State officials are threatening a takeover of “failing” public schools in Racine, Wisconsin, despite the fact that state takeovers have a track record of 0% success.

Local legislators are angling for a one-year delay in the falling of the ax on the community public schools.

Wisconsin officials are stuck in the outdated, obsolete test-and-punish ideology of No Child Left Behind and Race to the Top, both of which were massive failures.

Fresh thinking is needed, drawing on the wisdom and experience of educators, not on the bureaucrats at the state level.

Steve Singer calls out the Destroy-Public-Education campaign for their attacks on Randi Weingarten.

It’s not because he is a fan of Randi’s, but because he doesn’t like hypocrisy.

Charter schools are more segregated than public schools, even in districts that have high levels of racial segregation. Charters don’t mind being 100% black or Hispanic. It’s not a bug to their promoters. It’s a feature. In some states, charters are all black and have become White Flight z
Academies.

Vouchers cause racial and religious segregation. Period.

Meanwhile, the Destroy Public Education crowd is acting shocked, shocked, shocked that Randi dared to connect their activities to the racist Southern governors and Senators who championed school choice as their response to the Brown decision.

I saw an email blast a few days ago from Jeanne Allen, the CEO of the pro-privatization Center for Education Reform, who wrapped herself in the mantel of the late Wisconsin legislator Polly Williams, an African American woman who supported vouchers, hoping they would help poor black children. She neglected to acknowledge that Williams was appalled when vouchers became the favorite idea of Scott Walker, who raised the income limits. Poor black children were left behind. Before her death, Williams admitted her error. Poor black children were cynically used by the hard-right Bradley Foundation, the Koch brothers, Scott Walker, and a bunch of white reactionaries who didn’t give a hoot about black children. To think that these people have the nerve to chastise anyone who calls out their racist heritage!

Jeanne Allen called on Randi to resign for daring to connect charters and vouchers with their historical antecedents. Sorry, Jeanne, Randi was right. You are carrying forward the twisted ideals of George Wallace. For doing so, you should resign.

Carol Burris analyzes Betsy DeVos’ narrative about vouchers in this post.

What she describes goes far beyond the whims of a billionaire zealot. She describes the step-by-step plans of rightwingers who have long planned to undermine the very idea of public education as a civic responsibility.

DeVos said when she spoke at Brookings a few weeks ago that she in “not a numbers person.” She is also “not a facts person.”

First, she slimed those who defend public education from privatizers as “flat earthers.” Very likely, her family foundation has supported “flat earthers,” as they have supported creationism, quack science, and anti-gay organizations.

Then, she went on to attribute the origin of the modern voucher movement to African American Democrat, Polly Williams of Milwaukee. She forgot to mention that Polly Williams came to realize that she had been used by conservative rich people, and she renounced her support for vouchers. Not a small detail.

The great lie of the voucher movement is that it is built on the spurious claim that vouchers will “save” poor black and brown children. Faced with that claim, fraudulent though it is, liberals collapse and go along with the rightwing plan. But it never ends with the neediest children. That is only the beginning.

“And that, of course, was what Williams came to understand. Vouchers for the poor were the gateway; they were never the goal. That same pattern of starting small and going big repeats itself over and over. Educational savings accounts, tax credit scholarships and the like begin with student groups that evoke public sympathy — students with disabilities, low-income kids, the children of parents in the armed forces — but the goal is vouchers for all.

“DeVos and her allies are playing the long game. Each legislative season, the selected groups expand and the caps are raised. It happened in Indiana, where DeVos spoke to the American Federation for Children, and it is happening in other voucher states, as well.

“There is no better example than Arizona. Vouchers, disguised as the Empowerment Scholarship Account program (ESAs), began 2011. The program was designed for special-needs students. Then it expanded — foster-care students, children of military families, students on reservations, or students living in districts with schools rated a “D” or an “F” were eligible, as well.”

Now we know that vouchers don’t “save poor kids from failing schools.” In recent years, evaluations of vouchers in Louisiana, Indiana, and D.C. show that poor kids who use vouchers actually lose ground.

DeVos doesn’t care about evidence or facts or numbers. She is a choice zealot, and she will exploit her role in the government to push her lifelong passion to take public education away from the communities and families who support them. She doesn’t understand why people like their public schools. She never will.

Hackers broke into the computers of the Lynde and Harry Bradley Foundation and released a treasure trove documenting the aggressive efforts to spread right-wing ideology.

I posted about these documents earlier, citing an article called “Weaponized Philanthropy” by Mary Bottari.

There is so much material that there will be many articles and books about the political uses of an allegedly charitable foundation.

