Rick Hess is a senior fellow at the American Enterprise Institute, a conservative think tank in D.C. that is underwritten in part by the billionaire DeVos family. I have always had very pleasant and rewarding exchanges with Rick, who is a very amiable guy. He often tries to stake out a middle ground on controversial issues, as he does here. He argues that he doesn’t know what Trump will do on education, if re-elected, and neither does anyone else. But he concludes that Trump is unikely to do anything radical in the way of defunding education programs or dismantling the Department. So, don’t believe what he says and disregard Project 2025.

Somehow I’m not assuaged.

Hess writes in Education Next:

This summer, musing on the Republican National Convention, I noted that the GOP has been fundamentally remade since 2016—a point deemed self-evident by right-leaning pundits (MAGA and Never-Trump alike) but that seems insufficiently appreciated by a whole lot of other observers.

This has yielded a lot of certainty in education circles as to what would happen under a Trump 2.0, much of which I find pretty dubious. I’ve done interviews with reporters who seem to take it as given that Trump would slash Title I, IDEA, and Pell Grants. One write-up after another has emphatically declared that the Heritage Foundation’s Project 2025 playbook is the blueprint for Trump 2.0. There’s a remarkable confidence that Trump’s administration would embrace budget-cutting, small-government, Mike Pence–Betsy DeVos conservatism, only far more aggressively than the last go-round.

Now, might they be right? Sure. But it’s not the way to bet. I want to take a moment to explain why.

For starters, keep in mind that Trump has never been a conservative in any traditional sense. He’s a showman, reality TV star, and longtime Democrat who stumbled into the presidency. In 2016, as the newbie in a party dominated by Tea Party and Reaganite conservatives, he was obligated to name Mike Pence VP and issue a list of Federalist Society–vetted Supreme Court nominees. Today, Trump is no longer so constrained: he is the Republican Party. Traditional conservatives—from Dick Cheney to Mitt Romney to Paul Ryan—have been purged. Trump’s VP pick is now J.D. Vance, a former Never-Trumper who subsequently bent the knee. Trump has thrown the pro-life wing of the GOP coalition under the bus, torn up a half-century of Republican foreign policy, and dumped those who advised him on judges last time.

The shift is only partly about Trump being unfettered. It’s also about the remaking of the Republican coalition. Republicans have bled socially moderate, fiscally conservative college grads while gaining working-class voters who kind of like New Deal/Great Society-type spending. Pence was a Reaganite, a small-government conservative who wanted to cut programs and reduce spending. Vance is a NatCon, an economic populist who greeted the news that Liz Cheney would be voting for Harris by denouncing the former member of the House Republican leadership as someone who gets “rich when America’s sons and daughters go off to die.” Where Reaganite conservatives talked about the need to reform Social Security and Medicare, Trump has promised he won’t touch them. This is decidedly not the Romney-Ryan Republican Party.

So, while it seems to elude much of the education commentariat, it should be regarded as an open question as to whether Trump 2.0 would actually commit to much budget-cutting or shrinking of the bureaucracy when it comes to education. Indeed, when asked about child care, Trump recently offered a word salad suggesting that his proposed tariffs would help fund a major expansion of federal programs. Last year, he pitched a federally-funded “American Academy,” which would open new vistas for Washington’s role in providing higher education. Trump has obviously promised aggressive action on key cultural hot points—from defunding anti-Semitic colleges to busting the higher-ed accreditation cartel—and such moves, while obviously right-leaning, imply a need for a robust federal presence.

As National Review’s Andy McCarthy observed in his debate postmortem last week, “Because he’s an opportunist with some conservative leanings, rather than a conservative in search of opportunities to advance the cause, Trump often can’t decide whether to deride Harris’s cynical policy shifts or try to get to her left.” Even in Trump’s first term, when he had an experienced team of small-government true believers, there was little cutting and a whole lot of deficit spending. Recall that it was Trump who supported the first big tranche of unconditional pandemic aid for schools, initiated the hugely expensive student loan pause, and spent his first term watching spending climb on programs he’d promised to cut.

Now, some readers may protest: “Yeah, but Trump told Elon Musk we should abolish the Department of Education, and Heritage’s Project 2025 calls for cutting education spending!” Fair points. Trump has made a slew of contradictory promises, and neither the GOP platform nor his track record offer much clarity as to what should be believed. After all, even as Trump was saying he’d like to abolish the Department, he was emphatically denouncing Project 2025 (written by first-term staff who may not be welcome back in a Trump 2.0) and insisting he hasn’t read it.


What’s the bottom line? The truth is that no one really knows how a Trump 2.0 would go. I’ll keep this simple: anyone who claims to know . . . doesn’t. It’s not clear who is advising Trump on education, who (other than his kids) would inhabit his inner circle, how much sway Vance will have, or who would make key calls on staffing. That said, it seems to me that there are three scenarios for a Trump 2.0 when it comes to education. Here they are, from least likely to most likely.

Trump Drains the Swamp. Trump governs as a Beltway-draining, government-cutting conservative, even after aggressively disavowing Heritage’s Project 2025, promising not to touch entitlements, and failing to downsize the federal education footprint in his first term. He goes after Title I, IDEA, and Pell, and he leans on Congress to dismantle the Department of Education. It’s doubtful he could convince centrist GOP senators like Susan Collins or Lisa Murkowski to go along with it, though, meaning Republicans would need a stunningly good election night in the Senate contests to put any of this in play.

Trump Seeks Retribution. Trump devotes his energy to waging his war of “retribution” on his “enemies”—going after the press, Democrats, and any RINOs who’ve earned his ire. His White House spends its time seeking to pull the U.S. out of our international commitments and launching a federally organized deportation effort as part of an aggressive immigration strategy. Amidst the maelstrom, education gets left to the White House’s domestic policy team and whoever winds up staffing the Department of Education—but little happens because of the energy consumed by the tumult and its aftermath.

