Tom Ultican posted this research about the damage wrought by the Destroy Public Education movement on Michigan and Detroit last March. I missed it. It is still painfully current.

What is the DeVos agenda? It is an aggressive version of Christian evangelism that opposes public schools.

He writes:

The destroy public education (DPE) movement’s most egregious outcome may be in Detroit and it is being driven by a virulent Christian ideology.

In 2001, Dick and Betsy DeVos answered questions for the Gathering. Dick DeVos opined that church has retreated from its central role in communities and has been replaced by the public school. He said it is our hope “churches will get more and more active and engaged in education.” Betsy noted “half of our giving is towards education.”

Jay Michaelson writing for the Daily Beast described the Gathering:

“The Gathering is a hub of Christian Right organizing, and the people in attendance have led the campaigns to privatize public schools, redefine “religious liberty” (as in the Hobby Lobby case), fight same-sex marriage, fight evolution, and, well, you know the rest.”

“The Gathering is an annual event at which many of the wealthiest conservative to hard-right evangelical philanthropists in America—representatives of the families DeVos, Coors, Prince, Green, Maclellan, Ahmanson, Friess, plus top leaders of the National Christian Foundation—meet with evangelical innovators with fresh ideas on how to evangelize the globe. The Gathering promotes “family values” agenda: opposition to gay rights and reproductive rights, for example, and also a global vision that involves the eventual eradication of all competing belief systems that might compete with The Gathering’s hard-right version of Christianity.”

In the Gathering interview, Betsy talks about how she and Dick both come from business oriented families. From their experience, they understand how competition and choice are key drivers to improve any enterprise. She says public education needs choice and competition instead of forcing people into government run schools.

She was also asked how she felt about home schooling? She replied, “we like home schools a lot,” and humorously shared, “not sure our daughters do, they were homeschooled for three years.” Then Dick added how impressed he was with Bill Bennet’s new project, K-12. He said it wasn’t a Christian oriented on-line curriculum but it was a complete education program that could help homeschoolers.

By the 1990’s Dick and Betsy DeVos were successfully influencing Michigan education policies and using private giving to drive their agenda. Christina Rizga wrote about the DeVos’s philanthropy for Mother Jones.

“… [T]here’s the DeVoses’ long support of vouchers for private, religious schools; conservative Christian groups like the Foundation for Traditional Values, which has pushed to soften the separation of church and state; and organizations like Michigan’s Mackinac Center for Public Policy, which has championed the privatization of the education system.”

As the new century opened, the DeVos agenda was being ever more adopted in Lancing. If improving the education of children in Michigan was the goal, then the DeVos education agenda has proved to be a clear failure. On the other hand, if destroying public education to accommodate privatized Christian schools was the goal, they are still on track.

Betsy and Dick DeVos got a referendum on the ballot in Michigan in 2000, aiming to revise the state constitution to allow for vouchers, so students could use public funds to attend religious schools. Their constitutional amendment was overwhelmingly rejected by the voters. So, the DeVoses turned to charter schools as their means to promote choice.

From 2000 to 2015, Michigan’s scores on the National Assessment of Educational Progress fell from 14th in the nation to 43rd.

Ultican describes what happened to Detroit. First, the state wiped out the elected board and established mayoral control. Then the state restored an elected board. Meanwhile the district’s debt kept rising as its enrollment was plummeting. Detroit was flooded with charter schools, most of which operated for profit. The district was left with “stranded costs” as students transferred from public to charter schools.

He writes: The extra-costs associated with privatizing DPS were all born by the public schools.

As charters continued to open and enrollment continued to fall, the state stepped in again:

Not acknowledging their own role in creating the financial crisis in Detroit, the state government again pushed the elected school board aside in 2009. Education policy was theoretically left under the purview of the school board but financial management would be the responsibility of a governor appointed emergency manager. This time it was a Democratic Governor, Jenifer Granholm who selected a graduate of the unaccredited Broad superintendents’ academy class of 2005, Robert Bobb, to be the manager.

