Fiona Hill and Angela Stent are experienced foreign policymakers. They published an astute analysis of Putin’s shifting reasons for invading Ukraine and of the West’s failure to explain its policy goals in Ukraine with clarity. Their article was published by the prestigious journal Foreign Policy, which usually is behind a paywall but made this article available online. I am posting the second half of the article. The Kremlin is shameless in its rhetoric, and no one in Putin’s circle cares about narrative coherence. This brazenness is matched by domestic ruthlessness. Putin and his colleagues are willing to sacrifice Russian lives, not just Ukrainians’. They have no qualms about the methods Russia uses to enforce participation in the war, from murdering deserters with sledgehammers (and then releasing video footage of the killings) to assassinating recalcitrant businessmen who do not support the invasion. Putin is perfectly fine with imprisoning opposition figures while sweeping through prisons and the most impoverished Russian regions to collect people to use as cannon fodder on the frontlines.

Only 34 countries have imposed sanctions on Russia since the war started.

The domestic ruthlessness is in turn exceeded by the brutality against Ukraine. Russia has declared total war on the country and its citizens, young and old. For a year, it has deliberately shelled Ukrainian civilian infrastructure and killed people in their kitchens, bedrooms, hospitals, schools, and shops. Russian forces have tortured, raped, and pillaged in the Ukrainian regions under their control. Putin and the Kremlin still believe they can pummel the country into submission while they wait out the United States and Europe.

The Kremlin is convinced that the West will eventually grow tired of supporting Ukraine. Putin believes, for example, that there will be political changes in the West that could be advantageous for Moscow. He hopes for the return of populists to power in these states who will back away from their countries’ support for Ukraine. Putin also remains confident that he can eventually restore Russia’s prewar relationship with Europe and that Russia can and will be part of Europe’s economic, energy, political, and security structures again if he holds out long enough (as Bashar al-Assad has in the Middle East by staying in power in Syria). This is why Russia is seemingly restrained in some policy arenas. For instance, it has vested interests in working with Norway and other Arctic countries in the Norwegian archipelago of Svalbard and the Barents Sea, where Moscow has been careful to comply with international agreements and bilateral treaties. Russia does not want its misadventure in Ukraine to embroil and spoil its entire foreign policy.

Putin is convinced that he can compartmentalize Moscow’s interests because Russia is not isolated internationally, despite the West’s best efforts. Only 34 countries have imposed sanctions on Russia since the war started. Russia still has leverage in its immediate neighborhood with many of the states that were once part of the Soviet Union, even though these countries want to keep their distance from Moscow and the war. Russia continues to build ties in Africa, Asia, Latin America, and the Middle East. China, along with India and other key states in the global South, have abstained on votes in favor of Ukraine at the United Nations even as their leaders have expressed occasional consternation and displeasure with Moscow’s behavior. Trade between Russia and these countries has increased—in some cases quite dramatically—since the beginning of the conflict. Similarly, 87 countries still offer Russian citizens visa-free entry, including Argentina, Egypt, Israel, Mexico, Thailand, Turkey, and Venezuela. Russian narratives about the war have gained traction in the global South, where Putin often seems to have more influence than the West has—and certainly more than Ukraine has.

BLURRING THE LINES

One reason the West has had limited success in countering Russia’s messaging and influence operations outside Europe is that it has yet to formulate its own coherent narrative about the war—and about why the West is supporting Kyiv. American and European policymakers talk frequently of the risks of stepping over Russia’s redlines and provoking Putin, but Russia itself not only overturned the post–Cold War settlement in Europe but also stepped over the world’s post-1945 redlines when it invaded Ukraine and annexed territory, attempting to forcibly change global borders. The West failed to state this clearly after Russia’s annexation of Crimea in 2014.

The tepid political response and the limited application of sanctions after that first Russian invasion convinced Moscow that its actions were not, in fact, a serious breach of post–World War II international norms. It made the Kremlin believe it could likely go further in taking Ukrainian territory. Western debates about the need to weaken Russia, the importance of overthrowing Putin to achieve peace, whether democracies should line up against autocracies, and whether other countries must choose sides have muddied what should be a clear message: Russia has violated the territorial integrity of an independent state that has been recognized by the entire international community, including Moscow, for more than 30 years. Russia has also violated the UN Charter and fundamental principles of international law. If it were to succeed in this invasion, the sovereignty and territorial integrity of other states, be they in the West or the global South, will be imperiled.

Yet the Western debate about the war has shifted little in a year. U.S. and European views still tend to be defined by how individual commentators see the United States and its global role rather than by Russian actions. Antiwar perspectives often reflect cynicism about the United States’ motivation and deep skepticism about Ukraine’s sovereign rights rather than a clear understanding or objective assessment of Russian actions toward Ukraine and what Putin wants in the neighboring region. When Russia was recognized as the only successor state to the Soviet Union after 1991, other former Soviet republics such as Belarus and Ukraine were left in a gray zone.

Some analysts posit that Russia’s security interests trump everyone else’s because of its size and historical status. They have argued that Moscow has a right to a recognized sphere of influence, just as the Soviet Union did after 1945. Using this framing, some commentators have suggested that NATO’s post–Cold War expansion and Ukraine’s reluctance to implement the Minsk agreements—accords brokered with Moscow after it annexed Crimea in 2014 that would have limited Ukraine’s sovereignty—are the war’s casus belli. They think that Ukraine is ultimately a former Russian region that should be forced to accept the loss of its territory.

Kyiv is fighting to protect other countries.

In fact, the preoccupation of Russian leaders with bringing Ukraine back into the fold dates to the beginning of the 1990s, when Ukraine started to pull away from the Moscow-dominated Commonwealth of Independent States (a loose regional institution that had succeeded the Soviet Union). At that juncture, NATO’s enlargement was not even on the table for eastern Europe, and Ukraine’s affiliation with the European Union was an even more remote prospect. Since then, Europe has moved beyond the post-1945 concept of spheres of influence for East and West. Indeed, for most Europeans, Ukraine is clearly an independent state, one that is fighting a war for its survival after an unprovoked attack on its sovereignty and territorial integrity.

