John Merrow is exasperated by the media narrative that it’s only the teachers’ unions that are blocking the reopening of schools.

Of course, students should be in real school, but schools must be safe for adults and students alike.

He writes that teachers should be vaccinated. And communities must prioritize what matters most in school, which is NOT testing.

He writes:

The giant lumbering beast known as the US Economy–akin to a conveyor belt with countless moving parts–wants public schools to reopen.  The beast needs workers, but right now too many adults are at home, supervising their children’s ‘remote learning.’  Open the schools, and the adults can go to work: it’s that simple….

But of course it isn’t simple.  Putting kids back in schools will allow adults to work, and that’s important, but it is what happens inside schools that matters more.  

A quick history lesson: We’ve always sent our children to school for three reasons: 1) Acquisition of knowledge, 2) Socialization, and 3) Custodial care.  The internet has turned that upside down because it puts infinite information at everyone’s fingertips wherever they happen to be and because thousands of apps allow for ‘socialization’ with anyone and everyone.  That left only custodial care as a vital school function, until the pandemic made even that impossible. 

However, students swimming in a sea of infinite information need guidance, because ‘information’ is not knowledge.  It takes a certain skill set to distinguish between wheat and chaff, and a certain value system to choose the wheat over the chaff.  Skilled teachers make that happen.

Socializing via apps, though convenient, is fraught with peril, because that person you believe to be your age and your gender might be an adult with evil intentions. Skilled teachers help students learn to discern. And skilled teachers see that students use this all-powerful technology for useful purposes.

But perhaps the major lesson of remote learning is that young people want and need to be with their peers.  Apps don’t cut it…and the kids are not alright.

The mental health consequences of prolonged isolation are becoming clearer by the day.  “Students are struggling across the board,” said Jennifer Rothman, senior manager for youth and young adult services at the nonprofit National Alliance on Mental Illness, to The Washington Post in January.  “It’s the social isolation, the loneliness, the changes in their routines.  Students who might never have had a symptom of a mental health condition before the pandemic now have symptoms.” 

If you read my blog last week, you were shocked by one reader’s response:  “John, I’m wondering if we could have a conversation sometime. I am passionate about this subject. Our 13-year old grandchild just committed suicide after return one single morning to virtual schooling. It was Monday, Jan. 4, first day back, after the holidays. They broke for lunch, Donovan wrote a note…. went outside, and shot himself.”

So when schools reopen, attention must be paid, not to catching up with the curriculum but to the needs of young people.

Now to the present: President Joe Biden has pledged to reopen schools by the end of his first 100 days, a monumental challenge.  Reopening schools is a complex issue, but–sadly and predictably–opportunistic politicians and some in the media are framing the issue as a conflict between the needs of students and the selfish wishes of teachers and, naturally, their unions.  

This false narrative hurts both groups...

What have school boards been doing?  Not much. The San Francisco School Board has spent months arguing whether to rename schools for people more admirable than Abraham Lincoln and George Washington, instead of preparing for reopening or pushing to make sure teachers would be vaccinated.  While that’s pathetically politically correct, the behavior of some school boards was borderline criminal, in at least one case allowing their family members to jump the vaccination line ahead of teachers!

And so, today, not even half of states have prioritized the vaccination of teachers and others who work with children in schools.  That’s an absolute disgrace.  As one teacher noted on Twitter, “…for us it’s been about the lack of care and preparedness of the school district, how they’ve treated the teachers and staff, the lack of communication, and the moving goalposts for how and when to reopen…”

So, yes, schools should reopen as fast as possible–but only after teachers have been vaccinated, classrooms have been provided with adequate ventilation and PPE, and schools have developed safety protocols. In some instances, this will require immediate attention to the physical condition of buildings, because there are public schools in America without hot running water!  

Experts have voiced concerns about what they call ‘Learning Loss,” which they tend to measure in months and sometimes years.  I hope that others find it offensive to define learning in terms of quantity rather than quality, but let’s save that for another day.  That said, it’s absolutely essential that adults stop obsessing about ‘learning loss.’  Cancel the damn standardized tests.  Meet the children where they are.  

Our giant lumbering economy wants schools reopened for another reason: It needs what our schools produce: high school graduates.  After all, America’s education system has been a reliable conveyor belt, moving students along for 12 years before dumping them out into society.  Higher education has come to depend on a fresh supply of close to 2 million freshmen each fall.  Branches of the military need recruits, and so on.

