In a big victory for the Providence Student Union, the Rhode Island House of Representatives overwhelmingly passed a three-year moratorium on the use of a high-stakes graduation test. The vote was 63-3. A similar bill was passed earlier by the State Senate. The legislation now goes to Governor Lincoln Chafee.

The PSU engaged in numerous acts of political theater to demonstrate their opposition to the use of a standardized test as a graduation requirement. They held a “zombie march” in front of the Rhode Island Department of Education, they invited accomplished professionals to take a test composed of released items from the NECAP test (60% failed), they delivered a “state of the student address,” and they found many other creative ways to dramatize their cause. They proved to the world that kids today are amazing!

The Providence Student Union issued this statement:

“Today, the Rhode Island House of Representatives took a powerful step toward improving education statewide by approving H-8363, a three-year moratorium on the misuse of the NECAP exam as a high-stakes graduation requirement. The bill echoes S-2059 passed by the Senate on May 14th. If signed by Governor Chafee, these bills will ensure that no students from now through the Class of 2017 will be barred from graduating simply because of their score on the state assessment.

“We are so excited by this huge step, and grateful to everyone – students, parents, teachers, legislators, and more – who worked so hard to make this possible. We urge Governor Chafee to side with Rhode Island students and families and sign this moratorium into law,” said Providence Student Union student leader Sam Foer.

“This victory caps the Providence Student Union’s two-year campaign to change Rhode Island’s high-stakes testing graduation requirement and increase public demand for more student-centered alternatives. From zombie marches, guinea pig rallies, and the “Take the Test” event, to State House testimonies and meetings with the Governor, Speaker of the House, and more, the Providence Student Union’s youth membership designed and delivered a highly effective advocacy campaign that those involved attest was key in winning this passage.

“Yet students agree this legislation is just the beginning. As PSU student leader Cauldierre McKay said, “The Providence Student Union will continue to focus on winning the truly high standards, the investments, the student-centered learning, the rigorous performance-based assessments, and the meaningful opportunities all students deserve.”

Fairtest reports on the trench warfare against the measure-and-punish mentality inspired by NCLB and Race to the Top. Test lovers are offering the olive branch of a moratorium on the punishment phase, but the warriors for better education are not appeased.

Peter Greene here picks apart an article by Patricia Levesque defending the Common Core, testing, and accountability.

Who is Patricia Levesque? She is CEO of Jeb Bush’s organization called the Foundation for Educational Excellence. It is safe to assume that she speaks for Jeb Bush in celebrating the Flrida miracle, Common Core, and the immense value of standardized testing and accountability.

Levesque is critical of those who question the value of a one-shot standardized test or the value of holding teachers accountable for their students’ test scores.

This, he writes, is what he learned from Levesque:

“Student success depends on testing and accountability. Not teaching. Not learning. Not supportive homes. Not a supportive classroom environment. Not good pedagogical technique. Not a positive, nurturing relationship with a teacher. Just tests. Tests with big fat punishments attache to failure.

“Perhaps what we need is an all-test district. Every day students file in, receive their punishments for the previous test results, take a new test. I mean, if testing is the whole key to learning, the whole key to a successful life itself, then why are we wasting classroom time on anything else? Let’s just test, all day, every day. “

Kentucky was the first state to implement the Common Core standards, and the first state to test them. The state has another distinction: It is one of the few states that has no charter schools. Communities in Kentucky are committed to their community public schools–so far.

Kentucky has a school that is very different from most other public schools: this school has no standardized testing.

Bate Middle School in Danville, Kentucky, decided to ditch the tests and to adopt performance assessments. As they searched the nation looking for a successful, they discovered New York City’s Performance Standards Consortium, which has been thriving without standardized tests for years. Students are expected to create projects to demonstrate what they have learned. This is the model that Bate selected, and it is working well.

98% of the staff voted to approve the new test-free plan. But the legislature was divided:

“A bill to allow Danville to skip the state tests unanimously passed the House in April of this year but was shot down in the Senate. The state Department of Education says discussions to find alternatives are ongoing. Regardless of what happens, the district will still give the ACT and its practice tests in 8th, 9th, 10th and 11th grades. (ACT scores are tied to scholarship money for public university students in Kentucky, and the nationally recognized test will help them benchmark student learning.)

“But the yearly grind of prepping for weeks for state tests is over for now. Swann says it’s making a big difference in what teachers do every day, especially in their ability to tailor instruction to each student’s needs and interests.”

Bate may have found a felicitous combination: the schools uses the Common Core standards, but not the Common Core tests.

Anthony Cody does not agree with Randi Weingarten and Linda Darling-Hammond. They recently published an article saying that California would be a model for the success of Common Core, because the new tests would be used to help schools, not to close them or to evaluate educators.

Cody posts a video from the Common Core website. Here is the script:

“Like it or not, life is full of measuring sticks: How smart we are, how fast we are, how we can, you know, compete. But up until now, it’s been pretty hard to tell how well kids are competing in school, and how well they’re going to do when they get out of school. We like to think that our education system does that. But when it comes to learning what they really need to be successful after graduation, is a girl in your neighborhood being taught as much as her friend over in the next one? Is a graduating senior in, say, St. Louis, as prepared to get a job as a graduate in Shanghai? Well, it turns out the answer to both of these questions is “no.” Because for years, states have been setting different standards for what students should know and be able to do at each grade level. That’s making it too hard to know if our kids are really doing well enough overall and if they can really compete for a job some day.”