The war is about more than Ukraine. Kyiv is also fighting to protect other countries. Indeed, for states such as Finland, which was attacked by the Soviet Union in 1939 after securing its independence from the Russian empire 20 years earlier, this invasion seems like a rerun of history. (In the so-called Winter War of 1939–40, Finland fought the Soviets without external support and lost nine percent of its territory.) The Ukrainians and countries supporting them understand that if Russia were to prevail in this bloody conflict, Putin’s appetite for expansion would not stop at the Ukrainian border. The Baltic states, Finland, Poland, and many other countries that were once part of Russia’s empire could be at risk of attack or subversion. Others could see challenges to their sovereignty in the future.

Western governments need to hone this narrative to counter the Kremlin’s. They must focus on bolstering Europe’s and NATO’s resilience alongside Ukraine’s to limit Putin’s coercive power. They must step up the West’s international diplomatic efforts, including at the UN, to dissuade Putin from taking specific actions such as the use of nuclear weapons, attacks on convoys to Ukraine, continued escalation on the battlefield to seize more territory, or a renewed assault on Kyiv. The West needs to make clear that Russia’s relations with Europe will soon be irreparable. There will be no return to prior relations if Putin presses ahead. The world cannot always contain Putin, but clear communications and stronger diplomatic measures may help push him to curtail some of his aggression and eventually agree to negotiations.

The events of the last year should also steer everyone away from making big predictions. Few people outside Ukraine, for example, expected the war or believed that Russia would perform so poorly in its invasion. No one knows exactly what 2023 has in store.

That includes Putin. He appears to be in control for now, but the Kremlin could be in for a surprise. Events often unfold in a dramatic fashion. As the war in Ukraine has shown, many things don’t go according to plan.

Stephen J. Klees is Distinguished Scholar-Teacher and Professor of International Education Policy at the University of Maryland. Klees recently gave a talk at the Comparative and International Education Society’s (CIES) annual meeting in Washington D.C.. He considers the privatization of education to be a juggernaut of patriarchal racial neoliberal capitalism. Dr. Klees shared his talk with me.

Privatization is a scourge. Basic services should be public, publicly owned and run. It is not a question of effectiveness or costs. Privatized basic services are inequitable and violate human rights.

In education, the advent of neoliberalism in the 1980s drastically changed the narrative. Before neoliberalism, it was generally believed that basic education (primary and secondary) should usually be provided by governments, with private schooling mostly the preserve of the wealthy and religious schools. The changed narrative brought by neoliberalism no longer asked whether privatization was necessary; instead, it asked when and how should we privatize? This assault on public sector motivations, competence, and budgets happened almost overnight – due completely to ideology, there was no evidence for this shift.

This shift has led to the massive expansion of private schooling around the world, most especially in developing countries, with critics fighting a rear-guard action against this juggernaut. The fight has given us efforts like the work of PEHRCand others that led to the Abidjan Principles, Education International’s Global Response campaign, high-level reports by UN Special Rapporteurs, as well as groups in most countries challenging the privatization of education. Have all these efforts slowed the juggernaut? Perhaps, but not noticeably. Have they changed the narrative? Perhaps some, but certainly not enough.

Critical researchers have responded to the slew of studies by privatization advocates pointing out their ideological biases and methodological flaws and pointing to contrary evidence. While we critics must respond to the advocates, to me, all this research is in many ways a waste of time and money. In terms of the narrow measurement of “learning,” embodied in test scores in a few subjects, the conclusion is what we all know – with similar students, sometimes private schools perform a little better, sometimes public schools do, and often there are no important differences. The other conclusion, hardly challenged by the right, is that privatization, even with low-cost private schools, further stratifies the system exacerbating inequality. But has this critical research changed the narrative or slowed the juggernaut? Perhaps a little, but far from enough.

What can slow or stop the juggernaut and change the story? I see more hope in increased mobilization across sectors. In 2019, there was a conference in Amsterdam that brought together public service advocates and this past December an even bigger one in Santiago, Chile that had over a thousand representatives from over one hundred countries fighting for public services in education, health, water, energy, housing, food, transportation, social protection, and care sectors. The Global Manifesto produced prior to the meeting and the Santiago Declaration produced after are marvelous documents with excellent analyses of the problem and principles for universal quality public services that will hopefully serve as a rallying cry for cross-sector mobilization by civil society and social movements around the world. The argument that there is not enough money to fund needed public services is simply a refusal to change priorities and tax those who are well-off.

However, the underlying reason we don’t have essential basic public services – the big picture – are the structures of patriarchal racial neoliberal capitalism. Neoliberalism exalts the market, but what does this mean? The market is a euphemism. It means the private sector should basically run the world. Critics of capitalism are accused of believing in a conspiracy by the rich and powerful; the critics response is there is no need for conspiracy. The reproduction of poverty and inequality, environmental destruction, racism, sexism, and more are built into the very structures that surround us.

Yet let’s not dismiss conspiracies too soon. What is the World Economic Forum but the rich and powerful getting together to set an agenda for the world? How many have heard of the Trilateral Commission? It’s the same people as the WEF getting together without much publicity each year to do the same. The WEF has been pushing its 2010 Global Redesign Initiative which essentially wants to turn the UN itself into a giant PPP – with quite a bit of success. These patriarchal racial capitalist institutions, run essentially by rich white men, may not have bad intentions but they are deluded into the self-interest of believing that all we need are win-win solutions to reform current polices, supposedly for everyone – without, of course, changing any of the structures that maintain their wealth and power.

