A group called Oakland Not For Sale formed to fight privatization and just won a major settlement. For many years, the Oakland public schools have been a plaything for billionaire privatizers and a succession of Broadie superintendents.

Oakland, CA — On Thursday, Sept. 23, at 3:30 pm PT, Oakland Not for Sale (ONFS) will host a press conference for parent and teacher plaintiffs and their attorney Dan Siegel to announce a six-figure legal settlement with the Oakland Unified School District as well as plans to donate toward the fight against school closures and public school-supporting Board candidates in the 2022 election. OUSD School Board Member Mike Hutchinson will also be present.

“We have reached a settlement of our dispute regarding the school board’s October 2019 meeting. We reached an agreement for a total amount of $337,500 in damages,” said Saru Jayaraman, plaintiff in the litigation Jayaraman v. OUSD. “We’re thrilled to be announcing not only this settlement with the District, but our ability to now give a six-figure donation to our fight to stop public school closures and support candidates who will fight the privatization of the Oakland Unified School District. We’re also thrilled that in the same moment, we can declare victory in that Kaiser Elementary, which we fought to keep public, will indeed remain a public facility — and we will build on these victories with resources to continue to fight all future public school closures.”

The settlement resolves litigation filed by the parents and teachers, many of whom are members of ONFS, over police brutality at an October 2019 school board meeting protesting the proposed closure of Kaiser Elementary School. At the press conference on Thursday, parents and teachers will announce that they plan to make a six-figure donation to continue the fight against further public school closures and privatization. They will also discuss their victory in keeping Kaiser Elementary a public facility.

“While it isn’t exactly what we would have hoped, we’re happy Kaiser is being used as a public facility for students and that we were able to resolve the litigation,” said Amy Haruyama, OUSD teacher who is a plaintiff in the lawsuit, taught at Kaiser Elementary, and now teaches at Sankofa United Elementary School.

These actions come in the context of a long history of OUSD School Board decisions to close 17 public schools, mostly majority Black and brown schools, almost all of which have been replaced with charter schools. OUSD’s history of closing schools and allowing them to be replaced by charters has been driven by both the state of California, which retains trusteeship over OUSD, and by outside billionaire charter school advocates like Michael Bloomberg and Eli Broad.

ONFS was formed after the announcement that Kaiser Elementary School would become the latest in a long line of school closures that was intended for replacement by charter or private schools. After protracted peaceful public protest by parents, teachers, and students, and despite police brutality as a response to this protest, the School Board recently agreed to a public use for Kaiser Elementary. The school will house public early education .

The writer Anand Giridharadas writes a blog called The.Ink. In a recent post, he interviewed author Courtney Martin about her decision to send her child to the neighborhood public school, which was majority black and brown. Anand wrote a book that is very relevant to readers of this blog: Winners Take All: The Elite Charade of Changing the World.
In it, he argues that the global elite engage in great acts of philanthropy that do little to help the great masses of people but preserves the status quo in which they are the winners.

This is Anand’s introduction to his interview with Martin about her new book:

A few years ago, like millions of parents, Courtney Martin had to decide where to send her child to school. Because she is an acute and thoughtful journalist and social chronicler, she understood what a complicated and fraught and historically loaded decision that was. And so, in addition to making the decision, she set out on a journey to understand the dilemma she was facing — being torn between sending her daughter to the same places all the other white kids were going and sending her daughter to the local, majority-Black-and-brown public school.

It was around this time that, in one of the signal essays of the era, Nikole Hannah-Jones grappled with her own version of this dilemma as a Black woman highly accomplished in journalism, with the options and resources to choose among many places.

Courtney approaches the dilemma from the very different standpoint of a white woman in Oakland, California, trying to understand the deep and enduring segregation in places that, on the surface, seem progressive and woke.

I caught up with Courtney for her first interview anywhere about the much-anticipated new book that grew out of this searching: “Learning in Public: Lessons for a Racially Divided America from My Daughter’s School.” You’ll find that below.

“The racism on the left is obscured and full of guilt and shame”: a conversation with Courtney Martin

THE INK: Tell us the story of how you decided what school to send your daughter to.

COURTNEY: When I would take walks around our gentrifying neighborhood in Oakland with my first daughter strapped in snug in the carrier on my chest, I would always walk by our local elementary school. The kids seemed joyful and the grounds seemed beautiful, but I noticed that there were almost no white kids in the playground (which seemed strange given all the white families I’d seen living here). When my baby grew up, and was old enough to go to transitionary kindergarten, I sort of put my journalist hat on and started researching where all the white kids are. That led me on a journey of thousand moral miles. 

