Mike Miles, the Superintendent imposed on the Houston public schools by a state takeover, set up a chain of charter schools in Colorado. His charters are running a big deficit. They are also getting poor academic results. One of them closed.

Investigative reporter Brett Shipp learned that millions of dollars are being transferred from Miles’s Texas charters to his Colorado charters, to pay down their debt.

When he asked the charter leaders about this transfer, he was told that all the charters are in the same chain, so no problem.

But Texas parents complain that their schools are underfunded. When Shipp interviewed them, they were shocked to hear that their tax dollars were being sent to underwrite the deficit of charters in Colorado.

Houston ISD alerted dozens of teachers and principals of both performance-based job cuts and budget-forced reductions this week, prompting parents across the state’s largest school system to plan another round of protests as the tumultuous school year under state takeover nears an end. 

Among the dozens of teachers and principals asked to leave: both the HISD Elementary and Middle School Principals of the Year in HISD in 2023. 

Neff Elementary Principal Amanda Wingard confirmed in a Facebook post Thursday that the school district asked her to resign.

“I have loved Neff and the Sharpstown community for the last 35 years,” wrote Wingard, who was honored at a banquet a year ago for her leadership.

Alongside her is 2022-23 Middle School Principal of the Year, Auden Sarabia, who told his staff at Meyerland Performing and Visual Arts this week that he was asked to resign or go before the Board of Managers, a teacher and parents confirmed. Saraba has worked for HISD for 18 years.

Crockett Elementary Principal Alexis Clark is also not returning to her visual and performing arts magnet campus near the Heights.

“I’m heartbroken. We’re all heartbroken. I’ve done my best to protect my kids — they’re young — from what’s happening,” said Liz Silva, PTO fundraising chair and incoming president. “Can’t really avoid the topic anymore with them…” 

The Houston Chronicle is working to confirm other principal departures, and, in some cases it is unclear whether principals are resigning or being forced out. Even before this latest round of cuts, HISD’s principal turnover had been high under Miles.

The school district’s Board of Managers unanimously permitted job cuts Thursday night prior to the 2024-2025 school year. Positions subject to cuts include nurses; librarians; counselors; assistant principals; principals; reading, math and science teachers; and special education coordinators. It’s unclear at this time how many termination notices have been handed out and how many positions total will be cut.

Governor Abbott’s plans to wreck the district and destroy the morale of educators and parents are on track. Remember that the state took over the district because one school was not improving, although it did improve in the year before the takeover.

The takeover is a politically motivated sham.

Mike Miles, the state-appointed superintendent of the Houston Independent School District, announced that big layoffs are on the horizon. Miles, a military veteran and a graduate of the Broad Academy, came to Houston to disrupt the district on behalf of Governor Greg Abbott. He’s doing it. He did it previously in Dallas, where his controlling policies drove out record numbers of teachers.

Concurrently, 3,000 members of the Houston Federation of Teachers, which represents slightly more than half of Houston’s 11,655 teachers, overwhelmingly endorsed a resolution of “no confidence” in Miles and called for his ouster. Zeph Capo, a union leader, said that Miles “has steadfastly refused to listen to educators, parents and students about what they need, and has likewise refused to accept criticism with anything other than absolute disdain from people he says that he should be serving,”

An undisclosed number of Houston ISD teachers and principals received notices this week that they will be out of a job, state-appointed Superintendent Mike Miles said Thursday.

Miles said principals have begun making decisions about which teachers to hire back based on certain data points, such as spot observations, performance on the Texas Teacher Evaluation and Support System professionalism domain and performance on the Measures of Academic Progress Growth assessment and other student achievement data.

“We are using data maybe for the first time,” Miles said during a media conference. “At this time of year, when principals assess whether or not a teacher will return, they’re looking not just at the anecdotal information, but they’re also looking at data of all sorts to assess. So that’s what principals have been doing. They’ve been looking at data.”

Miles said he did not know the specific number of teachers or principals who would not be keeping their jobs, but the district would have that information in a few weeks. Multiple teachers reported receiving notices this week to attend a Zoom call to discuss their “future employment for the district” Friday, although the exact nature of the call was not made clear.

