For his entire seven years as Secretary of Education, Arne Duncan repeated the mantra that American public schools were the worst ever. They were falling behind the global competition, they needed radical change, they needed privatization, they needed radical transformation. He thought that the remedies were testing, more testing, high-stakes testing, charter schools, and technology. Now he works for Laurene Powell Jobs at the Emerson Collective, where he is supposedly re-imagining the American high school, or something like that.

Having listened to his daily rants about failure for so long, it is startling to see his opinion piece in the Washington Post declaring that American schools are definitely on the right track because they have followed the advice of “reformers” like himself. He claims credit for every gain in test scores and graduation rate since 1971! Even though he was only 7 years old in 1971.

The funny thing is that I used many of the same data in my book “Reign of Error: The Hoax of the Privatization Movement and the Danger to America’s Public Schools, to refute the claims of Arne Duncan, Michelle Rhee, Eli Broad, Bill Gates, and the rest of the corporate reform wrecking crew, who insisted that America’s public schools were failing and obsolete. Their favorite word was failing.

Now, Arne doesn’t admit that he was wrong, but instead he claims credit for everything good.

No mention of the D.C. graduation rate scandal or the spread of credit recovery, which enables students to take an online course for a week and get credit for a semester that they failed. No mention of cheating scandals. No mention of the 2015 flatlining of NAEP scores.

But, you see what is really happening is that all the reforms he championed have made no difference at all. They are failing. There is not a single district controlled by reformers that is a shining example of success. The shine is off New Orleans, where most of the charters are rated C, D, or F. The District of Columbia has been firmly in the grip of “reformers” and we now know that most of its claims are illusory. Rick Hess, one of the chief reformers, chastised his fellow “reformers” that they had refused to recognize the D.C. realities and spun a tale of success out of their own fantasies.

Teachers and parents hate the high-stakes testing, and school officials are bullying them into taking the mandated tests.

But go back to 1971, and it is clear that we have made great progress. It is just clear that Arne Duncan, Michelle Rhee, Bill Gates, and Eli Broad had nothing to do with it.

Let’s credit the successes of our teachers and principals, our democratically controlled public schools.

The real struggle is not to double down on failed strategies but to protect our public schools from the rapacious grasp of privateers and profiteers.

Ben Mathis-Lilley, chief news editor for SLATE, points out what should be obvious: everyone is mocking Betsy DeVos’s clueless interview with 60 Minutes, but she echoed what Democrats have been saying for years.

Low-scoring schools should compete to get better, even if they have less funding and larger classes? More money for high-scoring schools? Charters are awesome?

“The bad news for Democrats who found DeVos’ performance appalling is that these principles have been a crucial part of their party’s education policy for 17 years. Broadly speaking, the regime of compelling competition between schools by creating charter-school or school-choice programs and by rewarding those whose students do well on standardized tests was launched at a federal level by the No Child Left Behind Act; the NCLB was co-sponsored by Ted Kennedy and passed the Senate in 2001 with 87 votes. When Barack Obama became president, he created the Race to the Top program, which the Washington Post described at the time as a “competition for $4.35 billion in grants” that would “ease limits on charter schools” and “tie teacher pay to student achievement,” i.e. direct extra funds to already-successful schools.”

He points out that Senator Cory Booker addressed DeVos’s pro-voucher, anti-public school organization twice. Yet Booker is shocked, shocked that she has the same views as he does.

”DeVos is not qualified for her job and has more than earned her reputation for cluelessness. But if you gave her a Harvard degree, a history of employment at McKinsey or Goldman Sachs, and a little more public-speaking finesse, nothing DeVos told Lesley Stahl above would have bothered the Democrats who’ve been setting their party’s education policy for going on two decades.”

 

An article in the Daily Beast asks the question that is the title of this post.

Another question: Where was President Obama and Secretary Arne Duncan when Wisconsin Governor Scott Walker stripped away collective bargaining, and union members encircled the State Capitol in protest? Answer: absent.

They did, however, find time in March 2011 to fly to Miami to join Jeb Bush in celebrating a “turnaround school” whose staff had been replaced. (A month later, the same high school was listed by the state as a “failing school” slated for closure, but the national media had moved on.)