Ultimately, I learned that despite all the hype about Brown v. Board and Ruby Bridges, our schools hit the peak of integration in the 1980s, and it’s only been downhill from there, largely because of white parents like me who either disinvest from public schools entirely by sending our kids to private schools, or navigate to make sure our kids go to the whitest, most highly resourced public schools in our district. I also learned that integration is the only thing we know that actually works to break the cycle of poverty for Black and brown kids, and that white kids who go to integrated schools do fine. It felt hard, in some ways, to choose a school that most of our friends weren’t choosing, and one with a 1-out-of-10 rating on GreatSchools.org to boot, but the research I did (thank you, Nikole Hannah-Jones and Rucker C. Johnson!) helped us get over that initial fear. And thank goodness it did, because we all love our kid’s school so much.

THE INK: In your introduction, you say that “this book is very much about racializing white people” and that you “attempt to write with a ‘white double-consciousness.’” What does that mean?

COURTNEY: There are so many incredible books about educational inequity and the failed promise of integration, but they tend to be academic. I wanted to write a book that would serve as a gateway drug of sorts to all those great books — a fast-moving, personal story that would draw people in and then hit them with a bunch of new knowledge about race and education, and leave them with some good self-searching to do. My audience is white and/or privileged parents, though I did a lot of work to make sure the book felt useful and true to BIPOC folks in my own community, but also in the educational space writ large. 

In any case, I wrote about myself and my family in a deeply vulnerable way, trying to force myself to see the water I swam in and describe it for other white people. Part of what keeps white supremacy in place is that whiteness is treated as a default, as neutral, instead of a distinct culture with its own language, norms, and problems. In a sense, I was trying to center whiteness, so we can get better at decentering white people. 

THE INK: You write about Dr. Janet Helms’ “framework for white racial development” that she developed in the 1990s. You quote her as saying: “In the first stage, you are basically oblivious, interacting with very few people of color, and when you do, you do your best to pretend as if nothing is different about them.” A lot of white Americans are still very much in this stage, at best — the colorblind stage. But I would imagine that a lot of your fellow white parents in places like Oakland think they’re different from that, further along the journey. Are they, in fact?

COURTNEY: Exactly. I think Americans who live in largely white neighborhoods and mostly interact with white people — of which there are A LOT — are probably still hanging out in this stage. But most of the white people I know who have chosen to live in hip cities like Oakland, Brooklyn, Minneapolis, etc., pride themselves on wanting to live in multi-racial community. And yet I think many of us, in fact, only have this as an aspiration, not a lived experience. When we actually look around the table at our dinner parties, or check out our kids’ soccer teams, we are confronted with the reality that we live in multi-racial cities, but many of us also lead very segregated lives, particularly socioeconomically. 

Ken Rice was an elected member of the Oakland Unified School District from 1997-2000. That was before the billionaire disrupters decided to take control of Oakland and turn it into their own petri dish for “reform” (i.e., privatization). Rice wrote the following description of the recent school board election, in which grassroots organizations stood together and beat the candidates of the out-of-district/out-of-state billionaires. He is a member of Educators for Democratic Schools (EDS), an Oakland-based organization composed primarily of retired public school teachers, administrators and school board members. When Ken Rice ran for school board, his race cost $12,000. Due to the intrusion of big money, grassroots groups are always outspent and usually overwhelmed. But Rice explains here how Oakland parents and educators fought back and won.

He writes:

Apparently Money Isn’t Always Everything–$300,000 Beats $900,000 In The Oakland School Board Elections!

In nearly 20 years of privatization push into Oakland, this is the first time since 2003 that Oakland schools will be returned to local control by a school board that values and embraces authentic public education. Remaining hopeful for the future, and look forward to strengthening and improving Oakland’s schools.” ~ Diane Ravitch 

The Oakland Unified School District (OUSD), the petri dish for school privatization for the past two decades, might have an answer.  I ran and was elected to the Oakland school board and served one term (1997-2000).  I raised $12,000.  My opponent raised about the same amount.  In those days the school board elections were neighborhood races funded by local supporters. There was no out of state money or PACs involved. 

That began to change about ten years ago:  huge donations from individuals and foundations began to pour into Oakland school board races.  The money was funneled through the California Charter School Association and GO (Great Oakland Public Schools), a pro-charter organization.  The money also came from Michael Bloomberg, the Walton Foundation, Eli Broad, Laurene Jobs (Steve Jobs’ widow), and several more.  The goal was to elect a pro-charter, Board of Education. Unsurprisingly, the pro-charter organizations were successful.  

