“A Wolf at the Schoolhouse Door” focuses on a fundamental debate on the nature of schools. Education, the authors argue, is best treated as a public good that belongs to everyone.
“Like clean air, a well-educated populace is something with wide-reaching benefits,” Berkshire and Schneider write. “That’s why we treat public education more like a park than a country club. We tax ourselves to pay for it, and we open it to everyone.”
The alternative: education as a private good that benefits and belongs to those who consume it. In that increasingly influential view, families should choose schools – or other education products and services — the same way they choose restaurants or where to buy their shoes, with little concern for anyone else.
The threats they describe are not a wolf but a veritable wolfpack: conservative ideologues who want to reduce taxes and shrink government, anti-union zealots, marketers bent on “selling” schools, self-dealers making money from ineffective virtual-school schemes and technology enthusiasts who envision a future in which algorithms replace teachers.
That may make the book sound like a polemic; it’s not, at least in my reading. The authors offer a fair and accurate reading of opposing views and acknowledge that public schools aren’t perfect. All too often, they admit, public schools have excluded or failed students of color, immigrants, religious minorities, students with disabilities and others…
I remember, in the late 1990s, being surprised when the Indiana Chamber of Commerce said it planned to push for vouchers. Democrats controlled the governor’s office and the Indiana House. Just a few years earlier, a well-organized voucher push led by prominent business officials fizzled out.
But, as Schneider and Berkshire document, voucher supporters have played a long game, carried forward by groups like Indianapolis-based EdChoice and the American Legislative Exchange Council. In 2011, with a GOP supermajority in the legislature and Mitch Daniels in the governor’s office, Indiana approved vouchers. The program started small but grew to include over 300 private schools, nearly all of them religious, and over 36,000 students. Now there’s talk of expanding it further – or possibly of adopting education savings accounts, one of the “neo-voucher” programs that Schneider and Berkshire describe.
There is reason to hope, he writes, but also reason to be alarmed and vigilant.
The Guardian reports that the Club for Growth, a radical rightwing group of the super-rich, poured millions into campaigns to help elect Ted Cruz, Josh Hawley, and others who took a stand against facts, a fair election, and the U.S. Constitution.
The Club for Growth wants low taxes. Why should the uber-rich expect to pay more in taxes, after all? They hate social programs and anything that enables the federal government to protect the general welfare.
An anti-tax group funded primarily by billionaires has emerged as one of the biggest backers of the Republican lawmakers who sought to overturn the US election results, according to an analysis by the Guardian.
The Club for Growth has supported the campaigns of 42 of the rightwing Republicans senators and members of Congress who voted last week to challenge US election results, doling out an estimated $20m to directly and indirectly support their campaigns in 2018 and 2020, according to data compiled by the Center for Responsive Politics.
About 30 of the Republican hardliners received more than $100,000 in indirect and direct support from the group.
The Club for Growth’s biggest beneficiaries include Josh Hawley and Ted Cruz, the two Republican senators who led the effort to invalidate Joe Biden’s electoral victory, and the newly elected far-right gun-rights activist Lauren Boebert, a QAnon conspiracy theorist.
You know the old line, “Failure is not an option.” Well, we have federal education policy built on the idea that failure doesn’t matter. Failure is not only an option, it is the only option. No Child Left Behind failed; the same children who were behind were left behind. Race to the Top was a failure; no one reached “the top” because of its demands. Common Core was a failure: It promised to close achievement gaps and raise up fourth grade test scores; it did not. Every Student Succeeds did not lead to “every students succeeding.” At some point, we have to begin to wonder about the intelligence or sanity of people who love failure and impose it on other people’s children. Testing, charter schools, merit pay, teacher evaluation, grading schools A-F, state takeovers, etc., fail again and again yet still remain popular with the people who control the federal government, whether they be Democrats or Republicans.
Peter Greene sums up the problem with his usual wit and insight: Democrats need a new vision. They need to toss aside everything they have endorsed for at least the past 20-30 years. The problem in education is not just Betsy DeVos. The problem is the bad ideas endorsed by Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush, Barack Obama, and Donald Trump. Will Biden and Cardona have the wisdom and the vision to understand that?
