Jersey Jazzman was struck by the hypocrisy of Governor Christie’s recent statements. He is against the Common Core because there is no teacher “buy-in.” Since when, asks JJ, has Christie cared about teachers’ views?

 

He wants standards developed by New Jersey educators. This is a good one, says JJ.

 

No politician in the history of New Jersey has listened less to teachers than Chris Christie. It’s absurd that he pretends that he wants educators to be involved in any aspect of education policy.

 

– “The buy-in from both communities has not been what we need…” Buy-in from teachers?! Is he insane?!

 

This is a man who compared us to drug dealers, told us we were greedy, told our students we didn’t care about their learning, and said we only care about having summers off. Now he worries we haven’t had “buy-in”?!

 

No politician in the history of New Jersey has done more to demonize and denigrate the teaching profession than Chris Christie. The thought that he is suddenly concerned that we haven’t had enough “buy-in” is laughable.

 

Why should we listen to Governor Christie, asks JJ.

 
America, take it from those of us living in Jersey: this man doesn’t care one whit about the Common Core, or education standards, or anything having to do with school policies. Chris Christie’s sole interest in education policy is in its worth as a political tool: a tool to diminish the strength of unions, demonize public workers, and shift the focus off of his own many, many failures as governor.

 

When the Bridgegate scandal blew open, Christie decided to unveil a useless initiative to lengthen the school day and year, hoping to get the press talking about anything other than his out-of-control staff. It never went anywhere — and why would it? Once it had served its purpose as a distraction, it went away.

 

There is a serious debate to be had about the Common Core — but Chris Christie really couldn’t care less about the issue. So long as he harbors delusions of gaining of national office, this man will use New Jersey’s education system in any way he thinks will gain him political points.

 

In a sane world, anything Chris Christie says about education policy would be ignored.

Chris Christie came up with a clever strategy to deal with the political hot potato called Common Core. He had long been a vocal supporter. But now, anticipating the primaries in Iowa and New Hampshire, he has turned against them.

 

But here is the bizarre part. He wants to keep the Common Core-aligned PARCC test. This parent, Sarah Blaine, calls him out for hypocrisy and double-dealing. She points out that if you believe he is really abandoning the Common Core, she has a bridge to sell you. It is not clear whether she is selling the Brooklyn Bridge (which connects Brooklyn and Manhattan) or the George Washington Bridge (which Christie aides closed to punish the mayor of Fort Lee for refusing to endorse Christie).

Defending the Early Years (DEY), an advocacy group for young children, has published an excellent critique of K-3 Common Core math standards by Dr. Constance Kamii, a scholar of early childhood learning.

Here is a brief summary by DEY of Dr. Kamii’s study:

In this report, Dr. Kamii explains that most of the CCSS are written as if the authors are not aware of logico-mathematical knowledge; they seem to think that the facts and skills in the mathematics standards can be taught directly. Dr. Kamii goes on to explain why the CCSS are set at grade levels that are too early. She selects specific standards for each grade from kindergarten to grade 3 and shows, based on her research, why young children cannot grasp the mathematical concepts these standards require. Dr. Kamii’s explanations are thorough and grounded in child development research and understandings. They will give any interested reader a deep appreciation for the term “developmentally inappropriate.”

According to Dr. Kamii, in an effort to meet the standards, teachers will try to accelerate learning by directly teaching specific and too-advanced concepts and skills. This, she explains, will result in empty “verbalisms” children learning by rote what they don’t truly understand. Children will learn to accept answers on the basis of what teachers and books say and will lose confidence in their own ability to think for themselves.

The powerful ideas found in Dr. Kamii’s paper are echoed in the recent essay released by Defending the Early Years in April, 2015 called Lively Minds: Distinctions between academic versus intellectual goals for young children by Dr. Lilian G. Katz (Katz, 2015). Dr. Katz is Professor Emerita of Early Childhood Education at the University of Illinois (Urbana-Champaign). Dr. Katz is Past President of the National Association for the Education of Young Children, and the first President of the Illinois Association for the Education of Young Children. She is an influential leader in the field of early childhood education.

