Supporters of corporate reform have several phrases they favor to persuade skeptics that resistance is futile.

One is to say that “the train has left the station.”

In other words, you have no choice. (Even though they prattle on about why kids need choice and how choice is the civil rights issue of the decade, they don’t think any educator or citizen should be able to choose to say no to their bad ideas.)

You must surrender or be fired.

Or they say, in states that were dumb enough to win Race to the Top funding, “the law is the law.” Even if the law is wrong, you must obey.

Even if value-added assessment has been rejected by dozens of research studies, you cannot refuse to obey.

Even if value-added assessment is inaccurate, you must not fight it.

You are allowed to argue about whether you want it to count for 20% or 30% or 50%, but not to insist that it is an absurd way to measure teacher quality.

Here is my take: Don’t comply with what you know is wrong.

Don’t agree with what you know to be unethical and demeaning, to you as a professional and to your students.

Don’t quibble around the edges.

Mobilize, organize, fight back. Get teachers and parents to understand that what the federal government has mandated has no research to support it. It is wrong. Do not compromise with what is wrong.

Obama’s former budget director Peter Orszag recently wrote an article claiming that teachers should be judged by the test scores of their students. He read about the Raj Chetty study and the Gates MET study, and that was good enough for him.

From what he writes, it is clear that he knows nothing of the research critiquing those two studies. Hundreds of millions of scarce dollars are being wasted to make VAM work. It is not working anywhere. The tests are not designed to measure teacher quality.

VAM is junk science.

Not to worry, Orszag is a banker so he knows how to evaluate teachers.

This is a stunning analysis of the relationship between labor unions and the Democratic Party.

It is a must-read.

Many in education have been baffled by the bipartisan consensus around Republican ideology. Micah Uetricht is not baffled. He says without hedging that “Democrats have swallowed the Right’s free market orthodoxy whole. Much of the party appears to have given up on education as a public project.”

Teachers unions, he writes, have been unable to articulate a coherent response to their abandonment.

That is, until last September, when the Chicago Teachers Union went on strike. He writes:

“The union has been unafraid to identify the education reform agenda pushed by Mayor Rahm Emanuel and his party nationally as an attempt to exacerbate inequalities within the education system, strip teachers of power and erode their standards of living, and chip away at public education as an institution, and to call such Democrats enemies. Rather than continuing an insider strategy that has netted so little for the rest of labor over the years, the CTU has entered into open opposition with the neoliberal wing of the party.”

This is an important development. And this is an essay you must read.

A letter from a NYC teacher:

I am a Nationally Board Certified Teacher (2003, 2013) teaching in NYC. Two years ago, I was intimidated to leave my first NYC school due to test scores on the grade 8 ELA exam. My students passed but didn’t make enough progress. This school was an “A” school in a very depressed neighborhood. Unfortunately, I did not love data enough and I refused to view multiple-choice questions as text.

I chose to assess my students differently: Where are they now? Where are they going? What do they need to know to get there? How can I help them reach their goal? I asked myself these questions daily. I chose community texts, intensive writing workshops, and art to help my students reach their goals. More than anything, I wanted them to experience a type of learning that had nothing to do with worksheets or tests. I wanted to provoke and inspire.

At the end of of my third year, I was slammed with my first formal observation the day after Spring Break. I was informed in an email about 12 hours before the start of the next school day. As my pre-observation was three months earlier, I made sure to send a lengthy and detailed email to my AP prior to the lesson. This was a gamble in itself since my administration was so terrified of email that they usually reprimanded us for using it. They preferred handwritten memos. The AP sat in the back of the room and did not make eye-contact with me. She simply typed.

Immediately following the observation, I was called down for a meeting. The AP who did the formal was not in attendance. The principal told me I did not make tenure. I asked why and how I was evaluated. He said nothing of my formal observation, my three years of teaching, or the countless handwritten memos that stated I was doing a great job (I saved all of them). Instead, he showed me data. Data from the three-day tests he made us give four times a year. These tests were photocopies of old NYS tests. Only the multiple-choice sections were used. Data from the Accelerated Reader (AR) program we struggled to implement. How does a student take an online test without an Internet connection? How do they read without even three titles they could enjoy on their reading level? They don’t. And so my principal also used a lack of data against me. And of course there is VAM. I am “Lucky Number 7.” Once published, that score would hurt his school.

I won’t lie. I cried. I cried because I had spent ten years teaching in functioning public schools in Orange County, FL and Montgomery County, MD. I cried because I was so exhausted fighting for my right to teach and the students’ right to learn. In previous schools, I was treated like a professional. I had working relationships with my administrators. All of us were about changing the lives of our students and we did it together. For ten years, I was inspired, motivated, and supported.

