The Blog for Arizona describes the inside story of the Arizona teachers’ strike and Governor Doug Ducey’s feckless efforts to stop the strike without making any concrete concessions to teachers.

“Doug Ducey, the ice cream man hired by Koch Industries to run their Southwest subsidiary formerly known as the State of Arizona, is a practitioner of propaganda over policy. He rolls out a glossy media P.R. campaign and gets his corporate benefactors to pay for advertising praising him for his P.R. campaign. The substance of the actual policy gets lost.

“Ducey did this for his #ClassroomsFirst initiative in which he declared himself to be the “education governor,” he did this to sell his unconstitutional Prop. 123 to settle the education inflation adjustment lawsuit against the state so that the state would not have to pay restitution for funds stolen by our GOP-controlled legislature, and he is doing it yet again with his #20by2020 teacher pay proposal.

“Ducey’s dark money “Kochtopus” allies in the Arizona Chamber of Commerce and Industry started a new group called the “Arizona Education Project” and fielded a $1 million soft-sell TV ad blitz to say  “Arizona schools are making progress.” Arizona “Ground Zero” for Koch Attack on Public Education. As the Arizona Daily Stareditorialized, “no number of feel-good TV spots will change the fact that Arizona comes in last, or almost last, in numerous rankings of per-pupil state spending in the nation.” Education ad campaign doesn’t change the facts.

“The “Kochtopus” Death Star, the Goldwater Institute, is now threatening school districts with lawsuits for closing during the #RedforEd teacher walkouts, no doubt on Gov. Ducey’s behalf. Goldwater Institute sends letter to schools calling Arizona teacher walkout unconstitutional. Per usual, the Goldwater Institute is full of shit and bluster. The actual point of their intimidation campaign is a reminder  that “We own this state, and you will obey!

”With more than 50,000 educators and their supporters marching on the state capitol this week in a sea of red, our self-described “education governor” (sic) refused to meet with education leaders, Ducey to meet with ‘decision makers,’ not teachers to talk about salaries, and instead negotiated a “deal” with his GOP legislative leaders in a one-sided negotiation that did not include the teachers. Governor announces budget deal with teacher pay raise — but gives no details.”

Republican leaders negotiated a deal among themselves, refusing to talk to teachers. The presence of 50,000 teachers wearing #RedForEd did not earn them a seat at the table. One side talking to itself, said “Arizona Republic”columnist E.J. Montini, is not a deal. One little detail: the Republican Plan is to distribute any new funding to districts and let them decide whether to increase teachers’ salaries. Some pay raise that is!

Professor Kenneth Zeichner of the University of Washington has studied and written extensively about teacher education.

In this interview, he sharply criticizes the “independent teacher prep programs” that have sprung up in recent years to provide newly minted teachers for charter schools. The most conspicuous example of such a program is the Relay Graduate zschool of Education, which claims to be a graduate school but has none of the requisite features of a graduate school. No scholars, no studies of the foundations of education, no concern about Research. In effect, this school and others like it focus solely on discipline and test scores.

“Instead of making the status quo permanent by increasing the supply of under-prepared, inexperienced, and short-term teachers in high-poverty schools, we should seek to eliminate this situation. We should invest in a high quality college and university system of teacher education as has been done in leading education systems in the world. We should provide greater incentives for fully certified, and experienced, teachers to work for more than a few years in schools attended primarily by students living in poverty. Finally, we should make sure that the public resources in these schools and communities are comparable to those in wealthier communities.

“Relay currently promotes itself as a solution to teacher shortages, especially shortages of teachers of color. While they may have increased the percentage of teachers of color in their cohorts, they do not present retention data or evidence that they actually are contributing to solving the problem of teacher shortages or shortages of teachers of color. Most of their teachers are prepared in and for charter schools, and there is no public data as to where they teach post graduation, how long they stay, and how well they teach beyond the hand-picked testimonials they advertise.

“The teaching shortages in districts throughout the U.S. are real and very troubling, but fueling the pipeline with uncertified and underprepared teachers isn’t the solution. Most scholars who have studied these issues such as Richard Ingersoll of the University of Pennsylvania and Linda Darling Hammond of the Learning Policy Institute, conclude that the shortages result from teacher attrition more than the underproduction of teachers, and that attrition is a consequence of low teacher compensation and benefits, poor induction and working conditions, as well the general blaming and shaming of teachers for the problems of society and the accountability systems that have been developed reflecting this view.

