Nora De La Cour is a high school social worker and former teacher in Massachusetts. She writes frequently about the attacks on public schools. In this brilliant article, which appeared in Jacobin, she shows how the privatizatizers have exploited the culture wars to promote their own agenda. They are not interested in better education or students. Their agenda is to destroy the public square.

She begins:

In a Massachusetts school district neighboring the one where I work, four parents, backed by a conservative Christian organization, are suing the school committee and multiple district employees for calling students by their preferred names and pronouns without informing home. Because one of the defendants is a counselor, some of my counselor peers in the area are now on guard, afraid we could become the targets of litigation if we allow students to broach sensitive topics in our presence.

Setting aside the very real harm that kids and educators are exposed to as a result of the Right’s eagerness to linkacknowledgement of gay and trans people to sexual predation, there’s another problem here. It’s incredibly difficult to teach or counsel someone if you can’t call them what they wish to be called. Addressing students by their chosen names is a basic sign of respect that says, “I see you and I’m here to work with you.” If you need to call home to get permission first — potentially outing kids to their parents and inviting distressing blowback — you might miss the chance to form the human connection that undergirds collaborative scholarship.

Pandemic school closures reminded us that the social aspects of schooling are among the most vital for young people’s development and for society at large. Specific facts and figures (the what of school learning) can be easily forgotten and recalled with a few keystrokes. But the ability to establish a base level of trust with heterogeneous others in order to solve shared problems (the how of school learning) is absolutely essential for both a fulfilling personal life and engagement in the public square. It’s critical that educators be allowed to build that trust without fear of reprisal.

The Koch-backed parents’ rightsmovement aims to make that trust impossible. By pitting parents against schools, libertarian billionaires and Republican strategists intend to motivate voters in the short term and fully privatize K-12 education in the long term. As Christopher Rufo, the self-styled architect of the so-called war on critical race theory (CRT), has argued, “To create universal school choice [i.e., privatization], you really need to operate from a premise of universal school distrust.” Those poweringthe campaign against classroom “wokeness” are trying to hinder our ability to establish common ground from which to defend our last remaining public goods.

The illiberalism that dominates the Right can best be understood as the advanced stage of a long billionaire-funded plot to undo democracy in order to relieve capitalists of any constraints the rest of us might wish to place on them. This understanding clarifies why classrooms, the training grounds for democratic participation, are primary targets of radical right activism. If liberals are to have any hope of countering this coordinated attack, they need to remember the collective, public value of education.

Laying Siege to the Common Good

It makes sense to focus on the reactionary nature of all of this: the commitment to American exceptionalism animating the so-called CRT bans, the fresh fixation on classical education rife with chauvinist dog whistles, and the shockingly overt bigotry of the anti-LGBT “grooming” discourse. Ron DeSantis’s Florida, as some have observed, is looking more and more like Viktor Orbán’s Hungary. But while these efforts to reverse cultural change are incredibly alarming, we come up short when we try to understand what’s happening purely in terms of identity-based hatred. Intolerance has always been a feature of American politics. Why does it suddenly seem so viciously well-organized?…

Despite attention-grabbing campaigns to terrify them, a majority of public school parents remain satisfied with their children’s schooling. And massive amounts of outside funding notwithstanding, local parents’ rights candidates have in numerous cases failedto deliver decisive wins for the privatization movement. As in segregated Virginia, US families are not quite prepared to sign away their children’s right to publicly funded, democratically controlled schools. It’s the perfect time, in other words, for those looking to contest the radical right to offer a full-throated defense of public education and all public goods.

But Democrats, by and large, have been unwilling to mount that, scarcely standing up even against the horrific attacks on kids, families, and educators that we are seeing across the United States. And when you look at their record on education, it’s pretty clear why: for the past three decades of education reform, Democrats have ignored the social role that schools play in preparing children for engagement in the public square. Alongside Republicans, they have enabled the privatization of public schools. They have also privatized the ideaof schooling down to the individual level. In the view of the Democratic establishment, the sole remit of schools should be to boost “human capital.” Guided by this view, they have yoked the vision of education ever closer to the needs of employers — a kind of corporate indoctrination eerily similar to the “woke” indoctrination Rufo and his cohort tell tales about.

