Paul Dorr is a little-known figure who has led numerous successful campaigns against bond issues in rural America over the past 25 years. He opposes public education. He believes that all education should be centered in religion and the church. Dorr is also active in opposing abortion and supporting gun rights. He burns books that he does not approve of.

A viral Facebook video offers some clues. It shows Paul Dorr, father of Aaron, Ben and Chris Dorr, burning books he checked out from a local library. 

It turns out the elder Dorr educated his 11 children at home, and took them along to protest outside abortion clinics as part of Operation Rescue.

Like his sons, Paul Dorr is active in politics. He’s developed a reputation as a fierce opponent of public schooling and works as a hired gun to help defeat school bond referendums across the Midwest.

But as Paul Dorr says, his reason for attacking public schools is “almost always not my client’s reason.” His clients may simply want to keep property taxes low.

But Paul Dorr’s plan is to eliminate public education entirely – to see the public education system “one day be gone, and restore education back into the hands of families, the parents and the Christians.”

This article describes his efforts to defeat a school bond issue in Worthington, Minnesota, intended to build a new high school.

Paul Dorr is:

a vehement opponent of public schools and supporter of religious-centric home-schooling who’s led campaigns that have helped defeat scores of bond issues in nine states — mostly in the upper Midwest — for the past 25 years. “Public education is a sin against God,” he has said. 

In the election season three years ago, Dorr was working as the communications consultant for a group called the Worthington Citizens For Progress Committee. It had created the flier. 

Dorr would eventually sharpen the anti-school-bond group tactics with a Facebook page, website, videos and memes to target local businesses, politicians and media. 

The material accused the school district of exaggerating the harm if the bond didn’t pass. It claimed the school board was mismanaging money and was incompetent, even deaf. The committee encouraged people not to eat at restaurants where school bond information was displayed and wrote critically about business leaders who supported the new school.

Dorr, who doesn’t live in Worthington — or in Minnesota, for that matter — was deploying tools of attack that seemed more fitting for political combat on a national stage, not a school bond vote in the American countryside. People were stunned.

Two months after the first signs of Dorr at King Turkey Day, the district lost its referendum vote — the first of four failed attempts between the fall of 2016 and the winter of 2019 to raise taxes for a new school.

Congress again gave $440 million to the wasteful and unnecessary federal Charter Schools Program, enabling Secretary DeVos sole discretion over where she wants to plant new charter schools, whether or not the community wants them.

DeVos just handed out $131 million to start new charters. The largest amount went to Texas, which is under heavy siege by national charter chains.

As studies by the Network for Public Education revealed, nearly 40% of the charter schools subsidized by the CSP either never opened or closed soon after opening, a waste of $1 billion in taxpayer money.

The federal Charter Schools Program is a massive boondoggle for the charter industry and a personal slush fund for DeVos. She has given many millions to corporate charter chains so that they can compete with and undermine public schools that are democratically controlled.

In a time of fiscal crisis, why is the federal government paying for a separate system of privately managed schools instead of helping public schools?

David R. Taylor is a veteran teacher and blogger. He asks the important question of what to expect the consequences to be for public education if Trump is re-elected.

Very likely, it means four more years of Betsy DeVos and her crusade to destroy public education and shower federal money on charter schools, private schools, and religious schools.

Taylor reviews some of her worst actions, such as favoring predatory lenders and favoring for-profit colleges that rip off students. Such as, abandoning the kids who need her most by downplaying civil rights complaints and stripping transgender students of any protections. Such as, trying to starve her own department of funding.

Between the return of DeVos and a voucher-loving majority on the Supreme Court, public schools are in for a rough ride. We can’t change the composition of the Supreme Court (unless there is a genuine effort to expand it and add balance), but we can vote to make sure Betsy goes back to Michigan and her ten yachts.

Since we first learned about the pandemic in mid-March, we have gotten mixed signals from the federal government. The president said it was a hoax, said it would magically disappear. He mocked mask-wearing. Mike Pence said it would be over by Memorial Day. The Centers for Disease Control (CDC) changed its guidelines, bending to the White House. Then Bob Woodward released interviews with the president, and it turns out he has known since January that COVID is deadly serious, and it is airborne.

Now Trump has COVID. Will his base start wearing masks? Will they stop demonstrating for their freedom to ignore public health regulations?

Steven Singer writes here about Trump’s illness and what it might mean for the schools.

It had to happen eventually.

Donald Trump, the ultimate science denier, got bit in the butt by science.

He’s got Coronavirus, and is in Walter Reed National Medical Center fighting for his life.

Apparently the virus isn’t a hoax.

You don’t catch it by testing for it.

