John Merrow reviews the miraculous but not true story of the high school in Washington, D.C., that increased its graduation rate from 57% to 100% in one year. And every one of these graduates were accepted into college! A touching story. But a false story. Made even worse by the fact that it was reported by NPR, which is a usually reliable and trustworthy source for news.

Merrow notes that in the original report, 26 of the graduating class of nearly 200 students had not yet earned enough credits to graduate. How, then, could the school have a graduation rate of 100% and a college acceptance rate of 100%?

A little digging, he said, would have revealed the fact that a local D.C. community college accepts all students who have a high school diploma, a GED, or the equivalent, so gaining college acceptance is not a high bar to cross.

He then recounts how NPR walked the story back and did some investigation, finding the original story to be wrong. There was no 100% graduation rate, and many students earned credits with “credit recovery,” sitting in front of a computer for a week to get a semester’s credits. How phony is that!

He writes:

Further evidence that the 100% college acceptance story is bogus comes from academic results. Only 9% of seniors were able to pass the city’s English test, and not a single student passed the math test. The average SAT score for Ballou test-takers was 782 out of a possible 1600. Moreover, teachers told NPR that some administrators actually filled out the college applications for those students who had no interest in attending college!

This disgraceful approach to schooling does widespread damage beyond what is obviously done to kids who receive phony diplomas but no real education. One teacher told NPR, “This is [the] biggest way to keep a community down. To graduate students who aren’t qualified, send them off to college unprepared, so they return to the community to continue the cycle.”

I am not writing this to criticize NPR for missing the story** the first time around. I did that myself more than once in my 41-year career, and I was late in recognizing the flaws in Michelle Rhee’s ‘test scores are everything’ approach in Washington. Her wrong-headed strategy is, arguably, responsible for the mind-set that exists at Ballou today.

Here’s what matters: the Ballou fiasco is the bitter fruit of the ‘School Reform’ movement that continues to dominate educational practice in most school districts today. These (faux) reformers continue to support policies and practices that basically reduce children to a single number, their scores on standardized, machine-scored tests. This approach has led to a diminished curriculum, drill-and-kill schooling, buckets of money leaving the schools and going instead to testing companies and outside consultants, the growth of charter schools (many run by profiteers), and a drumbeat of criticism from ideologues who seem determined to break apart and ruin public education, rather than attempt to reinvent it.

(This approach also once again proves the truth of Campbell’s Law, the more importance given to a single measure, the greater the probability that it will be corrupted. When test scores rule education, some people cheat. And when high school graduation rates rule, people also find ways to cheat.

In case you were not sure, Merrow makes clear that he was hoodwinked by Michelle Rhee, and he calls out the false premises and false promises of the “School Reform” movement, which has done so much to corrupt education by setting targets that can’t be reached without cheating.

The most recent federal evaluation of the D.C. Opportunity Scholarship Program found that students who used the voucher experienced a decline in their test scores. Betsy DeVos was undisturbed by the finding because, she said, when choice is fully expanded, all sectors will get the same results. I suppose that means that choice is the goal of choice, not better education. Previous evaluations said that even though vouchers had no impact on test scores, the graduation rate of voucher students was higher, but those evaluations downplayed or hid the high attrition rate from the voucher schools, which falsely inflated the graduation rate.

Ted Cruz and Mark Meadows, a Republican from North Carolina, want to extend vouchers to every student in the District of Columbia. They claim that vouchers (i.e., the destruction of public education) is “the civil rights issue of our time.” You can always count on rightwing Republicans like Cruz and Meadows to be concerned about civil rights.

Maybe they should have a sit-down with the NAACP, which believes that the adequate and equitable funding of public schools is one of the civil rights issues of our times, along with stopping the Republican efforts to suppress the vote of African Americans.

If you have been reading this blog, you have already read about Antwan Wilson’s fiscal problems in Oakland, which he left behind to become the Chancellor of the D.C. schools. D.C. copied New York City, based on inflated claims of dramatic educational gains, and has a school system run by the Mayor. D.C.’s mayor chose Wilson and assured the public that he had a “proven record” of fiscal stability. But after he left, it turns out that he overspent the budget by 100% for administration, having added 75 positions–mostly in the central office–that had not been budgeted.