“What we need to do is to improve teacher compensation and working conditions, including access to high quality teacher professional development. We also need to ensure that the pre-service preparation for teaching they receive is of high quality.

“The shortage of teachers of color is also a serious problem, but it won’t be solved by investing in entrepreneurial programs like Relay. Subsidizing the preparation of teachers in the public universities that prepare most of the nation’s teachers as is done in other leading educational systems in the world will create the conditions for a well-prepared, and more diverse workforce.”

 

Linda Lyon is the new president of the Arizona School Boards Association. She is familiar with the Legislature’s disdain for local control and their contempt for the public schools that 95% of the children in the state attend.

She writes here about the Governor and the Legislature’s empty promises, which have precipitated a likely statewide walkout.

”It is clear that there are many different approaches to achieving a goal that all seem to now agree on – Arizona’s teachers must be more adequately compensated. After all, teachers’ working conditions are students’ learning conditions. That in itself, is no small achievement. But, if we can’t deliver on that goal, it doesn’t matter how much we agree.

“A major stumbling block to “peaceful” resolution is obviously the lack of trust the public education community has in Governor Ducey. As Laurie Roberts, of The Republic, writes, “Ducey didn’t create the crisis in Arizona’s public schools. But in the first three years and three months of his four-year term, he didn’t do anything to fix it. Didn’t recognize that while he and his pals were focused on ways to boost private schools, the public schools – the ones attended by 95% of Arizona’s children – were suffering.” Roberts goes on to say that, #20by2020 (Ducey’s plan) may make for a “trendy hashtag”, but teachers know the funding for Arizona’s public schools is still almost one billion below where it was in 2008 when inflation is considered. And that doesn’t even include the billions in capital funding the state has withheld. The result Roberts says, “is 25-year-old biology books and roofs that leak. The result is rodents running amok and schools unable to afford toilet paper.” The result is a set of poorly paid teachers and support staff who are tired of being ignored and are now shouting “Can you hear us now?”

“This next week is going to be a cliff-hanger for our entire state. One thing is fairly certain. If Governor Ducey and our GOP-led Legislature hasn’t yet adequately “heard” our teachers and other education advocates, incoming shouts from all corners of our state, will no doubt drown out their ability to focus on much else. This issue isn’t going away and our lawmakers better start thinking outside the box they’ve cornered themselves in.”

 

Dana Goldstein writes in the New York Times about the looming teachers’ strike (walkout) in Arizona, a right to work state, where most teachers do not belong to the Arizona Education Association. The state has cut $1 Billion out of the K-12 education budget since the 2008 recession, and is currently among the lowest-spending states in the nation on education. The tax-cutting Governor Doug Ducey has promised a 20% raise by 2020, but has offered no new taxes or revenue source to back up his promise. The New York Times is fortunate to have Dana Goldstein working the education beat because she is knowledgeable, having written “The Teacher Wars,” a history of the teaching profession in the U.S.

She writes:

Arizona educators voted late Thursday in favor of a statewide walkout, as teacher protests over low pay and school funding continued to sweep across the United States.

The spread of the protests to Arizona from West Virginia, Oklahoma and Kentucky, all Republican-dominated states with weak public sector unions, signaled the depth of frustration from teachers and parents over years of education budget cuts.

The movement first arose in West Virginia, where teachers walked off the job in February, winning a $2,000 raise. In Oklahoma, the threat of a walkout garnered a $6,000 raise for teachers, but they still picketed the Capitol for nine days, calling for additional school funding that mostly did not come. In Kentucky, teachers have rallied outside the State Capitol to protest changes to their pension plans and to demand more money for schools.

“It’s clear that our educators are inspired by what they’ve seen in West Virginia and Oklahoma and Kentucky,” said Joe Thomas, president of the Arizona Education Association, the state’s largest teachers’ union. “They see educators rising up and lifting their voices for their students, and doing so in a way that can’t be ignored.”

The vote in Arizona followed weeks of protest across the state and promises from the governor to raise salaries. The Arizona Education Association and Arizona Educators United, a group of teachers who organized independently on Facebook, said that 78 percent of the teachers and school workers who cast ballots supported a walkout.

The groups said the walkout would take place on April 26 if legislators and the governor did not meet their demands, not only for a raise for teachers but also one for school support staff. They also called for an end to tax cuts until Arizona’s per-pupil spending reaches the national average.

Unlike West Virginia and Oklahoma, Arizona has never before had a statewide teacher walkout, and has experienced only a handful of districtwide strikes over the past four decades.