But Bill Clinton’s assertion that “what you earn depends on what you learn” has proven to be a dangerous oversimplification: Americans are more educated than ever before, and yet economic insecurity is rampant and rising. When public schooling is only justifiable insofar as it increases individual earning power, the case for it is wholly dependent on its utility to capitalist markets. Without acknowledging the higher collective purpose that education serves, we won’t be able to defend public schools ordemocratic governance.

Democracy or Capitalism

“Republican politicians and their strategists,” Nancy MacLean told Jacobin,

have seen . . . culture-war tactics help Jair Bolsonaro get elected in Brazil and Viktor Orbán get reelected in Hungary this spring. And, lo, the CPAC (the Conservative Political Action Committee) is traveling to Hungary . . . to learn from Orbán how to use the tools of democracy to rig the rules to achieve autocracy.

The long plot is reaching maturity.

The Right’s appeals to “the family” resonate in part because our oligarchic political system leaves families in the cold, allowing child poverty to soar even as parents spend long and exhausting hours working outside the home. Any effort to save our commons and restore a sense of public spiritedness must include a material response to the significant challenges that parents face.

We need to work fast to reclaim the places where we give one another the benefit of the doubt and collaborate in spite of our differences. Democrats can still enter the battlefield and expose the Right’s deceitful efforts to turn the public against itself. As MacLean argues, the movement Buchanan authored wants to save capitalism from democracy. We can counter it if we are willing to fight to save democracy — beginning with schools — from capitalism.

Thank goodness for independent media! Oklahoma Watch published an investigative report that detailed a secret slush fund that supplements the salary of the state Secretary of Education.

Gov. Kevin Stitt vetoed legislation that would have required cabinet members to file public reports to disclose their finances.

If Stitt had signed the bill last month, Oklahomans would learn that Secretary of Education Ryan Walters makes at least $120,000 a year as executive director of a nonprofit organization that keeps its donors secret. Walters is also paid about $40,000 a year by the state, according to state payroll data.

The nonprofit, Every Kid Counts Oklahoma, has refused to disclose its largest donors.

But a joint investigation by The Frontier and Oklahoma Watch has found that much of the organization’s funds come from national school privatization and charter school expansion advocates, including the Walton Family Foundation and an education group founded by billionaire industrialist Charles Koch.

As Secretary of Education, Walters serves as Stitt’s top advisor on public education policy and is the governor’s liaison for dozens of state boards and programs.

Walters’ outside employment with a nonprofit funded by advocacy groups could be a conflict of interest, said Delaney Marsco, senior attorney for ethics at the Campaign Legal Center, a nonprofit group that focuses on government transparency and accountability.

“If you are responsible for making decisions in a certain area of the government and you are being paid by an outside organization that has an interest in that, that absolutely can be a conflict of interest,” Marsco said. “If you are a public servant, your duty is to the public, and anything that kind of calls that into question, even raises the appearance of a conflict of interest, is a problem.”

Under Walters’ leadership, Every Kid Counts Oklahoma was the public face of Stitt’s program that distributed $1,500 grants to families in 2020 funded with $8 million in federal coronavirus relief money. The money was intended to buy tutoring and educational supplies. But a lack of safeguards allowed parents to use some of the funds to buy TVs, gaming consoles and home appliances, an investigation by Oklahoma Watch and The Frontier found. Emails and other recordsshow that Walters helped secure the no-bid contract with a Florida company to distribute the money. The U.S. Department of Education’s Office of Inspector General has opened an audit into how the state used those funds.

Walters, who declined multiple interview requests, is now running for state superintendent, an elected position overseeing the state Department of Education and a budget of over $3 billion. Unlike in federal elections, candidates for state office in Oklahoma are not required to fill out financial disclosures until after they are elected.