In Dr. Katz’s paper, she explains the importance of intellectual goals for young children and contrasts them with academic goals. Intellectual goals and their related activities are those that address the life of the mind in its fullest sense – reasoning, predicting, analyzing, questioning – and include a range of aesthetic and moral sensibilities. Academic goals, on the other hand, involve mastery of small discrete elements of disembodied information designed to prepare children for the next levels of literacy and numeracy learning. Items designed to meet academic goals rely heavily on memorization and the application of formulae versus understanding. As Dr. Katz explains, intellectual dispositions may be weakened or even damaged by excessive and premature focus on academic goals.

In Dr. Kamii’s critique of the Common Core Math Standards, she shows how many of the standards further academic but not intellectual goals. Many of the standards she describes require children to master discrete bits of information and rely heavily on rote learning. For Dr. Kamii, genuine math learning engages children’s intellectual dispositions. In her opinion, the CCSS redirect education away from thinking and genuine meaning making and focus it on more limited academic goals.

For both scholars, Dr. Katz and Dr. Kamii, an appropriate curriculum for young children is one that supports children’s in-born intellectual dispositions, their natural inclinations. In Selected Standards from the CCSS for Mathematics, Grades K-3: My reasons for not supporting them, Constance Kamii makes plain that most of the CCSS involve logico-mathematical knowledge and are therefore, not directly teachable. Dr. Kamii also maps out clearly in each of the examples why specific standards for the early grades are set at grade levels too early and are therefore developmentally inappropriate. She asks why the authors of the CCSS did not consider the large body of data available from research. And she concludes that any teacher of children in grades K-3 would easily understand that the standards are too hard for most children.

At Defending the Early Years, we are persuaded by the evidence from early childhood experts about the many failings in the CCSS for young children. We therefore call for removing kindergarten from the Common Core and for the convening of a task force of early childhood educators to recommend developmentally appropriate, culturally responsive guidelines for supporting young children’s optimal learning from birth to grade 3.

The Buffalo News reports that MaryEllen Elia will be selected by the New York Board of Regents as the next state commissioner of education, replacing the controversial John King. The news was repeated by a Tampa television station.

 

The vote will occur sometime today, according to reports. When the news leaked, parents began bombarding the Regents with emails and tweets. As one said, “It is not over until the fat lady sings.” So, listen.

 

Elia was fired by the Hillsborough Board of Education last February in a 4-3 vote. The business community was upset. But critics complained about micromanagement, a top-down style, lack of transparency, and complaints from parents of students with special needs. One board member who voted to dismiss her “accused Elia of creating a workplace culture of fear and bullying, and failing to pay enough attention to minorities, including Hispanics.” Others, including parents, said that her disciplinary policies had a disparate impact on African American students.

 

Hillsborough County received about $100 million from the Gates Foundation to design and implement a value-added measurement system for evaluating its teachers. Its plan apparently included a promise to fire the 5% lowest performing teachers every year. Florida has a harsh style of accountability, launched by Jeb Bush and carried forward by Governor Rick Scott and the Republican-dominated Legislature and state board of education.

 

Her official biography on the district’s website says that the Florida State Board of Education named her the Dr. Carlo Rodriguez Champion of School Choice in 2008. She is a strong supporter of the Common Core (see the video on this website, where Elia is interviewed about Common Core).

 

So, New York, once a bastion of liberalism, is getting a state commissioner who supports value-added testing and school choice, like John King. This aligns with Governor Cuomo’s agenda of “breaking up the public school monopoly” and using test scores to evaluate teachers.

The biggest news in the state in the past year was the historic success of the Opt Out movement. Last year, 60,000 students refused the state tests. This year, nearly 200,000 did. If MaryEllen Elia is state commissioner, will she raise the stakes on testing? If so, don’t be surprised if 400,000 students refuse the tests next year.

The odd theory of the Common Core standards is that if everyone has exactly the same curriculum and the same standards, everyone will learn the same “stuff” and progress at the same rate; and as a result, everyone will have the same results, and the achievement gap will close. If this were true, every child who had the same teachers and the same classes in the same school would have identical outcomes, but they don’t.

 

In 2012, Tom Loveless of the Brookings Institution wrote an analysis of the Common Core standards and concluded that they would have little effect on achievement. Not because the standards are good or bad, but because standards alone don’t raise achievement, nor, I might add, do tests, which measure achievement, as thermometers measure body temperature without changing it.

 

Loveless summarizes his 2012 findings here.

