The first stop on my national book tour was Books and Books, a wonderful old-fashioned independent bookstore in Coral Gables in Florida. I talked with Mitchell Kaplan, the owner, who is determined to keep the literary life alive.

This is our discussion.

After the podcast, I met with the leadership of the United Teachers of Dade County. My presentation at the store was moderated by Karla Hernandez-Mats, the leader of the union and a dynamo.

The Republican legislature is hostile to public schools and would like every child to have a voucher to attend a religious school.

 

In 2017, the Orlando Sentinel published a powerful three-part series about unregulated and unaccountable voucher schools in Florida, called “Schools Without Rules.” In Florida, voucher schools receive $1 billion each year of taxpayer funding.

In 2018, the Orlando Sentinel published an article about the textbook companies that supply teaching materials to voucher schools and homeschoolers. Their books incorporate religious values into their content.

Prominent among them is the ABeka company in Florida.

Their textbooks reflect a religious approach to science, history, and other subjects.

The Orlando Sentinel wrote:

One of the largest suppliers of materials for private schools and home-school students across the United States is affiliated with a small Christian college in the Florida Panhandle.

Abeka, formerly known as A Beka Book, is named for Beka Horton, who along with her husband, Arlin, founded a small Christian school in 1954 and Pensacola Christian College in 1974…

Today, Abeka Academy Inc. takes in $45.6 million in revenue — $6 million less than its reported expenses of $51 million — according to the nonprofit’s tax documents for the financial year that ended May 2017.

Abeka, along with the Bob Jones University-affiliated BJU Press and Accelerated Christian Education Inc., is among the most popular curricula used by Christian schools that take part in Florida’s $1 billion voucher program, which pays for children from low-income families or those with special needs to attend private schools.

Though the Hortons retired from the college in 2012, Abeka carries on the couple’s legacy of what it calls a “Biblical perspective.”

For example, the company describes its teachings in the subject of history this way: “We present government as ordained by God for the maintenance of law and order, not as a cure-all for humanity’s problems. We present free-enterprise economics without apology and point out the dangers of Communism, socialism, and liberalism to the well-being of people across the globe. In short, Abeka offers a traditional, conservative approach to the study of what man has done with the time God has given him.”

The Orlando Sentinel described the curriculum in Christian schools that are funded by taxpayer dollars:

Some private schools in Florida that rely on public funding teach students that dinosaurs and humans lived together, that God’s intervention prevented Catholics from dominating North America and that slaves who “knew Christ” were better off than free men who did not.

The lessons taught at these schools come from three Christian publishing companies whose textbooks are popular on many of about 2,000 campuses that accept, and often depend on, nearly $1 billion in state scholarships, or vouchers.

At the Orlando Sentinel’s request, educators from Florida colleges and school districts reviewed textbooks and workbooks from these publishers, looking at elementary reading and math, middle school social studies and high school biology materials.

They found numerous instances of distorted history and science lessons that are outside mainstream academics. The books denounce evolution as untrue, for example, and one shows a cartoon of men and dinosaurs together, telling students the Biblical Noah likely brought baby dinosaurs onto his ark. The science books, they added, seem to discourage students from doing experiments or even asking questions.
“Students who have learned science in this kind of environment are not prepared for college experiences,” said Cynthia Bayer, a biology lecturer at the University of Central Florida who reviewed the science books. “They would be intellectually disadvantaged.”

The social studies books downplay the horrors of slavery and the mistreatment of Native Americans, they said. One book, in its brief section on the civil rights movement, said that “most black and white southerners had long lived together in harmony” and that “power-hungry individuals stirred up the people.”

The books are rife with religious and political opinions on topics such as abortion, gay rights and the Endangered Species Act, which one labels a “radical social agenda.” They disparage religions other than Protestant Christianity and cultures other than those descended from white Europeans. Experts said that was particularly worrisome given that about 60 percent of scholarship students are black or Hispanic.

Peter Greene believes that Ohio is trying to be like Florida, hoping to expand  vouchers to every student as if every public school in Ohio is rotten. Once the voucher money is approved, the state doesn’t care about the quality of education. Ohio already has a low-performing charter industry, one of the worst in the nation, why not give vouchers to attend religious schools that use the Bible as their science textbook? I wish some entity in Ohio would place a referendum on the ballot and ask voters if they want to defund their public schools in order to expand public funding of vouchers and charters.

He writes:

You will recall that Ohio school districts are facing an explosion in costs as they enter the next phase of the privatization program. Phase One is familiar to most of us–you start out with vouchers and charters just for the poor families who have to “escape failing public schools.” Phase Two is the part where you expand the program so that it covers everybody.