Trump Puts Trump First. Trump approaches education through the same Trump-first lens as most issues. Because Trump likes things that are popular, he’ll slam colleges, gesture towards school choice, and bark at wokeness but won’t put any meaningful effort into cutting education spending or downsizing the Department. In fact, I wouldn’t be at all surprised if he emulates Biden-Harris by treating education as a pandering piñata. Rather than tough-minded budget cuts, I think he’s more likely to endorse universalizing free school lunch, tripling federal spending on IDEA (for “our very beautiful children with special needs”), or making college loans interest-free à la Sen. Rubio’s new bill.

Look, I’ll be the first to concede I could well be wrong. Trump’s an impulsive creature and, should he win, it’s a guessing game who’d wind up calling the shots on education in Trump 2.0. But if I had to bet, given what we know today, I strongly suspect the feverish talk of defunding and dismantling federal education will prove little more than a fever dream.

When Donald Trump appeared recently in Milwaukee, he described his plan for the future of the Department of Education. It’s not quite the same as the scenario in Project 2025, which envisions the total elimination of the U.S. Department of Education. Trump imagines it as a “department” with only two employees: A Cabinet Secretary and a secretary.

The severely shrunken Department would focus solely on the three Rs and would somehow mysteriously have the power and personnel to prevent public schools across the nation from teaching anything connected to “woke.” That is, anything related to race, gender, or social justice. How this fictional Department would impose bans on curriculum when federal law prohibits any federal interference in curriculum is not explained. Actually, it’s nonsense.

Ellie Quinlan Houghtaling writes in The New Republic about Trump’s vision for the federal role in education:

Donald Trump has fleshed out his Project 2025–inspired Department of Education plan, and it involves handing the reins and lofty responsibilities of public school administration over to a group of people with all the time in the world: parents.

“I figure we’ll have like one person plus a secretary,” the Republican presidential nominee told a crowd in Milwaukee Tuesday night. “You’ll have a secretary to a secretary. We’ll have one person plus a secretary, and all the person has to do is, ‘Are you teaching English? Are you teaching arithmetic? What are you doing? Reading, writing, and arithmetic. And are you not teaching woke?’

“Not teaching woke is a big factor,” Trump continued. “We’ll have a very small staff. We can occupy that staff right in this room, actually I think this room is too large. And all they’re going to do is they’re going to see that the basics are taken care of. You know, we don’t want someone to get crazy and start teaching a language that we don’t want them to teach.”

Not only do parents already have enough on their plates without trying to run the public school system, it’s likely that Trump has a specific group of parents in mind to direct education policy.

The goals he lays out are startlingly akin to the policy points of the far-right “parents’ rights” group Moms for Liberty, who hosted Trump as the keynote speaker at their annual conference in September. Moms for Liberty has recently ingratiated itself significantly into national politics and was listed as a member of Project 2025’s advisory board.

In the same speech, Trump also drew attention to the amount of real estate occupied in D.C. by Department of Education buildings, plotting that the dissolution of the federal agency would allow “somebody else to move in.”

“They’re run by the state, and run by the parents, because in Washington—you know half of the buildings, such a large number, every building you pass in Washington says Department of Education,” Trump said. “You’re gonna have a lot of vacant space. Now we can have maybe somebody else move in.” 

Trump’s proposal to dismantle the Department of Education wholesale is nearly identical to Project 2025, despite his campaign spending months trying to distance itself from the 920-page Christian nationalist manifesto.

Fact check: Trump exaggerated the size and physical space occupied by ED. The U.S. Department of Education is smaller than any other Cabinet department; it has 4,400 employees. It occupies a building at 400 Maryland Avenue, SW, Washington, DC. It rents space at 555 New Jersey Avenue, NW. it does not occupy all or most or many buildings in DC.

Project 2025 identifies itself as “The Presidential Transition Project,” further described as “an agenda prepared by and for conservatives who will be ready on Day One of the next Administration to save our country”:

The Heritage Foundation is once again facilitating this work, but as our dozens of partners and hundreds of authors will attest, this book is the work of the entire conservative movement.

The next conservative President will enter office on January 20, 2025, with a simple choice: greatness or failure.  It will be a daunting test, but no more so than every other generation of Americans has faced and passed. The Conservative Promise represents the best effort of the conservative movement in 2023—and the next conservative President’s last opportunity to save our republic.

Though the 900+-page document is clearly meant for “the next conservative President,” former president and 2024 Republican presidential candidate, Donald Trump, has publicly attempted to distance himself from the far-right, Heritage-Foundation-steeped governing plan.

In the opening pages of the document, numerous contributors include in their bio sketches connection to the Trump administration. So there’s that.

But one issue that has my attention is that the July 17, 2024, Intercept reports that “Conservative Groups Are Quietly Scurrying Away from Project 2025”:

THE MORE PEOPLE learn about it, the more unpopular and politically toxic Project 2025 has proven to be. This has led the Trump and Vance campaign to attempt to distance itself from the effort. Former Trump adviser Stephen Miller now says he had “zero involvement with Project 2025,” despite appearing in a promotional video. And just today, The Intercept discovered two more conservative groups that have quietly bowed out from the controversial 900-page manifesto — including a national anti-abortion organization.

Miller’s group, America First Legal Foundation, was one of the first organizations to jump ship from the Project 2025 advisory board. Last week, America First Legal asked to be removed from the Project 2025 advisory board webpage. The organization was part of Project 2025 since at least June 2022, when the Heritage Foundation first announced the advisory board’s formation.

America First Legal staff were deeply involved in writing and editing the Project 2025 playbook. Its vice president and general counsel, Gene Hamilton, drafted an entire chapter about the Justice Department, which proposes launching a “campaign” to criminalize mailing abortion pills. In a footnote, Hamilton thanked “the staff at America First Legal Foundation,” who he wrote deserved “special mention for their assistance while juggling other responsibilities.” …

America First Legal did not respond to questions about why it asked to be removed from the Project 2025 advisory board despite its prior participation.

As of Tuesday afternoon, Americans United for Life, an anti-abortion group, and the Mackinac Center for Public Policy, a Michigan think tank, were among the more than 100 groups listed on the Project 2025 website as part of its advisory board. By Wednesday, Americans United for Life and the Mackinac Center had vanished.