The Oakland school board has approved about 65 charter school applications over the last twenty years–many of them in the last 12 years.   Of those charters, about twenty have closed their doors—in some cases during the academic year, causing great dislocation to families who had to find another school for their children mid-year.  OUSD now has 30% of its 50,000 students in charter schools—the highest percentage of students in charters of any school district in California. 

What is surprising is what happened in the 2020 election.  For the first time in memory no incumbents were running for any of the four of the seven school board seats up for election.  Thus, there was a possibility of greatly changing the make-up of the school board, whose majority has opted for policies of charter school approval, school closures and lack of responsiveness to the greater Oakland educational community.  This was an opportunity to flip the board . . . and flip it did!

The charter community recognized this opportunity, and poured almost $900,000 into electing their candidates for the four open seats! Yet when the votes were counted, three of their four candidates lost.

Trying to understand how and why this happened can provide an insight into the educational landscape of not only Oakland, but urban cities nationally.  While it might be early to know for certain why the charter candidates were defeated, we can make some educated guesses.

Strong Local Candidates

Two of the three candidates who won had deep Oakland roots.  Two had been teachers (one in Oakland, one in San Francisco) and the other had worked in Oakland’s after school programs.   Two had been community activists around school issues for years.  

Oakland elections are calculated by ranked choice voting (RCV).  When the RCV was tabulated, Sam Davis, the candidate in District 1 received 62% of the vote.  Sam built a stellar campaign focused around school communities. He held zoom meetings with each school community in his district hosted by a combination of parents and teachers who worked in those schools.  VanCedric Williams, in District 3, got 61%.  VanCedric, a public school teacher for almost twenty years, had strong support from the teacher’s union as well as other unions. Mike Hutchinson in District 5 got 56%.  Mike had run for the Board previously, networked with other education activists nationwide, and had built a reputation of challenging Board policies by going to Board meetings for years and reaching out on social media.

Last year, teachers in Oakland led a successful strike. The union’s ability to drum up enthusiasm with their members was one contributor to that success.  Teachers recognized that if their future demands were to be met, they needed to have a responsive Board.  Specifically, the current Board was considering a plan that would close up to 24 schools in Oakland, mostly in Brown and Black communities.  At the same time, none of the 44 charter schools in Oakland were under threat of closure.  Teachers made the connection between a charter friendly board and school closures of the public schools and were determined to change the direction of the district’s “blueprint”.

Teachers phone banked, texted, walked to drop off literature, and held zoom meetings in support of the three candidates who won.  As Sam Davis noted, many voters tend to rely on their friends and neighbors who know something about the schools.  The friends and neighbors were telling each other to vote for the candidates they trusted.

Backing of Other Groups:  Building a Coalition

The three candidates were endorsed by the Democratic Party.  This wasn’t an accident.  Educational activists pushed the local democratic clubs to endorse candidates who would not be friendly to charters and wouldn’t owe their election to big money.  These clubs, in turn, pushed the local Democratic party.  In California the state Democratic party has taken a critical stance towards charter schools, and this was replicated locally.  Organizers noticed that as people walked to the polls on election day, many of them carried the Democratic Party door hanger with them. Some of these candidates were also endorsed by :

  • The Alameda Central Labor Council
  • SEIU 1021
  • State Assemblyperson Rob Bonta
  • State Superintendent of Schools Tony Thurmond
  • Network for Public Education

Also, other community organizations like Educators for Democratic Schools, Democratic Socialists of America, and Wellstone Democratic Renewal Club helped to call, text, and walk precincts.

The Word is Out

You can fool some of the people all of the time but you can’t fool all of the people all of the time, or so Lincoln believed.  Over time, the general public has begun to understand that there is an attempt to buy their votes.  As I dropped off a flier at one home, a parent came to the door and asked, with hostility, “This isn’t the candidate who is getting all that money from Bloomberg, is it?”  Several media sources reported on money from Bloomberg ($500,000 from Bloomberg alone!) and others pouring into Oakland.  

After recovering from the astonishment that anyone would spend that kind of money for a school board election, voters became leery of candidates receiving those huge amounts of money.  In District 1 where I live–and the charter candidate received nearly $300,000!–I found glossy fliers in my mailboxes more times than I could keep track of.

