There is this motley group of people and organizations in the U.S. who call themselves “reformers.” Few of them are educators. Most are corporate leaders, pundits, think tank thinkers, or rightwing politicos.

They say they want to “fix” education but their main goals seem to be to belittle the people who actually work in schools and to close down public schools in high-poverty districts.

These self-named reformers (did GOP wordsmith Frank Luntz write their playbook?) have been in charge of federal policy since the passage of No Child Left Behind. President Barack Obama built his Race to the Top program right on top of the NCLB approach.

And what’s the result?

The MetLife Survey of the American Teacher 2013 says the troops are stressed out, demoralized, and doing their best to survive. What kind of general would go into a crucial battle with his heavy artillery pointed at his own troops?

Actually, the survey includes both teachers and principals. Both are beaten down by the Bush-Obama reforms. It seems that the non-educators and entrepreneurs decided that to impose their ideas without bothering the people who do the daily work.

Three-quarters of principals say their job has become far too complex. Half of them feel stressed out lost daily. Their job satisfaction has declined, and about one-third of them are thinking of quitting.

Despite the constant reformer sniping and whining about “bad” teachers, 98% of principals–the ones with boots on the ground–have a positive view of their teachers.

But we have all seen those Hollywood movies that tell us teachers suck, and teachers have seen them too.

The reformers’ nasty portrayal of our nation’s teachers has had the following result:

“Teacher satisfaction has declined to its lowest point in 25 years and has dropped five percentage points in the past year alone, from 44% to 39% very satisfied. This marks a continuation of a substantial decline noted in the 2011 MetLife Survey of the American Teacher; teacher satisfaction has now dropped 23 percentage points since 2008.”

Principals and teachers think they can implement the Common Core standards but only one out of five educators (or fewer) feel “very confident that the new standards will raise achievement or better prepare their students for college and careers.

Among high school principals and teachers, only 11-15% of principals and teachers are very confident that the Common Core will help their students.

Bottom line: a workforce in the schools that is increasingly demoralized, stressed out because of the demands imposed on them by politicians, and worried that they and their students are being set up to fail by clueless reformers.

When will the CEOs of the “reform” movement be held accountable for the harm they are inflicting on students, teachers, and principals?

Improving Dentistry (An Metaphor on Teacher Evaluations)

My dentist is great! He sends me reminders so I don’t forget checkups. He uses the latest techniques based on research. He never hurts me, and I have all my teeth, so when I ran into him the other day, I was eager to see if he’d heard about the new state program for measuring the effectiveness of dentists. I knew he’d think it was great.
“Did you hear about the new state program to measure the effectiveness of dentists with their young patients?” I said.
“No,” he said. He didn’t seem too thrilled. “How will they do that?”
“It’s quite simple,” I said. “They will just count the number of cavities each patient has at age 10,14, and 18 and average that to determine a dentist’s rating. Dentists will be rated as Excellent, Good, Average, Below Average, and Unsatisfactory. That way parents will know which are the best dentists. It will also encourage the less effective dentists to get better,” I said. “Poor dentists who don’t improve could lose their licenses to practice.”
“That’s terrible!” he said.
“What? That’s not a good attitude,” I said. “Don’t you think we should try to improve children’s dental health in this state?”
“Sure I do,” he said, “but that’s not a fair way to determine who is practicing good dentistry.”
“Why not?” I said. “It makes perfect sense to me.”
“Well, it’s so obvious,” he said. “Don’t you see that dentists don’t all work with the same clientele; so much depends on things we can’t control? For example,” he said, “I work in a rural area with a high percentage of patients from deprived homes, while some of my colleagues work in upper-middle-class neighborhoods. Many of the parents I work with don’t bring their children to see me until there is some kind of problem and I don’t get to do much preventative work. “Also,” he said, “many of the parents I serve let their kids eat way too much candy from a young age, unlike more educated parents who understand the relationship between sugar and decay. “
“To top it all off,” he added, “so many of my clients have well water which is untreated and has no fluoride in it. Do you have any idea how much difference early use of fluoride can make?”
“It sounds like you’re making excuses,” I said. I couldn’t believe my dentist would be so defensive. He does a great job.
“I am not!” he said. “My best patients are as good as anyone’s, my work is as good as anyone’s, but my average cavity count is going to be higher than a lot of other dentists because I chose to work where I am needed most.”
“Don’t get touchy,” I said.
“Touchy?” he said. His face had turned red, and from the way he was clenching and unclenching his jaws, I was afraid he was going to damage his teeth.
“Try furious. In a system like this, I will end up being rated average, below average or worse. My more educated patients who see these ratings may believe this so-called rating actually is a measure of my ability and proficiency as a dentist. They may leave me, and I’ll be left with only the neediest patients, and my cavity average score will get even worse. On top of that, how will I attract good dental hygienists and other excellent dentists to my practice if it is labeled below average?”
“I think you’re overreacting,” I said. “Complaining, excuse making, and stonewalling won’t improve dental health. I am quoting that from a leading member of the DOC,” I noted.
“What’s the DOC?” he said.
“It’s the Dental Oversight Committee,” I said, ” a group made up of mostly lay persons to make sure dentistry in this state gets improved.”
“Spare me,” he said. “I can’t believe this. Reasonable people won’t buy it,” he said hopefully.
The program sounded reasonable to me, so I asked, “How else would you measure good dentistry?”
“Come watch me work,” he said. “Observe my processes.”

