Florida’s 652 charters run the gamut from small ‘mom and pop’ charters to large chains organized by for-profit management companies. Some serve children and districts well. Many others tell different stories. They involve not only political ideology but also religion, dark money networks, billionaires, and of course, self-interest.

The Erika Donalds version of the charter story starts simply. A small group of members seceded from the Florida School Boards Association (FSBA) in 2015 to form the Florida Coalition of School Board Members (FCSBM). Erika Donalds, a member of the Collier County school board and wife of Florida Representative Byron Donalds, fronts this coalition, but the political network behind it is extensive. It goes all the way to our nation’s capital.

About 14 of the 50 alternative school board association members have been publicly identified, including:

Rebecca Negron, who has just been defeated for a seat on the Martin County school board even though her supporters raised over $250,000 to unsuccessfully attack her opponent. She is the wife of Senate President Joe Negron. Senator Negron wrote the initial legislation for the Florida Tax Credit Scholarship program to give corporate taxes to private schools.

Some FCSBM members also have strong dark money ties to national conservative political advocacy groups.

Erika Donalds openly displays the Americans for Prosperity logo on her Collier 912 Freedom Council website. This is a tea party group supported by the Koch brothers and others.

In the March 29, 2018, article in the Tampa Bay Times, Speaker of the Florida House Richard Corcoran’s wife Ann, who operates her own charter school, is identified.

Shawn Frost, who is Chair of the Indian River school board, is part of this coalition.

He announced in the Indian River Guardian that he expects to be appointed to the Florida State Board of Education. Frost reported campaign contributions from Betsy DeVos, the U.S. Secretary of the Department of Education. In 2014, Frost received $20,000 in campaign contributions from the American Federation of Children run by Betsy DeVos. Frost lives in Vero Beach, but maintains a room in his father’s house in Indian River to meet the residence requirements for being on the school board. He is also the head of MVP Strategy and Policy which specializes in consulting for school board races.

A Duval School Board member Scott Shine has reportedly joined the FCSBM. He withdrew from his 2018 reelection campaign due to ‘personal attacks’.

Sarasota school board members Erik Robinson, a former Republican Party Chairman and Bridgit Ziegler are listed members. Ziegler’s campaign reported $45,000 in donations from the out of state Phoenix Media LLC. According to the Herald Tribune, the money was funneled through a PAC run by fellow board member Erik Robinson, who is often called ‘The Prince of Dark Money’.

Some FCSBM members are collaborating to build a Florida chain of Classical Academy Charters. This isn’t just any group of charter schools. They are sponsored by the Hillsdale College Barney Charter School Initiative. The College, located in Michigan, has a long religious/conservative/libertarian agenda. The DeVos immediate family and close business associates have several Hillsdale graduates. \The Barney (SmithBarney) and Stanton Foundations fund the initiative. There are 17 of these charters nationwide. In Florida, there are four: Mason in Naples, Pineapple Cove in Palm Bay, St. Johns in Fleming Island, and the newly formed Pineapple Cove in West Melbourne. Donalds and her husband have been active with the Mason Classical Academy in Collier County. Donalds is currently seeking to add a Classical Academy in Martin County where Rebecca Negron was running for school board.

Erika Donalds has more than running a charter school on her mind. She was appointed by the governor to the Florida Constitutional Revision Commission (CRC) which is convened every twenty years to consider proposals to amend the constitution. Donalds is a strategist to divide the Florida public schools into two separate systems, one for ‘independent schools’ and one for public schools established by locally elected school boards. Essentially, it would allow one system for charters and private schools receiving tax credit scholarships and one for traditional public schools.

This year the CRC was plagued with ‘log rolling’. It is a technique to bundle dissimilar proposals into one law. There is a spate of these ‘logs’ projected to be on the November ballot. Multiple lawsuits have been filed against them, and the Florida Supreme Court ruled that the League of Women Voters was correct in its opposition to at least one. This proposed Amendment 8 to the Florida constitution must be withdrawn from the November ballot. How this amendment came to be is a story in itself.