Miles said although several teachers will not have their contracts renewed, the district was not cutting the number of teacher positions. He said the district has been hiring people to replace the teachers who would not be renewed, and HISD students would still have an effective teacher and approximately the same class size ratios during the upcoming academic year. 

“Last Saturday, at the job fair, we had about 1,500 to 2,000 teachers apply for about 800 positions. Several hundred where offers were made,” Miles said. “I don’t know the exact number, but it’s … maybe 500 positions in the NES schools out of 5,000 that still are vacant, and those will be filled by the end of May.”

Miles said executive directors and division superintendents were also reviewing instructional, achievement and leadership data for principals and making decisions this week “based on several things” about who would be keeping their positions next year. 

Along with nonrenewals of teachers and principals, Miles said Thursday that almost every department, including custodians and maintenance workers, have to cut positions, although he said he didn’t know the exact number of employees who had learned they were being cut in recent weeks.

“The budget and financial situation has been complicated this year, because of the end of our COVID relief aid, or ESSER, dollars,” Miles said. “So as a result of ESSER dollars, the district had placed a lot of money into recurrent expenses, and that meant we have not only to balance the budget, but we have to find a way to pay for the positions that were funded by ESSER.”

The notices come as the district’s Board of Managers are set to consider approving agenda items during their monthly meeting Thursday allowing the district to make a “reduction in force” before the 2024-25 academic year. The notices, if approved, would allow the district to cut several listed positions or employment areas, but would not require them to do so.

The list of positions facing cuts exceeds 20 pages and includes the vast majority of current campus-level jobs in the district, such as nurses; librarians; counselors; assistant principal; principals; reading, math and science teachers; fine arts and other elective instructors; speech therapists; magnet coordinators; and special education coordinators. 

The planned reduction in force comes as Miles estimates that the district will face an estimated $450 million budget gap during the upcoming school year. Miles has said that widespread cuts are necessary to keep the district from hitting a fiscal cliff amid the expiration of federal COVID-19 relief money and declining student enrollment.

The Texas Education Agency, under Republican control, took over the entire Houston Independent School district last year because one high school—with disproportionate numbers of at-risk students—had low test scores for several years in a row. Even though that school, Wheatley High School, was showing marked signs of progress, State Commissioner Mike Morath, fired the elected school board and hired Mike Miles as superintendent with expansive powers and selected a hand-picked “board of managers.”

Morath, a software executive, was appointed by Governor Gregg Abbott, who surely enjoys punishing a mostly Black and Hispanic district that did not vote for him. Of course, Morath must know that state takeovers seldom lead to improvement. This is especially the case in a hostile takeover, like this one.

Houston Democrats are waking up and taking action. At last. How can they allow Gregg Abbott to do a hostile takeover of HISD and install a man with a grandiose sense of his own importance, a man who previously failed in Dallas? Given the Republican super-majority in the state and Abbott’s vengeful nature, there’s probably not much that can change his stranglehold over Houston’s public school students and teachers. But it’s always good to protest and make noise.

Several Houston-area Democratic legislators are calling for a formal hearing to address “potential violations of state law” in Houston ISD in the aftermath of the Texas Education Agency stripping elected leaders from the school district.

The lawmakers asked in a letter sent Friday that the House Committee on Public Education host a hearing to address reports of “unqualified, non-degree holding teachers” working in classrooms and a lack of accommodations for students with disabilities. They also requested independent research proving the benefits of state-appointed Superintendent Mike Miles’ New Education System

The request comes after the state takeover of HISD in March 2023 and the Texas Education Agency’s appointment of the Superintendent and nine members of the Board of Managers. Due to the takeover, the nine lawmakers who signed the letter said it is “imperative that the state assume full responsibility for HISD students and hold the board of managers accountable”

“As their duly elected State Representatives, we must hold a hearing to learn more about these concerning reports and efforts to subvert state laws and requirements,” the letter states.

Reps. Christina Morales, Ann Johnson, Jarvis Johnson, Penny Morales Shaw, Mary Ann Perez, Jon Rosentahl, Shawn Thierry, Hubert Vo and Gene Wu all signed the letter, which was addressed to Speaker of the Texas House Dade Phelan and the House education committee. Phelan and TEA did not immediately respond to a request for comment on the letter. 

