[A NOTE TO READERS:I am posting on a limited schedule for the next week.]

A poll conducted by Education Week found that most educators—including those who voted for Trump—oppose school choice.

Opposition to vouchers is stronger than to charters, but both are opposed.

“Overall, however, charters were viewed almost as negatively as private school vouchers by the educators who participated in the October survey of 1,122 educators conducted by the Education Week Research Center.

“A plurality of those surveyed—45 percent—“fully oppose” charter schools, while another 26 percent “somewhat oppose” them. And 58 percent don’t support using government funds to help students cover the cost of private school, while 19 percent said they “somewhat oppose” vouchers. Meanwhile, about half oppose or “somewhat oppose” tax-credit scholarships, which give individuals and corporations a tax break for donating to scholarship-granting organizations.”

The Phi Delta Kappa Poll of the public’ attitude towards public schools was just released and found a striking rise in public support for public schools.

Despite three decades of public school bashing, the people who actually know public schools have a high opinion of them. The public is tired of the hyper-focus on testing and does not support public money for religious schools.

Valerie Strauss writes:

“Most American adults are weary of the intense focus on academics in public schools today, according to a new national survey, and want students to get more vocational and career training as well as mental, physical and dental services on campus. Even so, a majority of public school parents give higher grades — A’s and B’s — to the traditional public schools in their neighborhoods than they have in years.

“A majority of Americans polled also said they oppose programs that use public money for private and religious school education, policies that are supported by President Trump and Education Secretary Betsy DeVos. And a majority said they do not think that standardized test scores — which have been used for more than a dozen years as the most important factor in evaluating schools — are a valid reflection of school quality.

“These are some of the findings in the 49th annual PDK Poll of the Public’s Attitudes Toward the Public Schools, the longest continuously running survey of American attitudes toward public education, released late Monday. It was commissioned by PDK International, a global association of education professionals that is headed by Joshua Starr, former superintendent of the Montgomery County Public School District, and was conducted, for the second year, by Langer Research Associates of New York City. Gallup had long conducted the poll.”

Trump disparaged public schools again last week but even his supporters send their children to public schools and don’t consider them to be “failing.”

“The new poll finds that the proportion of Americans who give their community’s public schools an A grade is at its highest in more than 40 years of PDK polling. In the newest survey, 62 percent of public school parents gave public schools in their own communities an A or B grade, compared with 45 percent of nonparents. Grades go higher when parents are grading their own school — 71 percent gave them A’s or B’s. The report said that 24 percent of Americans give public schools na­tionally an A or B (with no difference between parents and all adults)…”

Bottom line: the public is souring on charter schools as it learns more about them. The fact that Trump is a big fan of charters stripped away the claim that charters are “progressive.” They are a form of privatization.

Usually a new presidency has a honeymoon period, a time of good feeling and high poll numbers. As they battle for their policies and legislation, their poll numbers change, for better or worse.

Newsweek reports that Trump and his cabinet have very low approval ratings.

The cabinet member with the lowest approval rating is Betsy DeVos at 34.5%. She is highly divisive because her agenda is unpopular.

Parents across the nation understand that DeVos is an enemy of public schools. She doesn’t understand the purpose of community schools as the center of a community. Nearly two-thirds of the public reject her agenda.

That’s good news. It means in state after state, we can mobilize, organize, protest, and defeat her.

Phi Delta Kappa released its annual poll today. Nothing new except that Gallup is no longer the polling company. No headlines. The only obvious conclusion: the American public is confused about why we have schools and what they should be doing and whether they are doing it well.

The public doesn’t agree on what the purpose of public schools is. 45% says it is to teach academics. About a quarter think they should teach career readiness. Another quarter think they should prepare students for citizenship.

Just to be clear, the reason that public schools were first established and treated as a community responsibility was to prepare good citizens to sustain our society into the future. There are many subdivisions under the goal of preparing to be good citizens, which would include the academic skills needed to read, write, think critically, be informed about issues in science and history, and be in good health. Somehow, the central purpose has been lowered in status. When people lose sight of the central purpose of education, then they fall prey to bogus claims about choice, charters, and vouchers, about which sector can do a better job of teaching academic skills or career skills. We have public schools as a public responsibility to teach young people to become active and informed citizens. All the rest follows.

In reading through the inconclusive public opinion on almost every subject, one question caught my attention because of its wording:

Q. Charter schools are public schools that are run without many of the state regulations placed on other public schools. Do you think it’s better for charter schools to meet the same educational standards as other public schools or to set their own educational standards?

The answer was a split decision. 48% said meet the same standards, 46% said no.

The question assumes that charter schools are public schools.