You don’t treat it with hydroxychloroquine.

It’s a global pandemic, and the only way to fight something like that is with rationality and logic.

You have to wear a face mask, dumb-ass.

You have to practice social distancing.

You can’t just reopen the economy and pretend that this won’t cost hundreds of thousands of lives.

You can’t steamroll over more than 200,000 Americans lost simply because most are elderly, poor and/or brown skinned. And they don’t matter to you…

Long before Trump went from being a clown to a contender, policymakers tried reforming our schools with only wishful thinking and a marketing plan.

High stakes testing, charter schools, voucher plans, value added measures, Teach for America – whether proposed by Democrats or Republicans, it is all nothing but science denial wrapped in a stock portfolio.

These are the ways Wall Street has cashed in on schools pretending to be saviors while hiding the reality of their vulture capitalism.

And Trump has been no different.

Except that his instrument – billionaire heiress Betsy DeVos – made it harder to deny.

She barely even tried to pretend to be anything other than what she is – an unimaginative opportunist dead set on destroying the public in public schools.

Now that her spray tanned master has – through inaction and ineptitude – unleashed a plague upon the nation, our students are suffering worse than ever.

Many schools are shuttered from sea to shining sea, their students forced to learn via the Internet.

For the past thirty years, school choice advocates have claimed that the best way to improve education was to give families public money to send their child to a private or religious school. The very fact of “privateness,” they said, meant better quality. This turns out not to be the case. Students never receive a voucher that is enough to pay for elite private schools. Typically, the voucher schools are lesser quality than the public school the cHold leaves, because voucher schools are not required to have certified teachers. In recent years, numerous studies show that children who leave a public school and go to a voucher school lose ground academically.

This study was published in 2018. Its findings are consistent with studies of voucher effects in the District of Columbia, Ohio, Indiana, and other states. Voucher schools are free to teach scientific nonsense and fake history. In Florida and elsewhere, they are free to discriminate against groups of people they don’t like.

Atila Abdulkadiroğlu, Parag A. Pathak, and Christopher R. Walters write in the Journal of the American Economic Association that participation in Louisiana’s voucher program “lowers math scores by 0.4 standard deviations and also reduces achievement in reading, science, and social studies. These effects may be due in part to selection of low-quality private schools into the program.”

Despite the negative effects of vouchers, Betsy DeVos, Charles Koch, and a host of school choice advocacy groups have continued to demand more and more funding for low-quality, unaccountable voucher schools. This funding is subtracted from public school funding, through a variety of schemes. Whether it’s a tax creditor a “scholarship,” individuals and corporations are diverting money to private schools that belongs in the state coffers to support public schools.

The rise of the Religious Right has coincided with the privatization movement in public schools. While some may feel that this is coincidental, there is reason to believe there is a directly causal relationship between these two factors. Two scholars, from different disciplines, will discuss how their work comes together to help explain the history and current state of efforts to diminish, if not dismantle, the American public education system. Katherine Stewart has written on the rise and increasing power of the Religious Right in her book The Power Worshipers. She will be joined by Diane Ravitch who has written extensively on education and, in her recent book Slaying Goliath, explores the history of the school privatization movement and the efforts to oppose it.

The first set of guidelines from the Centers for Disease Control warned that schools needed to take safety precautions to protect students and staff before reopening. Then in July, Trump and DeVos insisted that schools should reopen in full, even as Trump and his allies blocked passage of appropriations that provided the resources needed by schools to reopen safely. Trump’s highest priority was getting the economy open by getting parents back to work.

I wrote last July that the Trump administration pressured the CDC to revise its guidelines, emphasizing the importance of reopening and downplaying the safety guidelines. Getting re-elected meant more to Trump than the health of our nation’s students.

The New York Times tells the story:

Top White House officials pressured the Centers for Disease Control and Prevention this summer to play down the risk of sending children back to school, a strikingly political intervention in one of the most sensitive public health debates of the pandemic, according to documents and interviews with current and former government officials.

As part of their behind-the-scenes effort, White House officials also tried to circumvent the C.D.C. in a search for alternate data showing that the pandemic was weakening and posed little danger to children.

The documents and interviews show how the White House spent weeks trying to press public health professionals to fall in line with President Trump’s election-year agenda of pushing to reopen schools and the economy as quickly as possible. The president and his team have remained defiant in their demand for schools to get back to normal, even as coronavirus cases have once again ticked up, in some cases linked to school and college reopenings.

The effort included Dr. Deborah L. Birx, the White House’s coronavirus response coordinator, and officials working for Vice President Mike Pence, who led the task force. It left officials at the C.D.C., long considered the world’s premier public health agency, alarmed at the degree of pressure from the White House.

