Samuel Abrams worked for many years as a teacher in a New York City public school. After earning his doctorate, he became executive director of the National Center for the Study of Privatization in Education at Teachers College, Columbia University. Here, Abrams reviews Joanne Golann’s recent book Scripting the Moves, a close analysis of “no excuses” charter schools. Open the link to read the full review and an excerpt from the book.

Abrams writes:

Few education initiatives have generated as much praise as well as philanthropic funding as the “no-excuses” charter school movement. Yet criticism of the movement has recently been growing, from both inside and out, so much so that KIPP (short for Knowledge Is Power Program), the movement’s standard-bearer, dropped its motto—“Work Hard. Be Nice.”—one year ago in acknowledgement of the conflict between the organization’s rigid code of conduct and its goal of fostering student independence.

No book captures the tension between these competing forces as well as Joanne W. Golann’s Scripting the Moves: Culture and Control in a “No-Excuses” Charter School (Princeton University Press, 2021). In this NCSPE excerpt, Golann lays the foundation for her analysis, a sociological case study based on 18 months of observations at a “no-excuses” charter middle school beginning in March 2012. In keeping with much case study research, Golann, an assistant professor of public policy and education at Vanderbilt University’s Peabody College, does not identify the school or its location, other than to note it is not part of a large network of charter schools and is situated in a medium-sized former industrial city in the northeast. Golann gives the school a pseudonym: Dream Academy.

As Golann recounts, the “no-excuses” movement began with the founding of one KIPP middle school serving low-income minority students in Houston in 1994. Another KIPP middle school serving low-income minority students in the Bronx opened in 1995. With students at both schools posting top scores on state reading and math exams, KIPP won acclaim. “For its first eight years, KIPP Academy Houston was recognized as a Texas Exemplary School,” Golann notes, “and KIPP Academy New York was rated the highest performing middle school in the Bronx for eight consecutive years.”

A segment on 60 Minutes in 1999 made that acclaim national and brought to the fore the school’s “no-excuses” pedagogical strategy: a much longer school day (running from 7:25 a.m. to 5:00 p.m.), strict behavioral expectations, and unyielding commitments by parents and teachers alike to student success, all in the name of guaranteeing that every student makes it to and through college.

Embodying KIPP’s unrelenting focus on deportment has been its ubiquitous prescriptive acronym, SLANT, standing for Sit up straight at one’s desk; Listen attentively to teachers and peers alike; Ask and answer questions; Nod in acknowledgment of instructions; and Track the speaker with one’s eyes.

In the wake of the segment on 60 Minutes, more positive coverage followed. In addition to a subsequent segment on 60 Minutes, laudatory articles appeared by David Grann in The New Republic, Bob Herbert and Thomas Friedman in The New York Times, Stanley Crouch in The New York Daily News, Leonard Pitts in The Miami Herald, and Jay Mathews in The Washington Post. Mathews built on those articles in his book about KIPP called Work Hard. Be Nice (Algonquin, 2009). The husband-and-wife team of historian Stephan Thernstrom and political scientist Abigail Thernstrom earlier praised KIPP for its resolve and methods in their book No Excuses: Closing the Racial Gap in Learning (Simon & Schuster, 2003). Malcolm Gladwell devoted a chapter of his book Outliers (Little Brown, 2008) to KIPP’s impressive academic outcomes and linked them to the extended hours required of both students and teachers. Paul Tough likewise commended KIPP for its dedication to character education in his book How Children Succeed (Houghton Mifflin, 2012).

In conjunction with this positive coverage, the philanthropic spigot opened up. Doris and Donald Fisher, founders and owners of The Gap, gave $15 million to KIPP in 2000 to start replicating and afterward continued to give the organization about $5 million a year to that same end. Other foundations, including those steered by the Waltons and Gates, have since contributed many millions more. And in 2010, the U.S. Department of Education gave KIPP an Investing in Innovation grant of $50 million to further replicate.

By 2020, Golann reports, KIPP served 110,000 students in 255 schools across the country. Of these students, 88 percent came from low-income families; 95 percent were Black or Latino. Thirteen similar “no-excuses” networks evolved in KIPP’s shadow. By 2020, these networks, from Achievement First and Aspire to Success Academy and YES Prep, together enrolled another 200,000 students in 433 schools across the country. The demographics of Dream Academy, in particular, reflected those of KIPP: over 80 percent came from low-income families; about 67 percent were Black; about 33 percent were Latino.

