Nicholas Tampio seeks to understand why the Democratic Party abandoned public education.

Some part of the explanation, he believe, can be found in the leadership’s limited personal engagement with public schools.

“The key to understanding Obama’s education policy, according to Maranto and McShane, is his biography. Obama attended the prestigious Punahou School in Hawaii, an experience that prepared him for college and law school. Obama also observed from a distance a Hawaiian public school system rife with ethnic violence, low academic standards and an unresponsive bureaucracy. These experiences influenced Obama’s decision to send his daughters to Sidwell Friends, the elite Washington, D.C. institution whose alumni include the younger Albert Gore and Chelsea Clinton.

“As president, Obama has advocated reforms to the public education system that include upping merit pay, weakening tenure rules and evaluating teachers by student test scores. Obama’s most controversial education policy, however, was the Race to the Top program that gave states additional incentives to adopt the Common Core standards.”

“There is nothing wrong with private school. The problem here, though, is that too many Democratic elites advocate education reforms such as the Common Core standards, charter schools, and high-stakes testing with minimal first-hand knowledge of how they affect schools or children. In sending their children to private schools, Democratic elites exempt themselves from policies that they might oppose if they saw their own children being harmed by them.”

As some people recognize, unions helped to build the middle class in this nation. Their disappearance just happens to coincide with growing income inequality, a shrinking middle class, and a growing divide between the 1% and everyone else. Why would corporations want to get rid of unions? Unfortunately, many corporations want low-wage workers who work overtime without extra pay. Unions wouldn’t tolerate that. So unions must go. They have nearly disappeared in the private sector, where people can be fired at will, with no cause. The strongest unions are in the public sector, and the teachers’ unions are the largest unions, so they are constantly attacked by those who want to get rid of the last union and have a totally free market.

There is a fairly new scheme by corporations to insert their policies into local government, with killing unions priority one.

 

Without much fanfare, the American Legislative Exchange Council, known as ALEC—the source of corporate-friendly and “free-market” state legislation—has spawned ready-to-use model legislation and ordinances for local governments.

 

ALEC’s progeny is called the American City-Council Exchange (ACCE). Set up in 2014, it is designed to promote “America’s only free-market forum for village, town, city, and county policy makers.”

 

In addition to proposing model ordinances and legislation at this smaller scale of governance, ACCE is also intended to diminish the influence of the National Conference of State Legislatures as a go-to-source for policy ideas and status reports on legislation. For example, the National Conference has a searchable data-base on pending or passed legislation of great use for legislators and their staff. This data base and search engine means YOU can track 50 issues in education with state-by-state reports–summaries of legislation and the text of bills. Because the National Conference is not a 100% shill for market-based policies framed by corporations, ALEC and ACCE claim it is “too liberal” as a source for ideas about legislation.

 

Here is how the ACCE works. Elected officials in villages, towns, cities, and counties pay $100 for a two-year membership. They are identified as members of “the Public Sector.” Here is the ACCE pitch members of the public sector.

 

“ACCE members receive academic research and analysis from ALEC/ACCE policy experts who work with issues, processes and problem-solving strategies upon which municipal officials vote. Provided with important policy education, lawmakers become more informed and better equipped to serve the needs of their communities.” So corporations are the sources of policy expertise and the proper way to “educate” public officials. No need for local expertise, public debate, and so on. Local elected officials can now become shills for ALEC/ACCE.

 

Corporations pay $10,000 to be a member of an ACCE Committee, or they pay $25,000 to become members of the Founder’s Committee with more influence on priorities.
Here is the pitch for members in “the Private Sector.”

 

ACCE Committee members “provide industry insights during policy creation.” “ACCE Council Committees closely imitate the city government legislative process: resolutions are introduced, meetings are conducted, experts present facts and opinion for discussion, after which lawmakers take a vote.”

 

The ACCE is basically a pay-to-play scheme for peddling corporate views to public officials at the local level, with a very low threshold of expense for local and policy makers to be open to ready-to-use corporate friendly ordinances and legislation. The scheme comes with the bonus of a tax deduction because ACCE is a 501(c)(3) non-profit.

 

ACCE first two initiatives are already in circulation, thanks to regional chapters and the nurture by ALEC of this strategy to control local governance. Some elected officials who are Democrats are trying to blow the whistle.

 

One of the first ACCE initiatives is a model ”Right to Work” ordinance, a local version of ALEC’s anti-union model legislation.