Here is another article about the Bradley Foundation by Alex Kotch, which appeared in Raw Story and AlterNet.

He writes:

New investigations by Daniel Bice of the Milwaukee Journal Sentinel and Mary Bottari of the Center for Media and Democracy analyze hacked internal documents, which reveal that much like the Koch network, the Bradley Foundation has launched a national strategy to help conservatives control the branches of state governments and alter state policy to lower taxes, shrink government and attack labor unions.

The Bradley Foundation, which has historically supported taxpayer-funded “school choice” initiatives and work requirements for welfare recipients, is named after Lynde and Harry Bradley, two brothers who founded the profitable factory automation manufacturer Allen Bradley Co. After Lynde’s death in 1942, the Allen-Bradley Foundation was established. When Allen Bradley was sold to Rockwell International in 1985 for $1.7 billion, the foundation’s assets ballooned and it became the Lynde and Harry Bradley Foundation as it added a focus on promoting the brothers’ conservative ideology on a national scale.

Thirty gigabytes of Bradley Foundation internal documents hacked by a group named Anonymous Poland reveal that after a $200 million influx of cash in late 2012 from the trust of Caroline Bradley, Lynde’s wife, the Bradley Foundation geared up to fund networks of conservative think tanks, legal centers, candidate recruitment organizations, media outlets and advocacy groups in 13 states, based on the foundation’s successful efforts in Wisconsin. The foundation had already laid the groundwork for a welfare-to-work program and a private school voucher system and defended GOP Gov. Scott Walker in a campaign finance probe, helping him survive a recall election prompted by his dismantling of public-sector unions.

Now the foundation is focusing on five states it views as having a strong conservative infrastructure, thus making them ripe for rightward change. The foundation is working to expand conservative power in Colorado, North Carolina, Oregon, Washington and Wisconsin by funding established networks of right-wing organizations that promote conservatism and help far-right candidates win elections. It’s a long-term strategy that “can take decades,” according to the longtime CEO of the foundation, Rick Graber, who recently stepped down from his post.

Be prepared, if you live in Colorado, Noth Carolina, Oregon, Washington, or Wisconsin. The Bradley Foundation is coming for your public schools.

Tim Slekar followed up his earlier post with an announcement that the war against the teaching profession in Wisconsin has reached a new low.

He declared a victory for the far-right ALEC (American Legislative Exchange Council, which writes most of the “model laws” to privatize schools and eliminate the teaching profession).

Well today “they” did it. “They” opened the door to deprofesssionalization and authorized the use of emergency licenses to address the “shortage” and placed our most vulnerable children in a defenseless position.

Instead of truly addressing the EXODUS of teachers and the miserable conditions driving teachers out of the profession “they” simply created a pathway into our classrooms for unlicensed and unqualified personnel.

Of course “they” won’t admit this. In fact, “they” already have “talking points” in case someone dare question the integrity of devaluing the teaching profession.

Now let’s be very clear about how these emergency license rules will really play out in schools across the state.

The most qualified teachers will end up in the most affluent areas.

Emergency licensed teachers will end up in high poverty areas.

School districts with money will hire licensed teachers and require specialized licenses for teachers in fields such as special education.

School districts without money will hire emergency certified people and use the new emergency rules to get around the specialized license requirements for fields such as special education.

ALEC will have won another victory because the cost for teachers will be significantly reduced.

And over time, more and more license reductions will eventually result in a deprofessionalized field and our children will suffer as novices with no sense of the professional, ethical, social, and moral obligations required to be a teacher take over our classrooms.

Can we let this happen?

Does anyone seriously believe that we can have a better education system by hiring unlicensed teachers?

Wisconsin Governor Scott Walker thought he could run for president based on his hardline hatred for public school teachers and public schools. He was rushing to enact Betsy DeVos’s agenda even before she became Secretary of Education. And his agenda is even more expansive because he wants to drive teachers out of public schools. It is hard to believe that Wisconsin was once a progressive state with this guy as governor.

Peter Greene here reviews Walker’s latest attacks on public schools and their teachers.

First, he proposes to punish any district that is not strictly enforcing his infamous Act 10, which slashed teachers’ pay and shifted the cost of their health benefits and pensions to teachers.

Second, he proposes to eliminate any required number of instructional hours for students. Wisconsin, under his backwards leadership, would be the only state in the nation that did not set forth a minimum number of instructional hours. He claims this would provide “flexibility,” but in reality it would be a boon to cybercharters and others who will cut instructional time and teachers to save money. Greene observes:

Not that this is about cutting costs. Oh no. And that may be true– it may be more about reducing the need for staff. Can’t find enough teachers who want to work under Wisconsin’s increasingly regressive system? Split your school into morning and afternoon school meeting every other day and you can get twice the students, at least, served by one teacher. Have trouble staffing classes that don’t actually affect your state report card? Cut ’em and send the kids home early.