For days after that meeting, my principal would stand outside my room and watch me teach. He would come inside and examine my unit plans, which needed to be aligned to the CCS. He would glare at me if my eighth-graders spoke in the hallways or while walking down five flights of stairs to lunch. During that time, I actually received a memo that said, “Monitor your students at all times. I saw Clara push Timmy during line-up.”

I quickly secured a new position.

On my last day there, we had to wait in line to hand in our classroom keys. I passed my keys to the school secretary and the AP passed me my formal observation paperwork. It was signed, but not one box was checked. I had never known such insidiousness could exist in a place for children.

My current school is a large, “failing” NYC high school. The two APs I work with care about their teachers and students. Through them, I have learned so much about teaching city kids–without lowering my standards or testing them into oblivion. Together, we are building something better for our students. That feeling of support, of community, of compassion is priceless.

“All over the country, school districts who do not have a teacher shortage — the most recent is Buffalo, New York — are trying to bring in Teach for America corps members to staff their schools.

Why any school district would want to bring in teachers who have been trained for five weeks and have no classroom experience to replace teachers with years of training, experience, and mentoring would seem to defy common sense unless one considers the budgetary considerations at stake.

“Since few Teach for America teachers stay beyond their two-year commitment in the schools they are assigned to, there is a huge saving in pension costs for using them over teachers likely to stay till they are vested. Having a temporary teaching force also gives a school board greater flexibility in assigning teachers, and in closing old schools and re-opening new ones. It also, in the long run, will totally destroy the power of teachers unions in the district, allowing for costs savings that can be invested in increased testing and evaluation protocols.”

Please read the link in this comment. Kafkateach has been trying, again and again, to find out what her VAM score for 2011-2012 was. No one will tell her. No one knows. It is being calculated. It is being recalculated.

The new and improved teacher evaluations in my district have proven to be nonexistent. It’s March 12th 2013 and we still have yet to receive evaluations and our VAMs for the 2011-12 school year. The state, the district, and the union have been tossing around the stinking pile of value added bogosity like a hot potato. Nobody wants to accept responsibility for the data. For more than a week in September, the nation was astonished to see thousands of Chicago teachers on strike.

The media treated it as an old fashioned dispute over wages and hours, which it was not.

Many of us who follow education issues knew that the teachers were striking against nearly 20 years of nonstop ill-considered “reforms” imposed on teachers by politicians and uninformed policymakers.

The bottom line: Enough is enough.

It is rare to see a high-ranking leader of a major association speak hard truths to power. For her courage and candor, Joann Bartoletti joins the honor roll as a champion of public education.

In the March 2013 issue of NASSP’s “News Leader,” Bartoletti, the executive director of the National Association of Secondary School Principals, blasted the new teacher evaluation systems that were foisted on the nation’s schools by Race to the Top and its highly prescriptive waivers.

She notes that these dubious, non-evidence-based evaluation systems are coming into use at the very time that the Common Core is being implemented. Common Core–untested, never validated, whose consequences are unknown, arriving with not enough time or money for implementation or adequate technology for the computer-based testing–is widely expected to cause test scores to fall. It would be hard, she writes, to “come up with a better plan to discredit and dismantle public education.”

What motives should one attribute to policymakers who wreak havoc on their’s nations public schools and who blithely ignore all warning signs? Bartoletti won’t speculate.

Malice or stupidity? You decide.

She writes:

• A perfect storm is brewing, and it will wreak havoc on the collaborative cultures that principals have worked so hard to build. New teacher evaluation systems have begun making their way into schools, and over the next three years, more than half of states will change the way they assess teachers’ effectiveness. The revised systems come as the result of Race to the Top and NCLB waivers. To be eligible for either, states had to commit to developing new teacher evaluation systems that use student test scores to determine a “significant proportion” of a teacher’s effectiveness. In a January survey of NASSP and NAESP members, nearly half of respondents indicated that 30% or more of their teacher evaluations are now tied to student achievement.

There is no research supporting the use of that kind of percentage, and even if the research recommended it, states don’t have data systems sophisticated enough to do value-added measurement (VAM) well. Still, the test-score proportion on evaluations will increase at a time when we predict that test scores will decrease.

These evaluation systems will be put in place just as the Common Core State Standards assessments roll out in 2014. This volatile combination could encourage many teachers and principals to leave the profession or at least plan their exit strategies. I don’t want to attribute a malicious intent to anyone, but if policymakers were going to come up with a plan to discredit and dismantle public education, it’s hard to think of a more effective one.

Identity Crisis?

One of the most troubling issues, as Jim Popham describes in this month’s Principal Leadership, is that the overhauled evaluations are being designed to serve dual purposes.