He writes:

“The 2012 Brown Center Report on American Education includes a study of the Common Core State Standards project. It attempts to predict the effect of the common core on student achievement. The study focuses on three arguments: that the quality of the common core is superior to that of existing standards, that the tests tied to the common core will be rigorous, and that having common standards will reduce differences across the United States by “putting all states on the same page.” It summarizes the current debate on the common core, but takes no stand on the merits of the arguments.

 

“For example, the study does not attempt to determine whether the common-core standards are of high or low quality, only whether the quality of state standards has mattered to student achievement in the past. The finding is clear: The quality of standards has not mattered. From 2003 to 2009, states with terrific standards raised their National Assessment of Educational Progress scores by roughly the same margin as states with awful ones.”

 

What about states that have common standards? “Test-score differences within states are about four to five times greater than differences in state means. We all know of the huge difference between Massachusetts and Mississippi on NAEP. What often goes unnoticed is that every state in the nation has a mini-Massachusetts-Mississippi contrast within its own borders. Common state standards might reduce variation between states, but it is difficult to imagine how they will reduce variation within states. After all, districts and schools within the same state have been operating under common standards for several years and, in some states, for decades.”

 

He concludes:

 

“Effectiveness, not alignment, should be the primary criterion for selecting curricula, disseminating promising instructional strategies, and pursuing all of the other implementation strategies on which common-core advocates are betting so much. They steadfastly believe that “effectiveness” and “alignment with standards” are synonymous. The empirical evidence indicates that they are not.

 

“On the basis of past experience with standards, the most reasonable prediction is that the common core will have little to no effect on student achievement.”

 

In his 2014 analysis of states that did and did not implement Common Core standards, Loveless found no reason to change his initial conclusion.

This cartoon summarizes Jeb Bush’s education record. He is best known for championing high-stakes testing, A-F school grades, supporting Common Core, charters, vouchers, third-grade retention, and anything that. Strips away job protections from teachers. He boasts of the “Florida miracle,” but it refers mostly to 4th grade NAEP scores, which are likely boosted by third-grade retention and by the state’s class-size reduction policy, adopted by popular referendum but opposed by Bush. The miracle disappears by high school, as Florida’s high school graduation rate is below that of Alabama, which had no miracle.

 

David Sirota reported in International Business Times that Jeb Bush steered Florida’s pension funds toward campaign contributors. He also pressed for legislation to shield these contributions from public view.

 

Sirota wrote:

 

Jeb Bush received the request from one of his campaign contributors, a man who made his living managing money: Could the then-governor of Florida make an introduction to state pension overseers? The donor was angling to gain some of the state’s investment for his private fund.

 

It was 2003, still a few years before regulators would begin prosecuting public officials for directing pension investment deals to political allies. Bush obliged, putting the donor, Jon Kislak, in touch with the Florida pension agency’s executive director. Then he followed up personally, according to emails reviewed by the International Business Times, ensuring that Kislak’s proposal was considered by state decision makers.

 

Here was a moment that at once underscored Jeb Bush’s personal attention to political allies and his embrace of the financial industry, which has delivered large donations to his campaigns. Email records show it was one of a series of such conversations Bush facilitated between pension staff and private companies at a time when his administration was shifting billions of dollars of state pension money — the retirement savings for teachers, firefighters and cops — into the control of financial firms.

 

Florida officials say Kislak’s firm was not among the beneficiaries of that shift. But verifying that assertion is virtually impossible for an ordinary citizen by dint of another hallmark of Bush’s governorship: At the same time that he entrusted Wall Street with Florida retirement money, he also championed legislation that placed the state’s pension portfolio behind a wall of secrecy.

Anna Jacopetti recently retired after a career in education of 50 years. She taught every grade from 1-14, she was an administrator, and she taught teachers. In this article, she shows the contrast between today’s emphasis on high-stakes testing and deep learning.

 

She reflects on a different approach to education, one that is definitely discouraged now by federal policy. What is in favor now is data-driven decision-making, scripted lessons, and Common Core-aligned readings.