“Teacher reports and parent concerns are uncovering troubling developments at our schools,” Morales wrote in a statement. “The community can no longer vote on who represents us on the school board, so we as the state representatives must hold the appointed board accountable.”

In a response to the letter, HISD said it was going to stay focused on “the critical work of serving students and families,” and it had already seen positive impacts for kids after implementing reforms.

“HISD has invited dozens of elected and community leaders into our schools to see the work happening first-hand,” the district wrote. “We are pleased to share our progress with any other leaders who want to better understand what’s happening in the schools.”

Miles has implemented the New Education System program, a controversial model that includes standardized curriculum, the conversion of libraries to Team Centers and courses focused on critical thinking and the “Science of Reading,” at 85 schools this year. The campuses also have longer hours, timed lessons, higher pay for educators and additional staff who support teachers.

“Teachers have expressed that some of our most at-risk students are not receiving the services and support that they legally have the right to receive,” lawmakers wrote. “They have also shared with us that their students feel discouraged and constantly berated by the continuous assessments and instructional method prescribed in the New Education System.”

According to the letter, the district has circumvented the law requiring teachers to obtain a bachelor’s degree, a certification and other requirements to work in a classroom by assigning certified teachers as the teacher of record for more than one classroom.

“These efforts are not only detrimental to the continued learning and development of our students, but also a violation of state law,” lawmakers said.

The Democratic lawmakers also said the district has shared plans with teachers and administrators to address a teacher shortage by hiring community college students as teacher apprentices and learning coaches. 

Under the NES model, teacher apprentices work with teachers to plan and implement lesson plans, provide instruction and support classroom management, and they can serve as the teacher when the primary instructor is absent. Learning coaches provide support to teachers by supervising students, making copies, grading papers and completing paperwork.

Since the state put Mike Mikes (ex-military, Broadie, briefly Superintendent of Dallas ISD) in charge of the Houston Independent School District, Miles has cemented his reputation as a leader who issues orders and doesn’t listen to critics. It’s his way or Mr get out. Many teachers and principals have left rather than comply with his scripted curriculum and mandates.

But, says the Houston Chronicle editorial board, he actually listened and put on hold his intention to fire dozens of principals, including some from Houston’s best schools. It’s worth pausing to remember that the state took control of the entire district because one high school (disproportionately enrolling students with disabilities, ELLs, and high needs) posted low test scores for several consecutive years. Rather than focus on helping that school, the state placed the entire district under the thumb of an autocrat and know-it-all.

Miles is testing out the proposition that the way to “fix” education is by standardization, mandates, data, rigid worship of test scores, and one-man control.

Late this week, the state-appointed superintendent of Houston ISD did something many thought impossible: he listened.

It took several protests, community outcry and some three hours of overwhelmingly negative public comment during Thursday’s school board meeting, but Mike Miles seems to have heard the message.

The uproar began with the leaked release of a list of 117 principals the district said weren’t performing well enough yet to secure their spot for next year. Several of the principals at top-rated schools were on the list. Parents and students from those campuses showed up in force. Early Friday morning, with the meeting still plodding along, Miles announced that he and the board of managers changed course and said they wouldn’t make any adverse employment decisions this year based off of these proficiency screenings, which broadly measure student achievement with a variety of test data, quality of instruction gathered during spot observations and professionalism judged by a rubric that includes how well principals reinforce “district culture and philosophy.” But, he made clear, he would still use the more comprehensive principal evaluation system approved last fall to make those decisions at the end of the school year.

Miles told us the next day he’d already gotten some emails from anxious community members “saying thank you” for the decision late last week.

“I’m proud of the board who worked so hard to listen,” Miles added.

We’re glad to see Miles pay attention to optics for once. No matter how good his intentions, his reforms won’t succeed long-term without community buy-in. That said, we’re struggling to see how Miles changed his overarching approach on principal evaluations.