We will not stop or reverse the privatization of education juggernaut without system change. Under patriarchal racial capitalism, especially the neoliberal version, privatization is the solution to most of our ills. But business leaders are singularly unqualified to deal with education or other social problems that have no simple bottom line (like profits) and whose real solution may threaten their dominance and power. While system change is very difficult, there are many groups, organizations, and movements around the world working on exactly that. The Santiago Declaration explicitly recognizes that the battle for public services means we need to “move away from the racial, patriarchal, and colonial patterns of capitalism and towards socio-economic justice, ecological sustainability, human rights, and public services.”

In what kind of world is it considered legitimate to charge the poorest for basic services? The answer is in a patriarchal, racist, capitalist world. I hope and believe that future generations will look back in horror at the fundamentally uncivilized nature of today’s world.

Historian Heather Cox Richardson summarized Secretary of State Anthony Blinken‘s address to the U.N. Security Council Ministerial Meeting on Ukraine Sovereignty and Russian Accountability. We must never forget that Ukraine is a sovereign nation, and it is irrelevant that it belonged to Russia in the past or during the repressive era of the Soviet Union. Ukraine belongs to the people of Ukraine. I have highlighted sections of his speech that touched me. Open the link to read the footnotes.

She wrote:

“One year and one week ago—on February 17th, 2022—I warned this council that Russia was planning to invade Ukraine,” Secretary of State Antony Blinken told the United Nations Security Council Ministerial Meeting on Ukraine Sovereignty and Russian Accountability today.

“I said that Russia would manufacture a pretext, and then use missiles, tanks, soldiers, cyber attacks to strike pre-identified targets, including Kyiv,” Blinken continued, “with the aim of toppling Ukraine’s democratically elected government. Russia’s representative—the same representative who will speak today—called these, and I quote, ‘groundless accusations.’

“Seven days later, on February 24th, 2022, Russia launched its full-scale invasion.”

When Putin’s initial attack failed to give him control of Ukraine, Blinken continued, “he called snap referenda in four occupied parts of Ukraine, deported Ukrainians, bussed in Russians, held sham votes at gunpoint, and then manipulated the results to claim near unanimous support for joining the Russian Federation.”

“Over the last year,” Blinken said, “Russia has killed tens of thousands of Ukrainian men, women, and children; uprooted more than 13 million people from their homes; destroyed more than half of the country’s energy grid; bombed more than 700 hospitals, 2,600 schools; and abducted at least 6,000 Ukrainian children—some as young as four months old—and relocated them to Russia.

“And yet, the spirit of the Ukrainians remains unbroken; if anything, it’s stronger than ever.”

Blinken’s remarkable speech told the history of Russia’s 2022 invasion of Ukraine, then highlighted that the world community has come together to stand behind Ukraine and the principles of the United Nations Charter that make all countries safer and more secure: “No seizing land by force. No erasing another country’s borders. No targeting civilians in war. No wars of aggression.”

He noted that the war had caused hardship around the globe, but the “vast majority” of states in the United Nations have condemned Russia’s violations of the U.N. Charter, including 141 who voted for a resolution along those lines just yesterday.

When Putin tried to use hunger as a weapon to end sanctions, more than 100 countries stepped up to bring down world grain prices; when Putin tried to use energy as a weapon, the rest of the world redirected national gas supplies so that the countries he was targeting could keep their people warm, and Europe worked hard to end its dependence on Russian energy.

Blinken said that if we do not defend the basic principles of the U.N. Charter, “we invite a world in which might makes right, the strong dominate the weak. That’s the world this body was created to end.”

While everyone—especially Ukraine—wants peace, he said, that peace must be durable, not simply an excuse to let Russia rest, rearm, and relaunch the war. As Ukraine president Volodymyr Zelensky has outlined, any peace must honor Ukraine’s territorial sovereignty. Putin has rejected this condition out of the box, saying that Ukraine must accept his “annexation” of Ukraine’s territories.

Blinken reminded his listeners that not everything in the world has two sides. “In this war, there is an aggressor and there is a victim,” he said. “If Russia stops fighting and leaves Ukraine, the war ends. If Ukraine stops fighting, Ukraine ends. The fact remains: One man—Vladimir Putin—started this war; one man can end it.”

When Russia and its defenders say the ongoing war is diverting resources from others in need, Blinken said, “look at Moscow’s actions” and look at the numbers. Last year, the U.S. contributed $13.5 billion in food aid and funded more than 40% of the World Food Program’s budget. Russia pays less than 1% of that budget.

Blinken went on: “Based on the latest UN figures, the United States donates over nine times as much as Russia to UN peacekeeping. We donate 390 times as much as Russia to UNICEF. We give nearly a thousand times as much as Russia to the UN Refugee Agency.”

Blinken reminded his listeners that the atrocities we are seeing Russians commit in Ukraine are not normal. “Bucha is not normal,” he said. “Mariupol is not normal. Irpin is not normal. Bombing schools and hospitals and apartment buildings to rubble is not normal. Stealing Ukrainian children from their families and giving them to people in Russia is not normal.

“We must not let President Putin’s callous indifference to human life become our own.”

Today, the leaders of the international Group of Seven, known as the G7, met virtually with Zelensky. The G7 includes Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, as well as the European Union.

The statement they issued echoed Blinken’s speech, then went on to pledge to continue food and humanitarian aid as countries suffer from the war, and to continue to design sanctions to make sure those countries continue to have access to food and fertilizers. The G7 leaders expressed “profound sympathy” for those affected by the “horrifying earthquakes in Türkiye and Syria” and pledged continued support.

“Above all,” they said, “our solidarity will never waver in standing with Ukraine, in supporting countries and people in need, and in upholding the international order based on the rule of law.”

The Biden administration today announced $2 billion in military aid to Ukraine, including drones, communications equipment, HIMARS rockets, and 155-millimeter artillery ammunition, while the G7 has increased its 2023 support for Ukraine to $39 billion, and both Germany and Sweden committed to sending more Leopard 2 tanks.