One of the great myths of the current corporate reform movement is that they want to elevate the teaching profession. They want to change it so that future teachers are drawn from the top third of their college graduating class. They advocate merit pay tied to test scores to create high-paying positions (always a small minority of all teachers). They push to fire teachers whose students get low scores or see small changes in their scores (even though researchers find that such teachers usually are teaching students with disabilities, or ELLs, or gifted students). They insist on eliminating all job protections for teachers, presumably to make it easier to fire those they consider laggards (and at the same time, removing any academic freedom from teachers). They demand longer working days and longer school years. Will their ideas make teaching more or less attractive to those they expect to attract into teaching? It seems impossible to imagine that they can elevate the teaching profession by their methods, their rhetoric, and their indifference to teachers’ voices.

What the Public Needs to Know about Teaching

As a first-time commenter, I need to preface with how grateful I feel for Diane’s tireless advocacy (and blogging) and the spirited debate it inspires.

Now, what I think the public needs to know about teaching. I began my first full-time teaching job this fall. I soon realized that teachers work harder than anyone outside the profession, or without direct ties to someone in the profession, can appreciate. The majority of the teacher’s workday occurs before or after the students arrive in the classroom. For the first two months, I spent nearly every waking hour rearranging my classroom to be at least somewhat kid-friendly. Now, I plan constantly, muddling through and adapting cumbersome and, frankly, developmentally inappropriate canned curriculum. In addition to that, I try to keep parents in the loop, calling and writing notes and newsletters. Most days, I rack up between twelve and thirteen hours. I also work Sunday afternoons, planning for the week to come.

And let me be clear: I am not a great teacher. I am not remotely adequate. This is my first year, my first classroom, and I struggle almost daily. Furthermore, I receive very little support. The people tasked with providing support to teachers and students in the district constantly fall through on promises. I initially became frustrated with them before realizing that they faced the same professional challenges I do: everyone in the district is spread thin and overwhelmed.

To make a bad situation worse, the national dialogue dominated by the so-called “reformers” seems determined to remove the only mechanisms of support available while blaming me for not working hard enough. Let me tell you, me working hard enough is not the problem. Nor are my credentials. I went to a fancy school with name recognition that makes people do a double take after I tell them I teach kindergarten. But here is the truth. The students in my class do not care what school I went to. They need more, and I need more. We both need more support staff, smaller class sizes, developmentally appropriate curriculum, organized outreach to families, learning materials, playtime, recess longer than 10 minutes, snacks subsidized by someone other than the teacher, while I’m at it, let’s add preschool to my wish list…

…not to mention a well-rested teacher. I cannot wait for the day when someone with influence realizes that what is good for teachers is ALSO good for students and vice versa.