Both organizations were relatively recent additions to the Project 2025 coalition. The Heritage Foundation announced they had joined in February 2024, several months after the massive playbook was released.

Neither organization would elaborate as to why it had joined the Project 2025 board in the first place or why it was exiting it now.

The distancing of conservative groups from a plan that has clearly been brought into the public eye reminds me of the 2011 exposure of the American Legislative Exchange Council (ALEC) by the nonprofit watchdog, Common Cause, and subsequent corporate member exodus.

Seems like far-right conservatives have a history of not really wanting the public aware of those conservative plans and schemes.

It should come as no surprise that ALEC is a Project 2025 advisory board member:

Project 2025 is the conservative, American white Evangelical Christian plan for operating government. Below is a “note” from Heritage Foundation’s Project 2025 director, Paul Dans:

Let me offer some excerpts. Not many, for it does not take much reading to realize that the Project 2025 overarching goal is to force all of America into a white Evangelical Christian mold.

A smidge from Heritage Foundation president, Kevin Roberts’, foreword:

PROMISE #1: RESTORE THE FAMILY AS THE CENTERPIECE OF AMERICAN LIFE AND PROTECT OUR CHILDREN. The next conservative President must get to work pursuing the true priority of politics-the well-being of the American family. In many ways, the entire point of centralizing political power is to subvert the family. Its purpose is to replace people’s natural loves and loyalties with unnatu- ral ones. You see this in the popular left-wing aphorism, “Government is simply the name we give to the things we choose to do together.” But in real life, most of the things people “do together” have nothing to do with government. These are
the mediating institutions that serve as the building blocks of any healthy society. Marriage. Family. Work. Church. School. Volunteering. The name real people give to the things we do together is community, not government. Our lives are full of interwoven, overlapping communities, and our individual and collective happiness depends upon them. But the most important community in each of our lives-and
the life of the nation— is the family. Today, the American family is in crisis. Forty percent of all children are born to unmarried mothers, including more than 70 percent of black children. There is no government program that can replace the hole in a child’s soul cut out by the absence of a father. Fatherlessness is one of the principal sources of Ameri- can poverty, crime, mental illness, teen suicide, substance abuse, rejection of the church, and high school dropouts. So many of the problems government programs are designed to solve-but can’t-are ultimately problems created by the crisis of marriage and the family. The world has never seen a thriving, healthy, free, and
prosperous society where most children grow up without their married parents.
If current trends continue, we are heading toward social implosion. Furthermore, the next conservative President must understand that using gov- ernment alone to respond to symptoms of the family crisis is a dead end. Federal power must instead be wielded to reverse the crisis and rescue America’s kids from familial breakdown. The Conservative Promise includes dozens of specific policies
to accomplish this existential task. Some are obvious and long-standing goals like eliminating marriage penalties in federal welfare programs and the tax code and installing work requirements for food stamps. But we must go further. It’s time for policymakers to elevate family authority, formation, and cohesion as their top priority and even use government
power, including through the tax code, to restore the American family. Today the Left is threatening the tax-exempt status of churches and charities that reject woke progressivism. They will soon turn to Christian schools and clubs with the same totalitarian intent. The next conservative President must make the institutions of American civil society hard targets for woke culture warriors. This starts with deleting the terms sexual orientation and gender identity (“SOGI”), diversity, equity, and inclusion (“DEI”), gender, gender equality, gender equity, gender awareness, gender-sensi- tive, abortion, reproductive health, reproductive rights, and any other term used to deprive Americans of their First Amendment rights out of every federal rule, agency regulation, contract, grant, regulation, and piece of legislation that exists. Pornography, manifested today in the omnipresent propagation of transgender ideology and sexualization of children, for instance, is not a political Gordian knot inextricably binding up disparate claims about free speech, property rights, sexual liberation, and child welfare. It has no claim to First Amendment protection. Its purveyors are child predators and misogynistic exploiters of women. Their product is as addictive as any illicit drug and as psychologically destructive as any crime. Pornography should be outlawed. The people who produce and distribute it should be imprisoned. Educators and public librarians who purvey it should be classed as registered sex offenders. And telecommunications and technology firms that facilitate its spread should be shuttered. In our schools, the question of parental authority over their children’s education is a simple one: Schools serve parents, not the other way around. That is, of course, the best argument for universal school choice-a goal all conservatives and con- servative Presidents must pursue. But even before we achieve that long-term goal, parents’ rights as their children’s primary educators should be non-negotiable in American schools. States, cities and counties, school boards, union bosses, principals, and teachers who disagree should be immediately cut off from federal funds. The noxious tenets of “critical race theory” and “gender ideology” should be excised from curricula in every public school in the country. These theories poison our children, who are being taught on the one hand to affirm that the color of their skin fundamentally determines their identity and even their moral status while on the other they are taught to deny the very creatureliness that inheres in being human and consists in accepting the givenness of our nature as men or women.


Schneider continues:

Free the churches, imprison the librarians.

Roberts was in the news for stating that an “ongoing American Revolution” will “remain bloodless if the left allows it to be.” According to The Hill, that comment caused “blowback” for Roberts and the Heritage Foundation.

None of Jesus’ ministry involved any political agenda, much less the government-driven denigration of “other” or the imposing of His will on any human being.

Yet here we are.

John Merrow spent many years as PBS’s education reporter. Now retired, he continues to be a well-informed and well-respected observer of education issues.

Merrow writes:

If Kamala Harris wins the Presidency, public education isn’t likely to be shaken up as much as it needs to be. If Donald Trump is elected and has his way, public education will be turned upside down. But no matter who wins, American higher education is in big trouble….although, as you will see, every crisis is also an opportunity.

If Trump wins in November, the world of education faces rough seas.  His “Project 2025” pledges to abolish the federal Department of Education, without specifying what agencies would be responsible for what the Department now does, such as enforcing civil rights laws in education.  “Project 2025” pledges to abolish Head Start, the preschool program that now serves about 833,000 low income children, send Title One money directly to states (while phasing it out over a 10-year period), and turn over Pell Grant administration to the Treasury Department.   While many in education want the Pell Grant cap of $7,395 per year to be raised (given the cost of a college education), “Project 2025” does not address this.