This article posted today on the CNN website is a handy guide to “reputation laundering” by Russian and American oligarchs. We knew about the Sacklers, who put their name on prestigious institutions for years to wash away the stain of the opioids that made them billionaires. Then there is pedophile Jeffrey Epstein, who bought his way into MIT. And now there is a panoply of Russian oligarchs, who became wealthy during an era of massive corruption in the transition from the Soviet Union to Russia. They are philanthropists now.

As most everyone knows by now, Mackenzie Scott is the ex-wife of billionaire Jeff Bezos. Her divorce settlement made her one of the richest people in the world. Since acquiring sole control of this fortune, she has given away billions of dollars to various organizations. Most are committed to civil rights, women’s issues, LGBT issues, and other worthy causes.

Other billionaire philanthropists, like Bill Gates, the Walton Family Foundation, the DeVos family, and others, are known for their tight control over their grantees. When they get a proposal, they expect that it will conform to their ideological preferences, and they help the grantee revise it the proposal until the grantee does precisely what the donor wants. In some cases, the philanthropist finds or even creates a group to execute their commands.

Mackenzie Scott doesn’t work that way. Her secretive organization researches groups doing admirable things and advises her to give them money. She does not want or accept proposals. She doesn’t tell grantees how to use the money she gives them. She trusts them.

As the graph in this article by Axios shows, she far outshines other billionaires (such as her ex-husband) in her generosity.

As an extensive article about her in the New York Times details, Mackenzie grew up in an affluent family and attended the elite Hotchkiss School. In her junior year, her father went bankrupt and her circumstances changed dramatically. She aspired to be a novelist. She went to Princeton on scholarship, where her mentor was the famed novelist Toni Morrison. She moved to New York City to write, took a job at a hedge fund to support herself, where she met Jeff Bezos. They married, and she helped him achieve his dream of creating the online company Amazon. After many years of marriage and four children, they divorced.

Her first big statement as a newly single woman came less than five months later on the website of the Giving Pledge, started by Bill Gates, Melinda French Gates and Warren Buffett as a place where billionaires promised to give away at least half their wealth. Ms. Scott went further, promising to “keep at it until the safe is empty.”

The Giving Pledge is a public promise and little more. It has no donation schedules, no reporting requirements and no enforcement mechanisms. Still, it was a significant statement.

Nonprofits soon began receiving calls and emails about enormous grants from an anonymous donor, often the biggest donation in the group’s history or the equivalent of a full year’s budget. Some of those approaches were from staff at the influential nonprofit consultancy Bridgespan, others from representatives at Lost Horse. The chosen charities were told they could not announce the gifts until the donor did.

On July 28, 2020, Ms. Scott tweeted a link to a post on the website Medium, where she unveiled the scale of her ambition as a philanthropist. In the tweet, she added in a parenthetical: “(Note my Medium account is under my new last name — changed back to middle name I grew up with, after my grandfather Scott.)”

On Medium, she was writing in the language of equity and social justice, guiding philosophies for her giving. “Personal wealth is the product of collective effort,” she wrote, “and of social structures which present opportunities to some people, and obstacles to countless others.”

She gave overwhelmingly to groups led by women, people of color, members of the L.G.B.T.Q. community or all three. The total amount of grants she was announcing came to $1.7 billion.

And that was just the beginning of her donations.

She doesn’t yet understand education issues. She has given to the very important, valuable Schott Foundation and to the Southern Education Foundation, both of which support public schools. But she also gave millions to the odious TNTP, founded by Michelle Rhee to undermine well-qualified and experienced teachers. She needs help.

I wish someone would tell her or her advisors about the Network for Public Education. We are the only mass organization (350,000 followers) fighting to protect America’s most democratic institution: its public schools, and we could surely use her support.

