Samuel Abrams is the leading national authority on the history of Chris Whittle and the Edison Project. His book Education and the Commercial Mindset recounts the story of the Edison Project, its highs, its lows, its shape shifting.

Abrams was a teacher in a public high school in Manhattan until he earned his doctorate. Now he is director of the National Center for the Study of Privatization at Teachers College, Columbia University.

EdisonLearning Terminated in Chicago

EdisonLearning, the for-profit school management company, is a shrinking shadow of its once prominent self. Launched with much fanfare in 1991 as the Edison Project and taken public as a Wall Street darling by Merrill Lynch in 1999 as Edison Schools, the company changed its name a second time to EdisonLearning in 2008. At its height, the company in 2003 managed 133 schools enrolling 80,000 students in cities across the country. The company is now down to running two credit-recovery centers in Ohio and six alternative schools in Florida.

The latest bad news for the company, reported Chalkbeat in September, came in Chicago. After five years of running four credit-recovery centers in the Windy City, the company saw its contract terminated. School district officials concluded that students at the company’s schools “weren’t receiving enough in-person instruction and that its online curriculum offered mostly low-level tasks.”

In addition to faulting EdisonLearning for inadequate instruction, district officials took EdisonLearning to task for charging its own schools significant fees to use the company’s software. One official on this account, according to Chalkbeat, derided the company as a “money factory.”

Such criticism dovetails with censure of the company by district officials as well as former employees in Ohio, as reported by ProPublica in 2015, for aggressive marketing and for overstating attendance to collect per-pupil funding from the state.

Transforming Edison into a profitable operation has been an unending enterprise, as documented in the book Education and the Commercial Mindset(2016). The company, as the Edison Project, was initially slated to run a national network of for-profit private schools. But that plan hinged on the introduction of vouchers. With Bill Clinton’s defeat of George H.W. Bush in 1992, vouchers stood no chance of becoming a national reality in the near future. The company accordingly transmuted into a subcontractor, selling its management services to municipalities as well as charter boards to run schools.

This new model led to substantial growth and much support on Wall Street. When Merrill Lynch took Edison Schools public in 1999, the company was valued at $900 million. But with growth came mounting losses. Upon reaching its peak with 133 schools in 2003, the company shifted gears to focus more on providing school districts with professional development, curriculum guidance, and computer software for assessing student progress. The company moved further in this direction in 2008 when it changed its name for a second time to EdisonLearning.

In 2013, the company was forced to split. Its owner, Liberty Partners, a private equity group based in New York that purchased the company in 2003 for $91 million, was winding down. In what amounted to a fire sale, Liberty managed to sell only EdisonLearning’s supplementary educational services division to Catapult Learning, based in Camden, NJ, for $18 million. The remainder of the company trudged on in managing 11 schools, four online academies, and 13 credit-recovery centers. As Chalkbeat reported, with the nullification of the contract in Chicago, EdisonLearning is now down to two credit-recovery centers and six alternative schools.

Make no mistake: The Trump administration is at war against science. It has stripped science advisors out of every agency, making sure that the federal government doesn’t make decisions based on evidence.

A note to science teachers: Read the following articles and remember that it is on you to build respect for science and for evidence alive for future generations.

Alan Singer details a long list of specific actions taken by the Trump regime to squelch science in the realm of climate change and public health in this post.

He writes:

Our house is on fire” and the Trump Administration war on science is fanning the flames. In 2019, Donald Trump continued his war against science, public health, the environment and climate awareness On November 4, 2019, two years after Trump announced his intentions, the United States began the official process of withdrawing from 2015 Paris Climate Accord. In September, when sixteen-year old Swedish climate activist Greta Thunberg delivered an impassioned speech at the United Nations demanding climate action, Trump dismissed her on his twitter account. He cyber-bullied her again after she spoke at a U.N. Climate Action Summit in December.

While withdrawing from the Paris Climate Accord was definitely Trump’s most publicized and probably most dastardly attack on the world’s future, his administration and his twitter account also attacked science and environmental safety in the United States during 2019 through smaller, lesser known, but damaging claims and decisions. These are documented on the website Silencing Science Tracker, a joint initiative of the Sabin Center for Climate Change Law and the Climate Science Legal Defense Fund and at other sources. What follows are some of the Trump Administration low points from 2019 in chronological order. It is a very long list and very frightening.

The New York Times published a long article about the administration’s efforts to eliminate science in every agency where it matters.

In just three years, the Trump administration has diminished the role of science in federal policymaking while halting or disrupting research projects nationwide, marking a transformation of the federal government whose effects, experts say, could reverberate for years.

Political appointees have shut down government studies, reduced the influence of scientists over regulatory decisions and in some cases pressured researchers not to speak publicly. The administration has particularly challenged scientific findings related to the environment and public health opposed by industries such as oil drilling and coal mining. It has also impeded research around human-caused climate change, which President Trump has dismissed despite a global scientific consensus.

But the erosion of science reaches well beyond the environment and climate: In San Francisco, a study of the effects of chemicals on pregnant women has stalled after federal funding abruptly ended. In Washington, D.C., a scientific committee that provided expertise in defending against invasive insects has been disbanded. In Kansas City, Mo., the hasty relocation of two agricultural agencies that fund crop science and study the economics of farming has led to an exodus of employees and delayed hundreds of millions of dollars in research.