COVID has stopped the conveyor belt entirely in some places, and slowed it down considerably elsewhere, but I believe that many who are demanding that the conveyor belt be restarted are not thinking about either students or teachers. They want to get back to ‘normal.’

That ain’t happening, and we must embrace that reality.  This school year is unlike any other. For those students who have been able to stay on track, congratulations and Godspeed.  But for those whose lives have been turned upside down, you have not failed!  You shouldn’t have to go to summer school, have your ‘learning loss’ measured and published, or be held back.  

You should get a mulligan, a blame-free, no fault do-over.   

And finally, the interests of teachers and students are aligned. They may not sync up with the interests of higher education, restaurants, bars et cetera, but students and teachers are in this together.

Jan Resseger reminds us of the traditional Masai greeting, “How are the children?” The assumption is that if the children are well, the village or society is well. Many of our children are not well. Too many live in poverty and lack adequate nutrition, decent medical care, and a safe place to live.

Sadly, as Jan explains, the Republican moderates who asked Biden to cut his COVID relief package focused their cuts on aid to children.

She begins:

This week a group of so-called moderate U.S. Senate Republicans proposed to negotiate with President Joe Biden about his proposed $1.9 trillion American Rescue Plan stimulus bill.  But even the ten senators, who profess themselves to be moderates and who came forward with a $618 billion alternative proposal, proved themselves willing to neglect the needs of America’s children. The United States, the world’s richest nation, posts an alarming child poverty rate, but, apart from the voices of a handful of social justice advocates, any level of concern about child poverty is inaudible. Hardly anybody seems to have noticed that one of the great strengths of Biden’s American Rescue Plan is the President’s inclusion of funding for programs that would significantly ameliorate suffering among America’s poorest children.

The Center on Budget and Policy Priorities’ Chuck Marr did recently recognize the significanceof the pro-child provisions in Biden’s new American Rescue Plan: “President Biden’s $1.9 trillion emergency relief plan includes a Child Tax Credit expansion that would lift 9.9 million children above or closer to the poverty line, including 2.3 million Black children, 4.1 million Latino children, and 441,000 Asian American children. It also would lift 1.1 million children out of ‘deep poverty,’ raising their family incomes above 50 percent of the poverty line. To do that, the Biden plan would make the credit fully available to 27 million children—including roughly half of all Black and Latino children—whose families now don’t get the full credit because their parents don’t earn enough….”

Blogger Dave Pell describes what happened in Protection, Kansas, in 1957, and compares it to what is happening now. What has happened to us? Why are there so many people who don’t trust science? How can we end the pandemic if significant numbers of people refuse to be vaccinated?

WE’RE NOT IN KANSAS ANYMORE
“Sixty-four years ago, residents of this tiny town in southwestern Kansas set a public health example by making it the first in the nation to be fully inoculated against polio … Protection’s Polio Protection Day took place on April 2, 1957. Families, many dressed in their Sunday best, lined up in the high school gym to get shots from nurses dressed in starched white uniforms. That event, sponsored by what was then known as the National Foundation for Infantile Paralysis (now the March of Dimes), received widespread media coverage.” The success and leadership back then makes Protection an interesting place to revisit during the rollout of another vital vaccine. Times have changed. NPR: In Tiny Kansas Town, Pandemic Skeptics Abound Amid False Information And Politics. “‘A lot of people still believe it [COVID-19] is made up and that it’s not as bad as the media is saying,’ says Steve Herd, a 72-year-old farmer who was in the third grade on the day that virtually every resident of Protection under age 40 got a polio shot.Today, some in the town of about 400 people insist that the federal government ‘invented’ the coronavirus so that it could force people to take a vaccine containing a microchip that could track their movements … In 1957, Herd says, ‘We didn’t have people who believed such crazy stuff.'”

It is easy to be confused about whether it’s safe to resume in-person instruction. Schools in Europe, which were quick to reopen a few months ago, are closed now due to a resurgence of COVID-19. Experts, including the new head of the CDC, say it’s safe to reopen, even if teachers have not been vaccinated.

Steven Singer does not agree. From the onset of the pandemic, he has worried about reopening too soon. Now he wants to know why Dr. Rochelle Walensky says it is not safe to go to a Super Bowl party, but safe to reopen schools without vaccinating teachers. He says Dr. Walensky is engaged in magical thinking. He asks: Why are schools safer than Super Bowl parties?