As a personal matter, I don’t think there should be any billionaires. I think Mackenzie Scott agrees. To the extent we have people with that kind of wealth, our tax system is broken. I would love to live in a society where there was no poverty and no billionaires and where everyone had the necessities of a decent life, with ample opportunities for their children to fulfill their dreams.

Tom Ultican, retired teacher of advanced mathematics and physics, is an expert on the “Destroy Public Education” movement. In this post, he explores the oligarch money behind The City Fund and the cities it has targeted for privatization of their public schools.

He writes:

Born in 2018, The City Fund (TCF) is a concentration of oligarch wealth crushing democracy and privatizing the commons. John Arnold (infamous ENRON energy trader) and Reed Hastings (Netflix CEO and former California Charter Schools Association board member) claimed to be investing $100 million each to establish TCF. Their July 2018 announcement was delivered on Neerav Kingsland’s blog “Relinquishment” which recently started requiring approval to access.

The TCF goal is to implement the portfolio school management model into 40 cities by 2028. At present TCF says it is “serving” 14 cities: Oakland, Ca; Stockton, Ca; Denver, Co; Camden, NJ; Washington, DC: Memphis, Tenn; Nashville, Tenn; New Orleans, La; Indianapolis, Ind.; Atlanta, Ga; Fort Worth, Tx; San Antonio, Tx; Baton Rouge, La; and Newark, NJ.

The operating structure of the fund is modeled after a law firm. Six of the fourteen founding members are lawyers. They constitute the core of the team being paid to execute the oligarch financed attack on public education….

TCF has spent heavily to develop a local ground game in the communities of targeted cities. On their web site, they provide a list of major grants made by 12/31/2019; defining major grants as being more than $200,000. Many of these grants are to other privatization focused organizations like TFA and Chiefs for Change, but most of them are for developing local organizations like the $5,500,000 to Opportunity Trust in Saint Louis another TFA related business. The TFA developed asset, founder and CEO Eric Scroggins, worked in various leadership positions at TFA for 14 years. Table-1 below lists this nationwide spending.

In many ways, The Mind Trust in Indianapolis, Indiana was the model for this kind of development. A 2016 articlefrom the Progressive Policy Institute (PPI) which is quite school privatization friendly covers its development from the 2006 founding by Democratic Mayor Bart Peterson and his right hand man David Harris until 2016. PPI noted,

“The Mind Trust convinced Teach For America (TFA), The New Teacher Project (now TNTP), and Stand for Children to come to Indianapolis, in part by raising money for them. Since then TFA has brought in more than 500 teachers and 39 school leaders (the latter through its Indianapolis Principal Fellowship); TNTP’s Indianapolis Teaching Fellows Program has trained 498 teachers; and Stand for Children has worked to engage the community, to educate parents about school reform, and to spearhead fundraising for school board candidates.”

The Mind Trust became a successful example of implementing all of the important strategies for privatizing public schools. As a result, the Indianapolis Public School system is the second most privatized system in America with over 60% of its students attending schools no longer controlled by the elected school board.

Stand for Children which the PPI referenced is almost entirely about funneling dark money into local school board races. These nationwide efforts are now being bolstered by the political action organization staffers at TCF created, Public School Allies. Public School Allies was founded as a 501 C4 organization meaning it can contribute to politicians; however contributions to it are not tax exempt.

Billionaire funded organizations like Public School Allies can overwhelm local elections. For example, in 2019 they provided $80,000 to the independent expenditure committeeCampaign for Great Camden Schools. In the first school board election since the 2013 state takeover of Camden’s public schools, the three oligarch supported candidates won with vote totals of 1208, 1283 and 1455 votes.

Gary Borden was the Executive Directorof the California Charter School Association 501 C4 organization before he became a Partner at TCF. Now he is the director of Public School Allies.

A TCF Partner sits on the board of many of the local political organizations they fund. Kevin Huffman is on the board of The Memphis Education Fundand Atlanta’s RedefinED. Partner Ken Bubp is on the board of New Schools for Baton Rouge. Gary Borden is on the board of The Mind Trust. He replaced David Harris who appears to have resigned from TCF. Harris was also on the board of San Antonio’s City Education Partners. Unfortunately, their new web page no longer lists the board members.