The video concludes:

“The world’s getting more and more competitive every day. But now when our kids get to the top of their staircase, they can have way more options of where their life goes from there. Clear goals, confident, well-prepared students, that’s the Common Core state standard.”

Cody writes:

“So let’s unpack the assumptions built into Common Core. First, “like it or not” we are told our world is determined to measure everything. Bizarrely, we even have a picture of someone who looks like Albert Einstein measuring the circumference of his skull, as if this has any value. And these measurements are the basis for competition – and our students are in a race against one another, and against that kid in Shanghai, who may be better prepared for a job than our kids.

“The way to make our students “confident” and “well-prepared” for this race is to set up their learning as a series of steps they must climb, and every student at a given grade must mount these steps in order, and at the same age.

“This is a powerful framework for learning, and I think it is destructive.”

He adds:

“The promise of the Common Core is that we create confident students and help the under-privileged by measuring them on a set of difficult tests, which will show that those who have always been behind are further behind than ever. I just don’t see how this builds confidence. I think that in spite of the best efforts of teachers and leaders in our state, many of our students will do very poorly on these tests. And high-poverty schools will do worse than ever. We will then be obliged to use these scores as an accurate diagnosis of our problems, and in effect this will justify and reinforce inequities, rather than challenge them.”

Cody makes a powerful argument against the assumption that standards and testing will create equity or excellence. It is more NCLB, more Race to the Top, more of the same-old same-old.

Testing expert Fred Smith explains here why New York City Chancellor Carmen Farina should say no to the Pearson field tests.

The field tests waste instructional time. They benefit the publisher, not the students.

“Here are some arguments the chancellor could use:

*Because students know the stand-alone field tests don’t count and are of no consequence to them, they are not motivated to do well, especially in lovely June weather. This skews the data and fails to provide Pearson with reliable “intelligence” needed to furnish good exams.

*Proof that stand-alone field testing is an unworkable approach to test development lies in the poorly constructed ELA and math exams that were given in 2012 and 2013. Witness the criticism from teachers and parents across the state on both exams.

*The field tests have proceeded because the state has created a top-down system that inhibits principals and teachers from telling parents about them or seeking permission for their children to take them.

*A definitive analysis of federal legislation and state rules and regulations has found no legal basis requiring schools to give, or parents to go along with, the tests.”

On his blog, Julian Vasquez Heilig explores how the federal courts have failed to confront the racially disparate impact of high-stakes tests.

When the courts were asked in Florida to recognize the unfairness of denying a diploma to students who could not pass the exit examination, in light of the racial disparities in passing rates, the federal court upheld the exams. Not only that, but the court held that the exam would help eliminate racism, even though black students failed the exam at a far higher rate than whites.

When the decision was appealed to the federal appeals court, it upheld the verdict Nd again treated high-stakes testing as a cure for racism. Here is the peculiar reasoning:

“…the diploma sanction is needed to remedy the present effects of past segregation in Florida’s schools. … the diploma sanction will motivate teachers and administrators, as well as students. Although the sanction is to deny the student the diploma, diploma denial reflects adversely on the teachers and administrators of the school system responsible for the student’s education. We think it is clear that teachers and administrators will work to avoid this stigma, thus tending to remedy any lingering lower expectations on the part of teachers (Debra P. v. Turlington 1984, p. 58.).”

Heilig believes that the same reasoning is found among today’s “reformers,” who think that they are defending the civil rights of minorities by subjecting them to standardized tests that have a racially disparate impact.

John Merrow demonstrates the incisiveness of poetry as a means of communicating complex ideas in his rewrite of Robert Frost’s “Mending Wall.” Merrow turns the poem into “Mending School,” a scathing critique of bubble testing. Used appropriately and sparingly, he suggests, the bubble tests may offer value. Used promiscuously, as they are today, they are a parasite that is consuming the host. They have become not a measure of education, but a substitute for education, an insidious force that strips education of meaning. Merrow’s annotations are important. In one, he writes, “Robert Frost’s poems, including ‘Mending Wall,’ may not be on many school reading lists in the future because the Common Core State Standards emphasize non-fiction” another annotation refers to the growth of the opt out movement. And one exposes the uselessness of the current regime: “School districts generally get back the test results about four months after they are given, long after students have moved on to new grades, new teachers, and perhaps new schools.” One wonders how useful the test results would be even if they were reported in a timely manner. One wonders about the long-term effect of judging students by the format of a multiple-choice test. How many decisions in life consist of four defined, discrete choices? How many are “none of the above” or “well,, two of the four might be right”?

Parents, there is one sure way to stop the testing mania that is devouring your child’s education: Say NO to the next round of field tests, scheduled for June 2 to June 11. Don’t let Pearson and the State Education Department steal more time from your child that should be spent learning, playing, dancing, singing, and studying.