Amendment 8 combines three separate proposals: school board term limits, civics literacy and a clause stating that school boards are only responsible for schools they create. This third proposal is the heart of the amendment. The title for the amendment, however, is: “School Board Term Limits and Duties; Public Schools”. Voters might be in favor of one part of the combined proposals but opposed to another. It was a ‘take it or leave it’ strategy. The wording, even the title was intended to confuse voters.

Term limits and civics education may seem innocuous, but they are not.

Erika Donalds is also the Florida sponsor for the US Term Limits organization. This group has a well-documented conservative political agenda that targets school boards to create more opportunities to influence policy. The Koch brothers founded the US Term Limits group. The civics course requirement proposed by CRC member Gaetz, the former President of the Florida Senate, made no sense. Civics was already required by the Florida Department of Education. Former Governor Bob Graham, long a champion of civics education, stated that not only is Amendment 8 a hodge podge, it is not even good for civics education. The CATO Institute has a major focus on civics education and provides free civics material to k12 schools. Its message is clear. According to the Huffington Post, the CATO group states: “The minimum wage hurts workers and slows economic growth. Low taxes and less regulation allow people to prosper. Government assistance harms the poor. Government, in short, is the enemy of liberty.”

The third component of Amendment 8 was to remove local school board control over the authorization of new charter schools. This too represented the national move to privatize our schools by creating charters and funding vouchers to private schools. In the proposed Amendment 8, however, the schools were called ‘independent’, not charter schools. Florida Commissioner of Education Pam Stewart stated that removing local school board control over the establishment of charter schools goes too far. CRC member Patricia Levesque, CEO of Jeb Bush’s education foundation however, supported the amendment as did Marva Johnson, the President of the State Board of Education.

Erika Donalds formed a Political Action Committee called ‘8 is Great’ to sway voters to support Amendment 8. According to the Vero Communique, Howard Rich, a wealthy New York real estate investor, invested $100,000 in the ‘8 is Great’ PAC. Rich serves on the Board of the CATO institute which was founded by the Koch brothers. David Koch ran for Vice President of the U.S. in 1980 on a platform opposing social security, the FBI, the CIA and pubic schools. The billionaire Koch brothers have a long and intensive interest in promoting school choice through their Americans for Prosperity organization. They are concentrating on Florida, Arizona, Colorado, Nevada, North Carolina, Ohio, Pennsylvania, Texas, Virginia and Wisconsin. Their presence takes many forms. Watch for everything from donations to school board races, charter and voucher expansion efforts and state election campaigns. John Kirtley, the founder of Step Up for Children was a major donor. Step Up is the agency that administers a billion dollars for the Florida Corporate Tax Credit Scholarships for private schools. Indian River School Board member Shawn Frost and Duval School Board member Scott Shine have joined the PAC according to the Tampa Bay Times.

Recognizing that term limits and civics education are popular among many voters, former Supreme Court Chief Justice Wells submitted a brief to the Florida League of Women Voters in which he stated: “This change from local county school board control…is hidden by packaging the change with what are thought to be attractive proposals for term limits and civics education.” These schools were planned to be charter schools but the word ‘independent’ was substituted for the word ‘charter’.

There is a watchdog coalition of about 20 public interest groups, headed by the League, to follow and evaluate CRC proposed amendments. Amendment 8 was identified early by the coalition as part of a package of amendments intended to seize local control from city and county governments. The League of Women Voters and the Southern Poverty Law Center joined forces to file a lawsuit against Amendment 8 asking that Amendment 8 be removed from the November ballot. The suit claimed that the amendment was deliberately vague and intended to confuse the public. The circuit court in Tallahassee agreed. The State filed an appeal.

The Appellate Court immediately referred the case to the Florida Supreme Court saying, “The case involves a question of great public importance and requires immediate resolution by the Supreme Court.” The vagueness of the amendment language and its misleading title: “School Board Term Limits and Duties; Public Schools” was the basis for the justices’ 4 to 3 ruling against Amendment 8. The decision puts a roadblock in the effort to create an alternative charter school system. Some legislators will no doubt continue to push proposals to remove any local school board control of charter schools. In reality, local public schools have very limited responsibility to oversee charters, but they and the local press can shine a spotlight on what is at stake.