The state has cut approximately $1 billion from schools since the 2008 recession, while also cutting taxes. It spent under $7,500 per pupil annually in 2015, the last year for which census data was available; only Utah and Idaho spent less.

As in the other states where teachers have picketed, many districts in Arizona are facing teacher shortages in subjects like math, science and special education, with principals reporting that staff members are moving to deeper-pocketed states to earn up to $20,000 more per year, or to work in better-funded classrooms.

Noah Karvelis, an elementary school music teacher and the founder of Arizona Educators United, said he was sympathetic to the disruption that widespread school closings would cause students and parents. But, he said, that should not forestall a walkout.

“If we maintain the status quo, that is way worse than missing a couple of days of school,” Mr. Karvelis said at a news conference outside the union headquarters in Phoenix. “The biggest disservice any of us could do for our students right now is to not act in this moment.”

Across Arizona, tens of thousands of teachers, parents and students, clad in red, participated in protests outside schools on April 11. Gov. Doug Ducey said he was “impressed” by the movement, which calls itself #RedForEd. He promised to provide teachers with a 20 percent raise by 2020, and to restore school budgets to pre-Recession levels over the next five years. He said he could do so without raising taxes, because the state’s economy is improving and existing state programs could be cut.

But many teachers rejected that plan, or said they distrusted Mr. Ducey, a first-term Republican.

“You don’t rob Peter to feed Paul,” said Kassandra Dominguez, who teaches kindergarten and first grade in the Pendergast school district, near Phoenix. “That’s so wrong, and I wouldn’t want that money.”

Alternate proposals for raising school budgets include increasing an education sales tax from six-tenths of a cent to one cent, or closing corporate tax loopholes.

The average teacher salary in Arizona is about $47,000 per year, according to the National Center for Education Statistics. But starting salaries are much lower, and many teachers leading the protest movement are in their 20s and 30s.

Ms. Dominguez, 27, earns $38,250 per year, and says that because of low education budgets, she has had to pay out of pocket, or raise money from private donors, to buy her students science supplies, chairs and snacks. She voted in favor of a walkout. Her district had lost a total of $1.6 million over the past five years because of budget cuts, according to administrators, and the school board had come out in favor of the #RedForEd movement.

In San Tan Valley, an exurban area an hour southeast of Phoenix, Mary Stavely, an elementary schoolteacher, said she had also voted in favor of a walkout. Ms. Stavely, 34, earns $36,800. Thirteen of 38 teachers at her school, Circle Cross Ranch K-8, are planning to resign at the end of this academic year, she said, because of factors like low pay and a lack of rental housing in the area.

“It directly affects students” when teacher turnover is high, Ms. Stavely said, because children “lose morale and the connections that were made” with caring adults. Ms. Stavely, a single mother, is currently living with her parents, and said she has considered looking for a higher-paying job. Still, she said she had spent her spring break going door to door to recruit parents to enroll their children at her public school. Arizona has aggressively expanded charter schools and private school vouchers in recent years, leading to enrollment declines — and potential budget cuts — for some traditional schools.

More than 57,000 educators filled out a ballot in the Arizona walkout vote. There are approximately 90,000 certified teachers in the state, but only 20,000 members of the Arizona Education Association, the union. As in the other red states that have had recent teacher protests, union membership is optional for Arizona educators, and labor organizing is new for many of them.

Among those who oppose a walkout is Jim Segar, 64, a colleague of Ms. Stavely’s at Circle Cross Ranch K-8 and a physical education teacher.

Mr. Segar said the proposal from Mr. Ducey was the best teachers could realistically hope for. “You can’t get everything at once after years of neglect,” he said. “I think people would be crazy to walk or strike now.”

 

Although I often disagree with Rick Hess, I think he is the most insightful of the reformers and the nicest as well. He has a code of civility, and he never descends into mud-slinging or name-calling, unlike others in the reform camp.

In his latest article, I was surprised and delighted to see his acknowledgement that the pendulum is swinging away from the Bush-Obama reforms. He tacitly admits, as few other reformers do, that the era of No Child Left Behind and Race to the Top has failed, and (as John Merrow said in his latest post) “the air is humming,” and something great is coming. The current federal law (Every Student Succeeds Act) is a stripped-down version of NCLB, still insanely test-focused, in my view. Under ESSA, despite its grandiose name, there is no hope, none, that “every student will succeed.”

Rick looks at the wave of teachers’ strikes in West Virginia, Oklahoma, and Kentucky (with more likely to happen) and draws five lessons.