Not only did Granholm select a Broad academy graduate, but Eli Broad paid part of his $280,000 salary. Sharon Higgins, who studies the Broad academy, reports that a civil rights group and a coalition of teachers who oppose charter schools questioned “whether Bobb was in conflict of interest for accepting $89,000 of his salary from a foundation that supports private and charter schools.”

Bobb made significant cuts to DPS. He closed many schools and eliminated 25% of the districts employees. He also sold several school buildings. The Detroit News reported in March 2010, “Instead of a $17 million surplus Bobb projected for this fiscal year, spending has increased so much Bobb is projecting a $98 million deficit for the budget year that ends June 30.”

Bobb blamed unforeseeable costs related to declining enrollment. Curt Guyette at the Metro-Times relates that many people blamed spending on high priced consultants and contracts. Guyette provided this example:

“Of particular note was Barbara Byrd-Bennett, hired by Bobb on a nine-month contract to be the district’s chief academic and accountability auditor. She received a salary of nearly $18,000 a month plus an armed personal driver. In addition, Byrd, a former chief executive officer of Cleveland’s public schools system, ‘brought with her at least six consultants who are collectively being paid more than $700,000 for about nine months of work,’ according to a 2009 Detroit Free Press article.”

In 2011, Republican Governor Rich Snyder ushered through two laws that had a negative effect on DPS. The first law, Public Act 4, gave the emergency manager total control and removed all powers from the elected school board. The second law, Public Act 436, created a state school district called the Education Achievement Authority (EAA) which took effect in 2013.

The EAA’s first task was to take over 15 of Detroit’s lowest performing schools. This immediately removed another 11,000 students from DPS and further stressed its finances.

Counting Robert Bobb there were five emergency managers at DPS between 2009 and 2016. Mercedes Schneider reports that “The most recent Detroit Public Schools emergency manager, Darnell Earley, is chiefly responsible for water contamination in Flint, Michigan.”

By 2016, the schools of DPS were in such a disgraceful condition that the New York Times called them “crumbling” and “destitute.” The Times’ article included this quote: ‘“We have rodents out in the middle of the day,’ said Ms. Aaron, a teacher of 18 years. ‘Like they’re coming to class.”’

July 1, 2017 the EAA returned the fifteen schools to DPS and the Michigan legislature finally acted to mitigate the debt crisis created in Holland and Lancing not Detroit. Also on July 1, 2017 Nikolai Vitti the new superintendent of DPS took on the challenge or rehabilitating the public schools of Detroit.

Robert Bobb was handsomely paid. So was John Covington. So was Barbara Byrd-Bennett (who is now in prison, after being found guilty of taking kickbacks while CEO of the Chicago public schools). The leaders made lots of money.

The charters were a disaster. The Educational Achievement Authority was an even bigger disaster, consuming high administrative costs and producing nothing for the children of Detroit.

Ultican identifies one of the villains in this chain of events that harmed the children and the public schools of Detroit: the Skillman Foundation of Detroit. With “the best of intentions,” this local foundation has supported every raid on the city, its children, and its public schools. It continues to support the Destroy Public Education Movement despite its repeated disasters and its failed experiments on children.

Valerie Strauss posts an analysis of who wins recognition as a leader of the “30 under 30” award by Forbes magazine.

It turns out that the winners of this competition are not the best classroom teachers but the people who are part of the judges’ social network. Who are the judges? You will not be surprised to learn that they are part of the TFA-Charter-DeVos privatization network.

Winning depends on connections, not your contributions to students, communities, or knowledge.

Matt Barnum reports on a conference sponsored by the Center for Reinventing Public Education, one of the leaders in promoting charters and portfolio districts, where he noted a new consensus against standardized testing. The only dissident voice was Sandy Kress, architect of No Child Left Behind, who may be the last person on earth who still believes in the value of test-and-punish regimes.

Some reformers said that they prefer to put their energy into “personalized learning,” which is a synonym for putting kids in fromt of a computer for hours every day.