After sixteen years of choice, it is clear that choice divides communities, segregates children, and dissipates funding without making any appreciable improvement in student achievement. The Supreme Court has another case before it now, ‘Citizens for Strong Schools vs. Florida State Board of Education’ that has been working its way through the courts since 2009. The plaintiffs contend that Florida’s choice policy has failed to adequately fund schools and does not provide the quality education for all children that the Florida constitution requires. Of particular interest is whether there should be justiciable standards to define a ‘quality education’. The hearing is set for November 8. The future of our public school system will depend upon the ruling from the bench. The future of our public school system will depend on the ruling from the bench.

In the lawsuit that Sue Legg refers to in the last paragraph, a group called “Citizens for Strong Schools” argues that the state “is funding two separate systems of public education through its use of privately-run yet publicly funded charter schools, and vouchers that allow kids to attend private schools for varying reasons. Opponents say such programs take money away from traditional public schools.” Florida courts have rejected that argument in the past.

An ally in Ohio read NPE’s “Hijacked by Billionaires,” about the purchase of elections by the rich, and she wrote this letter to the editor:


There is no excuse for allowing the ECOT $1 billion charter school fraud to continue for 18 years. Concerns were raised beginning in 2002, and our elected officials looked the other way to protect their campaign coffers.

Why is Ohio Attorney General Mike DeWine finally taking legal action against William Lager? If it’s illegal now for Lager to direct taxpayer money to his companies, why wasn’t that a crime years ago?

AG DeWine donated $12,533 in Lager contributions to charity, but Mike DeWine continues to take campaign cash from for-profit charter school companies.

The DeWine/Husted gubernatorial campaign recently received $10,000 from J. C. Huizenga, a member of the board of directors of the Mackinac Center for Public Policy “think-tank.” Huizenga is also one of the major funders of All Children Matter, Inc., which still owes Ohio a $5 million election fine that DeWine’s office has been reluctant to collect. Huizenga’s charter school company, National Heritage Academies, is closely affiliated with the American Legislative Exchange Council (ALEC.) Like his colleague Betsy DeVos, does Mr. Huizenga also expect a favorable return on his investment?

It is useful to read Jan Resseger on anything but especially her summary of Dale Russakoff’s fine article about the Dark Money that robbed the schoolchildren of Arizona. (In case the Russakoff article is behind a pay wall.)

Resseger describes what happened as “cannibalizing” the schools.

This was no accident. What happened to Arizona was a deliberate effort by the Koch brothers’ Americans for Prosperity and the DeVos’ American Federation for Prosperity to execute a plan:

1. Reduce income taxes to zero
2. Defund public education
3. Shift school funding to charter schools and vouchers

She writes:

“What has driven political leaders in Arizona to collapse the state education budget, cut taxes, and expand school privatization? Russakoff explains: “In 2016, the Brennan Center for Justice at N.Y.U. School of Law issued a report called “Secret Spending in the States,” finding that dark-money political contributions in Arizona increased from about $600,000 in 2010 to more than $10.3 million million in 2014, the year Ducey was elected governor… In his 2014 gubernatorial campaign, Ducey ran on a pledge to cut taxes every year and drive income tax rates in Arizona ‘as close to zero as possible.’ That year, six dark-money groups spent almost $3.5 million supporting him or attacking his opponents… In 2017, the Koch brothers’ political advocacy arm, Americans for Prosperity, named the Arizona voucher-expansion bill its No. 1 education-reform priority in the country. The American Federation for Children, another bundler of anonymous contributions, funded by the family of Secretary of Education Betsy DeVos and focused on expanding school choice through charter schools, vouchers and private school scholarships, made it their top priority in the state… For weeks after leaders of Save Our Schools delivered their petitions to the secretary of state, a phalanx of activists from Americans for Prosperity and the American Federation for Children submitted multiple daily objections to individual signatures…. When the state nonetheless certified more than enough signatures as valid, lawyers representing the Koch network filed legal challenges that went all the way to the State Supreme Court but ultimately failed.”