Mercedes Schneider deconstructs a report by the Journal of the American Medical Association that has been widely misunderstood as a blanket endorsement of full-time in-person instruction. She pulls the study apart to show its caveats. She is teaching in-person classes. She is prepared. She concludes:

Potential impact of variants aside, the JAMA article does not offer unconditional, blanket support for opening every K12 school nationwide for in-person learning. I can tell you that I would not feel nearly as comfortable in my own classroom if I were not able to arrange my room to keep myself over six feet away from my 17- and 18-year-old students for most of my instruction; if masks were not mandatory in my classroom, and if I did not have two air purifiers in my room.

Politico reports that Republicans have come up with a “compromise” COVID relief bill that slashes funding for schools. President Biden has proposed a $1.9 trillion relief bill, that includes $170 billion for schools. Republicans have offered a COVID relief bill of $600 billion with a dramatic cut for schools, reducing the school aid to $20 billion. In the previous COVID relief (the CARES Act), charter schools, private schools, and religious schools received far more funding per-pupil than public schools. Republicans want public schools to reopen without the resources to reopen safely.

SENATE GOP PLAN WOULD SLASH BIDEN’S REQUEST FOR SCHOOL FUNDING: A group of 10 Republican senators is set to unveil the details today of a $600 billion counterproposal to Biden’s $1.9 trillion relief plan, and Biden plans to hear them out. White House press secretary Jen Psaki announced on Sunday evening that Biden had invited the group to the White House early this week. Her statement also touted the “substantial investment in fighting COIVD and reopening schools” in the administration’s original proposal. 

— The GOP lawmakers, led by Sen. Susan Collins (R-Maine), requested the meeting to make the case for a bipartisan deal — even as Democratic congressional leaders prepare to move ahead this week on a budget resolution that would unlock a path to passing Biden’s plan along party lines through budget reconciliation. 

— Sen. Bill Cassidy (R-La.), a member of the group, said on “Fox News Sunday” that the proposal would provide $20 billion “to get kids back to school,” which is a major decrease from the $170 billion for education in Biden’s relief plan.

— “We’ve already given schools 110 percent of what they usually receive from the federal government,” Cassidy said. “Parochial schools are open with a fraction of that money. Charter schools are open. The real problem is public schools. That issue is not money. That issue is teachers unions telling their teachers not to go to work. And putting $170 billion towards teachers unions’ priorities takes care of a Democratic constituency group, but it wastes our federal taxpayer dollars for something which is not the problem.”

In this post, he explains what is necessary for schools to reopen.

The solution isn’t rushing to open schools before they are safe–the solution is for Congress to pass a stimulus package large enough and bold enough to pay people to *not* go to work, and that provides bonus/hazard pay for those who *do* need to work–health care workers, public safety personnel (fire and police), grocery store workers, etc.

And that stimulus package also must provide the federal and state resources to actually *do* something about making schools safe, which to my knowledge has happened in very few places. It’s not enough for school districts to “encourage” their employees to get vaccinated–school systems should be proactively securing enough vaccine doses for all employees to get two shots, and immediately set up the infrastructure for that to happen.

Now, what are the chances of that occurring? Slim and zero.

Because you can not systematically defund public schools for decades, eliminate teaching positions, school nurses, counselors, psychologists, and other support staff from school budgets, and fail to maintain school facilities, while simultaneously increasing class sizes, cutting health care and retirement benefits for school employees, lowering standards for who becomes a teacher, increasing the number of charter schools that compete for tax dollars, and implement voucher programs and “tax credit” schemes that function exactly like vouchers, and then expect public schools to function like well-funded, adequately resourced public institutions.

Shaming teachers and blaming unions won’t work.

Schools must be safe.

Then they can reopen.

So far, no one has been willing to pay the price.

If they are serious, they will.

Matt Bai is an opinion writer for the Washington Post. He wrote recently that teachers should recognize that they are essential workers and get back into the classroom. He points out that remote learning is a disaster, that it is a horrible means of learning, and that students’ emotional health is damaged by not being in a physical classroom with a teacher. He blames “the teachers’ unions” for teachers’ obstinate refusal to return to full-time in-class instruction. That old familiar demon, “the teachers’ unions.”