Others may be disappointed that their beloved charter schools have failed to produce the test scores they expected, so they are looking for a different measure.

The reformers seem to be in alignment with Education Secretary Betsy DeVos, who turned against test scores when she realized that school choice does not produce higher test scores.

“Such rumblings of discontent with testing are not entirely new among the education reform crowd. Free-market-oriented advocates like Betsy DeVos, for example, have downplayed test scores, suggesting the more important issue is whether parents are satisfied with a given school.”

The New York Times spotted an important new trend: the new wave of Democratic elected officials are not in favor of charter schools. We knew this had to happen. Democrats could not be Democrats and remain in alliance with Wall Street, hedge fund managers, billionaires, the Walton family, the DeVos family, and the Koch brothers.

Over the last decade, the charter school movement gained a significant foothold in New York, demonstrating along the way that it could build fruitful alliances with Gov. Andrew M. Cuomo and other prominent Democrats. The movement hoped to set a national example — if charter schools could make it in a deep blue state like New York, they could make it anywhere.

But the election on Tuesday strongly suggested that the golden era of charter schools is over in New York. The insurgent Democrats who were at the forefront of the party’s successful effort to take over the State Senate have repeatedly expressed hostility to the movement.

John Liu, a newly elected Democratic state senator from Queens, has said New York City should “get rid of” large charter school networks. Robert Jackson, a Democrat who will represent a Manhattan district in the State Senate, promised during his campaign to support charter schools only if they have unionized teachers.

And another incoming Democratic state senator, Julia Salazar of Brooklyn, recently broadcast a simple message about charter schools: “I’m not interested in privatizing our public schools.”

No one is saying that existing charter schools will have to close. And in fact, New York City, which is the nation’s largest school system and home to the vast majority of the state’s charter schools, has many that are excelling.

Over 100,000 students in hundreds of the city’s charter schools are doing well on state tests, and tens of thousands of children are on waiting lists for spots. New York State has been mostly spared the scandals that have plagued states with weaker regulations.

But it seems highly likely that a New York Legislature entirely under Democratic control will restrict the number of new charter schools that can open, and tighten regulations on existing ones.

The defeat is magnified because Mr. Cuomo, a shrewd observer of national political trends with an eye toward a potential White House bid, recently softened his support for charter schools. Mayor Bill de Blasio is a longtime charter opponent with his own national aspirations.

And New York is not the only state where the charter school movement is facing fierce headwinds because of the election.

Gov. Scott Walker of Wisconsin, an enemy of public sector unions, was unseated by a Democrat, Tony Evers, a former teacher who ran on a promise to boost funding to traditional public schools.

In neighboring Illinois, J.B. Pritzker, a Democrat who promised to curb charter school growth, beat the incumbent Republican, Gov. Bruce Rauner, a supporter of charter schools. And in Michigan, a Democrat, Gretchen Whitmer, promised to “put an end to the DeVos agenda.”

Ms. Whitmer won her race for governor decisively against the state’s Republican attorney general, Bill Schuette, who is an ally of Betsy DeVos, the education secretary under President Trump. Ms. DeVos has been an outspoken proponent of charter schools in her home state of Michigan and nationally.

Now charter school supporters are wrestling with the unpleasant reality that a supposedly bipartisan movement, intended to rescue students from failing public schools, has been effectively linked to Wall Street, Mr. Trump and Ms. DeVos by charter school opponents.

Derrell Bradford, the executive vice president of a national group that backs charters, 50CAN, acknowledged that the election results raised new challenges. He said the situation was especially fraught because Mr. Trump has championed charter schools, making the issue toxic for some Democrats.

“I find it frustrating that the president’s support is often used as the reason for people to abandon support of charters and low-income families,” Mr. Bradford said.

Where insurgent national Democrats support charter schools, they do so carefully: Representative Jared Polis, the Colorado Democrat whom voters sent to the governor’s mansion on Tuesday, founded two charter schools. But he has made sure to criticize Ms. DeVos’s vocal brand of school choice advocacy.