First, “Teachers are immensely sympathetic actors. For all the gibes, harsh rhetoric of the accountability era, and tsk-tsk’ing occasioned by polls in which people say they don’t want their kids to be teachers, the reality is that people really like teachers. In surveys, no matter how much talk there is about “failing” schools and problems with tenure, teachers are trusted and popular.” Although he doesn’t say it, I will: People trust teachers more than hedge fund managers or billionaires.

Second, “The Trump era has made it tougher for GOP officials to plead “fiscal restraint.” For years, GOP governors and legislators have said there is no more money, but the national GOP has just added billions to the defense budget, over a trillion dollars to the national deficit, and cut taxes for corporations by more billions.

Third, the reform movement must shoulder a significant part of the blame for demonizing teachers, demoralizing them, and building a reservoir of rage. “Along the way, teachers came to look and feel like targets, rather than beneficiaries, of “school reform,” which may be why bread-and-butter demands from teachers are ascending as the guts of Bush-Obama school reform are sinking to the bottom of the “discarded school reform” sea.”

Fourth, teachers’ strikes and walkouts are succeeding because they have broad appeal.

Fifth, he sees the current moment as a good time to rethink compensation, pensions, and staffing. In the minds of reformers, this could be converted into their usual mindset: merit pay, performance pay, replacing pensions with savings plans, etc. As the Kentucky walkout showed, teachers will not sit still while their retirement benefits are whittled away. Part of the appeal of teaching is the expectation that one will not retire to a life of penury after a career of low-paid service.

This is one of the most hopeful articles I have recently read about the pendulum swing that almost everyone knows is coming.

The first theory which drove teachers out of their classrooms was “Supply Side economics.” Oklahoma replicated the extreme budget cutting that Thomas Frank documented in What’s the Matter with Kansas. Income tax cuts that were tilted in favor of the rich cost the state $1 billion per year. The 43rd richest person on the planet and Trump supporter, Harold Hamm, has further enriched himself by ramming though a reduction of oil Gross Production Taxes (GPT) from 7 percent to 2 percent. Consequently, by 2016, the state agencies that provide the most important social and medical services had been cut by one-quarter to one-third of their 2009 levels.

Secondly, the resulting education cutbacks began as corporate school reform was imposed. In 2009, I was surprised to see how many legislators were bringing a New Yorker Magazine to an interim committee on education policy. It featured Steve Brill’s article on the New York City “Rubber Room,” which claimed that value-added teacher evaluations were a valid and reliable tool for firing “bad” teachers. The legislators believed Brill’s flawed reporting and they bought into the corporate school reformers’ self-proclaimed plan which included the replacement of Baby Boomer teachers with twenty-somethings.

I emailed Brill and learned he didn’t really understand what value-added models could or could not do, and it became clear that he had not properly cross-examined the reformers’ claim that effective teaching, alone, could close the achievement gap. When completing his book, Brill had to make a dramatic change in the pro-reform narrative. Its hero, a 26-year-old with supposedly superhuman stamina and commitment named Jessica Reid, grew too exhausted to continue at her charter school. Today’s worn-down teaching profession is still enduring the effects of schools being “deputized”” as the agents for overcoming poverty.

Oklahoma joined almost all of the rest of the nation in passing legislation that allowed it to compete for federal Race to the Top funds. Oklahoma’s grant wasn’t funded, but as in more than forty other states, teachers’ due process rights were compromised. The state spent millions of dollars on standardized testing, computer systems for keeping track of test score increases, and for using an unreliable and invalid statistical model for firing teachers. Veteran teachers (and their higher salaries) were often pushed out so newbies could be socialized into bubble-in accountability.

Reformers didn’t bother to inventory the capacity that would be required to implement such a half-baked agenda. They simply imposed huge workloads on teachers and administrators trying to comply with dubious mandates. Unions were hard-pressed to merely minimize the damage done.

The experiment failed, and the law was repealed, but the money and energy squandered in the reckless experiment are gone forever.

And that brings us to the ways that the Oklahoma walkout and other teacher revolts in “Right to Work” states preview a new resistance for a post-Janus world. Harold Meyerson recently recalled his old wisecrack, “‘China has strikes but no unions; America has unions but no strikes.’” These teachers’ rebellions show that the United States is “becoming more like China every day.”

The Oklahoma walkout epitomizes what could be great and what is worrisome about the new era of political activism which is likely to counter Janus. It was a grassroots uprising, organized on social media. As the National Education Association president Lily Eskelsen Garcia says, this is the “education spring.”