 

Gary Rubinstein admits that he misses the big names of reform whose stars have flickered out: Michelle Rhee, Joel Klein, Arne Duncan, Cami Anderson, and those others whose words could be picked apart and ridiculed.

Gary says the successors to the golden oldies are not nearly as much fun. He explains by quoting at length from the current leader of Teach for America, whose prose is flat, bland, and blah. She even quotes George W. Bush on the “soft bigotry of low expectations.” How low can you go? Well, maybe some day she will quote Donald J. Trump to inspire the troops.

He writes:

“The disappearance of the reform rock stars and replacement by this new breed of bland understudies was a first step in the collapse of the reform movement. Trump and DeVos surely have not helped Democrats continue to embrace ‘school choice’ as a viable solution. Then, you knew it had to happen eventually, Bill Gates recently came out and admitted that teacher evaluation reform didn’t work as well as he had predicted so he is going to instead work on curriculum development. Whether or not the reform movement is merely ‘playing possum’ right now and playing dead while really planning their next wave of attack (some are giddy about the upcoming Janus Supreme Court case), I suppose we will find out in the years to come.”

 

Over the past decade, the Democratic party has lost over 1,000 state elections–for governor and legislature. Why? This period of decline coincides with Democrats’ embrace of the Republican philosophy of school choice, closing public schools, bashing teachers, and embracing test-based accountability. If Democrats act like Republicans, why vote for them? If Arne Duncan looks and sounds like Betsy DeVos (with the sole exception of vouchers), why vote Democratic?

Jeff Bryant makes the case here the Democrats are doomed if they can’t support public schools, which are a bedrock democratic institution.

Jeff reviews a “Third Way” document that sounds very much like the Duncan-DeVos agenda for education.

“Here we go again,” was what many left-leaning folks likely felt after seeing a recent announcement about a new effort by wealthy donors to rescue the Democratic Party from its electoral doldrums. Backed by $20 million, the “New Blue” campaign, coming from politically centrist think tank Third Way, promises to lead the party out of the “wilderness” of its minority status to a pathway to “achieving progressive majorities up and down the ballot.”

But Third Way’s offer sounds more like a continuation of the old losing ways. This is especially true on the issue of education where Third Way continues to bang the drum for a failed agenda that voters mostly reject.

The Third Way is Duncan-DeVos all the way:

In its education manifesto “The New Normal in K-12 Education,” Third Way declares that the contentious arguments over important education matters — such as charter schools, standardized testing, and how to recruit and retain teachers – are essentially over and that those who are “fighting in the trenches” just need to get with the program.

The “program,” Third Way advances sounds very much like what’s been in place for the past 15 years, especially during the Obama administration under the leadership of Secretary of Education Arne Duncan. The title of Third Way’s document is borrowed from Duncan’s own words to describe the need for schools to go along to get along with the “new normal” of Republican fiscal austerity coupled with ever harsher accountability mandates and more competition from charter schools.

Duncan’s calls for higher class sizes and leaner compensation for teachers didn’t sit well with parents then, and Third Way’s support for charter schools, more standardized testing, and cuts for experienced teachers is not popular now.

Support for charter schools has dropped by double digit percentages among Democrats and Republicans, according to a recent poll. Another recent survey found the public is also generally opposed to using voucher money to send students to private schools, an idea pushed by current Secretary of Education Betsy DeVos that Third Way completely ignores (maybe because it’s too divisive). That survey also found most of voters don’t find test scores to be the best indicators of school quality. Lack of funding continues to be the issue most often cited by voters as the biggest problem schools face. But Third Way says nothing about that either.

Iowa Contracts with AIR as Smarter Balanced Testing Consortium Quietly Dwindles

John Merrow watched the show funded by billionaire Laurene Powell Jobs and presented, monopoly-style, on four major channels simultaneously (NBC, ABC, CBS, and FOX). Why no CNN? Why no MSNBC? Why no QVC? Why no cooking channels? Just asking.

Merrow concluded that the show was lacking any reference to history, e perience, or knowledge (other than that, Mrs. Lincoln, what did you think of the play?)