“The disregard for expertise in the federal government is worse than it’s ever been,” said Michael Gerrard, director of the Sabin Center for Climate Change Law at Columbia University, which has tracked more than 200 reports of Trump administration efforts to restrict or misuse science since 2017. “It’s pervasive.”

Hundreds of scientists, many of whom say they are dismayed at seeing their work undone, are departing.

Among them is Matthew Davis, a biologist whose research on the health risks of mercury to children underpinned the first rules cutting mercury emissions from coal power plants. But last year, with a new baby of his own, he was asked to help support a rollback of those same rules. “I am now part of defending this darker, dirtier future,” he said.

This year, after a decade at the Environmental Protection Agency, Mr. Davis left.

“Regulations come and go, but the thinning out of scientific capacity in the government will take a long time to get back,” said Joel Clement, a former top climate-policy expert at the Interior Department who quit in 2017 after being reassigned to a job collecting oil and gas royalties. He is now at the Union of Concerned Scientists, an advocacy group.

Mr. Trump has consistently said that government regulations have stifled businesses and thwarted some of the administration’s core goals, such as increasing fossil-fuel production. Many of the starkest confrontations with federal scientists have involved issues like environmental oversight and energy extraction — areas where industry groups have argued that regulators have gone too far in the past.

“Businesses are finally being freed of Washington’s overreach, and the American economy is flourishing as a result,” a White House statement said last year. Asked about the role of science in policymaking, officials from the White House declined to comment on the record.

The administration’s efforts to cut certain research projects also reflect a longstanding conservative position that some scientific work can be performed cost-effectively by the private sector, and taxpayers shouldn’t be asked to foot the bill. “Eliminating wasteful spending, some of which has nothing to do with studying the science at all, is smart management, not an attack on science,” two analysts at the conservative Heritage Foundation wrote in 2017 of the administration’s proposals to eliminate various climate change and clean energy programs.

Industry groups have expressed support for some of the moves, including a contentious E.P.A. proposal to put new constraints on the use of scientific studies in the name of transparency. The American Chemistry Council, a chemical trade group, praised the proposal by saying, “The goal of providing more transparency in government and using the best available science in the regulatory process should be ideals we all embrace.”

In some cases, the administration’s efforts to roll back government science have been thwarted. Each year, Mr. Trump has proposed sweeping budget cuts at a variety of federal agencies like the National Institutes of Health, the Department of Energy and the National Science Foundation. But Congress has the final say over budget levels and lawmakers from both sides of the aisle have rejected the cuts.

For instance, in supporting funding for the Department of Energy’s national laboratories, Senator Lamar Alexander, Republican of Tennessee, recently said, “it allows us to take advantage of the United States’ secret weapon, our extraordinary capacity for basic research.”

As a result, many science programs continue to thrive, including space exploration at NASA and medical research at the National Institutes of Health, where the budget has increased more than 12 percent since Mr. Trump took office and where researchers continue to make advances in areas like molecular biology and genetics.

Nevertheless, in other areas, the administration has managed to chip away at federal science.

At the E.P.A., for instance, staffing has fallen to its lowest levels in at least a decade. More than two-thirds of respondents to a survey of federal scientists across 16 agencies said that hiring freezes and departures made it harder to conduct scientific work. And in June, the White House ordered agencies to cut by one-third the number of federal advisory boards that provide technical advice.

The White House said it aimed to eliminate committees that were no longer necessary. Panels cut so far had focused on issuesincluding invasive species and electric grid innovation.

At a time when the United States is pulling back from world leadership in other areas like human rights or diplomatic accords, experts warn that the retreat from science is no less significant. Many of the achievements of the past century that helped make the United States an envied global power, including gains in life expectancy, lowered air pollution and increased farm productivity are the result of the kinds of government research now under pressure.

“When we decapitate the government’s ability to use science in a professional way, that increases the risk that we start making bad decisions, that we start missing new public health risks,” said Wendy E. Wagner, a professor of law at the University of Texas at Austin who studies the use of science by policymakers.

Skirmishes over the use of science in making policy occur in all administrations: Industries routinely push back against health studies that could justify stricter pollution rules, for example. And scientists often gripe about inadequate budgets for their work. But many experts say that current efforts to challenge research findings go well beyond what has been done previously.

In an article published in the journal Science last year, Ms. Wagner wrote that some of the Trump administration’s moves, like a policy to restrict certain academics from the E.P.A.’s Science Advisory Board or the proposal to limit the types of research that can be considered by environmental regulators, “mark a sharp departure with the past.” Rather than isolated battles between political officials and career experts, she said, these moves are an attempt to legally constrain how federal agencies use science in the first place.

Some clashes with scientists have sparked public backlash, as when Trump officials pressured the nation’s weather forecasting agency to support the president’s erroneous assertion this year that Hurricane Dorian threatened Alabama.

But others have garnered little notice despite their significance.

This year, for instance, the National Park Service’s principal climate change scientist, Patrick Gonzalez, received a “cease and desist” letter from supervisors after testifying to Congress about the risks that global warming posed to national parks.