Teachers are challenging a system that had been created by the decades-long campaign to shrink government to the size where it can be strangled in the bathtub. Oklahoma unions and other traditional advocates for progressive causes are stymied by the 3/4ths legislative majority which is required to raise taxes. And term limits mean that the legislature lacks institutional memory. Most lawmakers weren’t in office in 2010 when the fateful decisions were made to gut the progressive tax system and to impose corporate school reform on educators.

In the long run, interactions between a youthful teaching profession and the newbies in the legislature are likely to produce better outcomes. Both groups are now frustrated, but they should recall the advice American Federation of Teachers president Randi Weingarten offered on the first day of the walkout. Weingarten said that in every job action, there is “always a moment of truth.” She also said that it is “as important to find a way back in as it is to find a way out.”

At the end of the first week, it looked like a way back to work had been found. The legislature passed $40 million in additional taxes. When combined with the already agreed upon $6100 average pay raise, 95% of the teachers’ demands would have been met. But the fervor of the teachers at the Capitol meant that union leaders couldn’t call off the work stoppage. Besides, plans had already been made for the next week.

On Sunday, a prayer vigil at the Capitol drew hundreds of supporters. Monday’s crowd was far bigger than the 30,000 to 35,000 people who came to each of the first week’s events. Thousands of education supporters marched from Edmond, Del City, and Norman. The next day, marchers arrived from Tulsa. On Thursday, the Moore schools reopened but hundreds of teachers stayed out of class and marched to the Capitol. Had the walkout ended after one week, teachers could have proclaimed an unambiguous victory, but those and other consciousness-raising accomplishments would not have happened.

Many rank-in-file teachers are frustrated with the decisions to return to school, but several key points must be emphasized. First, it took both the threat of a walkout and an initiative petition to raise the Gross Production Tax to persuade the legislature to increase the GPT to 5%. Now, energies must be devoted to initiatives that would raise it all the way back to 7%, as well as defeating an initiative that would defund the pay increase. Both efforts have great potential for building unity among education allies and dividing their opponents. (The same applies to the need for citizen actions to end the constitutional requirement for a 75% majority to raise taxes, and to curtail extreme gerrymandering.)

Moreover, none of these victories would have been possible without the support of local school boards and district administrations, not to mention students and parents. As it became clear that no new money would be appropriated, teachers needed to support their allies in keeping the rest of the school year from degenerating into chaos.

Just as important, teachers should remember the needs of state employees who pulled out of the walkout just before the OEA announced its end. The Oklahoma Public Employees said, “Recent discussions focus solely on education funding and exclude public safety, veterans’ services, mental health, protective services or any other state agency services.” Given the legal and political complexities of the job actions, that mistake probably was inevitable. But, educators must refocus on the overall needs of their students and families.

Finally, while understanding that this new, evolving activism won’t always be pretty, we should listen to former teacher, Sen. J.J. Dossett (D-Owasso) who says that teachers had been apathetic but tens of thousands of them became activists. Led by teacher-candidates, hundreds of additional candidates filed for office last week, leaving almost no Republicans unchallenged. So, teachers should avoid recriminations, celebrate a victory, and focus on November.

DENVER — Hundreds of public school teachers swarmed the Colorado state Capitol on Monday, shuttering one suburban Denver school district to demand better salaries, as lawmakers were set to debate a pension reform measure that would cut retirement benefits and take-home pay.

With the demonstrations, Colorado educators join peers in West Virginia, Oklahoma, Kentucky and Arizona who have staged strikes or high-profile protests in recent weeks to draw attention to what teachers unions see as a growing crisis in the profession.

In Colorado the need is especially stark – and apparently at odds with a state economy that ranks among the nation’s best. The average teacher salary – $46,155 in 2016 -ranks 46th among states and Washington, D.C., according to the latest figures from the National Education Association.

By another metric, Colorado’s dead last. The Education Law Center, an advocacy group, said this year that Colorado’s teacher salaries are the worst in the nation “when compared to professionals with similar education levels.”

Teachers rallied in and outside the building Monday, holding signs and chanting slogans including “You left me no choice. I have to use my teacher voice.” They drew honks from passing cars before heading inside, where their cheers and songs resonated throughout the Golden Dome, drawing lawmakers out of their respective chambers to investigate the noise.

 

 

Pittsburgh was once one of Bill Gates’ favorite cities. He showered it with millions to try out his ideas about how to improve teaching and test scores. But it didn’t work.

Now Superintendent Anthony Hamlet is scrapping the last vestiges of the Gates plan.