It is profoundly disturbing and a huge threat to our democracy that this big money trend has filtered down to local school board races. The Oakland community fought back against the billionaires’ spending advantage, and when the new board is seated in January, it will have a clear pro-public school majority.  With appealing candidates and strong ground games, Oakland voters have shown that big money can be defeated. While Oakland will never go back to the days when a local neighborhood candidate spent only $12,000 to be elected, this recent victory over out of state billionaire bucks and their agenda sends a clear signal that our community will not be bought.

Tom Ultican writes here about three major school board elections: Oakland, Los Angeles, and Indianapolis. These are districts that are in the crosshairs of the billionaire privatizers. No one can explain why billionaires want to privatize the public schools in these three districts (as well as dozens more). We now have nearly 30 years of evidence that neither charters nor vouchers produce educational miracles. New Orleans is not a national model: Last year, half the charter schools in this all-charter district were identified by the state as D or F-rated schools. Assignment to anyone: Why do the billionaires keep funding failure?

Ultican reports that the pro-privatization candidates vastly outspent the pro-public education candidates. In Oakland, the pro-public education slate won all but one seat (in that race, the pro-public education groups were divided, or they would have had a clean sweep).

In Los Angeles, the billionaires won one seat, enough to give them a single-seat majority of the school board.

In Indianapolis, the billionaires swamped the pro-public education candidates with their vast spending power.

It is an attack on democracy when billionaires from out-of-state (or from in-state) can drop a few million into a local school board race and make it impossible for ordinary citizens to compete. The individuals and the groups funding this assault on democracy–Michael Bloomberg, William Bloomfield, Stacey Schusterman, Arthur Rock, the Walton family, Reed Hastings, Doris Fisher, and other billionaires should hang their heads in shame. So should Stand for Children (which funnels billionaire money into races against public school advocates) and The Mind Trust.

For their ceaseless efforts to dismantle public schools and replace them with privately managed charters, I hereby place the following billionaires on this blog’s “Wall of Shame”: Michael Bloomberg, the Walton family, Reed Hastings, William Bloomfield, Doris Fisher, Arthur Rock, and Stacy Schusterman.

The same richly deserved dishonor goes to the infamous servant of the billionaires, Stand for Children.

Jane Nylund, parent activist in Oakland, reports on the good news from that district. Oakland has been the Disrupter/Reformer playground for nearly twenty years. For most of those years, billionaire Eli Broad picked the superintendents.

In addition, Oakland’s Measure Y, which passed by a whopping 77%, will provide $750 million for new school building construction/rehabilitation for our crumbling infrastructure. 


Measure QQ, giving 16 and 17-year olds the right to vote in school board elections, also passed by a wide margin.

This week, educators from the Oakland Education Association began talks with the Oakland Unified School District to determine what learning will look like for students in the upcoming school year. We, the educators of Oakland, want more than anything to return to our classrooms so we can be with our students on the first day of school. However, we do not believe it is safe yet to do so.

“I would love more than anything to be back with my students,” said Chela Delgado, Humanities teacher at Coliseum College Prep Academy, “but we know that COVID is disproportionately impacting black and brown communities, and the rates in East Oakland are higher than anywhere else in the country. I believe it would be irresponsible to open in the Fall.”

We believe that the planned date for a return to in-person instruction must be based on community safety and grounded in objective public health metrics.

Our plan puts safety first. Over the course of yesterday and today, we presented our plan to OUSD, and explained that unless the following criteria are met, we cannot return to in-person instruction:

Criteria One: We must determine Risk is Low enough to return, with low community transmission in Oakland. OUSD must have a detailed, science-based testing and contact tracing program for all students, families, and school staff, paid for and supervised by county public health departments. There must be a downward trajectory, and near zero incidence of documented cases, hospitalization, and positivity rates for at least 14 days in Oakland in order to consider in-person instruction.

Criteria Two: Once Criteria One is met, OUSD must then ensure that Safety Standards and Precautions can be established and maintained. This includes providing PPE (i.e. masks, face shields, gowns, etc.) for all students and staff, class sizes small enough to accommodate six feet of physical distancing, increased cleaning and staffing inside buildings, and facilities upgrades for proper ventilation.

We are disappointed that OUSD’s initial offer does not contain a serious plan to address the safety of students, staff or the community.

“Cases are much higher now then they were when schools were closed in March.” said Keith Brown, president of OEA. “It is difficult to understand how it would be safe to open schools in a matter of weeks when the community transmission is so much higher than it was in March. We want to return to the schools, but we can only do so once we contain the spread of the virus, implement widespread testing and tracing, and ensure proper safety for students, families, and school staff.”

