Rick Perlstein is a brilliant writer who usually writes about national politics. Since he lives in Chicago, he couldn’t help but notice the hostile takeover of the public schools by a small, interconnected corporate elite. He applies his journalistic and scholarly skills to unraveling this sordid story.

He begins with a story about an educator who was recently “reassigned” (fired) by the Mayor’s school board.

Perlstein writes:

“This past September, an award-winning Chicago Public Schools principal named Troy LaRaviere published a post on his blog that began, “Whenever I try to take a break from writing about CPS to focus on other aspects of my professional and personal life, CPS officials do something so profoundly unethical, incompetent and/or corrupt that my conscience calls me to pick up the pen once more.”

“What had Principal LaRaviere going this time? We’ll get there eventually. But first we have to back up and survey what brought the Chicago Public Schools to this calamitous pass in the first place. It’s hard to know where to begin. Though when it comes to the failings of America’s institutions you can rarely go wrong by looking to the plutocrats.

“Travel back with me, then, to July of 2003, when the Education Committee of the Civic Committee of the Commercial Club of Chicago — comprised of the chairman of the board of McDonald’s, the CEOs of Exelon Energy and the Chicago Board Options Exchange, two top executives of the same Fortune 500 manufacturing firm, two partners at top international corporate law firms, one founder of an investment bank, one of a mutual fund, and the CEO of a $220.1 billion asset-management fund: twelve men, all but one of them white — published “Left Behind: Student Achievement in Chicago’s Public Schools.”

“Chicago’s schools were in pathetic shape, these captains of industry explained: only 36 percent of eleventh graders met or exceeded state reading standards, only 26 percent reached math standards, only 22 percent were up to snuff in science, and 40 percent had by then dropped out.

“They found hope, however, in a new kind of educational institution called a “charter school” — “publicly-funded but independent, innovative schools that operate with greater flexibility and give parents whose children attend failing schools an option they do not have.”

“At that point Chicago had fifteen charters. The seven that were high schools scored an average of 17 percent higher on Illinois’ relatively new benchmark, the Prairie State Achievement Exam, said the report. Their graduation rates were 12 percent higher, attendance rates 8 percent higher, and dropouts 9 percent lower.

“So if a little was good, more must be better — right?

“Chicago should have at least 100 charter schools,” the Education Committee concluded. “These would be new schools, operating outside the established school system and free of many of the bureaucratic or union-imposed constraints that now limit the flexibility of regular public schools.”

“The problem was a school system that “responds more to politics and pressures from the school unions than to community or parental demands for quality,” and a municipal government that worries more about “avoiding labor discord and maintaining the political support of teachers and their labor unions than with advancing the education of children.”

Charters, though — poof! — possessed the magic power to make all the bad stuff disappear, because they bottled the stuff that made America great: “Competition — which is the engine of American productivity generally.” But how might schools, like convenience stores, compete? Just measure student performance, and close the schools that “underperform.” The 103-page report thus deployed the word “data” forty-five times, “score,” “scored,” or “scoring” 60 times — and “test,” “tested,” and “testing,” or “exam” and “examination,” some 1.47573 times per page.

“And, since these were the behind-the-scenes barons who veritably ran the city, it wasn’t even a year before the Chicago Public Schools headquarters on 125 S. Clark St. announced the “Renaissance 2010” initiative to close eighty traditional public schools and open precisely one hundred charters by 2010.

“Lo, like pedagogical kudzu, the charters came forth: forty-six of them, with names like “Infinity Math, Science, and Technology High School,” “Rickover Naval Academy High School,” “Aspira Charter School,” and “DuSable Leadership Academy of Betty Shabazz International Charter School.” Although, funny thing, rather than resembling the plucky, innovative — “flexible” — startups the rhetoric promised, the schools that flourished looked like factories stamped out by central planning. The skills most rewarded by Chicago’s charter boom became corporate marketing, regulatory capture, and outright graft.

“Left Behind” singled out one “stand out school”: the Noble Street Charter High School. Following the Renaissance 2010 report, Noble Street metastasized into the “Noble Network.” They opened sixteen schools, many named after the businesspeople who funded them, like Pritzker College Prep, Rauner College Prep, Rowe-Clark College Prep. (John Rowe and Frank Clark are both executives of the energy company Exelon, formed in a merger brokered by Rahm Emanuel in his investment banker days; Rowe was a member of the committee that authored “Left Behind” and also a member of the Noble Network’s board of directors.)