Tuesday’s results were compounded by other recent blows for charters in liberal states.

In 2016, Massachusetts voters rejected a referendum that would have expanded the state’s high-performing charter schools. Though backers poured $20 million into the race, it was no match for Senator Elizabeth Warren and Senator Bernie Sanders, progressive stars who opposed the initiative.

Philanthropists tried again in California over the summer, when they spent $23 million to bolster the former Los Angeles mayor, Antonio Villaraigosa, in the primary for governor. Mr. Villaraigosa, a Democrat, was easily beat by Gavin Newsom, the Democratic lieutenant governor, who has been vague about the role of charters as he seeks to make California an epicenter of opposition to the Trump administration.

Some advocates find a sliver of hope in the fact that even the most liberal Democrats acknowledge that charter schools are here to stay. Many opponents want to slow growth, not destroy charters.

“No matter how hostile some of the cities get to charters, the charters have endured,” said Jeanne Allen, the chief executive of the Center for Education Reform, a national school choice advocacy group.

In New York, the insurgent Democratic candidates’ criticism of charters was somewhat less central to their campaigns than their support for traditional public schools. And though most of those Democrats said they would reject any plan to expand charter schools, they are aware that charters are popular among some families in their own districts.

“You don’t want to alienate anybody,” said Alessandra Biaggi, who in the Democratic primary unseated one of the charter lobby’s most reliable allies, State Senator Jeffrey D. Klein, in a Bronx district. “I understand why charter schools exist, I understand why they have come to the Bronx, I really get it. But we’ve got to focus on improving our public schools.”

But even the best-case scenario — widespread political ambivalence, rather than animus, toward charters — would have significant consequences for charter school supporters in New York.

The Legislature may not even bother to take up charter advocates’ most pressing need: lifting the cap on the number of charter schools that can open statewide. Fewer than 10 new charter schools can open in New York City until the law is changed in Albany.

That means the city’s largest charter networks, including the widely known Success Academy, will be stymied in their ambitious goal of expanding enough to become parallel districts within the school system.

“I understand why charter schools exist,” said Alessandra Biaggi, who will represent part of the Bronx in the State Senate. “But we’ve got to focus on improving our public schools.”

But it is the smaller, more experimental charter schools that may have the most to lose.

“A new generation of schools will be thwarted,” said Steven Wilson, the founder of Ascend, a small network of Brooklyn charter schools.

And charters will now be partially regulated by the movement’s political foes. State Senate Democrats, with the lobbying support of teachers’ unions, are likely to push laws requiring charter schools to enroll a certain number of students with disabilities or students learning English. Previous proposals indicate that those politicians may force charters to divulge their finances, and could make it harder for charters to operate in public school buildings.

Those legislators could even impose a limit of about $200,000 on charter school executives’ salaries. At least two operators made over $700,000 in 2016.

Charter school advocates in Democratic states said defeat has made their political mission clear: Convince the holdouts of their liberal bona fides.

“What people don’t understand is that our previous politics obscured just how progressive the vast majority of people in the charter movement actually are,” James Merriman, C.E.O. of the New York City Charter School Center, said.

Still, some of the political wounds New York’s charter school sector has sustained appear self-inflicted, especially in light of the state’s eagerness to challenge Mr. Trump’s agenda.

Days after the 2016 election, Eva Moskowitz, the C.E.O. of Success Academy, interviewed with Mr. Trump for the role of education secretary. When she announced that she would not take the job, Ms. Moskowitz praised the president on the steps of City Hall.

The next day, Ms. Moskowitz hugged Ivanka Trump, the president’s daughter, when she visited a Success Academy school. A few months later, Ms. Moskowitz welcomed the House speaker, Paul D. Ryan of Wisconsin, to the same school during the fight to repeal the Affordable Care Act, which Mr. Ryan helped lead.

Students peered out the windows of the Harlem school as angry protesters waited outside, playing bongos and waving signs.