For four years, Democrats have had a fairly simple theory of action when it came to education. Something along the lines of “Good lord, a crazy lady just came into our china shop riding a bull, waving around a flamethrower, and dragging a shark with a head-mounted laser beam; we have to stop her from destroying the place (while pretending that we have a bull and a shark in the back just like hers).”
Now, of course, that will, thank heavens, no longer fit the circumstances. The Democrats will need a new plan.
Trouble is, the old plan, the one spanning both the Clinton and Obama years, is not a winner. It went, roughly, like this:
The way to fix poverty, racism, injustice, inequity and economic strife is to get a bunch of children to make higher scores on a single narrow standardized test; the best shot at getting this done is to give education amateurs the opportunity to make money doing it.
This was never, ever a good plan. Ever. Let me count the ways.
For one thing, education’s ability to fix social injustice is limited. Having a better education will not raise the minimum wage. It will not eradicate poverty. And as we’ve just spent four years having hammered into us, it will not even be sure to make people better thinkers or cleanse them of racism. It will help some people escape the tar pit, but it will not cleanse the pit itself.
And that, of course, is simply talking about education, and that’s not what the Dems theory was about anyway–it was about a mediocre computer-scorable once-a-year test of math and reading. And that was never going to fix a thing. Nobody was going to get a better job because she got a high score on the PARCC. Nobody was ever going to achieve a happier, healthier life just because they’d raised their Big Standardized Test scores by fifty points. Any such score bump was always going to be the result of test prep and test-taker training, and that sort of preparation was always going to come at the expense of real education. Now, a couple of decades on, all the evidence says that test-centric education didn’t improve society, schools, or the lives of the young humans who passed through the system.
Democrats must also wrestle with the fact that many of the ideas attached to this theory of action were always conservative ideas, always ideas that didn’t belong to traditional Democratic Party stuff at all. Jack Schneider and Jennifer Berkshire talk about a “treaty” between Dems and the GOP, and that’s a way to look at how the ed reform movement brought people into each side who weren’t natural fits. The conservative market reform side teamed up with folks who believed choice was a matter of social justice, and that truce held until about four years ago, actually before Trump was elected. Meanwhile, in Schneider and Berkshire’s telling, Democrats gave up supporting teachers (or at least their unions) while embracing the Thought Leadership of groups like Democrats for Education Reform, a group launched by hedge fund guys who adopted “Democrat” because it seemed like a good wayto get the support they needed. Plus (and this seems like it was a thousand years ago) embracing “heroes” like Michelle Rhee, nominally listed as a Democrat, but certainly not acting like one.
All of this made a perfect soup for feeding neo-liberals. It had the additional effect of seriously muddying the water about what, exactly, Democrats stand for when it comes to public education. The laundry list of ideas now has two problems. One is that they have all been given a long, hard trial, and they’ve failed. The other, which is perhaps worse from a political gamesmanship standpoint, is that they have Trump/DeVos stink all over them.
But while Dems and the GOP share the problems with the first half of that statement, it’s the Democrats who have to own the second part. The amateur part.
I often complain that the roots of almost all our education woes for the modern reform period come from the empowerment of clueless amateurs, and while it may appear at first glance that both parties are responsible, on closer examination, I’m not so sure.
The GOP position hasn’t been that we need more amateurs and fewer professionals–their stance is that education is being run by the wrong profession. Eli Broad has built his whole edu-brand on the assertion that education doesn’t have education problems, it has business management problems, and that they will best be solved by management professionals. In some regions, education has been reinterpreted by conservatives as a real estate problem, best solved by real estate professionals. The conservative model calls for education to be properly understood as a business, and as such, run not by elected bozos on a board or by a bunch of teachers, but by visionary CEOs with the power to hire and fire and set the rules and not be tied down by regulations and unions.
Democrats of the neo-liberal persuasion kind of agree with that last part. And they have taken it a step further by embracing the notion that all it takes to run a school is a vision, with no professional expertise of any sort at all. I blame Democrats for the whole business of putting un-trained Best and Brightest Ivy Leaguers in classrooms, and the letting them turn around and use their brief classroom visit to establish themselves as “experts” capable of running entire district or even state systems. It takes Democrats to decide that a clueless amateur like David Coleman should be given a chance to impose his vision on the entire nation (and it takes right-tilted folks to see that this is a perfect chance to cash in big time).