“I saw it as attempted intimidation,” said Dr. Gonzalez, who added that he was speaking in his capacity as an associate adjunct professor at the University California, Berkeley, a position he also holds. “It’s interference with science and hinders our work.”

Even though Congress hasn’t gone along with Mr. Trump’s proposals for budget cuts at scientific agencies, the administration has still found ways to advance its goals.

One strategy: eliminate individual research projects not explicitly protected by Congress.

For example, just months after Mr. Trump’s election, the Commerce Department disbanded a 15-person scientific committee that had explored how to make National Climate Assessments, the congressionally mandated studies of the risks of climate change, more useful to local officials. It also closed its Office of the Chief Economist, which for decades had conducted wide-ranging research on topics like the economic effects of natural disasters. Similarly, the Interior Department has withdrawn funding for its Landscape Conservation Cooperatives, 22 regional research centers that tackled issues like habitat loss and wildfire management. While California and Alaska used state money to keep their centers open, 16 of 22 remain in limbo.

A Commerce Department official said the climate committee it discontinued had not produced a report, and highlighted other efforts to promote science, such as a major upgrade of the nation’s weather models.

An Interior Department official said the agency’s decisions “are solely based on the facts and grounded in the law,” and that the agency would continue to pursue other partnerships to advance conservation science.

Research that potentially posed an obstacle to Mr. Trump’s promise to expand fossil-fuel production was halted, too. In 2017, Interior officials canceled a $1 million study by the National Academies of Sciences, Engineering, and Medicine on the health risks of “mountaintop removal” coal mining in places like West Virginia.

Mountaintop removal is as dramatic as it sounds — a hillside is blasted with explosives and the remains are excavated — but the health consequences still aren’t fully understood. The process can kick up coal dust and send heavy metals into waterways, and a number of studies have suggested links to health problems like kidney disease and birth defects.

“The industry was pushing back on these studies,” said Joseph Pizarchik, an Obama-era mining regulator who commissioned the now-defunct study. “We didn’t know what the answer would be,” he said, “but we needed to know: Was the government permitting coal mining that was poisoning people, or not?”

While coal mining has declined in recent years, satellite data showsthat at least 60 square miles in Appalachia have been newly mined since 2016. “The study is still as important today as it was five years ago,” Mr. Pizarchik said.

The cuts can add up to significant research setbacks.

For years, the E.P.A. and the National Institute of Environmental Health Sciences had jointly funded 13 children’s health centers nationwide that studied, among other things, the effects of pollution on children’s development. This year, the E.P.A. ended its funding.

At the University of California, San Francisco, one such center has been studying how industrial chemicals such as flame retardants in furniture could affect placenta and fetal development. Key aspects of the research have now stopped.

“The longer we go without funding, the harder it is to start that research back up,” said Tracey Woodruff, who directs the center.

In a statement, the E.P.A. said it anticipated future opportunities to fund children’s health research.

At the Department of Agriculture, Secretary of Agriculture Sonny Perdue announced in June he would relocate two key research agencies to Kansas City from Washington: The National Institute of Food and Agriculture, a scientific agency that funds university research on topics like how to breed cattle and corn that can better tolerate drought conditions, and the Economic Research Service, whose economists produce studies for policymakers on farming trends, trade and rural America.

Nearly 600 employees had less than four months to decide whether to uproot and move. Most couldn’t or wouldn’t, and two-thirds of those facing transfer left their jobs.

In August, Mick Mulvaney, the acting White House chief of staff, appeared to celebrate the departures.

“It’s nearly impossible to fire a federal worker,” he said in videotaped remarks at a Republican Party gala in South Carolina. “But by simply saying to people, ‘You know what, we’re going to take you outside the bubble, outside the Beltway, outside this liberal haven of Washington, D.C., and move you out in the real part of the country,’ and they quit. What a wonderful way to sort of streamline government and do what we haven’t been able to do for a long time.”

The White House declined to comment on Mr. Mulvaney’s speech.

The exodus has led to upheaval.

At the Economic Research Service, dozens of planned studies into topics like dairy industry consolidation and pesticide use have been delayed or disrupted. “You can name any topic in agriculture and we’ve lost an expert,” said Laura Dodson, an economist and acting vice president of the union representing agency employees.

We live in an era where ignorance and stupidity are valued more than evidence and scientific inquiry.

If this continues, our society will go backwards, and our climate–the air we breathe, the water we drink, the oceans and the climate that sustains life–will be jeopardized.

We are an endangered species, endangered by ignorance.

North Carolina has critical needs that the state’s General Assembly has made worse. A court decision—called Leandro—requires the state to improve its schools. One of its recommendations is to:

provide a qualified and well-prepared, and diverse teaching staff in every school. Working conditions and staffing structures should enable all staff members to do their job effectively and grow professionally while supporting the academic, personal and social growth of all their students.

 

Highlights of Findings

#1 Teacher supply is shrinking and shortages are widespread. Budget cuts have reduced the total number of teachers employed in North Carolina by 5% from 2009 to 2018 even as student enrollments increased by 2% during that same time period.

#3 Experienced, licensed teachers have the lowest annual attrition rates. Teach for America teachers, on the other hand, had the highest attrition rates. National trends show that teachers without prior preparation leave the profession at two to three times the rate of those who are comprehensively prepared.