Teachers are not martyrs. The profession should not be one of continual sacrifice and exhaustion. I hope conditions improve, for our students’ sake.

This editorial in the Battle Creek Enquirer is exactly right. High-stakes testing is ruining education.

Testing kids more and blaming their teachers doesn’t improve education.

The editorial rightly points out that Michelle Rhee–the advocate for high-stakes testing and every punitive measure she can dream up–is no model for Michigan.

Her teacher evaluation system in DC has produced no dramatic improvement.

Nor will she ever admit that the DC schools still have the largest achievements gaps in the nation.

When I see an editorial like this, I am reminded that the American people have not lost their minds.

But our policymakers in states like Michigan, Ohio, Indiana, Florida, New York, Pennsylvania, Maine, and a few other states most certainly have.

Mercedes is a teacher in Louisiana who holds a Ph.D. in statistics and research methods. As a teacher, she wanted to know about the organization that is now evaluating teacher preparation programs around the nation.

Tim Slekar is a tireless advocate for public education and teachers.

He was upset that Michelle Rhee got a chance to sell her book on the Jon Stewart show, because Jon is one of the best friends of public schools and teachers on national television.

Tim knew that Rhee would use the opportunity to say how much she loves teachers, and that she loves them so much, that she wants to fire more of them.

He was even more upset that she went unchallenged when she repeated her usual claim that teachers are the most important factor in schools that affect test scores.

This is progress, in that she used to say that teachers were the most important factor inside or outside the school.

Tim quite rightly points out that the research says that non-school factors like home and family income have a far greater impact on student test scores than teachers.

This is not to take away from teachers, but to acknowledge that there are problems that even the best teachers can’t overcome.

As Anthony Cody recently noted in one of his columns, many of the students in his Oakland classes suffered PTSD (post traumatic stress disorder) because they had witnessed a murder or suffered other horrible experiences. Very few teachers can induce a student to get a high test score when she saw someone murder her brother, sister, or parent the day before.

To understand the tentacles of corporate reform, you must read this post

Here Mercedes Schneider continues her review of the board of the National Council on Teacher Quality. As her research deepens, she uncovers the links among the big-money investors and their plans to privatize education, turn teachers and children into assets, and monetize public education.

On Wednesday, a large group of high school students staged a zombie protest in front of he Rhode Island Department of Education. They said that the state’s high-stakes testing would turn them into the undead.

New York has zombies too. They are running the State Education Department and they fervently believe that testing is the very essence of education. They think that testing will help poor kids. The zombies think that testing will close the achievement gap. No one ever explained to them that standardized tests are based on a bell curve and the achievement gap is designed into the curve: IT NEVER CLOSES.

There are some brave humans on the New York Board of Regents who are among the living. They are Dr. Kathleen Cashin, an experienced educator who represents Brooklyn; Dr. Betty Rosa, an experienced educator who represents the Bronx; Roger Tilles, a lawyer and businessman who represents Long Island; and Harry Phillips, a business executive who represents The suburban counties north of New York City.

Phillips belatedly realized that New York State made a terrible mistake in accepting Race to the Top funding and accepting its mandate to tie teacher evaluation to test scores. It’s hard to admit that you made an error. He had the courage and wisdom to do so.

Now that there is a solid bloc of four Regents who understand the damage that Race to the Top is inflicting on the schools of the state, perhaps other Regents will shed their zombie status and return to the land of the living, where people and children matter more than data and formulae.

Crain’s New York is running an opinion poll, asking which of Bloomberg’s policies the next mayor should get rid of. Bloomberg has promoted high-stakes testing, charter schools, school closings, co-locations of charters, and evaluation of teachers by test scores. Class sizes are at their highest in fourteen years.