But as Valerie Strauss writes here, he left the Oakland budget in a shambles. Wilson is a “graduate” of the unaccredited Broad Superintendents Academy. Apparently one of the very important skills taught there is to load up the district with new administrators. Wilson did that.

Antwan Wilson came to Washington nine months ago to become chancellor of the city’s school system, a surprise choice by Mayor Muriel E. Bowser, who said she picked the Oakland, Calif., public schools chief because he was a “proven manager” who brought fiscal stability to that district.

But just a few months after Wilson left Oakland, the perennially troubled district is in such severe financial straits that the Board of Education on Nov. 8 ordered $15.1 million in immediate budget cuts — on top of millions of dollars in reductions made earlier in the year.

Mental health services, computer labs, librarians and supplies are now being pared or eliminated at some campuses, and the fiscal pain is expected to continue into the 2018-2019 school year, with additional cuts ordered by the school board. A recent analysis of the district’s finances by state auditors concluded that “the district has lost control of its spending.”

Wilson, who became superintendent of the 37,000-student Oakland district in 2014 after working as a teacher and principal in other states, through a spokeswoman declined requests for comment over the past week. Bowser’s office did not reply to requests for comment.

Last July, I wrote about a struggling high school in D.C. where 100% of the seniors graduated and were accepted by colleges. The story appeared on NPR, and I wrongly assumed that they had done fact checking. I am not a reporter, and I do not have a staff to check out claims. NPR does. But they took the claim by D.C. administrators at face value, without checking.

Now NPR reports that the original story was fishy. Better late than never.

“An investigation by WAMU and NPR has found that Ballou High School’s administration graduated dozens of students despite high rates of unexcused absences. WAMU and NPR reviewed hundreds of pages of Ballou’s attendance records, class rosters and emails after a DCPS employee shared the private documents. The documents showed that half of the graduates missed more than three months of school last year, unexcused. One in five students was absent more than present — missing more than 90 days of school.”

“According to DCPS policy, if a student misses a class 30 times, he should fail that course. Research shows that missing 10 percent of school, about two days per month, can negatively affect test scores, reduce academic growth and increase the chances a student will drop out.”

The majority of the graduating class missed more than six weeks of school.

So now we understand how the reformers in charge of the DC school system got the graduation rate up. By lowering standards. By lying.

Remember Campbell’s Law.

“The more any quantitative social indicator is used for social decision-making, the more subject it will be to corruption pressures and the more apt it will be to distort and corrupt the social processes it is intended to monitor.”

When you reward schools for higher scores, they will get higher scores, by hook or by crook. When you reward them for higher graduation rates, they will do what it takes—including lowering standards—to reach the goal.

I intended to make this the only post of the day, but late last night I learned of the lawsuit in Florida challenging the disastrous HB 7069, a gift to charter operators.

So this is the last post you will see today. I want you to read it in full. The post was written by veteran journalist John Merrow with Mary Levy, a civil rights and education finance lawyer, and an education finance and policy analyst.

One of the key episodes in the short and divisive history of the corporate reform movement was the appointment of Michelle Rhee as Chancellor of the D.C. public school system. Rhee became the public face of the movement. Rhee was idolized by the media because of her take-no-prisoners style and her evident contempt for teachers and unions. Amanda Ripley wrote a cover story about Rhee for TIME magazine, which suggested that Rhee knew how to fix America’s schools. The cover showed her scowling and wielding a broom, ready to sweep out the bad teachers in D.C. Newsweek put her on its cover. I wrote a chapter about her in my book, Reign of Error, describing the adulation she received and the cheating scandal that broke on her watch. As it happened, Rhee identified one elementary school principal as exactly the kind of relentless, data-driven, no-excuses sort of person that she wanted more of. He received bonuses because of the incredible improvement of test scores. Incredible indeed, because his school was at the nexus of the cheating scandal, identified by the unusual number of erasures from wrong-to-right on standardized tests. He was soon gone. Immediately after Mayor Adrian Fenton was defeated in 2010, Rhee resigned, vowing to create a group called StudentsFirst, which would raise $1 Billion and enlist one million members. The name of the group typified Rhee’s divisive approach: education works best when students, teachers, parents, and the community work together. She never raised $1 Billion or one million members, but she actively supported vouchers and charters and gave substantial funding to candidates who would vote in the state legislature for privatization and against unions. She married the mayor of Sacramento, where she lives now. StudentsFirst merged with another anti-public school group.