 

She writes:

 

I found a job teaching reading in a school that still encouraged teacher initiative. I chose to use the Junior Great Books, a series that employs rich and varied language to tell age appropriate stories. Second Grade children are word sponges, full of curiosity and pleasure as they gain understanding of the world around them through expanding vocabularies This is not a rote learning process. These children enjoyed the fairy tales and legends that they could vividly imagine through the rich language, but they were most excited about learning new words that they could use in their own stories and in their conversations. We wrote their favorite new words on the board . Soon the children were bringing in other words that they had heard (but not understood) from their reading or from conversations overheard at home. We added these to our Words of Power and the list grew, with words like soporific, synchronicity, catastrophe, and surreptitious to remember only a few. The whole class was now engaged and there were no discipline problems. Reading fluency improved by leaps and bounds.

 

After Easter break, we had exhausted our Jr. Great Books and I turned to an Open Court textbook series that the school had purchased. I was pleased that it presented classic stories and myths, but after a few days the children balked. They told me that they didn’t like the new book. When I asked them why, they quickly consensed that all the Words of Power had been taken out of the stories. Open Court had carefully limited the language to words that were prescribed for Second Graders and these words were declared “boring” by the class. So I asked them to tell me what made a word “powerful” and they were quiet for a few minutes. Then Esme raised her hand and said ,“When you look up a word of power in the dictionary and you read all the definitions, you still don’t know everything it means.” I have never forgotten this moment. Moments such as these kept me going through decades of teaching. In such moments learning is palpable and children’s eyes light up with understanding and pride. These moments can’t be scripted or measured, but they are exemplary of an emergent, radiant process of learning that education should nurture, respect and protect at all costs.

 

I am highlighting here what it means to nurture capacities rather than “teach to standards”. Had I introduced vocabulary lists, assigned all the children to look up words in the dictionary as homework and then tested them to see if they had “learned” the words, I would have had a very different result. Children have a capacity for language acquisition in early childhood that is quite remarkable. They master complex syntax and the basic grammatical constructions of English before they go to school. They have learned subject verb agreement, verb tenses and proper use of adjectives and adverbs by kindergarten. They learn through conversation and by listening. The richer and more omnipresent language is in their surroundings, the more stories they hear, the stronger their language skills and their imaginative faculties become. Many first and second graders will know the lines to a play or a story “by heart” after hearing them only a few times – faster than older children and much faster than adults. Nurturing and building on this innate capacity is a key for language instruction in the early grades. Reciting and retelling come before writing. Dictating and then finally writing their own stories is a very engaging and empowering process for children that ideally precedes reading.

 

As we move deeper into the era of test-based accountability, teachers like Ms. Jacopetti will retire, and what she knows will disappear. Will teachers still know how to think for themselves? Will it be permitted by the state or the federal government? Will they still exercise their judgment? Or will they act as robots, programmed for compliance?

 

 

The new Common Core tests funded by the federal government agreed to adopt the standard of “proficiency” used by the National Assessment of Educational Progress (NAEP). Students who are not “proficient” are deemed to have “failed” to meet the standards. They are described as “not proficient,” which is a very bad thing indeed.

But what does NAEP proficiency mean?

I served on the NAEP governing board for seven years. I understood that “proficient” was a very high standard. There are four NAEP achievement levels: Advanced (typically reached by 5-8% of students); Proficient (typically reached by about 35-40% of students); Basic (typically reached by about 75% of students); and Below Basic (very poor performance, about 20-25% of students). Thus, by aligning its “pass” mark with NAEP proficient, the PARCC and SBAC (the two testing groups) were choosing a level that most students will not reach. Only in Massachusetts have as many as 50% of students reached NAEP proficient. Nearly half have not.

As Catherine Gewertz wrote in Education Week, “The two common-assessment consortia are taking early steps to align the “college readiness” achievement levels on their tests with the rigorous proficiency standard of the National Assessment of Educational Progress, a move that is expected to set many states up for a steep drop in scores.
After all, fewer than four in 10 children reached the “proficient” level on the 2013 NAEP in reading and math.”

So, if these consortia intend to align with the very rigorous standards of NAEP, most students will fail the tests. They will fail them every year. Will the test results be used for promotion and/or graduation? If so, we can expect a majority of the current generation of students not to be promoted or graduate from high school. What will we do with them?