But charter schools are NOT public schools. Whenever charter operators are sued, their defense is that they are not public schools. They are privately managed schools that receive public funding. As the NLRB ruled last week, and as federal courts have ruled, charter schools are not held to the same standards as public schools because they are NOT “state actors.” Public schools are state actors. Charters themselves plead that they are not public schools. In 2010, the Ninth Circuit Court of Appeals ruled that a charter operator in Arizona ran a private nonprofit corporation, not an agency of the state, in response to a lawsuit by a former teacher. In 2011, the staff at the New Media Technology Charter School wanted to form a union. They appealed to state law. The charter owner, however, said the school was not public and was not governed by state law; he said it was a private school subject to the NLRB. In the same year, teachers at the Chicago Math & Science Academy also wanted to form a union. There, too, the charter operator rebuffed them by saying the school was a “private” entity, not a public school, and was not subject to state law. (See pp. 163-164 of Reign of Error). Charter schools are run by private entities that receive government contracts. The receipt of public funds does not make an entity public. If it did, then every major defense contractor would be public, not private.

The answer is troubling as well as the question. If nearly half of the respondents think that charter schools do not have to meet the same standards as public schools, what is it they believe? Do they believe that charter schools should not be held accountable for student test scores? Do they think that charter schools should be judged by some other metric?

I have been reading PDK polls for years. I learned nothing new from this one, other than that the public has lost sight of why we have public schools. That may be the consequence of propaganda from the privatizers. If there is no agreement on why we pay taxes to support public schools, then any alternative will do, including schools run by churches and schools run by foreign nationals.

District Administration magazine, which is written for district administrators, contains a startling poll conducted by the magazine.

 

When asked whether they expect the opt out movement to grow in their state, 60% said yes. Only 24% disagreed. The remainder neither agreed nor disagreed.

 

When asked whether political pressure against the Common Core would grow in their state, 62% said yes. Only 18% disagreed.

 

When asked whether the implementation of new standards and tests were “generally successful” in my state, 32% agreed, and 37% disagreed.

 

What this poll suggests is that the people who are in responsible positions in school districts see test resistance growing, and the Common Core faring poorly.

This is the press release about the annual PDK-Gallup public opinion poll about U.S. education. As usual, most people think highly of their local public schools but not of American education, which is not surprising in light of the well-financed corporate reform campaign to undermine confidence in American public education. Since 1983, the public has heard that our public schools are “failing, declining, broken,” yet our nation continues to lead the world by most measures of productivity and economic stability, technological innovation, scientific discovery, and economic growth.

The big takeaway in the poll is that the public is disillusioned with the emphasis on standardized testing in their local public schools. Amazingly, nearly half the public supports opting out of mandated standardized tests, which until recently was a very controversial idea. This show of support is great news for the Opt Out movement, which is likely to grow in the future.

54% don’t want their public schools to implement the Common Core standards; only 24% of the public support the Common Core standards and 25% of public school parents.

The idea of school choice (among public schools) has grown acceptable to a majority, but only 31% support vouchers (that number is in the body of the report).

A few notable findings: one, the public “strongly opposes any federal role in holding public schools accountable.” This is no doubt a response to 13 years of No Child Left Behind, along with six years of Race to the Top, both of which have produced angst and few benefits.

When you read the complete report, you will also discover that 55% of the public opposes the use of student test scores to evaluate teachers, as do 63% of public school parents.

Parents are very concerned about the underfunding of their public schools, which leads to larger classes and fewer resources for activities that should be part of schooling.

Another notable finding: “A strong majority — about eight in 10 — of the U.S. public believes the effectiveness of their local public schools should be measured by how engaged the students are with classwork and by their level of hope for the future.” This strong public sentiment against using test scores to measure the quality of public schools suggests that the public is fed up with the test-and-punish regime of the past 13 years. That’s good news. I hope candidates for public office will take note. The day may be coming when the public holds elected officials accountable for damaging their public schools and promoting privatization.

47th Annual Poll of Public Attitudes Toward Public Schools Shows
Strong Support for Public School Choice, But Not Private Vouchers

ARLINGTON, Va., Aug. 24, 2015 — The public believes there is too much emphasis on standardized testing in their local schools but are split almost evenly on whether parents should have the right to excuse their children from such testing, a new survey shows.

Sixty-four percent say there is “too much emphasis on testing” and 41% say parents should be able to opt their children out of standardized testing. A majority (54%) oppose having local teachers use the Common Core Standards to guide what they teach.

However, blacks and Hispanics are somewhat more likely than whites to say that results of standardized tests are very important to improve schools and to compare school quality. Blacks also are more likely than whites to say that parents should not be allowed to excuse their child from taking standardized tests.

A strong majority — about eight in 10 — of the U.S. public believes the effectiveness of their local public schools should be measured by how engaged the students are with classwork and by their level of hope for the future.

These and other findings are included in the 47th annual PDK/Gallup Poll of the Public’s Attitudes Toward the Public Schools. Conducted annually by PDK International in conjunction with Gallup, the poll is the longest-running survey of attitudes toward education and thus provides an extensive and trusted repository of data documenting how the U.S. public’s views on public education have changed over the decades.

For the first time, the 2015 poll is able to report opinions among whites, blacks and Hispanics because of the addition of a web-based poll with a larger sample of 3,499 U.S. adults.

“By expanding our poll and disaggregating by demographics, we’re now able to better understand and convey more deeply how different groups of Americans experience public education,” said Joshua P. Starr, the chief executive officer of PDK International. “National survey results and averages are important, but they’re a starting point for deeper conversation on why there are different opinions among different groups of Americans. Policymakers need to look at those differences.”