President Biden has made forgiving student debt a goal, but most of his efforts have been stymied by the courts. “Project 2025” would end the practice completely.

Trump and his team promise to advance “education freedom” by vigorously promoting “school choice.”  In practice, this would provide parents with cash vouchers that can be spent at private and religious schools, as well as federal tax credits for money spent on private school tuition. In simplest terms, Trump and his team want as much of the money that now goes to public schools to go to parents instead, and they want it to be tax-deductible, as it now is in Arizona. 

“Project 2025” calls for restricting free breakfast and lunch to low income students. Doing that would probably bring back separate lines and separate entrances for those paying and those eating ‘for free.’  That practice led some poor kids to skip meals entirely, to avoid humiliation, which is why many school districts have opted to feed all kids. (There’s some evidence that feeding everyone is actually cheaper, because it eliminates the need for special passes, separate accounting, and so forth. Ask Tim Walz about it.)

A significant change that I experienced as a reporter was the treatment of children with handicapping conditions.  Prior to 1975, many of those children were institutionalized or kept at home. “The Education of All Handicapped Children Act” (PL 94-142) moved the revolution that had begun in Massachusetts and Minnesota to the national level. While it’s not perfect today, the federal government contributes more than $14 Billion to pay for services for those youngsters.  “Project 2025” would distribute the money to states directly with few if any strings attached and would ask Congress to rewrite the law so that some money could go directly to parents. That doesn’t seem to me to be a step in the right direction.

All of these provisos and directives seem likely to do major damage to public education, as well as to the life chances of low income students.

Charter schools, which are publicly funded but privately run schools, seem unlikely to fare well no matter who wins. They aren’t private enough for most Republicans, and they are too private for most Democrats.

What lies in store for education if Harris wins in November?  The Biden-Harris Administration promised far more than it delivered, particularly in higher education, and its Secretary of Education has been largely missing in action, as far as I could tell. The party’s platform calls for free pre-school, free public college for families earning under $125,000 per year, making college tuition tax-deductible, smaller classes, and more ‘character education,’ whatever that is.

My own wish list would be for an energetic Secretary of Education who would encourage and lead conversations about the purposes of education, and the roles that schools play.  Too often today public schools are merely rubber-stamping the status children arrive with; but schools are supposed to be ladders of opportunity, there to be climbed by anyone and everyone with ambition.

The federal government cannot change how schools operate, but its leadership could and should shine a bright light on what schools could be….and how they could get there.

If I am allowed one wish, it’s that President Harris and Vice President Walz propose National Service, a 2-year commitment for all, in return for two years of tuition/training.  It’s long past time to put the ‘me-me-me’ self-absorption of the Ronald Reagan era in our rear view mirror. Our young people need to be reminded that they live in a great country and ought to show our appreciation by serving it in some capacity.

Whoever wins, Harris or Trump, American higher education’s rough years will continue, because a growing number of young people are questioning the value of, and necessity for, a college education.  This is a genuine crisis, and American higher education is in the fight of its life: Last year nearly 100 colleges shut down, roughly two per week.  While we still have more than 4,000 higher education institutions, many of those may not make it to 2030.  The rising cost of college defies common sense, the rise of Artificial Intelligence threatens some professions that now require a college degree, and many young people seem inclined to opt out of the high-speed, high stakes chase for a credential.  How many of the 31,000,000 Americans between the ages of 18 and 24 will continue to enroll in college this year and next is an open question.  

Of course, colleges aren’t standing pat. For example,  Community Colleges are reaching down into high schools to keep their enrollment up; about one-fifth of all current Community College students are also enrolled in high school. Those institutions also enroll lots of older students–the average age of a Community College student is 28.

Four-year colleges and universities are fighting to enroll the 40,000,000 Americans who have some college credits but not enough for a degree.  They are also doing their best to attract on-line learners of all ages, and the most ambitious institutions are working hard to enroll (full paying) students from all over the world.  

If Trump wins, his immigration policies might shut the door on foreign students, a cash cow for a large number of institutions.  If Harris wins, federal aid probably won’t be slashed, but that won’t stop the questioning.

Questioning is long overdue. For too long elitists in the Democratic and Republican parties have looked down their noses at those not going to college, ignoring the wisdom of the great John Gardner:  “An excellent plumber is infinitely more admirable than an incompetent philosopher. The society which scorns excellence in plumbing because plumbing is a humble activity, and tolerates shoddiness in philosophy because it is an exalted activity, will have neither good plumbing nor good philosophy. Neither its pipes nor its theories will hold water.”

Every crisis is also an opportunity:Some of those shuttered college campuses might be repurposed for housing for senior citizens, or veterans.  Some of those facilities could become Head Start centers, hubs for small businesses, community hospitals, and so forth. I’d like to see a Harris-Walz Administration embrace the possiblities, with energy and imagination.

So please pay attention. Vote intelligently, and urge your friends and neighbors to vote.

Drew Goins, assistant editor of The Washington Post, summarized key points in Project 2025:

On Tuesday, President Biden tweeted three words: “Google Project 2025.” Google Trends saw search interest surpass even that of Taylor Swift this week.

Unfortunately for the Biden campaign, searching the term first yields the project’s own shiny homepage, complete with fireworks and flags and soaring language. So what is Project 2025 really?

In short, it’s a playbook for dramatically overhauling the federal government should Republicans win control. Technically, it comes from the Heritage Foundation and not the GOP presidential campaign, which allows Trump to claim he knows no more than the average confused Googler. “Don’t fall for it,” Catherine Rampell writes. Project 2025 and the MAGA machine are inextricable, with hundreds of Trump officials taking part in the planning.

The planning of what? Let’s take a look:

  • Project 2025 would steeply reduce Medicaid funding and remove medication abortion drugs from the market.
  • It would shutter LGBTQ+ health programs and have the government declare that heterosexual couples are the superior family structure. The term “sexual orientation” would be forbidden from federal legislation.
  • It would terminate the Deferred Action for Childhood Arrivals program that allows “dreamers” to stay in the United States and would lower legal immigration limits, as well.
  • It would bring the FBI under direct control of the president and eliminate the Education Department.
  • It would stop expansion of the electrical grid for wind and solar energy.
  • It would make pornography illegal and imprison people who make it.
  • It would officially recognize the Sabbath and infuse Judeo-Christian values throughout government.
  • And it lays out how the president could purge nonpartisan civil servants and install loyalists who would accomplish all of this.

