It only applies to school employees.
Senator Yoder has an amendment on HB 1126 –the Wage Payment Act bill to remove dues deduction for school employees. Offering it as a second reading amendment to HB 1126. This is a direct attack on teachers and applies to no other public sector workers.

There is a similar bill making the rounds in Pennsylvania. I keep waiting and hoping that common decency will prevail one of these days.

Must be an ALEC sponsored bill.

don’t wait…flood the legislators with emails and phone calls. The unions are definitely having their members do this. There have been many letters to the editor too.

What is this trying to do? Dues deduction?

It means teachers with physically have to write a check for their union dues. They cannot have them deducted from the paycheck. That way, it is harder to join the union. (many teachers will hesitate if they have to plunk out a big dues fee rather than have small increments removed from their check). That will in effect do away with the teacher’s union.

This was attempted in NC, but was ruled unconstitutional.

From nearby Cincinnati, I’m posting this on recent DR blogs:
Not sure where to post this, but the Cincinnati Enquirer had a pretty lame “balanced” section in its Forum section about the Common Core. 4 of the 5 editorials supported the Common Core (one of those 4 did attack the tests). No teacher editorials. They are seeking public feedback:

Many of us here in Indiana have already signed up to use an automatic dues-paying service (like Pay Pal, but with another name). Nevertheless, a judge would rule this ban unconstitutional because it is singling teachers out. Furthermore, a school corporation which deducts union dues incurs no cost. My school corporation will deduct charitable contributions to the United Way, yet nobody has ever brought up a bill to make *that* payroll deduction illegal.
A few years ago, I attended a school board meeting in my district. I got really frosted when an retired ex-teacher in our corporation spoke out against union due deductions. This gentleman frequently speaks up at board meetings, and usually has a good grasp of facts and school law, but that night the board president reminded him that dues were still being deducted under Indiana statute.
The bill’s author, Senator Carlin Yoder (R-Middlebury), lists his professional experience as an administrator (Board of Directors) at Clinton Christian School in Goshen, Indiana.
In March 2011 at Fairfield High School (near Goshen, IN), Mr. Yoder “moderated” a town-hall type meeting (which I attended) with disgraced former Indiana Superintendent Dr. Tony Bennett. (It was more like a lecture tour than a give-and-take.) As I recall, Dr. Bennett did not have to engage directly with any guests directly since questions were written on 3 x 5 index cards and given to Mr. Yoder to give to Dr. Bennett.
More information about Mr. Yoder is available here:

If unions are blatantly political, why should they have the privilege of automatic dues deduction?

HU,
The NEA is not now and never has been a “union”. It is a “professional” organization much as the likes of ABA or the AMA. NEA has always had “management”, i.e., administrators as part of its membership.
AFT, I don’t know enough about, that may be a more “union” like association, not that being “union” like would be bad.

Jerzey Jazzman as usual has a superb article worth a read that addresses what “reformy ness” boils down to.. What happened in Indiana is right up there because “reformers” are very busy profiting by denigrating and demoralizing teachers relentlessly at every turn…. not allowing dues deduction must be Indiana’s latest strategy to further crush teacher spirit and the reformers (like actuarialists work ) must have already calculated how many seasoned teachers nearing retirement will see this as just one more straw breaking the camel’s back! Ca ching and the profits come rolling in when there are less pensions to pay out and lower salaries for newer teachers.
Here is Jerzey Jazzman’s look at “reformy ness”