“Indeed, Noble runs just the kind of schools you’d expect to be sponsored by industrialists: their students are underprivileged waifs in uniforms who are fined for minor disciplinary infractions. The network is “founded,” its promotional materials promise, “on many of the same entrepreneurial principles that have built successful businesses — strong leadership, meaningful use of data, and a high degree of accountability.”

This is a well-written story of arrogance, greed, corruption, and deceit.

It is reassuring to see the Chicago story breaking out of the education media and into broader political discourse. The article “follows the money,” which is necessary these days. The character who is missing in this drama is Arne Duncan, who launched “Renaissance 2010,” which was a dismal failure. Why was he selected as Secretary of Education? Why was he allowed to impose the Chicago model on the nation? The public schools needed help and they were plundered. They became a plaything for Chicago’s elite. No one seemed to think about the children.

Melissa Sanchez of Catalyst Chicago reports that the Walton Family Foundation will no longer fund charter schools in Chicago due to its unfavorable political climate. This is a great victory for the parents and educators of Chicago! The climate is unwelcoming to charters because the public is resisting, understanding that charter expansion means public school death.

Hallelujah! Resistance works! Jitu Brown, Katen Lewis, and other community leaders deserve congratulations.

Sanchez writes that Chicago used to at the top of Walton’s list for new charter money. No more:

“Just a few years ago, Walton spent more money to help start charters here than anywhere else in the nation. In large part, the money flowed in because of the presence of a powerful pro-charter mayor who controlled the city’s school system.

“We’re very confident in the city’s leadership, particularly the mayor, to help expand and strengthen the charter sector in Chicago,” the foundation’s then-deputy director of education reform said in 2013.

“But now, a deep and seemingly intractable financial crisis, an unprecedented wave of public backlash against privately run charters and the district’s own slowdown of charter expansion have made Walton shift its course.

“The foundation—which says it has given start-up funds to one of every four charter schools nationwide—is pulling out of Chicago. Between 2009 and 2014, Walton gave nearly $7 million in direct grants to charters in Chicago, including the UNO Network of Charter Schools and Urban Prep Academies, among others, according to tax records. (Another $8 million was targeted to fund state policy and advocacy work, and to start charters elsewhere in Illinois.)

“We take no pleasure in this,” says Marc Sternberg, Walton’s director of K-12 education programs. “When you look at the Nobles and the Perspectives and KIPPs in Chicago and the impact they’re having, and when you look at their aggregate performance, Chicago does very well. It is unfortunate that there aren’t opportunities to help [organizations] like them grow their impact, especially when the need in Chicago is so acute.”

“Walton’s withdrawal is just one of the signs that Chicago’s once-rapidly expanding charter sector is facing a harder sell in an increasingly hostile political climate.”

Walton identified 13 other districts that it will target to destroy traditional public schools. These include Los Angeles, New York City, Oakland, Memphis, New Orleans, Indianapolis, Denver, Camden, Washington, DC; Atlanta, Memphis, Houston, and San Antonio. New Orleans is already nearly 100% charter, but Walton won’t rest until every last public school is replaced by a privately managed charter school.

Walton no longer has Newark on its priority funding list. Another “hostile political climate.”

Parents, educators, and citizens in the 13 districts: You are forewarned! Walton is coming to eliminate your local public schools and replace them with corporate chain schools. If you fight back, you too can create a “hostile political climate” and send the billionaires packing!

Troy LaRaviere has been an exemplar of courage and integrity as principal of Blaine Elementary School in Chicago. He was president of the city’s principal’s association. He was education advisor to mayoral candidate Chuy Garcia. He endorsed Bernie Sanders and made a commercial for his campaign. He has criticized Rahm Emanuel and his hand-picked board. Finally, someone decided Troy had gone too far. He has been removed, a replacement has been chosen.

 

Educators are not supposed to speak out.

The outspoken elementary school principal Troy LaRaviere was summarily removed from his position, without explanation. He endorsed Chuy Garcia against Rahm Emanuel in the last election. He encouraged his students to opt out. He is principled and fearless. He is an outstanding educator but that was not good enough in a city with mayoral control.

Mike Klonsky reports from Chicago that Chicago Teachers Union President Karen Lewis and her slate of officers were re-elected by acclamation. 

 

She is a much beloved figure in Chicago, and had she not suffered a major illness last year, she would very likely be Mayor Lewis today. She is far more popular than Rahm Emanuel.

Chicago students occupied The Chicago Symphony Center to protest Governor Bruce Rauner’s failure to fund higher education and to raise taxes on his billionaire buddies.