Thomas Ultican, retired teacher of advanced math and physics, has been analyzing the depredations of the privatization movement, which dares to call itself a “reform” movement, thus debasing the plain meaning of reform.

In this post, he digs into the machinations of the billionaire privatizers and their plans to buy and privatize the public schools of Oakland, California. Their tentacles reach far, and they have paid for seats on the school board as well as a panoply of organizations, who have a common purpose.

They don’t care that they have failed and failed and failed to improve the education of the children of Oakland. Their goal is power, and they have always been able to pay people to do their bidding.

Community based schools run under the authority of an elected school board have served as the foundation for American democracy for two centuries. Feckless billionaires operating from hubris or theological commitment or a desire to avoid taxes or a pursuit of more wealth are sundering those foundations.

Will activists of good will be able to throw off the yoke of billionaire financed tyranny and defend their public schools in Oakland?

The blog started today with an account of the paltry amounts of money that our leading edu-philanthropists are contributing to alleviate the suffering of students and families during this crisis and to help public schools through the crisis.

By contrast, some principals and teachers in the Oakland Education Association have agreed to give half or all of their stimulus checks to the families of undocumented workers, who will receive nothing. In proportion to their wealth, the teachers and principals are about a million times more generous than the billionaires.

The educators at the Oakland Unified School District launched the Stimulus Pledge campaign Thursday in response to the enormous stress and despair they say they are witnessing among immigrant parents who have lost all income under shelter-in-place orders, but are left out of unemployment insurance and many other benefits.

“We are in contact with our families every day and what we are hearing is heartbreaking,” said Anita Iverson-Comelo, a principal at Bridges Academy at Melrose, in East Oakland. “We feel like we have to do something.”

At least eight teachers at Bridges Academy, including some making less than $50,000 per year, have pledged all or part of their stimulus checks, said Iverson-Comelo. She and six other principals, whose higher salaries might disqualify them from the coronavirus federal cash aid, also plan to donate.

Many families have no income at all and rely for food on the district’s “grab and go” food program. They sure could use some help from Bill Gates or Mark Zuckerberg or Reed Hastings or Jeff Bezos.

Speaking of billionaires, Robert Reich said on Twitter that Jeff Bezos has increased his net worth by $24 billion during the crisis but still won’t give Amazon workers paid sick leave.

Feeding the hungry is not on the billionaires’ agenda. It’s not innovative. It’s not a game-changer.

It’s an act of love.

This is an astonishing report about the destruction and privatization of public schools in Oakland, California, and the billionaires who facilitated the looting of that city. The article by Eugene Stovall appeared in “Black Agenda Report.” The audacity of this attack on public education is astonishing. The mechanism for the destroyers were graduates of the Broad Academy, known as Broadies. Since billionaire Eli Broad gave Yale University $100 million to take charge of his program, someone should warn Yale about its record.

Read it all. It will take your breath away.

Stovall writes:

Eli Broad (rhymes with “toad”) conconcted a scheme to privatize Oakland’s public schools and produce a revenue stream for his billionaire cronies.

Operating unethically and illegally, Broad managers used their training to cripple and plunder Oakland’s schools.”

Eli Broad is a liberal Democrat. He opposes Trump’s Muslim ban, immigration policies and withdrawal from the climate change treaty. In fact, like Democratic billionaires Tom Steyer and Michael Blloomberg, Broad opposes Trump’s entire right wing agenda. However, just as the Trump Foundation created the Trump University scam, the Eli Broad Foundation created the Broad Superintendent Academy, an educational enterprise that has become so successful that it is now associated with the home of the Skull and Bones Society, Yale University. But despite its aura of respectability, the Broad Superintendent Academy is no less a scam than Trump University.

Billionaires Want More

Eli Broad created two Fortune 500  companies, Kaufmann-Broad Homes and SunAmerica Bank. With an estimated net worth of $6.7 billion, Eli Broad ranks as Forbes  Magazine’s 78th wealthiest man in the United States. But like many billionaires who create mechanisms to increase their wealth, Broad created a “non-profit” academy as his entré into the private education market. The Broad Superintendent Academy attracts applicants who willingly pay exorbitant tuition fees for the chance to get placed in a top management public education position. Broad academy applicants do not need educational degrees or teaching certificates. Neither are they experienced teachers or successful school administrators. The Broad academy is uninterested in strategies for improving student achievement and does not teach its students about fundamental educational issues, pedagogies and methodologies. The Broad academy only indoctrinates and commits its students to the privatization of public education and the generation of revenues for private corporations. Broad Academy attendees are taught the disruptive management tactics needed to ignore “best educational practices.” They are taught how to overcome objections when mandating school closures and school property sell offs to the billionaire-owners of private schools. When Broad placed his academy graduates in management positions at the Oakland Unified School District, they left a trail of fiscal mismanagement, budget overruns and demoralized staff, students and teachers. Operating unethically and illegally, Broad managers used their training to cripple and plunder Oakland’s schools.

