caused students to get higher test scores, to graduate more frequently, to earn more income over their lifetimes, and—for girls, to be less likely to have out-of-wedlock births. As one of the authors told the New York Times, the message of our study is that bad teachers should be fired sooner rather than later.

But despite the cheerleading of Arne Duncan and the seemingly definitive conclusions of Chetty, Friedman, and Rockoff, value-added teacher evaluations failed.

How many good and great teachers left their profession because of this ill-fated “reform”?