 

 

A former Chicago Public Schools teacher left a comment and referred to this article, which features one of her students. He is organizing a boycott of PARCC. Illinois offers no “formal” way to opt out; the decision is left to children. Some schools are threatening punishments of various kinds, and school officials imply that the tests have been improved. They say, for example, that the results will arrive in the summer, instead of the fall, when there is still time to help children. On the face of it, that claim is ridiculous. The child is not in school in the summer, for starters. He or she won’t have the same teacher by the time the results come in. Worse, there is nothing in the results that will “help” the teachers or the children. How are children “helped” by learning that they have scored a 1, 2, 3, or 4? How will they be helped if they learned what percentile they scored it? This is all nonsense, which is why students and parents should opt out and demand an end of this massive waste of money and instructional time.

 

This week, when state standardized testing begins at many CPS schools, at least one sixth-grader at Sumner Elementary School will be sitting out PARCC.

 

“I’m going to refuse PARCC next week because we haven’t had typing classes,” Diontae Chatman told the Board of Education last week, missing school for the first time all year so he could testify.

 

“We didn’t have a qualified math teacher from September to January,” he added. Plus last year, students taking the test online were logged on and off repeatedly, among other problems.

 

But skipping the test, even though state law allows it, could bring about consequences that feel unfair to children.

 

“My school is threatening to take away our field day to students who refuse PARCC,” Diontae explained. “I think we all should get treated the same way, if we take it or if we don’t take it.”

 

Once again, neither Chicago Publics Schools nor the Illinois State Board of Education have any specific directive for how schools should treat children who refuse to take the exam between now and May 15.

 

Meanwhile, the district is urging all parents to participate in the test, saying PARCC provides useful detailed data.

 

“PARCC is a mandatory exam and the district’s failure to implement the exam does have serious consequences” that are financial, Chief Education Officer Janice Jackson said. “We’re making a lot of short-term fixes, so we can’t afford any reduction in financing from the state as a result of our failure to administer the test.”

 

PARCC — the Partnership for Assessment of Readiness for College and Careers — is given to third- through eighth-graders and some high schoolers. Aligned to Common Core standards, it aims to show how well students are preparing for college at each grade level. Though PARCC was designed to be interactive and taken on a computer, CPS’ third- and fourth-graders still will take a paper version.

 

PARCC still carries no consequences at CPS, which uses a separate test to evaluate teachers and schools.

 

For its second year, PARCC has been shortened. It has a simpler format, and results have been promised much sooner than last year — by the summer, rather than late autumn, so that teachers and parents can actually use the results.

 

Those improvements still won’t stop a number of families in Chicago from skipping it.

PARCC Testing Begins, But Still No Opt Out Policy, in the Chicago Sun-Times

 

 

Michelle Gunderson has taught in the Chicago public schools for 29 years; she teaches first grade.

 

In this post, she describes why the Chicago Teachers Union decided to strike on April 1. The House of Delegates’ vote to strike was overwhelming, but it was not unanimous. It was 486-124. Some teachers wanted a longer strike. Others had other reasons to dissent. Some Chicagoans predict that the strike will be joined by other unions, to protest Mayor Emanuel’s failure to fund the public schools, by his open hostility to public schools and their teachers, and by his clear favoritism toward charter schools opened by his friends and funders. Some think it may be close to a general strike. We will see. In the meanwhile, those of us who do not live in Chicago send our love and support to our allies who are fighting for the equitable treatment of the children they teach.

 

Gunderson writes:

 

In many schools around Chicago teachers experienced losing their colleagues through the recent cuts. When a teacher leaves a job they do not simply pack their personal effects into a banker’s box and walk out the door. Most teachers need a U-Haul to pack up all the materials they have personally brought into the school. And they leave behind them grieving children (losing your teacher is akin to losing a parent) and colleagues who must take up the additional workload.

 

In these schools which were cut to the bone, the argument to strike for revenue was easy. It is not a coincidence that the argument is harder at schools on the north and northwest side where race and class divide us on lines that were construed by injustice in the first place.

 

You will hear stories of teachers and parents who disagree with the strike. You will read news articles that amplify this message and comment sections in our Chicago papers that promote this injustice and often pure hate of teachers and children.

 

The facts remain – our city is divided, our children are suffering, and the Chicago Teachers Union has a vision of the world that makes this not so.

 

Join the strike on April first.