Ultican goes on to describe the philosophy of The City Fund and its spin-offs: “…democracy is bad and privatization is good.”

Modern “school choice” ideology promoted by many white billionaires is little different from the strategies of southern segregationist in the 1950s and 60s. It still increases segregation and creates an “inherently unequal”and racist education system…

Ultican concludes:

The giant quantities of money concentrated in such few hands are destroying democracy. How is a citizen of an impoverished neighborhood who is opposed to having her public schools privatized going to politically compete with oligarchs from San Francisco or Seattle or Bentonville? Organizations like Public School Allies regularly come in and monetarily swamp any political opposition. That is not democracy.

I am convinced that John Arnold who is opposed to people receiving pensions sincerely believes charter schools are better than public schools. Likewise his partner, Reed Hastings, truly believes that elected school boards are bad. And Alice Walton really does think that vouchers are a good idea. However, I believe they are wrong and that the idea of offloading some of their tax burden is much more important to their beliefs than they will admit.

Witnessing the oligarch fueled attacks on the commons; I am convinced that billionaires need to be taxed out of existence if we are to have a healthy democracy of the people, by the people and for the people.

It may seem easy to criticize billionaires because of the First Amendment. It’s not. Several years ago, I wrote a post about John Arnold, mentioning the fact that he had been a high-flying energy trader at Enron. A few days later, I got notice from an Arnold spokesperson that he would sue me if I didn’t delete the post. Not wanting to fight a billionaire in court, I backed down. Good luck to Tom Ultican.

Billionaire Reed Hastings claims to be a Democrat, but he loves charter schools and despises public schools. In his efforts to promote privatization, he has funded some extremist Republicans. In Missouri, he funded the Republicans intent on eliminating abortion services for women, while giving a pittance to Democrats in the Missouri legislature..

In Indiana, Reed Hastings is the sugar daddy of a very rightwing Republican Party that wants to expand charters and vouchers. Hastings is a man without principle. He doesn’t care about evidence. He doesn’t care about charter financial scandals. He wants to win, and he will fund anti-abortion zealots in Missouri and rightwing extremists in Indiana, so long as it undermines public schools.

Steve Hinnefeld writes in his Indiana blog:

Netflix CEO Reed Hastings has given another $700,000 to a pro-charter-school Indiana PAC, which has funneled a big chunk of the money to supporting Republican legislative candidates.

The PAC – called, without apparent irony, Hoosiers for Great Public Schools – reported only one contribution in its 2022 pre-primary campaign finance report, covering Jan. 1 to April 8: the one from Hastings, a California resident with a net worth estimated between $4 billion and $6 billion.

Hoosiers for Great Public Schools then gave $100,000 to another PAC, Hoosiers for Quality Education, which favors school choice in all its forms, including private school vouchers. Hoosiers for Quality Education has made over $600,000 in contributions this year, all to Republicans. Most has gone to GOP House candidates who are favored by caucus leaders and are in contested primaries.

Hoosiers for Quality Education, with ties to Betsy DeVos, the U.S. secretary of education in the Trump administration, didn’t just get money from Hoosiers for Great Public Schools. It got $425,000 this year from Walmart heir Jim Walton, along with several smaller donations.

Hastings also gave Hoosiers for Great Public Schools $700,000 in 2020. It also got $200,000 that year from John Arnold, a Texas billionaire. The group has never received a penny from an actual Hoosier.

But it does have a Hoosier connection. Bart Peterson, who heads the operation, was mayor of Indianapolis from 2000 to 2008. He was a Democrat then. I don’t know what he considers himself now, but he has become a primary source of out-of-state cash for Indiana Republicans.