Am I over-simplifying? Sure. But you get the idea. Democrats turned their backs on public education and the teaching profession. They decided that virtually every ill in society is caused by teachers with low expectations and lousy standards, and then they jumped on the bandwagon that insisted that somehow all of that could be fixed by making students take a Big Standardized Test and generating a pile of data that could be massaged for any and all purposes (never forget–No Child Left Behind was hailed as a great bi-partisan achievement).
I would be far more excited about Biden if at any point in the campaign he had said something along the lines of, “Boy, did we get education policy wrong.” And I suppose that’s a lot to ask. But if Democrats are going to launch a new day in education, they have a lot to turn their backs on, along with a pressing need for a new theory of action.
They need to reject the concept of an entire system built on the flawed foundation of a single standardized test. Operating with flawed data is, in fact, worse than no data at all, and for decades ed policy has been driven by folks looking for their car keys under a lamppost hundreds of feet away from where the keys were dropped because “the light’s better over here.”
They need to embrace the notion that teachers are, in fact, the pre-eminent experts in the field of education.
They need to accept that while education can be a powerful engine for pulling against the forces of inequity and injustice, but those forces also shape the environment within which schools must work.
They need to stop listening to amateurs. Success in other fields does not qualify someone to set education policy. Cruising through a classroom for two years does not make someone an education expert. Everyone who ever went to the doctor is not a medical expert, everyone who ever had their car worked on is not a mechanic, and everyone who ever went to school is not an education expert. Doesn’t mean they can’t add something to the conversation, but they shouldn’t be leading it.
They need to grasp that schools are not businesses. And not only are schools not businesses, but their primary function is not to supply businesses with useful worker bees.
If they want to run multiple parallel education systems with charters and vouchers and all the rest, they need to face up to properly funding it. If they won’t do that, then they need to shut up about choicey policies. “We can run three or four school systems for the cost of one” was always a lie, and it’s time to stop pretending otherwise. Otherwise school choice is just one more unfunded mandate.
They need to accept that privatized school systems have not come up with anything new, revolutionary, or previously undiscovered about education. But they have come up with some clever new ways to waste and make off with taxpayer money.
Listen to teachers. Listen to parents in the community served by the school. Commit to a search for long term solutions instead of quick fixy silver bullets. And maybe become a force for public education slightly more useful than simply fending off a crazy lady with a flamethrower.
Nancy Bailey, writing with her usual perspicacity, calls out the consultants McKinsey and Company for a recent report encouraging schools to get tough with students to make up for the time “lost” during the pandemic.
For years McKinsey & Companyhas had a premier seat at the school reform table for the U.S., England, and worldwide, despite faulty reporting. Because of Covid-19, plans are being put in place to get tougher on students to make up for lost learning time. They use terms like high impact and high dosage tutoring. These plans often echo how students must learn for the future economy. But such pressure, after a year like no other, could be devastating to children.
The narrative goes like this: poor children of color from Black, Hispanic, and Indigenous communities have fallen behind in school due to Covid-19, so the country needs to ramp up instruction.
Thomas Ultican has written a series of posts about attacks on public schools and their federal, state, and local funding streams. During this awful pandemic, most parents, teachers, and students have recognized that depersonalized remote learning is no substitute for real teachers. Nonetheless, the edtech industry continues to promote its products, which in most cases are intended to substitute for live teachers.
Especially concerning to Ultican is that the edtech industry has gained a strong foothold within the inner circle of the Biden campaign. A committee appointed by the campaign to advise the incoming administration was packed with edtech privateers and profiteers. The last thing that educators, parents and students want or need right now is a re-emphasis on digital learning.
Ultican is especially concerned about a corporation called digiLEARN, launched by former North Carolina Governor Bev Purdue, which was funded by…who else?…the Bill and Melinda Gates Foundation.
To do the heavy lifting at digiLEARN, Purdue brought in her advisor on e-learning and innovation, Myra Best. Prior to joining the Governor’s office, Best served as Director of the Business Education Technology Alliance (BETA) which established North Carolina’s first statewide Virtual Public School. BETA was a committee of 27 business, political and education leaders established by the North Carolina General Assembly in 2002. The chair of the committee was Lieutenant Governor Bev Perdue...
digiLEARN lined up heavy hitters in the edtech industry:
In 1997, the vice chair, Jim Geringer, was one of the governors who established the non-profit Western Governors University in Salt Lake City. It was an early adopter of cyber education and competency based education. In a lengthy interview for the Wyoming State archives, Geringer spoke glowingly about the school and its methods.