The Broadies Who Plundered Oakland’s Schools

In 1998, Eli Broad recruited Jerry Brown, the former Governor of California and a former presidential contender, to become mayor of Oakland. Broad needed someone with Brown’s political clout with the Democratic Party to implement his plan to privatize Oakland’s schools. Broad had been a close personal friend of Jerry Brown’s father, Pat Brown, and had financed all of Jerry Brown’s political campaigns. Now Broad realized California’s top Democrat and his control over the statewide Democratic Party machine gave him a unique opportunity to make money from private education.

Broad’s scheme to privatize Oakland’s public education resources required the support of other billionaires capitalizing on the private education market. Netflix founder, Reed Hastings, a Bay Area resident with a net worth of $3.7 billion, was associated with the multi-million dollar Rocketship Charter Schools. The late founder of The Gap, Don Fisher, with a net worth of $3.3 billion, was associated with the Knowledge is Power Program (KIPP), one of the largest chains of charter schools in the country. With a net worth of $3.5 billion, John Doerr, partner in the investment firm, Kleiner, Perkins, Caufield & Byers, the firm that brought Google and Amazon to the market, cofounded the New Schools Venture Fund which sucks public school resources into for-profit K-12 corporations. Another critical partner in Broad’s clique of billionaires was the bishop of Oakland’s catholic diocese, a representative of the multi-billion dollar, worldwide Vatican empire. With its profound interest in co-opting public funds and real estate for its own network of parochial schools, Oakland’s catholic bishop gave Broad’s unholy coalition a solid block of votes that not only put Jerry Brown in City Hall, but changed Oakland’s charter into the ‘strong mayor” form of government, that gave “Boss” Brown the power function as Eli Broad’s “bag man.” In return for its electoral support, the diocese of Oakland received a multi-million dollar cathedral on the downtown shore of Lake Merritt.

Once “Boss” Brown controlled City Hall, Reed Hastings went into action. Hastings funded another charter amendment that gave the mayor the authority to pack the school board with his own unelected appointees. Greasing the wheels of the Democratic machine, Hastings financed the passage of a State Assembly bill that permitted charter schools to operate without  accreditation and to hire teachers without  teaching credentials. Then Hastings funded the Proposition 39 campaign to force local school districts to share revenues with charter schools. “Boss” Brown’s buddy, Democratic Governor Gray Davis, who later was recalled on corruption charges, put Reed Hastings on the State Board of Education. In the meantime, Don Fisher gave Jerry Brown’s wife, Gust Brown, the position of CEO over The Gap Corporation.

Getting Control Of The Schools … And The Money

In 2001, the Oakland Unified School District had a $37 million budget deficit. The district’s fiscal managers decided to resolve the shortfall by borrowing from its construction fund, a practice other California school districts in similar situations routinely used. But Brown and Broad saw the school deficit as an opportunity to advance their scheme.

Brown contacted Tom Henry, CEO of the Fiscal Crisis and Management Team (FCMAT), a firm located in Sacramento and staffed by lobbyists and political hacks. Brown used Henry’s services, on occasion, when he was governor. FCMAT did “hit” jobs for anyone willing to pay. Brown paid Tom Henry to prevent Oakland from solving its fiscal problem. FCMAT lobbied the State Attorney General, Bill Lockyer, the former Democratic Assemblyman from Alameda, to rule that Oakland’s plan to borrow construction funds was a violation of state and local law. Then Henry worked with Don Perata, the State Senator for Alameda County, to lobby a bill through the state legislature that forced the Oakland school district to accept a $100 million loan to cover its $37 million shortfall. In addition, the bill put the Oakland school district under the control of a state administrator to be appointed by Jack O’Connell, the State Superintendent of Public Education. When Jack O’Connell campaigned for state superintendent, he received financial support from Eli Broad’s billionaire cabal. Reed Hastings contributed $250,000, John Doerr $205,000 and Eli Broad, himself, contributed $100,000 to O’Connell’s campaign. With the state takeover of Oakland’s schools, O’Connell agreed to appoint anyone “Boss” Brown wanted. Thus Eli Broad and his cronies got complete control over the $63 million slush fund  forced on the Alameda County tax payers. Jerry Brown described the state takeover as a “total win” for Oakland’s schools. In reality, the state takeover was a total win for Eli Broad and his billionaire cronies. For the tax payers forced to repay the loan and for the Oakland school children whose schools were plundered by malicious billionaires, the state takeover was a disaster.