Overall, with consistency, the U.S. public believes their local schools are doing a good job though they say they are underfunded; supports charter schools but not vouchers for private schools, and strongly opposes any federal role in holding public schools accountable. While 57% of public school parents give their local schools an “A” or “B” for performance, that drops to just 19% when asked to rate public schools nationwide.

A majority — 64% — say parents should be able to choose any public school in their community for their child to attend. And if parents could choose any public school, they say their top priorities would be the quality of teachers, the curriculum, discipline and class size, not standardized test scores or successful athletic programs.

Nearly all adults nationally (84%) support mandatory vaccinations for students attending public schools.

When asked to rate the importance of knowing how students in local schools perform on standardized tests compared with students in other school districts, about one-third of blacks (31%) and Hispanics (29%) think comparisons with other districts are very important compared with 15% of whites.

When asked if public school parents should be allowed to excuse their child from taking standardized tests, 57% of blacks say parents should not be allowed to excuse their child. Among Hispanics, that margin is 45%. But among whites, 41% said “no” while 44% said “yes.”

Overall, 54% of the public opposes teachers using the Common Core State Standards to guide what they teach. However, 41% of blacks favor that approach compared with 21% of whites.

A majority of blacks — 55% — give President Obama a grade of an “A” or “B” for his support of public schools compared with 17% of whites.

“African-American children often end up in lower-performing and under-resourced schools and I think these results suggest an important segment of the black community thinks the federal government could do a better job than local and state governments in holding schools and educators accountable,” observed Starr.

Nationally, 2015 is the 10th consecutive year in which the public identified lack of financial support as the biggest problem facing local school systems. U.S. adults are consistent in saying that the most important idea for improving public schools is to improve teacher quality; in 2015, 95% considered “quality of the teachers” to be very important, putting it at the top of a list of five options.

“The 2015 survey results highlight significant issues for education leaders, communities and policymakers,” Starr concluded. “The public wants more state and local leadership on education issues; they want more effective teachers, and even if they don’t like the brand name ‘Common Core,’ they want a strong curriculum that engages students in classes that aren’t too large. The poll results make clear what the public wants; the question is whether policymakers and leaders will respond accordingly.”

Starr, the former superintendent of the Stamford, Conn., and Montgomery County, Md., school systems, became CEO of PDK International in June. He succeeded William J. Bushaw, who retired after 11 years in the post. Starr holds a doctorate in education from Harvard, a master’s degree in special education from Brooklyn College and a bachelor’s degree in English and history from the University of Wisconsin.

PDK, a global network of education professionals, has conducted an annual poll with Gallup every year since 1969. The poll serves as an opportunity for parents, educators and legislators to assess public opinion about public schools. The latest findings are based on a web survey of 3,499 U.S. adults with Internet access plus telephone interviews with a national sample of 1,001 U.S. adults. Both surveys included a sub-sample of parents and were conducted in May 2015.

The margin of sampling error for the phone survey is ±4.79 percentage points at the 95% confidence level; ±3.02 percentage points for the web poll; ±8.7 percentage points for the Hispanic population surveyed in the web poll, and ±7.9 percentage points for the black population surveyed in the web poll.

Politico reports on the opinion poll conducted by the rightwing journal Education Next:

“COMMON CORE WAR MELLOWING?: Support for the Common Core standards is dropping, but it’s not in a freefall. In fact, it might even be stabilizing. Education Next’s new annual survey [http://bit.ly/1KsoOF2 ] released with the Program on Education Policy and Governance at Harvard Kennedy School shows overall support slipped this year, falling four percentage points to 49 percent. A year earlier, however, support fell 12 points in one year. The survey has two more key takeaways on Common Core: Democrats over Republicans favor the standards (by a 57 percent to 37 percent margin), and the standards are becoming less popular with teachers. (Seventy-six percent of teachers in 2013 said they support the standards compared to 40 percent this year).”

The big story here is the dramatic decline in support for the standards by teachers: from 76% in 2013 to 40% in 2015. That is a dramatic decline. Teachers know the standards. The general public does not. Pay attention to the connoisseurs.

While Education Next says a majority oppose opting out from tests, what is remarkable is that a third of parents and teachers support it. Acts of conscience do not require majority approval. If the civil rights movement and legislators had abided by opinion polls in the 1950s and 1960s, American society would still have laws requiring racial segregation.

Leonie Haimson includes in this post a summary of the latest Quinnipiac poll about public reaction to Governor Andrew Cuomo’s education proposals. The long and short of it is that they are so unpopular that they have dragged down his overall rating.

 

28% approve his proposals while 63% reject them.

 

The Quinnipiac poll shows that Cuomo has dropped to his lowest rating ever–50%, and the poll connects his declining popularity to his ferocious attacks on public schools and teachers. He doesn’t seem to understand that most people like both and can’t understand why the Governor wants to destroy them. They have a low opinion of all his plans to “improve” them by raising the stakes on testing. This should be a warning to other politicians who think they can attack public education without arousing public antagonism. Most Americans–say, 90%–went to public school and presumably have good memories of their teachers and schools. Why would the governor or any other politician want to send public money to private and religious schools?