“Russakoff quotes Kelly Berg, a 20-year high school math teacher from Mesa and lifelong Republican, describing her sudden realization last May—as she sat through an all-night deliberation of the State Legislature—of the enormous barrier she and her colleagues face: “We were told to sit down when we stood in agreement…. We were told to remain quiet when applauding when a teacher, who was in tears, was pleading for support for our classes and our students… We were disrespected. We were mocked. We were listened to, but not heard. That’s what radicalized me… As the kids would say, ‘I’m woke.’ ”

“Please do read Dale Russakoff’s fine article. She connects all the pieces of this story—school funding—the role of taxes for buying public services—the impact of tax cuts—the role of far-right money buying politics—the ideology of privatization—and the cost to state budgets and to local school districts when a state undertakes to run a system of private tuition neo-vouchers along with a system of charter schools along with the state’s public school districts all out of one fixed pot of money.

“As Russakoff narrates Arizona’s story, she is also providing an account of what has been happening in North Carolina, Wisconsin, Kansas, Ohio, Georgia, Michigan, Oklahoma, Kentucky, and Indiana.”

When you meet progressives who favor charter schools but not vouchers, send them a copy of Dale Russakoff’s article, or Jan Resseger’s summary, so they understand that they have been duped by the billionaires who are behind the curtain. Charters are part of the Dark Money plan to destroy public education.

Let us now praise a fearless street fighter, who beat back and defeated the corporate reformers, billionaires, hedge fund managers, and Dark Money in Massachusetts in 2016. Let us now praise Barbara Madeloni, who as president of the Massachusetts Teachers Association, led the fight against the proliferation of charter schools in Massachusetts.

This article is a fitting tribute to her spirit and leadership.

The Reformers bundled millions of dollars and set their sights on Massachusetts as a ripe target. In 2016, the state voted on a referendum (Question 2) that would have allowed the addition of 12 charters schools a year for the indefinite future. It would have wreaked havoc on the budget of every school district in the state.

The “No on 2” forces included teachers, parents, and other citizens who believed in public schools. They were outspent 2-1 (both the AFT and NEA made sizable contributions). Almost every school district committee (elected school board) came out in opposition.

People power beat money power, by 62-38%.

After the election, the Massachusetts campaign finance officials fined the lead Reform organization Families for Excellent Schools nearly half a million dollars and barred them from the state for four years. Soon after, FES collapsed. Another organization soon popped up to take its place as a bundled of Dark Money.

But, let us not forget. We won. Public education won. Parents and teachers won.

Jeff Bryant has written a thorough investigative report of the attack on the public schools of Jefferson County (Louisville) in Kentucky. The report was funded partially by the Network for Public Education.

Louisville has one of the best integrated school districts in the nation. Its NAEP scores are better than those of other urban districts.

The only “crisis” in Louisville is caused by the election of Matt Bevin, a rabid Tea Party Governor who wants to seize control of the Louisville public schools and introduce charters.

A transplant from Connecticut, Bevin swept into the governor’s job despite the fact he had never held political office anywhere, running on a Tea Party inspired campaign was mostly self-funded with earnings from hedge funds he operates.

Bevin has taken unprecedented actions to remake the Kentucky Board of Education, stocking it with critics of public schools and Jefferson County Public Schools in particular. One Bevin appointee, Gary Houchens, an associate professor at Western Kentucky University in Bowling Green, is listed as a “policy scholar” for the Bluegrass Institute for Public Policy Solutions, a rightwing think tank. Another pick, Kathy Gornik, has served as board chair for the organization.

The Bluegrass Institute was founded with money from two libertarian networks, the American Legislative Exchange Council and the State Policy Network, and has benefited from a pipeline of dark money.

One of Bluegrass’s top issues is “education reform,” which it defines as “charter schools, tax credits, and vouchers”—all forms of “school choice” that divert taxpayer money from public schools to private entrepreneurs. The Bluegrass Institute’s staff education analyst, Richard G. Innes, has been attacking Jefferson County Public Schools for years. After the announcement of recommended takeover, he penned an op-ed endorsing it.