To Golann, the problem with these “no-excuses” schools is not scalability, though scaling up these networks is indeed difficult. These schools depend on a finite number of young teachers who can work such long hours. They also depend on a finite amount of philanthropic funding to cover the cost of after-school music programs, supplementary tutoring, field trips, and college visits. More fundamentally, these schools depend on students and families that can handle the steep behavioral and academic expectations.

This last constraint is indisputable. In this regard, Golann cites the failure of Tennessee’s Achievement School District (ASD). “In 2010, Tennessee created the ASD to take over and contract with charter management organizations (CMOs) to turn around the state’s lowest-performing schools,” Golann explains later in her book. “By 2014-15, eighteen of the twenty-three ASD schools were managed by CMOs, many operating from a ‘no-excuses’ framework. After five years of turnaround efforts, the ASD schools failed to show any significant gains in students’ academic outcomes.” The key difference between conventional “no-excuses” charter schools and those in the ASD, writes Golann, is that the former involve an application process as well as specific commitments from parents and students alike to follow a contract while the latter simply enrolled all students from the designated neighborhood.

As I document in “Education and the Commercial Mindset” (Harvard University Press, 2016), a similar story unfolded over the same time period in Houston, where the economist Roland Fryer applied the KIPP curriculum to nine district high schools and eleven middle schools in an undertaking called Apollo 20. Without the application process as well as student and parent contracts defining KIPP, Apollo 20, like Tennessee’s ASD, lacked the buy-in critical to the everyday operation of “no-excuses” schools.

Jeff Bryant is one of the best informed writers about charter schools in the nation. He is chief correspondent for Our Schools and director of the Education Opportunity Network. He explains here why the charter industry is using misinformation to stop a Democratic proposal to ban federal funding for for-profit charter schools.

He begins:

The top lobbying group for the charter school industry is rushing to preserve millions in funds from the federal government that flow to charter operators that have turned their K-12 schools into profit-making enterprises, often in low-income communities of color.

The group, the National Alliance for Public Charter Schools (NAPCS), objects to a provision in the House Appropriations Committee’s proposed 2022 education budget that closes loopholes that have long been exploited by charter school operators that profit from their schools through management contracts, real estate deals, and other business arrangements. NAPCS also objects to the legislation’s proposal to cut 9 percent from the federal government’s troubled Charter Schools Program (CSP).

The House budget proposal, which was passed out of the majority Democratic committee “in a party-line vote,” according to the Hill, has been praised by numerous education groups, including the National School Boards Association, the National Education Association, and the National Center for Learning Disabilities, for, among many things, more than doubling Title I funding for schools serving low-income children, providing over $3 billion more to educate students with disabilities, and increasing federal spending on K-12 education programs, Education Week reports.

The legislation mostly aligns with the President Biden administration’s proposed budget for K-12 spending, as reported by Chalkbeat in April 2021, and the provision ending federal funding of for-profit charter school operators reflects Biden’s pledge, made in his presidential campaign, to “not support any federal money for for-profit charter schools, period.”

The For-Profit Charter Problem

The specific provision regarding for-profit charters that NAPCS objects to states, “None of the funds made available by this Act or any other Act may be awarded to a charter school that contracts with a for-profit entity to operate, oversee or manage the activities of the school.”

Controversies over for-profit charter school operators are long-standing and largely unresolved

As University of South Carolina law professor Derek Black explains on his personal blog, “Most states require charter schools to be nonprofit. To make money, some of them have simply entered into contracts with separate for-profit companies that they also own. These companies do make money off students.”

A 2021 report by the Network for Public Education (NPE)—an organization co-founded by education historian Diane Ravitch that advocates for public schools—examined more than 1,000 charter schools that were contracted with for-profit management companies and found that the schools’ nonprofit boards were often mere fronts for profit-making enterprises that use the charter schools they operate to “maximize their profits through self-dealing, excessive fees, real estate transactions, and under-serving students who need the most expensive services.”