Peterson told me in 2020 that he was “an unabashed supporter of charter schools” and was making the contributions to improve funding for the schools, which are publicly funded but privately operated. (His day job is president and CEO of Christel House International, which operates charter schools in Indianapolis and schools for underprivileged children around the world).

Whatever the motivation, the campaign contributions helped bolster the Republican supermajority in the Indiana General Assembly. In the 2022 legislative session, that supermajority: 1) repealed the law requiring Hoosiers to have a permit to carry a handgun; 2) made it much more difficult for poor people to be released from jail on bail; and 3) stoked phony outrage over schools teaching “critical race theory.”

Shameful.

The federal Charter Schools Program was launched in 1994 with a few million dollars, when the Clinton administration decided to offer funding for start-ups. At the time, there were few charter schools. In the early, idealistic days, charter enthusiasts asserted that charters would set lofty goals and close their doors if they didn’t meet them. They were sure that charters would be far better than public schools because they were free to hire and fire teachers.

Right-wingers jumped on the charter bandwagon as a way to undermine public schools and to bust teachers’ unions. In short order, a gaggle of billionaires decided that charter schools would succeed because they operated with minimal or no regulation, like a business.

What no one knew back in 1994 was that the charter industry would grow to be politically powerful, with its own lobbyists. No one knew that the “most successful” charter schools were those that excluded the students who might pull down their test scores. No one knew that for-profit entrepreneurs would set up or manage charter chains and make huge profits, mainly by their real estate deals. No one knew that one of the largest charter chains would be run by a Turkish imam. No one knew that charter schools would develop a very old-fashioned militaristic discipline that prescribed every detail of a student’s life in school. No one knew that the little program of 1994 would grow to $440 million a year, with much of it bestowed on deep-pocketed chains that had no need of federal money to expand. No one knew that charter schools would become a favorite recipient of big money from Wall Street hedge-fund managers and billionaires like Bill Gates, the Walton family, Eli Broad, Michael Bloomberg, John Arnold, Betsy DeVos, Reed Hastings, and many other billionaires and multi-millionaires. No one anticipated that by 2022, there would be 3.3 million students in more than 7,400 charter schools.

Perhaps most important, no one expected that charter schools, on average, would perform no better than public schools. And in many districts and states, such as Ohio, Nevada, and Texas, charter schools perform far worse than the public schools.

School choice has been a segregationist goal ever since the Brown Decision of 1954, when southern states created segregation academies and voucher plans to help white students escape from racial integration. It should be no surprise, then, to see that the same states that are passing laws to restrict discussion of racism, to ban teaching about sexuality and gender, and to censor books abut these topics are the same states that demand more charter schools. Coincidence? Not likely. These are culture war issues that rile the Republican base.

How strange then, given this background, that the Washington Post published an editorial opposing the Department of Education’s sensible and modest effort to impose new regulations on new charter schools that seek federal funding. The education editorial writer Jo-Ann Armao very likely wrote this editorial, since she has that beat. Armao was a cheerleader for Michelle Rhee when she was chancellor of the D.C. schools and imposed a reign of terror on the district’s professional staff, based on flawed theories of reform and leadership.

In the following editorial, she makes no effort to offer two sides of the charter issue (yes, there are two, maybe three or four sides). She writes a polemic that might have been cribbed from the press releases of the National Alliance for Public Charter Schools, the amply endowed lobbyist for the industry. She gives no evidence that she has ever heard of the high closure rate (nearly 40%) of the charters that received federal funds from the Charter Schools Program. She seems unaware of the scores of scandals associated with the charter industry, or the number of charter founders who have been convicted of embezzlement. She doesn’t care about banning for-profit management from future grants. She thinks it’s just fine to set up new charters in communities where they are not needed or wanted. She seems unaware that the new regulations will not affect the 7,000 charters now in existence. Charters can still get start-up funding from Michael Bloomberg, the Waltons, or other privatizers. New charters can still be opened by for-profit entrepreneurs like Academica, but not with federal funds.