One member of Mr. Pence’s staff said she was repeatedly asked by Marc Short, the vice president’s chief of staff, to get the C.D.C. to produce more reports and charts showing a decline in coronavirus cases among young people.

The staff member, Olivia Troye, one of Mr. Pence’s top aides on the task force, said she regretted being “complicit” in the effort. But she said she tried as much as possible to shield the C.D.C. from the White House pressure, which she saw as driven by the president’s determination to have schools open by the time voters cast ballots.

“You’re impacting people’s lives for whatever political agenda. You’re exchanging votes for lives, and I have a serious problem with that,” said Ms. Troye, who left the White House in August and has begun speaking out publicly against Mr. Trump.

According to Ms. Troye, Mr. Short dispatched other members of the vice president’s staff to circumvent the C.D.C. in search of data he thought might better support the White House’s position.

Betsy DeVos lost the biggest fight of her tenure as Secretary of Education. Federal judges consistently rejected her legally binding rule requiring states to give private schools a share of the $13 billion Congress allocated for public schools and for needy students in private schools. DeVos wanted private schools to get a share of the federal money without regard to the need of their students. The judges said no.

After fighting for her position, DeVos admitted defeat and decided not to appeal the court decisions.

Some states have already given federal funds to private schools, using DeVos’ formula, and it is not clear whether that money will be clawed back.

Charter schools also received a share of the $13 billion in CARES funds, which they qualified for as “public schools.” Many charter and private schools also applied for and received millions of dollars from the Paycheck Protection Program (public schools were not eligible for PPP). A study by Good Jobs Inc. determined that charter and private schools obtained SIX TIMES as much federal relief money as public schools.

I have posted many times about the corruption embedded in the for-profit virtual charter industry. The founder of Pennsylvania’s largest virtual charter school was sentenced to prison for misappropriating $8 million. The single biggest scam in U.S. history involved an online charter chain in California called A3, whose owners managed to make $50 million in state funding disappear. The Electronic Classroom of Tomorrow (ECOT) in Ohio collected $1 billion over its nearly two decades, its owner paid his companies for supplying services, he made generous gifts to elected officials, but ECOT declared bankruptcy in 2018 to avoid repaying the state for phantom students. The stories of corruption, embezzlement, and scamming go on and on.

Therefore I was delighted to find this excellent summary by journalist Florina Rodov, who gathers many of the scandals and research reports in one place to demonstrate the woeful failure of virtual charters. As she points out, the virtual charter industry has beefed up its already massive marketing budget to take advantage of the pandemic and try to gather market share.

One detail that I found fascinating was the link to executive compensation for K12 Inc., the for-profit virtual chain that has the largest enrollment in the nation. The top five executives receive a total of $28 million in compensation. Beats teaching!

She begins:

“Instead of going to school every morning, what if school could come to you?” an ad asks enticingly, promising students “online personalized learning” tailored to their specific needs. It’s one of hundreds of active Facebook ads run by K12 Inc., the largest for-profit virtual charter school provider in the United States. As public schools rose to the challenge of educating students online during the pandemic, corporations like K12 Inc., whose stock price has been climbing since mid-March, were licking their chops at the prospect of moving kids online permanently. Though virtual charter schools perform dismally academically and are plagued by scandal, the goal is for them to replace traditional brick-and-mortar public schools in an effort to privatize education. While this would harm students, it would most egregiously damage Black and Latino children, who’ve already been disproportionately impacted by the coronavirus, due to structural inequities such as lack of access to computers and internet service, as well as inconsistent health care and crowded housing.

The article has many important links and I urge you to read it in full. The virtual charter industry has the full-throated support of Betsy DeVos, who lied about their results at her confirmation hearings in 2017, claiming they had 100% graduation rates, when their graduation rates are abysmal.

Federal officials, other than the president and vice-president, are prohibited from engaging in political activities. The Office of the Special Counsel is investigating Betsy DeVos, writes Politico, because she attacked Democratic candidate Joe Biden during a FOX News interview.

DeVos would become one of the most high-profile Trump officials known to have been investigated for violating the Hatch Act. Depending on what OSC finds, she would be the second member of the Trump Cabinet to be found to have violated the law. At least 12 Trump senior officials have violated the Hatch Act, according to the OSC, the independent agency that probes possible violations. In most cases, the office decided that the violation was minor enough to merit only a warning letter. Only one case, that of former senior counselor Kellyanne Conway, was sent to President Donald Trump for action, and he didn’t act on it.

Why do I imagine that Trump will overlook this breach of the law? The law is what he says it is, right?