Fortunately, parents are organized and fighting back.

The parent leader is a public school parent, Gay Adelmann:

“Jefferson County Public Schools is a district of choice, [and] parents can look for schools and not houses,” says Gay Adelman, a white Jefferson County Public Schools parent with a student who attends The Academy at Shawnee, a magnet middle school and high school in the West End with a focus on aerospace. Shawnee has a student population that is 59 percent non-white and 79 percent on free and reduced price lunch, a typical measurement of poverty.

Adelman helped form the grassroots group Dear Jefferson County Public Schools that pushed to elect the current school board. She recently ran for State Senate in the Democratic party primary, campaigning on a platform supporting Jefferson County Public Schools and opposing state takeover. She lost but managed to garner 44 percent of the vote as a first-time candidate with little funding.

Bevin fired the state commissioner and hired one of his own choosing, Wayne Lewis, a charter zealot who is determined to grab control of the Louisville district.

But Bevin and Lewis face a community that supports its public schools. The recent school board elections saw public school supporters beat the Dark-Money candidates:

In the 2016 school board election, Kolb, a first-time candidate for the board, won an improbable upset victory against well-financed incumbent board chairman, David Jones Jr., the son of the co-founder of health insurance giant Humana. Kolb estimates he was outspent by up to fifteen-to-one, but he won because he and his volunteers knocked on over 13,000 doors.

Running as a one-term incumbent, current JCPS school board member Chris Brady was also targeted by big money for defeat, with over $350,000 from a local Super PAC that backed his opponent. He won anyway, he tells me, by “running on my record” of supporting the district and new leadership he helped put into place.

But if the takeover of Jefferson County Public Schools is all about politics, it’s not a contest between “red vs. blue,” but whether democracy matters at all.

The pro-public schools coalition is planning a big rally on October 18 in the afternoon. I will be there and so will my friend and civil rights leader Jitu Brown of the Journey for Justice. We will be there to support the students and parents of Jefferson County.

Here is a useful diagram of the sources of funding for the group called the “Independent Democrats” who use their votes in the State Senate of New York to keep Republicans in control.

You will see some familiar names there, including former Mayor Michael Bloomberg of New York City and billionaire hedge fund manager Daniel Loeb, who was chairman of Eva Moskowitz’s Success Academy charter chain.

A judge ruled the committees and their campaign contributions were illegal. A New York State Board of Elections official ordered the candidates to return the illegal contributions. But the candidates won’t do it.

Eight former members of the Republican-aligned Independent Democratic Conference (IDC) have benefited from nearly $1.6 million in fund transfers and expenditures from two IDC-affiliated committees since 2011, which together raised over $4.6 million, excluding a transfer from one to the other, a Sludge analysis of state elections board data found. After breaking campaign finance rules and paying a $27,400 fine in 2016 for missing numerous reporting deadlines, the senators disbanded The IDC Initiative and formed a new committee, the Senate Independence Campaign Committee (SICC). Most of this spending has since been ruled illegal.

These eight New York State Senate Democrats were part of the IDC, which until recently aligned with Republicans in the chamber, giving the GOP a narrow majority. Formed in 2011, the IDC used its campaign committees to take in money—mostly from corporations, LLCs and political action committees—and to fund their campaigns and make elections expenditures in their favor.

Another committee, SICC Housekeeping, which funded the operations of the IDC, accepted nearly $700,000 from The IDC Initiative and roughly $1.2 million in almost exclusively corporate contributions.

Even after the committees were ruled illegal on June 5, a newly constituted version of SICC continued to funnel funds it had illegally raised to the campaigns of ex-IDC incumbents, including $121,000 to Jeff Klein (NY-34), $66,000 to Marisol Alcantara (NY-31) and $60,000 to Jesse Hamilton (NY-20).

As all eight incumbents face progressive primary challengers, they’re digging in their heels, defying a directive from their own state elections board in order to hold onto the illegal funds. As Sludge previously reported, the challengers have received far more individual contributions, and their average donation amount is a fraction of that of the ex-IDC members.