Among the practices that for-profit charter operators employ, according to the NPE report, is to establish “sweeps contracts” that “give for-profits the authority to run all school services in exchange for all or nearly all of the school’s revenue.”

The report also “identified over 440 charter schools operated for profit that received grants totaling approximately $158 million between 2006 and 2017,” from the CSP, despite “strict regulations” against awarding CSP funds to charter schools operated by for-profit entities…

NAPCS’s president and CEO Nina Rees told a CNN reporter that the legislation “could impact schools that contract out for cafeteria services, special education services, or back office staff…”

After the CNN article was published, it was updated with a quote from Connecticut Representative Rosa DeLauro, a Democrat who chairs the House committee that drafted the proposal, who called NAPCS’s petition campaign “a well-funded misinformation campaign,” and said, “The language [of the proposed legislation] is clearly focused on ending the practice of charters accepting federal funds only to have the school run by a low-quality, for-profit company rife with conflicts of interest.”

Peter Greene has written a powerful case against the argument of the school choice lobby, who insist that children should choose a school that affirms their parents’ values. The choice lobby says that it causes conflict when students go to school with others who don’t share their worldview and challenge their beliefs.

Greene refutes this assertion:

The argument here, pushed daily on Twitter by Cato’s Neal McClusky, is that “public schools leave people no choice but to be at each others’ throats” and that the system leaves no choice but to either ban or impose policies and ideas. Therefor, the argument goes, school choice offers a chance to make all the conflict go away. Folks over here can choose a school that actively pursues diversity and anti-racists policies, while folks over here can choose a school that actively blocks such policies. Allowing diverse school approaches will, the argument goes, somehow reduce the conflicts currently tearing at the social fabric of our country

So first we get a school that separates from the original public district so that it can keep out all sorts of diversity and anti-racist programs. But then that school splits over a conflict about whether or not to teach creationism. Then the creationism school splits over an argument about which books to ban from the school library, and then that school splits over policies regarding LGBTQ+ students. The continued spinning off of entities based on new policy disputes will be familiar to anyone who knows the Protestant church. Meanwhile, many parents will factor in location and student body demographics for their decisions, and of the many schools spun off to “settle” the various disputes, half will fold because they don’t make enough money. 

In the end, “Well, if they don’t like that policy, they’ll be able to choose a school with which they agree,” will turn out to be a false promise.

Some choices are not healthy.

We have seen the use of school choice to avoid conflict before. After Brown v. Board of Education, lots of folks decided they had a problem sending their white children to school with Black students, and they “solved” that conflict by creating schools that let them choose segregation. When it comes to the current CRT panic, there may well be some schools that have gone a step too far with their anti-racist work (though–plot twist–those schools keep turning out to be not public ones). But an awful lot of the panic is fueled by folks opportunistically whipping up some good old-fashioned white outrage over encroaching Blackness, and we’ve been here before.

Some choices are not good for the country. We do not benefit from having a bunch of white kids taught that slavery wasn’t so bad and the Civil War was just about state’s rights. We do not benefit from having students taught that science isn’t real. We do not benefit from having students taught that Trump is really still President and 1/6 was just some unruly tourists. And we so very much don’t benefit as a society from schools that segregate both students and content based on race. Not all possible choices should be available. 

Bubbles do not banish conflict.

I agree with the part of the premise that says, more or less, “Holy crap, but we are spending a lot of time arguing bitterly and separating ourselves into chasm-separated camps!” What I don’t get, at all, is how separating the children of these warring factions into their own separate education bubbles is going to help. How will having been immersed in nothing but the particular view of their parents’ camp prepare them to be workers, neighbors, and citizens in a society where other people with other views exist. 

Upon graduation, will they proceed to a college or trade school that is also designed to strictly fit with their parents’ beliefs? And then will they search, diploma in hand. for employers who also embrace only the world view that these well-bubbled citizens have been taught is the One True View? 

How does growing up in a bubble prepare you for life outside it–particularly if your bubble teaches things that are neither nuanced or accurate views. 

Greene has much more to say about why it’s wrong and unhealthy for society to encourage growing up in a bubble, where the only people you meet agree with you.