Miles never planned to can those 117 principals — in fact, he expected the overwhelming majority of them would return — based on the proficiency screenings but the handful who were already deemed unsatisfactory don’t seem to suddenly be in a different position as best we can tell. Miles insisted those few failing principals not getting asked back didn’t just fail the proficiency screening and that the decision to let them go was based on other input.

“We were looking at all the data for them,” he told us.

And the principals who were told they need to improve, aren’t really in a different position either.

In practice, then, very little seems to have changed for the campus leaders who will still be judged on some of the same metrics, including spot reviews by the district’s so-called independent review teams. Instead, he said the decision was meant to allay some community confusion and ease some anxiety about principal turnover, something he’d been trying to combat since the leaked list was published by the Chronicle ahead of spring break on March 8.

“People have made it a bigger deal than it is,” Miles insisted when he met with the editorial board Wednesday ahead of the school board meeting. “You keep your job if you’re an effective principal,” he said, adding that he expects the majority, at least 80 percent, of the principals to return next year.

What Miles didn’t seem to grasp until he heard from a whole new set of angry parents — not the “usual suspects” who have protested the state takeover from the outset — was how nonsensical his list appeared.

Some of the schools aren’t just top-ranked in the district but in the country. Carnegie. HSPVA. T.H. Rogers. If people had doubts before about Miles’ priorities and evaluation criteria, the inclusion of these high-achieving campuses heightened them. It’s possible a high-performing school can still have a weak leader, just as it’s possible that a low-performing school can have a great one. But the list begged the question.

“You start to wonder what he is evaluating,” a parent with a student at Carnegie told us outside the State of the District event Thursday. She said the school’s principal, long-time veteran Ramon Moss, is an integral piece of the school’s success. 

“He’ll be the first to tell you that the success of the school is due to the teachers and students and community even though his leadership is a big reason why the community is there,” she said.  

Miles has declined to talk about specific campuses and what landed them on the list. So while this decision might relieve some momentary angst, it doesn’t address the lingering doubts about whether the district’s measures of quality instruction and effectiveness are so narrow they fail to recognize the best educators, a concern that extends well beyond the star campuses.

This principal evaluation chaos is just the latest example of a breakdown of communication and trust.

We don’t disagree with the idea of evaluations or consistent standards across the district. It’s entirely possible that an overall A rating at a campus masks concerning disparities. Or that high-achieving campuses don’t show a ton of growth on standardized tests over the course of a school year.

What concerns us about the entire saga of the principal list is how, whether it’s intentional or not, Miles contributes to fear and uncertainty. He hasn’t effectively communicated his vision to the public or to the people tasked with carrying it out, despite his copious slideshows and sincere efforts to clear up the confusion over principals with follow-up press conferences, statements and even interviews with this board.

Last week, Miles and team showed greater sensitivity to the environment. It’s a good start. But they should make more effort to respond to the substance of the criticisms and not just the volume of them.

Chris Tomlinson is a regular opinion writer for The Houston Chronicle. I tuned in to a zoom with him yesterday and learned that he is known for his fierce independence. I signed up for his column and discovered his thoughts about “the immigration crisis,” which Americans tell pollsters these days is the most serious problem facing the nation. Tomlinson thinks both parties have failed to tell the truth, so he did. Trump, in particular, has demagogued the issue with his fear-mongering.

Tomlinson writes:

The two-ring presidential circus performed along Texas’ border on Thursday, injecting cash into the local economy but adding little to the national debate over one of the year’s most consequential issues. 

President Joe Biden met with local officials in Brownsville and blamed Republicans in Congress for blocking new border security spending for political advantage. He correctly stated the broken asylum system encourages desperate people to gamble their life savings for a chance to live in the United States.

“If they get by the first day, they’ve got another five, seven, eight years before they have to do anything because they know (the immigration courts) cannot handle the caseloads quickly, and they’ll be able to stay in this country,” Biden said.

“With the new policies in this bill and the addition of 4,300 additional asylum officers, we’ll be able to reduce that process to less than six months,” he added.

Former President Donald Trump paraded before U.S. flags and uniformed National Guard troops in Eagle Pass. He renewed themes popularized by the Ku Klux Klan a century ago, sowing fear of foreigners and painting his opponent as a friend of dark-skinned criminals.