The deputy chair of Russia’s security council, former president Dmitry Medvedev, said today that Russia planned to “push the borders of threats to our country as far as possible, even if these are the borders of Poland.” Poland is a member of the North Atlantic Treaty Organization (NATO), meaning an attack on it would be an attack on the rest of NATO, including the United States.

At a press conference in Kyiv today, Zelensky said: “Victory will be inevitable. I am certain there will be victory.”

“We have everything for it. We have the motivation, certainty, the friends, the diplomacy. You have all come together for this. If we all do our important homework, victory will be inevitable.”

As many as one million Russians have fled their country in protest against Putin’s unprovoked invasion of Ukraine. The exiles include intellectuals, journalists, and high-tech workers, as well as draft-age men who refused to go to war for Putin’s territorial ambitions. This weekend, exiles plan to demonstrate against the war in 44 countries.

Russian opposition groups in more than 100 cities in 44 countries around the world — from Berlin to Seoul to Los Angeles — plan to mark the anniversary of the Kremlin’s full-scale invasion of Ukraine on Friday with three days of demonstrations outside of Russian diplomatic missions or on public squares.

The organizers are calling the protests a test of whether their historically fractious groups, which operate outside of Russia, can work in a coordinated manner to oppose the Kremlin. The groups are hoping to achieve “an unprecedented level of cooperation within the diaspora,” said one coordinator, Inna Berezkina, of the Moscow School for Civic Education, which is now operating out of the Baltics.

The initial idea was to hold the protests on Friday, but that changed after some Ukrainian groups objected because they felt the anniversary should be a day to commemorate the toll of the war in their country. Individual Ukrainian diaspora groups around the world are also planning protests.

So the Russian coordinators decided to shift many of their events to Saturday, thinking that separate demonstrations would also highlight the fact that there is Russian opposition to the war.

“This is about solidarity and grief on the one hand, but also about the visibility of Russian protests,” said Ms. Berezkina. It is impossible to predict turnout, she noted, but all independent Russian media have been plugging the demonstrations on their broadcasts.

Demonstrations are scheduled for the Brandenburg Gate in Berlin on Friday afternoon, as well as outside the United Nations in New York, plus another 14 American cities over the weekend, as well as in virtually every major European capital.

Most opposition leaders have fled the country in the face of heavy repression since the invasion a year ago when the Kremlin criminalized opposing the war.

Any thoughts that demonstrations inside the country might be part of the protests were dashed with the arrest earlier in February of a Russian activist who brazenly sought a permit to hold a public protest against the war on Moscow’s Lubyanka Square, outside the headquarters of the Federal Security Service, the main security police.

Timothy Snyder, the noted historian of democracy and tyranny at Yale University, wrote a post listing fifteen reasons why the world needs Ukraine to win and defeat Russian aggression against its very existence as a nation. Most important is to stop the genocidal slaughter of Ukrainians. The New York Times documented 339 significant cultural sites—museums, performing arts centers for theater, music, and dance, historical sites, and other cultural treasures—that have been destroyed in the Russian effort to eliminate Ukrainian existence as a nation.

He writes:

Why does the world need a Ukrainian victory?

1. To halt atrocity. Russia’s occupation is genocidal. Wherever the Ukrainians recover territory, they save lives, and re-establish the principle that people have a right not to be tortured, deported, and murdered.

2. To preserve the international legal order. Its basis is that one country may not invade another and annex its territory, as Russia seeks to do. Russia’s war of aggression is obviously illegal, but the legal order does not defend itself.

3. To end an era of empire. This could be the last war fought on the colonial logic that another state and people do not exist. But this turning point is reached only if Russia loses.

4. To defend the peace project of the European Union. Russia’s war is not directed only against Ukraine, but against the larger idea that European states can peacefully cooperate. If empire prevails, integration fails.

5. To give the rule of law a chance in Russia. So long as Russia fights imperial wars, it is trapped in repressive domestic politics. Coming generations of Russians could live better and freer lives, but only if Russia loses this war.

6. To weaken the prestige of tyrants. In this century, the trend has been towards authoritarianism, with Putinism as a force and a model. Its defeat by a democracy reverses that trend. Fascism is about force, and is discredited by defeat.

7. To remind us that democracy is the better system. Ukrainians have internalized the idea that they choose their own leaders. In taking risks to protect their democracy, they remind us that we all must act to protect ours.

8. To lift the threat of major war in Europe. For decades, a confrontation with the USSR and then Russia was the scenario for regional war. A Ukrainian victory removes this scenario by making another Russian offensive implausible.

9. To lift the threat of major war in Asia. In recent years, a Chinese invasion of Taiwan has been the leading scenario for a global war. A Ukrainian victory teaches Beijing that such an offensive operation is costly and likely to fail.

10. To prevent the spread of nuclear weapons. Ukraine gave up nuclear weapons. Russia, a nuclear power, then invaded. If Ukraine loses, countries that can build nuclear weapons will feel that they need to do so to protect themselves.

11. To reduce the risk of nuclear war. A Ukrainian victory makes two major war scenarios involving nuclear powers less likely, and works against nuclear proliferation generally. Nothing would reduce the risk of nuclear war more than Ukrainian victory.

12. To head off future resource wars. Aside from being a consistent perpetrator of war crimes, Russia’s Wagner group seizes mineral resources by violence wherever it can. This is why it is fighting in Bakhmut.

13. To guarantee food supplies and prevent future starvation. Ukraine feeds much of the world. Russia threatens to use that food as a weapon. As one Russian propagandist put it, “starvation is our only hope.”

14. To accelerate the shift from fossil fuels. Putin shows the threat that hydrocarbon oligarchy poses to the future. His weaponization of energy supplies has accelerated the turn towards renewables. This will continue, if Russia loses.

15. To affirm the value of freedom. Even as they have every reason to define freedom as against something — Russian occupation –, Ukrainians remind us that freedom is actually for something, the right to be the people they wish to be, in a future they can help shape.