Pittsburgh Public Schools is scrapping a performance-based pay system, giving all its teachers at least a 2 percent raise and paying its least experienced teachers as much as 15 percent more per year.

The tentative changes are included in three-year contracts overwhelmingly approved Wednesday by the Pittsburgh Federation of Teachers, said Nina Esposito-Visgitis, the union’s president. The union represents about 3,000 teachers and support staff.

A little more than 2,000 members voted on the contracts, which were approved by 90 percent of teachers, 90 percent of paraprofessionals and 77 percent of technical and clerical employees.

“We really focused on the new teachers. We were falling behind other districts in terms of our starting salary,” Esposito-Visgitis said. “A lot of money was put at the bottom of the salary schedule because we want to attract the best and the brightest in Pittsburgh.”

Superintendent Anthony Hamlet issued a statement Wednesday night thanking “parents, stakeholders and the larger city for their patience” through stalled negotiations that nearly culminated in districtwide school closures.

Hamlet said he expects the new contracts to help reduce teacher turnover and improve school stability.

“It’s a testament to our members and to both negotiating teams that we were able to resolve things,” Esposito-Visgitis said. “We’re glad this chapter is over.”

 

 

 

Arizona has a government that is devoted to low taxes. It’s schools are underfunded and its teachers have the lowest salaries in the nation because the governor and the legislature doesn’t want to raise taxes to pay for public services like education.

“Gov. Doug Ducey inked his approval Monday to extending the 0.6-cent sales tax for education until 2041 as an education group that helped pressure for legislative action is mapping out what it plans to do to get some new money into classrooms — including a possible strike.

“Noah Karvelis, a music teacher at Tres Rios Elementary School in Tolleson, said the “Red for Ed” demonstrations that may have helped push lawmakers and the governor to approve the extension will continue. But he said teachers are hoping for a broader agenda, including a demand that the tax cuts that have been annual features of the Ducey administration as well as of predecessor Jan Brewer come to a halt.

“But that’s not going to happen.

“Gubernatorial press aide Daniel Scarpinato said his boss remains committed to a tax break for military retirees, exempting the first $10,000 of their pensions from state income tax. The figure is currently $2,500, the same as for retirees from other government agencies.”

“That carries a price tag of $15 million a year when fully implemented.

“Scarpinato said Ducey is not interested in other cuts this year. But he said that the future of other tax breaks making their way through the legislature, including a reduction in taxes on capital gains being pushed by House Speaker J.D. Mesnard, R-Chandler, will have to be part of whatever deal Ducey reaches with GOP legislative leaders.”

Karvelis says he is earning less than $30,000 a year and is carrying $30,000 in student debt.

Arizona aleady has a 5% sales tax. Sales taxes are the most regressive form of taxation.

“While Democrats supported the extension, they made it clear that none of this does anything to meaningfully lift teacher salaries from at or near the bottom of the various national rankings. Several said that additional $64 million translates to about $18 a week per teacher, before taxes.”

 

Arizona Governor Doug Ducey agreed to a 20% pay raise for teachers by 2020 after previously offering only 1%, on top of last year’s 1%..

Teachers are wary.

“The Associated Press notes that the educators “were also seeking increased pay for support professionals, a permanent raise structure, and a freeze on corporate tax cuts until per-pupil spending reaches the national average.” Ducey’s proposal didn’t include more spending on those items.”

“On Wednesday, Arizona teachers staged a statewide “walk-in,” demanding an increase in pay and more funding for schools overall. And, organized by a recently formed advocacy group, Arizona Educators United, teachers had also discussed the possibility of staging a walkout if Republican lawmakers refused to reinstate about a $1 billion in cuts in state education funding over the last decade.

“The governor’s proposal includes a 9 percent increase that would go into effect this fall, bringing the median teacher salary in Arizona to $52,725.

“Ducey also pledged to give teachers a 5 percent increase in the fiscal year 2020 budget, and another 5 percent in the year after that.

“Those increases, coupled with the 1 percent increase teachers were given last year, would add up to the 20 percent raises and make the average teacher salary $58,130, Ducey said.

“As Casey Kuhn, reporter for NPR member station KJZZ wrote, Arizona teachers are among the lowest paid in the country, according to federal data. Average salaries last year were actually $8,000-$9,000 less than 1990 salaries when adjusted for inflation.”

An article I read today but will post tomorrow said that Republicans planned to link the pay offer to their voucher expansion proposal, which educators and parents have been fighting and which will be the subject of a statewide refendum, unless the Republicans find a sneaky way to keep it off the ballot.