He begins:

It won’t be easy for President Biden to get America’s teachers back into public schools. Teachers unions are a powerful force in Democratic politics, and they’re resisting calls to return to classrooms where about half the nation’s kids ought to be sitting.

When asked about the issue on Monday, Biden seemed to back up the unions, saying the onus was on districts and governments to make the classrooms safer.

Behind closed doors, however, Biden’s message to the teachers should be straightforward and emphatic: You are vital, irreplaceable public servants. And it’s time you started acting like it.

You don’t have to be a parent to understand the growing perils of what’s euphemistically known as “remote learning.” It is basically a hollow and socially isolating echo of real school that has dragged on for almost a year now in scores of large districts.

A friend sent me the article and asked me what I thought.

I responded:

I agree that remote learning is a disaster and has many very negative effects on students. 

Teachers feel, whether or not they are in a union, that it’s not safe to reopen schools because the government has done next to nothing to make schools safe. 

Teachers have died of COVID where schools stayed open. They are frightened. Other essential workers are not penned in a small, usually unventilated room for hours with the same people. The latest studies show that children are as likely to transit the virus as adults. 

Six months ago, the Times and other media wrote about European schools and how they stayed open despite the pandemic. With the latest resurgence, schools across Europe have now closed. 

The unions are the usual scapegoats. It’s teachers, not unions, that are afraid. 

We are at the height of the pandemic. It’s easy to say that others should take their chances. I’m sure Matt Bai is not taking any.

Steven Singer knows how often people speak of their appreciation for teachers, although that appreciation seldom translates into appropriate compensation. He has an idea: If you really appreciate teachers, vaccinate them first before opening their schools.

He begins:

This year I don’t need a free donut.

I don’t need a Buy One Get One coupon for school supplies.

I don’t need a novelty eraser or a mug with a happy saying on it.

I just need to be vaccinated against Covid-19 before being asked to teach in-person.

Sounds reasonable..


Recently Tom Ultican responded to something I posted on Twitter.

His response contained a typo.

He meant to write “Common Core Standards,” but mistakenly wrote “Common Care Standards.”

Wouldn’t it be wonderful if our schools had “Common Care Standards,” in which we acknowledged our responsibility to care about students?

The standards might read like this:

All children shall have access to high quality preschool.

All children should have time to play every day, between classes and after school.

All children should have three nutritious meals every day.

All children should see a school nurse whenever they don’t feel well.

All children should be checked by a doctor and dentist annually.

All children should have access to a well-stocked library.

All children should have a safe place to live.

All children should have the arts as part of their daily schedule.

All children should have a school curriculum that includes not only reading and mathematics, but civics and history, science, literature, and foreign language.

Do you have anything to add to the Common Care Standards?

Ezra Klein, a new columnist for the New York Times, writes that Biden’s plan to curb the pandemic is so blindingly obvious that it demonstrates how reckless and indifferent the Trump administration was. Trump thought that producing the vaccine would end the pandemic; but what matters most is getting people vaccinated, and for that he had no plan at all. When you read this, you may feel–as I did–thank God that someone is in charge who has ideas and plans about how to get people vaccinated. Someone is in charge. That’s a huge change.

He writes:

I wish I could tell you that the incoming Biden administration had a genius plan for combating Covid-19, thick with ideas no one else had thought of and strategies no one else had tried. But it doesn’t.

What it does have is the obvious plan for combating Covid-19, full of ideas many others have thought of and strategies it is appalling we haven’t yet tried. That it is possible for Joe Biden and his team to release a plan this straightforward is the most damning indictment of the Trump administration’s coronavirus response imaginable.

The Trump administration seemed to believe a vaccine would solve the coronavirus problem, freeing President Trump and his advisers of the pesky work of governance. But vaccines don’t save people; vaccinations do. And vaccinating more than 300 million people, at breakneck speed, is a challenge that only the federal government has the resources to meet. The Trump administration, in other words, had it backward. The development of the vaccines meant merely that the most logistically daunting phase of the crisis, in terms of the federal government’s role, could finally begin.

In the absence of a coordinated federal campaign, the job has fallen to overstretched, underresourced state and local governments, with predictably wan results. According to data from the Centers for Disease Control and Prevention, of the roughly 31 million doses that have been sent out, about 12 million have been used.

The good news is that the incoming Biden administration sees the situation clearly. “This will be one of the most challenging operational efforts ever undertaken by our country,” Biden said on Friday. “You have my word that we will manage the hell out of this operation.”