But don’t worry: Heritage Foundation President Kevin Roberts has promised that this revolution will be “bloodless” if the left acquiesces.

It is no wonder, the Editorial Board writes, that Trump wants the official GOP platform “to be as anodyne and vague as possible.” It is anything but.

Catherine allows that Trump might not know some of the particulars of Project 2025 — “few would mistake the man for a policy wonk.” Even if so, that’s just as dangerous; Trump delegated major decisions to his underlings last time and would do so again.

Matthew Stone of Education Week described the plans for K-12 education in a second Trump term, as they appear in Project 2025, a document written by hundreds of former Trump officials. The 44-page education section emphasizes eliminating the U.S. Department of Education, distributing its functions to other agencies, converting categorical funds (like Title I for low-income children) into block grants, and rooting out “critical race theory” and any recognition of the existence of LGBT students. The document emphasizes the primacy of parental rights.

Trump has distanced himself from the document, because its recommendations are so radical, but it was prepared under the watchful eye of Kevin Roberts, president of the ultra-rightwing Heritage Foundation. Roberts is a close associate of Trump’s.

Stone wrote:

What would Donald Trump do in the realm of K-12 if voters return the former president to the White House?

He and his campaign haven’t outlined many specifics, but a recently published document that details conservative plans to completely remake the executive branch offers some possibilities. Among them: 

  • Title I, the $18 billion federal fund that supports low-income students, would disappear in a decade. 
  • Federal special education funds would flow to school districts as block grants with no strings attached, or even to savings accounts for parents to use on private school or other education expenses.
  • The U.S. Department of Education would be eliminated.
  • The federal government’s ability to enforce civil rights laws in schools would be scaled back.

The proposals are contained in a comprehensive policy agenda that’s part of a Heritage Foundation-led initiative called Project 2025: Presidential Transition Project, which includes nearly 900 pages of detailed plans for virtually every corner of the federal government and a database of potential staffers for a conservative administration. It will also feature a playbook for the first 180 days of a new term.

The agenda is designed to be ready for a conservative president to implement at the start of a new administration next year, depending on the outcome of November’s election.

Project 2025 involves former Trump administration officials and other allies of the former president, as well as dozens of aligned advocacy organizations. One of those is Moms for Liberty, the Florida-based group that rose to national prominence fighting school boards over COVID-19 safety protocols and has endorsed conservative school board candidates across the country in recent years.

On the campaign trail, Trump has said that parents should elect school principals, called for merit pay for teachers and the abolition of teacher tenure, promised to cut federal funding to schools pushing progressive social ideas, and pledged to establish universal school choice.

But because he’s released little in the way of detailed plans, Project 2025’s 44-page agenda for the U.S. Department of Education offers the clearest picture yet of the education priorities Trump could pursue in a second term, and how a second Trump administration could use the federal government to advance conservative policies like private school choice and parents’ rights that have taken root in many Republican-led states.

Trump is trying to distance himself from Project 2025 because it is so radical. But no one takes his protestations seriously.

The Network for Public Education was happy to see President Biden’s proposed education budget for the next year. In contrast to the Trump administration, which regularly tried to cut federal aid to education, especially to schools that enroll the neediest students, the Biden administration wants to strengthen the federal commitment to education.

The Network for Public Education (NPE) applauds President Biden’s Fiscal Year 2025 budget for the U.S. Department of Education.  At a time when all federal agencies are fiscally restrained, the budget adds welcome increases to programs that benefit American children.

According to NPE’s Executive Director Carol Burris, “This budget is the mirror opposite of budget proposals by the present House leadership that slash funding to children served by critical programs like Title I while proposing an increase to the already bloated Federal Charter School Programs.”

Highlights of the President’s Fiscal Year 2025 budget include:

  • An increase of $200 million for Title I, which provides supplemental financial assistance to schools with a high percentage of children from low-income families.
  • An increase of $200 million to IDEA to support the needs of students with disabilities.
  • An additional $50 million for grants to full-service Community Schools (FSCS).

Building on the recent State of the Union Address, the budget also includes more funding for high-quality learning time, such as high-dose tutoring, preschool grants, career and technical education, and mental health services in schools. It also includes additional funds for programs to increase the number of teachers at a time of unprecedented teacher shortages.

The Federal Charter School Program (CSP), which has seen a decrease in applications since 2016, was cut by $40 million. In its rationale, the Department notes that both State Entities and Charter Management Organizations did not deliver the number of schools promised in their applications.

The Network for Public Education fully supports the decreased funding for the CSP program, which has far outlived its usefulness. The growth in the demand for charter schools during the Bush and Obama years has ended. As the program rapidly expanded, so did the opportunity for grift and fraud. “The Department’s recent demand that the IDEA charter chain return $28 million is just the latest example of how the CSP has been abused,” said Burris. This is the first time an administration has recommended a decrease in the CSP since the program began.

We thank the President and Secretary Cardona for preparing a sound budget that puts students first in a time of fiscal restraint.

Two education-related grant programs operated by the U.S. Department of Education—both of which dole out millions in federal tax dollars for educating K-12 children every year—present two opposing truths about government spending on public education: that it can be wasteful and misguided, or innovative and informed.

The first program enjoys the significant backing of industry lobbyists and wealthy foundations, and allows private education operators—some that operate for-profit—to skim public money off the top. It also adds to racial segregation in public schools, and squanders millions of dollars on education providers that come and quickly go, or simply fail to provide any education services at all.

The second program helps schools expand learning time and opportunities for students, especially in high-poverty and rural communities; promote parent engagement; encourage collaboration with local businesses and nonprofits; and become hubs for child- and family-related services that contribute to students’ health and well-being.

These strikingly different outcomes result from two different intentions: the first program’s goal to promote a type of school that is vaguely defined versus the second’s goal to expand a way of doing school that is supported by research and anecdotal evidence.