 

A second is designed to limit local government oversight of the process of contracting for municipal water and wastewater piping. Apparently the municipal and wastewater industry wants to secure total autonomy for project engineers to set performance criteria for the piping in these huge public works projects. This may also be a scheme to by-pass EPA’s 2011 “green infrastructure” practices for administering the “Clean Water Act.” For both model ordinances go to http://www.alec.org/legislation-tags/acce/

 

In addition to these initiatives, I think we will see more of ACCE’s influence, working in tandem with other efforts to get rid of locally elected local school boards, to have all education funding follow the child, and set up “virtual” and/or multi-location districts to process funds, meet any remnants of public accountability, all with appointed CEOs. The Center for American Progress and venture capitalists like Global Silicon Valley Advisors want to accelerate popular acceptance of such schemes as “essential” to get more bang for the buck, to allow for more choice, and so on. Getting rid of local school boards s also a strategy for killing unions.

 

If your community still permits unions and suddenly decides to scrap those with something that looks like a ready-made ordinance, it could be from ACCE. It might come with claims that it will not only save money on salaries, but reduce pension obligations, permit fires and hires based on performance, and also be good for business, especially for those corporations who have paid for access to your elected officials. BEWARE.

 

Corporations do not want employees to have due-process rights. Many also have NO respect for authentic democratic governance and the electoral process—witness the current efforts of billionaires with corporate fortunes to buy the next President of the United States and also to make it difficult to vote.

Blogger Steven Singer reports that parents and children of a school in Puerto Rico are fighting to protect its contents and to persuade the government to reopen the school.

For more than 80 days, about 35 parents and children have been camping out in front of their neighborhood school in the U.S. Territory of Puerto Rico.
The Commonwealth government closed the Jose Melendez de Manati school along with more than 150 others over the last 5 years.
But the community is refusing to let them loot it.
They hope to force lawmakers to reopen the facility.
Department of Education officials have been repeatedly turned away by protesters holding placards with slogans like “This is my school and I want to defend it,” and “There is no triumph without struggle, there is no struggle without sacrifice!”
Officials haven’t even been able to shut off the water or electricity or even set foot inside the building.
The teachers union – the Federación de Maestros de Puerto Rico (FMPR) – has called for a mass demonstration of parents, students and teachers on Sunday, Aug. 23. Protesters in the capital of San Juan will begin a march at 1 p.m. from Plaza Colón to La Fortaleza (the Governor’s residence)….

Unfortunately, things look to get much worse before they’ll get any better.
The government warns it may be out of money to pay its bills by as early as 2016. Over the next five years, it may have to close nearly 600 more schools – almost half of the remaining facilities!
Right on cue, Senate President Eduardo Bhatia is proposing corporate education reform methods to justify these draconian measures. This includes privatizing the school system, tying teacher evaluations to standardized test scores and increasing test-based accountability.
“Our interest is to promote transparency and flow of data through the implementation of a standardized measurement and accountability system for all agencies,” Bhatia said, adding that the methodology has been successful in such cities as Chicago.

Chicago? Really? As usual, there are moguls and captains of industry behind the machinations, ready to sacrifice the education of children in Puerto Rico so the bond holders are repaid.

Ashana Bigard is a parent advocate. She wrote this article for “The Progressive.” She is aware that politicians are promoting New Orleans as a national model. She warns that the “reforms” are a fraud. She says, talk to the parents, not the hucksters.

“As a New Orleans parent and an active member of my community, I think of myself as an expert on the experiment in education reform that tranformed my city into the nation’s first all-charter school district. So when I attended a recent community-centered conference on “The New Orleans Model of Urban School Reform: A Guide or a Warning for Cities Across the Nation?” I wasn’t sure there’d be much for me to learn.

“In fact, given the focus on academic urban education research, I feared the event would speak only to people who have Ph.D.s or are working on getting one, neither of which describes me.

“But the research on what has happened to New Orleans over the last ten years shocked me. The story of what happened here is important not just to those of us who live here, but to people who live in any of the cities where New Orleans-style education reform is headed next, possibly including yours.

“Parent activist Anthony Parker described what he called “washing machine” approach to education reform: “Wash, rinse, repeat. Wash, rinse, repeat.” He was talking about what happens to children. Children wait at bus stops as early as 4:30 in the morning and don’t get home until 7:30 or 8:00 at night. Then it’s time to do homework, go to sleep, get back up and repeat the cycle all over again….