The person in charge of managing the hell out of the operation is Jeff Zients, who served as chief performance officer under President Barack Obama and led the rescue of HealthCare.gov. In a Saturday briefing with journalists, Zients broke the plan down into four buckets. Loosen the restrictions on who can get vaccinated (and when). Set up many more sites where vaccinations can take place. Mobilize more medical personnel to deliver the vaccinations. And use the might of the federal government to increase the vaccine supply by manufacturing whatever is needed, whenever it is needed, to accelerate the effort. “We’re going to throw the full resources and weight of the federal government behind this emergency,” Zients promised.

Most elements of the plan are surprising only because they are not already happening. Biden’s team members intend to use the Federal Emergency Management Agency to set up thousands of vaccination sites in gyms, sports stadiums and community centers, and to deploy mobile vaccination options to reach those who can’t travel or who live in remote places. They want to mobilize the National Guard to staff the effort and ensure that strapped states don’t have to bear the cost. They want to expand who can deliver the vaccine and call up retired medical personnel to aid the campaign. They want to launch a massive public education blitz, aimed at communities skeptical of the vaccine. They’re evaluating how to eke out more doses from the existing supply — there is, for instance, a particular syringe that will get you six doses out of a given quantity of Pfizer’s vaccine rather than five, and they are looking at whether the Defense Production Act could accelerate production of that particular syringe and other, similarly useful goods.

This plan merits, at least for me, a sense of fury: All of this should’ve been done months ago. These are the obvious ideas. We should be considering the hard, but perhaps necessary, decisions that could radically increase supply: using half-doses, for instance, or joining Britain in rapidly approving the Oxford-AstraZeneca vaccine, even though the vaccine’s clinical trial was marred by shaky study design. I’m of the view that the situation is bad enough, and the costs of waiting large enough, that it might be worth moving forward on both counts, even with imperfect information. But those are difficult calls, with real downside risk. That there is so much low-hanging operational fruit for the Biden administration to focus on instead is a tragedy. It means people who could’ve been saved by simple competence and foresight will die instead.

Even now, the Trump administration’s poor planning and inconsistent communication fog the effort. In recent days, there have been reports that states aren’t receiving the vaccine allotments they’ve been promised. Gov. Kate Brown of Oregon tweeted that the leaders of Operation Warp Speed had directly confirmed to her that “states will not be receiving increased shipments of vaccines from the national stockpile next week, because there is no federal reserve of doses.” The mayor of Los Angeles, Eric Garcetti, said, “the national supply simply isn’t coming.” When I asked Zients whether the federal government had less vaccine supply than has been promised, he wasn’t able to give an answer. “We’ll conduct a full evaluation when we’re in our seats on supply, but it’s hard for me to say more than that right now, given the lack of information sharing from the Trump administration.”

The incoming administration is also free from the delusion that the vaccines will solve the coronavirus crisis on their own. Even on the most optimistic timetable, it will take until well into the summer for America to reach herd immunity. In the meantime, new variants of the virus that spread even faster are taking hold. Ron Klain, Biden’s choice for chief of staff, warned that the coronavirus death toll in America will pass 500,000 by the end of February. And it will not end there. That is why if you look at the incoming administration’s coronavirus rescue package, most of the money is dedicated to the policies that will let us survive this next year.

Of this, $20 billion is directed at the vaccination effort. Another $50 billion is dedicated to standing up the national testing infrastructure that we should’ve had long ago, with an emphasis on deploying rapid testing for asymptomatic individuals who work in high-risk settings and setting up genomic surveillance so we can see when and how the virus is mutating. Then there’s $130 billion intended to retrofit schools so they can operate safely, even with the virus in circulation.

A year into this crisis, America still hasn’t built a national contact tracing apparatus to track and suppress outbreaks: Biden’s plan calls for hiring more than 100,000 public health workers for national contact tracing, local vaccine outreach and more. Congregant settings, like nursing homes and prisons, have been the sites of particularly vicious outbreaks, and Biden wants to create specialized forces that can be rapidly deployed to such sites to save lives. The list goes on.

None of this — none of it — is interesting or surprising. It’s obvious, and it should’ve been done long ago. Back in May, I wrotethat we were operating, in effect, without a president and without a national plan. It is January, and that remains true. But that will end on the day of Biden’s inauguration. And then the hard work can, finally, begin.
