I just listened to “The Coming Storm”, by Michael Lewis. I didn’t carefully read the description before diving in, and thought it would inform me about the increasing violence of weather. Rather, I learned about the privatization of weather, or at least the reporting of it, and the Department of Commerce.
Turns out, the Department of Commerce has little to do with commerce and is actually forbidden by law from engaging in business. Rather, it runs the U.S. Census, the Patent and Trademark Office, and the National Institute of Standards and Technology. Over half of its $9B budget though, is spent by the National Oceanic and Atmospheric Administration (NOAA) to figure out the weather. And figuring out the weather, is largely about collecting data. “Each and every day, NOAA collects twice as much data as is contained in the entire book collection of the Library of Congress.” One senior policy adviser from the George W. Bush administration, said the Department of Commerce should really be called the Department of Science and Technology. When he mentioned this to Wilbur Ross, Trump’s appointee to lead the Department, Ross said, “Yeah, I don’t think I want to be focusing on that.” Unfortunately for all of us, Ross also wasn’t interested in finding someone who would do it for him.
In October 2017, Barry Myers, a lawyer who founded and ran AccuWeather, was nominated to serve as the head of the NOAA. This is a guy who in the 1990s, argued the NWS should be forbidden (except in cases where human life and property was at stake) from delivering any weather-related knowledge to Americans who might be a consumer of AccuWeather products. “The National Weather Service” Myers said, “does not need to have the final say on warnings…the government should get out of the forecasting business.”
Then in 2005, Senator Rick Santorum (a recipient of Myers family contributions) introduced a bill to basically eliminate the National Weather Service’s ability to communicate with the public. Lewis asks his readers to “consider the audacity of that manuever. A private company whose weather predictions were totally dependent on the billions of dollars spent by the U.S. taxpayer to gather the data necessary for those predictions, and on decades of intellectual weather work sponsored by the U.S. taxpayer, and on the very forecasts that the National Weather Service generated, was, in effect, trying to force the U.S. taxpayer to pay all over again for the National Weather Service might be able to tell him or her for free.”
It was at this point in my listening that I began to think how this privatization story was paralleling that of education’s. In both cases, those in the public sector are in it for the mission, not the money. In both cases, the private sector only “wins” if the public sector “loses”. In both cases, it is in the interest of the private sector to facilitate the failure of the public sector or make it look like it is failing.
Just as private and charter schools profit when district schools are perceived to be of lower quality, Barry Myers has worked hard to make government provided weather services look inferior to that which the private sector can provide. As Lewis points out, “The more spectacular and expensive the disasters, the more people will pay for warning of them. The more people stand to lose, the more money they will be inclined to pay. The more they pay, the more the weather industry can afford to donate to elected officials, and the more influence it will gain over the political process.”

Virtually all of the private weather forecasting services ( including all of the major news outlets) are dependent on the National Weather Service.
That’s the reason why when one gets it wrong, many (if not all) get it wrong.
It’s understandable that National Weather Service sonetimes gets things wrong. Weather has a lot of uncertainty associated with it.
But it’s actually very funny that any private service would try to undermine the National Weather service because in so doing, they are effectively underming their own forecasts.
I served in two contracts at the National Weather Service headquarters in Sliver Spring MD. Even with the latest meteorological equipment, satellites, computers, etc., weather forecasting is a mixture of science and probability. That is why the NWS gives chances of rain in percents.
The number of people killed in the current California fires, should serve as an example of this. The winds are unpredictable, and it costs lives.

The parallels between NOAA and public education are stunning. The small government ideologues want to destroy most of the functions of government so that new markets of hyper-capitalism will provide more investment opportunities for the wealthy. Another goal is to hobble government so much it will not be able to regulate commerce, and the free marketeers will have free reign to lie, cheat, steal, poison and pollute.
My husband works part-time for the Census Bureau which many people do not realize conducts multiple surveys, not only the general ten year surveys They conduct health surveys for the CDC and other federal agencies. It is very scientific. Enumerators must do a great deal of research to local individuals or residences, and all the searches are GPS certified. All information is gathered with total confidentiality and anonymity.
Myers, is a lawyer from Philly, and a former Santorum donor. Unfortunately, as is typical of #45, he is nominating Myers to lead NOAA. Just as he did with education and DeVos, Trump wants to bring in the person that wants to destroy the agency to lead it. It is a total conflict of interest. What will Democrats do?