#4 Teacher demand is growing, and attrition increases the need for hiring. The total number of openings, including those for teachers who will need to be replaced, is expected to be 72,452 by 2026….

Recommendations:
1.Increase pipeline of diverse, well-prepared teachers who enter through high-retention pathways and meet the needs of the state’s public schools.

2. Expand the NC Teaching Fellows program. [The General Assembly cut the funding of the NC Teaching Fellows program to prepare career teachers and transferred its funding to TFA.]

3. Support high-quality teacher residency programs in high-need rural and urban districts through a state matching grants program that leverages ESSA title II funding.

4. Provide funding for Grow-Your-Own and 2+2 programs that help recruit teachers in high-poverty communities.

5. Significantly increase the racial-ethnic diversity of the North Carolina teacher workforce and ensure all teachers employ culturally responsive practices.

6. Provide high-quality comprehensive mentoring and induction support for novice teachers in their first 3 years of teaching.

7. Implement differentiated staffing models that include advanced teaching roles and
additional compensation to retain and extend the reach of high-performing teachers.

8. Develop a system to ensure that all North Carolina teachers have the opportunities they
need for continued professional learning to improve and update their knowledge and practices.

9. Increase teacher compensation and enable low-wealth districts to offer salaries and other

North Carolina’s teachers are dedicated and hardworking, and their professionalism has made our public school system a jewel among Southern states. North Carolina leads the nation in number of teachers who have earned certification from the National Board for Professional Teaching Standards. Disappointingly, we do not compensate our educators accordingly. The average teacher salary was $53,975 for 2018-19, according to the NEA, $7,755 less than the national average of $61,730.

 

It is also critical to remember that this average includes the salaries of veteran teachers who receive longevity and master’s pay, which newer teachers do not. With reduced job security, low pay and no incentive to get advanced degrees, the appeal of a teaching job has been significantly reduced in North Carolina.

 

Enrollment in undergraduate education programs across the UNC system is down, negatively impacting our once vibrant teacher pipeline. There are 15 UNC system schools with teacher preparation programs, and all are reporting declines in enrollment in their degree and licensure programs. The severe shortage of math and science teachers and middle school teachers for all subjects is a critical and growing problem.

 

As the WestEd report shows, we must work to provide a qualified and well-prepared, and diverse teaching staff in every school. For our students living in poverty, with little access to educational opportunities, an effective, experienced and qualified teacher is critical to their educational success. We must all work together to make this a reality.

 

We know that teachers and students depend on and benefit from our school support staff. These hardworking, valuable, dedicated individuals have been left out of pay increases for far too long. It is imperative we press lawmakers to pay them a living wage and start showing them the respect they deserve!

 

Leandro: A Recap

If you’re just tuning in, here’s a brief summary of Leandro and the recently released WestEd report. You can find more information on our website.

 

In 1994, in Leandro v. State, parents, students and school districts in low-wealth, rural counties filed a lawsuit alleging that students in these counties were denied their right to a sound basic education under the NC constitution.

 

The case affirmed that inequitable and inadequate school funding bars access to a sound and basic public education. In 2002, the court found that there was a violation of students’ rights to a sound, basic education and ordered the State to remedy this violation.

 

On December 10, 2019, the WestEd report was finally released confirming what educators and public school advocates believe: our public school system does not meet the educational needs of all children. High poverty, high needs school districts bear the brunt of these inequities.

 

The report estimates the state will need to spendnearly $7 Billion to properly address education funding. The report detailed the following critical needs. Over the next several weeks, we will be taking a deeper dive into each one.

 

1. Revise the state funding model to provide adequate, efficient, and equitable resources.

 

2. Provide a qualified, well-prepared, and diverse teaching staff in every school.

 

3. Provide a qualified and well-prepared principal in every school.

 

4. Provide all at-risk students with the opportunity to attend high-quality early childhood programs.

 

5. Direct resources, opportunities, and initiatives to economically disadvantaged students.

 

6. Revise the student assessment system and school accountability system, and statewide system of support for the improvement of low-performing and high-poverty schools.

 

7. Build an effective regional and statewide system of support for the improvement of low-performing and high-poverty schools

 

8. Convene an expert panel to assist the Court in monitoring state policies, plans, programs, and progress.

 

What happens next? Public education advocates are waiting to see if: 1) Judge Lee will order the NCGA to fund WestEd recommendations and/or 2) Will the NCGA take action on their own to fund the recommendations? Stay tuned!

The State Board of Education is considering changes to how it approves contracts after North Carolina Superintendent Mark Johnson signed a $928,000 contract late Tuesday night without the board’s knowledge.

A Charlotte voucher school announced it would not open for the second semester, leaving 145 students in limbo. The school is a former charter school that closed and reopened as a private school.

 

State Superintendent Mark Johnson charged Wednesday that thousands of third-grade grade students have been improperly promoted to the fourth grade when they aren’t proficient in their reading skills.

 

In the 2020-21 school year, high school freshmen will be required to take an economics and personal finance course before they graduate. To accommodate this class, the State Board of Education adopted new graduation requirements Thursday that say high school students will take one U.S. history course, instead of two.

