That article doesn’t explain much. I have asked an Alabama friend to write it up. Sentance oversold. He claimed credit for the “Massachusetts miracle” but I had trouble finding anyone there who remembered him. Probably he forgot to tell the Alabama board that the foundation of the Mass miracle was a huge spending increase.