It is time to ask whether NAEP proficient is the right “cut score” (passing mark). I think it is not. To me, given my knowledge of NAEP achievement levels, proficient represents solid academic performance, a high level of achievement. I think of it as an A. Advanced, to me, is A+. Anyone who expects the majority of students to score an A on their state exams is being, I think, wildly unrealistic. Please remember that NAEP proficient represents a high level of achievement, not a grade level mark or a pass-fail mark. NAEP basic would be a proper benchmark as a passing grade, not NAEP proficient.

Furthermore, the NAEP achievements levels have been controversial ever since they were first promulgated in the early 1990s when Checker Finn was chairman of the NAEP governing board. Checker was subsequently president of the Thomas B. Fordham Foundation/Institute, and he has long believed that American students are slackers and need rigorous standards (as a member of his board for many years, I agreed with him then, not now). He believed that the NAEP scale scores (0-500) did not show the public how American students were doing, and he was a strong proponent of the achievement levels, which were set very high.

James Harvey, a former superintendent who runs the National Superintendents’ Roundtable, wrote an article in 2011 that explains just how controversial the NAEP achievement levels are.

He wrote then:

Since definition is crucial in any discussion of standards, let’s define the terms of the discussion. The No Child Left Behind Act, passed by Congress in 2001 as the latest reauthorization of the Elementary and Secondary Education Act of 1965, permitted states to develop their own assessments and set their own proficiency standards to measure student achievement. Most states, for their purposes, quite sensibly defined proficiency as performance at grade level.

What about NAEP? Oddly, NAEP’s proficient standard has little to do with grade-level performance or even proficiency as most people understand the term. NAEP officials like to think of the assessment standard as “aspirational.” In 2001, long before the current contretemps around state assessments, two experts associated with the National Assessment Governing Board—Mary Lynne Bourque, staff member to the governing board, and Susan Loomis, a member of the board—made it clear that “the proficient achievement level does not refer to ‘at grade’ performance. Nor is performance at the proficient level synonymous with ‘proficiency’ in the subject. That is, students who may be considered proficient in a subject, given the common usage of the term, might not satisfy the requirements for performance at the NAEP achievement level.”

It is hardly surprising, then, that most state assessments aimed at establishing proficiency as “at grade” produce results different from a NAEP standard in which proficiency does not refer to “at grade” performance or even describe students that most would think of as proficient. Far from supporting the NAEP proficient level as an appropriate benchmark for state assessments, many analysts endorse the NAEP basic level as the more appropriate standard because NAEP’s current standard sets an unreasonably high bar.

What is striking in reviewing the history of NAEP is how easily its governing board has shrugged off criticisms about the board’s standards-setting processes.

In 1993, the National Academy of Education argued that NAEP’s achievement-setting processes were “fundamentally flawed” and “indefensible.” That same year, the General Accounting Office concluded that “the standard-setting approach was procedurally flawed, and that the interpretations of the resulting NAEP scores were of doubtful validity.” The National Assessment Governing Board, or NAGB, which oversees NAEP, was so incensed by an unfavorable report it received from Western Michigan University in 1991 that it looked into firing the contractor before hiring other experts to take issue with the university researchers’ conclusions that counseled against releasing NAEP scores without warning about NAEP’s “conceptual and technical shortcomings.”

In addition, NAGB absorbed savage criticism from the National Academy of Sciences, which concluded in 1999 that “NAEP’s current achievement-level-setting procedures remain fundamentally flawed. The judgment tasks are difficult and confusing; raters’ judgments of different item types are internally inconsistent; appropriate validity evidence for the cut scores is lacking; and the process has produced unreasonable results. … The results are not believable.”

For the most part, such pointed criticism has rolled off the governing board like so much water off a duck’s back.
As recently as 2009, the U.S. Department of Education received a report on NAEP from the University of Nebraska’s Buros Institute. This latest document expressed worries about NAEP’s “validity framework” and asked for a “transparent, organized validity framework, beginning with a clear definition of the intended and unintended uses of the NAEP assessment scores. We recommend that NAGB continue to explore achievement-level methodologies.” In short, for the last 20 years, it has been hard to find any expert not on the Education Department’s payroll who will accept the NAEP benchmarks uncritically.