But the myth of the transformation of the D.C. schools under Rhee and her successor Kaya Henderson lives on, Because to acknowledge the failure of teacher-bashing would harm the movement.

John Merrow contributed to the myth of Michelle Rhee, in a major way. To understand his credibility now, it is necessary to recognize his role in building that myth. As the PBS education correspondent, he featured her work in D.C. about a dozen times. He was a believer. But when he was doing his last show, a full hour about Rhee, he had an epiphany. Was it because she invited him to film her firing a principal? Was it the cheating scandal? Was it the effort to cover up the cheating? I don’t know. What I do know is that Merrow had the courage to change his mind. His admiration changed to doubt then to skepticism then to criticism. I understand his transformation because I have been there. I too once believed in what is deceptively called “Reform.” I saw the light. So did Merrow.

Merrow and Levy call this post “A Complete History” of Rhee’s reforms. It is one part of the history, but it is not THE Complete History. “The Complete History” would be a job of deep investigative research that would determine why Rhee, who had never been a principal or a superintendent and had taught only briefly in a privately-run contract school in Baltimore, was chosen to lead the D.C. system. It would examine the claims she made about the spectacular score gains in her classes (which G.F. Brandenburg debunked on his blog). It would investigate the negotiations among funders like Gates and Broad, who let it be known that their money would be cut off if Rhee left the district. It would delve into the district’s relations with the reactionary Walton Family Foundation, which targeted D.C. for charter saturation.

John Merrow’s knowledgeable perspective is important. The story is not all bad. He calls attention to the positive changes that occurred on Rhee’s watch. But where he comes down hard is on the mistaken idea that the route to success requires administrators who “crack down” on teachers, who offer rewards and punishments for teachers based on test scores. That strategy produces teaching to the test, score inflation, gaming the system, and narrowing the curriculum.

That is why this is the only post you are likely to see today. It is long, and it deserves your full attention.

I said earlier there would be only one post today. This was supposed to appear tomorrow, not today. It is a good study, but I wanted you to know I meant to have only one post today and I goofed again.

When Kaya Henderson stepped down as chancellor of the District of Columbia school system, she was replaced by Antwan Wilson, superintendent of schools in Oakland, California.

Wilson came to Oakland in 2014 from Denver, where he was an assistant superintendent. He also graduated the unaccredited Broad Superintendents Academy in 2014.

He was superintendent for two-and-a-half years in Oakland when he received the invitation to take charge of D.C.

Reporter Ken Epstein of the Oakland Post reported on problems that Wilson left behind. Long before Wilson arrived, Oakland spent years in state receivership and was bailed out by the State with a loan of $100 Million. The state watches Oakland closely.

Now the District has discovered that Superintendent Wilson spent heavily on new administrative positions.

Epstein writes:

“The financial report, based on a close examination of the district’s income and expenditures, was presented by Interim Chief Financial Officer Gloria Gamblin and her staff at the school board meeting last week and at the board’s Budget and Finance Committee meeting this week.

“One significant misstep last year was the failure of what is called “position control.”

“Supt. Antwan Wilson’s administration created 75 positions, mostly in the central office, that were not accounted for in the budget and for which funds had not been allocated, said Katema Ballentine, OUSD’s financial officer of budget development
.
“That’s huge. I’ve never seen a budget number that large,” she said…

“Ballentine told board members that budget staff realized during the last months of Supt. Wilson’s administration that the district was facing a $30 million shortfall, but she and Senior Business Officer Vernon Hal were not allowed to tell the board.”

In a follow-up article, Epstein reported that Wilson overspent the budget for administrators by 100%.