“They’re coming from jails, and they’re coming from prisons, and they’re coming from mental institutions and they’re coming from insane asylums. And they’re terrorists. They’re being let into our, our country,” Trump said in a rambling, bigoted speech. “It’s not just South America. It’s all over the world. The Congo, very big population coming in from jails from the Congo.”

Immigration is the most critical problem facing the nation, Americans told a recent Gallup poll. The issue was top of mind for 57% of Republicans, 22% of independents and 10% of Democrats.

“A separate question in the survey finds a record-high 55% of U.S. adults, up eight points from last year, saying that ‘large numbers of immigrants entering the United States illegally’ is a critical threat to U.S. vital interests,” Gallup added.

Most voters believe Trump would do a better job on border security, while only 28% of Americans approve of Biden’s immigration policies. Biden is in deep trouble, with only a 38% approval rating and a base already angry over his Middle East policies.

Anyone who’s spent time along the border will tell you most Americans don’t understand what goes on there. For example, asylum seekers are not invading the country; they turn themselves in as quickly as possible. Most of the $29 billion worth of drugs smuggled into the United States crosses at commercial entry points, which are the arterial roads keeping our economy going.

Migrants, documented or not, are critical for our workforce and society. I know people like to draw distinctions between documented and undocumented migrants, but both contribute more to the United States economy than they take. Most undocumented workers would happily pay a fine to get right with the government.

In Houston, immigrants make up almost a quarter of the population and 31% of the workforce, U.S. census data analyzed by the American Immigration Council, the Texas Association of Business and the Center for Houston’s Future found. Immigrants in the Houston statistical area earned $66.5 billion and paid $11.1 billion in federal taxes.

If Trump rounded these people up and deported them, as he promised, the construction, hospitality and hospital services would collapse.

Houston is home to more than 572,000 undocumented migrants whose households earned $13 billion in 2021. Most have fake documents and paid $794.8 million in federal taxes and $595.6 million in state and local taxes, the U.S. Congressional Budget Office reported.

Meanwhile, Biden must come up with a new approach to processing asylum seekers after Congress made it clear they will not help. But he must overcome opposition from within his party and federal courts.

Federal and international law requires the United States to grant asylum to anyone with a well-founded fear of persecution. However, establishing which claims meet that high standard under current policies can take years.

Opinions differ on what he can do without new laws. Seventy-seven Democratic lawmakers sent Biden a letter in January objecting to the deal he offered Republicans. A federal judge in San Diego has forbidden authorities from separating families at the border, and an earlier ruling limits how long Immigration and Customs Enforcement can detain families with children.

Trump’s speech on Thursday was craven but likely effective. Biden’s blame-shifting onto Republicans in Congress is disingenuous and ineffective.

While the campaigns play political games, though, people suffer, something too many overlook.

The Houston Chronicle reports an acceleration in principal turnover since the state took over control of the Houston Independent School District and placed non-educator Mike Miles in charge. The principals of nearly 60 schools have resigned or been removed. A military man, Miles was “trained” by the Broad Superintendents Academy. He is imposing standardized curriculum and instruction across the schools he directly controls (called the “New Education System”).

Even the principal of an A-rated school lost his job.

The memos came in one after the other, a laundry list of grievances listing all the ways Federico Hernandez was supposedly failing as principal of Houston ISD’s Middle College High School.

A teacher used Post-It notes rather than index cards during a lesson, according to one complaint from Hernandez’s supervisor. Others allowed students to sit in the back of a classroom or kept a light off during class. Some implemented multiple response strategies, “but not correctly,” read the memo shared with the Houston Chronicle.

Even though the campus run on Houston Community College’s Felix Fraga campus boasts an A-rated academic performance, those were among the infractions that got Hernandez removed from his job less than two months into the school year.