The membership of the first digiLEARN board of governors made it clear that it was politically connected and aligned with the goals of the edtech industry. In addition to Geringer and Perdue former West Virginia Governor Bob Wise became a founding director on the board.
In 2010, Jeb Bush and Bob Wise launched the Digital Learning Council which promoted cyber schooling and “personalized learning.” In 2015, North Carolina State University honored Wise at the Friday Institute for Educational Innovation’s Friday Medal presentation. The institute notes, “The Friday Medal is awarded annually in honor of William C. Friday to recognize significant, distinguished and enduring contributions to education and beyond through advocating innovation, advancing education and imparting inspiration.”
Besides the three ex-governors, two North Carolina State Representatives – Craig Horn and Joe Tolson – were on the original board. Also on the board was one of edtech industries most widely published advocates, Tom Vander Ark…
Billionaires like Bill Gates, Michael Bloomberg and Laurene Jobs Powell have spent lavishly to create an education publishing group to get out their message of school choice and edtech. Both Perdue and Vander Ark are regular contributors to The 74 Million and Perdue is featured at The Education Post. One of her early posts for Education Post was “A Nation At Risk 2.0.” In it Perdue echoed the calamity rhetoric of 1983’s “A Nation At Risk” declaring, “Right now, alarm bells should be clanging all over America louder than they were for President Reagan and business leaders more than 30 years ago.” She was decrying the slow implementation of edtech in schools...
Prompted by an article I had written about North Carolina being ravaged with edtech spending, a profoundly shaken person contacted me to share their experience on Biden’s Education Policy Commission. As the new administration prepares to take charge, many groups are meeting to develop an agenda to move America forward.
In the Education Policy Commission, there was a tech sub-committee chaired by Bev Perdue. Reportedly the sub-committee had a large North Carolina contingent including Myra Best. There were twenty members on the committee and at least seventeen of them were edtech supporters. Many members were people with backgrounds like former Amazon web-services director.
The committees attitude toward student privacy was unacceptable especially their positions on sharing data. My source described the sub-committee as the proverbial “foxes in the hen house.”
Edtech can be a wonderful thing for students and educators, but if the point is to make large profits off data and replace teachers with digital screens, edtech becomes a great evil. Unfortunately, Bev Perdue and digiLEARN are promoting the evil brand of edtech. Let’s hope the incoming administration can successfully filter out this tainted input.
Given what America’s parents, teachers, and students have learned about edtech during the pandemic, the Biden team should be wary about taking the advice of its leading lobbyists.
Journalist Florina Rodov taught for several years in a New York City public schools, but she was turned off by the testing craze and the paperwork. Then she heard about these remarkable new schools called “charter schools.” She heard they were academically superior, safe, free of the bureaucracy of public schools, and she applied to work in a charter school in Los Angeles. The principal told her that the school was like a family. It sounded wonderful.
But then her eyes were opened.
I soon realized there was a gulf between charter school hype and reality. Every day brought shocking and disturbing revelations: high attrition rates of students and teachers, dangerous working conditions, widespread suspensions, harassment of teachers, violations against students with disabilities, nepotism, and fraud. By the end of the school year, I vowed never to step foot in a charter school again, and to fight for the protection of public schools like never before.
On August 15, my first day of work, I dashed into the school’s newest home, a crumbling building on the campus of a public middle school in South Los Angeles. Greeting my colleagues, who were coughing due to the dust in the air, I realized most of us were new. It wasn’t just several people who had quit over the summer, but more than half the faculty — 8 out of 15 teachers. Among the highly qualified new hires were a seasoned calculus teacher; an experienced sixth grade humanities teacher; a physics instructor who’d previously taught college; an actor turned biology teacher; and a young and exuberant special education teacher.
When the old-timers trickled in, they told us there’d been attrition among the students, too: 202 of 270 hadn’t returned, and not all their seats had been filled. Because funding was tied to enrollment, the school was struggling financially.
Her first-person tell-all pulls the curtain away from the charter myth. On Twitter, Rodov describes herself as a “fierce advocate for public schools.” Read this article and you will understand why.