I am a historian of political atrocity, and for me personally number 1 — defeating an ongoing genocidal project — would be more than enough reason to want Ukrainian victory. But every single one of the other fourteen is hugely significant. Each presents the kind of opportunity that generations of policy planners wish for, but almost never get. Much has been done, we have not yet seen and seized the moment.

This is a once-in-lifetime conjuncture, not to be wasted. The Ukrainians have given us a chance to turn this century around, a chance for freedom and security that we could not have achieved by our own efforts, no matter who we happen to be. All we have to do is help them win.

The BBC reported that British sports officials have proposed that transgender women (born male) compete in the men’s division in sports, to protect women’s sports.

UK Athletics wants a change in legislation to ensure the women’s category is lawfully reserved for competitors who are recorded female at birth.

The governing body says all transgender athletes should be allowed to compete with men in an open category.

Chair Ian Beattie said the governing body wanted athletics to be a “welcoming environment for all”, but added it had a responsibility to “ensure fairness” in women’s competition.

However, the Equality and Human Rights Commission (EHRC) said it was “disappointed” UKA chose to publicise “inaccurate advice” and questioned its interpretation of the Equality Act 2010.

UKA disagrees with the use of testosterone suppression for transgender women, saying there is “currently no scientifically robust, independent research showing that all male performance advantage is eliminated”.

UKA added it has seen “no evidence that it is safe for transgender women to reduce their hormonal levels by testosterone suppression”, and that there is “insufficient research to understand the effects on transgender women if such testosterone suppression is carried out suddenly”.

Therefore it would instead like to reserve the female category for those who were recorded female at birth and have not undergone transition.

UKA does not believe the ‘sporting exemption’ introduced in the Equality Act 2010 allows them to lawfully exclude transgender women in possession of a Gender Recognition Certificate from competing.

However, the UK government disagrees with UK Athletics’ stance that the law does not allow it to ban transgender women from female events on fairness grounds.

It believes the 2010 Equality Act does allow sports to protect the female category by putting restrictions on the participation of transgender athletes.

What do you think? My view is unformed. I don’t know enough. My bedrock view is that the tiny number of people who are transgender should not be demonized nor used as a political pawn.

From June 27, 2021, to March 26, 2022, the US would have averted 122 304 deaths if COVID-19 mortality matched that of the 10 most-vaccinated states and 266 700 deaths if US excess all-cause mortality rate matched that of the 10 most-vaccinated states. If the US matched the rates of other peer countries, averted deaths would have been substantially higher in most cases (range, 154 622-357 899 for COVID-19 mortality; 209 924-465 747 for all-cause mortality).

An article published in the Journal of the American Medical Association estimated the number of people who died of COVID, unnecessarily.

The JAMA article was summarized by Faye Flam in Bloomberg News, as “The Tragedy of Avoidable COVID Deaths.”

She writes:

As early as the fall of 2020, statisticians were looking at all-cause mortality to try to figure out whether official Covid-19 deaths were overcounted or undercounted. But today, the death data are more complete, and cover enough time to make revealing comparisons between different periods and regions. While researchers are still figuring out which factors swayed these death statistics, a few conclusions are becoming clear: First, that Covid has been a global tragedy, causing millions of deaths. Second, that vaccines have saved countless lives. And third, that during the omicron and delta waves, the value of any non-pharmaceutical mitigation measures — masking, distancing, closing businesses and schools — was probably not nothing, but vaccination rates mattered far, far more.

One of my personal heroes is Yong Zhao, a Chinese-American scholar from whom I have learned much about education. I first met him through his writings, which are informative and provocative. Over the years, I met Yong at conferences, and we became friends. Not long after Anthony Cody and I created the Network for Public Education, we invited Yong to be the keynote speaker at our annual meeting in Chicago. He was a sensation. He had no prepared speech, but he did have a computer loaded with images. As he flashed from one image to another, he told a coherent story that was both based in scholarship, personal, and uproariously funny. When I created a lecture series at Wellesley College, I invited him to speak, and he again gave an informal talk that was illuminating, authoritative, and delivered with grace and humor.

I reviewed one of his books—demystifying the myth of Chinese super-schools—in the New York Review of Books.

I recently learned that Yong Zhao collaborated with Bill McDiarmid of the University of North Carolina to tell the story of Yong’s life. I remember his telling jokes about his impoverished childhood in a rural village and the unlikely trajectory of his life. He explained with a smile that he was too small and scrawny to plow the fields with a water Buffalo, so he was allowed to go to school instead. If you read the excerpt from the new book, you will see that this was no joke.

This is an excerpt of a new book, “Improbable Probabilities,” about and co-written by Yong Zhao, whose unlikely story starts in a village in China during the disastrous 1966-76 Cultural Revolution and takes him to a renowned career in academia. An internationally known scholar, author and speaker, Yong’s research and work has focused on how globalization and technology affect education. He has also been a prominent critic of school reform efforts in the United States that rely on high-stakes standardized tests and look to China — whose students excel on these tests — as a model. He has written for The Answer Sheet over the past decade on this and other topics.


In telling Yong’s story and why he consistently challenges conventional wisdom in education, Yong and co-author G. Williamson McDiarmid look at what factors are needed for success and how “forces outside human control play an essential role in the unfolding of human life.” I am publishing this because I think it offers valuable insights into what leads to success in school and in life.


Yong has written some 30 books, which education historian Diane Ravitch once said were “saturated with remarkable scholarship and learning,” and he has done extensive work in creating schools that promote global competence and language-learning computer games. He is now professor of education at the University of Kansas, as well as professor of educational leadership at the Melbourne Graduate School of Education in Australia.