He is one of at least 58 principals who left their schools, involuntarily or otherwise, in 2023 since Superintendent Mike Miles was appointed to his post by the Texas Education Agency on June 1, according to a Houston Chronicle analysis of HISD staffing records. After taking into account schools that share a principal, such as Jane Long Academy and Las Americas Newcomer School, or those that recorded multiple changes between June and December, such as Madison High School, the Chronicle confirmed there have been at least 61 leadership changes across 59 campuses…

Erica Harbatkin, an education policy expert at Florida State University who studies principal turnover, said it is not unusual for administrators to reassign principals in an attempt to shake up under-performing schools. They typically don’t do so during the school year, though, because principals need time to plan and coordinate their staff, and “coming in after the school year started… obviously undermines some of those strategies.”

Harbatkin said replacing a principal is one of the quickest ways to effect change at a school, for better or worse.

“The theory of action behind more contemporary school turnaround and improvement policy is that these schools are in this pattern of low performance, and they need something to get them out, some sort of big external shock … and one of the ways that happens is through replacing the principal,” Harbatkin said.

If not done carefully, however, principal turnover can lead to negative effects on student achievement, Harbatkin said. Her research found that principal turnover “is associated with lower test scores, school proficiency rates, and teacher retention.”

“When principals turn over teachers tend to turn over as well, and if that turnover is not well-planned, if there’s not good distributed leadership in the school or someone who can step into the role, that’s likely to make those negative effects even larger,” Harbatkin said.

No one explained the theory or rationale for removing a principal from a high-performing school. Maybe he failed to comply with an order…

Ebony Cumby, who served as principal at Askew Elementary in west Houston for 12 years, resigned within a week of Miles’ appointment after sitting through the first couple days of principal meetings.

“Throughout that period, there were things that I thought were exciting changes that needed to be made in the district, and there were other things that I could foresee being problematic, especially for a district as large as HISD,” Cumby said.

Cumby said she appreciated Miles’ attempts to “bring more consistency” to the district by standardizing the curriculum and other elements, but she was put off by what she described as “a cookie-cutter way of teaching” that she would be expected to enforce. After over two decades at HISD, she ended up leaving public education altogether for another industry.

“I noticed early on that there were things in place that, whether it was intentional or not, were going to take autonomy away from teachers and require them to conform to a certain way of doing things and really take away their creativity, which as a principal was a big deal to me,” Cumby said. “To kind of hear that its ‘our way or the highway’ did not sit well with me.”

Billionaire Jeff Bezos bought The Washington Post but he doesn’t seem to have imposed his political views on the newspaper. Billionaire Rupert Murdoch famously bought The New York Post, the Wall Street Journal, and Fox News. He has pushed his properties to match his politics.

The Los Angeles Times was purchased by a billionaire doctor, Dr. Patrick Soon-Shiong, in 2018. He has not imposed his politics, but he has ordered drastic layoffs in newsroom personnel, which led to a one-day walkout last Friday by the newsroom guild, the first such work stoppage in the newspaper’s 142-year history. The pending layoffs would be the third round of cuts since June.

This is not a good sign for the health of our democracy.

The death of major newspapers over the past few decades has created “news deserts,” regions where there are no newspapers. It is more important than ever to support local journalism, which provide the sole source of information about local events, school board elections and meetings, elections, and local government.

Into the gap comes a new form of journalism, the nonprofit newspaper. Most such enterprises are supported by subscribers, advertisers, and foundation gifts. I support the Mississippi Free Press, which does an amazing job of covering news in the state. I also support the Texas Observer, which is a low-budget newspaper whose scrappy staff is known for investigative journalism. (I also subscribe to The Texas Tribune and The Texas Monthly).

In some cases, even the nonprofits depend on billionaires to keep them afloat. As this story shows, relying on billionaires can be hazardous. In some cases, their gifts come with long strings attached.

In a recent issue of The Texas Monthly, Michael Hardy reported what happened to a new nonprofit journal called the Houston Landung.

In its mission statement, the nonprofit Houston Landing describes itself as an “independent, nonpartisan news organization devoted to public service journalism,” one that “offer[s] solutions to pressing problems” and “holds the powerful accountable.” Its stories are free to read, and its website runs no ads or clickbait. Its vision of an independent, well-funded outlet built on rigorous investigative reporting attracted some of the city’s brightest journalism stars after its soft launch two years ago with financial backing from the philanthropic American Journalism Project and Houston billionaires John Arnold and Richard Kinder.