An excerpt of what might have been:

“As I see it, the program wanted to look bold without criticizing the ‘school reform’ crowd that still controls most of what happens in schools. It could have been bold. It could–and should–have said “Most high schools treat kids like numbers, their scores on standardized tests. That has to change…and here’s how it can happen, how it is happening.” But in order to do that, the narrative would have had to renounce and reject not just Republican education policies of “No Child Left Behind” but also those of the Obama Administration’s “Race to the Top,” widely supported by Democrats for Education Reform and other traditional ‘school reformers.’ Given that Obama’s Education Secretary Arne Duncan now works for Powell Jobs’ Emerson Collective, that wasn’t going to happen.

“Last night’s program was high energy and cute without being daring. For example, it had a clever ‘red carpet’ segment but with teachers as the stars. Lots of cheering, but that was it. That’s sadly timid. Imagine if Melissa Rivers, the host on the red carpet, had asked teachers the question she always asks the Hollywood stars: “You look marvelous. What are you wearing tonight?’

“And picture a male teacher responding: “These old things? I bought these khakis 12 or 13 years ago. I was going to buy a new pair for tonight, but I just spent $380 on basic supplies for my classroom. Oh, and would it be rude of me to ask how much your outfit cost?”

“Imagine a female teacher responding, “What am I wearing? Actually, I’d rather talk about tomorrow’s field trip….I’m taking my kids to the Getty Museum, where they will….. see provocative art and meet contemporary artists. And the next day my students will be on Skype, talking with students in a high school in Paris about climate change. We’ve been measuring the air quality here and sharing the data with them for purposes of comparison and analysis. But I have to charge the kids for the bus to the Museum and I had to ask some wealthy parents to pay for the scientific equipment because the school district has been cutting our instructional budget.”

“And another teacher could have said, “To be honest, I’m happy for this attention, but I can’t help but thinking about the fact that you make 17 or 18 times more money per year than I do.”

Laura Chapman noted a major promotion that is scheduled for September, when Laurence Powell Jobs tells the world how to fix public schools. What is the source of her expertise? Well, she is surrounded by alumni of the ill-fated Obama Department of Education, which managed to blow away $5 billion and accomplish nothing other than to create a teacher shortage and enrich the testing and charter industry. Arne Duncan, mastermind of the failed Race to the Top, advises Jobs. She is also extremely rich, and we know from “Fiddler on the Roof” that “When you’re rich, they think you really know.”

The Billionaires who think they have the answers to high school redesign are planning a big splash in early September.

Premise: “While technology and society have rocketed forward, high school has used the same model since 1900. We can’t prepare our nation’s students for the 21st century with this outmoded system. Let’s rethink high school.”

On September 8, 2017, ABC, CBS, NBC and Fox New will be marketing the Emerson Collective’s “XQ: The Super School Project,” at 8 pm (7pm Central)

My generation would label many of these efforts variants of the 1960s alternative school movement with a lot more tech. I hope that someone or some group (other than the promoters) will track the longevity of these school, transformations, and what happens when the grant money and glow of publicity fades. Notice how some of the recruits to lead the project are “formers”… of TFA, of Relay (not) Graduate School of Education, the Education Trust, and active in pushing tech. ALmost forgot: Arne Duncan is a Partner in the Emerson Collective.

I support individual candidates I believe in. I do not send money to the DNC. I often get emails asking which topic concerns me most, listing a dozen topics but not K-12 education (free college is usually on the list). I write back and say, “Not a dime until you support public schools and oppose privatization.”

“In the year running up to the POTUS election I received a call almost daily from the DNC about Dems taking back the Senate, or winning NC for Hillary, or the evil republicans (a point I have been well aware of for 50 yrs). I told them I was not sending one dime to the DNC for 1 reason: Arne Duncan. Several volunteers said they’d heard the same from other people.

“You would think the DNC would have listened to their most loyal voters as they lost state house after state house to Republicans (the count is now 32 states in Republican control).

“Instead the DNC abandoned us.They thought they could helicopter in at the last min & win the election. After all, in their mind we had “nowhere else to go” (from Thomas Frank, Listen, Liberal!).

“After Devos was appointed, Arne Duncan tweeted “Miss me now?” That tells me all I need to know about the DNC.”