Leandro #2nd Recommendation:  Teachers Critical to Student Success

Before winter break, WestEd released their report  on the Leandro case. The report outlined 8 critical needs the state must address in order to fulfill its constitutional obligation to deliver a sound, basic education to all children.

 

The second critical need identified by the WestEd report is to provide a qualified and well-prepared, and diverse teaching staff in every school. Working conditions and staffing structures should enable all staff members to do their job effectively and grow professionally while supporting the academic, personal and social growth of all their students.

 

Highlights of Findings

The report explained that teacher pay, after climbing for many years, began falling in 2008. Findings also show that the amount of the local supplement paid to teachers does influence retention.

 

#6 Although there has been an increase in the number of teachers of color in teacher enrollments, the overall current teacher workforce does not reflect the student population. Many teachers of color enter through alternative routes, which have higher rates of attrition than more comprehensive paths. Additionally, teacher education enrollments dropped by more than 60% between 2011 and 2016 in minority-serving institutions.​

 

#7 Disadvantaged students in North Carolina have less access to effective and experienced teachers.

For students who come from under served populations, an effective, experienced and qualified teacher is even more critical to their educational success.

 

Recommendations:
1.Increase pipeline of diverse, well-prepared teachers who enter through high-retention pathways and meet the needs of the state’s public schools.

2.Expand the NC Teaching Fellows program.

3.Support high-quality teacher residency programs in high-need rural and urban districts through a state matching grants program that leverages ESSA title II funding.

  • Comprehensive mentoring and induction support provided for all first-, second-, and third-year teachers (approximately 15,500)
  • Competitive teaching salaries in all North Carolina LEAs
  • Teacher attrition statewide at 7% or lower
  • Increased number (annually 1,500) of Teaching Fellows awards
  • Increase in experienced, effective, and certified teachers in high-poverty schools

We must restore our teacher pipeline and make teaching a viable, attractive option for students considering career paths. The state must work to restore adequate teacher pay and support. It is also crucial that our teachers reflect the diversity of their classrooms. It will require lawmakers to work together to prioritize adequate funding public education.

Teacher Diversity

There has been a great deal of research in the past few years showing the many benefits of a diverse educator workforce. The benefits are both academic and socioemotional and prepare students for the world they will be working and living in.

 

An article from the New York Times states “The homogeneity of teachers is probably one of the contributors, the research suggests, to the stubborn gender and race gaps in student achievement: Over all, girls outperform boys, and white students outperform those who are black and Hispanic.”

 

Researchers from Johns Hopkins University and American University​ found black students who’d had just one black teacher by third grade were 13 percent more likely to enroll in college—and those who had two were 32 percent more likely.

 

There are increasing numbers of students of color in our public schools, but the teaching force is still comprised of mostly white women. It is crucial that our state work to make teaching an attractive, tenable option once again and work towards diversifying our teaching staff.

Early Childhood Grant

The preschool years of a young child’s life are a crucial time in their social, emotional and cognitive development. A high-quality early education program sets up children for academic success. ​

 

On January 9, Governor Roy Cooper announced that North Carolina will receive $56 million in federal funding over the next seven years to support children’s health and well-being, improve access to high-quality early learning for families across the state and invest in the state’s early childhood workforce.

 

The PDG grant invests in the people who shape young children’s healthy development – parents and early childhood professionals. It will help early childhood teachers build the skills needed to support children’s optimal development without having to leave the classroom. By providing job-embedded professional development and coaching, the grant removes barriers that make it difficult for teachers to pursue higher education.

 

In addition, the grant funds a partnership with the Smart Start network to expand access to Family Connects, a nurse home visiting program for parents of newborns; support for families as their children transition into kindergarten; and expanded access to high-quality child care for infants and toddlers. This is the state’s second PDG grant. In 2018, the NCDHHS was awarded a one-year $4.48 million PDG planning grant.

This post by Peter Greene appeared in Forbes, where he is now a regular contributor, explaining the real world of education to non-educators.

It is Greene’s perceptive review of SLAYING GOLIATH, which will be officially published on January 21.

To my delight, he describes this blog as “the Rick’s Cafe” of the Resistance to what is wrongly termed “reform,” but which I have renamed Disruption. Call it what it is.

He goes straight to the heart of the book:

This is the story of the last decade of public education in this country. It’s a far-ranging story that covers every corner of the nation and dozens of different issues. It’s the story of people with great power and people who would seem at first glance to have no power at all. Ravitch is telling a saga here that is broad in scope and rich in detail. Up until now, nobody has managed to capture the full breadth and depth of the battle over the next direction for U.S. public education, but Ravitch renders the complex and multi-character clear and comprehensible without sacrificing the full scope of what’s been happening.

Ravitch details how the folks she dubs the Disruptors first codified their ideas into law with No Child Left Behind and went on to push a vision of a test-and-punish regime, privately owned and operated schools, and circumventing democratic processes. The disruption movement has given us charter schools, high stakes testing, and the de-professionalization of teaching. It has used the real problems of inequity and underserved communities to justify false solutions….

Fans of education reform will undoubtedly disagree with some of Ravitch’s conclusions and analysis. That’s fine. What’s history without some debate. This book still provides the most complete, compact, detail-filled narrative of what has been happening to U.S. education since the Reagan administration release A Nation At Risk.