More than that, this also serves as a big blast of freedom for charters. Set your charter up however you want, teaching whatever you want, meeting as often as you want, with as few teachers as you want. Scott Walker says that’s okay. Come be an edu-preneur, and we won’t tell you what you have to do, ever.

Would this reduce the number of teachers in Wisconsin? Of course– and thereby weaken that damn union and its ability to stand up to guys like Scott Walker. And of course this also accomplishes the goal of making public schools less and less attractive so that charter schools can look better by comparison (without having to actually get good). Will this have any effect on the education of rich folks who can afford to make sure their children get into real schools that do real educating? Of course not, and that’s undoubtedly part of the point–

Scott Walker has pushed hard on many reformster ideas, but the unifying principle seems to be one of the lowest of all reformy ideas– wealthy folks (who deserve their wealth or why else would they be wealthy) should not have the government taking their well-deserved money to provide services for lousy poor people (who must deserve to be poor, or else they wouldn’t be). And that include those damn teachers, who not only keep taking money they don’t deserve, but keep using some of it to try to organize revolt against their rightful rulers. These peasants need to be sent packing and forced to understand that their Betters will decide what these Lessers deserve– and the short list of what these Lessers deserve does not include an excellent, free public education.

Really, I try to be civil on this blog. So, either Scott Walker is determined to drive every last professional teacher out of the public schools, or he is a moron. Or both.

This is one of the very first reactions to the Trump-DeVos (and Scott Walker) agenda to destroy public education.

Milwaukee board tilts to public education majority opposing corporate operators; profiteering

MILWAUKEE – The Milwaukee Board of School Directors now has a pro-public education majority with tonight’s election of all Wisconsin Working Families Party-endorsed candidates. Tony Baez, who is the new District Six representative on the board, along with incumbents Larry Miller and Annie Woodward, can now begin to eradicate the corporate profiteering that is draining resources from our schools while failing to deliver quality education for our children. Together with other advocates on the board, they have the ability to transform how education is delivered in Milwaukee. Working Families Party also supported Tony Evers in his successful run for a third term as the state’s superintendent of public instruction.

“This election is part of the resistance to the dangerous troika of Donald Trump, Scott Walker, and Betsy DeVos. If Wisconsin Working Families and our partners, including the teacher’s union, had not been involved, corporate interests and privatizers could have succeeded in tipping the balance of the school board, carrying out the Trump agenda and destroying our public schools,” said Marina Dimitrijevic, executive director of Wisconsin Working Families Party. “While the anti-public school forces recruited and funded candidates, they lost because voters want quality public schools for all students. This election marks the second successful Wisconsin Working Families Party campaign to elect a pro-public education majority to school boards. In April, 2016, Wisconsin WFP worked with the Racine Education Association to elect eight of nine candidates to the Racine United School Board after Wisconsin’s legislative Republicans forced through a restructure of Racine’s school district governance.

Costly experiments with vouchers and charter schools have not yielded promised results. A study by the Public Policy Forum found that Wisconsin Knowledge and Concepts Examination test scores for voucher students lag behind those of MPS students, particularly for voucher students who attend predominantly voucher-funded schools. And schools with high concentrations of voucher students have lower WKCE test scores than their public school counterparts.

“When Superintendent Sue Kaphingst moved to Chilton less than a year ago, she marveled at how the northeastern Wisconsin community rallied around its local school district.

“Nestled to the east of Lake Winnebago about 75 miles north of Milwaukee, Chilton and its 3,900 residents felt cohesive. Football stars acted in the high school musical. Parents, students and school board members created a yarn art installation on the Chilton Middle School lawn to demonstrate that they were all connected. The high school theater was built with millions from a local family who owned pet supplies company Kaytee Products.

“But there’s a new development here and in other communities across Wisconsin that will test those ties: school vouchers. Four years after the GOP-led Legislature approved a statewide voucher program, the number of private schools registered to receive taxpayer-funded tuition subsidies has sharply increased. Together with the longstanding Milwaukee voucher program and the more recent Racine voucher program, close to 300 private, predominantly religious schools from Lake Superior to the Illinois border are poised to receive taxpayer funding for an estimated 33,750 students this fall, according to Gov. Scott Walker’s proposed budget.

“For the first time, the Chilton School District could face either an enrollment drop because children will use a voucher to attend the local Catholic school they couldn’t otherwise afford, or more likely, the district will have to raise taxes to fund vouchers for children who already attend the private school.