House Democrats want to ban for-profit charter management organizations, as Biden promised. Rees thinks this is terrible. CSPAN quotes the NPE report on for-profit EMOs (Chartered for Profit). Listen to call-ins at the end, which are opposed to charters. One call-in comes from Carol Burris, who wrote the NPE report. Rees makes for/profit charters sound benign. They are not. They are in it for the money.

Chris Lubienski is a professor of education policy at Indiana University. He wrote recently with Amanda Potterton and Joe Malin about the deceptive rhetoric of school choice rhetoric. Thirty years ago, the school choice movement boasted that charters and vouchers would “save poor children from failing public schools.” They claimed that private schools outperform public schools. Now we know that school choice does not produce academic improvement for students; that many pick their students and discriminate against the children they don’t want. “Success” for school choice means expansion of charters and vouchers, not better education for students.

Last week, Forbes magazine published an article on how “School Choice Keeps Winning.” Interestingly, “winning” isn’t defined as helping kids learn. Indeed, the article avoids that issue because evidence indicates that school choice is actually failing on that front. Instead, Forbes uses the term to celebrate the expansion of choice programs in many GOP-led states.

The language used in the Forbes article reflects a rhetorical strategy that school choice advocates have adopted in recent years. We (Joe Malin, Amanda Potterton, and Chris Lubienski) analyzed how language favoring educational choice is increasingly shaping U.S. educational policy for a new article published in the journal, Kappa Delta Pi Record. Key features of some dominant narratives include shifting the focus away from academic results (where choice advocates had, for years, insisted there were great gains). Instead, in view of a slew of recent studies showing students in choice programs experience a relative decline in learning gains, choice advocates like Betsy DeVos and Donald Trump have been moving the goalposts to focus on personal narratives and claims of school choice as “liberty,” “freedom,” or a “civil right.” Public schooling is often framed as a “failing” enterprise, and thus a burden on the taxpayer and on poor families. This language often implies that education should be organized like a “business,” with families as “consumers” of the privatized benefits of schooling.

But we also note emergent, counter-narratives which support and envision a strong, broadly supported public education system. For example, in 2019 in Kentucky, superintendents joined together to oppose a bill that would create a scholarship tax-credit program for private schools. They engaged in urgent news press gatherings and via social media to highlight the importance of adequate funding for the state’s public schools. One superintendent said:

We’re all in this business to help students, we are in public education. And it’s a very simple fact that over the last ten years the percentage of funding from the state has continued to dwindle. The burden on local school districts has continued to increase. Teachers feel it the same that we feel it. Every one of our employees feels it. So, we feel very passionate and we’re all very united for this idea that we cannot continue to allow the state to siphon funds away from public education.

Another superintendent, illustrating real-time funding concerns they have, said:

You need to prepare and provide for all of our students, all of our learners, and 21st century learning is much more diverse than what it was 20 years ago. So to provide them specific needs at the expense of another funding mechanism or while we are losing specific funding streams has made it difficult. We are faced a choice: do we keep Read to Achieve or do we buy textbooks? Do we buy textbooks or do we offer in-house professional development? Those are difficult decisions, decisions that have been made, will continue to be made by myself and colleagues, to benefit our children. But it’s beginning to become very difficult, because you are getting to the meat of services to kids, and when that becomes a problem it inhibits their learning, it inhibits their opportunities, it disallows us to create additional avenues that they would be interested in pursuing, be it career choices or whatnot. So, it does become a very problematic scheme when you look at it in that way.

And this was all before the pandemic. So, now in 2021, we believe these concerns regarding public school funding are clearly still relevant.

The analysis finishes with talking about what lies ahead and why words matter in policy and practice amid continued, evolving efforts by some to further privatize public resources.

In this post, Jan Resseger reviews Joanne W. Golann’s Scripting the Moves: Culture & Control in a No-Excuses Charter School. What she describes is a culture of behaviorism and strict control.

Resseger writes:

Joanne W. Golann’s new book is all about schools that insist their teachers follow the guidance of Doug Lemov’s Teach Like a Champion instead of Paulo Freire’s Pedagogy of the Oppressed, but whose principals and teachers have convinced themselves they are liberating students from oppression.