Jeff Bryant writes that while we were all celebrating the pending departure of Betsy DeVos, the usual suspects were buying control of local school board elections. We are all aware of her efforts to direct federal funding to private schools and charter schools. But, he warns, we should pay attention to the “threat to democratically governed schools that preceded DeVos and will continue when she is long gone.”
In midsized metropolitan areas like Indianapolis and Stockton, California, parents, teachers, and public school advocates warn of huge sums of money coming from outside their communities to influence local politics and bankroll school board candidates who support school privatization. In phone conversations, emails, and texts, they point to a national agenda, backed by deep-pocketed organizations and individuals who intend to disrupt local school governance in order to impose forms of schools that operate like private contractors rather than public agencies—an agenda not dissimilar from that of DeVos.
In the 2020 school board election in Indianapolis, local teachers and grassroots groups the Indiana Coalition for Public Education and the IPS Community Coalition backed four candidates against a slate of opponents whom locals accuse of representing outside interests. At stake, according to WFYI, was “an ideological tilt” over whether the district would continue to “collaborate with outside groups and charter organizations” or “return to more traditional methods of improving struggling schools.”
Both sides raise the banner of “improving struggling schools,” but locals say what’s really at stake is whether voters retain democratic control of their public schools or see them turned over to private, unelected boards and their corporate supporters and funders.
Similarly, in Stockton, the clash between opposing slates of candidates in the 2020 school board election included controversies over charter school expansion and the influence of outside money in the district.
The controversy broke into public view in July 2020 when 209 Times reportedthat “[p]aid operatives” connected to Stockton’s outgoing mayor Michael Tubbs and three school board members were engaged in “a coordinated campaign of undue influence from outside of the city whose aim is… charter school expansion” into the district.
In both elections, candidates backed by outside organizations and individuals massively outspent candidates supported by local teachers and public school advocates.
In Indianapolis, WFYI reported that political action committees supporting the candidates aligned with charter school interests had contributed more than $200,000 into the election by October 9, while the “[f]our candidates backed by the IPS Community Coalition… [had by then] raised less than $20,000 in total.”
In Stockton, 209 Politics reported independent expenditure committees supporting candidates favoring charter school expansion outspent their opponents 25 to 1.
While the language used by these outside organizations and their benefactors is different from the rhetoric DeVos wields—substituting a message of rescuing struggling schools for DeVos’s calls for libertarian autonomy—the result is much the same: local citizens see democratic governance of their schools being swept aside as private actors get more control to do what they want.
This effort to squelch local democracy is funded by the usual billionaires: the Bill and Melinda Gates Foundation; the Walton Family Foundation, of Walmart fame; Arnold Ventures, the private foundation of former hedge fund manager and Enron trader John Arnold; and the City Fund, a nationwide organization providing financial support for city-level charter school expansions.
The City Fund is a relatively new organization of experienced charter school promoters that started on day one with $200 million from billionaires John Arnold and Reed Hastings. Its mission: to use the money to undermine democratic control of local school boards and to see that charter-friendly candidates are elected.
The other organization used by the billionaires to funnel money into the Indianapolis school board election was the notorious Stand for Children, which has played the same role in other districts. “Stand” worked closely with the Mind Trust, a local cheerleader for privatization, also funded by billionaires who don’t like local control or democracy.
Bryant reports that another PAC, aligned with Stand for Children, entered the race on behalf of the Alice Walton and Michael Bloomberg, neither of whom lives in Indianapolis or in Indiana.
Bryant relies on the careful research of Thomas Ultican, who has been documenting the billionaires’ determination to take control of urban districts. Their strategy is to promote the “portfolio model” of schools. This is basically a rightwing business agenda that aligns with a corporate model of governance. Outsource management and control. Close low-performing schools, open new schools; repeat.
In the Indianapolis contest, the billionaire-backed candidates outspent the teacher union-backed candidates by a margin of 11-1. All four of the charter-friendly candidates won.
In Stockton, the teacher- and community-backed candidates won.
Please read the article. There is much to learn from it as a cautionary tale.
Here’s the question that lingers: Charter schools are no longer an innovation. The first charter school opened in 1992, almost three decades ago. There is no evidence that charters as such have produced miraculous improvement. Some get high test scores, but typically because they can choose their students and kick out the ones they don’t want. Some are far worse than the public schools they replaced. Some close mid-year, either for financial or academic reasons or low enrollment.