Privatizers want to kill the National Oceanic and Atmospheric Administration because that agency is also a key source of evidence for the effects of climate change.
The effort to privatize weather-related data began in the Department of Commerce in 2013, with newly confirmed Secretary of Commerce Penny Pritzker. “During a two‐month period, the Secretary met with over 300 CEOs and business leaders, visited 13 cities in 12 states, and held numerous roundtables, factory tours, and one‐ on‐one meetings with sector leaders. In addition, multiple meetings were convened with governors, mayors, and congressional leaders. The result of this effort was the new Commerce Strategic Plan 2014‐ 2018, which supports the message that ‘America is Open for Business’.“ Barack Obama nominated billionaire Pritzker as US Secretary of Commerce. The Senate confirmed her in a 97–1 vote. She has been replaced by Wilbur Ross, bottom-feeding billionaire.
The National Oceanic and Atmospheric Administration is in the second year of “testing” private contracting, with three recent grants.

A third contract went to GeoOptics with GPS data and satellite imaging for sale and with most of the people in leadership positions coming from federal posts and prior experience in government contracting.
I think that the budget for these two year grants has not yet been approved, but it is in the range of $3 to $6 million dollars. That is not very much, but this program is about opening the doors to privatizing not funding new technologies. The “case” made for privatizing was based on claims of outdated or failing NOAA satellites (most on a planned schedule for decommissioning).

This gets personal. My brother played a major role in designing the first Earth Resources Satellite and later versions of moderate-orbit imaging until about 2000.
The reason we find ourselves at the point when private citizens are attempting to undermine governmental services is that extreme power has followed extreme wealth. Since both are corrupting influences on people, we should not be surprised when very wealthy people act as hostile foreign governments act.
The Citizens United decision suggested that there was a right of free speech infringed by restrictions on money spent in political discourse. Corporations have the same right as individuals. It is time to question this logic. Outside of penning an opinion published in an outlet that is responsible for what it has to say, the wealthiest of individuals should not be able to influence public opinion by virtue of their wealth. This is not freedom. It is repression posing as freedom.
In the debate over education, organized efforts to paint the picture of a school system that is a failure have been bankrolled by wealthy “disrupters” who champion a whole host of policies that undermine what is good for all. If a foreign government was doing this, we would all be up in arms. Considering the Sizer Report and its use of this image, how ironic this seems now.

I have worked for the federal government, and I have worked in the private sector. The inescapable fact, is that some services are better provided by government, and some are better provided by the private sector.
A nation must have a defense cohort. The Army is a government operation, everyone realizes this.
I have done telecommunications work in many nations. Most countries have their government running the telecommunications as a monopoly. Of all the industrialized nations. only the USA has no federal telephone and telecom operation run by the government.
The USA has the best telecommunications in the entire world. And nearly all of it is in private hands. Costs are lower that comparable service in Europe or Japan. Innovations and technology are more advanced here, as well.
Example: The basic patents for cellular service were taken out in 1946. The monopoly phone company sat on the concept, until 1981, when AMPS (advanced mobile phone service) was finally approved by the feds. Once the shackles of government were off, cellular phones took off like a rocket.
One traditional government service that has shown to be much better provided by private firms is air traffic control. In Canada, the ATC is almost all private. There is a major push (quietly) to phase out civil air traffic control in the USA, and privatize the nation’s skies. see

This has been discussed for some years. The Federal Aviation Administration, the commercial airlines, and the air-traffic controllers union (PATCO), are all in favor of shifting the nation’s air traffic control to a private operation.
When three entities with diverse goals like these can agree on something, there is usually a good reason.
And yet many rural areas in the United States have very expensive connections which are inferior. Economy always seems to serve some, not all. The point here is that we cannot afford to underserve our children by choaking government funds and then claiming the government is at fault so the privatizers can profit.
@Roy: Air traffic control is the “traffic cop” of the skies. ATC controls aircraft, and makes sure that aircraft does not crash into each other, or into the ground.
Air traffic control does not assign routes, or control prices for civilian aircraft.
Surely you do not want to return to the old Civil Aeronautics Board, when they set fares and routes!

I have worked contracts at the Pentagon, for many years. A substantial amount of work is done by civilian contractors, and I am proud to be one of them.
Engineering work, and defense planning, and computer services, etc can be done much more effectively and economically, by contractors, than by uniform military personnel. The purpose of the Army is to fight. When support services can be performed by contractors it benefits the Army, and the nation.
Many (not all) progressive/liberals call for a reduction in defense spending. Contractors do exactly that.