Lured by the promise that their middle school will put them on the path to college, many of the students in Scripting the Moves: Culture & Control in a “No-Excuses” Charter School quickly become angry and disgruntled as teachers assign them demerits for failing to sit at attention or whispering or speaking as they walk in straight lines marked by squares on the hallway floors. At Dream Academy, teachers are driven obsessively to “sweat the small stuff.” School leaders warn teachers that the whole system might collapse if anyone loses control.

Golann explains that, Dream Academy, the pseudonymous name of the school where she conducted her ethnographic study, typifies to one degree or another no-excuses charter schools managed by many of the huge charter management organizations, beginning with KIPP, but also including Achievement First, Aspire, Democracy Prep, Green Dot, IDEA, Mastery, Match, Noble Network, Promise Academies, Rocketship, Success Academies, Uncommon Schools, and YES Prep.

Anyone with the most rudimentary, university-based, public school teacher certification training—including philosophy of education, educational psychology and learning theory—will likely find it shocking to read what Golann describes observing in her year-and-a-half ethnographic study. Yet Dream Academy exemplifies the kind of schooling so many families are choosing—based on a promise that college admission will follow…

Golann explores Dream Academy’s failure to work with students to develop critical thinking and the kinds of study and interactive skills they will need if they do go on to college: “Dream Academy was successful in getting its middle school students to think about college and in getting its high school graduates to apply to, and be admitted to, college. But… Dream Academy’s rigid behavioral scripts did not encourage students to develop the types of cultural capital that higher-income students use to gain advantages in college. Cultural capital, which I have defined as tools of interaction, comprises the attitudes, skills, and styles that allow individuals to navigate complex institutions and shifting expectations. These tools include skills like how to express an opinion, be flexible, display leadership, advocate a position, and make independent decisions.” (p. 58)

Finally Dream Academy teachers’ obsession with minute behavioral infractions undermines trust and generates anger and antagonism: “No-excuses schools ‘sweat the small stuff.’ Under a sweating-the-small-stuff approach, authority is exercised over ‘a multitude of items of conduct—dress, deportment, manners—that constantly occur and constantly come up for judgment.’… (A)s teachers took on the role of disciplinarians, they became enmeshed in a racist system that perpetuated stereotypes of Black and Brown bodies as needing to be controlled rather than one that humanized students as individuals to be understood, cared for, and respected. It is unlikely that belittling and shouting at students, for example, would be acceptable at an affluent White school, yet these practices are common at no-excuses schools, which serve almost exclusively Black and Latino students.” (pp. 86-99)

The term “sweating the small stuff” is the title of a book written by David Whitman and published by the Thomas B. Fordham Institute in 2008. It praises several no-excuses charter schools for their strict discipline and paternalistic control of students. The next year, Whitman became Arne Duncan’s chief speech writer.

Denis Smith went to graduate school in West Virginia and served as an elementary and middle school principal, director of curriculum, and director of federal programs in the suburban school system adjacent to the state capital. He subsequently moved to Ohio, where he was in charge of overseeing the state’s burgeoning and scandal-ridden charter sector. He wrote a warning to West Virginia, published in the state’s major newspaper, about its new charter law and what is likely to happen. It won’t be pretty.

He said that charters will not be accountable. They will divert money from the state’s public schools, while doing whatever it takes (campaign contributions?) to avoid academic and financial accountability.

He pointed out that the people of West Virginia will lose local control of their schools, as national charter chains move in.

Consider the irony that the leader of the founding coalition of the proposed West Virginia Academy is a professor of accounting. But then we should also know that, when it comes to all things related to charter school accounting and accountability, nothing adds up. Add to that the fact that these schools are free from many sections of state law, including school boards that are directly elected by the public. For example, in Ohio, where I live, charter schools are exempt from 140 sections of the state code.

Keep in mind that charter boards are hand-picked, selected by the companies that manage the school, where school governance by design is not accountable to the voters…

As a former resident of West Virginia and a school administrator in West Virginia and Ohio, it is my hope that the citizens of the Mountain State might learn from the mistakes of Ohio, which bears the distinction of having a refuse pile containing the wreckage of nearly 300 closed charter schools, some of which received funding but never opened, emitting a rancid, overpowering odor, a byproduct of bad public policy.