The Table Was Set And The Feasting Began

The Democratic state superintendent of education, Jack O’Connell, appointed Randolph Ward, a graduate of Broad’s superintendent academy, as Oakland’s state administrator. Ward appointed Arnold Carter, another Broad academy graduate, to serve as his chief of staff. Both state administrators appointed a bevy of Broadies  to fill the Oakland school district’s top management positions. Then Ward implemented Broad’s privatization agenda. He closed public schools and opened charter schools. He created additional management positions for Broad academy graduates and issued multi-million dollar consultation and construction contracts to private corporations. Randolph Ward gave Broad’s billionaire cronies complete access to the $63 million slush fund created by top Democrats, Jerry Brown, Bill Lockyer, Don Perata, Jack O’Connell, Tom Henry as well as other members of “Boss” Brown’s Democratic machine.

When the state took over the Oakland schools in 2002, Randolph Ward fired the superintendent, Dennis Chaconas. When Ward resigned in 2006, Broadie Kimberly Statham replaced him. A year later, Statham left and her chief of staff, Vincent Matthews, another Broadie, took her place.

In 2008, Oakland Assemblyman Sandre Swanson broke with “Boss” Brown and introduced a bill to force the state to relinquish its control over Oakland schools. Eli Broad gave a Sacramento lobbyist $350,000 to oppose Swanson’s legislation, but Swanson’s bill passed and local control was returned to the Oakland School Board. In July 2009, the school board hired Anthony “Tony” Smith as the district’s superintendent.

Smith was not associated with Eli Broad. However, even though local school board resumed control over the schools, Eli Broad was not finished, He funded a front group, Greater Oakland [GO], which financed the election of five Broadies to the Oakland school board. In 2014, the Broadie school board forced school superintendent Tony Smith to resign and appointed another graduate from Broad’s academy, Antwan Wilson , Oakland’s next school superintendent, resuming Broad’s decade-long privatization scheme.

A Decade of Corruption

Under Randolph Ward, Oakland Schools struggled with the overwhelming debt imposed by the Democratic Party machine. When Ward left Oakland, millions of dollars went missing with him. Though FCMAT received a multi-year contract to help manage the debt, Tom Henry provided little substantive support, financial or operational. In 2007, Jerry Brown left Oakland for his cattle ranch in Northern California. In its 2007-08 report, an Alameda County grand jury investigation found that the Oakland Unified School District had been looted.

Between 2003 and 2006, Ward shut down 14 public schools and opened 13 charter schools. He increased the district’s shortfall by nearly $15 million. Ward’s successor, Kimberly Statham, another Broadie, opened 4 charter schools and Broadie Vincent Matthews, who followed Stratham as state administrator, opened 9 charter schools. Under state control, the district’s debt ballooned from $37 million to $89 million while school enrollment, the district’s primary source of funding, dropped from 55,000 in 2002 to 38,000 in 2009. When Assemblyman Sandré Swanson forced the state to return local control, Oakland’s schools had $5.6 million less than what was reported and a total of $9 million unaccounted for and completely missing. But with the return of local control, the district’s fiscal mismanagement problems only worsened. Eli Broad now directed his Broadie school board to support his schemes. 

Antwan Wilson: The Most Corrupt Broadie Of Them All 

When the Broadie school board replaced Tony Smith with Antwan Wilson, it hired a thoroughly corrupt, incompetent and morally reprehensible superintendent to run the Oakland Unified School District. Ignoring all budgetary, ethical and legal constraints, Wilson zealously implemented Broad’sprivatization plan. Wilson overspent the school district budget by overpaying Broadie administrators and conniving with Broadie consultants. In 2015, though the school board authorized only $10.4 million, Wilson paid consultants $22.6 million. The board approved only $7.1 million for administrators and supervisors, but Wilson spent $22.3 million. From July 2014 to January 2015, Wilson spent $22.3 million on district office managers while Smith spent only $13.1 million the entire previous year. From 2013-2014, Tony Smith spent $10 million on classified managers, but in 2015-2016, Antwan Wilson spent $22.3 million. Under Wilson, the number of students shrunk, but spending for administrators and supervisors with teaching certificates grew from $13.9 million in 2013-2014 to $20 million in 2015-2016. Wilson increased spending on outside consultants from $22.7 million in 2013-2014 to $28.3 million in 2016-2017. In Wilson’s last year with Oakland schools, he exceeded the budget for consultants by 32 percent.