 

 

Garrison Keillor posted this on his very engaging website “A Writer’s Almanac.” The daily newsletter is delightful, it’s free, and I recommend it. I was chastised by a reader for reprinting anything by Keillor, since he was credibly accused of #MeToo actions. I believe in redemption. I also believe in my freedom to post whatever I want.

Keillor writes:

It’s the 100th anniversary of the beginning of Prohibition! The Eighteenth Amendment, the Volstead Act, took effect on this date in 1920, a year after it was ratified. It made the manufacture, sale, and transportation of liquor illegal. The temperance movement had been fighting this fight for almost 80 years. Its activists wanted to protect families and communities from the horrors of alcohol abuse. They saw the 18th Amendment as a major victory for morality—but in reality, it made criminals out of a lot of ordinary American citizens, and made liquor even more desirable than it had been before.

In the end, it was the Depression that led to the demise of Prohibition. A wealthy Republican named Pauline Sabin led the repeal movement. She said that making liquor legal again would create jobs, weaken organized crime, and generate tax revenue. It took almost 14 years before the 21st Amendment reversed Prohibition. It’s the first and only time an Amendment to the U.S. Constitution has been repealed.

James Hatch, Navy Seal, applied to Yale University and was accepted as a freshman at the age of 52.

He was wary about how he would fit in.

Were the students the “liberal snowflakes” he had heard about?

Would he be able to do the work expected of a Yale freshman?

Read his reflections on his experience. He was amazed, and you may be too. 

He began:

In May of 2019, I was accepted to the Eli Whitney student program at Yale University. At 52, I am the oldest freshman in the class of 2023. Before I was accepted, I didn’t really know what to expect. I had seen the infamous YouTube video of students screaming at a faculty member. I had seen the news stories regarding the admissions scandal and that Yale was included in that unfortunate business. I had also heard the students at Yale referred to as “snowflakes” in various social media dumpsters and occasionally I’d seen references to Ivy League students as snowflakes in a few news sources.

I should give a bit of background information. I was an unimpressive and difficult student in public schools. I joined the military at 17 and spent close to 26 years in the US Navy. I was assigned for 22 of those years to Naval Special Warfare Commands. I went through SEAL training twice, quit the first time and barely made it the second time. I did multiple deployments and was wounded in combat in 2009 on a mission to rescue an American hostage.

Every single day I went to work with much better humans than myself. I was brought to a higher level of existence because the standards were high and one needed to earn their slot, their membership in the unit. This wasn’t a one-time deal. Every time you showed up for work, you needed to prove your worth.

The vetting process is difficult and the percentage of those who try out for special operations units and make it through the screening is very low.

In an odd parallel, I feel, in spite of my short time here, the same about Yale.

After receiving my acceptance email and returning to consciousness, I decided to move to Connecticut and do my best in this new environment. Many people have asked me why I want to attend college at 52, and why at an Ivy League institution like Yale? I could have easily stayed in Virginia and attended a community college close to my home. Well, based on my upbringing in the military, I associated a difficult vetting process with quality and opportunity. I was correct in that guess. More importantly, I simply want to be a better human being. I feel like getting a world-class education at an amazing institution like Yale will help me reach that goal. Are there other places to get a great education? Of course, but I chose Yale.

John Merrow learned about the latest trending idea in teacher training. Give a teacher a script, put a “bug” in his or her ear, and let the teacher follow instructions.

This is what he calls “insect-based” teacher training.

He decided to visit some schools to find out how it was working.

Part 1 begins like this:

The latest development in the never-ending struggle to improve teaching involves “A bug in the ear” AND “A fly on the wall.”  This insect-based approach has a highly-trained but distant observers watching (on closed circuit video) teachers at work and giving them instructions and suggestions in real time, so the teachers can modify methods and instantly improve their instruction. 

According to Education Week, what’s called ‘Bug in the Ear Coaching”  is being used in about a dozen states. “The premise is simple: A teacher wears an earpiece during a lesson, which is being live-streamed for an instructional coach who is somewhere else. Throughout the lesson, the coach delivers in-the-moment feedback to the teacher, who can add something or switch gears based on what she’s hearing in her ear.”

I reached out to some of the sources I developed in my 41 years of reporting for a closer look. One enthusiastic superintendent, who requested anonymity, said that the system would pay for itself in higher scores on standardized tests. “While the initial investment of $500,000 per school for cameras and directional microphones for every classroom, a dedicated room of monitors, the cost of a half-time tech person, and the salaries of the instructional experts who monitor the teachers, looks like a lot, once those standardized test scores go up, it’s smooth sailing.”

Are there other costs, I wanted to know?

“Our experts wanted all the teachers to wear identical loose-fitting shirts and blouses to minimize sound interference.  I had a great deal worked out with the company that makes the uniforms they wear at the federal penitentiary in the next county.”  He chuckled, “But without stripes, of course.” However, he explained, the teachers union shot the idea down. 

He (and some educators cited in Ed Week) say that most teachers like the immediacy of the system, saying that instant feedback is really the only kind that sticks.  “It was really nice to feel supported and get direct feedback in the moment,” a special education teacher in Washington State told Ed Week.