And speaking about waste, Ohio has spent more than $4 billion on the charter school experiment so far, an exercise that is hell-bent on using public funds for private purposes while skirting transparency and accountability requirements.

Smith asks the people of the state:

Are West Virginians, exploited for generations by energy companies, in favor of selling off their public schools?

I remember the original promise of charter schools when the idea was first floated in the late 1980s. They would cost less than district schools because of no bureaucracy. They would be more accountable than district schools because they would lose their charter if they didn’t meet their academic goals. We now know that none of this is true. Charter leaders demand the same or more funding than their public counterparts. Although many charters close every year, many low-performing charters are not closed. And now we find that there is no financial accountability, that religious schools may become charters, that white-flight academies may become charters, and that some charter leaders pay themselves far more than district superintendents.

The latest example of charter refusal to be accountable is the Cornerstone charter chain in Detroit, where a major donor is battling in court to see a financial audit. The donor is especially interested in a jump in the charter leader’s salary from $500,000 to more than $800,000 in a two-year period, following the death of the original donor.

The story begins

A fissure has erupted between Clark Durant, the founder of Detroit’s Cornerstone charter schools, and the executors of the trust and estate of the schools’ largest funder: the late Bill Pulte Sr.

Last week Mark Pulte, the son of Pulte Sr. and a co-trustee of the William J. Pulte Trust, submitted a complaint to the office of Attorney General Dana Nessel. In it he called for an investigation into Durant as, well as the New Common School Foundation (NCSF), a non-profit Durant created to raise funds for the Cornerstone schools, a group of private, religious schools he opened in the 1990s, and subsequently transitioned into public-charter schools.

“I have grown increasingly concerned that NCSF, which is ostensibly a Michigan non-profit public charity whose mission is to educate disadvantaged students, is actually operating as a for-profit entity with the primary purpose of financially benefiting Mr. Durant,” Pulte, whose father has donated tens of millions of dollars to the foundation over the last two decades, wrote in the Nov. 30 complaint obtained by 7 Action News.

Pulte’s complaint comes in the midst of an already tense legal battle between the trust and the foundation.

In March, following a 7 Action News investigation into ethical questions surrounding rental contracts between Cornerstone’s public charter school boards (which Durant advises as CEO of the Cornerstone Education Group) and the NCSF (which acts as landlord, as well as a charity fundraising for the schools), the trust requested an audit from the foundation.

“The trustees remain confounded why your client refuses their reasonable request for an audit regarding the funds they have donated to the New Common School Foundation,” a trustee attorney wrote in a Mar. 12 email to the NCSF’s chairman Jeffery Neilson.

The Hillsborough County School Board in Florida met this month to consider a dozen proposals to open new charter schools or extend the operating agreements on others. The board considered data, recommendations of its staff and testimony from community members about the charters, which are funded by public tax dollars but privately operated.

Then it voted to approve four and deny eight (not always accepting the staff’s counsel). Four of those denied were requests from existing schools to keep. The decisions were made by the board made after members learned about poor academic outcomes, violations of federal law and other issues at some of the schools. Those four schools are supposed to now close and their students must find other schools.

What did the charter-school-loving administration of Florida Gov. Ron DeSantis (R) do? Did it let the local school board do its work without state interference? Did it point out what it considered errors in the process and offer to help the board resolve them? Or did it threaten to withhold funding from the district over the four existing charters that were told to close?

It’s Florida, where Republican officials have long since abandoned the pretense that they believe communities should run their own public schools without micromanaging from Tallahassee or that they want to maintain the integrity of traditional public school districts.

Education Commissioner Richard Corcoran took the last option, sending a letter to the board which said it had violated a state statute by closing down four schools and gave the board a deadline to explain itself and change course or else face the loss of millions of state dollars.

Board lawyers are planning to challenge Corcoran’s interpretation of the statute, but district officials say that isn’t expected to stop Corcoran from trying, somehow, to keep the schools open. School board Chair Lynn Gray said in an interview that the panel was going to fight him, though, she added, “It could cost us.”

The Florida Department of Education did not respond to queries about Corcoran’s threat to Hillsborough.