Betsy DeVos has a brother named Erik Prince. He has his own mercenary army. He has offered to replace the US military in war zones. Should his offer be accepted?
Of course, public schools contract for hardware, software, and school supplies. They don’t make their own pencils or textbooks. They don’t build their own chairs or desks or tables. But the issue here is that it is unwise to contract out the core service: Instruction. That’s the job of the public schools.
Unless you think the US government should hire mercenaries to fight its wars.
I do not know anything about the military capabilities of this man’s security forces. I must say that it sounds sort of “looney tunes”. I reserve additional comment.
I understand that publicly operated schools purchase all kinds of things from the private sector.
When I was in public school back in 1962, there was a girl in our class that needed special speech instruction, and our school had no qualified teacher. So the Fayette County Schools, contracted with a private speech clinic, and she got the instruction and counseling that she needed.
Public schools often contract out instruction, especially for special-needs students. (See Endrew F. v. Douglas County). I foresee this trend continuing and expanding. Especially for special-needs students, in districts that have neither staff for facilities (for these students). As long as the kids get the instruction/counseling, it does not matter if it is public or private.
The US government has worked with mercenary forces in the past. The CIA trained a Cuban exile Army for the Bay of Pigs invasion force. The CIA fought a secret war in Laos, with the assistance of Hmong tribesmen, all trained and financed by the CIA.
I do believe, that our nation should pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty. This much I believe and more.
And that includes using domestic and foreign mercenaries to assist in combat operations.
Things have changed quite a lot since you were in school. Today, schools are required to have teachers who are trained to teach students with disabilities.
Agreed that things have changed a lot since 1962. I dispute your claim that public schools are required to have teachers/ facilities/ staff/ interpreters for special-needs children. see Board of Education of the Hendrick Hudson Central School District, Westchester County, The Commissioner of Education of the State of New York v. Rowley (1982).
The Supreme Court ruled exactly the opposite. Summary : Q School administrations are allowed to determine what is required to meet a handicapped students individual needs. END Q

The rights of students with disabilities is protected by federal law (IDEA).
Students with disabilities lose federal protection when they do not attend public schools.
Amy Rowley was deaf, when she petitioned the school system to provide an interpreter. She definitely had the right to one.
The court ruled that the public school system of Westchester County, did NOT have to provide one for her.
So much for the rights of Amy Rowley.
If IDEA protects her rights, then where is her right to have an interpreter, so she can learn.

Here are many examples of MOTIVATIONAL separated paragraphs:
1) As in Flint, clean water is not easily accessible to Kibera residents; without formal piping into the slum much of our water is easily contaminated with disease. To make things worse, enterprising locals tap into the nearest pipes and re-sell contaminated water as “safe,” at exorbitant prices.
2) With each election cycle, my community placed faith in politicians who promised to provide clean water, as well as to tackle systemic poverty, endemic corruption and myriad other problems that plague our society. But time and again they struggled to deliver.
3) Tired of waiting for those solutions, my mother took matters into her own hands. She organized a group of women who gathered each week to pool their money to help start a business, care for a sick child or buy school supplies. They were mostly illiterate; since I could read and write, they asked me, a 9-year-old, to keep the books.
4) One day, many years later, a woman in the community proposed expanding on the group’s model, making it more of an official, organized operation, with an agenda we could present to the public and politicians. I saw an opportunity to combine the efforts of Kibera’s many community groups — churches and mosques, groups of young people and old, community centers, and assemblies of craftspeople.
5) “We created a unified urban movement.” This is THE BEST beautiful, wonderful and exemplified idea of all actions.
I can see in American Nov 6th Midterm Election in Michigan and many other BLUE and RED states WHICH HAVE THEIR BIPARTISAN to protect their PRICELESS STUDENT IN K-12 PUBLIC EDUCATION.
In short, Dr. Ravitch, her NPE organization and all conscientious fresh plus veteran AMERICAN EDUCATORS have been successful to cultivate parents, students of all middle classes and working classes to unite ant to achieve what is the best for American Public Education. This the best news since 2016.
I hope that 99% American population will forgive BUT need to discipline all corrupted official who try to harm America.

Here is the wonderful idea in the conclusion of an article
Flint and Kibera are reminders that the power of politics is the people. The process of community organizing will bring forth the leaders who can truly represent their communities and advocate change, whether or not those leaders hold political office.
Many of the most impactful leaders never wanted to be politicians. The Rev. Dr. Martin Luther King Jr., Rosa Parks, Muhammad Ali and, in Kenya, heroes like the environmental activist Wangari Maathai — their legacies speak to the truth that political office is not everything.
We should look first to our neighborhoods, towns, schools, churches, mosques and temples to identify the leaders who represent our needs and values. Empower them, and the politicians will follow suit.