Here is the editorial, an echo of press releases written by Nina Rees of the National Alliance for Public Charter Schools (Rees previously worked at the right-wing Heritage Foundation, served as education advisor to Vice-President Dick Cheney, and worked for financier Michael Milken).

The editorial’s title is: “The Biden Administration’s Sneak Attack on Charter Schools.”

Advocates for public charter schools breathed easier last month when Congress approved $440 million for a program that helps pay for charter school start-up expenses. Unfortunately, their relief was short-lived. The Biden administration the next day proposed new rules for the program that discourage charter schools from applying for grants, a move that seems designed to squelch charter growth.


On March 11, a day after the funding passed, the Education Department issued 13 pages of proposed rules governing the 28-year-old federal Charter Schools Program, which funnels funds through state agencies to help charters with start-up expenses such as staff and technology. “Not a charter school fan” was Mr. Biden’s comment about these independent public schools during his 2020 presidential campaign, and the proposed requirements clearly reflect that antipathy.


The Biden administration claims that the proposed rules would ensure fiscal oversight and encourage collaboration between traditional public schools and charter schools. But the overwhelming view within the diverse charter school community is that the proposed rules would add onerous requirements that would be difficult, if not impossible, to meet and would scare off would-be applicants. Those most hurt would be single-site schools and schools led by rural, Black and Latino educators.


Consider, for example, the requirement that would-be applicants provide proof of community demand for charters, which hinged on whether there is over-enrollment in existing traditional public schools. Enrollment is down in many big-city school districts, which would mean likely rejection for any nonprofit seeking to open up a charter. “Traditional schools may be under-enrolled, but parents are looking for more than just a seat for their child. They want high quality seats,” said Nina Rees, president of the National Alliance for Public Charter Schools.Hence the long waiting lists for charter school spots in cities with empty classrooms in traditional schools. Also problematic is the requirement that charters get a commitment of collaboration from a traditional public school. That’s like getting Walmart to promise to partner with the five-and-dime down the street.

The Biden administration surprised the charter school community by what charter advocates called a sneak attack. There was no consultation — as is generally the case with stakeholders when regulations are being drafted — and the public comment period before the rules become final ends April 14.The norm is generally at least two months.

The proposed changes, according to a spokesperson for the Education Department, are intended to better align the Charter Schools Program with the Biden-Harris administration’s priorities. “Not a charter fan,” Mr. Biden said, and so bureaucratic rulemaking is being used to sabotage a valuable program that has helped charters give parents school choice.

By now, we have observed that the Koch-Walton-DeVos oligarchs take every opportunity to undermine public confidence in public schools. Wherever there is an organized attack on public schools and their teachers, it’s a safe bet that there’s dark money from libertarian billionaires.

Opportunistic politicians are also attempting to limit classroom discussion of other controversial topics. In late February Florida’s House of Representatives passed a bill to ban “classroom discussion about sexual orientation or gender identity” in the state’s primary schools. Governor DeSantis has indicated that he will sign the bill if the Senate passes it. [The legislature passed the bill and DeSantis will sign it.]

Of course, the GOP maintains that it’s doing this for parents “Speaking to legislators on the House floor, Rep. Joe Harding, the Republican who introduced the bill, said the measure is about “empowering parents” and improving the quality of life for the state’s children.” Florida isn’t alone. According to the highly regarded publication Chalkbeat, at least 36 states have adopted or introduced laws or policies that restrict teaching about race and racism.

As New York Times columnist Jamelle Bouie wrote recently, “Defenders of this push for censorship say they are simply working to protect the nation’s children from prejudice, psychological distress and inappropriate material. ‘To say there were slaves is one thing, but to talk in detail about how slaves were treated, and with photos, is another,’ said Tina Descovich, a leader of (a Florida chapter of) Moms for Liberty, a conservative group that seeks to enshrine ‘parental rights’ into law.”

Ms. Descovich, who lost her seat on a local school board in 2020, is a parent, but many of the adults who have been disrupting local school board meetings not only do not have children enrolled in those schools; they are classic outside agitators, perhaps even from neighboring states.