After a backlash from her staff, Ms. Moskowitz said she “should have been more outspoken” against Mr. Trump.

The situation got worse when one of Ms. Moskowitz’s most prolific donors, the hedge fund billionaire Daniel S. Loeb, said last summer that a black state senator who has been skeptical of charter schools had done more damage to black people than the Ku Klux Klan.

His comment was met with fury from black supporters of charter schools, some of the movement’s most indispensable allies.

On Tuesday, that senator, Andrea Stewart-Cousins, became the next leader of the New York State Senate.

The Arizona Republic reports that voucher advocates are undeterred by their overwhelming defeat at the ballot box on Tuesday. The fact that the public rejected vouchers by 65-35% at the same time that rightwing Governor Doug Ducey was re-elected does not deter the Koch brothers and the DeVos family. Very likely they presume that the parents and teachers who beat them exhausted their funds.

Less than a day after the crown jewel of their school choice policies was crushed at the ballot box, prominent school choice advocates doubled down by calling for the Arizona Legislature to promote school choice and vouchers laws.

Both the Goldwater Institute and American Federation for Children issued statements backing school choice in the hours after voters rejected by a 65-35 margin Proposition 305, a massive expansion of school vouchers.

The vote overturned the Empowerment Scholarship Account expansion that would have allowed all 1.1 million Arizona public school students to use public money to attend private school. The number of students receiving the money would have been capped at 30,000.

In a statement to supporters, the Goldwater Institute said “the fight for school choice continues.”

“Empowerment Scholarship Accounts help families create a custom educational experience— one as unique as each child. Unfortunately, school choice opponents were successful in denying this option to all Arizona families, regardless of income,” Goldwater Institute President Victor Riches said in the statement.

“Across the country, ESAs have garnered the support of Republicans and Democrats alike because they provide a commonsense way for families to help pay tuition, provide tutoring, and purchase the tools they need to give their students the best chance at success in school and down the road.”

He said other states — including North Carolina and Florida — have followed Arizona and instituted ESAs for selected students.

“Arizona has been a national leader on the path to greater school choice for families,” Riches said. “The Goldwater Institute will continue the fight to give students and their families a greater say in their education in Arizona and across the country.”

Meanwhile, American Federation for the Children congratulated Republican Gov. Doug Ducey for defeating “anti-school choice” candidate Democrat David Garcia in the race for governor.

“Governor Ducey is a pro-education, pro-school choice Governor whose leadership has resulted in higher pay for teachers as well as more educational choice options for families,” said the statement from AFC’s Arizona communication director Kim Martinez. “Ducey is a staunch supporter of Arizona’s Empowerment Scholarship Account program, which helps disadvantaged children, many with special needs, access different types of schools or curriculum.”

The statement didn’t mention Prop 305.

The current voucher program, which enrolls 5,600 students at a cost of about $62 million– gives parents 90% of the funding that would have gone to their local public school district. The parents get a debit card which is supposed to cover non-public school expenses, whether for private or religious or home schooling. The program has minimal oversight or accountability. A recent survey by the Arizona Republic showed that some parents were using the debit card for personal expenses, such as cosmetics or clothing.

The ESA program gives parents 90 percent of the funding that would have otherwise gone to their local public school districts. The voucher money, loaded on debit cards, is intended to cover specific education expenses such as private- or religious-school tuition, home-school expenses and education-related therapies.

A spokeswoman for SOS Arizona, the anti-voucher organization, said they would fight renewed efforts to enact a program that the voters opposed overwhelmingly.

But of course the Koch brothers and the DeVos family have unlimited resources. The parents and educators rely on volunteers.

Bill Lee, the newly elected Republican Governor of Tennessee, appears to be bad news for public schools.

“A product of public schools who chose a mix of public, private, and homeschooling for his own kids, Lee also talked about giving parents more choices for their children. He bolstered that talk — and raised eyebrows among traditional public education diehards — with his pick of Tony Niknejad as policy director for his campaign. Niknejad is the former state director of the American Federation for Children, a pro-school voucher group once chaired by former U.S. Education Secretary Betsy DeVos.