“Campaign finance laws aren’t suggestions—they are designed to keep our democracy healthy and honest,” Zellnor Myrie, who is challenging Hamilton, said in a press release. “The ‘former’ IDC members have shown their blatant disregard for our democratic safeguards by keeping these campaign contributions…By refusing to return this money, the IDC is showing us yet again that their real interests lie with their donors instead of their constituents.”

Special interests provided the bulk of the contributions to the three IDC-aligned committees. Lax campaign finance laws in New York allow corporations to donate large amounts of campaign cash and treat opaque LLCs as individual donors, even if the LLCs are connected to corporations that have already given the maximum allowed amount. This effectively allows LLC owners to donate unlimited amounts of money.

Jessica Ramos, who hopes to unseat ex-IDC member Jose Peralta in Senate District 13, told Sludge, “These numbers make clear what we’ve known all along: Jose Peralta empowered Republicans because he is funded by Republicans. Our public schools are underfunded and our rents are skyrocketing, but Peralta would rather take cash from charter school billionaires and real estate lobbyists than deliver for his community.”

Strangely, NYSUT (New York State United Teachers) endorsed IDC member Marisol Alcantara, who is running against Robert Jackson; Jackson was the city council member who sued the state for billions of dollars in the Campaign for Fiscal Equity. He is a champion for public schools and equitable funding. If you live in Robert Jackson’s district, please vote for him, not Alcantara, who supports charters and votes against raising taxes on the richest New Yorkers. If you are a teacher or a parent or a concerned citizen, vote for Robert Jackson for State Senate in District 31.

Never forget: Dark money never sleeps.

It was inevitable that the Waltons would make their move to privatize the public schools of Little Rock, the largest city in Arkansas, which the Waltons consider their fiefdom. The Waltons have used their billions to leverage control of the State Education Department, the Legislature, and the State Education Board.

The Waltons have long coveted control of Little Rock’s public schools. Local citizens resisted, but David doesn’t usually defeat Goliath. For example, as the Arkansas Times reported earlier this year, the Legislature passed a law Legislation “requiring Arkansas school districts to turn over buildings constructed with local property taxes to be turned over to any charter school that wants them, no matter how unproven the charter operator, no matter how damaging the charter might be to existing — and successful — true public schools.”

When six of Little Rock’s 48 public schools were labeled “failing,” that was the pretext for the state to take control of the entire district, ending local control. Read that again. The low test scores of 6 of 48 schools were grounds for the dissolution of democratic control in the entire district. The goal, of course, was to enable the Walton puppets to introduce private charter schools, which are controlled by private boards.

The Waltons and other corporate reformers prey on black and brown communities, whose voices are easily ignored by the predominantly white male-controlled state legislatures that control their fates. State Commissioner Johnny Key was formerly a legislator and lobbyist for the University of Arkansas. He became state commissioner in 2015. The state law, which required that the person in that position have at least a masters’ degree and 10 years experience as a teacher, had to be changed to allow him to serve.

The following is an Open Letter to the State Commissioner and Governor. It was written by Rev. Anika Whitfield, a pastor in Little Rock who believes in democracy and public education.


Commissioner Key and Governor Hutchinson,

It is now more than apparent that you both are participating in the continual hijacking, undermining, and weakening of the LRSD, the largest public school district in our state.

What evidence do I have to support this assertion?

1) Since the hijacking of the LRSD (when 6 out of 48 schools failed to meet the raised student achievement standardized test scores from 25% for proficiency to 49.5% and the former AR Commissioner of Education and State Board of Education voted to take over the entire LRSD), on January 28, 2015, the overall student enrollment and teacher moral has shown a significant and devastating decline.

2) The AR State Board of Education, under your watch, has re-approved charter schools in the city of LR that as an entire school system/district, Covenant Keepers Charter School, for example, that has continued to fail to meet the academic achievement test score requirements that were legislated by the state. Yet, when three (half of the LRSS schools that were labeled distressed) have moved off the distressed list (one that came off as a result of actions of consecutive test score improvements that were evidenced in the 2012-2013 and 2013-2014 academic years), you have not shown the LRSD the same mercy and released us back to locally, elected representation by residents of Little Rock.