Well, Ohio screwed up its Phase Two. Basically, they expanded the parameters of their privatization so quickly that lots of people noticed. The number of eligible school districts skyrocketed, and that brought attention to a crazy little quirk in their system, as noted by this report from a Cleveland tv station:

We analyzed data from the eight Northeast Ohio school districts that paid more than $1 million in EdChoice vouchers to area private schools during the 2019-2020 school year as part of the program.

Those districts include Akron, Canton, Cleveland Heights-University Heights, Euclid, Garfield Heights, Lorain, Maple Heights, and Parma City Schools.

Out of the 6,319 students who received EdChoice vouchers, we found 4,013, or 63.5%, were never enrolled in the district left footing the bill for their vouchers.

Yep. That means that at the moment this kicks in, the district loses a buttload of money, while its costs are reduced by $0.00. This means that either the local school district cuts programs and services, or it raises taxes to replace the lost revenue, effectively calling on the taxpayers to help fund private school tuition for some students. I wonder how many legislators who helped engineer this are also opposed to plans from Democratic candidates to provide free college tuition at taxpayer expense?

The legislature has been running around frantically trying to– well, not head this off so much as slow it down just enough to reduce the number of angry phone calls their staff has to take. Nobody seems to be saying “This is a mistake” so much as they’e saying “Doing this so fast that people really notice is a mistake.” Someone cranked the heat on the frogs too fast. Meanwhile, this weekend was their last chance to get this fixed before next year’s voucher enrollment opens, and they have decided to punt because everyone is getting cranky.

Is this at least going to help some poor folks? Well, the proposal is to up the cap to 300% of poverty level. That’s $78,600 for a family of four. So there’s that.

Melanie McCabe, an English teacher at Yorktown High School in Arlington, Virginia, and an author, wrote this terrific and accurate review of SLAYING GOLIATH.

Unlike the reviewer for the New York Times, who is not a teacher and gives no hint of ever having set foot in a classroom since she finished school and college, Melanie McCabe knows full well about the billionaire-funded attacks on public schools and their teachers, which continue to seek their privatization of our public schools and to impose business ideas about closing schools based on spurious data.

Teachers get it. Teachers know that their students are being strangled by high-stakes testing and their schools are deprived of resources when forced to compete with charters and vouchers, which do not offer better education than the public schools they harm.

McCabe writes:

[Ravitch] has written a thought-provoking, painstakingly researched account of those who have sought to privatize and monetize America’s schools. She calls them the “Disrupters,” and they are indeed a foe with all the intimidating strength of Goliath. Confronting this opponent is the “Resistance”: the ordinary teachers, parents and citizens who are fighting back and winning.

Ravitch exposes the self-serving motivations of the Disrupters — many of them among the richest people in America, such as the Walton family, Bill Gates, Education Secretary Betsy DeVos, the Koch brothers and Mark Zuckerberg. Their belief that schools should be operated as businesses, with private ownership and data-driven decision-making, has resulted in dismal standardized test scores, the closure of public schools and the demonizing of teachers. The charter schools they have championed and have been enriched by have not resulted in promised improvements, but instead have drained much-needed funds from struggling public schools. The Disrupters are not supporters of education, Ravitch argues; rather, they are in pursuit of the money to be made not only by running charter schools but also through involvement in such lucrative industries as student testing, educational hardware and software, curriculum development, and consulting services…

Though the history of the school reform movement and its impact on schools and students are alarming, the story Ravitch sets out to tell is not one of hand-wringing despair; rather, it is a heartening account of how teachers, parents and union leaders across the nation have been fighting against the damage caused by the Disrupters. The Resistance opposes privatization and misuse or overuse of standardized testing, and seeks adequate compensation for teachers and funding for public schools that has too long been diverted to charter schools….

Ravitch’s message is not one of gloom and doom, but rather she offers a rallying cry that shows how people everywhere are wising up and fighting back. “The great lesson of this story is that billionaires should not be allowed to buy democracy, although they are certainly trying to do so,” Ravitch writes. “The power of their money can be defeated by the power of voters.”

There is much to learn from this book, and much inspiration to be found. The book is not written as a how-to guide for the Resistance. It is a scrupulously thorough study of a tumultuous period in American education. However, the conscientious reader who seeks strategies to combat the pervasive damage done by the Disrupters will find useful information here, along with affirmation that fighting back is possible. To paraphrase one of the chapter titles, Goliath has stumbled. The reign of terror is not yet over, but it has been brought to its knees.

Ohio’s legislature is determined to wreak havoc on the public schools that most students attend. Vote these vandals out of office!

Christina Samuels of Education Week reports that philanthropists continue to pour a large percentage of their donations into education, but are losing interest in K-12 due to the poor record of their efforts to “reform” the schools. 

ironically, this is good news because the philanthropic money was used to impose “reforms” that disrupted schools, ranked students based on their test scores, and demoralized teachers.