“Still, Lee offered few outright promises or details on such policies during his months of campaigning.”

I hope I’m wrong.

Vouchers are a zombie idea. They don’t help poor kids. The kids who use them fall farther behind in school.

Voters have turned them down again and again, as happened yesterday in Arizona.

Laurie Roberts of the Arizona Republic tells the story here about how vouchers became roadkill at the ballot box.

“Gov. Doug Ducey may have gotten a second term but he also took a powerful punch to the gut as his plan for a massive expansion of school vouchers was killed.

“Arizona voters didn’t just defeat Proposition 305. They stoned the thing, then they tossed it into the street and ran over it.

“Then they backed up and ran over it again.

“Voters defeated Ducey’s voucher plan by more than 2-1.

“Ouch.”

She goes on to warn that the pro-voucher billionaires are not finished. They are not swayed by the popular vote. They will be back.

Voters said ‘enough already’ of an education policy controlled by the DeVos agenda, which didn’t serve our students. On the federal level, voters said we must have a check on President Trump by re-electing Sen. Debbie Stabenow and Reps. Debbie Dingell, Dan Kildee and Brenda Lawrence, and by electing Haley Stevens, Rashida Tlaib and Andy Levin to the House of Representatives. Moreover, Michigan voters said we want fair elections and more-accessible voting with the passage of proposals 2 and 3.

“Voters across Michigan rejected the politics of division and realized the strength of their united voice. For months, our members have been knocking on doors, making calls and mobilizing to put these candidates in office. Now, we look forward to working alongside them to build a state where public schools, healthcare and working-family values are the top priorities.”

The United Teachers of Los Angeles have voted to authorize a strike. The union has been negotiating with Superintendent Austin Beutner, a former investment banker who has no experience in education.

I sent the following message to the teachers of Los Angeles.

I am writing to my friends who teach in the Los Angeles Unified School District to encourage you to stay strong in your demands for smaller classes and the resources your students need.

Your working conditions are your students’ learning conditions.

You should not be expected to pay out $1,000 or more from your salary for school supplies.

I am astonished that one of the cities with the greatest concentration of wealth in the world is unwilling to pay what it costs to educate its children.

John Dewey wrote more than a century ago: “What the best and wisest parent wants for his children, that must we want for all the children of the community. Anything less is unlovely, and left unchecked, destroys our democracy.”

The billionaires who have declared war on public education and who are funding the California Charter School Association would not tolerate overcrowded classrooms, obsolete textbooks, and crumbling buildings in the schools their children attend. They should not tolerate such conditions in the public schools of Los Angeles that other people’s children attend, people without their wealth.

They want the best for their children, and they should demand the best for all children, and pay for it.

Please fight against “school choice,” an idea that was first launched by segregationists in the South to block the Brown decision in the late 1950s. It is now the favorite cause of U.S. Secretary of Education Betsy DeVos, who wants to replace our nation’s democratically-controlled public schools with a menu of “choices,” none of which are as good as public schools.

In California, as elsewhere, charter advocates oppose accountability and transparency. Furthermore, charters have been characterized by scandals and fraudulent financial practices, a result of their lack of oversight and accountability.

Charter schools should be subject to the same laws, rules, and regulations as public schools if they want to give themselves the name of “public schools.”

Your superintendent Austin Beutner came to the job thanks to a takeover bankrolled by the charter lobby. He has never been an educator, and you will have to help him understand the importance of teacher professionalism, of reducing class sizes, and of public education in a democratic society. He just doesn’t get it.

Public schools are, have been, and will continue to be the foundation stone of our democratic society. If we lose it, we put our democracy at risk.

Fight for your students. Fight for public education. Fight for the teaching profession. Fight for a better future for the children and for our society.

Tuck should own his allies. He supports school choice, like Betsy DeVos and John Cox.

The Democratic Party supports public schools, not charter schools.