“As the Oakland Unified School District (OUSD) struggles to maintain financial solvency – cutting expenses and realigning spending priorities – reports are coming to light indicating that expenditures for administrators and consultants grew dramatically during the three years of Supt. Antwan Wilson’s administration and regularly exceeded the adopted budget by as much as 100 percent.

“As leader of OUSD, these are not the kind of numbers I want to see,” said Superintendent Kyla Johnson-Trammell.

“Our schools need the best leadership we can find, but we must find and keep those leaders while working within our means,” she said. “It is our duty to ensure that we are operating in as efficient and cost-effective way as possible. I am committed to putting us on the right path to fiscal stability.”

“According to one of the numerous financial reports presented Monday night to the school board’s Budget and Finance Committee, total spending for classified (non-teaching) supervisors and administrators grew by 69 percent during Supt. Wilson’s administration, July 2014 – January 2017.

“Classified spending was at $13.1 million in the final year of previous Supt. Tony Smith’s administration (2013-2014), and rose to $22.3 million in 2016-2017.

“At the same time, the district overspent its allocated budget for classified supervisors by over 100 percent in the past two school years.

“Spending for administrators and supervisors with teaching certificates grew 44 percent – from $13.9 million in 2013-2014 to $20 million last school year. Spending in that category exceeded the approved budget by $4 million in 2015-2016 and $1 million last year.

“In the category of professional and consulting services, spending grew 25 percent from $22.7 million in 2013-2014 to $28.3 million in 2016-2017.

“Last year, expenditures for consultants exceeded the budget by 32 percent.“

When interviewed by the Washington Post, Wilson said he had left Oakland with a balanced budget.

Not really.

Thomas Toch and Phyllis W. Jordan write here about the failure of the D.C. voucher program, which has been hailed by the Trump administration as a great success. As they explain, it is not.

Mike Pence called it “a case study in school choice success.”

Far from it.

As the authors point out, significant numbers of families have turned down vouchers or abandoned their voucher school. Many students struggle academically.

“The theory behind the initiative is to give D.C.’s low-income families more and better educational opportunities by supplying them with tax dollars to send their children to private schools. Fine. But voucher enrollment in the nation’s capital dropped for four straight years, from 1,638 in the 2013-2014 school year to 1,154 in the 2016-2017 year. More striking, greater than half the new students offered vouchers last year didn’t use them…

“Low-income parents unfamiliar with the private school landscape must navigate each school’s admissions system separately. Students are awarded vouchers after many private schools have finished their admissions processes. And voucher winners must meet the admissions standards of the schools to which they apply. In this sense, the 47 schools participating in the program are choosing students, rather than the other way around…

“While federal law lacks accountability for schools, it calls for independent assessments of student progress. Between 2012 and 2014, federal researchers tested three sample cohorts of D.C. students in the year after receiving vouchers. Those who won vouchers did worse in math in their first year than students who competed in the voucher lottery but did not receive them.

“Perhaps that’s not surprising, given that nearly half the students in the program attend private schools that sprung up to serve voucher students, sometimes in storefronts, according to a 2013 report by the federal government. About 3 percent were enrolled in independent schools such as Sidwell Friends and Georgetown Day. Most of the rest attended Catholic schools, though few went to the most competitive Catholic schools, such as St. Anselm’s Abbey School.”

Toch and Jordan support charter schools, so believe that the voucher program pales in comparison to the charter and public sectors.

Some of us don’t believe that school choice is the solution to the problems of urban districts. It may in reality be a false solution, since both charters and vouchers choose their students and operate under laxer supervision than the public schools.

Nonetheless it is good to be reminded that the Trump administration’s education agenda of choice-choice-choice is a shell game.

John Merrow and Mary Levy responded to a laudatory article by Tom Toch about the miraculous transformation of the D.C. Public Schools, under the leadership of Michelle Rhee and Kaya Henderson. Together, Rhee and Henderson led the district for a decade. Their results should be clear. Toch was impressed. Merrow and Levy were not.