However, when I reached out to some veteran teachers I respect, I found no support for the approach.  (Stop reading here if vulgar language offends you.)

I stopped reading right there, but you don’t need to!

Then he posted Part 2, where he continued his investigation. 

Last week in this space I took a poke or two at what I called “Insect-Based Teacher Training,” specifically the practice of wiring teachers so that remote observers can hear and see what they do in their classrooms.  What they call “Bug in the Ear training” enables experts to interrupt teachers and tell them what they are doing wrong. In theory, that allows teachers to improve on the spot.  You may remember that the expert I observed in action wasn’t particularly effective.

(Full disclosure: In last week’s essay I took a small liberty with the two veteran teachers whose opinions I cited: neither of them actually referenced ‘ants in underpants’ or ‘ticks on dicks.’   I owe my readers an apology because the teachers did not say that.  I made that up, just for the fun of it. 

Why would I do that?  Well, after so many years of reporting for public broadcasting, where the emphasis is on truth, making stuff up gives me a huge adrenalin rush.

However, everything else in that essay  is 100% accurate.  You can take that to the bank.)

But I digress. What I want you to know is the morning after “Insect-Based Teacher Training” was published, I received a call from the School Superintendent whose district I had visited.   He was upset about my portrayal of the process, saying that the observer had a bad day.  Moreover, he said, I had failed to grasp the subtle, significant ways that technology improves education.  Would I come back and learn more, he asked?

I rushed out the door, and a few hours later the Superintendent and I were in the school’s monitoring room, staring at the 30+ video screens that showed all the school’s classrooms.

I wanted to hear his defense of the “Bug in the Ear” approach.  Would he have wanted to have a bug in his ear when he was teaching, I wanted to know?

“I actually never taught,” came his response. “I came up the ranks through coaching.”

Then he chuckled.  “That’s an old joke, superintendents starting out as coaches.  I was never a coach either.”

What was his background, I wanted to know?

“I studied organizational behavior in college, and then, for my MBA, I focused on management.”

He continued:  “But that’s not why I asked you to come back,” he said. “I want you to see another way that monitoring and advanced technology improve teaching and learning.”

Go on, I said.

To get the inside scoop on “insect-based teacher training,” this is a must-read.

In case you wondered, the first time I ever heard of the bug-in-your-ear approach to teaching, it was in the description of the methodology of Bridge International Academies, the private sector effort to take over schooling in certain African nations. The BIA approach was to give each teacher an iPad (or similar device) with a curriculum written by TFA teachers located in Boston. Then each teacher got a bug-in-the-ear to make sure that they were delivering the curriculum precisely as directed by the device. BIA charges a fee and was engaged in trying to turn a profit by enrolling hundreds of thousands of students in the world’s poorest countries. Its investors included Bill Gates, Pearson, Mark Zuckerberg, Pearson, and the World Bank. The problem with its approach was that it had the effect of discouraging the government from taking responsibility for building a universal, free public education system. Furthermore, if students couldn’t pay the fees, they were kicked out. BIA says it gets higher scores, which is not surprising since it accepts students only if they can pay. Strange that BIA’s methods crossed the ocean back to where it was started.

Our votes can counter their money, but only if we are well-informed. ProPublica is indispensable as a source for the information we need to do our jobs as voters. A User’s Guide to Democracy

LESSON #5: THE BIG BUSINESS OF INTEREST GROUPS
When you hear the word “lobbying,” you might conjure up the image of tobacco lobbyists buying fancy steak dinners to curry favor with legislators.

You know, like this. 

So, why do we allow it?

The right to lobby our representatives — trying to convince the government to do something that you want done, or not to do something that you don’t want done — is enshrined in the First Amendment of the Constitution. There, it’s described as the right “to petition the government for a redress of grievances,” which can take on a whole range of activities: from calling or emailing your representative to staging a sit-in outside their offices. In that sense, anyone can engage in lobbying.

Also, lobbying goes way back to the very first session of Congress, according to the late Sen. Robert C. Byrd (also an oral historian of the Senate’s history and operations). During the First Congress in 1789, Sen. William Maclay of Pennsylvania wrote in his diary that New York City merchants delayed the passage of a tariff bill by lavishing congressmen with “treats, dinners [and] attentions.”

Lobbying, however, has evolved over the years into a big business. Moneyed interest groups hire professional lobbyists to get elected officials to take up their causes based on their depth of experience, relationships to lawmakers and access to insider information. With considerable influence over Congress, today we’re going to focus on the pros.

Who are lobbyists?

Contrary to popular belief, lobbyists aren’t employed exclusively by big business. Any issue that you can imagine having a constituency has paid lobbyists working on their behalf, from the Humane Society (whose lobby works to pass animal protection laws) to the Balloon Council (whose 2012 lobbying efforts aided the passage of the Helium Stewardship Act that addressed a shortage in helium by mining a helium reserve for the future).

But it’s not these smaller advocacy groups and nonprofits that are doing the majority of spending. Without question, the heftiest lobbying budgets are managed by corporate and industrial behemoths — with an outsized influence compared with that of average Americans. According to the Center for Responsive Politics’ OpenSecrets.org, these organizations have spent the most from 1998 to 2018:

Top spenders listYeah … a staggering amount of money is being spent on lobbyists. But for these industries, it can be a solid investment.