The first grant program is the Charter Schools Program (CSP), which funds privately operated charter schools and their developers and advocacy organizations. The program, started during the Clinton Administration and greatly expanded during the Obama years, gives money directly to charter schools and to state education agencies and charter school-related organizations to distribute to new, existing, or proposed charters.

In October, the National Alliance for Public Charter Schools, the nation’s top lobbyist for the charter school industry, hailed the federal government’s release of $572 million in taxpayer dollars from the CSP, calling the money “the most essential funding to enable the existence of public charter schools.”

In New Mexico, local press outlets reported that a $52 million CSP grant went to a charter industry advocacy group called the Public Charter Schools of New Mexico, which in turn would award subgrants to individual charter schools. One reporter quoted the group’s leader who said, “There was a large application with several requirements in there. And we were scored based on, you know, how well we met the requirements and a peer review process.”

In Idaho, Idaho Ed News reported about the $24.8 million CSP grant going to Bluum, which the reporter called “a nonprofit charter support organization.” The grant is to be used “to grow and strengthen Idaho’s charter school network,” the article said.

Maryland’s top charter school industry booster, the Maryland Alliance of Public Charter Schools, celebrated its $28.7 million CSP saying it would provide “subgrants to open new charter schools and/or replicate and expand charter schools.”

Not all CSP grants went to advocacy groups. The largest—totaling $109,740,731—went to the Indiana Department of Education. According to Chalkbeat, one out of three charter schools in Indiana have closed since 2001.

A 2019 analysis conducted by the Network for Public Education, a pro-public schools advocacy group, found that over its lifespan CSP has wasted as much as $1 billion on charter schools that never opened or opened and quickly closed.

Another CSP grant of $37,579,122 went to the Minnesota Department of Education. In Minnesota, courts have grappled for years with the question of whether racial imbalances in public schools, caused to a great extent by the expansion of racially segregated charter schools, violate the constitutional right of students of color to receive an adequate education.

Other CSP grants went to credit enhancement for charter school facilities, essentially giving public money to real estate development firms and investment companies that finance and build new charter schools.

Dr. Peggy Carr is Commissioner of the National Center on Education Statistics, a prestigious, major federal agency. NCES preceded the U.S. Department of Education by more than a century, having been created by Congress in 1867 to report on the progress and condition of American education. NCES releases regular reports on education. It also oversees the National Assessment of Educational Progress (NAEP), the federal testing agency.

T. Keung Hui of the Charlotte Observer reported that Dr. Carr is ensnared in a state investigation of a charter school called Children’s Village Academy and its financial affairs. The school’s charter is up for renewal in 2024.

A North Carolina charter school is being accused of misspending thousands of taxpayer dollars, including funds spent on behalf of a high-ranking federal education official who is a leader at the school.

Staff from the state Department of Public Instruction this week presented reports alleging conflict of interest violations involving the spending of state and federal dollars at Children’s Village Academy in Kinston. Many of the questions revolved around money exchanged between the school and its board vice chair Peggy Carr, who is also commissioner of the National Center for Education Statistics.

Specific concerns include Carr getting $155,000 in interest payments on a $188,000 loan she gave the school 15 years ago. Other allegations include the school improperly using taxpayer dollars to reimburse Carr for furniture and utility bills for a home she owns and rents to the school in the summer….

In 2008, Carr gave the school a $188,000 loan that is still being repaid. DPI says there was inadequate documentation of the loan , resulting in misstatement of the school’s finances because it wasn’t listed as being a liability..

McFadden said that Carr has been paid back, with interest, $314,000. But by the time the loan is fully repaid, McFadden said the school will have paid an estimated $155,505 in interest — $109,268 more than it was originally projected to repay.

“DPI is concerned with the legality and validity of the loan payments to date since there is no documentation or evidence that substantiates the CVA Board agreed to or understood the total amount to be paid including interest based on the annual decisions being made,” according to a DPI report.

In addition, DPI has questions about the $894 a month it says Children’s Village is paying to reimburse Carr for small business loans for buildings the school uses…

DPI identified $5,003 in “unallowable costs,” from the summer program, including $4,438 for furnishings that Carr purchased and requested reimbursement for at a house she partially owns in Kinston.

The school leases the home for two months a year for the summer program, DPI says. Items purchased included dining room tables, dining room chairs and decorative items such as a wall mirror, “colorful cows” and pillows. Some of the items were purchased in Maryland, where Carr lives, and shipped to Kinston.

“Per contracts for the property where the furnishings are used, the property is only used for 2 months out of the year,” according to a DPI report. “The furnishings in question are also not a reasonable purchase as they are typically found in a household, they are not furnishings typically found in an academic setting.”

In addition, DPI says the school paid the entire utility bill for the house for two summer months even though part of the property was used by an independent contractor who is related to Carr. That person is the school’s operations manager. A U-Haul business is also in that building.

Even after the summer program ended, DPI says the school paid the utility bills for the home. Altogether, DPI found $3,238 in unallowable utility costs that must be repaid….

DPI outlined a list of other questioned costs, including:

▪ A custodian was paid $17,000 in federal summer program grant month for July through September.

▪ A different custodian/bus driver who is married to the K-5 principal was paid $15,000 in federal grant dollars in July and August. The K-5 principal is also Carr’s sister.

▪ DPI found $8,877 in unallowable costs related to personal expenditures such as a tire replacement for the finance officer’s car, holiday gifts to employees, $500 gift cards to four employees and costs related to a daycare center operating on the campus. McFadden said the daycare owner is related to Carr.

What an embarrassment for the U.S. Department of Education!

Carol Burris writes on Valerie Strauss’s Washington Post blog, “The Answer Sheet,” that Secretary Miguel Cardona just awarded one of its largest grants ever to expand a Hillsdale College charter school in Ohio. Hillsdale is closely tied to the conservative Christian movement and to Republican leaders such as Donald Trump, Governor Ron DeSantis of Florida, and Governor Bill Lee of Tennessee.