Schools that serve the neediest children definitely need more money but not the kind that is tied to test scores, stigmatizing students and teachers, or the kind that funds charter schools to drain resources from public schools, leaving them with less money to educate the neediest children.

Samuels reports that a growing number of grant makers to early childhood education are looking to help children before they start school, and giving money to issues such as “education and mental health, education and criminal justice, education and the arts.”

In 2010, I visited Denver and met with about 60 of the city’s civic leaders. I was supposed to debate State Senator Michael Johnston, the TFA wunderkind in the legislature, who arrived the minute I finished speaking, never hearing my critique of test-based “reform.” Johnston proceeded to sing the praises of his legislation to introduce exactly what I denounced and proclaimed that judging teachers, principals, and schools by test scores would produce “great teachers, great principals, and great schools.” The philanthropists bought these promises hook, line, and sinker.

They were false promises and a total failure. Now, as this article shows, philanthropists in Denver realize they made a huge mistake. Good intentions, wrong solutions.

Samuels interviewed Celine Coggins, the executive director of Grantmakers in Education, who said,

What we saw in our recent study was that members were more thinking about the whole learner and moving away from just thinking about the academic standards,” she said. Working outside the boundaries of the K-12 system is seen as a way to have more impact, as well as more freedom from governmental controls.

The Donnell-Kay Foundation, created to improve public education in Colorado, is an example of a charitable organization that is moving away from trying to influence education at the K-12 level, said Tony Lewis. Once known as the executive director of the Denver-based foundation, Davis said he eliminated staff titles about a year ago, to create a more egalitarian structure in the organization.

“Over the past five or six years, we’ve gotten frustrated with the lack of progress in improvement in the K-12 system,” Lewis said. “We’ve tried hard, and our partners have tried hard and everyone is still trying hard. The results have been disappointing at best. That’s a Colorado story and it’s a national story.”

Lewis said the organization has pulled back from areas such as school performance frameworks, district accountability, and “turnaround schools” because the gains have been minimal. The organization is also less involved in supporting new charter schools and in early-childhood education than it was several years ago.

Instead, Donnell-Kay is now taking a closer look at the out-of-school space, including afterschool and summertime. That’s where children spend most of their time, he said.

“We keep layering more and more work on schools, reading, math, STEM, nutrition, mental health,” Lewis said. “I don’t think loading more onto the school day is actually the answer any more.”

But, he continued, “What if you really intentionally maximize the time in the out-of-school space? You can make a huge difference in both academics and in life skills.”

Next question: Will Bill Gates, Mark Zuckerberg, Michael Bloomberg, and the other billionaire funders of disruptive reforms get the message?

Linda Blackford, columnist for the Lexington Herald-Leader, describes the long-standing extremist goal of privatizing public schools and shows how Republican legislators are determined to introduce vouchers, which would harm the community public schools that enroll 90% of the state’s students.

Fortunately, voters in Kentucky threw out DeVos disciple Matt Bevin and replaced him with Andy Beshear, a friend of public schools. I hope the legislature has enough Democrats to prevent the Republicans from overriding a veto.

She writes:

At the macro level, this is an attack on public education, which is foundational to our democracy, and by the way, is actually guaranteed in the Kentucky Constitution. There has always been a basic compact that everyone’s taxes support public school for everyone because they educate the children that private schools reject. (Not to mention many private schools in the South were only started to avoid desegregation.) If people really think more students should go to private schools, then they should help private schools raise more funds for scholarships, not try to game their state taxes. In Kentucky, the bill is being pushed heavily by a widespread network of Catholic schools, which could afford many, many more scholarships if they didn’t have to pay out so much money in clergy sex abuse scandals.

Of course, public schools, like private ones, could do a better job with some of their students, but the answer is not to further starve schools for funding, or siphon off a stream of students to private schools with little accountability or oversight. Public education is a public good that should be supported by the public, not diverted and destroyed by our elected public servants. Although he was himself educated privately, FDR in 1936 noted that his administration’s support of public education throughout the Great Depression “has given to this country a population more literate, more cultured, in the best sense of the word, more aware of the complexities of modern civilized life than ever before in our history.”

Public education is still the linchpin to prosperity for most of Kentucky’s population, but many legislators seem determined to starve it. Sending a few hundred kids to private school won’t make this state great. Supporting our public schools, from kindergarten to college, can.

Bill Phillis writes about the GOP’s pusillanimous capitulation to its masters and is prepared to sacrifice its public schools to satisfy DC-based Thomas B. Fordham Institute and ALEC, funded by CharlesKoch, the Waltons, and DeVos.