“I wish every education reformer could have attended the session, “Does the New Orleans Recovery School District Measure Up? Making Sense of the Data on Charter School Performance.” Data experts Jason France, Mike Deshotels, Barbara Ferguson, and Howard Nelson used a super-sized PowerPoint presentation. The data was fascinating, horrifying, and clarifying all at the same time. In case you were wondering about the answer to the question posed by the session, it is a big fat no. As the presenters explained, if the Recovery School District was held to the same standard that allowed for the takeover of the schools after the storm, the RSD would only be allowed to keep four schools. Four.

“So next time you read about the stunning success of New Orleans-style education reform, keep that number in mind. And try to talk to someone who is living through the experiment. I bet you’ll learn a lot.”

Education Next is a conservative journal that is strongly committed to school choice and high-stakes testing. Its editorial board (of which I was a member until six or seven years ag) shares the view that American public education is failing and in need of radical reform.

Education Next just released its opinion poll about the state of the schools, and Peter Greene noticed a startling finding. Very few Americans know of any failing schools!

How can this be?

He writes:

“There are certainly aspects of these data that are unbragworthy. But it is still worth noting that the reformsters narrative of terrible schools staffed with horrible teachers is not what most folks see– certainly not the level of disaster needed to really jumpstart a good round of disaster capitalist roulette. Perhaps that’s why some folks have to work so very hard to create the impression of educational disaster.”

News that teacher shortages exist in many states is not surprising to the nation’s educators.

Many, if not most, teachers in the United States today do not feel as though they are respected. Public school teachers feel as though their profession is under assault in a country that seems to be abandoning the idea of public education.

Those who seek to defund public education and replace it with a corporate model that makes use of market mechanisms to serve “strivers” and their families sound very well intended.

Education “reformers” typically target takeovers of inner city schools by managers who see charter school networks as assets in stock portfolios. Much as investment firms have bought up distressed mortgages, investors in charter schools envision long-term investment and risk leading to long-term dividends. These fledgling education capitalists sing a confident song of win-win: their schools will close the “achievement gap” between inner city and suburban youth and display the data proving it in “real-time.” They proof will be displayed in the “data,” lighting the path for the disruption of public schools and relieving tax-payers of school pension debt as the corporate school model displaces public control of schooling. The key source of profit for this privatization scheme, the real target of education capitalists, is the destruction of teacher unions. Investors will benefit by profit margins derived at the expense of teachers and their families. With the institution of work to order regimes that pay charter schoolteachers lower salaries, fewer benefits, and that offer virtually no workplace protections; investors will be able to realize more value in their portfolios.

That the Obama administration made a Faustian bargain with Republicans on public education is blindingly obvious. Long before Obama considered a run for the presidency, his best friend, Marty Nesbitt, along with Rahm Emanuel and the major Chicago developer clans: the Rauners, the Crowns, and the Pritzkers guided the creation of public-private partnerships to build housing to replace the city’s decaying and crime-ridden behemoth public housing projects under the Clinton era Hope Acts.

These same individuals, not surprisingly, turned to public-private initiatives in education, by founding and funding the Noble Charter chain. These schools cater to the city’s inner-city “strivers.” While the resources provided by the Pritzkers, Crowns, and Rauners to these schools and their students represent a sterling display of civic investment, what they give they hope will be multiplied by more investment in similar charter enterprises. Mr. Nesbitt predictably has started an investment firm, the Vistria Group, that seeks to attract investors into the charter school education business. Commerce Secretary Penny Pritzker, has expressed great confidence in Mr. Nesbitt and the Vistria Group.

The direction of Obama education policy was thus built on two factors: the focus on building public-private partnerships in education modeled on the dismantling of the Chicago Housing authority and the need to attract Silicon Valley and tech sector billionaires, most prominently, Bill Gates. The tech billionaires also wanted more access to school markets and the privatization of public schools could free up money that would otherwise go to teacher salaries and benefits. When the Obama transition team chose Arne Duncan as Education secretary over arguably the most knowledgeable and able education researcher in the country, Linda Darling-Hammond, the die was cast.