Hillsdale’s history program is called “the 1776 curriculum,” intended to refute the ideas of journalist Nicole Hannah-Jones’ controversial “1619 Project.” Hannah-Jones argued that American history began with the arrival of African slaves in 1619. To counter her narrative, the Trump administration in its waning days created “the 1776 Commission” to produce a quick version of a patriotic history. On President Biden’s first day in office, he abolished the 1776 Commission. Hillsdale College, however, continued the work of writing a full U.S. history curriculum based on the work of the 1776 Commission and made it available to schools that wanted history as it used to be taught: with great men, high ideals, and unblemished patriotism.

Hillsdale is now associated with a chain of charter schools that have adopted its Christian worldview and the 1776 curriculum. As Burris, executive director of the Network for Public Education explains, a Hillsdale charter just won nearly $2 million from the federal Charter Schools Program. CSP is administered by the U.S. Department of Education. The charter made claims about its location and its demographics that are “misleading.”

Trying to think of an analogy to Secretary of Education Miguel Cardona giving a large grant to a Hillsdale charter school: imagine Secretary of Education Betsy DeVos giving $2 million to a charter school for transgender children. Neither seems likely. But one scenario happened.

A recent federal audit had a bit of bad news for the U.S. Education Department’s Charter Schools Program (CSP), which has provided more than $2.5 billion in grants to help open or expand charter schools. The audit by the department’s Office of Inspector General found that the CSP office may not have had “reliable information needed to make informed decisions” about continuing funding for charter schools with program grants.

There was more in the audit, which you can read about here, but this post looks at a different problem facing the CSP: schools with highly problematic applications that win millions of dollars of federal money anyway.

Charter schools are publicly funded but privately operated, some of them as for-profit entities, and they educate about 7 percent of U.S. schoolchildren. The 30-year-old charter sector has been riddled with financial and other scandals over the years, although supporters say that the problems these schools face are expected growing pains and that they offer families an important option to schools in publicly funded districts. Critics say that they are part of the movement to privatize public education and that some states have lax charter school laws that do not properly regulate them.

This post was written by Carol Burris, an award-winning former New York high school principal and now executive director of the advocacy group called Network for Public Education, which is an alliance of organizations that advocates for the improvement of public education and seeks legislative reform of charter schools. Burris has written previously on the charter school program for Answer Sheet (for example, here and here). She has chronicled how the program spent hundreds of millions of dollars on charter schools that never opened or closed not long after opening.

Burris writes about the funding application of a charter school in Ohio, the Cincinnati Classical Academy, and says that her organization, along with a group of Ohio legislators and other organizations, have asked Education Secretary Miguel Cardona to rescind the school’s nearly $2 million CSP grant. I asked the school to comment and will add its response if I get one. I asked the Education Department about the letter, and a spokesman said this in an email:

“The U.S. Department of Education (Department) is committed to supporting state and local efforts to increase school diversity and reduce racial and socio-economic isolation in schools, including through the Charter School Program (CSP). There are multiple safeguards in place to ensure the integrity of CSP applications and funded grants. For example, all CSP applicants must provide attestations confirming the accuracy of information submitted in their application. False, fictitious, or fraudulent statements or claims may subject applicants to criminal, civil, or administrative penalties. Such safeguards are in place to help ensure charter schools serve communities well.”

An invitation to fiction writing. That is how Mike Winerip described the federal Charter School Program (CSP) grant process in a 2012 New York Times story, a characterization based on his investigation of a New Jersey charter school, which, despite three failed attempts to open and an application full of “misrepresentations,” had secured a CSP grant.

This issues didn’t go away. The All Football Club of Lancaster, Pa., an unauthorized charter school with no community support, submitted an often-incoherent application and yet won $1.2 million in 2020. A school run by a for-profit operator immersed in self-dealings and a segregation academy turned charter school cashed in on a North Carolina grant.

But the prize for the most inventive story to secure a CSP grant may belong to the Cincinnati Classical Academy (CCA), a Hillsdale College member school, for securing a nearly $2 million grant. CCA, which prides itself on teaching virtue, asked for the grant on the basis of its claim that it was closing the achievement gap and serving disadvantaged students, never reporting that only 16 percent of its students are economically disadvantaged and that 2 percent are Black — a starkly different student body from the overwhelmingly disadvantaged and majority-Black Cincinnati Public School students, who, CCA says, it wants to save from poverty.

Cincinnati Classical Academy


Cincinnati Classical Academy is located on a cul-de-sac in a leafy residential suburb of Cincinnati called Reading. The school’s website features a motto and a coat of arms, and plays a video showing the school building with a cross atop a tower at the entrance as well as a large American flag. It currently runs from kindergarten through seventh grade but says it plans to add a grade each year until it becomes a full K-12 school.

It takes considerable digging on its website to realize that CCA is a charter school, not a tuition-free Christian private academy. Its headmaster’s message speaks of morals, virtue and “old-fashioned” methods. Pictures of the gymnasium show a large crucifix on the wall next to an American flag. In a photograph of a school hallway lined with posters depicting the school’s virtues, Mary and the infant Jesus from Botticelli’s “Madonna of the Magnificat” illustrates the virtue of humility. To illustrate gratitude, CCA shows a family praying before a meal.

Nearly all of the uniformed children featured on the website are White. There is no mention of a provision for free lunch on the school’s webpage, which features catered lunches students can purchase in full or a la carte.

Although CCA is only in its second year, it has the status of being a member school of Hillsdale College’s K-12 initiative, which entitles it to free curriculum, training and consultation from the small, nondenominational, conservative Christian college in Michigan. Hillsdale President Larry Arnn is an ally of former president Donald Trump as well as of Trump’s former education secretary, Betsy DeVos, and “distinguished fellow” Christopher Rufo, an activist who has fueled the culture wars.

Hillsdale provides support for CCA through its Barney Charter School Initiative, which began in 2010 with a half-million-dollar contribution from the Barney Family Foundation and which has opened a few dozen charter schools across the country. Hillsdale College’s mission is to maintain “by precept and example the immemorial teachings and practices of the Christian faith,” while the mission of its K-12 charter schools includes a call for “moral virtue.” A Hillsdale K-12 civics and U.S. history curriculum released in 2021 praises conservative values, criticizes liberal ones and distorts civil rights history.