He writes:

School choice zealots seem to be driving the state education policy train
In spite of the harm being heaped on school districts due to corruption in the charter industry and the wild expansion of vouchers, the school choice zealots are in control. State officials seem powerless to establish rational Ohio education policy.
According to current media reports, the voucher “fix” being considered in the Ohio Senate, would lessen the harm to some school districts in the near term but would set the stage for a universal voucher system in the future. The local choice zealots and their big boy moneyed allies, such as the American Legislative Exchange Council (ALEC) and Fordham Foundation, are driving policy that undercuts the very foundation of the public common school. State officials seem to cower when confronted by the choice crowd.
 
Time to march on Columbus.
Before I saw Bill Phillis’ post, I tweeted an article about a temporary “fix” proposed by the GOP.
Jan Resseger wrote to me that the “fix” is a fraud and her own integrated, mixed-income district will be devastated.

She wrote:

I noticed you forwarded the Dispatch piece as though it will help anybody.  The Ohio Senate “solution” will simply leave in place all the damage from current year.  In CH-UH we have 478 percent growth in vouchers this year.  These kids will carry those vouchers out of our district’s budget each year until they graduate from high school. 

We’ll hope that this afternoon the House mitigates this in some way.  Leaves vouchers in place for now—but moratorium on their growth for a while.  Leaves flawed state report cards in place without a deadline to change them.  Expands income cap on the other kind of state funded vouchers.

The mess is embedded right in this so-called “solution.”

Politico Morning Education writes that Trump has chosen billionaire Betsy DeVos as a campaign surrogate, despite the fact that she is the most disliked member of his Cabinet. No doubt he hopes for DeVos campaign money but also wants to stick his thumb in the eye of teachers and supporters of public schools. DeVos campions charter schools and vouchers. She despises public schools.

DEVOS HITS THE CAMPAIGN TRAIL: Long a target for the left and protesters, DeVos is being deployed as a political asset for Trump. She will be among more than 80 surrogates campaigning for him at caucus locations across Iowa on Feb. 3, the campaign announced. Two days later, she’ll be with Vice President Mike Pence and senior White House aide Kellyanne Conway on Feb. 5 at a “Women for Trump” event in Camp Hill, Pa.

— Joining DeVos in the Hawkeye state will be several other agency heads, governors, and members of Congress and the state legislature, along with other campaign officials and advisers. Liberty University President Jerry Falwell Jr. will also be on hand for what the campaign is calling an “unprecedented” surrogate operation.

— “This will be the strongest, best funded, and most organized presidential campaign in history,” said Brad Parscale, Trump 2020 campaign manager. “We are putting the Democrats on notice — good luck trying to keep up with this formidable reelection machine.”

— DeVos visited Iowa in March for a closed-door meeting in the state Capitol to pitch her proposal for Education Freedom Scholarships. Iowa Democrats at the time blasted the plan, saying it would undermine public education, the Des Moines Register reported, and the proposal hasn’t gotten traction on Capitol Hill.

— Iowa has a tax credit scholarship program, but it’s not considered a school choice leader. Its charter school law is considered weak, ranking in the bottom five of state laws for accountability, flexibility, funding equity and other metrics, according to a new report by the National Alliance for Public Charter Schools.

HAPPENING TODAY: DeVos will join Pence in delivering remarks at the Wisconsin School Choice Student Showcase in celebration of National School Choice Week.

Mercedes Schneider is a high school teacher in Louisiana. She has been blogging since 2013 about the state and federal government’s determined efforts to force bad ideas on teachers like her. Too often, she writes, she has had to share bad news. But when she read SLAYING GOLIATH, she understood that she was part of a national movement to resist bad policies.

She writes:

It has been an uphill battle, and I know that my words, though informative, are also often overwhelming and disheartening for those who care about the community school and who seek an encouraging word.

I have had fellow supporters of American public education tell me they appreciate my work but wish I had some good news to share.

Well, then. Today is that day.

Education historian, Diane Ravitch, has published a book, Slaying Goliath: The Passionate Resistance to Privatization and the Fight to Save America’s Public Schools.

It is a book about parents, teachers, students, administrators, and other public school advocates across the nation whose grass roots efforts to engage in the fight save America’s schools have created a movement, a book that allows public school advocates the opportunity to step back and see a more complete picture of their combined efforts across cities, states, situations, and years.

It is a book about us.

As I turned the pages and read of so many advocates contributing individual moments of advocacy– writing, speaking, organizing, protesting, striking, lobbying, voting, running for office– I felt wonderfully encouraged to realize on a deeper level that I am not one of few but one of many contributing to a remarkable, undeniable, and powerful effort to combat an ed-reform effort chiefly fueled by a handful of billionaires.