Those benchmarks might be more convincing if most students outside the United States could meet them. That’s a hard case to make, judging by a 2007 analysis from Gary Phillips, a former acting commissioner of the National Center for Education Statistics. Phillips set out to map NAEP benchmarks onto international assessments in science and mathematics and found that only Taipei (or Taiwan) and Singapore have a significantly higher percentage of proficient students in 8th grade science than the United States does. In math, the average performance of 8th grade students in six jurisdictions could be classified as proficient: Singapore, South Korea, Taipei, Hong Kong, Japan, and Flemish Belgium. Judging by Phillips’ results, it seems that when average results, by jurisdiction, place typical students at the NAEP proficient level, the jurisdictions involved are typically wealthy—many with “tiger mothers” or histories of excluding low-income students or those with disabilities.

None of this is to say that the method of determining the NAEP achievement levels is entirely indefensible. Like other large-scale assessments—the International Mathematics and Science Study, the Progress on International Reading Literacy Survey, and the Program on International Student Assessment—NAEP is an extremely complex endeavor, depending on procedures in which experts make judgments about what students should know and construct assessment items to distinguish between student responses. Panels then make judgments about specific items, and trained scorers, in turn, bring judgment to bear on constructed-response items, which typically make up about 40 percent of the assessment.

That said, it is hard to avoid some obvious conclusions. First, NAEP’s achievement levels, far from being engraved on stone tablets, are administered, as Congress has insisted, on a “trial basis.” Second, NAEP achievement levels are based on judgment and educated guesses, not science. Third, the proficiency benchmark seems reachable by most students in only a handful of wealthy or Asian jurisdictions.

It is important to know this history when looking at the results of the Common Core tests (PARCC and SBAC). The fact that they have chosen NAEP proficient as their cut score guarantees that most students will “fail” and will continue to “fail.” Exactly what is the point? It is a good thing to have high standards, but they should be reasonable and attainable. NAEP proficient is not attainable by most students. Not because they are dumb, but because it is the wrong cut score for a state examination. It is “aspirational,” like running a four-minute mile. Some runners will be able to run a four-minute mile, but most cannot and never will. Virtually every major league pitcher aspires to pitch a no-hitter, but very few will do it. The rest will not, and they are not failures.

What parents and teachers need to know is that the testing consortia have chosen a passing mark that is inappropriate, that is not objective, and that is certain to fail most students. That’s not right, and that’s not fair.

Gary Rubinstein, teacher of mathematics at Stuyvesant High School, author and blogger, reviews Eureka Math in this post and finds it wanting. He points out that Eureka Math is the program that is considered most closely aligned to the Common Core math standards.

 

Rubinstein picked several examples of math problems from the Eureka curriculum and found them poorly written or wrong.

Joanne Yatvin was a teacher, principal, superintendent, and president of the National Council of Trachers of English.

She writes:

A few days ago the New York Times published an OP-Ed by Richard Atkinson and Saul Geiser about the new SAT that the College Board will implement in 1916. Although the writers approve of the direction of the new test, they argue that it does not go far enough. It will focus on students’ mastery of the subjects studied in high school, but still be norm-referenced rather than a strict measure of their performance against a fixed standard. Also, in the test a written essay is optional, not required, which allows students t o by-pass proving their competence in a skill that Atkinson and Geiser consider the “single most important one for success in college.”

In my view both the writers and the College Board are on the wrong track. Primarily, they have forgotten that the A in SAT stands for “aptitude.” Originally, the test was intended to identify students with native intelligence and rich personal learning, regardless of the quality of their schools or their own home backgrounds. In tough economic times the SAT sought to give bright and dedicated young people a chance at college that they would not have otherwise. In many states scholarships went to students with high-test scores.

Another problem I see is the strong emphasis that the Common Core State Standards will have on test results in the future. Considering that several states have decided to go with their own standards and that many schools in states still dedicated to the CCSS are not up to speed, countless numbers of students will not be prepared to do well on the new SAT.

About the New SAT’s stance on a written essay I have mixed emotions. I agree with Atkinson and Geiser about the importance of being able to write well, but I also recognize
that it’s very difficult to do that on demand in short time frame and with no opportunity to revise. Maybe requiring an essay written separately from taking the test would be a better option.

Finally, my own personal objection to both the CCSS and the new SAT is that they misconstrue the true nature of learning. Learning is not a detailed memory of school-selected knowledge and skills, but the ability to choose what is important for your personal life, career aspirations, and the societal roles you hope to play. Learners build their knowledge and skills on that foundation and can demonstrate them on a test that honors good thinking and problem solving.