Among its first hires were Houston Chronicle investigations editor Mizanur Rahman, who became the Landing’s editor in chief (and helped write the mission statement), and the Chronicle’s Pulitzer Prize–winning reporter Alex Stuckey, who became the Landing’s top investigative journalist. Rahman and Stuckey helped build a newsroom of about thirty editors, reporters, photographers, and web designers that routinely punched above its weight, producing major stories about an epidemic of deaths in Harris County jails and a plague of stopped trains in Houston’s East End. Since the website’s official debut in June, it has regularly scooped the competition—including Texas Monthly—on stories ranging from the state takeover of Houston ISD to predatory lending at the Colony Ridge development north of Houston.

The Landing’s success made it all the more shocking when, on Monday morning, Rahman and Stuckey were summarily fired by CEO Peter Bhatia, a fifty-year newspaper veteran and former Detroit Free Press editor in chief who had been in the job for less than a year. Bhatia is longtime friends with Landing board member Jeff Cohen, a senior advisor at Houston philanthropy organization Arnold Ventures—a major funder of the Landing—and a former Chronicle editor in chief. The six-member board of directors appears to have brought Bhatia in to shake things up at the website. (None of the Landing’s six board members agreed to interview requests for this story; the author of this story worked briefly under Cohen at the Chronicle in 2017 and did sporadic freelance copy writing for the Arnold Ventures website from 2019 to 2020.)

“Over recent months I’ve become concerned about whether or not we were fully engaged in the process of being effective in the digital spaces,” Bhatia told Texas Monthly this week. “We’ve been putting out a newspaper on a website. There’s been some really good journalism and some high-impact stuff, for sure. But after a lot of conversations with Mizanur, I reached the conclusion that we had to make a change if we’re going to be as effective as we can in the digital space.” A document prepared for the November meeting of the Landing’s board and obtained by Texas Monthly showed that the site exceeded its 2023 goal for annual page views (1.5 million) and was within striking distance of its goal for unique visitors (1 million). For comparison, the nonprofit San Antonio Report, founded in 2012, claims 500,000 monthly page views.

Stuckey told Texas Monthly that she was blindsided by her firing. Just two weeks earlier, she had received a glowing performance review and a 3 percent pay raise. In a recording of Monday’s termination meeting provided by Stuckey, Bhatia can be heard saying he has “enormous respect for you as a journalist . . . you are an investigative reporter of the highest level.” But, he explains, there is no place for her in the “comprehensive reset” he believes is necessary at the Landing.

“If you had ever come to me and said, ‘I want you to revamp how you do stories,’ I would have done that in a heartbeat,” Stuckey tells him.

“It’s not my job to do that,” Bhatia replies. “It’s the editor’s job.”

“So I’m getting cut off at the knees because you felt that Mizanur didn’t do that?”

“Well, you can jump to that conclusion.”

At the end of the meeting, human resources director Susie Hermsen offered Stuckey three months of severance pay if she signed a nondisparagement agreement. Stuckey refused. “I believe in transparency,” she can be heard saying in the recording. “This is insanity, and I am absolutely not signing anything.”

The Landing’s newsroom was similarly dumbfounded by the firings. Much of the staff converged upon the organization’s sixth-floor office, in Houston’s Montrose neighborhood, on Monday to show solidarity with Rahman and Stuckey. Later, the staff wrote a collective letter to the Landing’s board of directors warning of “significant damage to employee retention and recruitment” and predicting that “the optics of such a massive restructuring during a moment of forward momentum will hurt our fundraising and financial efforts.”

Bhatia acknowledged that the newsroom was in open revolt against his leadership. “I have no illusion that some people are going to leave over this, and I respect that,” he told Texas Monthly. The Landing’s managing editor, John Tedesco, will temporarily take over for Rahman while Bhatia leads a search for a new editor in chief. Tedesco told me that he disagrees with the decision to fire Rahman and Stuckey and fears that “this turmoil will cause our best and brightest journalists to look for the nearest exit ramp.”