These revelations galvanized Tom Henry’s FCMAT into action. Henry immediately lobbied for another state take over even as he collaborated with the Broadie school board to close even more schools and make even more valuable real estate available to billionaire-owned charter schools. But without Boss Brown’s backing, Henry was unsuccessful in getting Governor Gavin Newson’s support for another state takeover.

Open the article and read the ending. It doesn’t get better for the students of Oakland. Eli Broad, Jerry Brown, and their allies used Oakland as their Petri dish. Oakland was raided and looted. Antwan Wilson left Oakland to become chancellor of the D.C.schools, where he was booted out after seeking preferential treatment for his own child. Upon Wilson’s abrupt departure, the mayor of D.C. replaced him with Lewis Ferebee, superintendent of Indianapolis, who is also a graduate of the Broad Academy.

In 2003, the district had a deficit of $37 million.

After six years of state control, the district’s deficit increased from $37 million to $89 million.

Unfortunately for Oakland, the billionaire Eli Broad decided to turn the district into his petri dish.

The Broadies romped.

A California central coast politician named Jack O’Connell was elected California’s Superintendent of Public Instruction in 2002. He selected Randolph Ward, a Broad Academy graduate, to be Oakland’s state administrator. When O’Connell ran for state superintendent, his largest campaign donors had been Netflix CEO Reed Hastings ($250,000), venture capitalist John Doerr ($205,000), and Eli Broad ($100,000). Brown described the state takeover as a “total win” for Oakland.

The Broadies of Oakland

2003-2017 Broad Academy Graduates and Superintendents of OUSD

Broad Academy graduates are often disparagingly called Broadies.

The OUSD information officer in 2003 was Ken Epstein. He recounts a little of what it was like when Ward became the administrator:

“I remember a school board meeting where Ward and the board were on stage. Each item on the agenda was read aloud, and Ward would say, “passed.” Then the next item was read. In less than an hour, the agenda was completed. At that point, Ward said, “Meeting adjourned” and walked out of the board room and turned out the lights, leaving board members sitting in the dark.”

When Ward arrived in Oakland, the district was in the midst of implementing the Bill Gates sponsored small school initiative which is still causing problems. The recently closed Roots that caused so much discontent in January was one of the Gates small schools. Ward opened 24 of them (250-500 students) which in practice meant taking an existing facility and dividing it into two to five schools. He closed fourteen regularly sized schools.

When Ward arrived in Oakland there were 15 charter schools and when he left for San Diego three years later there were 28 charter schools…

Kimberly Statham, who was a classmate of Ward’s at the Broad Academy, took his place in 2006. The following year a third Broad Graduate, Vincent Mathews took her place.

After a short period of no Broadie in the superintendent’s seat, Antwan Wilson was hired in 2014. Shortly after that, the New York Times reported that the Broad Foundation had granted the district $6 million for staff development and other programs over the last decade. The Broad Center also subsidized the salaries of at least 10 ex-business managers who moved into administrative jobs at the district office.

Kyla Johnson-Trammell, an Oakland resident who and educator with OUSD, was named to replace Antwan Wilson in 2017. When he left to lead the Washington DC’s schools, he left a mess in Oakland. Mother Jones magazine says Wilson saddled the district with a $30 million deficit. They continue, “A state financial risk report from August 2017 concluded that Oakland Unified, under Wilson, had ‘lost control of its spending, allowing school sites and departments to ignore and override board policies by spending beyond their budgets.”’

The preponderance of the problems in OUSD are related to the state takeover, FCMAT and the leadership provided by Broad Academy graduates.

The usual billionaires have selected several of the OUSD board members and showered them with donations from out-of-district and out-of-state.

The fundamental problem is Oakland has a dual education system with 37,000 students in public schools and 15,000 in charter schools. It costs more to operate two systems. Every school district in California that has more than 10% of their students in charter schools has severe financial problems. Oakland has the largest percentage of charter school students in the state with 29% so financial issues are the expectation.

This is an education crisis that was manufactured by the super wealthy and implemented by neoliberal politicians.