The Hillsborough episode is the latest in repeated attacks on public education and local control — long a tenet of the Republican Party — by Florida GOP leaders. DeSantis made clear his disdain for traditional public schools in 2019 when he espoused a new definition of “public education,” which was heartily approved by then-Education Secretary Betsy DeVos.

DeSantis said in a tweet, “Look, if it’s public dollars, it’s public education.” That would mean that public education includes private and religious schools that discriminate against LGBTQ and other people that offend them but still receive taxpayer funds through vouchers and similar programs.

That is what critics of DeSantis and his “school choice” agenda say is the ultimate goal of the governor and his allies: to privatize public education.

“They are systemically trying to eliminate public education,” Gray said, noting that charter school supporters were trying to open charters in areas where Hillsborough’s very best public schools are located — and in areas where there are not enough traditional public schools to handle the growing population of Hispanic immigrants.

“They are very, very strategic about where they are putting them,” she said. “It’s very well planned.”

DeSantis and other state officials say that parents know best what their children need and that school choice programs are designed to give them options. They say, correctly, that some traditional public schools have failed students, but don’t mention the charter schools that have done the same.

In fact, the charter school sector in Florida has long been troubled. Though Republicans in the state have prevented strict oversight of the sector — even while micromanaging public school districts — Florida has long had one of the highest annual charter school closure rates in the country, involving schools that were closed after financial and other scandals. The state has also poured billions of taxpayer dollars into voucherlike programs despite no concrete evidence that the private and religious schools receiving the money have boosted students’ academic trajectories.

And so attacks on traditional public school districts just keep on coming from the DeSantis administration.

DeSantis, a close ally of former president Donald Trump, had ordered all school districts to open last fall while most of the country’s districts stayed close despite high coronavirus rates, giving only a few permission to stay shut a little longer than the others.

You might think that Hillsborough is No. 1 on the administration’s list of school districts in which to meddle — but that is only if you didn’t know that DeSantis had his sights set on removing Robert Runcie, the recently departed superintendent of Broward County from the first day he took office as governor in January 2019.

DeSantis pushed for Runcie to be removed by the local school board that hired him, blaming the superintendent in part for poor security at Marjory Stoneman Douglas Senior High School in Parkland, where a mass shooting occurred in February 2018. DeSantis knew he didn’t have the authority to unilaterally remove Runcie and his school board kept supporting him. So the governor called for the creation of a grand jury that indicted Runcie earlier this year on a single count of perjury — the details of which have still not been revealed.

Runcie’s attorneys say that the perjury charge — which stems from an investigation into Parkland shootings and was expanded to include other issues — was politically motivated. So do some of the members of the board, which accepted Runcie’s resignation in the wake of his arrest on the charge in late April.Story continues below advertisement

There was also the incident late last year in which Corcoran — who said publicly in September 2020 he would encourage everyone “never to read” The Washington Post or the New York Times — announced that he had “made sure” that a veteran teacher in Duval County Public Schools had been “terminated” from her position. Education commissioners in Florida don’t actually have the power to fire a teacher.

Amy Conofrio was moved to a nonteaching position by the district after she refused to remove a Black Lives Matter flag above her classroom at Robert E. Lee High School, where 70 percent of the students are Black. District spokesperson Laureen Ricks said at the time in an email that the employee in question (who was not named in county statements) was being investigated for several incidents, none of which were named.

Results of the probe into Donofrio, who had co-founded a student-driven organization called the EVAC Movement which worked to empower Black students to work for positive change, have not yet been released.

Florida’s Republican leaders have been in the national news lately for other education moves, which include:


* A new law that bans critical race theory from being taught in Florida classrooms, though it isn’t clear that any classrooms actually teach it. CRT is an intellectual movement that examines the way policies and laws perpetuate systemic racism. Republican-led legislatures in numerous state are or have already passed legislation to restrict how teachers can address systemic racism — a reaction to the social justice movement that arose out of protests against the May 2020 police killing of George Floyd in Minneapolis.

  • A new law that, among other things, requires public universities to assess “viewpoint diversity” on campus each year through a survey developed by the State Board of Education. DeSantis and other conservatives had frequently lamented that conservatives and their views are given short shrift in higher education.