“Together, the state’s voucher programs are expected to cost about $263 million in 2017-’18, according to Walker’s budget proposal.”

Barbara Miner is a veteran journalist based in Milwaukee, where she writes often about the stat’s disastrous voucher plan. In 2013, she published a book called “Lessons from the Heartland: A Turbulent Half-Century of Public Education in an Iconic American City.”

In this article in the Los Angeles Times, Miner warns that the public must keep watch on DeVos because her goal is to legitimize vouchers for religious schools across the nation.

She warns:

“DeVos, now confirmed as secretary of Education, is not just another inexperienced member of the president’s Cabinet. She is an ideologue with a singular educational passion — replacing our system of democratically controlled public schools with a universal voucher program that privileges private and religious ones.

“If you care about our public schools and our democracy, you should be worried.”

Miner describes how Milwaukee and Wisconsin were taken in by bait and switch.

“Milwaukee’s program began in 1990, when the state Legislature passed a bill allowing 300 students in seven nonsectarian private schools to receive taxpayer-funded tuition vouchers. It was billed as a small, low-cost experiment to help poor black children, and had a five-year sunset clause.

“That was the bait. The first “switch” came a few weeks later, when the Republican governor eliminated the sunset clause. Ever since, vouchers have been a divisive yet permanent fixture in Wisconsin.

“Conservatives have consistently expanded the program, especially when Republicans controlled the state government. (Vouchers have never been put to a public vote in Wisconsin.) Today, some 33,000 students in 212 schools receive publicly funded vouchers, not just in Milwaukee but throughout Wisconsin. If it were its own school district, the voucher program would be the state’s second largest. The overwhelming majority of the schools are religious.

“Voucher schools are private schools that have applied for a state-funded program that pays tuition for some or all of its student body. Even if every single student at a school receives a publicly funded voucher, as is the case in 22 of Milwaukee’s schools, that school is still defined as private.

“Because they are defined as “private,” voucher schools operate by separate rules, with minimal public oversight or transparency. They can sidestep basic constitutional protections such as freedom of speech. They do not have to provide the same level of second-language or special-education services. They can suspend or expel students without legal due process. They can ignore the state’s requirements for open meetings and records. They can disregard state law prohibiting discrimination against students on grounds of sex, pregnancy, sexual orientation, or marital or parental status.”

Since 1990, the people of Wisconsin have paid more than $2 billion for vouchers, mostly to religious institutions. This has been an expensive experiment.

“Privatizing an essential public function and forcing the public to pay for it, even while removing it from meaningful public oversight, weakens our democracy.”

 

 

Valerie Strauss wrote an excellent article about the hypocrisy of Democrats who now loudly oppose Billionaire Betsy DeVos, but spent the last eight years bashing teachers, unions, and public schools while pouring billions of dollars into the proliferation of privately-managed charter schools. Once Democrats became cheerleaders for school choice, they abandoned the principle that public schools under democratic control are a fundamental public responsibility.

 

I urge you to read this article, which recounts the perfidy of Democrats who fell for privatization and betrayed public education. In many cases, support for charter schools opened the door to billionaires and hedge funder donations, to groups like Democrats for Education Reform and Education Reform Now and Families for Excellent Schools. Think Corey Booker, Andrew Cuomo, Dannell Malloy. Think of the silence of the Democrats as the U.S. Department of Education spent more than $3 billion on charter schools. How do they now express opposition to DeVos’s love for charters (and vouchers). She has exposed their hypocrisy.

 

Both of my last two books are about this theme–how the Democrats embraced privatization and opened the door to vouchers.

 

So I have to add a couple of points to her accurate summary:

 

In March 2011, President Obama and Secretary Duncan were in Miami with Jeb Bush to celebrate the “turnaround” of Miami Central High School. At the same time, thousands of working people were protesting the anti-labor policies of Scott Walker in Madison. Neither Obama nor Duncan ever showed up in Madison to show support for the teachers and union members who support Democrats.

 

The other point that needs to be added is that a month after Obama, Arne, and Jeb met to toast the turnaround of Miami Central, the state education Department in Florida listed it as a “failing” school that should be closed. I reported this in “Reign of Error.” The press never did report it. Why were Obama and Arne burnishing Jeb’s “credentials” as a “reformer?” Paving the way for Jeb’s good friend Betsy DeVos.

 

Let’s see if Democrats rediscover the importance of public education, where all kids are welcome, no lottery, no exclusion of kids with disabilities. In public schools, not every child can get admission to every school, but every child must be served and enrolled.