The Landing is one of dozens of local nonprofit newsrooms that have sprung up around the country in the past couple of decades. Often funded by a combination of wealthy donors, foundation grants, NPR-style membership drives, and paid events, these nonprofits have been touted as a supplement or even a replacement for declining local newspapers. But some observers worry that such publications are beholden to the whims of their billionaire patrons. (Texas Monthly is a for-profit magazine whose chairman is Houston billionaire Randa Duncan Williams.)

Where did the staff go wrong? Did they write anything critical of charter schools (billionaire John Arnold has poured many millions into promoting charters)? Or did they praise pensions for public service workers (another of Mr. Arnold’s pet peeves)? Or was it something that stepped on the toes of the other billionaire funder, Mr. Kinder? The publication was launched with $20 million, so it would not have been a financial issue.

Jefferson believed that a free press was necessary to keep government in check. He wrote that if he had to choose between “a government without newspapers or newspapers without a government, I should not hesitate a moment to prefer the latter”:

The people are the only censors of their governors: and even their errors will tend to keep these to the true principles of their institution. To punish these errors too severely would be to suppress the only safeguard of the public liberty. The way to prevent these irregular interpositions of the people is to give them full information of their affairs thro’ the channel of the public papers, & to contrive that those papers should penetrate the whole mass of the people. The basis of our governments being the opinion of the people, the very first object should be to keep that right; and were it left to me to decide whether we should have a government without newspapers or newspapers without a government, I should not hesitate a moment to prefer the latter. But I should mean that every man should receive those papers & be capable of reading them.

In Houston, the backlash against the authoritarianism of state-imposed superintendent Mike Miles continues to grow. Teachers of special education and bilingual education don’t like the standardized curriculum.

If I’m focused on what’s happening in Houston, there are two reasons:

1. I’m a graduate of the Houston Independent School District, and I don’t like to see it under siege by a know-nothing Governor and his puppet state superintendent.

2. This state takeover demonstrates the utter bankruptcy of state takeovers. It was concocted out of whole cloth, on the claim that one school in the entire district was “failing.” Before the takeover, that school—Wheatley High School—received a higher score (based on state tests) and was no longer “failing,” but the state took over the entire district anyway. So Houston is a national example of the vapidness of “education reform,” meaning non-educators like Miles, Governor Abbott, and State Chief Mike Morath telling professional educators how to do their jobs.

Anna Bauman of The Houston Chronicle writes:

A cornerstone of the New Education System introduced by Superintendent Mike Miles is a highly specific and rigorous instructional model.

As many students and teachers know by now, the system includes a standardized curriculum provided by the district, frequent classroom observations and grade level materials. Each day, teachers in core classes provide direct instruction for 45 minutes, give students a timed quiz and then split the children into groups based on their understanding of the lesson, with struggling learners getting more help from their teacher.

Miles says the model is meant to improve academic achievement, especially among student populations whose standardized test scores often lag behind their peers, and has disputed any claims that the system fails to accommodate the diverse needs of students.

In conversations over recent weeks, however, seven teachers at five different schools told me they are struggling to meet the needs of children with disabilities or emergent bilingual studentsbecause the model is too rigid, fast-paced and inflexible to provide accommodations for these learners.

For example, one teacher at an NES-aligned campus told me she cannot realistically give students extra time, a common accommodation for special education students, on the timed Demonstration of Learning. If she lags behind schedule, administrators will enter her classroom and demand: “Why aren’t we where we’re supposed to be?”

A teacher at Las Americas Newcomer School, home to many refugee and immigrant students, said district officials instructed educators to remove alphabet posters from their classrooms and limit the use of dictionaries, which many non-native English speakers rely on during class.

“Many of them, it’s their first year being in school. They don’t know the language. I have a classroom with at times four different languages spoken. And we’re forced to do the same slides and the same work as a regular, general education school,” the teacher said.

Only time will tell whether the new system will boost academic achievement as Miles intends, but for now, teachers are speaking out because they are concerned about doing what is right for their most vulnerable students.

“When I go home at night, I want to know when I put my head down on my pillow that I did the best I could by my kids,” said Brian Tucker, a special education teacher at Sugar Grove Academy.