Yong has taught at other schools, including the University of Oregon, where he was presidential chair and director of the Institute for Global and Online Education in the College of Education, and a professor in the Department of Educational Measurement, Policy, and Leadership. He was previously university distinguished professor in the College of Education at Michigan State University, where he was founding director of the Office of Teaching and Technology and the U.S.-China Center for Research on Educational Excellence, and executive director of the Confucius Institute. He is an elected member of the National Academy of Education and elected fellow of the International Academy for Education.

McDiarmid is dean and alumni distinguished professor emeritus at the University of North Carolina at Chapel Hill, and distinguished chair of education at East China Normal University in Shanghai.

Too often, the lives of people who have climbed out of dire circumstances and subsequently left their mark on the world are portrayed as miracles of the human spirit or valorized as the main character of a rags-to-riches tale. Such narratives perpetuate the idea that only extraordinary individuals succeed against overwhelming odds; they focus on the individual qualities that led to a person’s success while downplaying the circumstances that contributed to their success. Even less often is chance or luck assigned a major role in these success stories.

In 2018, scholars Alessandro Pluchino, Alessio Emanuele Biondo, and Andrea Rapisarda set out to investigate the “largely dominant meritocratic paradigm of highly competitive Western cultures [that] is rooted on the belief that success is due mainly, if not exclusively, to personal qualities such as talent, intelligence, skills, smartness, efforts, willfulness, hard work or risk taking.”[i] They conclude that, while talent contributes to a person’s success, it’s not the most talented people who are most successful; mediocre people who get lucky often surpass talented people.[ii]

So, what’s really going on? Evolutionary biologist Richard Lewontin suggests that forces outside human control play an essential role in the unfolding of human life; if we wish to understand living things, we must see that genes, organisms, and environments (Lewontin’s triple helix) are not separate entities.[iii]. Observers may attribute individuals’ successes to their genes or to their environment – or the interactions of these factors. Lewontin argues that a critical third strand must be included if we are to understand how people’s lives unfold: chance.[iv] The American myth of rugged individualism (the belief that humans succeed against heavy odds solely through their individual talent, determination, and intelligence) obscures the role that the interaction of genes, environment, and chance play in shaping a person’s path to success or failure.

In what follows in this chapter, we examine the roles that these three factors played in determining Yong’s improbable path. We start with the role that chance events play in all aspects of our daily lives. We then describe some of the chance occurrences that helped shape Yong’s life. We consider how Yong’s unfavorable environment offered him, paradoxically, opportunities to develop his interests and abilities. We also examine the role that Yong’s personality traits may have played in his taking advantage of those opportunities. We conclude with an overview of the book.

Chance Encounters

Rags-to-riches and rugged individualism narratives ignore the fact that contingencies play a determinative role in individual success. Challenging these myths, Historian John Fea writes about the role contingency plays in events and people’s lives:

Contingency is . . . at odds with other potential ways of explaining human behavior in the past. Fatalism, determinism, and providentialism are philosophical or religious systems that teach that human behavior is controlled by forces—fate, the order of the universe, God—that are outside the control of humans. . .. [I]t is undeniable that we are all products of the macrolevel cultural or structural contexts that have shaped the world into which we have been born. Karl Marx suggested that human action is always held in check by “the circumstances directly encountered, given, and transmitted from the past.” It is unlikely that any proponent of contingency would deny that human behavior is shaped by larger cultural forces, but in the end, historians are in the business of explaining why people—as active human agents—have behaved in the past in the way that they did.[v]

Fea uses the example of the Union army’s victory at the Battle of Antietam during the U.S. Civil War that turned the conflict in favor of the Union (at the cost of 6,200 casualties).[vi] Prior to the battle, a copy of General Robert E. Lee’s battle plans fell into the hands of the Union command purely by chance. Fea quotes fellow historian James McPherson, who wrote that the “odds against the occurrence of such a chain of events must have been a million to one . . . yet it happened.”[vii]

Many of us are uncomfortable with the idea that chance occurrences have significantly shaped the world in which we live. We prefer to believe that there is a grand plan, that “everything happens for a reason.” The idea that success is not simply a function of our hard work and talent and that chance plays a significant role in how our lives unfold challenges both culturally imbedded beliefs as well as our sense of control over our destinies. Sociologist Duncan J. Watts points out that:People observe unusually successful outcomes and consider them as the necessary product of hard work and talent, while they mainly emerge from a complex and interwoven sequence of steps, each depending on precedent ones: if any of them had been different, an entire career or life trajectory would almost surely differ too.[viii]

Let’s examine some of the chance events that, had they turned out differently, would have changed the course of Yong’s life. Of particular interest are random circumstances, events, or encounters that could have been debilitating yet, somehow , moved Yong down the path to success.

• Historical moment:

Yong was born between two events that killed millions of Chinese—the Great Leap Forward and the Great Cultural Revolution (see the Preface). Social chaos, political uncertainty, internecine conflict, and continuing depravations characterized this period. A boy born in an obscure village to the lowest class of peasants, Yong was in a vulnerable position. If he had been born earlier, he might have died of starvation, malnutrition, or disease. If he had been born later, he might not have had the opportunities that opened to him as a member of the lowest peasant class under the reforms of Chinese communist leader Deng Xiaoping (page XX).

• Family:

Yong had the good fortune to be born into a family that placed no expectations on him, loved him, and allowed him to pursue his own path. Although illiterate, the family saw the value of schooling for Yong, especially as his poor health and corporal weakness made him ill-suited for manual labor. They supported him in whatever way they could as he worked his way up the educational system and allowed Yong to decide for himself how to live his life. If he had been born into another family, Yong might have faced familial expectations for what he should do and what he should become, which was common among his peers. He might also have been subjected to the physical and verbal abuse that undoubtedly left many children with physical and emotional scars.

• Schooling: Despite woeful conditions, Yong managed to succeed in school when no one else from his village did. He benefitted from a few teachers who recognized his potential and found ways to help him. He also benefitted from Mao’s educational reforms, which opened more opportunities for learning and brought experienced teachers to rural China (page XX). If he had not had the teachers that he had, gained access to Mao’s reformed school system, and learned English instead of Russian (the required second language until the early 1960s), his path might have been very different.