Mr. Duncan was never a teacher and thus has little empathy for teachers or teaching. His favorite teacher, a University of Chicago Laboratory High School English teacher, has expressed “concern for the future of her profession” in the wake of attacks on teachers coming from Bill Gates and his foundation, Michael Bloomberg, Republican governors, representatives of the Bush and Obama administrations, and most prominently, her former student.

Many teachers view Mr. Duncan’s Race to the Top Initiative as a failure and the recent revision of the Elementary and Secondary Education Act as a necessary corrective to out of control Federal, state, and local testing mandates that turn teaching into a nightmare.

We have reached an Education tipping point in the United States. We can either reverse course and end our romance with the privatization of Education and our obsession with standardized testing regimes, or our resourced starved public schools will simply collapse, trapped as they are in a zero-sum game of diminishing resources.

The editorial pages and publishers of the New York Times and the Tribune Company have served as the praetorian guard of education reform movement sponsored by well-intentioned plutocrats who have little or no first hand knowledge about the everyday challenges that face most public school teachers, students, and parents.

Our political leaders need to begin to listen to parents who opt their kids out of invalid and ridiculous tests, teachers who are quitting or fleeing teacher hostile states like Kansas, Indiana, North Carolina, and Arizona, and potentially excellent candidates for teaching who decide that teaching is not a rewarding profession.

Disruption is leading us down the wrong road.

If you want to get rid of public education, unions, and the teaching profession, Scott Walker should be your candidate. As this article shows, he dances to ALEC’s tune.

He prides himself for breaking public sector unions in Wisconsin. At one campaign stop, he said that his victory over the unions proved that he could beat terrorism.

He is a wrecking ball for public education. He has expanded charters and vouchers. He is a cheerleader for privatization.

He is ALEC’s boy.

What is ALEC? Read here. It is the organization that works on behalf of deregulation, corporate profits, and privatization. It writes model legislation for states. Inexplicably, the IRS allows it non-political, charitable (c3) status, although it is deeply partisan.

Columnist Myra Blackmon of Athrns, Georgia, sees through the so-called “reform” movement: its goal is to disrupt and destroy public education.

Blackmon describes the latest shenanigans in Georgia. The Governor’s education aide, Erin Hames, crafted legislation to create an “opportunity school district” modeled on the one that failed in Tennessee. The state will close or take over the lowest scoring schools and hand them to entrepreneurs to run as charters.

Now the Atlanta Public Schools system has hired Hames for $96,000 a year to figure out how to keep its low performing schools from being taken over by the state. So Ms. Hames gets to write the bill, then is hired as a consultant to avoid its consequences.

Blackmon writes:

“If that isn’t sleazy, I don’t know what is. Hames engineered the entire Opportunity School District, complete with junkets to New Orleans and Nashville for key legislators, testimony before committees in both houses of the Georgia General Assembly and God only knows what other dealing. So now, she will go to work for the other side, helping Atlanta’s school system — and any other districts with the money to hire her — avoid what she worked so hard to bring upon them.

“Hames’ credentials as an education expert aren’t at all strong. She taught for three years, then went to law school. Upon completion of her law degree, she immediately went to work on education issues for former Gov. Sonny Perdue. She stayed on with Deal, rising to deputy chief of staff and taking the lead on education issues….

“This is how the self-selected “education reformers” operate. Their motive is profit and personal advancement. They love the idea of schools run by private organizations, staffed with uncertified teachers, cherry-picking the easy students and leaving the most vulnerable students behind. Unproven, invalid standardized tests drive every decision.

“It is disgusting. It is immoral. It is repugnant to every American ideal of community, mutual support and benefit and democratic rule. It defies the values of local control in favor of centralized, easily managed power — all the while claiming “it’s for the children.”

Peter Greene reviews Eli Broad’s plan to privatize at least half of the public schools in Los Angeles. The Beoad Foundation, the Walton Family Foindation have decided to provide privately-managed charter schools for half the district’s schools.

Peter writes:

“My hat is once again off to folks who have the chutzpah to unilaterally declare themselves the head of a previously-democratic sector of society. Did somebody elect the Broad Foundation to the school board of the LA USD? No? Well, why let that stop them from going ahead and setting policy. I think I may go ahead and declare myself the chief of police here in my town, stop down to City Hall, and let them know what the new polici are going to be.”

They have to keep some public schools open to enroll the children who didn’t get accepted by charters or were pushed out or told they were not “the right fit.”

Large numbers of children will be collateral damage, left behind and neglected by the games billionaires play.