Principals want to believe that the evaluations are formative and are inclined to give constructive feedback to teachers to help them improve their instructional practice. Lawmakers, on the other hand, see the evaluations as being summative—a way to identify weaknesses and fire ineffective teachers. Principals are caught in the middle: they want to offer frank feedback but are all too aware that any criticism is a black mark that can be used to deny a teacher’s con- tract renewal or tenure. In this case, killing two birds with one stone—when those birds have about as much in common as a penguin and a pigeon—is extraordinarily ineffective.

And so, principals tread lightly. Although the days when 99% of tenured teachers earned “satisfactory” ratings are long gone, emerging data shows that even with the new evaluations in place, the majority of teachers are still being deemed “effective.” Education Week noted in a February 5 article that at least 9 out of 10 teachers in Michigan, Tennessee, and Georgia received positive reviews under the new measurements.

With little difference in outcomes, it’s hard to justify the extensive training and time com- mitment that the new systems demand. In some districts in Rhode Island, a popular off-the-shelf model requires principals to view 60 hours of video training and pass a test before administer- ing the evaluation tool. If they fail, they’ll have to wait three months to take it again. Other states are developing their own systems that dramatically increase the hours spent assessing teachers.

Tennessee principal and NASSP board member Troy Kilzer devotes nearly six hours to a single teacher’s evaluation, not counting the time spent observing that teacher in the class- room. This figure is similar to the respondents’ answers in the NASSP survey. Almost all (92%)
said they spend anywhere from 6 to 31 or more hours evaluating each teacher.

These evaluations are simply trying to accomplish too much. What’s even worse, principals must apply them across the board—66% of the survey respondents are required to use one instrument for all teachers and staff, includ- ing those in non-tested subjects. School nurses, athletic directors, and school psychologists are expected to be assessed with the same tools. Since when can a nurse’s capacity for empathy be measured by a student’s ability to factor polynomials?

High Anxiety

Although only some states have fully imple- mented the new models, exhausted teachers are showing signs of wear. The “teach-to-the- test” frenzy is compounded by the fact that their evaluations will rely on scores over which teachers have limited control. NASSP’s Breaking Ranks tells about the importance of a positive culture, yet the atmosphere that the new evalua- tion systems create is anything but positive.

Shawn DeRose, an assistant principal in Virginia, said that since the implementation of his state’s new evaluation system this past fall, many teachers in his school have indicated that they feel additional stress. It’s no wonder. Fifth-grade teacher Sarah Wysocki was fired at the end of her second year with the DC Public Schools because her students didn’t reach their expected growth rate in reading and math under the city’s new value-added model. Never mind that she received positive ratings in her observations and was encouraged to share her engaging teaching methods with other district educators. This is hardly an isolated event.

The anxiety levels raise an even more acute challenge for principals in urban, high-poverty schools. No teacher wants to teach in a school with a traditionally low-performing population. Add test scores as a part of their evaluation, and it now becomes impossible to recruit teachers for high-needs schools. But regard- less of a teacher’s placement, the onus is still on principals to ensure that evaluations are fair and meaningful—and that they improve teachers’ capacity to enhance student learning.

NASSP is regularly delivering this message to Congress and the
Department of Education. In meetings with Assistant Secretary for Elementary and Secondary Education Deb Delisle, I’ve shared NASSP’s recommendations and have reinforced that teacher evaluations should serve their intended purpose: to help teachers improve their instructional practice. NASSP is making it glaringly clear to policymakers that if they want to push out inef- fective teachers, there are other ways to go about it. Throwing the entire profession into a tailspin is not only ineffective and mis- guided, but it’s a poor way to play the long game as well.

A teacher writes about the pluses and minuses of the Common Core:

There are a lot of good reasons to adopt the Common Core Standards. They really do provide an excellent framework for what would would love to see our students doing: thinking, writing, finding evidence in text, justifying arguments, and persevering in problem solving.

That being said, it is clear that there are some crazy problems that will require a lot more thoughtful implementation. There is no technology to prepare for the tests. There are no curricular materials to support teachers.

There are serious problems with expectations for students in middle and high school (less so at the elementary level). There is incredible confusion over the extent to which informational text is to be integrated (do science teachers incorporate more text or do English teacher incorporate more content? Again, not as big of an issue at the elementary level.)

The biggest problem is that we are doing this in an environment of hostility between states and teachers, totally ignoring the effects of poverty on background knowledge and performance, and it is all WAY TOO FAST!

I truly view the Common Core as an overall positive development in a sea of horrific rhee-forms. It is correct to say that it is an experiment. We are still not sure if students will be able to rise to the challenge. If they do not, we fear that teachers will take the blame yet again.

Standards by themselves are great but introducing them in a toxic environment with no money to back them up is not going to work.