• Higher education: Because his university career was delayed for a year due to his small stature, Yong qualified for a newly created English teacher-training program at the Sichuan Foreign Language Institute (SFLI), the flagship university for foreign language education and information in southwest China. The program covered student tuition and fees and offered access to a much wider world, including a bookstore that sold English-language books, journals, and magazines. Yong’s success in computer and pedagogy courses earned him a spot on a research team, where he taught himself coding and statistics and wrote a program to analyze the survey data. If Yong had not been malnourished, he might have entered higher education the year before the English-teacher training program was created. If he had not been able to take and succeed in courses in computing and pedagogy, he might not have come to the attention of his professors or earned a spot on the research team.

This is, of course, a highly condensed account of a few of the chance events and contingencies Yong experienced in the first 25 years of his life. Each of us could chronicle our life in a similar way, identifying myriad random events, occurrences, encounters, and people that nudged us this way and that.Along the way, chance events shape our environment to create unforeseen opportunities. Do we recognize opportunities? Do we take advantage of them? Let’s examine some of the factors in Yong’s environment that influenced his ability to capitalize on opportunities and embark on a path to success.

Environmental Factors

Yong’s life illustrates how random events create unique and unforeseen paths. Changes in our environment present us with opportunities. Changes cause disequilibria that people, if they are ready, can exploit. What factors in Yong’s environment shaped him throughout his life?

• Yong’s father’s influence: Yong’s father was the most influential person in his early life. He was loving and caring toward Yong, allowed him the freedom to explore his interests and passions, and modeled an entrepreneurial approach to embracing opportunities rather than settling for the status quo.

• Village life: Life in Yong’s village was almost exclusively focused on survival. As members of the peasant class, villagers were fully occupied with feeding, clothing, and sheltering themselves just as their ancestors had done for thousands of years. Given this survivalist mentality, villagers did not judge how Yong spent his time, his chosen career path, or his adherence to social norms.

• Positive teacher relationships: Yong had teachers who noticed his unique academic gifts and sought to encourage and mentor him, opening doors for him into higher education.• Chinese education: Historically, the Chinese have seen education as a means toa career (preferably as a government official), prizing obedience to authority and rote memorization over all else. Student autonomy and critical thinking were typically punished. thus perpetuating a culture of student apathy, acquiescence to authority, and conformity. As a result, Yong’s penchant for creative thinking, risk-taking, innovation, and love of learning for its own sake made him an outlier who was unusually attuned to opportunities that others missed.

• Global perspective: As an adult, Yong traveled widely, developing friendships and collaborations with people from many different countries, As a result, he recognizes that no single culture or ethnicity can claim to be the bearers of “the truth” and that contributions to solving global problems can come from anyone.

Every person, even siblings in the same family, encounters a different set of environmental factors shape who they are and offer various opportunities. This is an experience common to everyone. The difference is that some people recognize opportunities while others don’t. Some people jump at the chance to walk through an open door while others hold back or turn away. Why was Yong able to recognize and take advantage of opportunities when many around him did not? Part of the answer to this may lie with his personality traits.

Influence of Personality

Research on the recognition of opportunities has focused almost entirely on entrepreneurial opportunities and the characteristics of those who seize on what appear to be promising opportunities. Most of the factors that researchers have identified and explored, such as social capital and prior knowledge of a given business sector, seem unhelpful in understanding Yong’s ability to recognize opportunities.[ix]

However, one vein of research—focused on the psychological and cognitive factors that help explain the phenomenon—may help us understand Yong’s eye for opportunity. Researchers have found that personality traits play a vital role in a person’s ability to recognize and capitalize on opportunities.[x], [xi], [xii]

Researcher Scott Shane and colleagues conclude: “Genetic factors account for a large part of the variance in opportunity recognition by influencing the probability that people will be open to experiences.”[xiii] This research speaks to Lewontin’s formulation, supporting the idea that genes interact with both the environment and chance. Is it possible that certain personality traits could tip the scales, could increase the probability that some people are more likely than others to encounter promising opportunities?

Researcher Richard Wiseman became curious about this very question. Why do some people seem to be luckier than others?[xiv] Speculating that luck might not be totally random, he conducted several studies to learn more about what lucky people have in common and why they differ from those less lucky. When he studied the underlying dimensions of personality that psychologists had identified as universal, he found that luckier people shared four of the “Big 5” personality traits: extroversion, neuroticism, optimism, and openness.[xv] How did these traits seem to play out in Yong’s life?

• Extroversion: Evidence of Yong’s extroversion includes his wide circle of friends across the globe and the numerous (over 100 annually) invitations he receives to speak to business, educational, and governmental audiences. This speaks not only to the value others find in his ideas but also to his inherent likeability and the genuine pleasure he takes in meeting and talking with others, especially those whose backgrounds differ from his own.

• Optimism: Despite the harsh conditions of his upbringing, Yong consistently expects good fortune.[xvi] He has an unflagging belief that if a door closes or an opportunity doesn’t pan out, something else will emerge.

• Neuroticism: Wiseman notes that lucky people have “a relaxed attitude toward life.”[xvii] The less anxious we are, the less absorbed we are in worrying about what others think of us, the more attention we can focus on our environment and, therefore, the more likely we are to see opportunities. Despite his full schedule, Yong seems relaxed whatever the situation. This is rooted, in part, in his wealth of experiences. Across his life, he has faced many adversities, and yet, he has not only survived but thrived.

• Openness: Being open to new experiences or embracing a sense of adventure means that when opportunities do arise, lucky people tend to seize them. Research suggests that openness is moderately associated with intelligence and creativity.[xviii] Because Yong remains open to new and novel experiences, he embraces and thrives on an unconventional life of adventure and innovation.