The Affordable Care Act of 2010 is a good example.

When President Barack Obama first started pitching his landmark health care legislation, he raised the idea of a public health insurance option run by the government, an idea that would have pushed out private insurers — and which was vehemently opposed by the American Medical Association. The final version of the legislation, which was approved by the AMA (one of the top spenders among groups that spend the most on lobbying lawmakers), established the creation of online marketplaces requiring individuals and small businesses to purchase private insurance plans instead.

What are they spending all that money on?

There is no uniform approach to how lobbyists get the job done for their clients. Organizations like the Chamber of Commerce, National Association of Realtors and Planned Parenthood may pay lobbyists to perform a variety of tasks, including conducting intensive policy research, keeping a close watch on any bills that could affect their interests, helping to draft sample legislation, cultivating relationships with influential lawmakers at cocktail parties and other Washington events, and meeting face-to-face with members and their staffs, repeatedly, to advocate on their behalf.

There are rules, though!

But it’s not like lobbyists can do anything to sway lawmakers (just ask Jack Abramoff); there have been strict limitations on their activities. According to Byrd, the first effort to regulate lobbyists dates back to 1876, when the House of Representatives required all lobbyists to register, a rule that still holds today. Since then, registered lobbyists have had to adhere to certain guidelines under the law:

  • Gifts to lawmakers or their staff are strictly prohibited.
  • Registered lobbyists are required to file quarterly reports on their contacts with elected officials and how much they were paid to make said contact.
  • Lobbyists must file semiannual reports disclosing contributions made to elected officials or political campaigns.

What lobbying issues are your representatives known for?

Thanks to these lobbying disclosure rules, we’re able to learn more about the organizations that try to influence lawmakers. ProPublica’s Represent Lobbying Registrations database (searchable by an organization name, a lobbying firm’s name, an individual lobbyist’s name and policy issues) makes it easy to sift through thousands of lobbying registration disclosures and find data that’s relevant to your representative.

While the database won’t specifically show whom your members have met with, you can plug in your legislators’ names to find out whom their former staffers are now lobbying for.  

What turns up will tell you if he or she has a particular expertise in certain policy areas — and that they may attract certain lobbyists based on their relationship with their former boss. Give it a try here.

You can also use search the lobbying database by policy issue to find advocacy organizations working on issues you’re interested in.

Two of the best education bloggers in the nation weighed in on the nature and purpose of the new “National Parents Union,” which proudly announced that it would give parents’ “voice” in opposition to the teachers’ unions.

Peter Greene asks, “Do You Smell Astroturf?” 

He provides a detailed history of the well-established “ed reform” credentials of its founders, as well as a scathing letter by a parent who previously founded the New York City Parents Union, and found that she was pushed aside by the Walton-funded newcomers. He notes: I have heard the argument over and over and over again that philanthropist money and Walton and Gates and Broad and Jobs money is necessary to counterbalance the vast financial resources of the unions, but the union is a bb gun in a field of howitzers.

And quite by coincidence, Steven Singer wrote about the “National Parent Union” and issued an “Astroturf Alert: National Parents Union is Thinly Veiled Union Busting Backed by Billionaire Cash.” 

Actual classroom teachers, like Greene and Singer, upon whom actual schools depend for their survival, do not have a low opinion of teachers’ unions.

Singer begins:

How do you do something disgusting without hurting your image?

If you’re the Walton Family, you hide behind a mask.

That’s what their latest AstroTurf front group is – the so-called National Parents Union (NPU).

It’s a way to bust teachers unions, destroy public schools and profit off of students behind the guise of a friendly parents organization.

Oh, it’s all funded with oodles of cash from the Walton family and other billionairesbut they get to pretend to be nothing but supporters on the sidelines.

The people who bust unions before most of us have even had breakfast yet claim they have nothing to do with this anti-union movement. It is all the parents doing. The Walmart heirs just put up the money to let these parents live their dream of union free schools – as if schools where educators have no rights or intellectual freedom were somehow in the best interests of students.

In the world of ed reform (ed deform), billionaires must always wear masks, because parents and teachers don’t trust their motives. What are they after? What are they trying to do? What gives them the right to rearrange my local public school? Who elected them? Best to find a front group to carry their water for them. Or their spear.

 

 

 

 

Jennifer Hall Lee is a parent activist in Pasadena, California. She wrote this article about the different amounts of money available to different types of schools in Pasadena. Remember that one of the goals of American public education is “equality of educational opportunity.” How is this possible when children in public schools do not have access to the resources as children in other kinds of schools in the same community?

Here is an excerpt:

Let’s look at a few of the current annual fund goals for schools in the Pasadena area.

  • $75,000 is the annual fund goal for Eliot Arts Magnet Academy (a PUSD school).
  • $500,000 is the annual fund goal for an Altadena charter school.
  • $4.3 million is the annual fund goal for a Pasadena private school.

These annual fund numbers reflect the income levels of parents because when you set a goal for an annual fund you must reasonably expect that the goal can be reached. Annual funds in public schools derive monies primarily through parents and alumni.