Merrow is the nation’s most distinguished education journalist; Levy is a civil rights lawyer who has documented changes in the D.C. public schools for many years. The article they criticized (“Hot for Teachers”) was written by Tom Toch, whose organization FutureEd is funded by, among others, the Walton Family Foundation (“hot for privatization”), the Bezos Family Foundation (“amazon.com”), the rightwing Smith Richardson Foundation, and the Raikes Foundation (former president of the Gates Foundation). Its aim apparently is to justify the high-pressure, high-stakes

Tom Toch responded to Merrow and Levy, repeating what he said in the original article. You can read his response, which follows the Merrow-Levy article.

Here is a sampling of Merrow and Levy’s commentary:

To remain aloft, a hot air balloon must be fed regular bursts of hot air. Without hot air, the balloon falls to earth. That seems to be the appropriate analogy for the District of Columbia Public Schools (DCPS) during the ten-year regime (2007–2016) of Chancellors Michelle Rhee and Kaya Henderson. Their top-down approach to school reform might not have lasted but for the unstinting praise provided by influential supporters from the center left and right—their hot air. The list includes the editorial page of the Washington Post, former U.S. Secretary of Education Arne Duncan, and philanthropist Katherine Bradley. The most recent dose is “Hot for Teachers,” in which Thomas Toch argues that Rhee and Henderson revolutionized the teaching profession in D.C. schools, to the benefit of students. But this cheerleading obscures a harsh truth: on most relevant measures, Washington’s public schools have either regressed or made minimal progress under their leadership. Schools in upper-middle-class neighborhoods seem to be thriving, but outcomes for low-income minority students—the great majority of enrollment—are pitifully low.

Toch is an engaging storyteller, but he exaggerates the importance of positive developments and misrepresents or ignores key negative ones, including dismal academic performance; a swollen central office bureaucracy devoted to monitoring teachers; an exodus of teachers, including midyear resignations; a revolving door for school principals; sluggish enrollment growth; misleading graduation statistics; and widespread cheating by adults.

Academics

When they arrived in 2007, Rhee and her then deputy Henderson promised that test scores would go up and that the huge achievement gaps between minority and white students would go down. Here’s how Toch reported what has happened on their watch: “While Washington’s test scores have traditionally been among the lowest in the nation, the percentage of fourth graders achieving math proficiency has more than doubled on the National Assessment of Educational Progress (NAEP) over the past decade, as have the percentages of eighth graders proficient in math and fourth graders proficient in reading.”

Those results, however, stop looking so good once we disaggregate data about different groups of students. Despite small overall increases, minority and low-income scores lag far behind the NAEP’s big-city average, and the already huge achievement gaps have actually widened. From 2007 to 2015, the NAEP reading scores of low-income eighth graders increased just 1 point, from 232 to 233, while scores of non-low-income students (called “others” in NAEP-speak) climbed 31 points, from 250 to 281. Over that same time period, the percentage of low-income students scoring at the “proficient” level remained at an embarrassingly low 8 percent, while proficiency among “others” climbed from 22 percent to 53 percent. An analysis of the data by race between 2007 and 2015 is also discouraging: black proficiency increased 3 points, from 8 percent to 11 percent, while Hispanic proficiency actually declined, from 18 percent to 17 percent. In 2007 the white student population was not large enough to be reported, but in 2015 white proficiency was at 75 percent.

The results in fourth grade are also depressing. Low-income students made small gains, while “others” jumped to respectable levels. As a consequence, the fourth-grade proficiency gap between low-income and “other” students has actually increased, from 26 to 62 percentage points, under the Rhee/Henderson reforms.

Results of the Common Core tests known as PARCC, first administered in 2015, are similarly unimpressive. The black/white achievement gap is 59 percentage points. Although DCPS students achieved 25 percent proficiency system-wide, the average proficiency in the forty lowest-performing schools was 7 percent. In ten of the District’s twelve nonselective, open-enrollment high schools, somewhere between zero and four students—individuals, not percentages—performed at the “college and career ready” level in math; only a few more achieved that level in English. This is a catastrophic failure, strong evidence that something is seriously wrong in Washington’s schools.