The story of our lives is a complex fabric of many factors. As Lewontin observes, not only do our genes and environment intertwine, but chance plays a major part in how that fabric is woven.[xix][MB1] This is clear in Yong’s life in the unique environmental factors that shaped his experiences, the chance encounters and events that opened unforeseen opportunities, and the inherent qualities and predispositions that allowed him to capitalize on them.

Book Overview

In this book, we strive to understand Yong’s success by exploring the complex interplay of genes, environment, and chance. Each chapter examines a phase of Yong’s life through this lens, containing a brief vignette from that time, relevant historical factors, an account of events that characterized that period of his life, and reflections on the implications for education.

In chapter 1, readers meet the boy from Sichuan Province: five-year-old Yong tagging along behind his father, the primary influence in his early life. Adults in Yong’s rural village are concerned with feeding, clothing, and sheltering their families, which leaves Yong free of social expectations. As Yong uses his free time to devise entrepreneurial ventures around the village, he capitalizes on unlikely assets—his curiosity, penchant for rule-breaking, and rebellious nature—to follow his instincts toward what would become a scholarly life.

Chapter 2 describes how Yong teaches himself to read and enters school amid the upheaval of China’s Cultural Revolution. Educational reforms after the establishment of the People’s Republican of China (PRC) in 1949 allow Yong unprecedented access to school in rural China, as well as teachers who recognize his intellectual interests and gifts. Believing education to be the means to a career only, the Chinese have long valued diligent and compliant students. Relentlessly curious, questioning, and innovative, Yong is an outlier. This doesn’t prevent him for mastering the knowledge and skills needed to succeed in school and pass the extremely stringent university entrance exam — not once but twice. His facility with languages earns him entry into the Sichuan Foreign Language Institute (SFLI) at a time when English-language teachers were in high demand.

Chapter 3 follows Yong during his time at SFLI where he indulges his wide range of academic interests in the library and at a local bookstore. He also cultivates friendships with foreign faculty, opening opportunities to improve his English and learn more about the world beyond China. His success in his classes impresses his professors who ask him to accompany a visiting scholar from Beijing to SFLI in Chongqing. From the visiting scholar, Yong learns about the potential of desktop computers to run data analysis software. Asked to join an international team conducting research on English-language learners, Yong sees an opportunity to develop a program to analyze the survey data. He teaches himself statistics and programming to create the first data analysis program for PCs in China.

In chapter 4, Yong joins a team of faculty who have volunteered to teach English in a remote Sichuan Province. Designated as the deputy team leader, Yong learns valuable leadership lessons and tests his capacity for managing a group. One of his fellow volunteers, Xi, catches his eye, and they begin dating. During a visit back to SFLI, Yong’s roommate convinces him to travel to the newly created Special Economic Zone on Hainan Island. There, Yong and a partner create a successful translation business. Despite his success in Hainan, Yong finds himself missing the scholarly life and returns to SFLI to resume teaching and publishing.

Chapter 5 chronicles how Communist Leader Deng Xiaoping’s economic reforms open China to Western culture and, in the late 1980s, spark debate on college campuses around the country. Eager to join the conversation, Yong opens his apartment as “ salon” for faculty and students to gather and discuss the future of the country. As the tragic events of June 4, 1989, unfold in Tiananmen Square, the momentum Yong and others had felt building dies abruptly, leaving him despondent and aware that he needs to seek opportunities elsewhere. A visit from a U.S. professor to SFLI results in a friendship that, in turn, leads to an invitation to spend time at Linfield College in Oregon.

In chapter 6, Yong embarks on his first trip to the United States, an experience that expands his view of the world, education, and emerging technologies. During his time at Linfield, Yong teaches, makes friends, explores the world of the just emerging World Wide Web, and realizes that becoming a college professor will allow him to pursue the life he wants for himself and his family, which now includes a son, Yechen in addition to Xi, his wife. Yong decides to pursue a graduate degree and gains admittance to the doctoral program at the University of Illinois at Urbana-Champaign. Yong completes his master’s in one year, welcomes his young family to the U.S., and leaves an unsatisfactory job at Willamette University on Oregon for a more promising opportunity.

Chapter 7 begins with Yong, Xi, and Yechen making a home at Hamilton College in New York, where Yong is part of a collaborative project between Hamilton and Colgate to enable students to take courses offered by both institutions. His successes earns him a tenure-line position at Michigan State University in Lansing, Michigan, where he works on a project to increase student engagement via online learning. He also creates an online submission platform for the America Educational Research Association annual meeting. Success in these projects as well as his outstanding publications record and award-winning teaching earns him the title of University Distinguished Professor. Although thought by some as only an educational technology specialist, his interests and scholarship have expanded to include pedagogy, assessment, policy, globalization, and other issues.

In chapter 8, we attempt to explain the central ideas and themes that run through Yong’s prolific scholarly output. Over his career, he has engaged several of the seminal questions in education such as: What kind of educational model best serves students? What are the consequences of schooling as a mechanism of state control? What are the pernicious effects of high-stakes assessment? How does personalized education benefit students? How can technology best serve education? How can promoting global thinking help us solve the world’s most pressing problems?

The epilogue provides a brief review of Bill’s life and how he came to collaborate with Yong on this book. He describes the events that have shaped a worldview that is remarkable similar to Yong’s.

We have seen President Zelensky’s oratory on several occasions, most recently when he addressed the U.S. Congress. He is a master at communicating the plight of his nation, which has been under nonstop assault since last February 24. Putin thought that he would quickly decapitate the leadership, send Zelensky fleeing or kill him, and take control of Ukraine in a matter of days or weeks.

That didn’t happen. Shocking the world, Ukraine pushed Russian forces away from Kyiv, then slowly but surely pushed them out of many of its cities and towns. Now Ukraine endures a daily flood of missiles and drones aimed at destroying its infrastructure—a war crime—intended to cut off power, heat, and water to the civilian population. The point of the Russian onslaught is to terrorize the population.