Simply reviewing curricula and banning discussion aren’t enough for some. Legislators in Florida, Iowa, and Mississippi want cameras installed in classrooms so parents can watch what’s going on. “The Iowa bill, H.F. 2177, would require that cameras be placed in every public school classroom in the state, except for physical education and special education classes. The cameras would feed to livestreams that could be viewed on the internet by parents, guardians and others.” Educators who fail to keep the cameras operational would lose 5% of their salary, per infraction. The bill died in Committee, but its supporters haven’t given up.

The pandemic has created opportunities for opponents of public education. Twenty-two states created or enlarged school voucher programs in 2021, and more are in the offing. “School voucher proponents in statehouses across the country have spent much of the past year working to pass legislation that transfers critical public school funding to the private sector. Framing these debates around education “reform” and the inauthentic culture wars surrounding public schools, voucher proponents have been steadily working to undermine public education on the state level.” That’s from the publication of the National Education Association, which explains the loaded language.

But the NEA numbers are correct, as others have reported. ”Nearly half of all state legislatures last year increased funding for school choice programs in their state budgets or passed laws to expand or create new Education Savings Accounts or scholarship programs. They also notably expanded eligibility requirements to include home-schooling, charter schools and private schools. Four states created entirely new programs; three created new and expanded programs, and Ohio created the most improved programs of them all, according to the analysis. The majority, 14, either expanded or improved their existing school choice programs.”

While this isn’t the time or place to debate vouchers, let’s stipulate that money dedicated to vouchers would otherwise have gone to public schools.

COVID and the ensuing closure of most public schools frustrated many parents, some of whom felt that teachers cared more about their own health than their students’ learning. Teacher unions, a favorite whipping boy of the right, may have hurt their own cause by defending members who did not want to risk contracting COVID–but defending their members is what unions are supposed to do.

But what’s happening now has very little to do with education and far more to do with politics. Republicans feel that being ‘pro-parent’ is a winning position, even though barely 20% of households have school age children. I don’t think most Republican politicians really care whether parents dig deeply into curriculum. What they hope is that the other 80%–those without children–will be outraged at the idea of meddling teachers indoctrinating America’s children. Their goal is for the other 80% to go to the polls and vote Republican.

It is a mystery of our times why so many billionaires have assumed the power to meddle in education. Gates, Waltons, Bloomberg, Koch, DeVos, Rock, and many more like to play the role of education minister. I have an almost complete list of the billionaires who dabble in education in my book “Slaying Goliath.” I say “almost” because after the book was published, I found more billionaires who were messing up schools, like Tim Dunn in Texas and the Albertsons in Idaho. I am sure I missed others.

The Charles Koch Foundation announced that it is funding a competition for “new models” of education.

Launched on January 25, The Catalyze Challenge will bring together leading philanthropies and nonprofits to support a grant challenge that will generate new models focused on empowering learners to discover their aptitudes and develop new skills toward a more fulfilling career pathway. Consistent with its efforts to remove barriers facing learners across the country, the Charles Koch Foundation is proud to partner with the Catalyze Challenge. Brennan Brown, the foundation’s director of partnership development, will serve as an adviser.

The Catalyze Challenge will provide funding for education entrepreneurs to develop and scale learner-centric, career-connected models and experiences. The contest is managed by Common Group. Funders include the Walton Family Foundation, the American Student Assistance, the Charter School Growth Fund, and Arnold Ventures.

We know that Charles Koch has one overriding goal: to privatize education and cut costs by passing them on to families. If anyone can decipher the bromides behind hisCatalyze Challenge, give it a try.

We discussed the historical origins of the movement, calling out the privatizers as a combination of libertarians, anti-government ideologues, the radical right, segregationists, and rightwing evangelicals, funded by billionaires who hate taxes, public institutions, and unions. Their movement threatens not only public schools but our democracy.