According to its 990 tax forms, the Barney Family Foundation gives to health and child-centered charities along with Americans for Prosperity, the Cato Institute, the Hoover Institution, the Heartland Institute, the State Policy Network, the Friedman Foundation for Educational Choice, the Heritage Foundation, and other right-wing foundations and think tanks.

Stephen Barney, a trustee emeritus on the Hillsdale College Board, has been one of its most generous donors. Between 2010 and 2019, the Network for Public Education identified more than $4 million earmarked for Hillsdale from Barney’s foundation, excluding unlisted donations in 2011 and or donations before or after those years.

Despite Hillsdale College’s frequent boasts of rejecting federal money (and the federal regulations that come with it, including Title IV provisions), the college’s affiliated charter schools eagerly dip into the federal Charter School Program through state entitlement grants. To date, the Network for Public Education has identified more than $16.75 million given to Hillsdale charters for school start-ups or expansions.
The grant to CCA is the first given directly by the federal department to a Hillsdale-connected charter school.

The questionable narrative

Applicants for Charter Schools Program Developer Grants fill out extensive applications in making the case for why their schools deserve the funds. According to the Federal Register, which calls for applications, the first purpose of the CSP is to “expand opportunities for all students, particularly for children with disabilities, English learners, and other traditionally underserved students, to attend charter schools.”

However, CCA caters to the well-served in disproportionately high numbers. State records show that it had no English language learners in 2022-2023 when it applied. Students with disabilities were enrolled at less than half the rate of the Cincinnati Public Schools. More than 80 percent of the students in Cincinnati Public Schools were economically disadvantaged compared to fewer than 17 percent at CCA. Other charter schools in Hamilton County had no problem attracting economically disadvantaged students; their average rate topped 85 percent.

The only category in which CCA exceeds a demographic of Cincinnati Public Schools is White students. More than 82 percent of CCA students are White, compared to 20 percent in the public school district.

So what can a school like this do to get a grant intended for schools that serve underserved kids? It didn’t reveal itself.

CCA cited Cincinnati Public Schools demographics to make its case in its application even though it is located in the Reading Community City School District, which is whiter, wealthier and has better ratings. Then it provided another handful of schools within five miles for comparison, none of which are in Cincinnati Public Schools. The school also talked in its application about closing the achievement gap and serving diverse, underserved students even though its unrevealed Black student population (2.4 percent) is so tiny the state does not even give it a gap-closing measure.

But where the school best revealed itself is in its list of goals and objectives. Not only did it fail to share its lack of diversity, it included no goals or objectives to address it. The application does not discuss the need to increase the number of English language learners, homeless children, students with disabilities, or students who get free or reduced-price lunches to level the enormous gap between the school’s proportions and the greater Cincinnati area.

If achieved, the goals in the application prepared by Kentucky’s Adkins and Company and signed off by the president of the school’s governing board will not disrupt the status quo. CCA will be able to meet them and keep the federal dollars flowing for four years while maintaining the reality projected on its website — that it is a magnet for White, Christian conservative families to escape the area’s diverse schools.

The CSP review process

If you have ever applied for a mortgage, you remember the extraordinarily detailed evidence you must provide to support every claim. That is not the case when “free government money” for charter schools is at stake.

The curious lack of a demographic profile of the school’s students was never a concern for the reviewers. CCA received the highest score of all applicants — 101. One of the three reviewers gave the school a perfect score. You can find the application and the reviewers’ scoring here.
Reviewers, who are solicited from the charter school world, were satisfied that “comprehensive data is provided, revealing the underperformance of Cincinnati public schools and underscoring the necessity for a high-quality alternative that offers families a viable choice,” even though the school is not a part of Cincinnati Public Schools.

The reviewers bought the same old narrative — a high-poverty district is bad, so bring in a charter school. They parroted back what the applicant said and praised Hillsdale College’s Barney Charter School Program.

Inexplicably, given the CSP’s checkered history, the Education Department increased the maximum amount of Developer Grants per charter school from $1.5 million to $2 million this year, and CCA got nearly every penny of the limit: a grant for $1,991,846. Grants are usually for five years, but CCA had been open for a year when it applied, so it got a four-year grant. The average amount per year is $300,000 but the Education Department gave CCA nearly half a million dollars a year — on the basis of claims that even cursory checks on state data or a visit to the school’s website would show to be untrue.

Back in Ohio, public education advocacy groups are outraged but not surprised. Bill Phillis, the executive director of the Ohio Coalition for Equity and Adequacy of School Funding, told me that the charter industry in his state “has been rife with financial and academic fraud and corruption.” He also said the CCA’s application for a development grant, with its “deception and disingenuous information,” is “typical of the charter industry in Ohio.”

The Network for Public Education sent a letter to U.S. Education Secretary Miguel Cardona protesting the grant and asking that it be rescinded. It was signed by Phillis’s coalition, along with U.S. Rep. Greg Landsman (D-Ohio), five state legislators who represent the area, the Ohio PTA, both state teachers unions, the Cincinnati NAACP, and more than a dozen public education, civil rights, local teacher associations and advocacy groups.

Other 2023 CSP awardees are being challenged. The St. Louis Board of Education has passed a resolution protesting the more than $35 million CSP grant received by the billionaire-funded Opportunity Trust to open more charter schools in Missouri — nearly all of which will, because of state law, be located in St. Louis or Kansas City. According to the St. Louis Post-Dispatch:

“The group misrepresented its relationship with SLPS in its application to the U.S. Department of Education, the resolution states. The school board “does not have a working relationship with the Opportunity Trust, does not collaborate with the Opportunity Trust and has opposed efforts by the Opportunity Trust to enact legislation to divert district funds to charter schools,” it [the resolution] reads.”

CSP grant applications that have been misleading and deceptive have still been rewarded with millions of taxpayer dollars from CSP. Whether the source of the problem is the department’s process, a less-than-rigorous application, the reviewer selection process or faulty regulations, awards that are based on disingenuous claims and deceit do not serve children or taxpayers well.