Remember that these students have spent virtually their entire school lives in a system controlled by Rhee and Henderson. In short, despite promises to the contrary, the achievement gap between well-to-do kids and poor kids as measured by the NAEP has widened under their watch and is now over twice as high in fourth grade and two and a half times as high in eighth as it was a decade ago. White proficiency rates now run 55 to 66 percentage points above black proficiency rates and 42 to 66 percentage points above Hispanic rates…

Toch writes about Washington’s success in recruiting teachers, even poaching them from surrounding districts. He attributes this to higher salaries and increased professional respect and support. And he adds, in a carefully qualified sentence, that “the school system’s strongest teachers are no longer leaving in droves for charter schools.” Well, perhaps they’re not leaving for charter schools, but they sure as heck are leaving—in droves. Toch fails to mention the embarrassingly high annual turnover of 20 percent system-wide and a staggering 33 percent every year over the last five years in the forty lowest-performing schools. This means that in the neediest schools, one out of every three teachers is brand new every year. And all newly hired teachers, whether novices or poached from elsewhere, leave DCPS at the rate of 25 percent annually. In a recent study of sixteen comparable urban districts, the average turnover rate was just 13 percent.

Defenders of the D.C. approach would have you believe that these teachers have failed to increase test scores. While that is true in some cases, other evidence should be considered. Student journalists at Woodrow Wilson High School interviewed this year’s departing teachers, who expressed frustration with “DCPS’s focus on data-driven education reforms” and “lack of respect and appreciation.” Teachers, including those rated “highly effective,” cited the stress of frequent changes in the demands of the IMPACT teacher evaluation system as well as the absence of useful feedback.

Merrow and Levy also cite the large increase in the number of administrators, the high level of principal turnover, and the large number of teacher resignations midyear. They also refer to allegations of widespread cheating, which Toch dismisses. They ask whether the graduation rates can be taken seriously when the test scores are so low.

They conclude:

But, ultimately, Rhee and Henderson lived and died by test scores, and their approach—more money for winners, dismissal for losers, and intense policing of teachers—is wrongheaded and outdated. Their conception of schooling is little changed from an industrial age factory model in which teachers are the workers and capable students (as determined by standardized test scores) are the products. The schools of the twenty-first century must operate on different principles: students are the workers, and their work product is knowledge. This approach seeks to know about each child not “How smart are you?” but, rather, “How are you smart?”

Rhee and Henderson had the kind of control other school superintendents can only dream of: no school board, a supportive mayor, generous funding from government and foundations, a weakened union, and strong public support. Yet, despite carte blanche to do as they pleased, they failed. Without the hot air of public praise, the Rhee-Henderson balloon would have plummeted to earth.

Toch defends the NCLB test-and-punish approach. He thinks that the pressure on teachers was good for the teachers, the principals, and the students. The sorriest part of the NCLB legacy is that so much of it was preserved in the “Every Student Succeeds Act.” If you think about it, is there any difference even rhetorically between saying “no child left behind” and “every student succeeds”? Does anyone seriously believe that any federal law can achieve either result? After nearly 20 years of trying, isn’t it time to ask the question that John Merrow repeatedly asks: Not, how smart are you? But, how are you smart? Isn’t it time to read Pasi Sahlberg’s books and learn about what 21st century education looks like? Isn’t it time to stop Taylorism and abandon the failed ideas of the early 20th century?

Mercedes Schneider takes us on a tour of the latest claims, exaggerations, and braggadocio on the Teach for America website. She is bothered to the extreme by TFA who are assigned to special education classes, despite their poor preparation.

What bothers me most is this:

“Even with its fly-by-summer training and its turnstile, two-year recruit commitment, TFA unabashedly proclaims itself a provider of “world class education.”

TFA has been in business since 1989. That’s almost thirty years. It cannot name a single district where its young college graduates have provided a “world class education.” Kopp wrote in her last ghost-written book that New York City, D.C., and New Orleans were proof of TFA success. But where are the miracles in those three cities? D.C. still has the largest achievement gaps of any urban district in the nation, and it has been under TFA control (Rhee And Henderson) for a decade. No one calls either NYC. Or NOLA a miracle district except for PR flacks.

Lies really bother me. It shows character to hide ones TFA background. Or shame.