The Chicago Sun-Times reported the results of its battle to gain access to the financial records of the UNO charter chain. UNO fought to keep its records secret, claiming they were a “private” organization. What the newspaper discovered when it won was a spending spree on the taxpayers’ dime–er, make that hundreds of millions.

The CEO of UNO, Juan Rangel, was politically powerful: he served as co-chair of Rahm Emanuel’s first mayoral campaign. Rangel got a grant of $98 million from the state to build more charter schools. He was compelled to resign when news broke that millions in contracts from the state grant were awarded to allies of Rangel.

But the new revelations show a pattern of profligate spending by the organization. It also shows how charters used taxpayer money to buy political favors.

“Even as they ran a network of charter schools for thousands of students in low-income neighborhoods across Chicago, United Neighborhood Organization leader Juan Rangel and other UNO officials were piling up big bills at fancy restaurants and for travel on the taxpayers’ dime, records obtained by the Chicago Sun-Times show.

“In the year before a contracting scandal led to Rangel’s forced resignation, the clout-heavy Hispanic community organization and charter-school operator spent more than $60,000 for restaurants on his American Express “business platinum” card, according to the records, which UNO fought for nearly three years to keep secret.

“The spending spree included $1,000-or-higher tabs at Gene & Georgetti, Carmichaels, Vivo Chicago, Rosebud Prime, the East Bank Club, Carnivale, a downtown hotel’s rooftop bar and Soldier Field’s concessions during a soccer game featuring Mexico’s men’s national team.

“And UNO spent more than $60,000 a year on travel in 2010 and 2011, the internal records show. Rangel alone flew out of town 31 times in four years.

“In 2010, Rangel traveled at the organization’s expense to Managua, Nicaragua, the records show. Rangel and two aides, Miguel d’Escoto and Francisco “Pancho” d’Escoto, met during that trip with the d’Escotos’ uncle, a former diplomat advising them on possible expansion.

“Rangel’s and UNO’s fortunes took a downturn after the Sun-Times reported in February 2013 that the organization paid millions of dollars from a $98 million state school-construction grant to companies owned by two brothers of Miguel d’Escoto, who was Rangel’s top deputy, and to other contractors with close ties to the group.

“As federal and state authorities began investigating, the newly obtained records show, UNO officials spent hundreds of thousands of dollars trying to contain the scandal, which cost the organization millions of dollars in state funding and resulted in a federal consent decree requiring outside oversight of the group’s contracting practices.

“UNO has paid more than $962,000 since the start of 2013 to the firm of Mary Patricia Burns, who became the group’s primary lawyer shortly after the scandal broke.

“Her law firm, Burke Burns & Pinelli Ltd., has been a major campaign contributor to Illinois House Speaker Michael Madigan. The state Democratic Party boss from the Southwest Side sponsored UNO’s state grant — which was the biggest government subsidy given to charter schools in the country. Burns didn’t return calls seeking comment.

“The organization also paid more than $307,000 to retired federal judge Wayne Andersen and others who aided him in an investigation of UNO’s contracting practices.

“The spending took place as UNO was operating a government-funded charter schools serving about 8,000 predominantly Hispanic students, largely from low-income families. About 96 percent of students at UNO’s 16 campuses qualify for free or reduced lunches, records show.

“Despite being almost entirely government-funded, UNO leaders fought to keep the spending records secret, arguing that they didn’t have to comply with the state’s Freedom of Information Act because UNO is a private organization. But they ultimately released the records in a recent legal settlement with the Sun-Times.

“Since UNO founded the charter-school chain in 1998, the Chicago Public Schools system has given the privately run schools hundreds of millions of dollars in taxpayer funding, in addition to the state funding the organization got for school construction. Until less than a year ago, the UNO Charter School Network — which is separately incorporated — passed along much of the CPS funding to UNO, which managed the schools.”

Katie Osgood teaches students with disabilities in Chicago. She teaches third-graders. PARCC testing begins soon. The reading level if the tests for her students are sixth grade.

She writes here about the harm these tests will do to her students.

Her students’ IEPs will not be honored. No accommodations!

She asks why children of 8 and 9 are asked to perform literary analysis.

She writes:

“The PARCC test is mind-mindbogglingly inappropriate and long. It gives NO USEFUL information for teachers or schools. It ignores IEPs. It is damaging to kids. It triggers our most vulnerable learners destroying trust and joy in the classroom. It robs classrooms of SO MUCH STINKIN’ TIME.

“Oh, and by the way, PARCC originally was in 24 states, but has now dropped to only 6.

“There is NO REASON for Illinois to continue using this test. None.”