3) The LRSD students are suffering by the loss of their beloved teachers by the threat from your administration and your apparent support for hiring uncertified teachers, (persons not trained nor licensed to teach our children). This weakening of the quality of the LRSD has also continued to weaken its overall moral. And, unfortunately, these practices are consistent with other waivers (legal passes to avoid compliance with current laws) you have approved in academic administration positions such as hiring non-certified Prinicipals and Superintendents in the LRSD, and creating a law to exempt the AR State Education Commissioner to be a certified academic administrator.

When one doesn’t respect a profession enough to honor it’s process of licensure and certification, one suggests that it is not important. Is this your overall message and rationale for hijacking our beloved LRSD to show us that you don’t value our children? Let me assure you that if that is your aim, you are successfully achieving your goals.

4) The student enrollment of the LRSD has continued to decline under your watch, since 2015 when you both came into office. We have seen a rise in the numbers of charter schools approved under your leadership. We have witnessed the closure of four schools in the LRSD that were not suffering from academic distress, yet, many of the schools these students have been forced to attend are showing instability in staff retention and a decline in student academic achievement.

5) The processes you have approved to “more easily” register students in the LRSD has not only caused more confusion, found more students not currently enrolled, and unintentionally (perhaps) displaced students from their “assigned” schools, but they have exponentially worsened over the past three academic years.

There seems to be a disconnect and disregard between the administration and the parents/guardians of the LRSD. How many parents, guardians and school administrators were polled to determine whether or not there needed to be extensive training before implementing the Gateway registration process this academic year? What were the results of so? How did you address any push back or evidence of disapproval of this all electronic registration process?

In school systems like eStem, Covenant Keepers and other public-private charter schools, student registration processes are less likely to be as challenging since they only currently have one school for all grade levels or one school for elementary, middle, and high school students. It would not be chaotic nor frustrating for those parents to know which building or school their children are assigned. Again, it appears that your interest lies more in making sure charter school districts are appearing to operate with more ease than the LRSD, the district you have continued to hold hostage from parents and guardians in Little Rock.

6) You both have continued to refused, since February 2015, to hold a city wide meeting to dialogue and discuss with concerned parents, guardians, students, and community members of Little Rock, a way forward to return local representation to the residents of Little Rock.

In the states where teachers have engaged in walkouts and strikes, public education has been systematically starved of funding. Typically, corporate taxes have been cut so that funding for education has also been cut. The corporations benefit while the children and their teachers are put on a starvation diet.

Who are the corporations and individuals behind the efforts to shrink funding for public schools and promote privatization?

This article makes it clear.

It begins like this, then details a state-by-state list of corporations and billionaires backing the cycle of austerity and school privatization.

“The ongoing wave of teacher strikes across the US is changing the conversation about public education in this country. From West Virginia to Arizona, Kentucky to Oklahoma, Colorado to North Carolina, tens of thousands of teachers have taken to the streets and filled state capitals, garnering public support and racking up victories in some of the nation’s most hostile political terrain.

“Even though the teachers who have gone on strike are paid well below the national average, their demands have gone beyond better salary and benefits for themselves. They have also struck for their students’ needs – to improve classroom quality and to increase classroom resources. Teachers are calling for greater investment in children and the country’s public education system as a whole. They are also demanding that corporations, banks, and billionaires pay their fair share to invest in schools.

“The teachers’ strikes also represent a major pushback by public sector workers against the right-wing agenda of austerity and privatization. The austerity and privatization agenda for education goes something like this: impose big tax cuts for corporations and the .01% and then use declining tax revenue as a rationale to cut funding for state-funded services like public schools. Because they are underfunded, public schools cannot provide the quality education kids deserve. Then, the right wing criticizes public schools and teachers, saying there is a crisis in education. Finally, the right wing uses this as an opportunity to make changes to the education system that benefit them – including offering privatization as a solution that solves the crisis of underfunding.