Why are these billionaires so devoted to imposing their ideas on local communities without regard to results? Is it because they disdain democracy?
In 2012, Tennessee created the “Achievement School District” (ASD) and promised that it would catapult the state’s lowest performing schools into high-performing schools. So confident were state leaders that they hired Chris Barbic, who ran a celebrated charter chain in Houston, and he was confident that the state’s weakest schools could be transformed within five years by handing them over to charter operators. Other states were excited by the idea and created their own state takeover districts.
The ASD failed, even though it was funded by $100 million in Race to the Top money. But Tennessee refuses to accept that taking over struggling schools and giving them to charter operators is a bad idea.
The state-run school district in Tennessee, the one on which this state’s Innovative School District (ISD) is modeled, has failed.
According to reports out of Tennessee, the Achievement School District (ASD), is working on a plan to return 30 ASD schools in Memphis and Nashville to their local districts by 2022.
State officials in Tennessee contend the district, which was established in 2012 to improve achievement in low-performing schools, “grew too quickly” and that “demand outpaced supply and capacity.”
Still, Tennessee officials aren’t giving up on the ASD. They’re billing the new proposal as a “reset” of the district, which has fallen short of its goals to move low-performing schools from the bottom 5 percent and into the top 25 percent.
Most ASD schools were handed over to charter school operators after being pulled from local districts.
“The Achievement School District remains a necessary intervention in Tennessee’s school framework when other local interventions have proven to be unsuccessful in improving outcomes for students,” officials said in a presentation obtained by Chalkbeat.
“The Commercial Appeal” in Memphis reports that most of the schools remain in the bottom 5 percent and that several have closed due to low enrollment. Teacher retention has also been a major challenge, the paper reports.
Tennessee school officials plan to stand by their Big Idea, even though its failure is clear even to them.
North Carolina’s “Innovative School District” has not fared any better. Although the state wanted the ISD to be a major reform effort, like the ASD, only one school entered the new district. NC had other low-performing schools, but whenever one was told to join the ISD, its leaders ran to their elected officials and got exempted.
To put it mildly, NC’s ISD has “struggled to get off the ground.”
Childress writes:
After only one year, state officials made wholesale leadership changes at ISD. The ISD got a new superintendent, the lone ISD school got a new principal and a new president was hired to lead the private firm that manages the school.
James Ellerbe, the ISD superintendent hired in July, reported this week that there are 69 schools on the state’s 2019 qualifying list, meaning the low-performing schools are at risk of being swept into the ISD.
The ISD will bring only one school into the state-run district next year. The school with the lowest performance score among Title I schools in the bottom 5 percent will be brought into the ISD.
The ISD was approved in 2016 by state lawmakers even though the ASD had showed little signs of success after being in business four years.
Not only is the NC ISD based on a failed model, its one school has both a principal and a superintendent!
All of which leaves unanswered question, why do failed reforms never die?
Jennifer Berkshire and Jack Schneider have written a valuable new book called A Wolf at the Schoolhouse Door: The Dismantling of Public Education and the Future of School. They recently published an opinion article in The New York Times in which they demonstrate the role of Betsy DeVos in the “school reform” movement. They point out that Congress rejected her primary policy goal–sending public funding to private voucher schools–and that the new Biden administration is certain to reverse her assault on civil rights enforcement in education.
Her major accomplishment, they argue, was not one that she aimed for. She managed to disrupt the bipartisan consensus on national education policy, embraced by both the Bush and Obama administrations. That consensus consisted of high-stakes testing and charter schools. Because DeVos advocated for charters and vouchers, many Democrats now view them warily and recognize that school choice was always a conservative policy. DeVos was never a huge supporter of high-stakes standardized testing except to the extent that test scores could be used to harm public schools. Her primary interest was defunding public schools and helping religious schools. Thanks to DeVos, the Democratic party may have fallen out of love with school choice.
They write:
More than three decades ago, conventional Republicans and centrist Democrats signed on to an unwritten treaty. Conservatives agreed to mute their push for private school vouchers, their preference for religious schools and their desire to slash spending on public school systems. In return, Democrats effectively gave up the push for school integration and embraced policies that reined in teachers unions.