“While this cycle has put students, parents, and teachers in crisis, many corporations, banks, and billionaires are driving and profiting from it. The key forces driving the austerity and privatization agenda are similar across all the states that have seen strikes:

“*Billionaire school privatizers. A small web of billionaires – dominated by the Koch brothers and their donor network, as well as the Waltons – have given millions to state politicians who will push their pro-austerity, pro-school privatization agenda. These billionaires lead a coordinated, nationwide movement to apply business principles to education, including: promoting CEO-like superintendents, who have business experience but little or no education experience; closing “failing” schools, just as companies close unprofitable stores or factories; aggressively cutting costs, such as by recruiting less experienced teachers; instituting a market-based system in which public schools compete with privately managed charter schools, religious schools, for-profit schools, and virtual schools; and making standardized test scores the ultimate measure of student success.”

By the way, rightwing billionaire Philip Anschutz of Colorado was the producer of the anti-teacher, anti-public education, pro-charter propaganda film “Waiting for Superman.”

 

After years of denying that the Koch Foundation exercised control of hiring and firing professors by giving millions of dollars, George Mason University was compelled by the release of documents to admit that it was true. 

“Virginia’s largest public university granted the conservative Charles Koch Foundation a say in the hiring and firing of professors in exchange for millions of dollars in donations, according to newly released documents.

“The release of donor agreements between George Mason University and the foundation follows years of denials by university administrators that Koch foundation donations inhibit academic freedom.

“University President Angel Cabrera wrote a note to faculty Friday night saying the agreements “fall short of the standards of academic independence I expect any gift to meet.” The admission came three days after a judge scrutinized the university’s earlier refusal to release any documents.

”The newly released agreements spell out million-dollar deals in which the Koch Foundation endows a fund to pay the salary of one or more professors at the university’s Mercatus Center, a free-market think tank. The agreements require creation of five-member selection committees to choose the professors and grant the donors the right to name two of the committee members.

“The Koch Foundation enjoyed similar appointment rights to advisory boards that had the right under the agreements to recommend firing a professor who failed to live up to standards.

“Cabrera emphasized in his note to faculty that the “agreements did not give donors control over academic decisions” — an apparent reference to the fact that the Koch Foundation did not control a majority of seats on the selection committees.

“A university spokesman said Cabrera was unavailable for an interview. On Monday night, Cabrera issued a statement saying he is ordering a review of all the university’s donor agreements that support faculty positions to “ensure that they do not grant donors undue influence in academic matters.”

“Cabrera’s admission that the agreements fall short of standards for academic independence is a stark departure from his earlier statements on the issue. In a 2014 blog post on the issue, he wrote that donors don’t get to decide who is hired and that “these rules are an essential part of our academic integrity. If these rules are not acceptable, we simply don’t accept the gift. Academic freedom is never for sale. Period.”

“In 2016, in an interview with The Associated Press, he denied that the Koch donations restricted academic independence and said Koch’s status as a lightning rod for his support of Republican candidates is the only reason people question the donations.

 “The documents were released to a former student, Samantha Parsons, under a Freedom of Information Act request she filed earlier this year after years of having similar requests rejected.“Parsons, who now works for the activist group UnKoch My Campus, said the documents are strikingly similar to agreements the Koch Foundation made with Florida State University that caused a similar uproar.

“She said provisions giving the foundation a say in which professors are chosen are especially alarming.

“The faculty is supposed to have the independence to choose the best-qualified candidate,” she said.”

The University recently renamed its law school for the late conservative Supreme Justice Antonin Scalia. This occurred following a Koch gift of $10 Million, plus $20 Million from an anonymous donor.

Some 300 colleges have accepted Koch funding.

When Duke historian Nancy MacLean wrote “Democracy in Chains,” criticizing the Koch-funded economist James Buchanan, she was viciously attacked by libertarians for her portrayal of Buchanan as anti-democratic and unduly influenced by Koch libertarianism. She must be smiling as the mask of impartial scholarship is stripped away by student activists.
